Heavy water use threatens firefighting capacity
Family fights for daughter’s return
Ban: Non-essential water use prohibited

Kristen Douglas Campbell RiveR miRRoR
Effective immediately, all nonessential water use is banned in the Campbell River area. As of Tuesday morning, the city has enacted a stage three water ban – the first since 2009. With the hot weather over the past week, residents have drawn so much water from the domestic water supply that the city’s capacity to fight fires has been compromised. Nathalie Viau, the city’s utilities project supervisor, said the city reserves 300 litres of water per second for fire suppression and 765 litres per second for residential and commercial use. “Over the last couple of nights we’ve been over 765,” Viau said. “It was at 880 (Sunday) night. Right now, we’re over our consumable water limits.” Viau expects the increase in water consumption is due to more people watering their lawns. Fire Chief Ian Baikie said while he understands people want to keep their yards looking nice, it’s more important to have water on hand to keep the community safe. Continued on Pg. 2

Jeff Doyle is doing whatever he can to have his daughter Sofii safely returned to his care. The seven-year-old is believed to be in Mexico City with her mother.
Jeff Doyle wants his little girl back. But seven-year-old Sofii is a long way from home, living with her mother in a country where authorities rarely enforce child custody orders. “I’ve been told it’s my responsibility because I opened the door,” says the 44-year-old Victoria resident. Doyle spent most of his life in Campbell River. Sofii was born here too. But for mother Cristina, a Mexican national, she couldn’t get out of the River City fast enough. “She’s a professional dancer – I guess there wasn’t enough for her here, it was too cold…she hated Campbell River,” says Jan Wade, Doyle’s mother who lives in Campbell River and has also been trying to get Canadian authorities to help her son. Doyle and Cristina met in Japan and then returned to Canada. After Sofii was born, they moved to Mexico with the mutual understanding they would return to Canada for Sofii’s education. They were still in Mexico and fiveyear-old Sofii was in school when Doyle received a call from the principal that drug gangs were battling Continued on Pg. 3

Water: City imposes first stage three ban in five years
Continued from Pg. 1
“Water consumption has increased each day as citizens react to the recent heat wave, and ensuring that the city’s water system is able to
supply enough water for fire fighting is particularly important during this the hottest and driest time of the year,” said Baikie. “While we all like to keep our lawns looking green, the higher
priority for water use is community safety.” The city has year-round watering regulations that restrict even numbered houses to watering only on even numbered days of the month, from 7
p.m. to midnight, and for odd numbered houses on odd numbered days, 7 p.m. to midnight. But after the recent dry weather, the city is taking its watering restrictions even further.
Here’s what residents need to know: n Watering lawns, washing vehicles and filling pools, ponds or hot tubs is restricted. n Gardens and plant beds may be hand-
watered with an automatic shut-off nozzle between 4 a.m. and 9 a.m. n Commercial car washes that re-circulate water may continue operation.
TELUS Peel $100 off 6X12 a new smartphone.
n Nurseries and farms may continue to irrigate as needed to maintain plant health. n Golf courses and sports fields may be watered to prevent permanent loss of plant material. n Residents and businesses who do not comply with these restrictions may be subject to a fine. These restrictions apply to all properties that receive water from the city, including Area D, Wei Wai Kum First Nation, We Wai Kai First Nation and Homalco First Nation. Jennifer Peters, the city’s utilities manager, said the city’s recreational facilities will remain open during the water ban. “To ensure there’s an opportunity for residents and visitors to keep cool and have fun in the water during this great weather, the Centennial Pool and Splash Park will remain open,” says Peters. “Concentrating the use of water in these two locations is more efficient than having multiple backyard sprinklers running in neighbourhoods all over the community.” Record temperatures Campbell River was one of 20 communities that broke temperature records on Sunday. According to Environment Canada, the temperature reported at the Campbell River Airport was 33.6 degrees Celcius at 6 p.m., which broke the previous record of 31.9 C in 1996. Meanwhile, Monday’s temperature high was 33.2 C at 4 p.m. According to the Weather Network, the record high on July 14 was 35 C in 1979. The record low was 6 C in 1969. The short term forecast is for a cooling trend.

Airport Wifi back up
Supermoon on the rise
Breath easier travellers, Wifi is back up and running at Campbell River Airport. The airport’s Wifi was temporarily down last week, but is back up and running after new equipment was installed. According to airport manager Tyler Massee, Wifi and other Internet connections will get a lot faster if the go-ahead is given to bring fibre optic cable to the airport.
Saturday night saw the rise of the supermoon over the Strait of Georgia. Many Campbell Riverites were out snapping photos of the phenomenon, a full moon occuring when the moon’s orbit comes closest to the earth. Others enjoyed a beach fire and the moon beautifully reflected on the sea.

and parents needed to get their kids out. That’s when Doyle, Cr ist ina and S of ii returned to Campbell River. However, the relationship soured and Cristina moved to Victoria. In July 2013, Cristina asked Doyle if she could take Sofii to Mexico for a visit. Doyle agreed, mother and daughter went south, and did return to Canada. Last September, she asked if she could take Sofii again to Mexico. And again Doyle agreed in writing, expecting the two of them to return in three weeks. But they never came back. D oy l e an d Wa d e believe the two are in Mexico City. There’s been contact, but it’s been minimal, and becoming even more infrequent. “I had a call on Father’s
Day, on March 25 and at New Year’s, that’s been it,” says Doyle, who adds the calls are very limited. In June, Doyle and his lawyer went to B.C. Supreme Court to get an official document showing he is Sofii’s legal guardian. “That’s a tough thing for any father to do,” Doyle says. He’s also been dealing with RCMP. According to Wade, Mounties have been very helpful and even forwarded a recommendation for a child abduction charge to be laid, but B.C. Crown counsel has declined to lay any charges. Doyle says the reason is, he signed a consent release for Sofii, but it was just for three weeks. The family has also contacted North Island MP John Duncan, North Island MLA Claire Trevena and the Ministry of Justice, but little, if anything, is happening to

help the situation. “The whole thing is an eye-opener about what can happen – my daughter was wrongfully taken,” states Doyle. Wade says Mexican authorities are very reluctant to return children or enforce international court orders regarding custody. Nevertheless, they are trying to do whatever they can to bring Sofii home. “I was the full-time dad…and now I hear a kid’s voice out on the street and I think it’s Sofii – it’s been very difficult,” says Doyle, his voice
trailing off. In his Victoria home, Doyle has a room ready for Sofii’s return. It has her toys, unopened gifts from family and friends, and letters too. On Sept. 16 she will turn eight years old and her dad doesn’t know if he’ll get a call or even see her for a moment on Skype. “I live through photographs and videos I have of her. I watch them every day,” say Doyle. “I have pictures of her everywhere, just in an effort to make it feel like she’s still here.”

Catch-22 expense claim rejected Kristen Douglas CAMPBELL RIVER MIRROR
Director Jim Abram is out $70 after Strathcona Regional District directors were forced to deny Abram reimbursement for expenses he incurred on government-related business. Abram was looking for compensation related to money he spent to attend a North Island-Sunshine Coast Regional Advisory Committee meeting on May 9 in Courtenay. Abram’s attendance at the Island Coastal Eco-
nomic Trust’s committee meeting is mandatory yet directors’ hands were tied when it came down to paying Abram to attend the meeting. “The committee app oint ment is an appointment the chair of the board accepts every year but the board did not specifically appoint me to the position,” Abram said. Wherein lies the problem. Russ Hotsenpiller, chief administrative officer of the regional district, said the Strathcona Regional District’s com-
Jim Abram
pensation bylaw is very specific about what type of positions are eligible for reimbursement. “The bylaw currently provides that travel remuneration is only available to directors for
compensable meetings, those being meetings of organizations to which the director has been appointed by resolution of the regional board,” Hotsenpiller wrote in a staff report. Abram was, however, allowed under the bylaw to submit a claim for the meeting, which he did, to be considered by the board. But directors, at Thursday’s board meeting, turned down Abram’s expense claim because of the bylaw. Abram said he understood why directors
made the decision they did but suggested the bylaw needs to be given a second look. “The bylaw didn’t clearly state that it should be paid, so it wasn’t paid and that’s fine,” Abram said. “The bylaw just needs to be changed.” The other directors seem to agree. The board has asked regional district staff for a report outlining options for amending the board’s remuneration bylaw to deal with meetings that are not authorized by the board.

Phase two of a multifamily complex, that was abandoned by the original developer, may still go ahead. The owner of 28 South McPhedran Rd., at the corner of Evergreen, has found a new developer interested in picking up where the previous builder left off. “The development is meant as a second phase for an earlier development that was completed roughly four years ago (condos at 48 S. McPhedran),” said Mark
DeGagne, agent, at the July 8 council meeting. But in order to build the second phase of strata complexes, the developer wants the city to agree to rezone the entire property to one single zoning – RM1 which permits single family dwellings. The property currently has an R2 zoning (single family or duplex) in the northwest corner as well as a PA1 zoning. The PA1 zoning was put on the site in 1994 in order to create a conservation area around Nunns Creek which diagonally bisects the property. However, DeGagne
said the zoning does not guarantee protection as part of the creek lies outside the PA-1 zoning. DeGagne is in the process of having an environmental assessment done on the site which, he said, will lead to stronger protection for Nunns Creek. “Un d e r t h e R A R (Riparian Areas Regulation), the creek would be better protected with a stream side protection enhancement area that would actually cover the creek,” DeGagne said. Coun. Larry Samson asked if the owner would be in favour of adding
a restrictive covenant to the property, as city staff have recommended in combination with a streamside development permit. DeGagne said he believes a restrictive covenant is not needed. “I don’t think that’s necessary because the RAR legislation, as I understand it, would impose a no-build zone within that determined streamside protection area,” he said. If the development is approved – a public hearing needs to be held first – construction is expected to begin by fall.
MANAGING YOUR MONEY
RESPs – more than tuition Treena Parker B.Ed.
Consultant
You’ve saved and planned for this day, and it’s almost here: In a few short weeks your son or daughter will be heading off for their first year of post-secondary education. And now it’s time to tap into the investments held in the Registered Education Savings Plan (RESP) you diligently built for so many years – and that should take some careful thinking because you have decisions to make about how you withdraw your RESP funds to best take advantage and get the full benefit of Educational Assistance Payments (EAPs), which consist of the Canada Education Savings Grant (CESG) 1., the Canada Learning Bond (CLB) and the income you’ve invested in the investments within the RESP. Know your withdrawal options. Once your child is enrolled in an eligible program and as the plan subscriber, you can withdraw plan contributions tax-free and use them any way you wish – to support your child or even for your personal purchases. Know your limits. In most cases, the government
restricts the withdrawal of plan income EAPs to a maximum of $5,000 in the first 13 weeks of your child’s qualifying educational program. In some cases, the limit may be $2,500 per 13-week period. EAPs must be used to ‘further’ your child’s postsecondary education and can include tuition, school/ student fees, textbooks and even ‘reasonable’ costs for moving, rent, food, and transportation.
4X10 INVESTORS
Get government permission. You can request the permission of the Minister of Employment and Social Development Canada to exceed the $5,000 or $2,500 limits on plan withdrawals. Make your request in writing and send it in as early as possible. Avoid paybacks. If there is any money received remaining in your plan after your child’s postsecondary program has been completed, you may be required to refund some of the CESG monies your plan had received. To avoid any potential CESG paybacks, be sure to deplete your plan’s earnings first. Take advantage of leftover contributions. Any
contributions remaining in the plan after your student finishes college or university are yours to use as you wish – transfer them to another child’s plan or withdraw them for personal use. Be tax-savvy. Remember that earnings withdrawn from your plan will be taxed as part of your child’s income. This could be a tax advantage if your child’s income is low because these earnings could be effectively tax-free. Education is expensive - and getting more so by the day. An RESP vehicle is the vital foundation of a well-funded post-secondary experience. But, there are other steps you can take to ensure your financial stability and achieve a debt-free education for your children. Your professional advisor can provide a critical helping hand every step of the way. 1 Canada Education Savings Grant is sponsored by Human Resources and Skills Development Canada.

Our View
Cheer on our athletes
The Games are good to go. A lot of hard work and planning has been done for the B.C. Summer Games in Nanaimo and there is still more to do, but many of us can simply sit back now and watch. We hope that We say: BC people do just that – get out and fill Summer Games the stands this week (July 17-20) and get underway this cheer on the youths as they go for gold. With 19 different sports at 27 week different venues, there are bound to be events that interest us. One of the characteristics of the B.C. Games is the variety and scope. This event isn’t just a soccer tournament, it’s not just a
track meet, it’s both those things, and much more, too. The Games present a totally different kind of fan experience. There will be sports this week that we don’t often see contested – competitive beach volleyball, river kayaking, inline hockey, triathlon and wrestling, to name a few. Or for those who might prefer spectacle to sport, there will be opening and closing ceremonies with more of an arts-and-entertainment focus. The youths will notice and appreciate the claps and cheers and the hooting and hollering. Part of the appeal of qualifying for the B.C. Summer Games is the chance to try to achieve on a grand stage. It’s a big deal for them to make it this far and it will
be a big deal for them to medal, and if we, the fans, treat it as such, then this week will be even more special for these kids. These athletes are good at what they do. They win a lot of games and titles and collect a lot of ribbons, medals and trophies. We want the B.C. Summer Games in Nanaimo to be more than just another tournament. We want these youths to have an awesome experience and make memories at these Games. Hundreds of medals will be handed out and there will be hundreds of opportunities to see great games, unexpected outcomes, fierce competition, victory, defeat, sportsmanship, gold-medal moments. – Black Press

Sickening parks decisions My husband and I want to pack up tonight to head out camping. Doing research we discovered new campgrounds that we had not known existed. We were excited and elated. Proud of BC. Proud of Vancouver Island. Then I turned to an article from the Globe & Mail about parks. Sickeningly, B.C. was listed as making the worst decisions regarding preserving wilderness parks. I quote: “Leading CPAW’s list of government decisions that could negatively affect wilderness areas were changes made in March to the British Columbia Parks Act. They allow industrial research in B.C.’s parks and make it easier to adjust parks boundaries for pipelines and other development. The B.C. government says it is simply authorizing research to gain a better understanding of the effects of human activity. And the research permits are issued only for low-impact activities like soil sampling or installing gauges, said Dave Crebo, a spokesman for the province’s Ministry of Environment. “’But’, Ms. Woodley says, the changes are ‘a big problem and undermine the fundamental principle that parks are to be protected from industrial development forever.’” I knew about this but in the busyness of my daily life, awareness of it had slipped away. I just want to encourage us to be aware and concerned. Lest we forget. Ruth McMonagle Campbell River
Love those soaring temperatures and sunny skies
Alistair Taylor
Out On A Limb @AlstrT
editor@campbellrivermirror.com
“It’s hot, Africa hot, Tarzan couldn’t take this kind of hot.” That was a line from Neil Simon’s play Biloxi Blues and it always resonates in my mind whenever I think about hot weather. It’s not as hot as Biloxi, Mississippi where Simon’s semi-autobiographical play is set during WWII but for us Islanders, it’s hot indeed. It’s funny how weather extremes always make a place feel strange. It’s like some alien climate has invaded our space and is not settling comfortably on our shoulders. We had that freezing spell last winter with unseasonably low temperatures. I guess it’s because things like that always remind me of other places I’ve been
where that kind of weather is normal. Of course, for me, whenever it’s cold I think of the Yukon where I lived before here. To feel cold, dry weather in winter here feels strange to me because there must be some kind of temperature memory in the body. Much like muscle memory – which is when you’re learning a skill or a musical instrument – your body recalls movement patterns and responses automatically – without thinking. So, I suggest temperature memory is when you feel weather that is out of place with where you currently are, that your body feels like it should be somewhere else. It’s kind of like deja vu, except it’s weather based. Or something. Maybe the heat’s getting to me.
I was born in a hot place – Africa, believe it or not – but I only lived there for four years before moving to Britain, Labrador, Haida Gwaii, the Yukon, Vancouver, the Yukon once more and then Vancouver Island. I never saw tropical temperatures again. But maybe that’s why I love the heat. I love summer and I love sunshine. Now, I might be singing a different tune if we were to suddenly get 40-degree temperatures on a regular basis but for now, low 30s is nice. On a road trip holiday that took us to southern Oregon, I experienced 100-degree Fahrenheit temperatures and it was stinkin’ hot. But the body gets used to it, I guess. I remember being at MusicFest in Courtenay a few years back when I
caught a performance by Nashvillebased Pete Huttlinger, a guitar player I particularly like. We were all sweltering in the Comox Valley heat – those southern climes, you know – and Huttlinger quipped, “I notice I’m the only one wearing a long-sleeved shirt.” Temperature is relative and dependant on what you’re used to. I remember way back when I was listening to a LatinAmerican combo playing a lunchtime concert at SFU one overcast but mild summer day. The lead singer was shivering and complaining of the cold. So, enjoy the sunshine everyone, we all know that it’s only here for a limited time. Drink lots of water, spend time by a lake or the ocean and don’t leave your dog in the car.

Community effort building for new Habitat home Reporter
PAUL RUDAN CAMPBELL RIVER MIRROR
A local construction company, hundreds of volunteers and a dozen film-makers are busy preparing for the next Habitat For Humanity Home to be built in the city. Groundbreaking at 480 Hilchey Rd. will take place on Aug. 9, for the city’s second Habitat home. It will be a duplex for two families who could not otherwise afford homes, and leading the construction will be the city’s own Seymour Pacific Development and Broadstreet Properties. The company is currently building a splendid new office downtown and to give back to his home community, and others across Canada, company president Kris Mailman and team intend to build three Habitat homes a year. “It’s a unique part-

The Jazz and Blues Charity Weekend kicks off tomorrow SPIRIT SQUARE: Break out the lawn chairs and catch the great music
The third annual Campbell River Mirror Charity Jazz & Blues Weekend kicks off tomorrow evening at 7 p.m. For three solid nights we’ll be visited by three of western Canada’s most glorified musical combos, and each night the cost is only two dollars. And where does your money go? To charity. Each night a local charity will host the concert, and all they ask for is one little toonie, the cost of a cup of coffee. Now you can enjoy the music and feel great in two different ways. Let’s top last year’s numbers. Two-time Juno Award winner Jim Byrnes (pictured, right) plays on Thursday the Vancouver-based Jen Hodge Jazz All Stars play on Friday and the Maple Blues Award winner David Gogo brings his rocking trio to play on Saturday, July 19. All concerts are 7-9 p.m. Can you think of a better way to enjoy the weekend? Music lovers rejoice. Bring the family, and your lawn chairs.

Get creative at United Church summer camp
Campbell River United Church is offering a five-day summer camp for children from July 21 to July 25. The focus will be on caring for creation and living peacefully. Each of the first four days will focus on a different aspect of creation: Forests, Land, Wilderness, and Rivers. These different parts of creation will be explored through stories, music, art, games, and craft activities. Each morning will begin with a short opening worship and the days will end with a closing blessing and the gift of a symbol representing that day’s creation focus to take home. Some of the activities planned for the week include making nature mobiles and spirals, clay sculptures, walking sticks, writing poems to hang in trees, creating “land art” (using items from nature to create symbols and shapes, such as, a spiral made from stones or leaves) in local parks and at the beach, and outdoor games focusing on creation. They will also create a “Peace Pole” with the inscription “May Peace Prevail on Earth” written in a different language on each of the four sides. This peace pole will be placed in the church grounds to join more than 250,000 Peace Poles that have been planted around the world since the first one was created in Japan in 1955. The Creation and Peace Summer Day Camp is for children ages 5 to 12 years and runs from 9 am to 3 pm; snacks and lunch will be provided. Registration fees are $10 per child for the week. For more information contact Campbell River United Church 250-286-0431 or Wayne @ 250-2037258.
