Inmates pleaded guilty to manslaughter Jessica Peters THE OBSERVER

Three Kent inmates have each pleaded guilty to manslaughter, in a case dating back to 2008.

Terence Robert Bolton, Franjo (Frank) Perovic and Nicholas Adam St. Hilaire were involved in a melee at the maximum security prison near Agassiz on Nov. 13, 2008. Two unidentified inmates were sent to hospital and a third, Andrew Robert Craig, was

pronounced dead at the scene.

In 2011, RCMP announced that four men were being charged with murder. St. Hilaire had since been released and was arrested.

Perovic and Bolton were both still incarcerated. A fourth inmate, Scott Edward Sanderson, was charged but will face sentencing separately in September. All four men were in Kent as violent offenders; St. Hilaire for manslaughter and

conspiracy to commit murder, Bolton for manslaughter, Perovic for first degree murder (and serving a life sentence), and Sanderson for aggravated assault.

At the time of Craig’s death, the Integrated Homicide Investigation Team immediately took conduct of the murder investigation. In part, the investigation involved compiling a complete background investigation on all those involved in the incident

as well as an extensive analysis of CCTV footage of the incident.

The trio pleaded guilty to manslaughter on Monday in New Westminster. Their sentencing hearing is scheduled for July 21, and they could receive anywhere from probation to life in prison..

Craig, who was 27 when killed, was serving a 10-year sentence for robbery and had completed almost five years of the term.

Some of Harrison Hot Springs’ history is being buffed up and shown off, in an effort to teach people more about the community’s past.

Historical markers will be placed in areas of significance, as part of an effort by Harrison’s Communities in Bloom committee. The first one to receive such a marker is the Glencoe Motel, at the corner of Lillooet Ave. and Hot Springs Road.

Impaired driver goes to jail An Agassiz man has been sentenced to four years in jail following a crash that killed another Agassiz man.

Kenneth Richard Healey, 65, was driving down Hot Springs Road in Harrison on Sept. 11, 2011 when he collided with Berend DeGroot’s motorcycle. Healey received a 10-year driving ban after being convicted of dangerous driving causing death, impaired driving causing death and operating a motor vehicle with a blood alcohol over the legal limit.

Healey was sentenced through the Supreme Court in Chilliwack at the of June.

A seven-month review of Fraser Health has resulted in a new strategy that focuses on cutting unnecessary use of hospital emergency rooms in favour of improved primary and community care.

Health Minister Terry Lake said Wednesday too many patients in the region aren’t getting the appropriate type of care and suffering worse outcomes, compared to other peer hospitals in Canada.

“When you provide that care in the community, you take the pressure off the acute care setting,” Lake said. “That helps look after your budget problem as well.”

Average lengths of hospital stays are longer, Lake said, increasing risks of picking up infections in hospital or problems like bed sores.

Fraser has tried shifts to preventative health care before and although Lake did not criticize past efforts, he said the time was right for a strategic “datadriven” re-examination of the issues for the region, whose staff had been too bogged down in “putting out fires.”

Some of the overuse of hospital ERs instead of community clinics may be related to cultural differences among the region’s large South Asian population, Lake said.

The region will get a modest infusion of extra money – $40 million in 2014/15 and $20 million in 2015/16 – to assist with opening up community care beds during the

transition.

Lake said the findings confirmed Fraser’s budget has been approrpiate in recent years, in light of its population of 1.7 million, rapid growth rate and demographics.

“It’s not a matter of dollars,” he said.

The review findings set out 10 priority actions for improvement.

Among them is a recommendation that trauma, cardiac and stroke programs be more efficiently coordinated across the Lower Mainland’s two health authorities.

Lake ruled out a full merger of the Fraser and Vancouver Coastal health authorities, but said the ministry will continue to examine whether it’s logical to carve off the Burnaby local health area and add it to Vancouver Coastal because of the significant number of Burnaby patients who go into Vancouver for treatment.

“We’ve got two large hospitals we’re going to rebuild – St. Paul’s and Royal Columbian,” Lake said. “It’s imperative the two health authorities work together to ensure those rebuilds provide the service and infrastructure necessary to serve the entire population of the Lower Mainland rather than take an isolated view of the two hospitals.”

Spuzzum First Nation to host salmon ceremony Spuzzum First Nation (SFN) is hosting a potluck potlatch to celebrate the launch of its campaign to preserve and restore the 1926 Alexandra Bridge structure.

Chief James Hobart and the SFN are inviting the public to the July 26 event at the Alexandra Bridge Provincial Park picnic area. The centrepiece of the festivities will be its First Salmon Ceremony – normally held within the SFN community.

“The First Salmon Ceremony is a feast giving thanks for abundance and we want to share that abundance with everyone along the Gold Rush/Spirit Trails,” said Hobart. “The 1926 Alexandra Bridge structure is one of the things we’re grateful for – it has an abundance of history and heritage tourism potential.”

The celebration starts at 11 a.m. with a welcome to the traditional territory, stories of the significance of the First Salmon Ceremony and a brief outline of the Alexandra Bridge Project, which is dedicated to making a rejuvenated bridge a legacy project for the Canada150 celebrations.

across but requires work in order to protect and preserve the structure. In 2012, the government estimated the cost to repair and preserve the bridge for 75 years at $11.9 million. The work could also be broken down into stages to address the safety concerns.

Participants will feast on barbecued salmon and other food at this free event. They’ll also be asked to sign a petition calling on the provincial government to show leadership in assembling the resources needed to restore and rejuvenate the 88-year-old bridge structure.

Paddler’s memory lives on through bursaries and are honoured to support a bursary in memory of their teammate.

Two bursaries will be awarded on an annual basis, to members of the Fraser Valley Dragon Boat Club’s junior team. One bursary is designated for the Chilliwack School District, while the second is awarded to a student within the Agassiz and Hope district. Each bursary will be $500.

This year, the bursaries were presented

by Lois’ husband and dragon boat club member Ron Denman. The first bursary was awarded to Carmen Taylor of Sardis secondary. Taylor has been accepted into the University of British Columbia’s faculty of land and food systems. She’s aiming for a bachelor’s degree in applied biology with the goal of specializing in sustainable agriculture.

The second presentation was to Adrienne Ferguson of Agassiz secondary school. Ferguson will be attending the University of the Fraser Valley in the fall working towards a Bachelor of Arts in either political science or law.

Both graduates are members of the FVDBC Junior Team, “Spirit of the Fraser Valley."

Taylor said “dragon boating is ... not just a sport, but an opportunity to share experiences with a group of people with exceptional character."

Similar experiences were echoed by Ferguson, who said “so many life lessons were learned setting up for regattas, being out on the water, and being with such great people."

As they say in the sport, “Paddles Up” to both girls.

Story Time in the Park returns for the summer Story Time in the Park is once again offering free family literacy events throughout the summer.

Local resident Heather Stewin started the weekly program in 2003 after realizing many kids in the community struggled to read.

“The goal of Story Time is to keep kids reading over the summer and provide tools for parents and guardians to help their kids learn. Literacy is a vital foundation for all life skills and as a community, we want to help lay that foundation,” said Jodi McBride, executive director of Read Right Society. “Since Story Time began, the literacy and cognitive

development rates in the Fraser-Cascade region have improved by 13 per cent.

We want to keep that momentum going, increasing literacy and helping prepare kids for kindergarten.

Ultimately, we hope to lay the foundation for a healthy future in our communities.”

Story Time runs rain or shine weekly in Hope, Boston Bar, Agassiz and Harrison Hot Springs and hosts over 400 people each week.

The goal is to provide a barrier-free literacy program and supports to families to increase literacy rates and reduce vulnerability rates amongst children in the community. This year’s events include a weekly

book read by a special guest, fun learning activities and games at each event, one free copy of the week’s book per family, and a free healthy snack.

Story Time in the Park will rotate throughout communities as follows: Mondays, Boston Bar Family Place; Tuesdays, Hope Memorial Park; and Wednesdays, Agassiz Centennial Park (July only) and Harrison

Hot Springs Sasquatch Provincial Park (August only).

Story Time in the Park takes countless volunteer hours and about $60,000 per summer to plan and implement. The program has many sponsors including Fraser Valley Regional Library, District of Hope, Hope Community Services, Fraser Cascade Lower

The Fraser Valley Dragon Boat Club lost a valued member to cancer in 2013, Lois Boschman.

The club formed in 2004 and rapidly expanded to include mixed, junior, women’s and senior teams.

Boschman was an early member and played a significant role in the development of the club. Her values – sharing and caring with and for others while striving to achieve the best exemplify the spirit of the sport. She brought passion and joy to all parts of her life.

When Lois was on the water, paddlers always responded to her loud and enthusiastic urgings to paddle harder. She was a loyal friend, confidante, wife and mother.

Summer strike

Does the closeness of the train track to homes and businesses pose a threat?

School’s out and British Columbia’s teachers are still on strike.

Or are they?

Drive past any of the province’s more than 1,600 public schools and the picketing teachers who waved at passing motorists, eliciting horns of support or scorn, are absent.

Their signs pleading for better education for their students with smaller classrooms and better class composition are packed away.

For all intents and purposes, it looks like another routine summer holiday season around BC’s schools.

And yet it’s not.

The acrimonious dispute that put the teachers on the street, and kids’ education on hold, continues.

But there are no longer pickets to remind us that the strike is still on.

That may be a missed opportunity for the teachers’ union to score a point in the battle for public support in this dispute.

Continuing to picket the province’s schools through the summer, even in a skeleton fashion, would have been a constant reminder of what this dispute is about. Teachers could have shown their commitment to the cause they say they’re fighting for by continuing that fight even when they’re normally on holiday.

And maintaining pickets through the summer would have increased the pressure on the government to reach an agreement, as CUPE workers had pledged to honour teachers’ picket lines meaning routine summer maintenance, repairs and paperwork wouldn’t get done.

The provincial government is relying on public perception that teachers are already well paid and get to enjoy two months off every year to win support for its position.

Seeing pickets march in the hot summer sun might have won fans for the teachers.

Examining a brief history of treaty talks B.C. VIEWS Tom Fletcher A few weeks before the landmark decision declaring aboriginal title proven by the Tsilhqot’in Nation, I picked up a used university textbook that looked like a handy reference.

Geography in British Columbia: People and Landscapes in Transition, by Brett McGillivray (UBC Press, Second Edition) is a good reference, except where it strays from geography into politics.

This 2005 edition came out not long before the B.C. Treaty Commission started producing agreements, notably with the Tsawwassen First Nation. It recounts the establishment of the Ministry of Native Affairs by the Bill Vander Zalm government in 1990, and the election the next year of Mike Harcourt’s NDP, who

reversed the province’s historical legal position and tried to accept the existence of aboriginal title.

At this point the textbook departs from the facts and leads its freshman pupils into left-wing dogma.

McGillivray writes: “When the Liberal Party won the 2001 election (with all but two seats), it launched a province-wide referendum on treaty negotiations, prompting commentators to suggest the government was ‘trying to impose 19th century ideas on a 21st century problem’.”

“Commentators” in the above quote is of course only one commentator, veteran lefty Vancouver columnist Stephen Hume.

This quote was indeed representative of the media consensus at the time. On TV, aboriginal leaders burned their ballots while denouncing the referendum as racist and divisive.

In fact, this referendum was one of a long series of efforts to untangle the legal knot left by Canada and B.C.’s failure to complete historical treaties after 1900.

Seven of the eight questions in the 2002 referendum were simply to confirm the existing position of B.C. treaty negotiators. The purpose, then as now, was to settle treaties.

The first question asked if private land should be exempt from expropriation for treaty settlements. Private property rights are not so much a 19th century idea as a 17th century one, defined in 1690 by John Locke.

no society has made significant social and environmental progress without individual property rights. See the woeful state of most of Canada’s communally owned aboriginal reserves, where individually owned property isn’t permitted.

The Tsilhqot’in dropped claims of property held by non-aboriginal residents from their appeal to the highest court, a wise move considering that pushing people from their homes would lead to violent confrontations.

Other referendum questions related to preserving public access to Crown land for hunting, fishing and park use. All were endorsed.

The only new question asked if aboriginal self-government “should have the characteristics of local government, with powers delegated from Canada and British Columbia.”

By 2009, frustrated with a lack of progress, due to Ottawa’s inaction as well as inconsistent leadership from aboriginal communities, the Campbell government tried to cut the knot. Its proposed Recognition Act would have accepted a form of aboriginal title across the province, based on 30 historical “indigenous nations.”

That idea originated not with the province but with the First Nations Leadership Council. It was rejected by a broader group of aboriginal leaders later that year.

The best way forward, also endorsed in the 2002 referendum, is sharing land use planning. B.C. has also begun sharing resource revenues.

The most likely path, however, is back to court for years to come.

Tragedy could happen here It was one year ago that the worst rail disaster in Canadian history took place.

A vast part of the community of LacMĂŠgantic was destroyed and many lives were lost, and now countless victims suffer from severe post traumatic stress disorder.

As the town and its victims struggle

to rebuild their lives, nothing has changed when it comes to shipping oil by rail. In my opinion, it’s obvious that the current federal government has used this disaster in its lobby for the Northern Gateway Pipeline and the Keystone XL. If a rail disaster was to happen in Agassiz, Mission, Ashcroft or

Lillooet, the outcome would be no less than that of Lac-MĂŠgantic.

I believe it’s up to the federal government of Canada to secure the safety of these communities, whether the threat be terrorists or rail disasters. Anything less is a dereliction of duty.

Much has been written about it, it was shown on T.V., CD’s and hundreds of thousands of pilgrims have actually done it. I am writing about the “Camino de Santiago,” the hike of all hikes and ultimate pilgrimage, also known as The Way of St. James, St. Jakobs Pfad,

Camino Frances and more. Starting from Chartres, France, it roughly is a 1,000 km hike and takes at least 10 weeks to complete if done in its entire length. Most pilgrims, however, start in St.Jean Pied-de-Port, which still leaves them with 700-800 kilometers and takes at least seven weeks to complete.

It is quite an undertaking and yet, during the year 2010 – Ano Santo – alone, more than a quartermillion pilgrims tried to follow the footsteps of St. James.

Friends who live in Harrison Hot Springs will undertake it this coming September/ October and have asked me to write about it. I agreed and, would I be young and fit,

first article about the Camino de Santiago, when news reached me that Trudy Hackel had passed away. It was not unexpected, Trudy went through a lot during the last two years. Open heart surgery first, another operation, and then the discovery of cancer.

Trudy took everything in stride, full of great spirit and enjoyed life to the end in spite of unfortunate events. Her idea was not to sit at home and weep, her idea was to get out and do all the simple things she enjoyed so much, for as long as she could. Just recently, she came for a visit to

Logan Manor to sing with everybody but fell asleep.

Later she explained: I would much rather sit here with you and fall asleep, than sit at home alone and moan.

This was Trudy!

I was just told that when the ambulance came to take her to the hospital, she still made sure to take along her knitting! This, too, was Trudy!

I am glad she went fast and did not have to suffer much. And, when I go (in spirit only) to the Camino, I will ask her to come along. I am sure she will, dedicated hiker that she was! She can put the knitting,

Quality child care should support a child’s emotional, social, intellectual and physical well being.

Indicators of quality child care Quality care involves a variety of factors that affect children, parents, staff, and caregivers.

Adult-child ratio, group size, caregiver training and education, the curriculum, physical environment, interactions, parent involvement and relationships are among the aspects which need to be recognized as part of the child care environment. Many of these factors are identified in research which examines issues related to quality child care.

The following elements are important for quality child care: • a caregiver who is warm, sensitive and responsive; • a safe, healthy envi-

ronment; • activities that stimulate the child’s development; • good communication between the parent and the provider; • a child-rearing philosophy that matches the parent’s philosophy, especially where discipline is concerned.

Child care Subsidies You may be eligible for a subsidy to help with your childcare costs.

What is subsidy? The Child Care Subsidy is a monthly payment provided through the provincial government that h e l p s British Columbia families with low incomes meet the costs of child care. The subsidy is available to parents who meet eligibility to help cover the fees for child care. The child care subsidy is paid directly to the child care provider (except in the case of care in the child’s home), and the parent is responsible for pay the difference between the full cost of care and the amount that the subsidy covers.

The CCRR Office has a publicly accessible computer - parents may go online and access the subsidy information which will give them a general sense of whether or not they may be eligible for subsidy.

The Fraser Valley Dragon Boat Club hosted the annual Community Challenge dragon boat races on Harrison Lake on June 28. This year, six corporate teams participated in several weeks of training and practice followed by the day’s fun and competitive racing.

A night at Agassiz Speedway Agassiz Speedway was full of hopeful moments for local drivers Saturday with yellow flags, and more.

Matt Ostermeier won in the Hornet category, Terry Kershaw took home the win in the street stocks and Logan Jewel battled it out to win the ASA late models.

The stands were full and the racing went late into the night due to a few setbacks, including oil on the track during the street stock races, and a crash requiring assistance from the Agassiz fire department in the final laps of the ASA event.

Tomorrow night, the world comes to Harrison Hot Springs.

Musicians from Trinidad, the United States, Finland, Ireland, Scotland, Zimbabwe, Mexic, Italy, Cuba, the U.K., Venezuala, Brazil, Mozambique, and from all points in Canada will be here to take part in the 36th Harrison Festival of the Arts.

Over the past few editions, we’ve told you about a few of the performances we’re looking forward to, including the Straight from the Valley opening night show, the art market, the UFV theatre night,and Venezuala’s Eliana Cuevas.

But there is so much more.

Literary Cafe Monday, July 14 is Literary Cafe in Memorial Hall, featuring writers with a connection to UFV. As the school celebrates its 40th anniversary, they looked to the ranks of UFV students, staff, and faculty for people to read at this year’s Literary Café.

“We have a wonderful range of writers at UFV – some of whom teach for us and others who are associated in some other way – and I thought it would be very fitting to highlight local talent when choosing our writers this year,” said Cheryl Isaac, who recently retired as director of Continuing Education at UFV. She didn’t have to look too far to find some very talented writers. They are John Carroll and Rajnish Dhawan (reading together), Daniela Elza, Andrea McPherson, Michelle Rickaby, Katie Stobbart, and Michelle Vandepol.

The evening will also include music by three exceptional musical improvisers: Jared Burrows (guitar), Rob Kholer (bass) and Clyde Reed (bass).

Music acts Of course, the festival would be nothing without the music, and there is something for every night of the week and every moment of the weekends.

Shows on the beach stage are at 1 p.m., 2:20 p.m., 3:40 p.m., 5 p.m. both this Saturday and Sunday. Performances start at 8:30 p.m. each night at Memorial Hall, with the exception of Sunday and Monday night (7:30 p.m.).

This weekend’s hot acts are Kobo Town and Eric Bibb.

Kobo Town (July 12) is a Junonominated group named after the historic Port of Spain neighbourhood where calypso was born. They take the intricate wordplay of Caribbean music and run it through a 21st century filter, infusing roots and reggae with social commentary, innovative production techniques and indie rock attitudes.

Eric Bibb (July 13) plays acoustic blues. He has become known for his arresting stage presence and assured and emotional vocal delivery, accompanied by skillful guitar.

Trudy passed away suddenly at Chilliwack General Hospital at the age of 80 years. She will be dearly missed by her loving family and large circle of friends.

Trudy was an avid hiker, gardener, choir member community volunteer and world traveler.

She came to Canada from Germany in 1960 and ended up calling it her new home. We were not ready to say goodbye, but are happy she is in the hands of God. A memorial service will be held at 11:00 am on Saturday, July 12, 2014 at Christ Lutheran Church, 9460 Charles Street. In lieu of flowers, friends are encouraged to make a donation to the Agassiz Harrison Historical Society or to Canadian Lutheran World Relief in Trudy’s memory.

What changes?

In general, the proposed changes in the Zoning Bylaw Amendment will: Home Occupation Amendment • allow for tourism and recreation businesses which includes the rental of motored and unmotored recreational equipment, to operate under a home occupation use provided all home occupation requirements are met.

Farm Home Plate Amendment • provide language to clarify that lots exempt from the Agricultural Land Commission Act restrictions on the use of agricultural land are not subject to Farm Home Plate requirements.

Single Dwelling and Secondary Dwelling Residential Zone • create a new zone that permits a secondary residence providing an opportunity to allow a detached rental or in-law dwelling unit on appropriately sized lots that are not subject to Agricultural Land Commission Act restrictions on the use of agricultural land.

The Village of Harrison Hot Springs Council has given three readings to the “Miami River Dike Pump Station Upgrade Loan Authorization Bylaw” No. 1052, 2014, which will authorize borrowing for the project. The proposed amount to be borrowed is a maximum of $600,000.00 over a fifteen year period with an estimated average homeowner cost of $32.26 annually.
