Sizzling start to July weather

NEW BOILERS LIFTED TO ROOF OF GTCC

Hot temperatures increase fire danger warning BY SHERI REGNIER Times Staff

A distinctive change in weather the last day of June led the way for temperatures that could reach red-hot this week. A ridge of high pressure from the south should build sunny, dry and warmer than normal conditions across the majority of the region, according to a local forecaster. “There’s a chance to actually see it warm to 34 degrees by Tuesday,” Ron Lakeman told the Trail Times from his Castlegar weather office. “But I like to reserve the word ‘hot’ for anything over 34 C. “And there is potential for ‘hot’ by Wednesday.” With the rise in temperatures over the weekend, the Southeast Fire Centre raised the fire danger warning from low to moderate throughout Greater Trail. That means forest fuels are drying and there is an increased risk of surface fires, so the centre’s fire information officer asks anyone carrying out forest activities, to exercise caution. “We want people to take the proper steps when having camp fires,” said Jordan Turner. “Have water on hand to put out fires when they’re done and have necessary hand See DRY, Page 3

It may have been a hot day in July but staff at the Greater Trail Community Centre was focused on the cooler months as two new boilers were hoisted to the roof of the building on Monday. The new condensing boilers, which have an efficiency rating of 95 per cent, replaced two 24-year-old atmospheric boilers, which had an efficiency rating of 50 per cent. The cost of the new boilers was approximately $200,000.

No local impact predicted for 911 change BY LIZ BEVAN Times Staff

This fall, emergency 911 calls will be answered over 600 kilometres away but Greater Trail residents aren’t expected to see a change in response time. Beginning in November, 911 calls from nine districts, including the Regional District of Kootenay Boundary (RDKB), will be handled by E-Comm, a 911 and emergency dispatch service in Vancouver. Terry Martin, Kootenay Boundary Fire Department chief, says the switch is going to be only a slight change and both callers and firefighters won't notice a difference

after 911 is dialled. “When you dial 911 and you get an operator and right now, that call is answered in Kelowna. The only difference is that it is now going to be answered in Vancouver,” he said, adding that the fire department will be receiving calls the same way it always has. “We are referred to as a secondary safety answering point and [Vancouver] will still forward the 911 call – if it’s for the fire department – to us in the same amount of time, in the same manner as they would from Kelowna. We are not going to be seeing any difference in [response time]. It is going to be a

seamless change.” Chief Administrative Officer for RDKB, John MacLean, confirms the change will be unnoticeable to callers and local emergency services, and will actually save the district a few dollars every year. “It's mostly a lateral change and is actually representing a small cost decrease to us of around $16,000 to $20,000 per year, which we think is pretty good news,” he said. For the districts affected by the change, Robert Hobson, chair of the Regional District of Central Okanagan, the current home to the RCMP's 911 call answering service, says over the next five years, mil-

lions of dollars will be saved. “By contracting our 911 service to E-Comm, over the five-year agreement, the regional districts will see a 25 per cent reduction in overall program operating costs,” he said in a press release. “That translates into total savings of more than $2.1 million for the program, proportionately shared by the regional district partners.” Not to worry, the E-Comm 911 answering system isn't going affect call priority either. MacLean says the new system will still allow individual emergency services to determine call priority. See CALLS, Page 3

The corridor between Cranbrook, Fernie, Sparwood and the Alberta border is “ground zero” for collisions with wildlife in B.C. And a new high-tech wildlife detection system will be tested on Highway 3 between Fort Steele and the Alberta border to better warn motorists about the potential for collisions. Todd Stone, Minister of Transportation and Infrastructure, announced the testing of the new technology at a Chamber of Commerce luncheon last week at the Heritage Inn in Cranbrook. “We recognized that one of the leading causes of col-

eye care professionals

lisions in B.C. is the high prevalence of wildlife on many corridors, and nowhere greater than here in the Kootenays,” Stone said. “In fact, the Cranbrook-FernieSparwood (corridor) is pretty much ground zero for some of the highest rates of collisions in the province.” “Amongst a number of other initiatives which we’re going to move forward with, like fencing and more LED signs and so forth, we decided we’re going to pilot two wildlife detection systems here in the East Kootenay,” Stone said. “One will be just outside of Sparwood, because that area has the highest incidents of elk collisions in the province — by far. The second system

will be just east of Cranbrook and it has one of the highest rates overall of collisions with wildlife, most of which is deer.” “So we thought, ‘nowhere better in the province to pilot these systems than here.’” The combined value is $1.5 million. Stone said the technology is state of the art, using sensors and radar to identify large wildlife approaching the shoulder of the highway. When a large animal is detected, the system will trigger flashing lights on a warning sign to alert drivers of the potential hazard ahead. Drivers can then lower their speed and take appropriate steps to reduce their chances of hitting the animal.

Approximately 70 per cent of elk fatalities on Highway 3 near Sparwood occurred between October and March, a period when driving conditions are most challenging with less daylight and winter conditions. Approximately 60 per cent of deer fatalities on Highway 3 occurred between April and September, when many tourists are travelling through the area. An adult bull elk can weigh as much as 315 kg (700 lb) and a large adult bull moose can approach 700 kg (1540 lb). By comparison, a subcompact sedan weighs approximately 1,100 kg (2400 lb), and a motorcycle weighs between 200 and 350 kg (440-770 lb).

Smart meter installation Teck recognized for schedule announced recycling efforts in Trail Trail to Salmo first up for meters in the fall By Sheri Regnier Times Staff

The Trail to Salmo area will be the first to go wireless after FortisBC rolls forward with smart meter installation this fall. The company released a timeline for meter exchanges Friday, and confirmed that Greater Trail residents will be contacted by mail prior to the installation period scheduled from September to December. With this announcement, a local politician remains dead set against the wireless technology but admits those opposed to smart meters are burning out and the rallying force against the FortisBC project is waning. “At this point the only thing we can do is try to get a bunch of people together and become vocal again,” said Montrose Coun. Mary Gay. “But everyone is so burned out now and nobody wants to step forward to do it.” Gay is a member of the West Kootenay Coalition to Stop Smart Meters, a group that joined forces last fall after FortisBC received the go-ahead from the province’s utility commission for the company’s $51 million Advanced Metering Infrastructure (AMI) project. She remains a staunch opponent to smart meter technology, citing health hazards related to radiation levels emitted by the wireless networks and the high cost the infrastructure change will impose on the FortisBC customer. Gay took part in a South Slocan rally on June 14, when about 50 people joined together to support a nationwide protest against the

installation of the controversial smart meter. “I don’t know how the heck this is all going to turn out,” she said. “But it’s disgusting what is happening at the expense of people’s health.” Advanced meters, which are similar in appearance to the traditional model, are available to anyone choosing the radio-off (wireless) option, but require a $60 to $88 set-up fee and an ongoing $18 bi-monthly fee for a manual meter reading. The Montrose councillor was ready to submit her paperwork to FortisBC Monday requesting the radio-off option, although she questioned the impact of her decision. “You’re still getting a lot of the waves if your neighbours on either side of you don’t choose the radiooff option,” said Gay. “But I’m still opting out. “People don’t seem to care until it’s too late and that’s the sad part of this.” Those households going wireless with the ‘radio-on’ will be notified by mail this summer, however the customer doesn’t have to be at home during the meter exchange. FortisBC asks for safe access to the meter and that pets be kept away from the site. The AMI project affects only FortisBC electrical customers, totalling 130,000 homes and businesses stretching from Princeton in the west, through the Okanagan and West Kootenay, to Creston in the east. According to FortisBC, smart meters will also prevent electricity theft and provide customers with more information and fewer bill estimates.

Calls currently handled in Kelowna

FROM PAGE 1 “They are not responsible for call priority,” he said. “Their sole responsibility is to answer that first call. They are the folks that say, ‘fire, ambulance or police?’ and if you say ‘police,’ then they put you through. They are just a flow through. “If you called 911 right now, it would be answered in Kelowna and they would say the same thing. “If you said ‘ambulance,’ they’ll hit a button and you would be talking to ambulance dispatch in Kamloops. “If you said ‘fire,’ they would hit a button and you would be talking to us in Trail and if you said ‘police,’ you would stay in the same place,

because right now it is the RCMP picking up 911 calls.” In 2013, E-Comm answered 861,694 calls from the areas currently using the service and with the addition of the nine districts making the change to E-Comm’s 911 answering service – the Regional Districts of Okanagan, North Okanagan, OkanaganSimilkameen, Thompson-Nicola, Columbia Shuswap, Central Okanagan, Central Kootenay, Squamish-Lillooet, East Kootenay and the local Regional District of Kootenay Boundary – they will see a call volume increase of nearly 230,000 according to 2013 statistics.

Teck Resources Ltd. was ranked as one of the globe’s 100 most sustainable corporations for a second year, by a media and research company that defines itself by focusing on “clean capitalism.” Published quarterly as an insert in the Globe and Mail and Washington Post, Corporate Knights Magazine uses the term clean capitalism when referencing an economics philosophy in which market prices reflect social, economic and ecological benefits and costs, and company players acknowledge the full impacts of their actions. Teck Trail Operations made the cut with a material stewardship nod for recycling 25,000 tonnes of material last year including electronic waste and lead acid batteries. Recycling products are shipped to the Trail plant from across Canada and the United States, including B.C. and Alberta, and are processed into finished metals such as lead, zinc, germanium and indium. The tonnages of various materials vary from year to year, explained Catherine Adair, Teck’s community relations leader, adding that in 2013 lead acid battery recycling was slightly higher, while e-scrap was slightly lower. Lead from vehicle batteries accounts for up to 25 per cent of Teck’s lead production, and last year the company recycled over 16,000 tonnes of lead in battery products. Additionally, 400 tonnes of zinc alkaline batteries were converted into high-grade refined zinc metal, and 70 tonnes of fluorescent light bulbs were refined in to silica, iron and mercury. Since 2006, the Trail plant has recycled e-waste, which is defined as any product that includes electronic components such as computers and televisions. Those discarded materials were broken down into 9,000 tonnes of e-scrap, or a subset of e-waste such as computer wire boards that contain a higher metal content. Two years ago, Teck Trail Operations

Dry conditions predicted for July FROM PAGE 1 tools on hand to control the fires.” Warm or hot, a drier July is expected to follow what was a wetter than normal June. For a fifth year in a row, the first month of summer was doused with more rain than what is considered a forecast normal. Normal June rainfall is 72.3 mm, but since 2009 that number has been exceeded every June including this year when 98 mm of rain drenched the area. So, when is a “normal” measurement no longer considered “normal” by meteorologists? According to Lakeman, weather “normals” are updated every 10 years and are considered an ongoing average. “If we look at the normals prior to 2010 when

the system was last updated, the normal June rainfall was 65.7 mm,” he explained. “The normal has been adjusted upwards as a result of some of our wetter years,” he said. “The streak continues.” The initial 12 days of the month were actually dry and relatively warm as weak disturbances clipped north of the area, noted Lakeman. Two major downpours happened during the second half of the month when almost 50 millimetres (mm) of rain fell over three days beginning the evening of June 12. Next, a series of small disturbances pushed northeast from the state of Washington brought bands of intense thundershowers on June 27 and June 28, adding about 34 mm to the month’s total precipitation.

Provincial

Province demands better answers from pipeline firm By Jeff Nagel

Surrey North Delta Leader

The province has filed a motion with the National Energy Board asking it to compel Kinder Morgan to provide “full and adequate” responses to questions about its Trans Mountain pipeline expansion. The demand is one of a series of similar requests of the NEB after Kinder Morgan responded to a series of first-round information requests by various intervenors in the project review. The province submitted more than 70 requests related to maritime and landbased spill response, prevention and recovery systems. But the government says Kinder Morgan’s failure to provide sufficient information in the responses means B.C. can’t fully understand the risks posed or judge whether the project would meet B.C.’s condition of world-leading spill response systems. According to the provincial filing, Kinder Morgan refused to release its Emergency Response Program, citing its

confidential and sensitive contents. That could instead be treated as a confidential filing, the province argued, if the NEB decides it can’t be safely put on the public record. But the province indicated it may argue against confidentiality, citing a federal government pledge for more transparent pipeline safety regulations that ensure that companies’ emergency and environmental plans are “easily available to the public.” “The province is not able to prepare questions for the second round of intervenor information in the absence of adequate responses to the requests filed for the first round.” B.C. also wants the NEB to extend its Sept. 11 deadline for intervenors to file second-round information requests, saying it’s “impossible” to file meaningful followup questions by then, even if Kinder Morgan provides more information in the meantime. The unanswered provincial requests include that Kinder

Morgan provide a detailed list of all spills from its pipelines over the past 30 years. The province also asked if the company would commit to automated pipeline shutdown within 10 minutes if a suspected leak identified by the control centre can’t be ruled out within that time. Green Party MLA Andrew Weaver, who submitted nearly 500 questions, is among other intervenors who have filed similar motions. “Many of the answers I received are simply unacceptable,” Weaver said. “They are refusing to consider any oil spill larger than a small fraction of a tanker’s cargo, and basing their oil spill analysis on a response capacity that simply doesn’t exist.” More than 10,000 questions were submitted in the first round of information requests. Since the process bars oral cross-examination in upcoming hearings, intervenors will have only have one more chance to pose written questions.

Investigation continues into boating fatality By Richard Rolke Vernon Morning Star

Authorities are still trying to determine what led to an accident that claimed the life of a Vernon teen. Miles Wohlford, 14, died July 4 as a result of injuries he sustained during a boating accident on Okanagan Lake June 28. “We are trying to determine if there will be any charges laid and to provide answers to the family,” said Gord Molendyk, Vernon RCMP spokesperson. Wohlford suffered serious head, arm and leg injuries after he fell off a tube and was hit by the

propeller of the boat towing him. The boat was being operated by a 49-year-old local woman. Follow-up statements are being taken from those on scene during the accident and a mechanical review of the boat is being conducted. Molendyk isn’t sure if the operator of the boat has been interviewed by police. Depending on the outcome of the investigation, Crown could be asked to consider charges of unsafe boating. “It could take a little while,” said Molendyk of the investigation. “This is a tragic event so we need to make sure we conduct a thorough investigation,” he said.

Justice Glen Parrett has ruled that the district has not provided any paperwork related to the encroachments and has failed to prove they are unauthorized or unlawful. He also notes that

West Vancouver has issued tax notices for the disputed land to Liu and the home’s previous owners, and those taxes have always been paid. Parrett says not only are the home renovations and landscaping now covered by an easement for the life of the buildings, West Vancouver must also pay Liu for her legal bills and court costs related to the dispute.

National New Brunswick

Storm leaves destruction THE CANADIAN PRESS HALIFAX - Tens of thousands of people were still without power in the Maritimes on Monday as the cleanup following posttropical storm Arthur continued. About 86,000 customers of the utility in New Brunswick were still without electricity late Monday morning, while Nova Scotia Power said more than 40,000 of its customers didn’t have power - and restoration of power in some areas would have to wait until Thursday. All New Brunswick government offices in the Fredericton area were closed due to power outages caused by the storm. The city was among the hardest hit areas over the weekend. Arthur lost its hurricane status just before hitting the Maritimes, but it still packed a brutal punch, with heavy rain and strong winds that toppled trees and knocked out power for more than 250,000 customers at the height of the storm. NB Power spokesman Meghan Gerrish said more than 200 crews were working to restore power Monday, including teams from Quebec and others headed to New Brunswick from Maine. Gerrish said the utility expected to have the bulk of the 86,000 without power back online by Wednesday night, but roughly 17,000 customers would have to wait until the weekend. Wayne Tallon, a spokesman the City of Fredericton, said it will take weeks to clean up downed trees in the city. “I’ve been talking to some of our folks that have been around for 40 years and nobody’s ever seen anything this bad,” he said. Tallon said about 2,000 trees were damaged during the storm. The city normally takes down about 420 trees a year, he said.

Quebec

Town remembers tragedy

THE CANADIAN PRESS LAC-MEGANTIC, Que. - More than 1,000 people marched in solemn silence early Sunday morning, passing the spot where tragedy struck Lac-Megantic with such awful violence a year ago. They began their walk in the darkness after observing a moment of silence at 1:15 a.m. - the exact moment on July 6, 2013 when a runaway train derailed in the centre of the Quebec town and exploded in a series of cataclysmic fireballs killing 47 people. Though a year has passed, the emotional scars in the community remain as deep as the physical damage that is still so apparent on the local landscape. The march followed a midnight mass and a moving speech by Mayor Colette Roy Laroche, who received two thunderous rounds of applause and two standing ovations from about 1,200 people who packed Ste-Agnes Church. “For several minutes we tried to convince ourselves that it wasn’t true,” Roy Laroche said of the July 6 catastrophe in a speech also watched by about 200 people on a big screen outside the building. “But what happened to us was a nightmare. When we removed our hands (from our eyes), the horror was still there and the worst was to come.” She urged townsfolk to turn the page on the tragedy and look to the future, but to never forget.

Labrador

Empty food shelves blamed on ferry issues

THE CANADIAN PRESS ST. JOHN’S, N.L. There’s no excuse for bare grocery shelves in remote Labrador communities still waiting for spring food shipments delayed by ferry issues, says provincial Transportation Minister Nick McGrath. “They have every reason to be upset,” he said Monday in an interview of coastal enclaves such as Hopedale and Makkovik that haven’t had major freight deliveries by ship since the fall. McGrath said he hopes to have mechanical and lifeboat issues sorted out and supplies en route as early as this weekend. In the meantime, he said he’s looking into offering

extra help from the Newfoundland and Labrador government to fly in supplies. Community leaders say store food stocks are low or out of many staples along with other items, such as diapers and dish detergent. “I’m as upset as they are because when you put out a contract you hope to have it work efficiently and effectively,” McGrath said of service agreements with Nunatsiavut Marine and Labrador Marine Inc. Neither company could be reached for comment. Hopedale Mayor Wayne Piercy said the community of 650 is down to very few store items. He said the last major ferry delivery

was in late November and supplies have been running low since Easter. Piercy said some fresh produce is flown in once a week but he’s worried that children especially aren’t getting the nutrition they should. “We’ve been very vocal about how low our groceries are here in town,” he said. Many families have relied on a community freezer stocked with moose meat, seal and cod, he added. “It’s getting to a point now that for the majority of children here we don’t know what they’re actually eating because nobody here has got anything in the stores.” Piercy described Monday what’s left to eat in the Big Land

Ontario

‘Swooping’ caused skydiver’s death THE CANADIAN PRESS GEORGINA, Ont. - The president of a parachuting school north of Toronto says the death of a skydiver on Saturday was due to a trick landing gone wrong. The 39-year-old man was “swooping,” a term used to describe a high-speed landing manoeuvre that involves “swooping over the landing area, just skimming across the grass in the landing area,” said Adam Mabee, president of the Parachute School of Toronto in Georgina, Ont. This is done at approximately 80 km/h, said Mabee. The Bradford, Ont., resident had done this manoeuvre hun-

dreds of times in the past, said Mabee, mostly at other drop zones in the province. Swooping is popular among experienced and “very experienced” skydivers, he said. “The more experienced skydivers are responsible for themselves and tend to push their limits a little bit and try more difficult manoeuvres,” said Nancy Koreen, director of sport promotion at the United States Parachute Association. “It’s like anything else that you do - you want to keep getting better and trying new things.” There have been two other fatal jumps connected to the school in the past year.

Grocery, one of just two places to buy food in the community, as a small assortment of canned soup, canned meat and some Chef Boyardee pasta. McGrath said he’s looking into how “management procedures” might have helped ease some of the most recent issues. A cargo ship, the MV Astron, recently couldn’t dock at Lewisporte to load up with groceries destined for the Labrador coast because the MV Sir Robert Bond passenger and freight vessel was already parked in one of two berths. A specialized crew to move the Bond couldn’t respond “at a moment’s notice,” McGrath said. The other berth was taken up by the MV Northern Ranger. Lifeboat issues have delayed its usual runs up the Labrador coast. “This is a contracted service,” McGrath said. “And when we contract the service we expect the best service.” Piercy described the situation with the MV Sir Robert Bond as particularly “ridiculous.” “How did the boat

get to where it got if there’s no crew to run it?” Legislature member Randy Edmunds, who lives in Makkovik and is the Liberal party’s critic for Labrador affairs, said the government had all winter to ensure its vessels were ready to deliver crucial spring cargo. He described low and sometimes nonexistent supplies of flour, tissue and sugar. “The shelves are pretty much bare. They’re flying in enough so people won’t starve to death but the bulk of the freight from the wholesalers is still sitting in Lewisporte.” Marine contractors provide a service but the province must supply adequate vessels, Edmunds said in an interview. “And that’s where the problem lies: having the vessels ready and operable. “Either they don’t know what they’re doing or they don’t realize how serious the situation is. “If this were anywhere else in the province, heads would roll.”

A brief historical look at treaty talks

A

few weeks before the landmark decision declaring aboriginal title proven by the Tsilhqot’in Nation, I picked up a used university textbook that looked like a handy reference. “Geography in British Columbia: People and Landscapes in Transition,” by Brett McGillivray (UBC Press, Second Edition) is a good reference, except where it strays from geography into politics. This 2005 edition came out not long before the B.C. Treaty Commission started producing agreements, notably with the Tsawwassen First Nation. It recounts the establishment of the Ministry of Native Affairs by the Bill Vander Zalm government in 1990, and the election the next year of Mike Harcourt’s NDP, who reversed the province’s historical legal position and tried to accept the existence of aboriginal title. At this point the textbook departs from the

facts and leads its freshman pupils into left-wing dogma. McGillivray writes: “When the Liberal Party won the 2001 election (with all but two seats), it launched a provincewide referendum on treaty negotiations, prompting commentators to suggest the government was ‘trying to impose 19th century ideas on a 21st century problem’.” “Commentators” in the above quote is of course only one commentator, veteran lefty Vancouver columnist Stephen Hume. This quote was indeed representative of the media consensus at the time. On TV, aboriginal leaders burned their ballots while denouncing the referendum as racist and divisive. The public, and later university students, were taught that Gordon Campbell’s government was exploiting racism for political gain. In fact, this referendum was one of a long series of efforts to untangle the

TOM

FLETCHER B.C. Views

legal knot left by Canada and B.C.’s failure to complete historical treaties after 1900. Seven of the eight questions in the 2002 referendum were simply to confirm the existing position of B.C. treaty negotiators. The purpose, then as now, was to settle treaties. The first question asked if private land should be exempt from expropriation for treaty settlements. Private property rights are not so much a 19th century idea as a 17th century one, defined in 1690 by John Locke. What remains true

today is that no society has made significant social and environmental progress without individual property rights. See the woeful state of most of Canada’s communally owned aboriginal reserves, where individually owned property isn’t permitted. The Tsilhqot’in dropped claims of property held by non-aboriginal residents from their appeal to the highest court, a wise move considering that pushing people from their homes would lead to violent confrontations. Other referendum questions related to preserving public access to Crown land for hunting, fishing and park use. All were endorsed. The only new question asked if aboriginal selfgovernment “should have the characteristics of local government, with powers delegated from Canada and British Columbia.” Arguably, that’s what has emerged from the Tsilhqot’in case, which upholds provincial jurisdiction over public forest

policy on environmental and fire protection on aboriginal title lands. By 2009, frustrated with a lack of progress, due to Ottawa’s inaction as well as inconsistent leadership from aboriginal communities, the Campbell government tried to cut the knot. Its proposed Recognition Act would have accepted a form of aboriginal title across the province, based on 30 historical “indigenous nations.” That idea originated not with the province but with the First Nations Leadership Council. It was rejected by a broader group of aboriginal leaders later that year. The best way forward, also endorsed in the 2002 referendum, is sharing land use planning. B.C. has also begun sharing resource revenues. The most likely path, however, is back to court for years to come. Tom Fletcher is legislature reporter and columnist for Black Press.

Government failing our education system I am deeply concerned about our provincial government’s attitude towards our public school system and in particular, at this time, to the teachers in that system. Having been principal and teacher at Kelowna’s Immaculata High School (part of the Catholic Independent school system) for many years, I was privileged to work with many public school teachers and administrators with respect to mutual concerns about the students for whom we were responsible. I know how challenging and demanding it is to be a teacher and how dedicated most teachers are to their students. Would that the government shared that dedication. Since 2001, there has been a huge decline in supports for low income and struggling

families in this province and teachers have been bearing the burden of more and more students with special needs, with students coming to school without breakfast or food for lunch, with students trying to cope with violence in their families and with students who get bumped from foster home to foster home. All our social services are under-funded and stretched to the max and it is the teachers who see affected children day after day. Despite what the government says, the public education system has been inadequately funded for many years now. All districts, even those with rapidly growing student populations, are struggling with year after year of cutbacks and threatened deficits due to cost increases in all aspects of their functioning – cost increases for

which the government provides little or no compensation. The situation is so bad that many teachers are paying for classroom supplies and even text books out of their own pockets. It is so bad that some schools are depending on fund raising drives for resources to support their students. This happens in the so-called developing world but 15 years ago, who would have predicted that happening in wealthy BC. It’s pretty embarrassing, if you ask me. Shame on the BC government and bravo to the teachers who have the determination and courage to stand up and to say “Enough.” I, for one, am standing with them and we should be demanding that our elected School Trustees take concrete action as well. delivery models: Enabled by technology, on-line learning is growing rapidly in the postsecondary sector, often driving down unit-costs (although there are questions about quality and graduation rates for on-line programs). In addition, many jurisdictions and institutions are experimenting with innovations like threeyear degrees, mixed models that combine classroom learning with work experience, and competency-based accreditation that reduces the time spent in classroom settings. 5) Globalization: Postsecondary education is one of many sectors being affected by the globalization of economic activity. In the U.S., foreign student enrollment in colleges and universities doubled in the two decades ending in 2013. The picture is similar in Canada. In addition, particularly among research universities, international competition is intensifying due to the rising mobility of talent. Some universities based in advanced economies have opened foreign campuses in emerging markets, while many others are partnering with foreign institutions to deliver programs or undertake targeted research – trends which can leverage institutional assets but also present management challenges for university administrators. Add it all up, and it’s clear that the landscape is shifting for universities and colleges. It’s an exciting period for the leaders of post-secondary institutions, but also a time of uncertainty and perhaps even peril. PEOPLE Alfredo Di Stefano

Soccer star helped build Real Madrid into global force Alfredo Di Stefano’s death spread across continents, with Pele joining modern stars

THE ASSOCIATED PRESS MADRID, Spain - Tributes flowed as quickly as the news of

Cristiano Ronaldo and Lionel Messi among the thousands praising the Real Madrid great as a luminary of the game. Di Stefano, the Argentine forward who helped lead Madrid in its glorious era in the 1950s and 60s, passed away on Monday aged 88, two days after he was hospitalized following a heart attack. “Don Alfredo leaves us, but his memory will last forever in our hearts,” Real Madrid star Ronaldo wrote on Twitter. “Legends never die. Thanks for everything Maestro.” Messi, the Barcelona star who is in Brazil preparing to lead Argentina into the World Cup semifinals against Netherlands, said: “The world lost a legend today, Don Alfredo Di Stefano.” “An amazing man

Dubbed “La Saeta Rubia” - or ‘The Blonde Arrow’ - for his speed, Di Stefano helped Madrid win five straight European club titles from 195660, and eight Spanish league titles. He was voted European player of the year in 1957 and ‘59 and named Real Madrid’s honorary president in 2000. The club’s president Florentino Perez said “Real Madrid’s best player has left us.” “He changed the history of this club and the history of football as well,” Perez said. “He helped transform this club into the biggest sporting institution in the world.” Spain coach Vicente del Bosque recalled playing for Di Stefano after he returned to coach Madrid. “I had him as a coach at the end of my playing career,” he

He embodied all that is magical about football, in Europe and across the world.” In a club that has been home to some of the world’s leading players, Madrid’s club website trumpeted Di Stefano as “the best player of all time,” putting him above other leading players and “galaticos” to have donned Madrid’s all-white uniform, which include Ferenc Puskas, Raul Gonzalez, and Zinedine Zidane among others.

God rest his soul.” Football’s official hierarchy responded swiftly to note Di Stefano’s contribution to the game, with FIFA president Sepp Blatter describing him as his “favourite player” and “the most complete player I’ve seen.” French great and European football chief Michel Platini praised Di Stefano for revolutionizing football. “He won everyone’s

Di Stefano played for Argentina and Spain, but fate conspired against him playing at the World Cup. The Argentine FA said its president, Julio Grondona, “is deeply affected by the passing of this icon of world football.”

Consistency was key for Vancouver golfer Trevor Yu, who shot a conservative round of 1-under par 71 on Friday to coast to a four-shot victory over Logan Yanick of Courtenay and win the CN Western Canadian Junior Boys Golf championship at the Birchbank Golf Course, while Surrey’s Annie Songeun Lee claimed the junior girls title beating Marie Donnici of Vancouver by two strokes. The 17-year-old Yu finished with a 5-under par 211 over 54 holes in the three-day event, with rounds of 69, 71, and 71 to claim the Western title and be the top qualifier for the Nationals. “I’m pretty pleased with how things went,” said Yu following the final round. “I think I hit the ball really well this week. I could have made a few more putts but at the end of the day I had a lot of fun, and it was a great event to play.” At 4-under par, Yu was leading Rossland’s Tyler McKay by three strokes heading into Friday’s final round. He dropped to 7-under after birdieing 10 and shooting a 2-under par 34 on the front nine. He played conservatively the rest of the way, bogeying 14 and 17 and laying up on the par-5, 18th hole to close out the back nine with a 37. “Around hole 14 is when I kind of took the foot off the pedal a little bit and played a little bit safer.” Yu’s iron-play was outstanding over the week hitting 16 green’s in regulation in the final round. Yanick, who finished at 1-under par after shooting 69 on Friday, had his best round of the tournament with six birdies to go along with three bogeys after opening with a 76 on Wednesday. Cole McKinnon of Surrey, playing in the final threesome with Yu and Rossland golfer Tyler McKay, finished third, birdieing the 18th hole to finish one shot ahead of McKay with a round of 72.

Vancouver’s Trevor Yu finished at 5-under par to win the Western Canadian Junior Boys championship at Birchbank Golf Course on Friday. McKay was in second place at 1-under going into the final round. After opening the tournament with a torrid round of 66, he cooled off on Thursday firing a 77, and followed that with a respectable 2-over 74, to finish at 1-over for the championship. “I played well, just couldn’t score,” said McKay. “It was frustrating, I hit it a lot better than I shot, I just didn’t make any putts until 16 and a two-putt birdie on 18.”

McKay played well on his home course throughout the tournament and was in the hunt for a top-three position right up until the final hole. “I was a little nervous before the tournament to be honest,” said McKay. “I didn’t want to take anything for granted. I know this golf course very well but that being said might be a negative thing because I also know all the bad spots you can get to on this golf course very well.” See DONNICI , Page 12

At the CN Junior Golf championship at Birchbank, (from left) Marie Donnici took second place in the junior girls while Annie Songeun Lee claimed first and Kenna Hughes and Quinn Fitzgerald shared third place with Natalie Chu (missing). In the boys Cole McKinnon finished third, Logan Yanick second and Trevor Yu first, while A. J. Armstrong, Khan Lee, and Rossland’s Tyler McKay rounded out the top six boys who qualified for the Canadian championship in Niagara Falls at the end of the month.

The Birchbank Golf Course welcomed Golf Canada and the CN Future Links for the Western Canadian Junior Golf championship this week in what turned out to be a seamless and successful event and the first to be held outside of Wild Rose country. Birchbank’s staff and member volunteers rallied as over 80 golfers as well as their parents, coaches, and supporters came to Trail from July 1-4 to participate in or watch the event. “It went really smoothly,” said Golf Canada tournament director Mary Beth McKenna. “We had some great volunteers from Birchbank Golf Course, the course was in great shape, and obviously we had beautiful weather, so we really couldn’t have asked for anything better throughout the week. We are really fortunate to be hosted here in Trail.” It is the first time the Western Canadian event has teed off outside of Alberta, and while there were initial grumblings from road-weary Albertans about the location, once golfers began play, they were all suitably impressed with the course, its staff, and organizing committee’s efforts to host the tournament. “It was the first CN Western event to be held in the interior,” said McKenna. “Traditionally it’s in Alberta, but we moved out here to the interior of B.C. and I think the players were really happy kind of to meet half way between Calgary and Vancouver. I mean it lent to a fantastic venue and a great course and great facility so we’re really lucky . . . we heard nothing but great comments all week from all the families.” Roughly half the field hailed from Alberta, and the other half from the Lower Mainland or Okanagan so the logistics were almost perfect as far as travel was concerned. Tournament chair Rob McKay was presented with a commemorative plaque for his efforts in preparing and organizing the event, and acknowledged the work of the many volunteers who took time to help out. “We had over 70 members step up and volunteer, and in fact I had to turn people away so for every volunteer a big thank you because it made my job really easy,” said McKay. The tournament also recognized Club Pro Dennis Bradley for his contribution, and the Canadian Golf Superintendents’ Association awarded course superintendent Greg Kennedy a National Tournament plaque and a welldeserved nod for his almost 40 years of work as greenskeeper and course superintendent. “He’s been a rock star,” said Bradley. “He puts in long hours and makes sure everything is done right.” In addition to the CN Western Junior championship, Birchbank hosted the B.C. Amateur Junior Boys Golf championship tournament two years ago, and would like nothing more to host similar events in the future. “I’d love to host the Canadian Junior boys, that would be wonderful,” said McKay. “I think Golf Canada is pretty happy with what we’ve done. We had so many compliments for Greg (Kennedy) and the condition (of the course), he just did a huge job.”

added McKay. “More of the same today.” A.J. Armstrong from St. Albert and Khan Lee of Surrey also tied for fourth with McKay to round out the topsix advancing to the nationals. Songeun Lee led the girls’ tournament from day one carding a 74, 76, and 80 to win the championship. Donnici meanwhile came from 10-strokes off the lead on daythree to make a run for the title, finishing with even-par 72 on Friday that included a 4-under par 32 on the front nine. “I’m from Vancouver but my dad grew up in Trail,” said Donnici, 18, who will be attending the University of Hawaii on a golf scholarship in September. “I was pretty far back yesterday, had a really disappointing week. I really, really struggled on the front nine the first two days, and was just trying to keep it in play today, and made a few putts.” Rossland’s Braden McKay, 16, had a final round of 5-over 77 that included shooting a 35 on the back nine to finish in 34th spot at 18-over par. Nelson’s Carson Arcui carded a 7-over 79 to end up 24-over par, and Fruitvale’s Aidan and Trevor Browell shot plus-25 and -26 respectively.

SUNDAY & Movies SUNDAY EVENING

THE CANADIAN PRESS Saturday marked 25 years since the airing of “Seinfeld”’s pilot, the first of 180 episodes that would rewrite TV history. In a tribute to the comedy about nothing, Time magazine says it’s remarkable that the show didn’t really spawn any legitimate imitators, which speaks to just how unique and irreplaceable it was. “Influence is one measure of greatness, but another, opposite one is inimitability. Some great art reproduces virally. And some is the product of a perspective (or in the case of Jerry Seinfeld and Larry David, two) that nature can’t come up with twice.”

TV LISTINGS

Networks serve up MONday & Movies summer viewing THE CANADIAN PRESS It used to be that summer was the time to turn off the TV set and relax at the beach. That was before you could take your screen to the beach in the same pocket you take your sunscreen. The idea of an “unplugged cottage” where distant signals are pulled in off rabbit ears is a thing of the past. Now cottages are places where people binge-watch the latest Netflix or online offering as well as stream network fare. There are 50 premieres and finales in the month of July alone on network and cable. Here are shows worth staying in for this month and next: 1. “The Amazing Race Canada” (premiering Tuesday at 9 p.m. on CTV). Last summer’s biggest hit drew 3.5 million viewers a week, an astounding total for a Canadian series. It’s back with beer-swilling Olympian Jon Montgomery as host. Rumours Season 2 would extend outside Canada’s borders proved false, but seven provinces and one territory are visited. “Gas for life” from Petro-Canada plus $250,000 is at stake. 2. “Extant” (Wednesday, CBS, Global). Oscar winner Halle Berry stars in this 13-part sci-fi series as an astronaut who returns to Earth inexplicably pregnant after a year in space. 3. “The Strain” (July 13, FX Canada, FX). Super creepy thriller from Guillermo del Toro (“Hellboy”) promises to make the vampires on all other TV shows look like Teletubbies. A wormlike virus infects a planeload of passengers and spreads from there. 4. “Ray Donovan” (July 13, Showtime, TMN/ Movie Central). Liev Schreiber stars as the ultimate L.A. fixer, but Golden Globe Award winner Jon Voight, 75, continues to steal this series as Donovan’s bad dad, Mickey. 5. “Masters of Sex” (July 13, Showtime, TMN/ Movie Central). Ready for more “Sex”? Pioneering sex therapists Masters and Johnson (Michael Sheen and Lizzy Caplan) are back, with Caitlin FitzGerald and Betsy Brandt among the Season 2 patients. 6. Summer is when the U.S. networks look down their bench for Canadian shows to fill slots. “Motive” (Wednesday) and “Rookie Blue” (Thursday) return to ABC, with “Working the Engels” (Thursday) needing a breakout run on NBC to overcome a slow start on Global.

Reevaluate friendship after harsh comments Mailbox

Marcy Sugar & Kathy Mitchell

Louise should not be discussing your children negatively with anyone, let alone someone who knows them. And the co-workers should not have repeated these malicious comments to your daughter, who repeated them to you. Now you are forced to reevaluate your friendship with Louise, and no matter the outcome, this incident has poisoned the well. Please talk to Louise, but do so calmly. Tell her that the office staff repeated the unkind words she said about your children, and you’d like to know why she felt the need to disparage them in public. Let her explain herself

make her susceptible to infection. Nail biting is an obsessive-compulsive disorder. The simplest solution is to coat the nails with a bittertasting polish. If that doesn’t help, the next step is therapy. But your problem is, you cannot make her do anything she isn’t willing to do. Inform her of the likelihood of infection and direct her to some material on the subject. Then leave her alone. Dear Annie: I read the letter from “Just Venting,” whose two sisters never helped care for their 90-year-old father. I was impressed that one of them had actually cared for him for six weeks in three years. That may not sound like much, but often siblings who still have issues with parents or who are scared to death of this physically and mentally exhausting job want nothing to do with any of it. “Venting” can be consoled by the fact

that even if she had discussed this with her siblings before Dad moved in with her, it likely would have made no difference. I have talked with my siblings until I am blue in the face, and in return, I’ve been criticized and ignored, because this is a job no

one wants. It’s better to forgive people who let you down rather than hold on to resentment. She can feel satisfied that she did the right thing for her father. -- Been There, Still Doing That Annie’s Mailbox is written by Kathy

and, hopefully, apologize. How (or whether) you choose to maintain the friendship after that depends on your comfort levels. Dear Annie: One of my best friends constantly bites her nails. She has cats and dogs, occasionally babysits a toddler and does a lot of gardening. This is a lot of dirt and germs under her nails. Doesn’t she know she could make herself sick? I’ve tried talking to her about her habit, but she says she can’t quit and that nothing bad has happened. But, Annie, she doesn’t even try. How can I make her stop biting her nails? -Concerned Friend Dear Friend: If your friend washes her hands thoroughly after gardening, lying with the dogs and cats, and changing the baby’s diaper, etc., she is probably OK. The bigger problem is how far down she bites her nails and whether she bites the cuticle. This would

Dear Annie: I’ve been friends with “Louise” for 35 years. She sees the same doctor I do. Apparently, at her last appointment, Louise talked about my grown children and how much they weigh and insinuated that my grown son is too ugly for her daughter. She told this to the entire office staff with the exception of my youngest daughter, who is the office manager. My daughter was on a break when this took place, but her co-workers told her about it when she returned. Needless to say, I was very hurt by what Louise said. I don’t understand why she chose to make such horrible comments about my children, especially to people who know them, and I’m not sure I can forgive her. The friendship certainly will never be the same. Should I confront her? -- Disappointed in My Friend Dear Disappointed:

YourByhoroscope Francis Drake For Wednesday, July 9, 2014 ARIES (March 21 to April 19) Be careful not to be swayed by people with religious or philosophical ideas that actually confuse you. Trust your own judgment. Don’t let others think for you. Don’t fall for anything. TAURUS (April 20 to May 20) This is a poor day to make important decisions about inheritances or shared property, because there is some confusion present. In fact, someone might deceive you. Caution! GEMINI (May 21 to June 20) Conversations with partners and close friends are subject to confusion today; in part, this is because you might be kidding yourself about something. Ask yourself: Are your expectations realistic? CANCER (June 21 to July 22) Double-check all your work

Tuesday, July 8, 2014 Trail Times

today, because errors are likely. For starters, something might not be as it appears. Furthermore, others could make errors that affect what you do. LEO (July 23 to Aug. 22) Romantic disillusionment is likely today. Remember: Unexpressed expectations almost always lead to disappointment. (Sigh.) After all, you cannot expect people to read your mind. VIRGO (Aug. 23 to Sept. 22) Family discussions might lead to disappointment today, or they could discourage you in some way. Perhaps people are not being truthful with you? If you doubt something, wait until later to act. LIBRA (Sept. 23 to Oct. 22) Today, confused conversations are likely, especially with siblings, relatives and daily contacts. Make sure others understand what you mean; and make sure you hear what they mean.

SCORPIO (Oct. 23 to Nov. 21) Today confusion is likely about matters related to salaries and cash flow. If shopping, be careful about overspending on luxury! SAGITTARIUS (Nov. 22 to Dec. 21) The Moon is in your sign today at odds with fuzzy Neptune. This makes emotional relationships difficult, and it also makes you want to run away from anything

unpleasant. CAPRICORN (Dec. 22 to Jan. 19) You might feel vaguely worried or unsettled about something today. Don’t worry, because a lot of people feel this way today. It’s just what it is. AQUARIUS (Jan. 20 to Feb. 18) Clarify all conversations with female acquaintances, especially regarding your future plans. It’s easy for peo-

ple to be confused today. It’s also easy to kid yourself! PISCES (Feb. 19 to March 20) Be careful in all conversations with bosses, parents, teachers and anyone in a position of authority, because confusion is rampant today. Others might misunderstand you or have a wrong impression about you. YOU BORN TODAY You are independent. You also are curious about life

and all of its machinations. Synchronicity and the subtle forces of the universe intrigue you, because you are always looking for meaning and a way to better understand the world around you. This year, a major change might take place, perhaps similar to what took place around 2005. It’s time to try your wings! SChool of triathletes

Liz Bevan photo

Parents and kids in the age five-and-six-year-old category swim as fast as they can in Saturday’s Kid’s Triathlon at the Trail aquatic centre. After swimming a length of the pool, participants went as fast as they could to get on their bikes and ride the course, and finally, to make a dash to the finish line. Children aged four to 12 could participate in the triathlon. See story and photos this week in the Trail Times.
