Supplement, August 25.
A B.C. Supreme Court justice has concluded the B.C. Teachers’ Federation and the B.C. government are too far apart on wages and working conditions for mediation to be effective. The B.C. Public School Employers’ Association and the BCTF confirmed Wednesday that Justice Stephen Kelleher has taken part in “exploratory” talks in recent days to seek an end to the teacher strike that wiped out the last two weeks of the school year. “He had some explor-
atory discussions with the parties and determined that mediation is not indicated at this time,” said an agreed statement by both parties. Education Minister Peter Fassbender said the BCTF’s total compensation demands are still more than twice what other government unions have settled for. The union’s benefit demands alone represent an additional $225 million a year, Fassbender said. Those include increases to preparation time, pregnancy and parental leave, extended health and dental and substitute teacher compensation. “There is no process and no mediator that can bridge this gap at this time,” Fassbender
said. “To pretend otherwise only raises false expectations and serves to delay the tough decisions the BCTF executive needs to make to get to an affordable agreement.” BCTF president Jim Iker said the government placed unacceptable pre-conditions on wage negotiations going to mediation. “At this point, with the government maintaining entrenched positions that are unfair and unreasonable, mediation will not be able to move forward,” Iker said. “We will keep the lines of communication open in July to restart bargaining if the government is ready to make a real effort and bring the necessary funding to the table.”
BCPSEA has proposed a 7% pay increase over six years, plus a $1,200 signing bonus with a deadline that expired June 30. The BCTF has countered 8% over five years with a proposed $5,000 bonus, to make up for a year the union has worked under an expired contract. BCPSEA has calculated the cost of the union’s position on class size and composition at $1.67 billion. That dispute has been the subject of a series of court actions and the B.C. Court of Appeal is expected to rule on it in the fall. Fassbender said the latest offer is to guarantee $75 million in each year of a new contract for special needs support.

9-1-1 call answer moving to E-Comm Submitted This fall, 9-1-1 call answer services for nine interior regional districts will move to a new service provider. Starting November 18th, 9-1-1 calls placed from the Regional District of Central Okanagan, North Okanagan, OkanaganSimilkameen, Thompson-Nicola, Columbia-Shuswap, Squamish-Lillooet (North), Central Kootenay, East Kootenay and Kootenay-Boundary Regional Districts will be answered through E-Comm, the emergency communication centre located in the Lower Mainland. The Regional District of Central Okanagan (RDCO) provides initial 9-1-1 call response services to the nine regional districts throughout the B.C. Interior. The RDCO currently has a Memorandum of Understanding with the Royal Canadian Mounted Police for initial Public Safety Answering Point (PSAP) service, which is provided out of the Southeast District Operational Communications Centre (OCC) in Kelowna. That is where all 9-1-1 calls placed within the nine regional districts are answered by a Telecommunications Operator who determines the nature of the emergency call and quickly transfers the caller to the appropriate first responder agency (Police, Fire or BC Ambulance). Regional District of Central Okanagan Chair Robert Hobson says,
“For almost two years, we have been exploring various options for 9-1-1 call answer services on behalf of all nine interior regional districts. In 2012 we were advised by the RCMP that we would be facing significant increases for provision of 9-1-1 services. After an extensive review and negotiations, we’ve recently signed a five year contract with E-Comm in Vancouver. The transition from the RCMP OCC to E-Comm will take place November 18th.” Hobson adds, “By contracting our 9-1-1 service to E-Comm, over the five year agreement the regional districts will see a 25% reduction in overall program operating costs. That translates into total savings of more than $2.1-million for the program, proportionately shared by the regional district partners. “Public safety remains our top priority” says Hobson. “E-Comm’s outstanding track record of high quality and reliable 9-1-1 answering services, means all residents in the affected regional districts can be assured there will be professionally handled,
quick response to their initial emergency calls.” In addition, by having E-Comm provide initial emergency call handling service, the regional districts believe they’ll be in a better position to take advantage of Next Generation 9-1-1 technology. Until the change this fall to E-Comm, 9-1-1 PSAP calls will continue to be answered by staff in the Southeast District Operational Communications Centre. Within the service area of the nine regional districts during 2013, a total of 226,796 9-1-1 calls were received and answered by the OCC based in Kelowna. “We are pleased to partner with the Regional District of Central Okanagan and are committed to ensuring residents of all nine regional districts continue to receive high-quality, responsive 9-1-1 public safety answer point service 24-hours a day,” says E-Comm President & CEO David Guscott. “E-Comm is focused on helping to create safer communities in B.C. through excellence in publicsafety communication, and we believe that an integrated approach is a key element in achieving that vision.” E-Comm’s integrated multi-jurisdictional call taking and dispatch cen-
tre provides economies of scale by providing 9-1-1 service for Metro Vancouver, the Sunshine Coast Regional District, Whistler, Squamish, the Squamish-Lillooet Regional District (South). It recently agreed to begin providing 9-1-1 service this
fall to the North Island 9-1-1 Corporation which is comprised of six regional districts in addition to the regional districts of Fraser Fort-George, Cariboo, Bulkley-Nechako and much of the KitimatStikine RD. E-Comm utilizes top tier tech-
nology in a Vancouver building that is secure and purposely designed and built to resist a major earthquake (7+) and be self-sufficient for 72 hours. It has a number of backup provisions to ensure the continuity of 9-1-1 call answer services for a
variety of scenarios. In 2013, E-Comm received 861,694 emergency calls, answering 98% of them in five seconds or less. The National Emergency Number Association (NENA) standard is to answer 90% of all calls within ten seconds.

Cranbrook’s Good Ol’ Goats will be opening the show for Union Duke and its blend of bluegrass, country and rock and roll on Monday, July 14 at the Key City Theatre.
Union Duke at Key City Theatre Cranbrook’s Key City Theatre will soon be vibrating with a unique Toronto folk act that bridges big-city rock with bluegrass and country. Union Duke is defined by their rambling banjos, soaring vocal harmonies, chicken-pickin’ electric guitars and a fast driving, heel-stomping beat. “Union Duke’s appearances at the Mariposa Folk Festival in 2013 were met with enthusiasm and surprise by the audiences who got to see them. Who were these young bluegrass musicians and how did they get to be so good? Their tight and incredible musicianship, their tuneful repertoire and their engaging manner with the audience made them one of the “hits” of the festival. As artistic director, I have done something that I rarely do and that is hire this great band for a second year in a row. That’s how much I think of Union Duke,” said Mike Hill, Artistic Director, Mariposa Folk Festival. Driven by grit and determination to make people dance the drunken two-step, Union Duke have welcomed Cranbrook’s own Good Ol’ Goats to open the show. Get your tickets for Monday July 14th online through the Key City Theatre website http://www.keycitytheatre.com/#!otherevents/c1vua or at the door at 7 p.m. Union Duke’s latest album Cash & Carry was recorded in a log cabin in the Ontario woods and features songs of love, loss, and a cheap shirt. Fourteen cookies, one drink
Ahhh finally, summer is here! And who doesn't like a cold drink on a hot summer day? We just introduced out daughter to my childhood favourite: the root beer float. All that sugary deliciousness goes down pretty nicely in relentless heat. As parents, my wife and I are always juggling how much sugar we consume and what we give our daughter. The dilemma: if we give her too little she will want it all the more, give her too much and her health will suffer. Added sugar profoundly harms our health in many ways. We know that too much added sugars can cause mood swings, increase the risk for diabetes, obesity (and all the health dangers that obesity brings) and increase the risk of dying from heart disease. The average Canadian diet consists of 10% added sugars which equals about 6 teaspoons of the white stuff. One in 10 Canadians get a whopping 25% or more of their calories from added sugar (15 teaspoons). In
both cases sugar sweetened pop and energy drinks make up the biggest source of added sugar. One 20 oz can of coke contains 65 grams (16 teaspoons) of sugar. That is the about the same as what you find in about 14 Oreo cookies. One can of Monster energy has 54 grams of sugar, the equivalent of 3.5 cups of frosted flakes. A Starbuck Grande Iced Latte has 28 grams of sugar and to match that you could eat 3 doughnuts. Added sugars are everywhere and if you are not really careful you will consume much more than you ever thought. There are some options to satisfy that sweet taste without the harm. Stevia is a sweetener from a plant that does not contain any glucose (sugar) and there are now drinks on the market, like the pop Zevia, sweetened with this plant that are actually quite tasty and much more healthy. My wife and I can give it to our daughter and rest easy.

Letter: What do you expect when you call 9-1-1? When British Columbians call 9-1-1 to seek emergency medical assistance, they do so because they are experiencing a situation that requires an immediate response beyond their own capabilities. Firefighters, as the first responders in BC, are generally first on-scene and provide medical and scene management support until paramedics are able to respond. Last fall BC Emergency Health Services (BCEHS) made changes to how it allocates its resources by having ambulances respond to certain medical calls in a “routine or non-priority” manner as opposed to previous designation of “emergency or lights and sirens”. The BC Ambulance
Service (BCAS) argued these changes contained in the Resource Allocation Plan (RAP) were necessary to improve response times for those patients with the most urgent medical needs. At the BCPFFA, we’re calling this move what it really is: the Ambulance Service’s scramble, as directed by the BCEHS, to manage a shortage of available ambulances and paramedics. The BCPFFA is strongly opposed to these changes and supports the call for more ambulances and paramedics. As any emergency worker can tell you, once a call is downgraded to non-priority from emergency, the timeline to get to the incident changes. Our members
have seen a number of cases where patients in distress (heavy bleeding, head injuries, spinal injuries and loss of consciousness) are being considered non-priority, leading to increasingly longer response times by ambulances, which we find simply unacceptable. Since these changes were quietly implemented last fall, firefighters across the province are noticing much longer wait times for paramedics to arrive at an incident. In an increasing number of cases the wait for an ambulance can be between 40 and 50 minutes longer than before the protocol changes. Is this what you expect when you call 9-1-1? One of the biggest obstacles professional firefighters encounter in serving the needs of their communities is the inability for simultaneous dispatch, where
9-1-1 operators can send what the system views as an appropriate level of response. Fire is dispatched only when certain criterion is met or after it’s determined that an ambulance is unavailable to respond as required. Critical minutes are lost in this process, and timely onscene assessment and patient care is being compromised. In our view, operators should be sending onduty trained firefighters to determine the level of patient care needed and granting them the authority to upgrade or downgrade the level of response required by ambulance. No matter how skilled 9-1-1 operators are, only trained responders on scene can effectively prioritize patient care for the best possible results. In Canada, the standards for emergency medical response are
less than nine minutes in nine out of ten calls, or in the 90th percentile. BCAS chooses to report only average response times, which in our view is not a true reflection of how emergency responses should be disclosed. The North American standards are much higher, at four to six minutes for most medical emergent calls. BCEHS targets 12 minutes, and meets that goal 52 percent of the time for the highest priority calls. Prior to the recent RAP changes, first responders attended 35 percent of medical calls. If the recent RAP changes are fully implemented, first responders will respond to approximately 25 percent of medical calls. By changing its response to 74 of 868 call types, including downgrading 39 to non-priority, BCEHS is condoning a delayed
response to the emergent needs of your community. Is this acceptable to you and your loved ones when emergency medical care is required? We are urging the government through the BCEHS to return the medical response to what the Cain Report in 1989 envisioned of an ambulance service, which was a layered response, with firefighters being simultaneously dispatched to medical emergencies within their community’s jurisdiction. Wait times are becoming dangerously long and putting undue stress on those in need of immediate care. British Columbia’s population growth and the aging Baby Boomer generation make it essential that this discussion, along with an informed and integrated systemic response to these challenges, shape
the future of the emergency services system. BCPFFA wants to work with all stakeholders to ensure that British Columbians receive the care and attention required when they call 9-1-1 – and we’re not confident they’re getting it today. If you need to call 9-1-1 for yourself or someone else in need, how long are you prepared to wait for assistance? Are you okay with the system deciding that you don’t have a real emergency? Professional firefighters on duty in your community are committed to responding to your emergency when called upon and providing you with the service that you deserve. ~Michael Hurley President of the British Columbia Professional Fire Fighters Association (BCPFFA)

Keeping up with the newest kitchen trends Submitted Are you thinking about renovating your kitchen? Would you like to have up-to-theminute furniture in surroundings that are both contemporary and stunning? If so, take note that European trends are the flavour of the day — think uncluttered kitchens, clean lines, and dynamic colours. Give me colour! Two-toned furniture is turning heads these days. The trend is towards cabinets that marry white with another colour. For example, white can be accompanied by a naturally polished wood such as walnut or cherry. But an explosion of colour is also possible; two-toned cupboards mixing white doors with emerald green, or firetruck red, or cobalt blue cabinets creates an eye-catching effect. Avoid an overly flashy result by limiting the bright colour to only one section of cabinets. Modern faucets Single-handle faucets are all the rage. Apart from taps in a stainless steel or chrome finish, you could also treat yourself to red, black, or white ones. If you love gadgets, choose a model with a warning light to indicate the temperature of the water (blue when the water is cold and red when it’s hot). Professional style faucets with a flexible spout, which imitate the models used in restaurant kitchens, are still very popular. Lots of space You’re sure to want a big and useful island in your new kitchen. It can be equipped with a sink or even a cooking surface. Think about the practical aspects of the room; extend the cabinets up to the ceiling to increase storage space. Don’t dismiss the possibility of replacing some of the doors under the worktop or in the pantry with drawers, as they are
so much more practical. Other gadgets can also make your life easier, such as sliding shelves and hidden recycling bins. Easy access shelving Shelves are definitely in. They’re perfect for keeping frequently used kitchen articles close at hand, but before installing any, ask yourself if you’ll use them appropriately. You don’t want your shelves to become overcrowded or a collecting place for junk. If you’re a disorganized type of person, shelves installed underneath a worktop have the advan-
tage of keeping your mess hidden from sight. Lastly, if the idea of planning a new kitchen stresses you out, don’t hesitate to consult a kitchen designer. This professional will be able to guide you in making the right choices and bring your dream kitchen within your grasp!

When placed in the normal position, the legroom isn’t ample but on par with others in this class. Connecting to the Cherokee is a snap with the optional 8.4-inch Uconnect system that pairs with smartphone in seconds, is very quick between commands, and has nice looking graphics. The base screen is five inches but has many of the same functionality. Behind the steering wheel, inside the instrument cluster, is another programmable screen for all the information the driver needs frequently. Drive The base 2.4L 4-cylinder with 184hp is the base engine on all trim levels. For just $1,300 any Cherokee can be equipped with the optional 3.2L V6 engine – making the walk up to this 271hp engine within reach for many buyers. In addition, this is the very first application of a 9-speed automatic anywhere in the auto industry, providing improved fuel economy and drivability. Having a chance to drive both the 4-cylinder and V6 models with the all-new 9-speed automatic, I’m torn. The V6 is the engine of choice for towing, steep mountain
A good off-roader, comfortable and an easy street performer, the Cherokee does both equally well.

runs and longer distance driving. The flip side is that the 4-cylinder is a very good in-city commuter and the lighter engine helps this Cherokee to corner, brake and manouevre better. The 9-speed automatic shifts quickly and smoothly, in fact I forgot it had so many cogs but it does improve fuel economy with a highway rating of 6.4L/100km with the 4-cylinder and 7.0L with the V6. Most Canadians will opt for the AWD versions thanks to our winter conditions, but here too there are more choices. Jeep has included three AWD systems. The first is a called Active Drive 1 with a selectable drive mode called Select-Terrain, for automatic, snow, mud and sand settings. The second is called Active Drive 2 and offers a two-speed mode for low speed crawling. The most aggressive system is Active Drive Lock, which comes in the off-road purpose-built Cherokee called Trailhawk. The Trailhawk is a ‘real’ Jeep; this is thanks to a locking rear differential and a host of electronic aids. The most impressive feature is the low speed crawling mode for both up and down hill tasks. Therefore, Jeep purists, yes there is a Cherokee for you. Verdict This new Cherokee is off to a fantastic start. Sales are strong and the sharp design is bringing in buyers, not shoving them away. The 2014 Cherokee could not be further away from the last model; this is a thoroughly modern SUV with go-anywhere capability and aroundtown refinement that needs to be experienced. UTVs are hot summer fun

By Ian Harwood
The explosion of utility terrain vehicles on the market the last five years has been incredible. Popularity has never been this high. The 2014 Polaris RZR XP 1000 is at the top of its class. Rarely do you see a UTV like this offered to the public. Often you would have to go to a Baja race to see these machines perform. 0-30 in 2.26 seconds and 0-50 in 5.33 seconds without any aftermarket add-ons. Wow. The XP delivers excitement at any speed. The on demand AWD system makes cornering at high speeds incredibly easy. The long travel suspension makes the bumps feel like pebbles on a highway. All the instruments are conveniently located so you can access them quickly without losing site of the trail ahead of you. I noticed how much leg room the XP has leg. After having driven an earlier model that was always a concern. Interior

The interior features a high performance tilt able steering wheel that is easy to grip and performs very well at high speeds. LED interior lights and very comfortable seats that have being beefed up to hold you in position and feature a new dry seat technol-
ogy the resists moisture. They also have sliders on them to adjust for legroom. The factory installed doors have an easy one handed security latch and offer an optional accessory lower door section which I recommend to purchase right away. This keeps a lot of debris of your legs. Having driven many offroad vehicles in my career and in many challenging conditions, I found UTVs to be an extension to the offroad experience. You can go places that you would not normally attempt because of road conditions or overgrown vegetation that limits most vehicles without extensive body damage. The fact you can take a partner along with you in an open-air cockpit is a big plus and really adds another dimension to 4 wheeling. Although this model is a highend machine there are plenty of other makes a models at reasonable prices that you can check out at your local ATV shop. Watch out for local ride-and-drive events then go out and experience one for yourself. You may just find out how much fun life can be! Engine

Chrsyler 200: similar but better than its predecessor
‘‘
Used prices are reasonable, from a buyer perspective, and there appears to be a good supply of sedans, but not too many convertibles, out there for sale.
Bob McHugh By Bob McHugh
’’
The Chrysler 200 was introduced for the 2011 model
year and replaced the outgoing Sebring. It’s available as a mid-sized sedan, with coupe-like styling and a roomy interior, as a hard or soft top convertible with two doors and four seats. The 200 is based on the same chassis as the outgoing Sebring but came with revised suspension geometry, stiffer body mounts, a raised roll centre, new sway bars and a wider rear track to improve both its ride and handling. There were also extensive upgrades to reduce cabin noise and these included acoustic lamination

of the front door windows and windshield. The 2011 edition of 200 came in base LX, Touring, Limited and top-line S trim levels. The base engine is a 173-horsepower, 2.4-litre, 16-valve four-cylinder. A carry-over engine from Sebring, it provides good low-end torque, decent fuel economy and is mated with a reliable four-speed automatic. City/ highway fuel economy is 9.9/6.7 L/100km. Even the LX edition of the 200 comes with a very good equipment package that includes a tilt and telescoping steering wheel, four-wheel disc brakes with
an anti-lock system, remote keyless entry with a security alarm, power windows, locks and mirrors (heated) and air conditioning. The optional and newer 3.6-litre (Pentastar) V6 was a powertrain offering that came with a six-speed automatic. A quieter and smoother performer than the four-cylinder, this V6 can effortlessly produce 283 horsepower. Highway fuel economy (6.8 L/100km) is also impressive and almost the same as the base fourcylinder. Its city rating, however, is 11.0 L/100km. The Chrysler 200 Convert-

ible was available with the choice of two automaticlatching power tops. There’s a light-weight fabric-top with a glass back window or a (body colour) fullyretractable steel hard-top. Both types of folding top can also be lowered or raised remotely via the owner’s key fob, which is a neat feature. In addition to being less expensive, the fabric-top is more compact when folded and allows more cargo space in the trunk. The hard-top, on the other hand, can provide a quieter cabin for occupants while driving and it’s more secure when parked. Active safety improved with the addition of both electronic stability control
and traction control systems as standard equipment in all editions for the 2012 model year. Otherwise, the 200 was unchanged. Some new paint choices were added for the 2013 model year, but other than that the 200 was again unchanged. The 200 comes with an up-to-date complete passive safety package and its crash safety test ratings have been top-notch, both for the sedan and the convertible. In fact, the sedan achieved “Top Safety Pick” status with the IIHS (Insurance Institute for Highway Safety). Consumer Reports rates the 200 as “below average” for predicted reliability, “above average” for owner
satisfaction and “average” for owner costs. Used prices are reasonable, from a buyer perspective, and there appears to be a good supply of sedans, but not too many convertibles, out there for sale. The Limited trim level (see price check chart) visually adds 18-inch polished aluminum wheels, dual exhaust tailpipes and inside upgrades include leather-faced seats. Like most Chrysler products the 200 offers high content and value, and it’s a good looking car. bob.mchugh@drivewaybc.ca
