Ravil Chamgoulov has been to the top of the world. In every part of the world. The Burnaby electrical engineer is one of about 350 people who’ve completed the “Seven Summits,” climbing the highest mountain on each of the globe’s seven continents. And on May 31 he returned from the challenge’s ultimate climb,
Mount Everest. For Chamgoulov, summiting the planet’s tallest mountain was the climax of a 10-year quest that began in May 2004 when he reached the top of North America’s highest peak, Mount McKinley. By December 2007 he’d achieved six of the seven summits, including the Vinson Massif in Antarctica. But to summit Everest took six years of training, securing

sponsorship from companies like Freshslice Pizza for the $65,000 cost of his solo expedition, and waiting for a permit to open up in the tightly controlled schedule of climbers allowed up the mountain every season. Chamgoulov, a climber for over 25 years—during which he’s achieved more than 200 summits— planned to tackle the technically difficult route up the north side of
the mountain. He would be accompanied by only a Sherpa and a guide. That way he could avoid the busier, less arduous south route, which is often crowded by more inexperienced climbers and well-heeled adventurers who, said Chamgoulov, essentially pay their way to get to the top. Could Burnaby schools soon have washrooms marked “xe” to accommodate transgender students? Burnaby school district plans to take a closer look at the policy just adopted by Vancouver School Board to support such students. School trustee Gary Wong said he couldn’t speak for the rest of the district’s LGBTQ committee, which he chairs. However, “I would think that we would possibly want to have a look at that. There are a number of initiatives we’re working on right now. The current labour dispute puts us in a holding pattern somewhat.” The policy sets out how the VSB can improve inclusivity for students who identify as gender-variant or transgender. It was part of a set of amendments to a policy on sexual orientation and gender identity that Vancouver first adopted in 2004. Xe, xem, and xyr are pronouns now included in the policy as alternatives to he/she, him/her and his/hers. see EDMONTON, A19

Three-alarm fire evacuates condo complex
Residents say it was caused by roofing work Wanda Chow
wchow@burnabynewsleader.com
Norman Colclough, 85, was enjoying a leisurely lunch during halftime of Tuesday’s exciting BrazilMexico match of the FIFA World Cup when it happened. “The buzzer went and they told us to get out.” And so it was that half a game away from finding out the dramatic ending Colclough and all the other residents of the condo complex at 1655 Augusta Ave. were evacuated due to a fire in the roof. Burnaby Fire Department was called to the sprawling three-storey, wood-frame complex in North Burnaby at about
1:20 p.m., said Deputy Chief Chris Bowcock. The first crew arrived within a minute and found heavy fire in the roof area. They immediately evacuated the third-floor residents near the blaze while launching an “aggressive interior attack” on the fire. There were no injuries to firefighters nor to the residents, many of them elderly, who were evacuated within six minutes of the fire call, Bowcock said. In all, there were 49 firefighters on scene and 13 fire vehicles, including seven fire engines and two ladder trucks. Colclough and other residents believed the fire was caused by roofers working on the building. Bowcock said it was too soon to know for sure.
WANDA CHOW/NEWSLEADER
Fire crews quickly put down a fire in the roof of a condo complex at 1655 Augusta Ave. in North Burnaby Tuesday afternoon. There were no injuries but the residents of at least three units won’t be able to return to their homes until significant repairs are made.
“We’re not sure what the cause is at this time but there was roof work being done in the vicinity of the building.” The fire was contained quickly and care was taken to extinguish it with the least amount of damage in the building, he said. A couple hours after the incident started, he said, “Right now there’s a minimum of three suites that are directly impacted with significant fire damage to the roof space which will make those suites uninhabitable until significant repairs can be done.” Residents of the first and second floors, and most of those on the third floor, would return to their homes soon, he said. As for the Brazil-Mexico game, it ended in a scoreless draw.
SFU students vow to continue fight for gondola Student leaders at Simon Fraser University are disappointed a proposal for a gondola to link the Burnaby Mountain campus to the Production Way SkyTrain station wasn’t included in the Mayors’ Council transit blueprint. But they’re not giving up their pitch. Chardaye Bueckert, president of the Simon Fraser Student Society, said her group, along with the SFU Graduate Student Society and Sustainable SFU, will press Metro Vancouver mayors and the provincial government to reconsider their decision to leave the gondola project out of their
of plan to expand transit in the region over the next 10 years. That plan, unveiled last week, includes more buses, new light rail lines in Surrey and an extension of SkyTrain in Vancouver, as well as a new toll bridge linking Surrey and New Westminster to replace the aging Pattullo. The $7.5 billion plan would be paid for by a new carbon tax and eventually road pricing. Bueckert said the gondola would be a cost-effective, efficient and environmentally friendly way to get 40,000 students and 10,000 permanent residents up and down the mountain. “The diversity of uses and travellers promotes all-day,
bi-directional travel, which is ideal for transit efficiency,” said Bueckert. It would also make Burnaby Mountain “a more attractive place to live, work, study and play,” she said. In 2011 TransLink prepared a business case that showed a $100-million gondola link to SkyTrain would be the best solution to meet the growing transit demands of Burnaby Mountain, which is currently served by several bus routes. Bueckert said such an investment would be offset by the savings TransLink could realize by not having to buy and operate a larger fleet of buses to serve the
mountain. Those buses could be used to improve service elsewhere in the region, she said. A gondola would also cut down on air and noise pollution created by buses as well as reduce the travel time up and down the mountain to six minutes from its current 20 minutes during peak hours. “The time savings is significant given the fact that SFU students have the second worst travel times among Canadian universities,” said Bueckert. Long travel times, as well as overcrowded buses are uppermost in students’ minds, said Bueckert, as she and her colleagues continue lobbying students to make their

voice heard in the upcoming transit referendum, expected sometime next year. “Students care deeply about transit,” said Bueckert. “It’s an issue which impacts them daily. We will remind them of their opportunity to impact public policy with their vote.” But Burnaby Mayor Derek Corrigan said the gondola was perceived as a novelty or luxury item by TransLink. “I don’t think there was any appetite around the table for looking at another major capital expenditure given the amount of money that was already being spent.” —with files from Wanda Chow

City targets run-down cars Wanda Chow
wchow@burnabynewsleader.com
There’s a city bylaw on the books that says you can’t keep a derelict car in your yard. But it’s a rule the city’s never been able to enforce. Until now. Derelict vehicles were defined as not being operational or insured to be driven. Most people complied with the city’s request to remove them. But if they said their car was operational or insured, the city had no way to prove otherwise. Now, thanks to a bylaw change, the city puts the onus on the owner to prove their car works and is street-legal.

Enforcement of the bylaw is complaint-driven, according to chief licence inspector Dan Layng. The change to the bylaw gives city hall the ability to force property owners to prove those vehicles aren’t derelict. If they are, and the owners don’t remove it themselves, the bylaw gives the city the power to clean up an unsightly property and charge the cost to the owner’s tax bill. Layng stressed the city works with property owners and gives ample time for them to address the issue, whether it’s by repairing or insuring a vehicle, or moving vehicles or parts inside a garage. twitter.com/WandaChow

OPINION NEWSLEADER’S VIEW:
PUBLISHED & PRINTED BY BLACK PRESS LTD. at 7438 Fraser Park Drive, Burnaby, B.C. V5J 5B9
PHOTO OF THE WEEK: Christopher Parlow got this shot on Father’s Day as he walked around Burnaby Lake. This squirrel appears to be having a dreamy moment.
Take lead on transit Building a transit system is expensive. Not building one even more so. Last week the Mayors’ Council of civic leaders from all the communities that comprise Metro Vancouver laid out an ambitious $7.5-billion plan to improve public transit in the region. They’d achieve that with more buses, a light rail line that would eventually connect Langley City, via Newton, to the Expo SkyTrain line in Surrey, an extension of the Millennium Line to Arbutus with further expansion to UBC in the future. They also pledged improvements to the HandyDart and SeaBus services, as well as the construction of new four-lane toll bridge to replace the Pattullo. Burnaby mayor Derek Corrigan voted against the plan. He called it a “wish list” that was overly “ambitious.” Unless the provincial government gets on board with the plan and makes some tough decisions to see at least some of it to fruition, it might never be worth the reams of paper it’s printed on. To pay for the plan, the mayors want the province to implement a tolling system in which motorists pay to travel anywhere in the region, whether or not they cross a bridge. That would generate enough revenue to allow TransLink to reduce its gas tax from 17 cents to 11 cents per litre. So far Premier Christy Clark hasn’t commented on the mayors’ proposals. She seems to be hedging transit’s future on the outcome of a referendum that still hasn’t got a date, or even a defined question. The mayors had the right idea to present an integrated, comprehensive plan for transit in Metro Vancouver. It’s time for the provincial government to put the wheels in motion to begin realizing it. Otherwise it will just end up costing us more to keep building bigger roads.

Bold plan faces a taxing problem Last Thursday’s announcement from the Mayors’ Council on Regional Transportation, outlining plans for a $7.5 billion transit and congestion relief capital plan, is ambitious but achievable. The plan is the first concrete action from mayors outside the South Fraser region. They actually recognize there is a transit shortfall in the South Fraser region. It also calls for upgrades to transit service in areas where it is already pretty good, such as Vancouver and Burnaby. The biggest news in Surrey is funds for three separate LRT (at grade) rail lines. Lines on 104 Avenue from King George Boulevard to Guildford, and on King George as far south as Newton, are to be built within seven years. This will have an immediate effect on traffic congestion in North Surrey. An LRT line from the SkyTrain at King George to Langley City is to be built within 12 years. In the meantime, a B-Line express bus service along Fraser Highway will be implemented. This is
Frank Bucholtz badly needed, as the buses are often filled to capacity before leaving Langley. For far too long, the transit network has been focused on getting people to downtown Vancouver, while in reality there are destinations all across the region. The Pattullo Bridge replacement is an interesting choice for the plan. It is costly, and it will only be four lanes, although it can be expanded to six lanes. Most notably, it will be a toll bridge. That means that every single route from Surrey and Langley across the river will be subject to a relatively high toll. When the Massey Tunnel is replaced, there will be four toll crossings across the Fraser and just one free one – the Alex

Fraser Bridge. This is unacceptable. And to its credit, the mayors recognized that. They acknowledge that the province needs to look at its tolling policy (which it is reviewing), and advocate for road pricing to replace uneven tolls. The current tolling policy severely penalizes people who live south of the Fraser and travel regularly across the Port Mann and Golden Ears bridges. The big challenge with this plan is how to get voters to agree with the mayors’ ideas of how to pay for it. They propose tapping into the provincial carbon tax, but that is a non-starter. Their backup plan is to add a new regional carbon tax of about 5.5 cents per litre to the cost of gas. They are prepared to reduce the gas tax to 11 cents per litre from 17 cents, but only after road pricing has been added – which is likely years away. So the price of gas would rise by 5.5 cents per litre soon, and (perhaps) be cut by six cents at some distant point, when that revenue is replaced by road pricing.

When TransLink boosted gas taxes by two cents to 17 cents per litre, to pay for the Evergreen Line, the effect was instant and dramatic. Many more people headed to the U.S. to buy gas, and often a great deal more. Another 5.5 cent per litre tax will hurt, and likely kill off, many local businesses who are affected by cross-border competition. This is particularly true when gas is already $1.52 per litre. The mayors should take a good hard look at the carbon-tax idea, and perhaps come up with some type of road pricing much sooner. For example, how about people who drive more paying a small surcharge on their car insurance? The proposed carbon tax may be enough to lead voters to reject this plan, when it goes to referendum. As voter approval is required, it may mean a solid, forwardlooking plan fails because of tax issues. Frank Bucholtz is the editor of the Langley Times.

COMMENT
Not surprised by mayor When I read that 20 of Greater Vancouver’s 21 mayors had agreed on a new comprehensive transportation plan I knew without reading the story that it would be Burnaby Mayor Derek Corrigan who was opposed. He is the most obstructive and least co-operative person I have ever encountered. He opposed the Pacific Gateway Project that widened Highway 1 and built the new Port Mann Bridge. Almost no new low income housing has been built in Burnaby in the last 15 years because he refuses to co-operate with the province. The list goes on. He seems opposed to everything and is unable to work constructively with anyone. Just once I would like to read that Mayor Corrigan was working co-operatively to solve our problems rather than working overtime to prevent others from doing so. Garth Evans Burnaby
A TEACHER’S POINT OF VIEW I’m a proud teacher, happy to have the support of all who have taken the time to be informed about the issues of our dispute. I’m also a frustrated teacher who reads and hears comments from uninformed citizens that teachers are only striking to get a wage increase and that the kids are pawns in the game. Please realize that teachers are fighting for the rights of your children to get the best education possible. This fight is about class size and composition. Please realize that as always teachers take less of an increase in pay to fight for better learning conditions for the students. It is the teachers who provided movement on wages as we always do. Please realize we are the only union that has to negotiate on behalf of a third party while trying to get a raise that keeps up with inflation. This is why teachers start at the “outrageous”
levels they do in negotiations. We know that we will have to give up salary to get something for the kids. Please realize that we fought to get class size and composition into our collective agreement. This fight is about learning conditions for your children. Please realize that when the government tore up those contracts and threw out class size and composition, it was the teachers who spent all of their union money to fight the government in court. You’ve probably heard the BCTF is broke. That’s why. Please realize the government was subsequently ruled against twice by the Supreme Court of BC for illegally tearing up the contracts and that they continue to ignore these rulings. Please realize in the meantime 41,000 teachers will go without three quarters of their pay this month to fight this battle on behalf of the students and their right to a proper education. It is not about the wages.
Would you, the “regular” working person not “protected by a union” forego three quarters of your month’s salary for someone else? I too have a family to take care of and this means I, and all teachers, sacrifice on behalf of our families, not just ourselves, for all students. Finally, I address this last comment to the apparently “uninformed” Ms. Christy Clark. Release the chains and give the bargaining group the freedom to truly negotiate rather than stall until you save enough money to once again legislate. Only then can we move forward because this fight is not about wages, it is about restoring what is fair and best for our children. Larry Ryan Burnaby School Teacher

Southgate Neighbourhood Open House #2
With the public input received at the Southgate Neighbourhood Ideas Open House #1 (held 2013 April 18), City of Burnaby staff have developed a draft Concept Plan for the proposed neighbourhood, one that envisions the transformation, over time, of the existing industrial site (formerly Safeway Distribution Complex and Dairy Plant site) into a community of complete neighbourhood areas, each of which express a definitive sense of place and character.
On April 18 an avalanche thundered down the south route near Everest’s base camp. It killed 16 Nepalese guides and cast a pall over the entire mountain. “There haven’t been too many of those lately,” he joked, pressing harder on the metal, perhaps to make a point. As Infiniti Director of Performance, Vettel is truly playing a role in the development of future road products, rather than merely offering his name as a celebrity endorsement. He talked enthusiastically about the new compact, performance-oriented Q30, which should see the light late next year in Europe and a little later in Canada. The 328-horsepower 3.7-litre V6 Q50S we were riding in also benefitted from a little of his input. He’s clearly looking forward to Infiniti giving the go-ahead to the Q50 Eau Rouge concept, which features the Nissan GT-R’s growling 560-horsepower twin-turbo V6. Another corner loomed and I leaned into the door, as he barely slowed from the rapid pace we had zipped along the straight. “Your cornering has improved since last year,” I offered cheekily.
“Thank you, I think I’ve got the apexes about right,” he grinned. Hours earlier, it’s doubtful he had even heard of the tricky track, nevermind driven it. Harkening back to his references to happy endings, I reminded him that after driving with me last year he had enjoyed nothing but success. “That’s right . . . it’s all down to you,” he said with what I believed was a thoroughly genuine smile of appreciation. The end was nigh. Time flies when you are having fun: our hot lap and friendly chat took less than four minutes. Last Sunday, he enjoyed only his second podium finish of the year taking third place at the Montreal Grand Prix. You’re welcome, Seb. Same time next year, in the Eau Rouge? Question of the Week Four-time F1 champ Sebastian Vettel got behind the wheel of a kart when he was just three-and-a-half years old and was racing at age eight. Should we encourage teens to follow that example, as a way of learning about vehicle speed and control before getting their first license at 16? Go to DrivewayCanada.ca to submit your answer. Safety Tip: As schools begin their summer break, there will be more children around the roads. Road safety is not always top of mind for kids, so make sure you pay extra attention, especially around playgrounds where speed limits remain in effect year-round.

Ideal truck for the big truck guy been better, lots of plastic and not that appealing.
You can feel your voice get deeper when you climb aboard this big guy. The 2014 Chevy Silverado HD I tested recently featured a 6.6-litre Duramax Turbo V8 diesel engine, mated to an Allison 6-speed automatic transmission, capable of putting out 397 horses and provides 765 lb ft of torque. It gets deeper. This guy can carry up to 1706 kg and tow up to 8119 kg. And the truck box has load-bearing upper hooks rated to hold 113 kg each.

Roadworthy The steering is direct and responsive and makes driving a large truck very easy. There is no fighting the steering wheel—a problem with other trucks in this category. The cab is quiet with little road or tire noise. The diesel engine is a little noisy but not a big concern. The EZ lift tailgate is a nice feature, especially opening with one hand.

Not too long ago driving a heavy duty truck with a diesel engine meant you were in for a bumpy ride, not to mention the noise and smell of diesel fuel. Not now. Fast forward to today and the ride is smooth, the noise is greatly reduced and you can hardly smell the fuel. These trucks still work hard as ever, but are also used as mobile offices, meeting rooms, and for family outings. Price as tested: $65,690 ian.harwood@ drivewaybc.ca

Edmonton, Toronto have provisions ⫸
they use the one that they identify with. I haven’t heard specifically of a case where that’s come up.” No related complaints or concerns have been brought to the attention of Burnaby district’s LGBTQ committee, Wong said. If the board decided to include such provisions he believes the students involved could be accommodated through existing facilities such as staff washrooms, if that’s what they’re comfortable with. Vancouver is not the first to bring in such a policy. Toronto and Edmonton already have similar provisions in place. Ultimately, the policy will make schools safer for all students, said Sharalyn
continued from FRONT PAGE
Much of the changes appeared to be “housekeeping” ones with some seeing the VSB adopting language similar to that used by Burnaby in its anti-homophobia Policy 5.45, itself a source of controversy, said Wong. The aspect that got perhaps the most headlines was that transgender students be allowed to use the washrooms of their choice, and that genderneutral, single-stall washrooms be offered in schools. “We deal with every individual on a case by case basis as it comes up,” said Wong. “Where a student would want to have a private, separate washroom, or whether they use a gender-neutral or whether
Jordan, an assistant professor of counselling psychology at Simon Fraser University’s faculty of education. For one thing, students will learn to respect gender and sexual diversity, Jordan said. She also cited a national study of Canadian schools that showed that not only are sexually-diverse students hurt by bullying but other students who witness it also feel distress. As for the washroom aspect, Jordan said, “It’s more than possible for people to use shared facilities in a respectful and safe way. I think the anxieties and fears are huge and the actual potential for risk or problem is miniscule. And schools, they handle far more challenging issues, to be honest.”

NEW HOME DEVELOPMENT
Photos submitted by FortisBC, above and top right, and Melissa Tolsma, right
Barbecuing with natural gas is extremely convenient, as it uses the home’s natural gas supply and homeowners are able to grill with several different temperatures. Reno Me! with FortisBC contest winner Melissa Tolsma is looking forward to the installation of her new natural gas fire pit as part of her natural gas renovation.
Reno Me! with FortisBC winner Melissa Tolsma starts her outdoor natural gas renovation By Kerry Vital
Nanaimo’s Melissa Tolsma describes herself as a “reluctant renovator.” If something isn’t broken, there’s no need to fix it, and duct tape can fix anything that is broken. However, when she saw the opportunity to enter last year’s Reno Me! with FortisBC contest and win $10,000 towards a renovation with natural gas, she decided that her outdoor space could use a bit of sprucing up. After winning the contest, her renovation adventure began. Tolsma notes that she’s always cold, so having the warmth of natural gas was tops on her priority list. Currently, one of the most popular options
that use natural gas is a fire pit, which will be an integral part of Tolsma’s renovation and something she is particularly looking forward to. “My eight-year-old daughter is very excited about having a year-round s’mores facility right in the backyard!” Tolsma says. According to FortisBC, outdoor natural gas fireplaces and fire pits allow you to spend more time outdoors, even in the cooler months. They’re also more convenient for homeowners, who won’t have to spend time chopping wood or dealing with uncontrolled smoke and fumes or spitting embers. Like all natural gas appliances, they provide instant heat and are available in a variety of styles.
Natural gas. Good for outdoor living. Entertain all year long with a natural gas barbecue. Add a patio heater or fire pit for cosy warmth and ambience. Transform your outdoor living space with natural gas. FortisBC uses the FortisBC name and logo under license from Fortis Inc. (14-106.5 04/2014)
Tolsma’s cast concrete fire pit, from Solus Decor, is expected to arrive soon, and contractor Brad Fraser of Jonker Custom Building has been hard at work. “Brad is working on two cedar benches to be installed next to the fire pit,” Tolsma says. “I’ve had fun spending way too much time on Houzz, gathering ideas and images that have really helped to shape the project.” The fire pit is just the beginning of Tolsma’s ongoing outdoor space renovation. “I’m going to have my licensed gas contractor extend the gas line to accommodate a gas barbecue and heater in the future,” says Tolsma. FortisBC notes that a natural gas barbecue
can be extremely convenient for homeowners looking for fuel on demand, as you’ll never have to deal with running out of propane or charcoal. It also allows you to cook with different temperatures at the same time and control the heat more easily. Natural gas barbecues use flexible hoses that connect to the home’s natural gas supply and have a built-in shutoff. This quickconnect feature makes it simpler to attach as well. Another benefit is that cooking outdoors will keep your home cooler during the warm summer months. CONTINUED INSIDE

Natural gas possibilities inspire renovators CONTINUED FROM HOME FRONT
In addition to using natural gas for outdoor living, Tolsma is including a new deck in her outdoor space renovation. “The deck is built with locally harvested cedar, and has a lovely, earthy West Coast feel to it,” she says. “Brad even built a custom raised garden box with some of the leftover lumber. I’ve been busy with some landscaping and gardening work, so it’s all starting to come together.” Another option for using natural gas outdoors is a hot tub, with its consistent, fast heat and automatic safety shut-off controls for added peace of mind. Plus, avid swimmers will be glad that natural gas can also heat swimming pools. The possibilities for natural gas use outside continues to inspire renovators. Depending on where you live, natural gas patio heaters keep you warm outdoors, even in the fall and winter. They use radiant heat to warm objects around them, according to FortisBC, and are connected to your home’s natural gas supply. You can also find natural gas patio lamps that can be used to light walkways, patios and other outdoor entertaining spaces. There are models available that provide bright steady light or ambient natural glow, so you’re easily able to create the mood you want for entertaining. Natural gas is a convenient choice for more than just spending time outside. The inside of Tolsma’s home is heated with natural gas as well. “With a small house like mine, I love that my gas furnace can heat the house to a comfortable temperature within a few minutes,” says Tolsma. “I don’t have a fireplace inside, so I’m looking forward to having a natural gas fire feature on my new deck.” Whether you’re upgrading your heating system or extending natural gas to the backyard, you’ll need the services of a licensed natural gas contractor. Find someone qualified in your neighbourhood at fortisbc.com/findacontractor. The cost to operate natural gas appliances is very affordable. Natural gas rates continue to cost less than it would cost to run with electricity. Don’t believe it? FortisBC has an online energy calculator that will help you compare the cost of fuel sources and their energy efficiency, demonstrating that natural gas is an affordable choice for homeowners. Find it at fortisbc.com/energycalculator. Tolsma is blogging throughout her renovation. Find her blog on your local Black Press newspaper’s website, or at www.bclocalnews. com/business/realestate. “I’m looking forward to having a deck launch party next month, and I will be inviting all my awesome family, friends, co-workers and neighbors who helped me win,” Tolsma says. “There will be burgers and s’mores galore!” You too could enjoy natural gas in your backyard. Enter FortisBC’s Endless Summer Nights Contest for your chance to win a $10,000 natural gas dream patio. But hurry, the contest closes June 30, 2014.

As part of Tolsma’s win, she received a rendering of her outdoor space from Sarah Gallop Design Inc. After hiring Jonker Custom Building, she worked with contractor Brad Fraser to make the plans fit her space and her lifestyle.
