Maestro’s grand finale

If it was the last school event of the year, the Revelstoke Secondary School band sent it out in style, with an amazing performance of songs from the Lord of the Rings trilogy that culminated with a beautiful choral performance of Into the West, the Academy-award winning song that closed out the trilogy. The performance saw several younger students join the RSS senior on band on stage to give the songs the large orchestral feel from the soundtrack.

The show was the product of a year’s work by the students and their teacher “Maestro” Tessa Davis, who was heralded after the performance for bringing the school’s band program to new heights.

Davis, who is taking a year-long leave of absence, was thanked by parents, students and staff for her ability to think outside the box and inspire her students.

With teachers set to go on strike on Tuesday, the school year could be over in British Columbia.

Was last Thursday the last day of classes for the school year in Revelstoke? That could be the case with the BC Teachers Federation launching full scale strike action this week.

BCTF president Jim Iker announced the labour action last Thursday morning. With Revelstoke teachers on strike Friday as part of rotating strike actions that were started two weeks ago, and Monday set for a series of study sessions, last Thursday, June 12, was the last day of school, unless a deal is struck between the teachers union and the province.

“Essentially for us, starting tomorrow, there is no school until an agreement is reached provincially,” said Mike Hooker, the superintendent of the Revelstoke School District, on Thursday.

An exchange of wage offers and other proposals between the BCTF and government negotiators on the weekend did not lead to an agreement, setting the stage for a fullscale walkout on Tuesday, June 17, after press time.

Negotiators for the BCTF and the B.C. Public School Employers’ Association met until midnight Sunday. The two sides contradicted each other Monday morning on the substance of the wage offers, and each said the next move is up to the other if a deal is to be reached.

Iker said a complete strike is “imminent,” after union members endorsed the move in a provincewide strike vote last week.

Education Minister Peter Fassbender said Monday he is waiting for a response from the union to the latest offer from BCPSEA, which represents the province’s 60 school districts.

Iker said the union’s latest wage offer increased its proposed contract term from four to five years, with an 8% raise over that time

and a $5,000 signing bonus. BCPSEA had offered a $1,200 signing bonus for an agreement by the end of the school year, and the union took into account that teachers are losing 10% of their pay for withholding some duties, Iker said.

Fassbender did not specify the employer’s latest wage proposal, which Iker described as a slight reduction in BCPSEA’s earlier offer. Fassbender disagreed. “[BCPSEA] tabled a comprehensive settlement that includes an improved wage offer and commits to realistic and flexible solutions to address class composition,” Fassbender said.

The strike action will affect final exams and some end-of-year activities. Provincial exams for grade 10, 11 and 12 classes will still take place, but they will be invigilated by non-teaching staff.

How it will affect final grades has yet to be determined, said Hooker. “There are many courses that do not have final exams,” he said. “For all others it is most likely that term one and two marks

will be combined to blend a final mark. That will be a decision to be made should this current situation continue through to the end of June.”

As well, this year’s graduation ceremony will be held at the community centre on Thursday, June 26, at 12:30 p.m.

“We’ve had a indication early on from our teachers there would no effort to try to disrupt that,” said Hooker. “They recognize the importance of that event for students.”

Students were feeling caught up in the middle of the battle. John Yakielashek and Annick Langlois, both grade 12 students said the strike action would mean they would be missing several units of important courses they need for university.

“I think both sides have messed up. Both sides are in the wrong. I don’t think the students should be in the middle,” said Yakielashek.

of the work staff have done to try to mitigate as much as they can,” he said.

He also responded to several open letters from parents (see page six) who expressed support for the striking teachers, saying he appreciated their passion and the level of support they show for local teachers and the local school system.

“I have nothing but respect for that and its the feeling of our board as well,” he said.

He said Revelstoke is being affected by a provincial fight for smaller class sizes and improved composition that are not an issue here.

“I think a lot of what we’re seeing provincially is that there have been boards that have not been able to sustain what we have in Revelstoke,” he said. “That’s what you see as a lot of the fight being about in the provincial arena — class sizes of 32 or students who need extra supports and are not getting them. That has not been our situation and nor will it be in the foreseeable future for us.”

Steve Busch, the father of grade seven and 10 students, said on Thursday that he hoped the two sides could reach an agreement over the weekend. He didn’t pick sides in the debate.

“I think both sides are in a tough place and both sides are using the tools they have to try and get to an agreement,” he said. “I just think they need to get there.”

Carmen Bell, the mother of a grade 11 student, said that teachers have “one of the highly responsible jobs in our society” and should be recognized for that.

“In the sense of balancing the books and the future of our province, we really need to pick our priorities,” she said.

In Revelstoke, Hooker said he was “proud of how hard the staff have been working to ensure special events for students, particularly associated with year-end, have taken place.”

According to Horseman’s presentation, the worst of the smell comes from the influent channel of the plant’s headworks building, where trash is removed from the waste water before being sent to the lagoons for treatment.

The smell is caused by the levels of hydrogen sulfide (H2S) emitted from the sewage. Two odour loggers were installed in the headworks building — one near the influent channel and the other by the building exhaust duct.

The loggers detected an average H2S level of three parts per million at the influent channel, with a peak of 25 ppm.

At the exhaust duct, the average was one ppm, with a peak of less than five.

“The levels of H2S measured in the

influent channel are slightly higher than would typically be expected for a municipal raw sewage application of similar magnitude to Revelstoke’s,” Horsman told council. “This is likely attributed to retention times in the lift stations that supply the raw sewage to the sewage treatment plant.”

Horsman presented multiple options for dealing with the odours. He instantly discounted using counteractants, saying they would prove expensive over time.

He also recommended against using liquid treatment technology, which essentially turn the H2S into a solid state to prevent it from releasing.

His recommendation was for a gas phase treatment that would use a carbonbased filter to extract the H2S and other odour-causing compounds from the air.

The City of Revelstoke moved one step closer to a Southside sewage smell solution after council approved a new filtration and ventilation system be installed at the sewage treatment plant.

The smell coming from the sewage treatment plant emerged as an issue last summer when a group of Southside residents approached city engineering director Mike Thomas asking for a solution.

Last Tuesday, June 10, council heard from Stephen Horsman, an engineer with the firm AECOM, who was selected as the consultant for the sewer odour control project.

He gave council an overview of the project, identifying where the source of

“This is a widely used technology. It’s highly effective and efficient,” he said. “The key benefit is it essentially works instantaneously. You turn on the fan, it blows foul air onto the media, you reduce or remove almost all odours.

“The challenge is with higher loading its not discriminative of what it takes out of the air stream,” he continued. “If you have contaminants and high-stress loading coming onto it, it will strip it all out but you’ll have to replace the medium more frequently and will have higher operational costs.”

Still, he said, the carbon system was the cheapest option, with the lowest capital and lifecycle costs.

Horsman also recommended a ventilation system be installed that would treat air as it leaves the headworks building.

Council approved both recommendations and also voted to allocate about $300,000 to construct the new system. $200,000 was already earmarked in the 2014 budget for the odour control system; the rest will be reallocated from money budgeted for sewer distribution system upgrades and the relining capital budget.

AECOM will now create a detailed design for the system and the project will go out to tender, with the aim for construction take place this year.

Council wrestled with the issue as well. Previous court rulings said the city couldn't restrict any specific businesses, so council sought to create a bylaw that would put significant restrictions on the business.

In the end, they passed a bylaw prohibiting escort services, deliberately inviting a court challenge.

"We would be pleased to see if it was challenged," Alderman Brian Matheson said at the time. "And have it heard in Revelstoke."

At Tuesday's meeting, long-time councillor Tony Scarcella, responding to questions from the press, said he could recall only one application to start an escort service since then, but the bylaw was never challenged.

Revelstoke Grizzlies purchased by new ownership group

The Revelstoke Grizzlies have a new owner, coach and general manager, with the sale of the team by Lewis Hendrickson.

Ryan Parent, who is the face of the new ownership group, will assume head coach and GM duties of the Grizzlies. He wouldn't identify his partners, saying they preferred to remain in the background.

"At this point, for all intents and purposes, I'll be leading the ownership group," he said. "It's a small group of hockey minded individuals‌ They're not going to be involved in the day-to-day operations of the team."

Parent comes to the Grizzlies after spending last season as an assistant coach with the West Kelowna Warriors of the BC Hockey League. There, he worked under former Grizzlies' coach Rylan Ferster.

The previous season he was the coach and general manager of the Lloydminster Bobcats of the Alberta Junior Hockey League, but he was let go 40 games into the season with the team mired in last place.

Prior to that, he coached Major Midget with the Pursuit of Excellence hockey academy in Kelowna, was an assistant coach with the Salmon Arm Silverbacks and coached throughout Canada and Europe.

In an interview with the Times Review, Parent touched on all the notes you want to hear from new management.

He has his work cut out form him to turn the Grizzlies around from its last place finish this past season. At the very least, he will hopefully bring consistency to a franchise that has started every season with a new coach since 2009.

He said his goal is to develop a sustainable program that is strong on the ice and consistently sends players to Junior A, mentioning connections to nearby teams like Salmon Arm, Vernon, West Kelowna and Merritt.

doing with the players is to move them forward and on to better opportunities," he said. "Some people might see it as a step down moving from the BCHL to the KIJHL. I don't see it as a step down. I see it as an opportunity to develop players."

His first goal is to develop a culture change in the team. The plan is to run the organization like a Junior A team, though within the constraints of a Junior B budget.

"Number one, we want a team that's accountable to the community. We want to have success both on and off the ice," he said.

"It should be a privilege to play in Revelstoke. It's a desirable place to play. It has a great reputation."

Parent said the aim is to recruit a team with a solid veteran core surrounded by good young players that will move forward to Junior A. He's hoping that with a strong team on the ice and one that's a

fixture in the community, attendance will be strong.

"I would expect that we're going to be out in the community with various functions," he said. "I'd love to get our guys in the schools, get them active in reading programs. I'd like to have them volunteer in the community. We want to be a fixture in the community."

The new ownership group purchased the team from Hendrickson, who became a part-owner of the Grizzlies in 2009 and gained control of the team in 2012 after a failed attempt by former majority owner Michael Roberts to sell the team to 100 Mile House.

"The new ownership group would like to thank all the past owners for their cooperation in the sale and we're looking forward to being a part of the community," said Parent.

The Grizzlies are set to start the next season with the main camp beginning Aug. 22.

Dear Mr. Hooker, trustees of School District #19 and others, My name is Shawn Filipchuk and I am a product of the Revelstoke school system. I graduated in 1990 thanks to the support of numerous teachers and support staff. I have memories of each teacher that guided me through my educational days — and many of those memories are not of a curriculum that we were supposed to learn, but of the extra effort each teacher went through to reach out to us and grab our attention and make learning something we wanted to do, rather than had to do.

My husband and I currently have two kids in the Revelstoke school system at Begbie View Elementary. We have been blessed to have two children who love (every day, honestly — it’s insane) to go to school. Although I’m not there every day to watch them in a classroom setting, I can guarantee you that it’s probably not the reading and writing and arithmetic that gives them a love for learning.

What I can guarantee though is that they have been blessed (and, in turn, us) with the most amazing, kind, caring, empathetic teachers Revelstoke has to offer. Their teachers are fun, engaging and let learning be MORE than just letters and numbers and graphs on a page. Learning is exploring new ideas, grasping difficult concepts, making mistakes and moving forward with finding solutions.

Currently, our teachers are no longer allowed to do their job to the best of their abilities. This is not by their choice

either. Thanks to the B.C. government, our teachers are NOT ALLOWED to do their job in a manner that gives them the pride of accomplishment and enjoyment of seeing a child learn that teachers have had for years. There's no extra help for kids that need it, no extra time to plan an amazing lesson that will give a child a love for science or math or English. No extra time to help children problem solve an issue on the playground that needs attention. No extra time to reach out to that one child (of which there are many) who needs a kind shoulder, a tender ear that will listen or just a safe place to be in a time of need.

Teachers need to have an empathetic and involved style of teaching that engages all students, with reasonable class sizes and student composition. What approach works for one student doesn’t always work for the next, and our teachers are able to understand what manner works for each and every child, as individuals. If our teachers are not allowed to do their job with a manageable class size, in a manner that works for a wide range of students, I’m certain you will soon learn that kids like our kids will stop loving school and will resist learning. Kids will lose hope that schools are a safe place because robots don’t have feelings or engrossing lesson plans. Kids that need extra help will grow up not only thinking that they aren’t good enough but actually believing that they aren’t good enough to be thoughtful and contributing members of society.

What Revelstoke has is a huge number of teachers who care about our children — the very children that will be our future.

They give our children a love for learning and a love for being at school where they are supported, engaged and cared about.

Our children are their children. Our teach-

ers care about their future, and our KIDS are caring about their future because they have great role models to look up to.

The way the government is handling things now is beyond disappointing. The B.C. government needs to give B.C. teachers a fair deal, soon. This means fair wage, fair class sizes, and fair class compositions.

Our children are missing out on valuable learning time when schools are in session because teachers aren’t able to do what they need to engage students, to show students that they are worthy of a wellrounded education, and because our teachers aren’t feeling respected themselves.

I fully support the Revelstoke teachers and their choice to strike and believe the B.C. government is fully responsible for the chaos that is our current educational system. The B.C. government holds the key to creating a better work environment and, in turn, a better learning environment for our children.

School District #19 needs to take a stand against the B.C. government and its pure disregard for the Supreme Court ruling.

School District #19 needs to stand behind their teachers and show them that they are respected as the leads for tomorrow’s future.

I respectfully request a response indicating specifically when the issue will be addressed at the school district level, and for an update regarding a stance that our paid school board staff, and elected board members will be taking regarding the education future for our children.

Editor, I am a parent in Revelstoke with one schoolaged child and another who will enter the system in a few years. Our school system in Revelstoke is something to be very proud of and this is due to excellent administration and excellent teachers. Not only do our teachers excel at teaching our children the curriculum, but they teach empathy, social skills, patience, critical thinking skills, manners, work ethic, self-control, cooperation, etc… The list of methods that they use to make good citizens is endless. These values are essential to raising children who will be responsible individuals in our society.

Our school system is the backbone of our society and I am disappointed that our government appears to be unable to make this connection.

The teachers deserve a fair wage, and our children deserve a good education.

I fully support the teachers' strike action.

The government is disrespecting our province, our children, our society and our justice system by appealing the BC Supreme Court ruling. It is disgraceful.

I was born in Vancouver so I know what a big city is like. Very impersonable. Revelstoke isn't like that at all.

I remember the first time I saw Mt. Begbie, it was from the window of a Greyhound bus. I prayed to God to let this be the place I was to make my new home.

This geographical region extends beyond the City boundaries to include Area 'B' in the Columbia Shuswap Regional District.

About 100 people came out to show support for the Revelstoke RCMP as they honoured three fellow officers who were slain in Moncton last week.

"We are here to pay tribute to three members of the RCMP who were killed in Moncton," said Staff-Sgt. Kurt Grabinsky, addressing the gathering outside the detachment on Campbell Avenue. "They are remembered for their dedication to the RCMP and the community they served. The family and friends of the three officers as well as the people of Moncton need support to heal, and that is what we offer to them today."

Laski United out of Nelson won the men's event and Williams Lake the women's event at the 22nd annual Big Bear soccer tournament last weekend.

Laski took advantage of an undermanned Canmore Unicorns team to run away with the final on Sunday afternoon. The Unicorns had a player sent off early in the game and Laski used the advantage to run up a convincing 5–1 victory.

Revelstoke FC lost in the semifinal to Laski, falling 3–0. The local team's roster was boosted by players from Williams Lake, and they jokingly called their team Williamson's Lake.

Ten men's teams and six women's teams took part in the tournament.

The tournament kicked off Friday evening, with Duffy's from Kamloops facing off against the Calgary Imperials.

Revelstoke FC started their tournament Saturday morning, falling 2–0 to Laski. They

redeemed themselves later in the day, handily beating the Mission Cleaners 5–1.

That put them into a tiebreaker Sunday morning against Nelson United, which Revelstoke won 2–0.

The women's semi-finals started at 10:30 a.m. on Sunday.

Party Train defeated Nelson and Williams Lake beat Duffy's to set up the women's final.

On the men's side, Laski once again got the best of the local team, beating a tired Revelstoke side 3–0. In the other semi-final, the Unicorns downed Vernon to reach the finals.

Aquaducks perform well in Merritt Eliza McGuire Aquaducks Head Coach

This past weekend four Aquaducks attended the Merritt Otters swim meet. While few in number, their presence was noticeable. The division 4 Aquaducks 200 meter mixed medley relay won gold by more than 20 seconds despite having a division 1 swimmer on it.

The 200 meter freestyle relay team repeated the following afternoon for a comfortable first as well.

For Ryder Litke, while the meet set up of a combined division 1-7 timed final event that separated the respective divisions only for results was not ideal for the young division 1 boy, he still had a strong meet. Swimming against many athletes over twice his age was intimidating at first, but “Zippy” was up for it, finishing in the top three in four of his six races, and achieving multiple personal bests throughout the meet.

Beth Granstrom, the lone female athlete from Revelstoke, represented beautifully, winning five of her six races, earning her a second aggregate for the division 4 girls category. While she achieved three personal bests, two of those were not only wins, but betterments of her club records as well in the 200 meter individual medley and the 100 meter backstroke.

James LeBuke, who just moved age categories into division 4 a single meet ago, is already knocking on the door of club records, and right with him is Jackson Litke.

While LeBuke is chipping away at the 200 individual medley record that has stood for 30 years, Litke is nearing the 100 meter backstroke and 100 meter freestyle records, which are also three decades old, though he is closest to a decadeold record in the 50 meter butterfly.

ing the wall first in each of the six events that division 4 athletes may qualify for provincials in. In the end a single point separated the two in the Aggregate race for the division 4 boys category, with James LeBuke the second aggregate and Jackson Litke the first aggregate.

While the numbers were low in Merritt, the coming weekend’s meet is in Lumby and is typically a largely attended meet by the Ducks due to its fun outdoor pool and conveniently located campground a stone’s throw from the pool.

Sam Poarch (pictured) took the win in the Logging Leftovers downhill race on Sunday, nearly cracking the three minute barrier on the swooping, berm-filled trail. He edged out Marty Schaffer for the victory. On the women’s side Lindsey Corrigan bested the field, finishing several seconds ahead of Theresa McGeragle. The next downhill race isn’t until October.

In the cross-country race on Wednesday, an Olympian showed up and dominated the field.

Catherine Pendrel, completed six laps in 1:24:53.3, to beat all men and women. Her husband Keith Wilson finished second, 3:35 back of Pendrel. Brendan MacIntosh was the top local male, coming in almost four minutes back of Pendrel. On the women’s side, Emily Unterberger completed five laps of the four-kilometre course to be the top female non-Olympian.

Stoked to Get Spanked cross-country race returns to Mount Macpherson on Sunday, June 22. This year there is a slight change to the 17-kilometre course, eliminating the big eye-popping climb to the top of Ridge Walk. Organizers have also added a timed descent on Berm Donor. It’ll be a battle of baggy shorts versus lycra in some categories. The course, designed by Wade Viznaugh, is fantastic and full of single track. Centuries ago, giant cedars, white pine and fir trees grew right down to the Columbia River. Porcupines frequented the valley bottom, salmon migrated from the Pacific to spawn and giant sturgeon were plentiful in the river depths. In those days, before small pox devastated populations along the river and valley trade routes, Aboriginal people lived, hunted, gathered and fished all along the Columbia River, including in Revelstoke.

The Sinixt people, in particular, stayed in the Big Eddy area in the fall and winter, where they traded with people from other nations who came through the Eagle Pass, over the Monashee Mountains or along the Columbia. At the time of contact, they were the main people who frequented the Revelstoke area, although people from other nations, especially the Secwepemc (Shuswap), also guided European travellers – often rescuing them – and hunted and fished in this area.

Now people of Revelstoke have a chance to hear some of the sto-

ries of this land from the perspective of people whose roots dig deep into the past. On the evening of June 20 and all day on June 21, National Aboriginal Day, storytellers from the four Aboriginal nations who claim Revelstoke as part of their traditional territory will share their stories and legends of the land around Revelstoke at the Revelstoke Museum and Archives and Centennial Park, near the worker’s memorial.

There will also be opportunities for locals of all ages and ethnicities to share their own stories of the land. They might come with a great bear or fish story or observations of the river, the mountain, the plants and animals as they have changed over time.

The event will begin with a storytelling workshop at the Revelstoke Museum & Archives on Friday evening, led by Metis storyteller and facilitator Jackie Cole.

The following morning, Revelstoke Museum & Archives curator Cathy English will give a talk and promote a discussion about the upcoming Aboriginal exhibit at the museum.

As a special treat at the opening

ceremony, at 1 p.m. in Centennial Park, 10-year-old Jahmilah Seymour from the Colville Reservation in Washington, will sing Etta James’ At Last, which she, herself, translated into the Sinixt language. The ceremony will be followed by children’s storytelling activities in a tepee — the poles of which were peeled and prepared

by Revelstoke youth. Children can tell their own stories, learn a traditional Aboriginal song, and watch and listen to puppetry and storytelling by Judy Garner Niehause from Kelowna.

Late in the afternoon, a bonfire will be built and there will be opportunities to roast bannock on a stick and eat home-made venison stew, which will be sold at the venue.

The evening features storytelling by visiting elders and local people, in the tepee, and maybe casually around the bonfire. The whole event provides a wonderful opportunity to see this land through different lenses and to celebrate the knowledge and contributions, both past and present, the people of Aboriginal ancestry who live among and around us.

Mary Francis Thompson passed away peacefully at her residence in Revelstoke on Friday, June 6th, 2014. Prayers were recited from St. Francis of Assisi Catholic Church on Friday evening, June 13th, followed by the Mass of Christian Burial on Saturday afternoon, June 14th with Father Aaron de Dios celebrant. RVAC exhibition showcases Trees and Hidden Works Special to the Times Review

Looking at the paintings on display in the main gallery of the Revelstoke Visual Arts Centre, it's nearly impossible to believe Kristi Marcoffio is a self-taught artist. Marcoffio prefers not to give media interviews, however Jacquie Pendergast of the Revelstoke Visual Arts Centre was kind enough to speak a bit about the Revelstoke artist's vibrant paintings being exhibited.

“I think she has an exceptional talent and her use of colour is brave,” said Pendergast. “I think her work shows a great confidence. She has an innate talent.”

Trees, Marcoffio's very first solo exhibition, features a number of very bold paintings, each with a slightly different interpretation of the show's theme.

Decrease in propane commodity rates approved for July 1st Contributed by FortisBC

SURREY, B.C. – June 16, 2014: FortisBC has received approval from the BC Utilities Commission (BCUC) to decrease propane commodity rates for Revelstoke customers starting July 1.

Propane prices have returned to lower levels from recent highs that were caused by extreme cold weather this past winter as well as strong propane demand for crop drying prior to winter.

Residential customers receiving piped propane will see a commodity rate decrease of $1.235 per giga-

joule (GJ). The average residential customer using approximately 50 GJ per year of piped propane will see a decrease of approximately $62 to their total annual bill.

constraints and economic conditions. Propane prices are also more directly influenced by global oil markets than natural gas.

In recent years, natural gas prices have trended lower relative to propane due to increased supply availability resulting from advancements in production technology.

However, propane prices have remained more closely connected to oil prices. Propane prices have also been volatile due to fluctuating demand, limited storage infrastructure and supply chain congestion and disruptions connecting the propane supply to market. This has increased the premium paid for propane over natural gas prices.

FortisBC helps mitigate the impacts of market price volatility on customers by locking in prices for a portion of supply before peak winter demand begins.

Every three months, FortisBC reviews propane and natural gas commodity rates with the BCUC in order to make sure rates passed on to customers cover the cost of purchasing the propane and gas on their behalf. The next review of natural gas and propane commodity rates will take place prior to October 1.
