The Surrey area has been the big beneficiary of TransLink’s strategy of shuffling bus service to carry more people with the transportation authority’s limited resources.

Richmond and Maple Ridge, on the other hand, saw a net decrease in bus service between 2010 and 2013, according to a new TransLink report on bus system performance.

It concludes TransLink is reaping gains from its ongoing service optimization initiative, which culls service hours from some routes or times where buses are underused and bolsters service in areas where overcrowded buses routinely pass up waiting passengers, or where more buses could attract new riders.

Over the three-year period, the South of Fraser bus routes were allocated 11 per cent more service hours, while the North Shore got an extra 8.9 per cent.

Richmond, however, was reduced by 3.9 per cent and Maple Ridge/ Pitt Meadows bus service was cut 2.3 per cent. continued on page 2

BCLC must pay witheld jackpots

A B.C. Supreme Court judge has ruled some problem gamblers who had themselves banned from B.C. casinos but managed to keep playing are owed jackpots that were withheld by the B.C. Lottery Corp.

The ruling in the class action lawsuit applies only to jackpots over $10,000 that were won but not paid out between April 2009 and June 2010, because jackpot entitlement rules were not validly enacted during that period.

Justice John Savage ruled the BCLC had “no authority to withhold jackpot prizes” at that time.

The rules were clarified in 2010 when the province amended its Gaming Control Act, and self-excluded gamblers who were refused big payouts after that are out of luck.

The case was led by two problem gamblers on behalf of numerous others who enrolled in the voluntary self-exclusion program yet still lost large amounts at casinos.

Hamidreza Haghdust was denied jackpots totaling $35,000 at casinos in Coquitlam and Vancouver and Michael Lee was refused a payout of more than $42,000 at a community gaming centre in Duncan.

The plaintiffs argued the large prizes should not have been confiscated because BCLC failed to keep them out of the casinos under the self-exclusion program and was therefore in breach of contract.

The judge did find BCLC was in breach of contract, noting that although Haghdust and Lee knew they were breaking the rules by re-entering casinos to gamble while banned, the lottery corporation was not blameless.

BCLC said in a statement it will work with lawyers for the plaintiffs to return jackpots to those who are eligible.

“Overall, the decision validates BCLC’s ability to withhold jackpots as a deterrent for those who are voluntary self-excluded and that the program is being operated effectively,” the Crown corporation said.

It’s not known how many gamblers may now be paid their five-year-old winnings.

Lawyers behind the case initially said they were trying to recoup 427 jackpots worth total of up to $1.5 million, but only some of those prizes were withheld during the initial 14 months after the BCLC introduced its denial of winnings policy in 2009.

While Haghdust was denied big jackpots when he managed to re-enter casinos, he also incurred $200,000 in losses since entering the self-exclusion program in 2006.

An earlier court ruling found BCLC did not owe damages to a North Delta woman who entered casinos in Surrey and Langley while excluded and lost $78,000.

Opponents have argued wards can lead to corruption, as one area representative horse trades with another to win projects for their districts.

However, in the last 20 years, there has been increasing pressure from the public to bring wards to Surrey.

Mayoral candidate Doug McCallum has vowed to implement a ward system here the day he’s elected.

His version would have four wards, with two councillors each. The mayor would be elected at-large.

Surrey First Coun. Linda Hepner told The Leader Thursday she isn’t a big fan of wards, but said she will hold a referendum in 2018 allowing the public to decide.

Coun. Barinder Rasode is supportive of bringing wards into the city. She said she’s hearing “loud and clear” from Surrey residents that’s what they want.

She sees no reason to bring it to referendum but favours an extensive public consultation process before the system is implemented.

Rasode also wants a “hybrid” system, where some councillors would be elected at-large, and the rest would represent wards.

Vikram Bajwa who declared his candidacy for mayor some time ago, believes wards are “nine years overdue.”

He believes the electoral process has been “hijacked” over the last decade without one.

As passionate as he is about them, he wouldn’t implement wards without taking the idea to referendum.

In either case, after the November election, wards will likely be either in the works or the subject of serious discussion as the city prepares to go to referendum, although the victorious mayor will need the support of his or her council.

“Being a young woman in Surrey, I think our voices often don’t get heard, and as the result our needs are not always addressed,” said 22-year-old Kiran Dhesa.

The research conducted at SFU indicated gender-specific programs can help women take active roles in civic life.

“As a resident of Surrey, I have experienced firsthand the lack of opportunities for young women to get actively engaged in civic activity,” said Alisha Mangat, 23.

Dhesa and Mangat want council to create a Women’s Advisory Committee

with members representing the diverse population of women living in Surrey. The committee would help the city develop a gender equality strategy; apply a “gender lens” to city policy making; and create a Young Women Civic Leaders working group.

Dhesa and Mangat are members of the Young Women Civic Leaders committee, a project run by the Justice Education Society of B.C. and funded by Status of Women Canada. The project addresses barriers that prevent women and girls from being active participants in political and community life.

The injured wife of a high-ranking member of the Surrey Sikh community has died.

The Integrated Homicide Investigation Team (IHIT) confirmed the death of Narinder Kaur Kalsi Sunday afternoon, one week after she was found in severe medical distress inside her South Surrey home.

Baldev Singh Kalsi “Sadly, Narinder Kaur Kalsi was taken off of life support today and pronounced deceased just before 4:30 p.m.,” IHIT announced on Twitter.

Kalsi’s husband, Baldev Singh Kalsi, was charged last week with attempted murder after his wife was placed on life support July 13.

On Monday, the charge was upgraded to second-degree murder.

Kalsi was hospitalized himself last week following an in-custody attack.

Surrey RCMP say the 66-year-old suffered facial injuries in an assault at the Surrey Pretrial Services Centre July 15.

RCMP has identified a 42-year-old inmate at the facility as a suspect.

On Thursday, Kalsi was removed from his position as president of the Gurdwara Sahib Brookside temple.

Temple spokesman Surindar Singh Jabal and new president Sardul Singh Rehal said they are “deeply saddened” and that temple management “categorically condemns all kinds of violence.”

Friday afternoon, a judge ordered Kalsi to remain in custody without bail.

A 28-year-old Newton woman is recovering after being shot in the ankle on the weekend.

On Sunday at about 4 a.m., Mounties were called to the Town and Country Trailer Park in the 8200-block of King George Boulevard to attend to a woman suffering from a gunshot wound.

She had been in the parking lot of a convenience store at about 3:30 a.m. when a dark-coloured SUV pulled up. She got into a verbal exchange with the occupants and walked back to her home at Town and Country.

The vehicle followed her and the argument continued there.

Someone in the SUV pulled out a gun and shot her in the lower leg.

The SUV then fled the scene.

The victim was taken to hospital where she was treated for her injury.

The investigation continues.

‘Outrageous’ rates

I was very impressed with the fact that Tom Fletcher listed the more relevant causes of injury in car accidents and pointed out that speed is very frequently not the problem (“Letting drivers set speed limits,” The Leader, July 15).

Travelling at high speed when it’s safe to do so should not be used as an excuse to top up budgets.

Speeding fines and ICBC rate hikes are just other kinds of hidden taxes that we have to prevent. The only way to do that is to outlaw the principle upon which the police are allowed to issue speeding fines.

That is, we need to understand that in principle, speed is not the root cause of accidents, bad driving skills and poor judgment are. Chilliwack General Hospital and Surrey Memorial Hospital (SMH) are both part of Fraser Health. So can someone tell me, or anyone else who has to park at SMH, how the huge discrepancy in parking rates is in any way fair, never mind affordable?

A couple of weeks ago we had to take our grandson and his wheelchair van to emergency at SMH. Over $40 later in parking fees, we were able to take him home.

Last week I had to park in the Chilliwack hospital lot while my sister was in emergency. Cost?

Only $5.75 for 12 hours. Both are Impark lots.

How did Fraser Health negotiate such an unfair parking rate for

We have been visited by the Annacis Island treatment facility and have received praise for the steps we have taken to fully mitigate a potential problem.

I would like the Surrey public to know and be proud that we are not lumped in to the “crackdown” that may be coming.

When the audited public accounts confirmed a $353 million surplus for the last fiscal year, B.C. Liberal political staff were quick to remind reporters of the NDP’s main theme from last year’s election campaign.

Pages of election quotes from almost every NDP MLA were waiting to be distributed. It was a “bogus budget,” one of the more polite tags applied to the government’s pre-election fiscal plan.

“It underestimates the costs in a whole bunch of ministries and we’re going to have to review that because all of the decisions that we propose in our platform will have to be implemented,” said then-leader Adrian Dix, describing the NDP’s plans to tax and spend more.

Skeena MLA Robin Austin targeted health care in the budget debate: “Bearing in mind that our population is actually increasing, bearing in mind that our population is aging, I think it’s very unrealistic to think we can actually limit health care expenditures to 2.7 per cent.”

As it turned out, health care spending grew by just over two per cent.

It still went up by $360 million from the previous year, but after annual increases of six or seven per cent had become the norm, this is quite an achievement. New agreements remain to be negotiated with doctors and nurses, so we’re unlikely to see the same cost control results for the current year.

Ottawa’s health care transfer payment formula has changed, and increases are to be capped at three per cent a year by 2016, so this is the kind of spending restraint all provinces are expected to produce.

Education was the only other ministry to receive significant extra funding last year, up $299 million despite continuing enrolment decline. Like health, the education budget goes up every year, and these increases, along with strong student performance results, expose the rhetoric of the B.C. Teachers’ Federation about a cashstarved system for what it is.

But the biggest fabrication of last

year’s election was the “debt free B.C.” slogan emblazoned on the side of Premier Christy Clark’s campaign bus.

The public accounts confirm that the province’s total debt rose to just over $60 billion, the latest of a series of increases since 2008. The much-touted balanced budget is on the operating side, while the province continues to pile up debt to pay for the Port Mann mega-project, hospitals, schools and other big infrastructure.

Finance Minister Mike de Jong emphasized the difference between capital and operating expenditures.

“We’re borrowing to build as opposed to paying for the groceries,” he said.

“Debt free B.C.” was not an outright misrepresentation, merely one of the most far-fetched promises ever delivered in the history of B.C. politics. The legislature is to convene in October so the B.C. Liberals can pass a taxation framework for

the nascent liquefied natural gas industry, which the government hopes will generate the revenues to ultimately pay off the province’s $60-billion mortgage.

Meanwhile there is more capital debt ahead. The cabinet is expected to green-light the Site C dam on the Peace River this fall, a decade-long project estimated to cost $8 billion.

Along with the public accounts, the finance ministry released a list of surplus land sales. The sale of 50-odd properties, some of them closed schools, netted the provincial treasury about $310 million, which accounts for most of the surplus.

Was this “selling off the family silverware to try and balance the books,” as now-NDP leader John Horgan termed it before the election? It’s certainly not a revenue source to be matched next year.

Craft beer brewers and other commercial fermenters are being warned they must stop using Metro Vancouver’s sewer system as a dumping ground.

Sediment from the hops, grain, fruit, yeast or other organic material used in beer brewing or wine

making often goes down the drain where it’s difficult to treat, contributing to pipe corrosion and odour in the sewage treatment system.

Metro Vancouver utility planning director Fred Nenninger says the explosion of brewing operations in recent years has left them dealing with a “significant increase” in such solids entering the sewer lines.

Alcohol fermenters such as breweries will be expected to filter

their waste water before discharge and monitor its acidity.

The region expects to formally regulate the industry’s sewage discharges with a bylaw next year that would also impose fees to recover Metro’s costs.

The new rules would apply not just to breweries, but brew pubs, wineries, distilleries and U-brew outlets.

Nenninger doesn’t think it will be difficult for the industry to comply.

The National Energy Board (NEB) is extending its review of Kinder Morgan’s Trans Mountain oil pipeline expansion by seven months to give the company more time to provide information on its revised route.

The regulator now plans to make a final recommendation on the project by Jan. 25, 2016, instead of July 2, 2015.

The federal government would then have six months to make a final decision on approving the project.

B.C. Green Party MLA Andrew Weaver said the delay has major political ramifications.

“What this has done is pushed the final decision on Kinder Morgan from before the federal election to after the federal election of 2015,” Weaver said. “That’s not going to be lost on people, because this is very much going to be an election issue.”

Burnaby NDP MP Kennedy Stewart called the extension a major victory that makes the pipeline unlikely to ever

It’s not yet clear if the revised schedule will mean any significant delay for the review’s oral hearings, expected early next year.

The changes so far mean only minor delays in the next deadlines for intervenors, who say Kinder Morgan has not supplied adequate answers in response to their questions. Those intervenors include the provincial government, the City of Vancouver and Lower Mainland regional districts.

The new preferred route would drill or

tunnel through Burnaby Mountain and the NEB has requested the company supply more information about that plan.

The City of Burnaby, however, has so far refused to allow Kinder Morgan access to the area and the company could ask the NEB for an order compelling the municipality to cooperate.

Weaver, who is also an intervenor, said the extra time added to the process should be used to ensure better answers are provided on many fronts, not just ones related to the Burnaby routing.

He suggested more testing be conducted on how diluted bitumen behaves in ocean water.

Legislation requires the NEB to complete the review within 15 months, but that can be extended if the regulator requires more information.

Kinder Morgan did not immediately comment, saying it is “considering the implications of these changes.”

The NEB will now take applications for new intervenors affected by the route change in Burnaby.

BC Ferries has awarded a $165-million contract to Remontowa Shipbuilding of Gdansk, Poland to build three new intermediate class vessels for service on the B.C. coast.

Two will replace the 49-year-old Queen of Burnaby on the Comox-Powell River run and the 50-year-old Queen of Nanaimo on the Tsawwassen-Southern Gulf Islands route.

More oil tankers may fuel Fraser Valley smog ▶ KINDER MORGAN PIPELINE PROJECT IS EQUAL TO 13 REFINERIES JEFF NAGEL

The huge increase in oil tankers that would come with a twinned Kinder Morgan Trans Mountain oil pipeline could significantly worsen air pollution, particularly in the Fraser Valley.

That’s one key concern raised by both Metro Vancouver and the Fraser Valley Regional District (FVRD).

Metro cites an expected increase of 1,518 tonnes per year of volatile organic compounds (VOCs) from idling tankers and terminal operations, a number that dwarfs the current annual VOC emissions of 116 tonnes from Burnaby’s Chevron oil refinery.

“The projected increase in VOC emissions in the Lower Fraser Valley due to the project at Westridge Marine Terminal is equivalent to adding 13 new refineries the size of the Chevron Burnaby refinery to the airshed,” said Metro’s information request filed with

An increase in VOC emissions will likely trigger increased ground-level ozone, according to Metro.

The FVRD noted the expanded Westridge Terminal alone would add the equivalent of an extra one per cent to the total VOC emissions in the airshed, and questioned how that wouldn’t further increase the frequency of ozone level exceedances that already sometimes happen in Abbotsford, Chilliwack and Hope.

Kinder Morgan responded that VOC emissions should be much lower than previously estimated because technology to scrub vapours from docked ships has turned out to be more efficient than first estimated.

The proposed second pipeline to carry oil sands bitumen to the Pacific would increase Trans Mountain’s capacity from 300,000 to 890,000 barrels per day and draw an estimated 400 tankers per year to the Burnaby terminal – eight times the number that loaded there in each of the past two years.

Metro has previously flagged emissions from ships as one of the main sources of local air pollution.

The two regional districts wanted Kinder Morgan to revise the air quality model it used in reaching its air pollution conclusions, but the company said it won’t do that because both Metro and the provincial environment ministry signed off on the model that was used.

Metro has also raised concern that the route would run through the decommissioned Coquitlam landfill, potentially interfering with leachate or landfill gas collection.

Another Metro-raised concern is that dredging a deeper channel in the Second Narrows to accommodate larger tankers could jeopardize buried Metro water lines that deliver drinking water to most of the region.

Trans Mountain officials responded that channel dredging isn’t required for the new pipeline.

The pipeline corridor would also crisscross various Metro sewer lines.

Another significant threat flagged by Metro is the risk of full-bore spill into the Fraser River where the pipeline crosses near the Port Mann Bridge.

It says the assumed uncontrolled release of 1,250 cubic metres of bitumen from a rupture there could be much more severe than a spill at the Westridge Marine Terminal and pose human health risks to residents, in addition to fouling farmland, ground water and food fisheries.

The NEB is extending its review of Kinder Morgan’s Trans Mountain pipeline plans.

It will make a final recommendation on the project by Jan. 25, 2016, instead of July 2, 2015.
