With a flick of conductor Joe Hatherill’s wrist, the concert band trumpets in unison. The dozen or so seated musicians blow and drum their respective instruments in time with Hatherill’s hands, which artfully draw invisible lines in the air. The decibel level at the normally quiet Monterey Centre has just
gone up. “(This) gives a venue for seniors – or people getting close to being a senior – it gives them a chance to go where they can play and it’s fun,” says trumpet player Ervin Braithwaite. “It’s a way to a little bit of camaraderie with the group, make some music, have some laughs, it is a good thing.” Less than a year old, the approximately 13 to 15 member concert band plays Broadway
favourites including Beauty and the Beast, Don’t Cry for me Argentina, Phantom of the Opera, and I Dream a Dream among other wellknown favourites once a week and hopes to double its size before eventually playing small local concerts. PlEASE SEE: All about ‘beautiful noise’, Page A14
The resounding rejection of a wastewater treatment plant in Esquimalt is being tested once more by the Capital Regional District board. During a June 18 meeting, the CRD board agreed to cover Esquimalt’s capital costs should that community approve the construction of the plant at McLoughlin Point, part of the core area’s secondary sewage treatment project. Esquimalt council rejected the plant in early April after holding four days of public hearings, where the majority of speakers were against the $788-million Seaterra program. “My concern for Oak Bay is, if we don’t have this particular project up and running, this plant built in the time required, it’s going to affect the utility and tax costs to residents,” said Oak Bay Mayor Nils Jensen. Garagellennium organizer seeks some ‘fresh eyes’ Christine van Reeuwyk News staff
The organizer of the biggest garage sale in Greater Victoria is looking to replace himself. Graham Lamb took over organizing Garagellennium in 2008 from Paul Redchurch (who had returned after a stint as the original organizer). “I’m a big fan of reusing, recycling. It was a great way to give back to the community,” he said. Hot on the heels of the 15th annual eventin June, he hopes some “new blood and fresh eyes” will take on the role. “Maybe there’s somebody else out there who might want to give it a shot,” he said. Although ready to give up the reins, Lamb is still full of
ideas, such as a new organizer might consider a poster contest, forgoing the now iconic hula girls that have become associated with the event for years. Since its inception, the event has gone from coupon-clipping to online registration and a website. The first year, said Redchurch, he and his Knights of Columbus cohorts went around delivering posters to the households that registered. It was supposed to be a one-off. “I don’t think we realized it would be so popular,” he said. Now registrants get listed in the Oak Bay News, an online special through usedvictoria.com and listed at oakbaygaragesale.com which also includes maps. “I brought it in to the internet
age and created a website,” said Lamb. While looking to add fresh blood, Lamb sees the value of the largest garage sale that he says takes 15 to 20 hours of his time each year. “It’s a great way for neighbours to get to know neighbours,” Lamb said. “It’s also a good way for people to raise money. There have been dozens of charities that have benefitted over the years.” Anyone interested in taking over the event can visit oakbaygaragesale.com to email Lamb (and see the hula girls poster). “You’ve got to be into the recycling and reusing because that’s what it’s all about,” he said. cvanreeuwyk@oakbaynews.com

CRD parks, playgrounds smoking ban nears Daniel Palmer News staff
On July 9, the Capital Regional District board will consider approving the Clean Air Bylaw, which will extend the ban on smoking to include all parks, playgrounds, playing fields, public squares and bus stops and increase the current smoke-free buffer zone outside of doorways, windows and air intakes from
three to seven metres. The driving force behind the bylaw continues to be protecting the health of non-smokers and preventing exposure to secondhand smoke, said Saanich Coun. Vic Derman, who also sits on the CRD committee that approved the bylaw for the board on June 25. Derman said enforcement details are still to be worked out, but added Island Health officials
– who are contracted by the CRD for health inspections – could likely incorporate non-smoking enforcement into their duties. “It’s kind of like a speeding law: you don’t expect the roads to be monitored all the time. Certain roads are monitored more often, whereas back roads are monitored very occasionally,” he said. “But we know the community buy-in is significant on this.”
Staff had initially considered adding e-cigarettes into the ban, but Derman said the evidence of secondhand smoke harm isn’t yet conclusive. “We didn’t want to pass a bylaw for health reasons when the evidence isn’t available, and it does need to stand up in court,” he said. With bus stop enforcement, Derman said B.C. Transit may be able to partner with Island Health,

but discussions are in early stages. “It’s certainly the right way to go. In the past, the CRD introduced bylaws concerned with smoking in restaurants and was a leader on that. At this point, we’re playing a bit of catch-up with other jurisdictions across North America,” he said.

‘Recycled arguments’ hinder process: mayor Continued from Page A1
“This could be an astounding amount of money we’re going to have to pay and not just in Oak Bay … right through the seven communities that agreed to go forward.” If Esquimalt had concerns, they could have pulled out earlier, he said. “It’s a very unfortunate situation we find ourselves in. They had the opportunity in 2010 to remove themselves from the group of seven,” he said. “The issues being brought up right now have been addressed in the last five or six years, they’re just being recycled as objections.” The CRD is scrambling to comply with federal and provincial regulations that require secondary sewage treatment by 2020. Should it fail to meet those deadlines, about $500 million in funding from higher levels of government is at risk. CRD directors are also spurred on by the threat of personal liability for failure to comply with the regulations, and B.C. Environment Minister Mary Polak has indicated she won’t exercise the province’s ability to force the
McLoughlin site. Esquimalt Mayor Barb Desjardins said some residents are feeling “betrayed and upset” that the CRD doesn’t accept the township’s opposition and she’ll continue to hold discussions with regional mayors and First Nations leaders about the possibility of a distributed treatment model. “We think we can gather some information fairly quickly to help us with the distributed model discussion,” Desjardins said. CRD directors will ask Desjardins to respond to their new offer by July 16. “I’ve already given the CRD an indication that’s probably not a valid timeframe,” she said. The CRD board recommended three other concurrent options to comply with sewage treatment deadlines. They are to ask regional municipalities and First Nations if they’re willing to offer a site for a treatment plant; gather information on the feasibility and cost of a distributed treatment model and ask the province to take responsibility for sewage treatment in the region. – with files from Daniel Palmer cvanreeuwyk@oakbaynews.com

The night market on Oak Bay Avenue shifts to second Wednesdays this year in hopes of more light come the final street party in September.
Market merriment on the Ave Christine van Reeuwyk News staff
If you think the second summer street market came sooner than usual you’re right. The Oak Bay Night Market marks the second Wednesday of each month this summer. With the second on July 9. “We changed it because that last Wednesday in September was just a little too dark,” said Elizabeth Smith, president of the Oak Bay Business Improvement Association that organizes the event of more than 100 vendors each year. “We’ve got some new vendors, and some of the old favourites are coming back,” Smith said. “For example, we have a new vendor that puts artwork onto T-shirts, that’s
really quite compelling, it sounds really interesting. Then we have another new vendor who works with silver and cutlery and makes jewelry from it. That’s the kind of thing we get excited about, something that’s a little different.” Favourites such as the handmade cedar garden furniture, baking and pottery vendors will all make a return for the sixth year of the monthly market on the Ave. Government House will sell items from its gift shop and garden. “Some merchants in the BIA will bring their business outside,” Smith said. The Victoria Shakespeare Society will perform scenes from its summer program and entertainment for the July 9
market includes Karly Summers and Los Gringos Locos. “We try and make it so it just blends in with the ambience of the market,” Smith said. An increased number of street food vendors will also be set up. “What you really notice is people stopping and seeing each other. You’ll see little clumps of people standing around talking. It makes my heart sing,” Smith said. The market operates from 4 to 8 p.m. on Oak Bay Avenue between Monterey and Wilmot streets. The Oak Bay Night Market runs rain or shine on July 9, Aug. 13 and Sept. 10. Go to visitoakbayvillage.ca or the Oak Bay Village Facebook page for updates. cvanreeuwyk@oakbaynews.com

Smoking ban sign of the times A looming ban on smoking throughout most public areas of the Capital Region will be a sweeping change for the roughly 11 to 15 per cent of us who still light up on a daily basis. Once implemented, smokers will be prohibited from satisfying their nicotine fix at any park, playground, playing field, public square, beach or bus stop. On its surface (and likely to many smokers), the Capital Regional District’s strict Clean Air Bylaw appears a potential violation of personal freedoms. But look closer, and it’s obvious the health concerns associated with secondhand smoke should accommodate the increased restrictions on smoking. Still, the increase in the non-smoking buffer zone between doors, windows and air intakes from three to seven metres means smokers are forced to wander for relief in dense urban areas for hundreds of metres, an inconvenient task and not feasible while on a quick break from work. As well, when the CRD first announced the bylaw last year, the B.C. Civil Liberties Association expressed concern that the government was asking too much of smokers. BCCLA policy director Micheal Vonn pointed specifically to comments made by Island Health officials that smoking near children can have a “significant positive social modelling” effect, a claim Vonn said was too broad in scope. Smokers should never have to shield their behaviour, nor should they need to quit altogether simply because of a bylaw. Regardless, the balance between smokers’ rights and non-smokers’ health concerns will likely need to be revisited by the courts, as a challenge to the new CRD bylaw is plausible in the next few years. In the meantime, smokers should take note of the pending changes and consider a switch to e-cigarettes, which for now (at least) aren’t included in the ban.

In the face of findings from hundreds of studies, industry reaction has been astounding. “There is very little credible evidence that these things are causing untoward damage because we would have seen them over 20 years of use,” said Julian Little, spokesperson for neonicotinoid manufacturer Bayer. Canadian agricultural pest control trade association CropLife Canada also rejected the science, blaming bee deaths on varroa mites, another serious threat to honeybees. And even though Canada’s Pest Management Regulatory Agency confirmed neonics used on corn seed contributed to bee die-offs in Ontario and Quebec, federal Health Minister Rona Ambrose has so far rejected a ban, saying research is “inconclusive.” What will it take to get governments and industry to put people before profits? Around the world, concerned individuals and organizations are calling on decision-makers to get serious about this threat. At writing, more than 27,000 have signed a David Suzuki Foundation action alert asking federal and provincial governments to ban the use and sale of neonics. It’s the government’s duty to protect us from potentially harmful chemicals. With neonics, the science is clear: they’re unsafe. It’s time to ban these harmful pesticides. - with Ian Hanington

In addition, this is the very first application of a 9-speed automatic anywhere in the auto industry, providing improved fuel economy and drivability. Having a chance to drive both the 4-cylinder and V6 models with the all-new 9-speed automatic, I’m torn. The V6 is the engine of choice for towing, steep mountain

runs and longer distance driving. The flip side is that the 4-cylinder is a very good in-city commuter and the lighter engine helps this Cherokee to corner, brake and manouevre better. The 9-speed automatic shifts quickly and smoothly, in fact I forgot it had so many cogs but it does improve fuel economy with a highway rating of 6.4L/100km with the 4-cylinder and 7.0L with the V6. Most Canadians will opt for the AWD versions thanks to our winter conditions, but here too there are more choices. Jeep has included three AWD systems. The first is a called Active Drive 1 with a selectable drive mode called Select-Terrain, for automatic, snow, mud and sand settings. The second is called Active Drive 2 and offers a two-speed mode for low speed crawling. The most aggressive system is Active Drive Lock, which comes in the off-road purpose-built Cherokee called Trailhawk. The Trailhawk is a ‘real’ Jeep; this is thanks to a locking rear differential and a host of electronic aids. The most impressive feature is the low speed crawling mode for both up and down hill tasks. Therefore, Jeep purists, yes there is a Cherokee for you. Verdict This new Cherokee is off to a fantastic start. Sales are strong and the sharp design is bringing in buyers, not shoving them away. The 2014 Cherokee could not be further away from the last model; this is a thoroughly modern SUV with go-anywhere capability and aroundtown refinement that needs to be experienced. The Lowdown Power: 184hp 2.4L 4-cylinder, and 271hp 3.2L V6. Fill-up: 9.9L/7.0L/100km (city/highway AWD) Sticker price: $23,695-$32,195
There is talk in Greater Vancouver of introducing a regional carbon tax to fund transit and highway initiatives. Should such a tax be extended B.C.-wide to help fund much needed transport infrastructure throughout the rest of the province? Go to DrivewayCanada.ca to submit your answer. QUESTION

U16 Tide Junior Rep player Logan Martin-Feek fends off one of the players from Down High School from Ireland.
Tides fall to Irish visitors at Windsor A great evening of intense and exciting Junior Tide rugby swept through Windsor Park Monday night. Both Tide coaches, Spencer Robinson (U16) and Matt Mortenson (U18), were delighted with the effort
Saanich cyclist third at nationals Anika Todd finished third in the individual time trial at the Canadian Road Cycling Championships in Lac Megantic, Que. last week. It’s her second consecutive season on the podium for the national ITT, in her second full season of competitive racing. This year Todd races for U.S. pro team Tibco. Todd was exactly one minute back of the winner, Leah Kirchmann of Winnipeg, who competed the route, 28.8 kilometres, in 43 minutes and 28 seconds. Victoria Olympian Gillan Carleton finished fourth, just seven seconds back of Todd.

The U15 team competed June 28 and 29, with the U16 and U18 competition July 3 to 5 at UBC.

within the book and you can just sit there and listen and try to keep up with the music and go from there.” Hatherill, a saxophone player and music teacher who made his way to Oak Bay by way of England, said finding the group at the right time was the perfect fit. “We found the space. We found the happy people. We are making a lot of noise and we want more members,” he says with a smile. “They like me and I like them and it is going very well.” The 30-year musician says
the non-audition, communitybased band is about uniting music lovers in a no-pressure environment to have fun. “It brings people together and complements the activities that happen at this marvelous facility,” he adds. “It’s (about) making beautiful noise and getting people together.” The group welcomes anyone over 55 years of age to their 4:30 p.m. practises, every Thursday at the Monterey Recreation Centre, 1442 Monterey Ave. For more information contact Ervin Braithwaite at 250-595-2794.

STEADY MARKET CONDITIONS IDEAL FOR BUYING, SELLING IN VICTORIA The Victoria Real Estate Board has released its monthly report, and with it good news for buyers and sellers. The report shows that 680 properties were sold in June this year, a 2.4 per cent increase from the 664 sold in June last year. Home sales were down five per cent from May, which is typical as summer approaches. Overall, 2014 has shown an 8.9 per cent increase in year-to-date sales compared to 2013, with May and June 2014 the highest sales months Victoria realtors have seen since the spring of 2010.

BUYING TIP |Check the selling prices of comparable homes in your neighbourhood to get a fair deal
Your first home: many options available It comes down to weighing needs and wants Jennifer Blyth News contributor
In a real estate market as pricey as Greater Victoria’s, getting your foot in the door can be a challenge, especially for young families. As home prices have crept higher, it often comes down to weighing needs and wants to choose what is most important – a more expensive neighbourhood closer to town, meaning a smaller, older home, for example, or the opportunity to get more home for the money but live farther from downtown? “If they’re willing to look for something older and do some fixing up, there are areas like Glanford that are popular in Saanich,” says Tim Ayres, president of the Greater Victoria Real Estate Board. However, for many younger buyers with families, “I still think that if they want the picket fence and yard, they’re going to have to look to the West Shore.” Responding to market needs, more developers, builders and even existing homeowners are building options for these younger buyers, particularly those looking beyond the condo
market for a property to suit a growing family. In new construction, “there’s a lot of variety out there for families and entrylevel homes,” says Casey Edge, executive director, Victoria Home Builders Association. Since 2007, the region has seen a decrease in new home prices, though largely due to lower labour and material costs, not land costs, Edge says. As the market and economy continue to improve, these costs will rise again. What has stayed relatively untouched is the low interest rates that help
off-set the region’s high real estate prices. The B.C. Real Estate Association expects B.C. housing starts to rise approximately two per cent in both 2014 and 2015, thanks to an expected acceleration of economic growth and employment. Looking beyond 2015, however, strong growth in the 20- to 44-year-old demographic is expected “to put pressure on new home inventories and drive up new construction activity, particularly multiple units that cater to price-sensitive first-time buyers,” the association

says. The Greater Victoria townhouse market, for example, is “definitely seeing a bit of an uptake in sales and building,” Ayres says. Where condominiums catering to young families have been seen in the Vancouver area, for example, here on the south Island, builders have focused more on townhomes, small-footprint single-family homes, and in more established areas, infill projects of small multifamily projects. While townhomes and condominiums can have a
pricepoint appealing to firsttime buyers, they also bring additional costs such as strata fees. The trade-off is the freedom from yardwork and maintenance that comes with a single-family home. Falling in the middle are some of the small-lot homes with minimal, easy-care landscaping. However, in family-friendly communities such as Westhills, parks, playgrounds and recreation areas are nearby, offering plenty of opportunities to get outside. While a great deal of new building is keeping the West Shore real estate market hopping, other areas of the Capital Region are seeing their own opportunities for more affordable housing. In some areas of Saanich, for example, it’s not unusual to see a single-family home on a large lot rezoned to allow a second attached home, effectively creating a duplex that doesn’t look like the standard mirror-image duplex. Though still falling under strata rules and with some shared expenses, duplexes typically don’t have strata fees and offer more of a single-family experience with a little property. In communities that have allowed secondary suites, or unique options such as “carriage house” accommodation or garden suites, these mortgagehelpers allow younger buyers even more options. editor@oakbaynews.com
