Fire crews battled flames for two days Jessica Peters THE OBSERVER

A small forest fire along the southern bank of the Harrison River kept fire crews busy last Thursday and Friday.

While the fire was first reported to be about three hectares, the BC Wildfire Management Branch confirmed on Friday it was six hectares.

It was burning through steep terrain, four kilometers from the Village of Harrison Hot Springs, on the west side of Agassiz Mountain. It was endangering BC Hydro power lines, and the close proximity to the power lines upgraded the

small fire to an interface fire.

About 28 firefighters were put into place, as well as six helicopters and an air tanker. Agassiz's deputy Fire Chief Gerald Basten said the fire meant the Emergency Operations Centre was activated, at the Agassiz fire hall. The fire was within the District of Kent's boundaries.

"We coordinated with the RCMP, Kent Search and Rescue, Agassiz Fire Department and the Wildfire Management Branch on this fire," Basten said. The EOC was put into operation on Thursday morning

Parks Day, and events were held in locations around the province, including Bridal Veil Falls.

Last Friday, Environment Minister Mary Polak released a statement in response to several media reports regarding the Park Amendment Act. “I want to be absolutely clear, the Park Amendment Act does not allow, promote or otherwise enable industrial projects in provincial parks and protected areas. Suggestions that future industrial operations will be allowed in parks are simply not true.

There will be no drilling, no mining, no forestry, no transmission lines and no gas wells in our parks,” she stated.

However, the Sasquatch Park proposal is not looking to conduct logging

within the park, it’s seeking to have the road removed from the park to allow for industrial traffic — a move that even Tamihi representative Ted Holtby has said is not limited to Tamihi’s request.

Those hoping to save Sasquatch Park will be speaking the District of Kent council next. Hansen said they have put in a request to speak with Seabird Island band, but that it hasn’t happened yet.

Earlier this month, Harrison’s mayor and council voted unanimously to not support Tamihi and Seabird’s proposal and is writing a letter to the Ministry of Environment to state that.

“It’s great,” Hansen said.

“It sends a message that there is public opposition to the plan as proposed.”

While they say they aren’t against logging, they are opposed to Seabird Island and Tamihi Logging’s plan to have a portion of road removed from Sasquatch Park. The boundary adjustment would allow the proponents to haul logs from a potential woodlot that abuts Sasquatch Park.

In addition to the rally and petition, which had about 25 new names added on Saturday, there is a Facebook page called Save Sasquatch Park. At 200 members, it’s growing

slowly but surely.

“The important thing to remember is this group is not anti-logging,” Hansen said. “What they are for is preserving Class A parks and not degrading them by running logging trucks through them.”

Alternate routes were mentioned during a public information meeting held earlier this year, and the proponents should be looking at those avenues, Hansen said. Having the existing road removed from the park boundary would be easier and significantly more affordable than building a new road out of the woodlot.

“What this tell us is they’re going to be making off of it and they aren’t willing to invest,” Hansen said.

During the most active phase of the fire on Thursday, access along the river was limited. Hikers were also asked to avoid the area.

The fire was first reported at about 1:30 a.m. on Thursday, and is thought to be caused by human activity.

A series of lightening strikes in the Fraser Valley contributed to several fires across the region last week. Most of those were under control by early this week, thanks to cooling temperatures and much-needed rainfall.

Backhoes replaced in both Kent and HHS

A comment made by Harrison Coun. John Buckley in regards to a backhoe leasing agreement was taken out of context in story published in last week’s Observer.

While Buckley confirmed he did vote against the lease agreement for a 2014 Caterpillar 420F IT backhoe loader, it was not with the hopes that the Village would fix the outdated one.

“It’s that leasing is the most expensive option,” he clarified. The new machine will cost the Village $143,600 plus tax.

“I’d suggest save the money and buy one next year,” he said. “You limp along with what you have. Leasing is not an avenue that you would want to take.”

In a timely coincidence, the District of Kent approved the purchase of a a brand new 2014 Catepillar 420F IT Backhoe Loader. With their tradein allowance for the 2003 machine, their total will be $109,946 plus tax.

The district is not leasing, but purchasing the machine outright with a five year payment plan through the Municipal Financing Authority. Council voted unani-

mously for the purchase, but Coun. Duane Post did question why they didn’t choose a lease.

“We have looked at

leasing in the past and usually from a financial perspective it does present a challenge, the costs are higher for leasing,”

Mick Thiessen answered.

“The buyout costs are quite high.”

Like the Village’s backhoe, Kent’s machine

would have to be fixed at a cost of about $80,000 to be put into service again.

“Perhaps in the future if we have a machine that’s

incurring those kind of costs we could deal with it sooner rather than later,” Coun. Holger Schwichtenberg suggested.

Pioneer Park being restored Jessica Peters THE OBSERVER

Aquaseed has been sprayed over the majority of Pioneer Park to help restore the park to its original state.

The park was used as a location for a full filming facade for the television series Wayward Pines. Aquaseed is about a third of the cost of sod, and includes all the nutrients needed for the grass to thrive. It should take about three weeks for the grass to come in. The public is being asked to remain out of the park in the meantime.

While the set is gone and the park is being restored, filming is not yet completed for Wayward Pines. Crews will be in town on July 28, with some filming taking place July 31.

New OCP adopted in Kent Council votes unanimously following lengthy consultation process

After more than a year and a half of public consultation and planning, there is a new Official Community Plan in the District of Kent.

The new plan was adopted at Monday night’s council meeting, with a few amendments that evolved from the final public hearing held on June 24 at the Friendship House.

The new OCP now does contain “stronger language in regards to the Agassiz-Rosedale bridge,” stated Darcey Kohuch, director of development services.

Specifically,

he said that the district would like to speak with the Ministry of Transportation about the possibility of a four lane bridge.

The new OCP states: “Considering that serious traffic accidents continue to occur on the RosedaleAgassiz bridge, as well as lack of capacity and considerable safety concerns, the District shall continue to work with the province and Ministry of Transportation and Infrastructure so they may provide the necessary funding and a short and long term implementation plan” for bike and pedestrian lanes that are separate from vehicle lanes. It also men-

tions relocating the lights to safer locations and eventually replacing the entire bridge.

The new OCP also places more emphasis on the troubles along Rockwell Drive, in particular the need for that area to have an evacuation route.

Many of the changes were a direct result of the latest consultations with the public, including the mention of a helipad potentially being placed at the breakwater along Rockwell Drive, to minimize the time patients are in transit after accidents in Sasquatch Park or along Rockwell Drive.

map which incorrectly portrayed a trail, along with a handful of minor amendments and housekeeping changes.

“Some language had to be changed to be more accurate,” Kohuch said.

They also beefed up language that would support more home based businesses, and to allow for additional dwellings on ALR if a need is demonstrated, Mayor John Van Laerhoven acknowledged the lengthy process of the OCP. “It took well over a year and a half,” he said, calling it a “difficult process.”

“We need a plan that addresses the wishes of the community as a whole rather than individuals,” he added.

Councillor Duane Post noted that some of the concerns were not addressed, including the potential for growth in the Morrow Road area.

“I imagine it would be hard to look out the window one day and see a four story townhouse,” he said. “But there’s a balance between trying to grow and trying to save farmland.”

Councillor Holger Schwichtenberg agreed that the process was long, and many people participated, but lamented that not enough businesses participated.

“People were given ample opportunity to express their opinions,” he said. “One of the biggest disappointments I had was the response from local businesses.”

He said that while he’s sure the OCP won’t please everyone, there will be a chance to redo it all over again in the future.

Pedal power drives Slow Food tour Next Saturday, the roads will be filled with bikers who have a keen sense of adventure — and shopping.

The Fraser Valley Slow Food Cycle Tour will make its way through the Agassiz area on Aug. 2, and Chilliwack on Aug. 3.

This is the eighth annual tour, featuring fresh local food and incredible farms.

The leisurely self-guided Slow Food Cycle Tours provide both an educational and culinary experience, exploring a variety of farms including some that are open to the public only on the day of the tour. Cyclists on the tour get a rare chance to meet the farmers and learn about agriculture as they pick up fresh produce and other goodies in the spectacular Fraser Valley.

Last year, participants in Agassiz enjoyed locally produced goat cheese, hazelnuts, wood-fired pizza, ice cream with fresh blueberries and much, much more. Each cycle tour is approximately 25km along flat public roadways and riders can start and finish their slow cycle tour any time between 9 a.m. and 4 p.m.

Opinion Court of public opinion It appears that Prime Minister Stephen Harper intends to avoid testifying in the trial of suspended-senator Mike Duffy, now facing 31 criminal charges connected with his disputed expense claims.

While legal experts claim it's entirely likely that Harper will be called to testify

by Duffy's defense in response to bribery charges, a spokesman has made it clear that Harper feels he has no further information to add to what he has already supplied to the RCMP. This is yet another instance of Harper's increasing disconnect with the electorate.

Whatever reasons he offers, it is obvious that the desire to avoid anything that might prove embarrassing – standard equipment for politicians – has yet again trumped any attempt at transparency or respect for due process.

We'll leave it to the courts to rule whether Harper can invoke parliamentary privilege to avoid testifying, but he's not likely to score any points with the ordinary Canadian citizen by doing so.

Does any of us imagine we could avoid a subpoena to appear as a witness in a trial by claiming we had nothing useful to add? Any judge in this land would tell us it's not our place to conclude whether

our testimony would or wouldn't be useful. It would be highly presumptive for us to assume that we could anticipate any and all lines of questioning, and we'd likely get our knuckles rapped for it.

But then we're not the prime minister – and not able to avail ourselves of his privileges, parliamentary or otherwise.

Harper has persistently sought to distance himself from the actions of the Prime Minister's Office on the Duffy file – a situation that would be laughable if it did not reveal how tragically flawed our political system is.

Cloaked in his mantle of privilege, Harper has decried the kinds of actions his appointee to the senate is accused of perpetrating, stopping just short of accusing the man himself. Yet Duffy has alleged, just as persistently, that the prime minister is not as far removed from the affair as one would have us believe.

Whatever our presumptions with regard to Duffy, the accused deserves his day in court.

And the Canadian public deserves the kind of leader who is willing to endure some personal discomfiture to testify, openly and honestly, in a court of law.

Anything short of that is an insult – to our people, to our principles, and, ultimately, to our country.

B.C. back in black, deep in debt B.C. VIEWS Tom Fletcher VICTORIA – When the audited public accounts confirmed a $353 million surplus for the last fiscal year, B.C. Liberal political staff were quick to remind reporters of the NDP’s main theme from last year’s election campaign.

Pages of election quotes from almost every NDP MLA were waiting to be distributed. It was a “bogus budget,” one of the more polite tags applied to the government’s pre-election fiscal plan.

“It underestimates the costs in a whole bunch of ministries and we’re going to have to review that because all of the decisions that we propose in our platform will have to be implemented,” said thenleader Adrian Dix, describing the NDP’s plans to tax and spend

more.

Skeena MLA Robin Austin targeted health care in the budget debate: “Bearing in mind that our population is actually increasing, bearing in mind that our population is aging, I think it’s very unrealistic to think we can actually limit health care expenditures to 2.7 per cent.”

As it turned out, health care spending grew by just over two per cent. It still went up by $360 million from the previous year, but after annual increases of six or seven per cent had become the norm, this is quite an achievement.

New agreements remain to be negotiated with doctors and nurses, so we’re unlikely to see the same cost control results for the current year.

Ottawa’s health care transfer payment formula has changed, and increases are to be capped at three per cent a year by 2016, so this is the kind of spending restraint all provinces are expected to produce.

Education was the only other ministry to receive significant extra funding last year, up $299 million despite continuing enrolment decline. Like health, the education budget goes up every year, and these increases, along

The public accounts confirm that the province’s total debt rose to just over $60 billion, the latest of a series of increases since 2008.

The much-touted balanced budget is on the operating side, while the province continues to pile up debt to pay for the Port Mann megaproject, hospitals, schools and other big infrastructure.

Finance Minister Mike de Jong emphasized the difference between capital and operating expenditures.

“We’re borrowing to build as opposed to paying for the groceries,” he said.

“Debt free B.C.” was not an outright misrepresentation, merely one of the most farfetched promises ever delivered in the history of B.C. politics.

Meanwhile there is more capital debt ahead. The cabinet is expected to green-light the Site C dam on the Peace River this fall, a decade-long project estimated to cost $8 billion.

Along with the public accounts, the finance ministry released a list of surplus land sales. The sale of 50-odd properties, some of them closed schools, netted the provincial treasury about $310 million, which accounts for most of the surplus.

Was this “selling off the family silverware to try and balance the books,” as now-NDP leader John Horgan termed it before the election? It’s certainly not a revenue source to be matched next year.

Ambulance dispatch claims of ÄreÄghters unbalanced A recent op-ed by the provincial fire fighters union president makes several claims about the provincial pre-hospital health care system that require clarification so readers can have a balanced perspective.

To ensure that both ambulance and first responder (fire department) resources are dispatched appropriately, and the public isn’t at risk from emergency vehicles driving at high speeds unnecessarily, BC Emergency Health Services (BCEHS) undertook its fifth review of its Resource Allocation Plan (RAP) in 2013. The RAP outlines which resource(s) to assign to each

medical call received and how they should respond – lights and siren or routine.

Our evidence-based review found that there is no clinical benefit for patients to have first responders dispatched for several of the call types that they currently attend.

A formal consensus among EMS physicians is that only patients in cardiac or respiratory arrest, or those having total airway obstruction, benefit from a rapid ambulance response. An ambulance is still sent to every call in B.C., however, they are responding without lights and siren more often.

Ambulance dispatchers assess the patient’s condition over the phone and prioritize every call for service – people with life-threatening conditions get the fastest response with the highest trained paramedics available.

When appropriate, dispatchers notify first responders that there is a patient that would benefit from having fire fighters provide first aid as soon as possible. This notification occurs in seconds, not minutes as stated. First responders remain able to upgrade the call if they have concerns about the ambulance response.

Why should we keep our cats indoors as you said they are following their natural instincts to hunt birds and other small animals.

Cats are outdoor animals and them attacking and eating small animals is just the circle of life. Cats and other predators are nature's way of

controlling population. So no there is no reason for people to keep their cats indoors.

Even if they do you'll still see animals wounded that way from strays and feral cats. Keeping your cats indoors will also keep your cats from keeping the local pest population in check.

Unfortunately, I had been knocked down just recently in a grocery store by one of these scooters. As well as a concussion, I was left with an eight-inch split

Country star brings acoustic show

When Todd Richard steps on stage, it’s always with energy, grit and style. The country singer’s stage presence during a big show is nothing short of dynamic, and his fans love him for it.

But Richard is not just some dime store cowboy crooner. He’s a true musician, and a natural storyteller. And that’s the side he’ll be showing when he performs at Centennial Park next Thursday, July 31, as part of the Twilight Concert Series, “This will just be an acoustic show,” Richard said. “We’re changing it up a bit and it’s going to be kind of cool. I’ll tell some stories and sing some songs.”

He’ll take the audience back with him to the beginning, to the reasons he stays true to himself and why he’s stayed so focused on his music.

“Folks will get to hear some stuff that maybe they don’t know about me yet,” he said, along with some of the covers that helped shape him as a younger performer.

Richard has just released the first single off his second album. High Time was recorded in Abbotsford’s Studio Down Under with the help of Tom McKillip. The studio is a bit of hidden gem, but one that’s quickly being discovered by plenty of musicians.

“It’s not known very well,” Richard said, “But this is the place to go.”

While Richard loves writing music and plenty of his own songs are on both his first and second album, High Time was

picked by McKillip from a music publishing house down in Nashville, specifically for Richard.

“He thought the song fit my voice, and my image,” Richard said. “It fit me perfectly.”

He’s looking forward to connecting with new fans at events planned throughout the rest of the summer. Some of his bigger local shows include Chilliwack’s Party in the Park on Aug. 22, and the Bands on the Beach on Labour Day weekend.

But those will be the big shows.

For those who really want to get to know the man behind the music, Agassiz’s Twilight Concert Series is the perfect bill.

The show runs fro 6:30 p.m. to 8 p.m., at Centennial Park near the Agassiz Agricultural Hall.

After Richard’s show, there is one more left in the series; Her Brothers will perform on Aug. 13.

The concerts are free to the community and the performances are for a general audience. A small donation is encouraged at each performance to help offset the performer costs. The Agassiz Fire Department will be there selling hot dogs and cold drinks and operating the ECD Success

The Fraser Valley Dragon Boat Club’s annual regatta takes place in Harrison this Saturday, July 26.

For many years, Kent Harrison Search and Rescue have assisted by providing a safety boat and crew for the event. This year the dragon boat club is returning the favour by focusing on fundraising efforts for SAR. A raffle and silent auction will be held to raise funds towards a new building for SAR. Local merchants as well as rescue equipment suppliers have donated valuable items that will be part of the raffle. Residents are encouraged to visit the ticket booth, situated near the plaza and washrooms, to support the local SAR group.

If you were in Agassiz this past weekend you may have wondered what all the whistles, beeps and cheering coming from the pool was all about, especially considering how cold and rainy the weather was.

Well it was worth cheering for the great swim meet hosted by the Agassiz Harrison Aquanauts. This is an annual event to commemorate Agassiz swimmer Kristy Hatt, who swam with AHA for 14 years and inspired many swimmers before she died in a car

We had a remarkable 46 swimmers attend our home swim meet. Many of the younger new swimmers don’t travel to attend other summer meets so this home meet was a good chance to experience competitive swimming. William Fisher, Charlee May Allen, Sabrina and Sahil Grewal, Gregory Hinton, Erik Lingard, Blake Mailhot, Eva, Mati, and Helaman Ochoa, Bowen Hardy and Lili Hardy had their first swim meet this weekend.

For Helaman Ochoa, it was a great start. He swam a 43.46 in 50 free in prelims, qualifying him for finals. In finals he wore his first racing suit and dropped another five seconds, swimming a 38.70 and placing sixth.

For swimmers who have been with the club awhile, competition becomes about improvement, not just getting into finals. The coaches watch for improving best times and eventually swimmers realize that most of the reward comes from that improvement.

improved her swimming form. Bentley McMullin took 25 seconds off his 50 back time. Nicola James narrowly missed breaking under the 50 second mark in 50 back with a 50.59 second time.

Twenty one swimmers made it to finals - almost half the team. This led to many notable swims.

Neighbours of Pioneer Avenue Hi All: “Wayward Pines” will be returning to Pioneer Avenue and Pioneer Park for one more day of filming next week.

We will be placing set pieces and our Carousel back into Pioneer Park July 28th , 29th and 30th.

Filming will be on July 31st, starting in the early afternoon and continuing into the night.

Removal of our set pieces, and any restoration in the park will start August 1st.

We will, again have traffic stoppages in the block during our filming, and some intermittent traffic control during our set up and tear down dates.

three times and achieved third place for 50 free and 100 breast. Her sister Taylor swam finals in all her events with a great second place finish in 100 free. Anton Stoeckly swims smooth and fast and was also in finals for all his event winning two second place finishes - 50 free and 100 IM. Hebrina McInroy puts her all into her races which led to a third place 50 free finish. For a first meet Blake Mailhot did well with two second place finishes (25 fly and 25 breast) plus third in 25 free and fourth in 25 back.

Still, despite all these other high place finishes, the swimmer of the meet was Logan Sparkes. In the last race of the weekend (100 free) Logan was able to drop 1.5 seconds to just qualify for finals. In finals, at the end of a long weekend of racing, Logan was able to swim yet another best time and drop an additional 2.5 seconds.

He swam a 1:18.89 and pulled himself up into fifth place. Logan really gave all his races everything he had and gave his competitors a run for their money.

Despite the rain and

cold, a lot of fun was had by all the swimmers. Wandering by the front of the pool where parent volunteers tried to organize kids according to the next event and heat and so on, there was always lots of laughter and socializing going on between all the different teams but also support for team mates about to swim. Relays are another place that teamwork really shows up as well. On Sunday, in the 200 m freestyle relay there were actually two teams of AHA boys. There was lots of excitement and playful challenging of each other and in the end the two teams came in first and second place.

So the summer season is drawing to a close, at least from a swim meet perspective as regional swim meet in two weeks will be the last swim meet of the summer for most of AHA. The swim club could not function without all the hard work of the parent volunteers and the community support and donations. Thank you so much to everyone who contributed to make this years meet a great success.

Local athletes at Indigenous Games More than 2,000 athletes are in Regina this week to compete in the North American Indigenous Games.

Many of those athletes come from the Upper Fraser Valley, and are competing in basketball, swimming and canoe events against other young athletes from across the continent.

At press time on Wednesday, Team BC had already racked up 34 medals, with two days of games left to go.

The U19 Boys Basketball, including Agassiz graduate EJ Link, experienced tremendous success on the court early in the week, easily defeating teams from Florida (82-26) and Nunavut (100-39) in the first round.

That moved them into the quarter-final against New Brunswick, where they won 78-47. They were set to play Alberta in the semifinals, after press deadline.

DAREL, Ruth Eileen(nee Britton) 1929-2014 Ruth passed away on July 15, 2014. She was born July 28, 1929 in Sardis, BC but lived most of her life on the Darel Family farm in Agassiz, BC. She is predeceased by her loving husband of 55 years, Paul(2000), infant son David(1946), and four of her five sisters, Fern, Iva, Ida & twin sister Ruby(2009). She is survived by her four children, Raymond (Marti) Darel, Roland (Debbie) Darel, Jeanine (Michael) Manley, Donald (Thalia) Darel, 17 grandchildren, 21 great-grandchildren and 2 great-great-grandchildren.

Ruth had a great love of gardening, crafts and travel, but most of all her family was dearest to her heart. Ruth will be sadly missed and will remain forever in our hearts.

Funeral service took place Tuesday, July 22, 2014 at St.Anthony of Padua R.C. Church, Agassiz, BC.

Paul Grindon

Paul Grindon was born in Manchester UK on Jan. 17 1946, just moments after his twin, Peter. He is survived by his wife Myralyn, his children Stephanie (Shane) and Eric (Melissa), his grandchildren Taysha, Zachary, and Elijah, siblings Carol (Dave), Ray (Rebecca), Sharon, John (Diane), and a large extended family. He is predeceased by his parents Jack and June, his niece Tammy, his sister Catherine and his brother Peter.

The family moved to Canada when he was a baby and they ended up in Guelph, Ontario. Growing up he was in Boy Scouts and Air Cadets and on his way to getting his pilot’s license when it was discovered that he was colour blind. Photography was a huge passion of his, that, and fishing with his Dad. He tried his hand at guitar but didn’t make the family band.

In 1962, the family followed the eldest daughter west to Port Moody, B.C. His gang in high school consisted of his brother Peter and sister Sharon, Al and James Pipe and all their friends, also making many more friendships everywhere he went, that lasted a lifetime. He also met the love of his life and best friend, Myralyn Pipe, in high school and they married on August 2, 1969. Later they moved to Mission and along came Stephanie and Eric.

Paul’s careers were his Photography studio and later Corrections. They moved to Rosedale and later Agassiz. His interests were photography, woodworking, camping, traveling, chess, cards, and computers. Dad’s intellect and creative mind were a great inspiration to those around him.

Paul and Myralyn were together until the moment he died suddenly in her arms on July 14th, 2014, from a heart attack. His gentle, caring manner and love for family and his humor and quick wit will always be remembered and missed.

A memorial service will be held at 12:00pm on Friday, August 15th, 2014 at Harrison Gospel Chapel, 514 Lillooet Ave. Harrison Hot Springs.
