The crowd at Burnaby’s first free Canada Day concert may not have been as large as expected, but Dave Ellenwood, the city’s director of parks and recreation, said it was still such a success it will likely be back next year. Ellenwood said by the time headliners Spirit of the West took
the stage at Swangard Stadium about 3,000 people were in the grandstand and dancing on the running track in front the stage. The city had planned to cap attendance at 4,200. The show also featured local roots rockers Dustin Bentall and the Smokes and indie award winners Dear Rouge. The evening was capped with a fireworks display. Ellenwood said judging from the smiles on faces in the audience as well as the musicians, the concert hit all the right notes.

“It was great to be able to do something directly and just for fun,” said Ellenwood. “For the first year, it was a great success.” Ellenwood said he was especially pleased by the broad range of people at the show, from families with infants wearing protective headphones to seniors as old as 93 years old. He said that was even noted by a member of Spirit of the West. “That’s exactly what we were trying to do,” said Ellenwood of

creating a Canada Day event that would appeal to anyone, as well as complement the city’s daytime celebrations at Burnaby Village Museum and Edmonds Park. “Everyone gets a bit of a different experience from this, it’s timeless.” Ellenwood said as word spreads about the good time enjoyed by those who were at this year’s inaugural event, it will only grow in the future. “The prospects of building the crowd after the first year are good,” he said.

Trans Mountain pipeline customers are funding Kinder Morgan’s application to expand it, thanks to a National Energy Board (NEB) decision that makes the review process an unfair fight, says Burnaby city hall. The city says in a press release that a study by economist and former ICBC CEO Robyn Allan found that in 2011 the NEB approved a $1.45-per-barrel surcharge on oil shipped through the existing pipeline between Edmonton and Burnaby. That money, which now totals $136.3 million, was earmarked to fund the application. The company wants to almost triple the pipeline’s capacity to enable increased exports of oil sands crude to overseas markets via tanker ships out of Burrard Inlet. In the study, Allan calls the NEB’s approval of the fee “precedent setting.” She said it gave it the ability to build a “regulatory approval process ‘war chest’” so it could apply for the expansion at no risk to the company. see INTEgRITy, A8

Champions of connection New immigrants trained to raise awareness about libraries among peers Wanda Chow
wchow@burnabynewsleader.com
When Chris Dong came to Canada four years ago, like many new immigrants, it was a struggle. Finding work was a challenge, and settling into his new country sometimes left him feeling frustrated, depressed and alone. Then one day he wandered into a Burnaby Public Library branch. There he found the staff were “very kind” and welcoming, and happy to introduce him to a myriad of resources. Now, Dong, 50, is a “library champion,” part of a project funded by senior governments to train new immigrants to introduce library services to fellow newcomers. For many newcomers, one of the first places they visit after arriving is the library, said Roberta Summersgill, Burnaby library liaison for the project. Usually their response is, “we can’t believe how much is available to us for free,” said Summersgill, who is also manager of the Tommy Douglas branch. “People’s stories are very inspirational and I think it’s a good reminder of something that a lot of people who are born in the country take for granted.” The program runs across the Lower Mainland. In Burnaby, there are 36 library champions at the Tommy Douglas, McGill and Metrotown branches, said Branka Vlasic, a facilitator and trainer for the project in Burnaby. While those who are introduced to local public libraries benefit, the champions themselves get local training, volunteer work experience and better connections to the community. One woman said her involvement in the project “helped her reclaim her own confident and proactive self: that person

that she used to be before immigrating,” said Vlasic by email. “As a library champion, she felt useful and had a reason to go out of her home and talk to people, connect with them and tell them about library services.” For Dong, he and his wife moved to Burnaby’s Edmonds area to be with their teenaged son after he began to feel very alone while studying here as an international student. Dong had worked as an academic researcher and teacher in Beijing, China and had always dreamed of coming to Canada or the U.S. to study but visa requirements were too restrictive. But after finally arriving in Burnaby, he felt lost. Then he discovered the local libraries which amazed him with their convenience and easy access to materials. In Beijing, libraries are geared towards academics, he said. It’s not the sort of place people hang around at. And while the public can borrow materials, they have to pay a deposit,
ostensibly to help ensure their return. In contrast, Canadian libraries offer all sorts of books, popular DVDs and CDs, and other resources. Dong has also been impressed at the quality of the selection of Chinese books available. They even offer computers with Internet access, children’s programs and workshops on topics such as job searching. In many ways, Burnaby libraries serve as much as community centres as a place to find books. Today, Dong is working parttime doing research and in helping newcomers attending Vancouver Community College, some of whom he’s helped introduce to local libraries. Dong noted that the library is where he got his first non-government-issued card in Canada. Today, his library card still enjoys pride of place in his wallet beside his driver’s licence and credit card. For a new immigrant, “it’s a very special meaning for me.” twitter.com/wandachow

Dr. Sun Yat-Sen memorial proposed Considered for site in Civic Square Wanda Chow
wchow@burnabynewsleader.com
Burnaby city hall is considering a proposal to erect a memorial to Dr. Sun Yat-Sen in a local park. The Dr. Sun Yat-Sen Foundation for Peace and Education made the original proposal in 2012 to donate a bronze statue of the Chinese revolutionary which would be mounted on a granite base. The foundation is seeking a partnership with Burnaby to create the memorial. Dr. Sun Yat-Sen is considered the founding father of the Republic of China having been a leader in the overthrow of the Qing, or Manchu, dynasty of imperial rule. The statue was

Balancing speed and safety It just got quicker to get around parts of British Columbia. On Wednesday, the provincial government announced new, higher speed limits on 35 sections of rural highways, with more promised for later in the summer. In total, drivers will be able to put their gas foot down a little harder on 1,300 kms of blacktop. The Ministry of Transportion says serious crashes on provincial highways have decreased 28 per cent since 2003. Cars are safer, drivers have more technology and education at their disposal. Enforcement is better. While lead-footed drivers and owners of sports cars may celebrate the decision, not everyone is happy. The RCMP who patrol many of those highways and attend to the carnage that sometimes results from excessive speeding don’t like the new limits. ICBC is worried about safety and vows to monitor those stretches of highway with the new limits to see if there’s an effect on crash rates and severity. Truckers aren’t pleased with the new limits either. The B.C. Trucking Association says it will direct their drivers to stick to their current speed policies because the faster a fully loaded truck travels, the longer it takes to stop. Also, the faster a truck moves, the more fuel it consumes. That money comes out of the pockets of truckers and, ultimately, consumers. To alleviate safety concerns, the province has said it will adjust speed limits to weather conditions on some of those stretches of highway. Too many drivers already treat speed limits as a suggestion, rather than law. Now their threshold has just been raised.

Look at needs of education system A letter to B.C. Education Minister Peter Fassbender: For the 17 years that my children have been in the education system, I have been extremely lucky to have a job with flexible hours. I was able to volunteer at my children’s schools and it has been an incredible experience. I have had the opportunity to drive on field trips, volunteer in classrooms, run fundraisers and sit on school planning councils (SPCs) and parent advisory councils. I have worked with teachers, administrators and coaches. When I started volunteering as part of the school community, sitting on SPCs was exciting. While working on school plans, we would research best practices in helping struggling learners; at a district level, we would have evenings trying to decide our priorities in spending. Very quickly, however, SPCs became about how far we could push class size and composition. At the district level, it became
Ramona Chu about deciding on what could be cut. In the 2010-11 school year, my fellow SPC parent rep and I became horrified at the class composition at the middle school level and the time, effort and money spent on grievances. We wrote to George Abbott, who was then the minister of education. The response was to take up the issue with our school board. We followed his advice and the response from the board was that there was not enough funding to address class composition issues. Three years on, with further cuts in the education system, the ministry is still refusing to acknowledge the issues. You govern through talking

New design for ‘keep right’ and wildlife warning signs are part of the update. Tom Fletcher Black Press
The B.C. government is raising speed limits around southern B.C., including a new 120 km/h limit on three remote stretches of divided four-lane highway. The new maximum applies to the Coquihalla Highway from Hope to Kamloops, the Okanagan Connector (Highway 97C) from Aspen Grove to Peachland and Highway 19 from Parksville to Campbell River. The Coquihalla sections get new 120 km/h signs this week, and more changes will roll out this summer as sign crews put up new limits. In all, 35 sections of rural provincial highway totalling 1,300 are getting higher speed limits. Transportation Minister Todd Stone said limits are being raised where traffic studies show the vast majority of traffic is already going faster than the posted limit. A pilot project will test variable speed limits depending on volume and weather conditions. Digital signs that can display different limits will be tested on sections of the Trans-Canada, Coquihalla and Sea-to-Sky highways. The Sea-to-Sky Highway SAVE

on provincial highways has decreased 28% since 2003, from a combination of improved vehicle technology, driver education and enforcement. The ministry accepted recommendations from RCMP representatives to improve signs that encourage slower traffic to move to right lanes, and to clarify winter tire rules. The ministry is changing regulations to make tires with an “M&S” (mud and snow) symbol as well as those with a “mountain snowflake” (winter) symbol acceptable for roads requiring winter tires. New designs for wildlife warning signs, including lighted signs for high incident areas, are being installed. An updated sign reminding drivers to “Keep Right, Let Others Pass” is being installed, after people around the province expressed frustration about the slow vehicles in passing lanes.

Integrity of NEB compromised: Mayor ⫸
continued from FRONT PAGE
“It is Canadian businesses and consumers that ultimately fund the security for Kinder Morgan’s investors,” she wrote, “but an equivalent mechanism, in scope or magnitude, is not available to people whose homes, schools and
businesses are at risk from the proposed expansion.” The arrangement is “shocking and unfair,” said Burnaby Mayor Derek Corrigan. “The NEB approved this agreement in advance, and is now sitting in judgment of the resulting application.
The NEB has authorized only $1.5 million dollars for all other intervenors. How fair is that?” Corrigan said the integrity of the NEB is “seriously compromised here. It appears they have already made up their mind.”
Kinder Morgan Canada said in an emailed statement, “Development of a project such as the Trans Mountain expansion entails significant study and environmental and engineering work such that Kinder Morgan and its customers are collectively
sharing the development cost risk for the project. The commercial terms for the project were previously approved by the National Energy Board.” The NEB did not respond to a request for comment before the NewsLeader’s deadline.

Summer school cancelled Burnaby school district’s summer school programs will not go ahead after the two sides in the B.C. teachers’ strike remained far apart in negotiations on Wednesday. The Labour Relations Board has deemed summer school an essential service only for a small number of students—those in grades 10 to 12 who have failed a course and don’t have an opportunity to make up the course. Those restrictions mean only 58 of 3,244 students registered for secondary-level summer courses qualify. Those students will be contacted and offered options to complete the courses somewhere in the Metro Vancouver region. Burnaby students who have failed a course will also have the opportunity to retake the course next year through the district’s “School to Work” program or online (http://online.sd41. bc.ca). Those taking remedial courses are a very small portion of those enrolled in the summer session, said Burnaby district superintendent Kevin Kaardal. A process will begin to issue refunds to those whose classes will not go ahead, although it could take some time.

When placed in the normal position, the legroom isn’t ample but on par with others in this class. Connecting to the Cherokee is a snap with the optional 8.4-inch Uconnect system that pairs with smartphone in seconds, is very quick between commands, and has nice looking graphics. The base screen is five inches but has many of the same functionality. Behind the steering wheel, inside the instrument cluster, is another programmable screen for all the information the driver needs frequently. Drive The base 2.4L 4-cylinder with 184hp is the base engine on all trim levels. For just $1,300 any Cherokee can be equipped with the optional 3.2L V6 engine – making the walk up to this 271hp engine within reach for many buyers. In addition, this is the very first application of a 9-speed automatic anywhere in the auto industry, providing improved fuel economy and drivability. Having a chance to drive both the 4-cylinder and V6 models with the all-new 9-speed automatic, I’m torn. The V6 is the engine of choice for towing, steep mountain

runs and longer distance driving. The flip side is that the 4-cylinder is a very good in-city commuter and the lighter engine helps this Cherokee to corner, brake and manouevre better. The 9-speed automatic shifts quickly and smoothly, in fact I forgot it had so many cogs but it does improve fuel economy with a highway rating of 6.4L/100km with the 4-cylinder and 7.0L with the V6. Most Canadians will opt for the AWD versions thanks to our winter conditions, but here too there are more choices. Jeep has included three AWD systems. The first is a called Active Drive 1 with a selectable drive mode called Select-Terrain, for automatic, snow, mud and sand settings. The second is called Active Drive 2 and offers a two-speed mode for low speed crawling. The most aggressive system is Active Drive Lock, which comes in the off-road purpose-built Cherokee called Trailhawk. The Trailhawk is a ‘real’ Jeep; this is thanks to a locking rear differential and a host of electronic aids. The most impressive feature is the low speed crawling mode for both up and down hill tasks. Therefore, Jeep purists, yes there is a Cherokee for you. Verdict This new Cherokee is off to a fantastic start. Sales are strong and the sharp design is bringing in buyers, not shoving them away. The 2014 Cherokee could not be further away from the last model; this is a thoroughly modern SUV with go-anywhere capability and aroundtown refinement that needs to be experienced. The Lowdown Power: 184hp 2.4L 4-cylinder, and 271hp 3.2L V6. Fill-up: 9.9L/7.0L/100km (city/highway AWD) Sticker price: $23,695-$32,195

Appealing to the younger buyer at PortLiving’s Midtown In Metro Vancouver’s thriving housing market, the younger buyer is an important piece of the puzzle, and PortLiving’s Midtown development in Mount Pleasant is a project that is hitting all the right notes for that demographic. “Some neighbourhoods are more appealing to a younger buyer,” says Tobi Reyes, founder of PortLiving. “Mount Pleasant is one of those.” Midtown is a low-rise mixed-used condominium development that is focusing on being both sustainable and
connected. “There’s a lot of heritage in this area,” Reyes says. “We wanted to add to this existing community, not change it. It’s all about getting the vibe of the neighbourhood.” PortLiving conducted the Midtown Experiment earlier this year, allowing businesses to open a pop-up shop for a week to gauge how popular they would be for local residents. Among the requests they had was a coffee shop and a microbrewery. “The sense of identity in the context of a neighbourhood
NEW HOME DEVELOPMENT
is important to people,” Reyes says. “This area is a bit underserved and a bit overlooked. We wanted to create a sense of community.” The homes themselves are also appealing to a younger buyer, whether they are first-time homeowners or those looking to upgrade from their current place. Among the features are larger covered patios and a shared communal courtyard to encourage mingling with your neighbours. Homeowners will also have access to bazinga!, a social network that connects you with your neighbours, property manager and the developer, as well as a place to keep documents such as warranties and appliance manuals organized. Eco-conscious living is top of mind at Midtown, and homeowners can be part of that with the One Earth Eco Strata Guide, which will offer sustainable living tips for buyers. Reyes is also the director and co-founder of One Earth, so sustainability is extremely important to him. “The buyer support and community support has been really encouraging,” he says. For more information about PortLiving’s Midtown, visit www.livingmidtown.com or call out 604-563-3330.

The homes at Misson Group Homes’ Secret Ridge are spacious and elegant, with plenty of natural light, custom wood shaker cabinetry in the kitchen, above, luxurious bathrooms, top right, and tons of space for entertaining or relaxing.
A hidden gem is found at Secret Ridge By Kerry Vital
Secret Ridge, built by Mission Group Homes on Coquitlam’s Burke Mountain, is no longer a secret due to its amazing location, stunning homes and large floorplans. “You won’t find this anywhere else in Metro Vancouver,” says sales manager Barbara Hughes. “They feel like single-family homes, without the maintenance and upkeep.” The duplex homes, which Mission Group calls “paired homes” and which are more than double the size of a usual townhome, have already garnered an extremely positive response. The project is over 75 per cent sold, and Hughes notes that the location is one of the biggest draws. “It’s a beautiful setting,” she says. “There’s no one near you, so it feels incredibly private.” Secret Ridge is situated within the Foothills at Burke Mountain community, and bordered by East and West Smiling Creek, making your new home feel like it’s a part of nature. “This a really unique product offering in a beautiful, growing community,” says JoAnne Adamson, director of sales at Mission Group. “It’s an ideal location; there’s no one else offering this kind of opportunity.”
Craftsman-style architecture lends itself to great curb appeal, along with spacious southfacing covered decks and patios, double-wide attached garages and painted wooden fences surrounding each yard. Inside, rich wood laminate flooring throughout the main living areas and soaring vaulted ceilings (with many up to 17 feet) on the main floor welcome you home. The gourmet kitchen includes custom wood shaker cabinetry, complemented by double thick polished granite countertops with a full-height mosaic tiled backsplash, an expansive kitchen island and undercabinet lighting for extra illumination while you cook. Homeowners can choose Kitchen Aid stainless-steel appliances as an optional upgrade. Luxurious bathrooms are another feature of Secret Ridge. All of them include custom wood shaker cabinetry, with the master ensuite going above and beyond with their own double thick granite countertops and large format polished porcelain tile flooring. The main bathroom and secondary ensuite (depending on floor plan) have square-edge laminate countertops, a full-width vanity mirror and a soaker tub and/or full height shower with a gorgeous tile surround. The master-on-main floorplans have been appealing to downsizers and young families alike, Hughes says. One of the floorplans actually has two master suites; one on the main floor and one on the upper floor. “It works well for people who have family living with them,” Hughes says. “It’s very
appealing that way.” Because the homes are paired with another one, all of them are prime corner homes, and have been built wider than any other home in the area. “I can’t stress enough how large these homes feel,” Hughes says. “ Homeowners at Secret Ridge are within easy driving distance to everything the Tri Cities have to offer, including dining,
shopping, leisure opportunities and excellent schools. Burke Mountain itself is steadily growing, with its own restaurants, retail opportunities, trails and schools. Remaining homes at Secret Ridge start at $669,900. For more information, visit www. secretridge.ca, call 604-916-8805 or stop by the display home at #105-3458 Burke Village Promenade, open Saturday to Wednesday between noon and 5 p.m.
