Nick Acimovic, co-owner of Firestone Burnaby, believes local mice populations just aren’t deterred by the mild winter weather in this part of the world compared to colder climes. But while repair jobs caused by mice aren’t entirely out of the ordinary, “this year it’s definitely STK 14D0985 more problematic than previous years,” he said. Lately it appears imports, especially German makes such as BMWs, Mercedes and Volkswagens, have been more vulnerable.

Burnaby renters need more protection against landlords who don’t keep their rental units safe and healthy, say ACORN Canada. The group, which advocates for people with low incomes, believes it should be in the form of a city bylaw which sets out standards of STK BS6944 maintenance. Burnaby is one of the last Lower Mainland municipalities to not have such a bylaw, although the scope of what each covers varies from city to city, said Monica McGovern, chairperson for ACORN’s Burnaby chapter. McGovern said the “ideal” version is found next door in New Westminster, where its bylaw covers everything from structural issues, electricity, water, and health issues such as mould and pests. She believes it’s ultimately the responsibility of the province, through its Residential Tenancy Act, to deal with such issues, but the act has no teeth to allow fines

Literacy helps improve family’s life Going to library helped them to adapt to their new country Mario Bartel
photo@burnabynewsleader.com
Monday is Family Literacy Day in Canada. For Rajeeta Samala, it was literacy that brought her family to Canada. When Samala and her husband Jithender Reddy had their daughter Sahithi, they wanted to ensure she’d have every chance at success in her life. They even timed her birth so she’d be able to start school at the earliest opportunity. But they couldn’t do anything about the educational system into which she’d been born. In Bahrain, where the family was living at the time, there’s limited post-secondary opportunities. In their native India, Rajeeta explains, learning is so bookbased, there’s no allowance in the curriculum for social or physical development. So in 2009 Rajeeta, a teacher, packed up her family and moved to Canada. “We knew she’d need a good educational system,” says Rajeeta. “We wanted her to be able to apply her schooling to real life.” While the family already spoke English, when they arrived in their new home they realized they had much to learn about Canada’s culture. So they went to the library. Having such ready access to so many books was foreign to them. Being able to bring them home an amazing gift. Together Rajeeta and Sahithi read books like Little Critters, Berenstein Bears, Judy Jones. “It was fun,” says Sahithi, 10. “They had jokes and we both

enjoyed them together.” As they read the stories, they’d talk about what might happen next, their favourite characters. “It was a nice way to get together and share an experience,” says Rajeeta. In fact, research by the Family Literacy Foundation shows having parents read aloud with their children helps them learn listening and language skills, as
well as develop their imagination and creativity. To improve their vocabulary the family played Scrabble, building words out of the little wooden letter tiles together rather than competitively, taking pleasure when one of them happened to be placed on a double or triple word score. “It’s helped us so much,” says Rajeeta. “That was our goal to
learning.” “It came naturally,” says Sahithi of her love for reading. She visits the library at her school every week and the public library once a month, seeking out adventure and action stories, occasionally some comedy or suspense. Sahithi says her reading skills have made her more confident and independent. Rajeeta says those traits will serve her
daughter well as she finds her way in the world, assured that she’ll be able to try her hand at many things. And those reading sessions together have had a lasting impact on her own life; she’s the coordinator of the adult literacy program at Burnaby Neighbourhood House. The first phase of a major project to reconstruct the roads at Simon Fraser University will affect the way transit, commuters and cyclists get to the campus. Beginning Feb. 10 the northbound side of Gaglardi Way will be closed at Burnaby Mountain Parkway. That means all traffic to campus will be diverted to University Drive East. Buses heading to the SFU campus will head directly to the transit loop near Strand Hall. They’ll make a stop at the Transportation Centre on their way off campus before heading down the hill along University Drive East. The bus stop near the residences will be out of service. All the changes could mean more congestion and added travel times. The construction project will upgrade the pavement as well as convert the top part of Gaglardi Way and University Drive West into two-way roads. A multi-use pathway for cyclists and pedestrians will also be added. For more information, as well as detailed maps to access the various parking lots around campus, look for the links at www.sfu.ca.

QUESTION OF THE WEEK:
Say no to double dip Concerns about double-dipping among politicians are not going away. Despite a great deal of publicity surrounding the many municipal elected officials who were elected to the B.C. legislature in the May provincial election, it appears that at least one just can’t help taking two paycheques — even though he is clearly dividing his time up to do two jobs. Pemberton Mayor Jordan Sturdy has been getting paid as MLA for West Vancouver-Sea to Sky, and also billed taxpayers for more than $15,000 in expenses, incurred before Sept. 30. He was also still getting paid $25,000 per year as Pemberton mayor. This is clearly unfair to taxpayers. A number of municipal officials, including Sturdy, did not resign after they were elected in May, largely to avoid the costs of holding byelections. These include Langley City Mayor Peter Fassbender, who went on a leave of absence from his job as mayor of the City, and has not been paid. Sturdy resigned his mayor’s job earlier this month. Surrey-Panorama MLA Marvin Hunt remained on Surrey council — a move that saved taxpayers of that city close to $600,000 in a byelection cost. In Coquitlam, two members of council who were elected to the legislature resigned, so there was a necessity for a byelection. Hunt has not been paid as a member of Surrey council. Doug Bing, who remains on Pitt Meadows council while also sitting as an MLA, also is not being paid. They chose not to collect salaries while continuing to do their municipal jobs. Their decisions are laudable,. The provincial government can easily correct this issue. It can require than any person elected as an MLA must forego any civic salary they are entitled to after being sworn in, if they do not resign their municipal seats. Langley Times/Black Press

Burnaby’s wealth, and the taxing question It’s a question that always comes up at tax time and every three years when the silly season of civic election campaigning begins: If Burnaby has such a large reserve, why do my property taxes keep going up? The short version of my response is: That’s like saying people should quit their jobs and forgo their paycheques because they’ve got some savings in the bank. The long version may prove somewhat more useful. One need look only as far as the civic election ballot every three years. While in other cities, such as Vancouver, voters must regularly choose between borrowing hundreds of millions of dollars to fund roadwork, community centres and other essentials or apparently, do without, Burnaby voters, in contrast, usually have a far less dramatic, even ho-hum, decision to make—should certain city properties be designated parkland? The fact is, Burnaby is a model of financial planning and its citizens are benefitting from decisions made 40-odd years ago. Before then, property taxes would rise and fall like a
Wanda Chow rollercoaster whenever the city needed to buy a new fire truck or build a swimming pool. Then around 1974, Burnaby councillor Vic Stusiak, a successful businessman in his own right, was appointed by then-mayor Tom Constable to oversee the city’s finances. After reviewing the books line by line Stusiak came to this conclusion: it didn’t make sense. In his company, he’d put money aside regularly to replace equipment when they reached the end of their useful lives. It’s a strategy he helped put in place at city hall resulting in more evenly distributed tax increases from year to year. Since then, each major piece of equipment the city owns, from cars and backhoes to garbage trucks and computers, is covered by its equipment reserve. Every time one of them is signed out by a city employee, their department

pays for its operating cost, which includes a portion that goes into the reserve for its replacement one day. Most of the value of Burnaby’s capital reserves—which at the end of 2012 totalled roughly $690 million—is from the sale of land which appreciated significantly in value over the decades. The money from those land sales is required, by bylaws, to be used to buy more property to help steer future development according to the city’s community plan (itself a model of patience and discipline), and to develop future parks. There’s also the density bonus fund, money the city receives from developers in exchange for being allowed to build more density, which must be used to develop community amenities in the areas being developed. And the gaming reserve, Burnaby’s share of profits from the Grand Villa Casino, which council policy dictates must be used for capital projects and one-time operating costs benefiting certain aspects of the city. While the money waits to be spent, it’s invested conservatively. That investment portfolio was expected to earn $38 million

in 2013, or 4.62 per cent, some of which goes to the city’s operations to keep a lid on tax increases, with the rest going back into the reserves to help keep pace with inflation. The huge pot of money also allows the city to be its own banker. Since 1998, Burnaby has been debt-free. Even before that, it started funding major projects, such as community centres and fire halls, from the reserves, and paying itself interest in the process. Perhaps most telling about Burnaby’s way of managing its money is the fact five years ago the provincial government ordered all municipalities to do essentially the same, and regularly put aside money to replace infrastructure. It’s no small irony that the left-wing Burnaby Citizens Association, which has held the majority on city council for more than 25 years, is arguably more fiscally conservative than most right-wing political parties. Vic Stusiak himself was not a BCA member, and was known back then as a Social Credit supporter. But give the BCA credit for not messing with a good thing when they saw it.

COMMENT We need a better way to vote Re: BCA opposition an endangered species (NewsLeader, Jan. 17) I’d like to add my perspective to Grant Granger’s column on the Burnaby Citizens Association juggernaut. The domination of the BCA on Burnaby’s council and school board is fundamentally a result of a poor municipal electoral system, and is not the result of unanimous support for the BCA among Burnaby citizens. The result of a council election should be a council that represents its community. The elected council should include members who represent a variety of viewpoints. Instead, we have a winner-take-all voting system that results in a unified council that is in general agreement about most issues. This is not representative. Not all Burnaby citizens are BCA supporters. There is a fairly objective Wikipedia entry under “Pluralityat-large voting” which describes the voting system we use for municipal elections in B.C. It clearly points out the tendency of this system to create landslide victories such as we see in Burnaby, especially when there are slates or parties involved. As long as we continue to use block voting across B.C., our municipal councils will not be fair representations of our citizens. Iain Macanulty Burnaby
LET’S MOVE ON THE GEORGE DERBY PLAN Re: George Derby seniors housing initiative In October of last year, the George Derby Care Society came to city council with a plan to create over 100 units of below market rate housing units for senior citizens. I strongly urge the municipal government to work quickly in

approving this project. The cost of housing has continued to increase in Burnaby and in other cities in the Lower
Mainland, and for those on fixed incomes this has meant that the rising cost of housing has taken up an increasing share of seniors’ retirement savings. The presentation speaks to the fact that the George Derby lands already have many of the amenities that seniors will require to continue living independently. This is to be encouraged and applauded, and the guarantee from the developer that the suites will be offered at below-market rates is something that should be celebrated, not just for its kindness towards the seniors who use the suites but for reducing demand in the city as a whole. It is a good first step towards addressing the increasing cost of living in Burnaby, and should be approved immediately. Trevor Ritchie Burnaby

to be collected from errant landlords, leaving tenants with no other recourse but to take landlords to court. “How many are going to do that? Not very many.” McGovern said ACORN has received complaints from Burnaby renters about uncontrolled infestations of bedbugs, cockroaches and mice, the absence of fire alarms or fire escapes, and black mould leading to health problems. “I personally years ago as a tenant had to face that. Two of my children had asthma and it was really bad, especially in basements, that I’d have to move. And then their asthma would get better.” There’s also cases of houses being chopped up into several rental units. She’s heard of one house that was turned into six units, with all tenants sharing a bathroom and kitchen built without proper electrical work, creating a fire hazard. “There’s such a lack of affordable housing so a lot of people just put up with it.” Such issues are the responsibility of the provincial government and its Residential
Tenancy Branch, said Burnaby Coun. Pietro Calendino, a member of the city’s community development committee which deals with housing issues. “To leave it to municipalities you would have a mish-mash of different bylaws everywhere confusing renters when they want to … report something,” Calendino said in calling for provincial regulations that would be consistent across B.C. It’s also something Burnaby couldn’t afford to take on without raising taxes. “For the city to take on something like that, you’d need an army of inspectors,” he said. Coun. Sav Dhaliwal agreed. “The tax dollars to enforce any bylaw which is not your direct responsibility has to come from somewhere. And then people, including the provincial government, are complaining that municipal taxes are so high,” Dhaliwal said. And while other cities have taken on more of the burden of addressing issues outside their mandate, “our city has resisted that.” Dhaliwal noted that both the Union of B.C. Municipalities and the Federation of Canadian
Municipalities have repeatedly called for the province to enact standards of maintenance legislation, so far to no avail. That’s not good enough, said McGovern. “But the fact is [the province isn’t] doing anything, the reality right now,” she said. “If you can add extra protections to the Burnaby residents, why not do it? That’s ACORN’s position.” Despite what Burnaby and ACORN may believe, the provincial government actually maintains such bylaws are the municipalities’ responsibility. “The Residential Tenancy Act requires that landlords maintain a rental property in a suitable state that meets all housing, safety and building standards required by law,” said the Housing Ministry in a statement by email. “Local governments have the responsibility and authority to establish and enforce standards of maintenance bylaws through the Community Charter,” it said. “Municipal authorities have the ability to levy fines, conduct inspections, approve permits and licences, identify unsafe conditions and require remedial work.”

The suspension and shocks give you a firm ride but not enough to give you that washboard effect. Vision while driving is superb, with little to no blind spots. The 2015 Cadillac ATS Coupe is based on its sedan sibling and should be available by mid-summer, starting at the mid $30,000s. The base power plant is a 2.0-litre, turbocharged inline four-cylinder, generating 272 horses, and a 3.6-litre V6, 321 hp is also available. Interesting little feature: because coupes typically have large, long doors, the reach behind the shoulder to grab the seatbelt can be a stretch. The ATS Coupe has motorized carriers to “hand” the seatbelt to the driver and front passenger upon entry. The Toyota FT-1 coupe concept caused a stir among those hungering for a return to the days of the Toyota Celica/ Supra. Company officials were coy about whether it will go into production but judging by the media attention it will. The Volkswagen Beetle Dune has a rugged off-road look, largely due to the raising of the body by 50 mm and the addition of 19-inch wheels with large tyres. Just like the old days, the new Beetle features a rear-mounted ski-rack. The concept is actually a return to an idea from January 2000, when VW showed the New Beetle Dune concept in Los Angeles. That was a flight fancy, this concept is built on the current production model and the German manufacturer is looking for the nod to proceed from Beetle buyers. keith.morgan@drivewaybc.ca

H1N1 flu death count misleading: officials Stories by Jeff Nagel Black Press
Public health officials say more B.C. residents have likely died of H1N1 flu this month than the official count of five lab-confirmed deaths so far. Four of the confirmed H1N1 deaths were on Vancouver Island, while the fifth was in the Interior and there are none officially listed in the Lower Mainland. According to the B.C. Centre for Disease Control, there are 49 patients hospitalized in intensive care units with severe influenza as of Jan. 17. Sixteen of them are in the Fraser Health region and 10 are on Vancouver Island. But officials say the number of deaths understate the true scope of H1N1 flu fatalities because patients hospitalized with flu-like symptoms – even those who die – are not generally lab tested for a final confirmation of influenza or type. “Most deaths from influenza will probably not have influenza identified,” said Dr. Reka Gustafson, a medical health officer with the Vancouver Coastal Health Authority. As a result, she said it’s “not a meaningful exercise” to focus on the number of deaths or
hospitalizations as that can give a false impression that influenza is less severe. Based on national averages, the BCCDC estimates there are up to 520 influenza-related hospital deaths in B.C. in a normal flu season each year. H1N1 makes up more than 80 per cent of flu cases in B.C. so far this year. Many pharmacies have run out of vaccine after a late scramble to get immunized. The province says nearly 1.4 million British Columbians have been vaccinated so far and the “unprecedented demand” has led to temporary gaps in supply. More vaccine is on order and will be distributed across the province – 5,000 more doses are expected to arrive this week, another 3,000 are expected next week and the province has requested a further 13,000 doses. “We’re getting near the end of the influenza immunization campaign, so we won’t have vaccine in every location,” Gustafson said. She said flu season can continue through March, so late season vaccinations can still help ward off serious illness.
Natural gas. Good for easy warmth. With a simple flick of a switch, you can enjoy easy warmth and ambience with a natural gas fireplace. And save yourself the hassle of hauling firewood or cleaning ashes.
Most still shun shot: poll A new poll has found most B.C. residents didn’t get the flu shot this season despite a late scramble for vaccinations. The Ipsos Reid online poll found 42 per cent of respondents got a flu vaccination. That climbed to 61 per cent among those aged 55 and up, while just 29 per cent aged 18 to 34 got immunized. The poll found Metro Vancouverites were somewhat more likely to be immunized (45 per cent) and immunization rates rose in line with household income. Of those who did not get the flu shot, 57 per cent said potential side effects can cause more problems than getting the flu. Sixty-eight per cent of those who actually got the flu shot disagreed with that statement. Fifty-nine per cent of all respondents said the benefits of the flu vaccine outweigh the risks, while 24 per cent disagreed. Ipsos Reid pollsters said access appears to be a non-issue as a large majority said it’s easy and convenient to get a flu shot if you want it. The poll of 803 B.C. residents in mid-January is considered accurate to within 3.9 per cent.

BLACK PRESS FILE SHOT
Public health officials say nearly 1.4 million B.C. residents have been vaccinated against the flu since October. The unprecedented demand has led to shortages of vaccine, although more supply is arriving this month. Health authorities had warned earlier this month that the dominant H1N1 flu virus circulating was causing severe illness and intensive care unit hospitalizations among younger patients than usual.
ICBC will cover rodent damage ⫸
continued from FRONT PAGE
The mice made it into the door frames and caused lots of damage to the wiring, creating a problem that was also very time consuming and expensive to figure out. It wasn’t until they removed all the seats that they found signs of chewed up wiring and material, he said, noting the job took 40 hours to diagnose and repair. “I’ve never seen something like it in all my years being in automotive repair.”
As for the Toyota RAV4, they found a mouse nest underneath the shield covering the engine. Again, there was damage to the wiring and at least one sensor. Acimovic suggests that customers purchase electronic devices, available at hardware stores, which emit a noise inaudible to humans but which will drive rodents away. They had one installed in their Firestone shop because “once we opened up the hood in one of the cars a couple mice just ran out and we didn’t know
where they went.” As for covering the cost of such damage, there is some good news. ICBC customers are covered for vehicle damage caused by animals under their comprehensive insurance. “If a rodent damaged a vehicle and the customer has purchased comprehensive insurance, then the damage would be covered,” said ICBC spokesperson Kathy Taylor by email. twitter.com/WandaChow

Heritage and prestige at Polygon’s Kingston House Polygon is taking inspiration from the Ivy League in their newest master-planned community, Harvard Gardens, and is proud to announce its first collection of apartment homes: Kingston House. Located in South Surrey, Harvard Gardens will include a private community clubhouse called The Rowing Club, with an outdoor pool and spa, gym, fitness facilities, HD screening room, guest suites, resident concierge and more. Harvard Gardens will also be close to schools, restaurants, transit,

shopping and recreation and leisure opportunities. Kingston House will be a collection of one- and twobedroom homes next to green space and steps from The Rowing Club, making it an incredibly convenient place to live. “This will be a great opportunity for first-time buyers and young families to buy in South Surrey,” says sales manager Judy Rohatyn. “The homes are move-in ready.” Among the amazing features you’ll find at Kingston House include over-height nine-foot main and fourth floor ceilings,
generous patios or covered sun decks and large windows to let the natural light flood your space. Engineered stone kitchen countertops are complemented by stainless-steel appliances and flat-panelled cabinetry in either gloss white or dark laminate, and a breakfast bar or kitchen island is convenient for a quick meal or gathering with friends and family. Spa-inspired bathrooms include their own engineered stone countertops and chic cabinetry, along with imported porcelain tile flooring. An elegant hand-set ceramic tile tub and shower surround features marble and glass mosaic accents. Rich wood laminate flooring is included throughout the main living areas, with lush carpeting in the bedrooms. The architecture of Kingston House will be inspired by the East Coast, with rich brickwork, natural wood soffits and black metal detailing. Courtyard spaces will feature a trellised seating area perfect for relaxation in the outdoors. Homes at Kingston House start at $259,900. Polygon is holding a grand opening on Jan. 25 at noon; for more information, check out www.polyhomes.com, call 604-5418092 or stop by the sales centre at 3323 151st Street to tour the two stunning display homes.
