After talks collapse, teachers around the province go on strike

Peter Cameron, chief negotiator for B.C.’s 60 school districts, says the latest proposal from teachers is still too expensive.

An exchange of proposals between the B.C. Teachers’ Federation and government negotiators on the weekend dissolved in acrimony Monday, with a fullscale strike in public schools already underway.

Negotiators for the BCTF and the B.C. Public School Employers’ Association met until midnight Sunday, as the union moved from rotating strikes to a full

walkout with a “study session” on Monday.

The two sides contradicted each other on the substance of the wage offers, and each said the next move is up to the other if a deal is to be reached.

BCTF president Jim Iker said a complete strike is “imminent,” after union members endorsed the move in their second provincewide strike vote.

Education Minister Peter Fassbender said Monday he is waiting for a response from

the union to the latest offer from BCPSEA, which represents the province’s 60 school districts.

BCPSEA chief negotiator Peter Cameron said Monday he still does not have a full position from the BCTF that clarifies the status of the union’s “truckload of benefit proposals.”

Cameron said the union’s latest wage offer is a reduction from its previous position, but when increased benefit costs are factored in, it is still more than twice as much compensation

as other public sector union settlements.

BCPSEA posted a comparison of the two wage offers Monday.

It describes the BCTF proposal as a $5,000 signing bonus followed by increases of 3.5% in the first year and 1.5% in each of the next three years, for a total raise of 8% plus compounding.

BCPSEA’s latest offer includes a $1,200 signing bonus for an agreement by the end of the school year, and a series of wage increases up to May 2019 that includes “economic

stability dividend” amounts depending on B.C.’s economic performance. “[BCPSEA] tabled a comprehensive settlement that includes an improved wage offer and commits to realistic and flexible solutions to address class composition,” Fassbender said.

The B.C. Labour Relations Board has extended its essential services order to include provincial final exams and marks for graduating students, so they can apply for postsecondary studies.

By Tom Fletcher The bargaining agency for B.C.’s 60 school districts has put a price tag on what its chief negotiator called “a truckload of benefit provisions” sought by the B.C. Teachers’ Federation.

The cost estimate was released by the B.C. Public School Employers’ Association after negotiations broke down Monday and the BCTF proceeded with a fullscale strike that could continue to the end of the school year.

Education Minister Peter Fassbender said

negotiations were expected to resume Tuesday.

BCPSEA calculates that with increased class preparation time and other benefits, the latest offer from the BCTF adds up to a 12.5% increase in total compensation over the five-year term proposed by the union.

BCPSEA has proposed a 7% pay increase over six years, plus a $1,200 signing bonus for an agreement ratified by the end of the year. The BCTF countered last week with a proposed $5,000 bonus, to make up for a year the union

has worked under an expired contract.

BCPSEA chief negotiator Peter Cameron said the union has disagreed with some of the calculations, but has not provided its own costing, and after weekend negotiations he could no longer determine which of them are still on the table.

BCPSEA calculates the added costs of union’s proposals for year five as follows: • Wages and benefits: $211.1 million • Dropping the bottom two teacher wage classifications: $16.9 million • Expanded preparation time, elementary grades: $86.2 million • Expanded preparation time, secondary grades: $5.9 million • Pregnancy and parental leave: $22.1 million • Extended health and dental benefits: $11 million • Substitute teacher pay increase: $8.8 million BCPSEA has also calculated the cost of the union’s position on class size and composition at $1.67 billion.

That dispute has been the subject of a series of court actions and the B.C. Court of Appeal is expected to rule on it in the fall.

Property Tax Notices for the City of Cranbrook have now been mailed to all property owners on record.

If you have not already received your notice, please contact City Hall at (250)-426-4211 so that a copy may be forwarded to you.

Taxes are due on July 2, 2014, after which time a 10% penalty will be added to any unpaid current taxes. Home Owner Grants may be claimed even if current taxes are not paid in full. Penalties apply to Home Owner Grants not claimed by July 2, 2014.

If you are participating in the pre-authorized payment program, please note that the prepayment amount on your tax notice includes the May 15th and June 15th payments. As your prepayment amounts were based on an estimate there may still be a balance owing. The City of Cranbrook is continuing to offer a property tax prepayment plan. Now you can budget your property taxes and avoid the July property tax “blues”. Monthly tax payments are made through your bank by preauthorized debits on the 15th of each month, starting in July 2014 for the 2015 taxation year.

If you are currently enrolled in the pre-authorized tax payment program, any overpayment on the 2014 property taxes will be applied to the first payment(s) for 2015.

Some lessons for British Columbia from the Ontario election B.C. Views

“Liberal” is becoming one of the most ill-defined words in Canadian politics.

Here in B.C., a Liberal is a Conservative, or at least a fiscal conservative, bent on balancing budgets and battling big unions to force them to recognize today’s world of low growth and low inflation.

In Ottawa, a Liberal is currently whatever Justin Trudeau wakes up and decides. One day he’s a libertarian who wants to legalize marijuana, and the next he’s in touch with his inner Taliban, issuing

a moral edict on abortion.

In Ontario, Premier Kathleen Wynne saved her gut-shot Liberal government by limping to the left of the NDP, promising to spend lots more borrowed money and build lots of transit.

This is in a havenot province with an operating deficit that is currently running north of $12 billion.

For comparison purposes, B.C.’s deficit swelled briefly beyond $3 billion in the wake of the Great Recession of 2009, and the books stayed in the red until last year as the B.C. Liberals unwound the Harmonized Sales

Tax and repaid a $1.6 billion HST transfer allowance to Ottawa.

You think B.C.’s energy policy is a disaster?

Check out Ontario, where the cops are still investigating the $1 billion cancellation of plans to construct two natural gas-fired power plants before the 2011 election. The gas plants were to stabilize erratic output from wind and solar power, a European-style climate change gesture that involved Ontario ratepayers giving a huge subsidy to Korean tech giant Samsung.

The Ontario Liberals clung to power in part by promising a provincial pension scheme on

the same scale as the Canada Pension Plan.

B.C. has a similar pension program in the works, to be offered to the two thirds of small business and selfemployed people who don’t have a group plan with their employer.

Ours would, of course, be voluntary.

Not so in Ontario, where large and small businesses will be required to cough up half of the required pension payments.

The Ontario model is dumb on several levels. It is to be imposed just as the baby boom retirement wave breaks across Canada’s most populous province, increasing risk that

Ontario Progressive Conservative leader Tim Hudak ran on a plan that sounded similar to the one presented by Christy Clark in 2013: hold the line on spending, balance the budget, reduce the size of government, stimulate job creation.

Hudak was rejected for a second time, and resigned the leadership on election night.

B.C. voters now have three years to see how the Ontario version of Liberal government plays out, compared to

the B.C. Liberal version.

For us, much depends on resource development, including forest products, natural gas and other trade with Asia.

If all goes well here, B.C. can continue to send transfer payments to the fantasyland of Ontario.

Letter: Finding a home

Injured local man back in Canada Richard Bay, a Kimberley man severely injured when a bus hit the motorcycle he was riding in Honduras made it home just before midnight Friday, and was admitted to Foothills Hospital.

“He went for surgery on Saturday afternoon and is doing great,” said Lisa Bay. Richard had a shattered leg, a chunk of his calf was missing, as well as a broken hand and injured shoulder as a result of the accident, but found out that his travel insurance had run out.

“Redneck days was held recently and raised over $7,500. Thank you Richard France and everyone who helped make the event a success! This will put our total at over $33,000,” said Lisa. “It’s looking like our total expenses are running around $75,000 including medical bills, and transportation. We as a family would like to thank the community for support-

Over the past 6 years a group of community volunteers have been working to build a Homeless shelter here in Cranbrook to service the entire East Kootenay. There are no shelter beds between Lethbridge Alberta and Nelson BC. Cranbrook is the center for people of all needs in our region. It also meets the needs of many homeless who require a wide range of services, temporary shelter, food, clothing, social income, healthcare- both physical and mental, and things as simple as a bus to get around in winter.

They come to our city broken; broken homes, broken marriages, broken childhoods and in some cases addictions that have robbed a lifetime of potential.

Early in this initiative we sat down with our MLA Bill Bennett and at that time asked his help in securing

annual funding for the Salvation Army and the Kootenay Christian Fellowship to operate cold weather shelters. His pledge at that meeting was that if we could not find government funding that he would roll up his sleeves with us and we would phone everyone in town until we had raised the $70 thousand dollars required to run the shelters that winter.

Bill has been on board since then. We have learned to keep our focus and to adapt to new funding realities. On May 23rd Bill toured the Willowbridge housing complex in Kelowna with members of our local Salvation Army.

Willowbridge operates a 40 suite supported living building which will work very well to meet the needs of the homeless in the East Kootenays. It will require 35% of the

funds to build and 30 % of the funds to operate that our first proposal required.

The homeless coalition will continue to work with all community partners to realize a permanent year round shelter in Cranbrook.

Impaired driver crashes into house in quiet Kimberley neighbourhood At 1:45 am a 19 year old female failed to negotiate a corner on Archibald Street in Kimberley and crashed into a house.

Police, Kimberley Fire Department and BC Ambulance attended the crash and found the driver under the influence of alcohol. An impaired driving investigation was initiated and she provided two

breath samples of 130 mgs of alcohol in 100 ml blood.

The two occupants of the house were checked

by BC Ambulance; one was taken to hospital for further evaluation.

The injuries were not serious.

The driver from Cranbrook is facing Impaired Driving Charges and will appear in Court in September.

Submitted Rocky Mountain Diesel & Autobody’s Chris Thom couldn’t have been any happier when he stopped by the East Kootenay Regional Hospital physiotherapy department to welcome the arrival of a very special piece of equipment.

Chris and his family have been long time supporters of East Kootenay Foundation for Health and its annual Starlite Campaign.

For last year’s campaign they asked EKFH if there was a piece of equipment that would really benefit patients and fall prevention. With help from Carla Kelsch of Interior Health’s Physiotherapy Department a unique piece of equipment called a Neurogym™ Bungee Mobility Trainer was sourced and this past week Chris was

invited to come and see it in action.

The Neurogym™ Bungee Mobility Trainer is a versatile body and weight support mechanism enabling safe, intensive retraining. The trainer enables more realistic safe practice of gait, and most importantly, the protective reactions to necessary to prevent falls.

Bungee cords provide safe and graduated support, while the seat follows the body around two different axes, allowing natural movement. The base of the walker can be widened to enable mobility in all directions. High forearm supports can be added for users with weak trunk and upper extremities.

The trainer is the first of its kind in the Interior Health East Kootenay Region and was pre-

sented as a surprise by Carla to the physiotherapy team including gift wrapping and bows.

Shannon Ryley, physiotherapist and a member of the Mary Pack Arthritis Team at EKRH shares, “There are no words that can adequately describe the freedom this piece of equipment can give some of our patients. Patients who suffer from various forms of arthritis are one of the groups of people who will find this equipment valuable.”

This is one of two pieces of equipment the $10,000 gift from Rocky Mountain Diesel has purchased with funding from the 2013 Starlite Campaign. The second piece includes RMD’s partial funding toward the purchase of a $17,000 clinical diagnostic audiometer for the East Kootenay Speech

Therapy Program.

EKFH’s Starlite Campaign is focused on supporting and strengthening health care in communities and the region.

The annual tradition of fundraising and lighting stars atop the regional hospital will return in November 2014.

Buck has been in the auto industry for 9 years now. Buck started his career right here at Cranbrook Dodge as a Service Writer. He soon moved into Sales and swiftly moved to Internet Sales. Buck brings a great smile, a great laugh, and a ‘Can Do’ attitude.

Meet the best singers in the Kootenay region

by Brian Lawrence A 25-year-old nurse from Fort Steele was named the region’s best vocalist in the final edition of Kootenays’ Best Singer, which ran Saturday at the Prince Charles Theatre.

Tyrel Hawke, who also competed in last year’s regional contest, was declared the winner by the evening’s three judges, all from Alberta: Canadian County Music Awardwinner Duane Steele, musical theatre director Rachelle Sugden and voice instructor Tekarra Roach.

Hallelujah in the first round — “I do just a different twist on the end, which I enjoy,” he said — easily took him to the second, and his crowd-pleasing Feeling Good, as covered by Michael Bublé, propelled him into first place.

“All the singers were fantastic,” said producer Vern Gorham. “But there is no question that Tyrel brought a bit extra. There is no question that he was also the people’s choice, as he was the only singer to get a curtain call.”

Hawke previously competed in the 2013 Cranbrook’s Best Singer contest, placing

in the top two and moving on to the regional contest, held last year in Cranbrook. He landed in the top six, with Nelson’s Charlie PearsSmith taking the top spot.

“I thought I had it in the bag — but I didn’t,” he said.

Having started taking piano lessons when he was four, and becoming more inspired by a high school teacher’s composition class, Hawke was thrilled to take the top spot in the region.

“I’ve worked really hard at it,” Hawke said.

“No feeling beats being on the stage.”

Fifteen singers performed in this year’s

regional contest, with the top three from Creston’s Best Singer — Cara Waddle, Taya Blackmore and Tamara Leavitt — taking on two from Nelson’s Best Singer and 10 others, gleaned from last year’s contest. Waddle ended up placing in the top six, with Fernie’s Maria Landa placing second and Nelson’s Emma Chart coming in third.

Both East Kootenay and West Kootenay contest plans fell through this spring, after Gorham tried to enlist the help of other groups to take on the contest.

A new job as a financial advisor has left his with little time to con-

tinue the contest series, and he announced that Saturday’s would be the last under his leadership, although he would like to see it continue.

“It is a fun event, and allows people of all ages to share their musical abilities,” he said. “If someone who was tied to a non-profit, and therefore could qualify for grants from the various foundations, ran this, it could be a great fundraiser.

“There is still a lot of untapped potential for this contest, but it is simply too much for me to do by myself, and it’s time for me to move on to hopefully let other more qualified people run with it. But I hope it continues, because I love listening to people sharing their talents.”

After holding the regional competition in Crabrook in 2012 and 2013, was pleased to hold the final contest in Creston, back where he started Creston’s Best Singer four years ago.

“It was a pleasure to be able to bring some of the great Kootenay talent here to Creston,” he said. “Especially since this is my last show, I wanted it to be at home.

It gave me a chance to say goodbye around the people and community I care most about. It was an honour and a privilege to be able to do so.

“Also, this is where it all began. It is fitting that this is where it also ended for me.”

Irrigation

1. Ancient Waterways. About 6,000 BC, farmers in Egypt and Mesopotamia started using flood waters from major rivers and diverted them in channel systems to irrigate the crops on their fields. The first dams and canals were constructed around 3,000 BC and Romans invented the concrete water pipe just 1,000 years later.

2. H2O Delivery. In the last 4,000 years, many water delivery systems have been created, starting with early water-powered wheels. In the mid 20th century, the invention of diesel and electric motors made accessing ground water much easier. Today, we have fully automated and computerized systems that are programmable and make watering as easy as pushing a button.

3. Running through the Sprinkler. The most visible method is sprinkler or overhead irrigation.

This includes anything from the sprinkler in your garden that kids like to jump through in the heat of summer to wheel line irrigation systems used to water crops on large farm fields.

4. A Slow and Steady Drip. Trickle or drip irrigation is a delivery method that drips water onto the soil, close to the plant at a low rate anywhere between 2 to 20 litres per hour. The system consists of the main line and a web of small diameter plastic pipes, fitted with a variety of small outlets called emitters or drippers.

5. Close to You! Unlike sprinkler irrigation where the entire surface area is wetted, drip systems apply water close to the plants so that only the parts of the soil in which the roots grow are watered. With drip irrigation, water is applied more frequently than with other method - sometimes even daily. This creates a high moisture level in the soil that allows plants to flourish.

6. All Lined Up in a Row. Drip irrigation is most suitable for row crops, including garden vegetables and soft fruit, as well as tree and vine crops where one or more emitters can be provided for each plant. Drip irrigation is good for various soil types, but drip rates and speed might have to be adjusted. On clay soils, water must be applied slowly to avoid surface water runoff. Sandy soils need more water emitted to ensure the ground is moist enough.

7. Hanging by a Dripper. Drip irrigation is also an effective way to water hanging baskets as they typically need a lot of water. Especially when plants are flowering and it is hot outside, baskets often need to be watered at least once a day.

An automated system with a timer can help you make sure they get enough water.

8. Can’t Take the Pressure? Drip systems can be tied into an existing underground irrigation system, a garden tap and in some cases even a gravity supply, such as a rain barrel, can be used.

Drip systems are designed to run at a relatively low pressure of 20 to 30 psi, meaning that depending on the source, you may have to install a pressure regulator to prevent emitters from popping off.

9. Don’t Get Plugged Up. Emitters for drip systems come in various shapes and sizes, from the small flag emitters to larger long-path emitters.

Even dripline and soaker hoses can be part of your system. The opening on emitters is relatively small, so you will need to install a small filter in your system, This will prevent debris from entering the system and potentially clogging up your emitters.

10. Plants Need Food and Water. Besides providing your plants with the necessary moisture to thrive, you can also use the system to distribute nutrition by installing a fertilizer injector.

Adding it to a drip system is a great way of managing your feeding, ensuring each plant gets the same amount of fertilizer and limiting the waste.

Jennifer Roberts was recently appointed vice-principal of TM Roberts Elementary School as of the 2014/15 school year by the School District 5 (SD5) Board of Education.

Born in Edmonton, AB, Roberts received her Bachelor of Education from the University of Alberta.

Currently the principal of the Kimberley Independent School, Roberts has twentyone years teaching experience, eighteen of which were in public education including School District 6 and the College of the Rockies. Her areas of expertise encompass English second language (ESL), special education, alternate education and drama.

Roberts is also Teaching English to Speakers of Other Languages (TESOL) certified and is a certified personal trainer with experience developing fitness and nutrition programs for school students and drama instruction for numerous theatrical school performances.

SD5 Board Chair, Frank Lento, says Roberts’ diverse educational experience is

The government and the company are dedicated to addressing the problem, while allowing industry to access new coal deposits to keep the mines operating.

2. Teck Coal has committed to spending billions over the long term on a valley-wide response to stabilize selenium levels and eventually reverse the trend. It will take huge investment in water treatment facilities and must happen in a way that does not jeopardize the viability of the industry.

3. The Ministries of Environment and Energy & Mines are working with Teck, the Ktunuxa and community stakeholders towards a plan that will stabilize selenium levels as soon as practically possible, given the hundreds of millions it will cost to build treatment plants. These actions will preserve these good jobs & protect the environment.

Cranbrook’s Rockies Rowing Club compete against the province Submitted It was a cool and blustery day in Vernon on Saturday 14th when the Vernon Rowing Regatta commenced. Among 30 crews from centres as far apart as Vancouver to the Cariboo and the East Kootenay were two crews representing Cranbrook’s Rockies Rowing Club.

Four young ladies, members of the Rockies Rowing Club, learned to row and train on Jimsmith Lake this year in double scull racing boats owned by

the club. They worked hard to gain their skills under dedicated organization and coaching by Roberta Rodgers. They were out on the water at 6:30 or 7 a.m. most mornings and many evenings and eventually met with good success at Vernon as well as gaining invaluable experience.

Our girls raced in double sculls over a distance of 3,500 metres and finished ahead of a number of entries. This race was a major test of endurance for everyone with difficult wind

conditions. The second race was a 500 metre sprint and our girls were in a four seat sculling boat called a quad. This was a difficult race for them, being in a different sort of boat and no time to become familiar with it. Plans for the future include racing at the BC Summer Games in Nanaimo on July 17th to 20th as well as other regattas in the area. On the second day of the regatta there were technical training sessions including one-on-one coaching which provided important experi-

Tip of the Week: Summer officially begins at 3:51 am PDT on June 21st. Our program includes learn to row classes lasting approximately six hours on the water and then novices as well as experienced rowers can row together or singly for recreation or upgrading to racing standards. OBITUARY Harry E. Mathias January 19, 1930 to June 16, 2014

Harry Edwin Mathias passed away peacefully at home with his family by his side on Monday, June 16, 2014 at the age of 84.

Harry was born on January 19, 1930 in Weyburn, Saskatchewan though his family soon moved so he spent most of his youth in various locations in British Columbia. He graduated from UBC in 1954 and became a teacher, starting teaching in 1955 in the West Kootenays. He married his love, Evelyn Hawkins, on July 7, 1956. Harry and Evelyn settled in Cranbrook and Harry spent the next 31 professional years at Mount Baker Secondary School.

Harry retired from teaching in 1987.

Evelyn and Harry raised three children: Grant, who predeceased them in 1980, Lynne (Steve) Newhouse and Leslie (Mark) Molnar. Harry has four grandchildren: Jake Molnar, Daniel Zimmer, Marissa Molnar and Jocelyn Molnar.

Harry was an active person in the community, always willing to help others. He was particularly involved with the Cranbrook and District Teachers’ Association, several charities and the CCF (later known as the NDP).

Harry ran for MLA for the BC NDP party in 1983. Harry and Evelyn became honorary life members of the NDP in 1996.

Harry and Evelyn both loved to garden. Harry loved to travel. Before retirement, he took his family, mostly camping, to many places in Canada and the US. After he retired, he and Evelyn took 38 major trips, to places including Cuba, Venezuela, China, Europe and Great Britain.

Harry believed in pursuing social issues, and was a positive, loving individual with a strong devotion to family. He will be missed.

A funeral service will be held on Saturday, June 21st at 2:00 PM at the Cranbrook United Church. In lieu of flowers, please consider a donation to the Canadian Cancer Society. Condolences may be left for the family at www.markmemorial.com.

It is with tremendous grief that Natalie passed away, suddenly, at home, only 37 years into a life and so full of love. In her short time many hearts were touched by her vibrant, loving personality. Always wearing that big beautiful smile, one that could light up a room on entrance. She was forever the helping hands or shoulder to lean on to friends and strangers alike. Never one to sit still, with an energy level hard to keep up to, she was also at peace, relaxing with a book, out for a walk ,sitting around a campfire, or out on the open road on the Harley. Nat was in her groove when in the kitchen. It was never a chore. Her love of cooking was unsurpassed. She made our house a home, one day at a time. I will be forever grateful to have shared a love so strong, and am truly blessed to have her in my life for the last 8 memorable years. You made our life full...

March 10, 1923 ~ June 6, 2014 Henry Jean Gay passed away peacefully on June 6, 2014 at the Swan Valley Lodge in Creston, BC at the age of 91 years.

Henry was born to parents Georgette and Camille on March 10, 1923 in Moose Jaw, SK. Henry married the love of his life, Josephine, in May of 1950 in Nelson, BC )ollowing Àve years with the 5oyal Canadian $ir Force, Henry began a career as a butcher, initially in Nelson then moving to Creston. His Ànal career was a life insurance agent, working throughout the East Kootenays from a home based ofÀce.

Henry was a proud member of the 5oyal Canadian Legion, the Holy Cross Catholic Church, Knights of Columbus, Creston Military 5eserve and the Creston Volunteer $mbulance. ,n his spare time, he enMoyed Àshing, gardening, assisting at church fundraisers and work parties, but most of all, he loved spending time with his family.

Henry was predeceased by his wife, Josephine and parents Georgette and Camille Gay. He will be lovingly remembered by his two sons 5obert Kandy of Cranbrook, BC and 'ennis Jeab

of Penticton, BC and grandchildren Carley Hughes and Matthew Gay of Fernie, BC and Natthaphon of Penticton, BC. A Funeral Service was held on Friday, June 13, 2014 at 10:00 a.m. at Holy Cross Catholic Church with father Tom Kakkaniyil celebrant.

A luncheon followed the service at Holy Cross Catholic Church Hall.

Slugs: To the teacher/supervisor who had her students in Baker Park on June 10th. The kids were climbing the fences and crawling underneath and pulling/breaking branches off the trees. Also let them run all over including through the yards/units of the housing units right next to the park. I talked nicely to the kids more than once and asked them politely to be respectful of other people’s property, however the response back from the kids was not nice. Hard to believe that the kids were not better supervised and taught to respect other people and their properties.

Slugs: Huge gross slugs to the professional garage sale operators who hang around the “gently used” shed at the local waste transfer station and steal items meant for people who can stretch a meager income by picking up free items. You people are despicable bottom feeders and should not be allowed on the site!

Hugs: To G. & S. who transported me by ambulance to the Foothills hospital in Calgary on April 25. You helped keep my mind off the trip as all was new to me. We arrived at 2 am and you remained with me until 4:30 am when a bed was found. Thanks again, you deserve a hug! God Bless, keep up the good work—R.D.
