Burnaby city hall is looking at how it can control the influx of payday lenders in lower-income neighbourhoods. The move comes after a request by social justice group ACORN at Monday’s council meeting. The companies target neighbourhoods where the most vulnerable live, said Monica McGovern, chair of ACORN’s Burnaby chapter. They fill a niche no longer provided by most banks and credit unions—small loans to people on social assistance or who have bad credit. But it’s a service that comes at a major cost to its customers. Steven McMurtrie, a Burnaby ACORN member, said he first started using payday lenders in 2006. That’s when he took out a $300 loan but when he paid it back on his payday, it left him $300 short for his other bills so he had to get another payday loan to make up for it. “This is what happens to a lot of people, it becomes a cycle you can’t get out of.” Please see ‘LEGALIZED LOAN SHARKING’, A3

Soldier trades battlefield for Lion’s Lair Mario Bartel
photo@burnabynewsleader.com
Doug Setter used to make his living jumping out of airplanes for the Canadian Airborne Regiment. But he says getting ready to become an entrepreneur is scarier. To ease his transition from career military man to independent businessman, Setter, 55, enrolled in the Lion’s Lair project at BCIT. He is one of six ex-military personnel, along with five civilians, participating in the project. Setter and the others were matched with mentors in the business community, and attended workshops on research and marketing, and creating a business plan. Tuesday, Setter put himself to the test in the Lion’s Lair, a kind of Dragon’s Den competition where students in the project pitch their business plan to a panel of judges.
Up for grabs was up to $10,000 in seed money to help launch their idea. While Setter didn’t win, he said the experience was “pretty intense.” And he’s learned enough to be able to go to a bank with all the information they’ll need should he require a small business loan. The project started last year and is run by Enactus BCIT, a coalition of student, academic and business leaders who work to encourage entrepreneurship. It is one of three paths available in the school’s Legion Military Skills Conversion program. The soldiers who apply to the Lion’s Lair project are focused and passionate about their business idea, said program director Kevin Wainwright. But they lack the fundamentals of preparing a business plan. “They want to take control of their lives, they’ve thought about this,” said Wainwright. “Often

it ties back to their military experience.” Setter, a sergeant in the Royal Westminster Regiment, wants to start a personal training business for people 40 years and up. He has plenty of experience whipping younger men and women into shape as a drill
instructor, but as he prepares for his new career, he said older clients are more motivated. “They don’t mess around,” said Setter. “They’re my generation and I can relate to them.” But said Setter, translating his boot camp experience into the civilian world has been anything
but easy. “You need sales skills, you need to market yourself,” said Setter. “It’s hard to apply your military experience.” Wainwright said most military personnel transitioning to civilian careers don’t know how to articulate that completing tasks under pressure, working in a team environment and being accountable are valuable, marketable skills. “None of those skills get recognized,” said Wainwright. The workshops demanded Setter do serious selfexamination, to assess his own strengths and weaknesses. Most important though, the Lion’s Lair program has shown him the value of his military experience in the real world. “I’m in the mindset where I stop thinking about my military background,” said Setter. “I’m kind of pumped about getting ahead, making it work.”

McMurtrie said he receives $906 a month in disability payments. Of that, $740 goes to rent with little left over to cover groceries and bills, much less the massive interest rates and fees charged by payday lenders. He said there are five payday lenders on Kingsway between Metrotown and Edmonds Street. He believes if there were fewer of them around fewer people would get caught in the vicious cycle of payments. McGovern asked council to consider using its zoning powers to limit the businesses
in low-income areas. She said in B.C., they typically charge the equivalent of 600 per cent in annual interest to those who can least afford it. She said the Criminal Code limits interest rates to 60 per cent at most. But the federal government downloaded responsibility for regulating payday lenders to the provinces. Coun. Nick Volkow said the customers of payday lenders are mostly the working poor. “We can try to not allow them to conduct this kind of usurious business in our community,” Volkow said. “Legalized loan-

sharking is what it is.” It’s clear the companies are setting up shop in Burnaby’s poorest postal codes, he said. “So these piranhas know where the most vulnerable folks are, that’s why they’re setting up there.” Coun. Paul McDonell stressed that in lobbying the provincial government emphasis should be on limiting the cost of such loans. Restrictions on interest rates are easily circumvented by tacking on user fees. A $200 loan for 15 days can cost $23 which is “a pretty high rate of interest for that short a period,” said Coun. Dan
Johnston. Mayor Derek Corrigan said the city can try to restrict such businesses but it can’t prohibit them. In the end, though, people that need to use such services will find them. It would be much more effective for the province to regulate them. That would ensure the rules are the same across the country and consumers are protected, he said. The issue was referred to the Community Development Committee. Coun. Colleen Jordan, who chairs the committee, said on Wednesday

that staff are looking into what options the city has. One idea being looked at is to create a special zone for payday lenders much like its massage parlour zone. In that case, there are restrictions on where they can be located and any application for a new one would trigger a public hearing. Existing ones would be grandfathered and allowed to continue operating. Or, the city could possibly limit the numbers of such businesses in each part of the city, as it does for private liquor stores, she said. twitter.com/WandaChow

NEB rejects request for deadline extension Wouldn’t even make exception for US EPA: MP Stewart Wanda Chow
wchow@burnabynewsleader.com
The National Energy Board (NEB) has turned down Burnaby-Douglas MP Kennedy Stewart’s request. He had wanted to extend the application deadline for those wanting to participate in the process for the Trans Mountain pipeline expansion proposal. Stewart is in good company. The NEB also turned down the U.S. Environmental Protection Agency’s request for an extension. The EPA said in its Feb. 12 letter that it was not aware of the cutoff point until Feb. 11. The 28-day application window closed on Feb. 12. The EPA had asked for a two-week extension to “follow through with agency protocols and procedures before it submits an application to participate.” The NEB responded that the EPA did not state the impact of not being able to submit a late
application. “The Board has set deadlines to ensure a fair and efficient process and is not persuaded, based on the request, to grant the extension sought by the EPA,” the NEB wrote. As for Stewart, the New Democrat asserted that Kinder Morgan has not decided on a single, final route, making the deadline premature. He also said the company and NEB have not informed the public enough about the project. The proposal would almost triple capacity on the pipeline that runs between Edmonton and Burnaby. That would allow for greater exports of oil sands crude to overseas markets out of Westridge terminal on Burrard Inlet. The company’s lawyers responded that a map depicting an alternative route in Burnaby was available to the public. But that map was only added to Trans Mountain’s website on Feb. 10, Stewart pointed out. And in a Feb. 21 letter to the NEB, the company said some maps had not been

uploaded to the NEB’s website. That’s because they were “inadvertently attached in a file size that exceeded the NEB’s 5MB file size limit.” Despite that, the NEB rejected Stewart’s request on Feb. 26. It said in its letter that the application is not yet for a detailed route. If the project moves on to the next stage in the process, “the Board is required to hear and consider any objections raised by landowners on the detailed route or those whose lands would be adversely affected.” In an phone interview from Ottawa Wednesday, Stewart said he is “disappointed” and the decision will only further alienate Burnaby residents. “If you ask anybody in Burnaby … they think that the National Energy Board is really on the side of the companies and that’s really an overwhelming sentiment I get.” It’s up to the NEB to prove it’s going to have a fair hearing on this project and “this isn’t the way to do it,” he said. twitter.com/WandaChow

ADRIAN RAESIDE:
QUESTION OF THE WEEK:
Step back for democracy The diminishing of local democracy continues, with an announcement Tuesday by the province that municipal councils and boards of education will now be elected for four-year terms, instead of three. While many local governments favour the switch, a significant number of smaller communities do not, as has been expressed when Union of B.C. Municipalities (UBCM) conventions address this topic. Nonetheless, the views of a task force set up by the province and UBCM have now prevailed. Prior to 1987, local councils were elected for two-year terms, with half the council elected each year in most communities. This meant that councillors were constantly forced to be accountable for decisions they made on local issues. At that time, there were also much stricter requirements that municipal borrowing be approved by voters in a referendum, which acted as another constraint on municipal excesses. Since 1987, councils have been elected for three-year terms, with just one election every three years. This has led to controversial issues rarely causing much upheaval and having little impact on the makeup of a council, due to the passage of time and voters’ short memories. It is interesting that voter turnout, which was cited as justification for the changes back in 1987, has continued to spiral downwards. Most people simply tune out local governments and don’t bother voting. In Burnaby voter turnout for the 2011 civic election was 23.3 per cent. All the platitudes about fouryear elections helping boost turnout and allowing local governments to do better longterm planning are just spin. This move puts more power in the hands of councils and municipal administrators, and less in the hands of those who pay the bills. —Langley Times

Let the silly season begin The NewsLeader has published more than a dozen stories on the proposed redevelopment of Brentwood mall since late 2011. They’ve been on our paper’s front page, page three and beyond. There have been open houses, a master plan, rezoning applications and public hearings, all before shovels even hit the ground. And yet, just before Christmas and again this month, suddenly we started seeing letters decrying a lack of public consultation and the overly massive scale of the 30-year project. So what happened? Welcome to the silly season, folks. Perhaps their timing is simply unfortunate and coincidental. But one can’t help wonder whether other forces are afoot. We are now just over eight months away from the next civic election. Leading up to Tuesday’s public hearing on the first tower planned for Brentwood mall, just such a letter made the rounds to local media. And it so happens that four out of the eight people who signed it are either former civic election candidates or backroom operatives for local and
Wanda Chow provincial political parties. Of the other four, I know three have legitimate concerns about traffic in their neighbourhoods which sit adjacent or quite near the mall site. Unfortunately, by aligning themselves with these political types, let’s just say the optics aren’t good. People complain about the fact the Burnaby Citizens Association has a complete monopoly on civic politics, having swept the last two elections for mayor, council and school board. But the reality is voters aren’t given much in the way of choices at election time. They can’t simply turn to those who have held the BCA’s feet to the fire, because in between elections, there’s no one around doing that. It appears after each race, the unsuccessful candidates go back to their regular lives, jobs and families for a couple of years,

resting and topping up their savings accounts before they brace themselves to take another run at it. That’s the repeat candidates. Others just give up and move on. In the year before the election, political parties and candidates pop up—kind of like those temporary shops and food kiosks so trendy today—and stir the pot, hoping to dig up issues they can hang a campaign on. Like a lack of public consultation on a major development project. Back in 2005, it was a Team Burnaby-fueled perception that crime was taking over the city. Never mind that crime rates have been dropping steadily in recent years. Speaking of Team Burnaby, it sent out a press release last week just to let people know they were still around and promising to run a full slate of candidates. It’s too bad the party’s focus is on quantity and not necessarily quality. Its past practice of recruiting warm bodies for its slate only serves to hurt the credibility of the candidates with the experience and background to help make a difference. Burnaby Parents Voice,

meanwhile, has aggressively sought accountability on issues at the school district. It ran a slate of candidates for school trustee back in 2011. Unfortunately, the party, if it’s even still active, will always be linked to its original reason for being—to vehemently oppose the district’s policy aimed at combatting homophobia in Burnaby schools. The Burnaby Greens were a refreshing addition last election, but its links to Parents Voice on the Brentwood mall issue now seems to muddy its image of a party with liberal and practical views on how the city should be run. And while all these folks jog towards the start line in the distance, the left-wing BCA is almost already there. Its welloiled political machine continues to hum along, building and maintaining support, holding fundraisers to fill its communal war chest so personal finances aren’t an impediment to its candidates. It seems the BCA is always only a few phone calls away from going into full battle mode. Love them or not, this much can be said for them: they’re organized.

Columnist Drinks from tailinGs PonDs? Re: Old man, take a look at your facts (B.C. Views, Jan. 22) Tom Fletcher should stop taking Natural Resources Minister Joe Oliver’s advice. Drinking from tailings ponds does not appear to be bringing any clarity to his argument. The fact similar environmental destruction exists in the U.S. means Canadians should shut up and ignore what goes on in our country? Would Fletcher at least concede any industrial development of this size comes at a significant cost to the environment? I agree the oilsands are extremely important to the Canadian economy and provide thousands of high-paying jobs to people across this country, but surely there’s room for a balanced discussion. Perhaps we could start somewhere between shutting it down as Neil Young would prefer or expanding it as fast as humanly possible, the clear choice of the present federal and Alberta governments. HOW IT WORKS
Low Intensity Laser Therapy (LILT) is a highly sophisticated, non-toxic and noninvasive therapy that uses light energy from both superluminous and laser diodes. When placed in contact with the skin, this energy safely penetrates the tissue. At an intracellular level, the light is transformed into biochemical energy. Cells use this energy to repair and regenerate themselves, enhancing the body’s natural healing process.

City aware of concerns about Brentwood traffic continued from front page
Corrigan said consultation on the Brentwood area plans started in 1996. That’s when the plan was adopted following a mailout, mall displays, an open house and a public meeting. It’s also when the city designated the mall site for high density development. Since then, there have been “dozens” of rezonings, each with its own public hearing, under the 1996 plan. The public process for the Brentwood mall project started in early 2012 and included two open houses for the master plan, and open houses for each phase. Developer Shape Properties made adjustments to the initial plan based on public input. And there were three public hearings. One for the master plan, one for tenant relocation and one for the commercial precinct. The fourth was on Tuesday for the first residential tower. At 53 storeys, 300 of the 591 units are to be market rental housing. “This would make this the one area that has received more public consultation than any place in Burnaby,” Corrigan said. “But those guys are all saying there’s been no consultation and I’m suggesting there may be a little politics being played.” The next civic election is only eight months away. As for the Vancouver comparison, he said, the Oakridge project is a new concept for that area, while the Brentwood concept has been around since 1996.
But not all the people who signed the letter have ties to local politics. Cherie Moses said she wasn’t aware of the political backgrounds of some of her co-signers. She is simply frustrated by the lack of response to the traffic concerns raised by herself and her neighbours on Graveley Street. She was aware of the redevelopment and even attended a presentation by Shape shortly after she moved into the neighbourhood two years ago from Edmonton. But despite following the city’s process in trying to have her traffic concerns addressed, she feels she’s hitting a brick wall. Traffic is bad enough now, she can’t see it getting any better with more people moving into the area. “I am naive about the politics, for sure I am, but I’m not naive about what I believe is right,” Moses said. Corrigan said the city is well aware of the issue. “The one issue that’s been a resident issue from the community has been traffic,” he said. He puts much of the blame on the provincial government expanding Highway 1. More vehicles are using the freeway, so people are trying to find alternate routes to and from Vancouver through Brentwood. Brentwood residents have “valid concerns” about traffic and the city is working on solutions, but it’s not an easy fix. Corrigan said he will not suggest the Brentwood project won’t create more traffic. But the hope is that most of the new residents will use the non-car options available.

collective agreement will probably lead to a dislocation of current planning and budgeting or the next school year, immense challenges in hiring sufficient suitably qualified staff, lay-offs of employees, change to available school programs, cancelling school programs, creating more classes, moving students to other schools, disrupting programs for special needs students, the provision of additional classroom space (likely through the addition of portables where space permits), and the breaking of contracts with community groups who use school space for their activities as school districts reclaim the needed space to accommodate additional classes,” Harris wrote. BCTF lawyers had argued that the 2002 rules could have been reinstated in time for the September 2014. Harris said it would be unlikely the appeal of constitutional arguments would be complete by then, and if it is successful, the school system would have to be made over again.

Welcome to the driver’s seat
Can Toyota’s Tundra ride alongside heavyweight brands like Ford, GM or Ram?
Tugging at the tails of top selling trucks If there is one segment of the auto business that takes dynamite to get people to change brands, it’s the full-size pickup truck category, I’m sure most of us know of someone who is a “Ford guy” or The Tundra is “Chevy diehard” owner, even as capable as and getting him or her to move to a new many of the domestic truck would be almost brands but in some impossible. ways it still has a way It wasn’t until the last to go to truly be an Toyota Tundra was introduced in 2007 that alternative to Ford, Toyota was a real conGM and Ram. tender. That 2007 Tundra and this refreshed 2014 Zack Spencer model are designed, engineered and even built in America, helping to pull loyal domestic buyers away. The Tundra is even as capable as many of the domestic brands but in some ways it still has a way to go to truly be an alternative to Ford, GM and Ram.
‘‘
’
is a step up from the lower trims but not nearly as supple and luxurious as the new batch of interiors from Ram and GM. Those trucks, in particular, have almost luxury-sedan interiors that make the driver forget they are in a truck. The Tundra, in comparison, is a bit stark, featuring a hard, simple plastic dash and door pieces that don’t compare. The centre screen is smaller than many competitors are, and the screen embedded in the instrument cluster is small. What has been improved is the overall layout of the centre console. The back seat is massive and flips up with just one hand to make room for interior storage. I found the last Tundra to have a very high seating position that limited headroom. This new 2014 seems to have a better seating position, no longer crimping headroom for taller drivers. Drive Powering the Tundra are two V8 gasoline engines. The base model has a 4.6L V8 with 310hp and 327 lb.-ft. of torque. The larger 5.7L has 381hp and 401 lb.-ft. of torque. This is one area that the Toyota cannot compete; there is no V6 offered and no diesel (Ram only), which the domestic makers do offer. By limiting the available engine options and not having a heavy-duty model that will certainly diminish the
number of domestic buyers willing to give Tundra a try. On the road, I was surprised at just how rough the ride is in comparison to the all-new GM trucks, which really are like driving a big sedan. I would also place the Ford F-150 and Ram 1500 a very close second in ride comfort. The Tundra is choppy on rough roads and the noise level is on the high side. Toyota claims to have improved ride quality on this refreshed 2014 model but I am not a fan of the ride. Verdict The Tundra is a capable truck. When equipped it can tow up to 4760 kg, which is on the high side in this class. What surprised me the most was the real “trucky” ride. I have had extensive seat time in all three domestic brands over the past year and I have to say that they are best sellers for a reason – the refinement is rather dramatic. The Lowdown Power: 4.6L V8 with 310hp or 5.7L V8 with 381hp Fill-up: 15.8L/11.0L/100km (city/highway 5.6L) Sticker price: $26,750-$54,000 zack.spencer@drivewaybc.ca
Looks As part of the 2014 redesign, Toyota went about setting up a slightly different look for each of its trim levels. Sold as an SR5, Limited and Platinum, each has a variation of the oversized front grille. The wheel openings are now larger and squarer, framing wheel sizes ranging from 18-inches on the SR5 and Limited and 20-inches on the Platinum. The Tailgate has a soft open feature, stopping it from slamming down, that is fantastic but there is no side step or ladder into the bed the way Ford and the new GM trucks have. Sold as a regular car, double cab or Crew Cab, there is a model for most buyers. Inside Just as the outside was redesigned to have a unique character for each trim, the inside mimics this idea. The Platinum model I tested is covered with a diamond pattern, or quilted look used on the leather seatbacks, side door inserts and dash front panel. It

Coming home to Fairborne’s Ashbury Hill in Surrey By Kerry Vital
Craftsman style and nature are combining at Ashbury Hill, Fairborne’s townhome project that offers two- and threebedroom homes at a great price. Located in Surrey’s Panorama neighbourhood, Ashbury Hill continues to demonstrate Fairborne’s commitment to highquality, beautiful homes. “With meticulous planning and attention to detail, Ashbury
Hill has been designed for your comfort with thoughtful layouts and contemporary finishings,” says sales manager Tara Lok. “Ashbury Hill offers tremendous value.” Among the features you’ll find inside are gourmet kitchens with stainless-steel appliances, granite countertops and tons of storage space, luxurious bathrooms with glass accents and large soaker tubs, and laminate wood flooring throughout the main level. The homes share access to a lush protected greenbelt, giving
homeowners a sense of natural, quiet serenity. “Taking inspiration from its surroundings, the design of this community has been driven by the lay of the land, view lines, and the natural landscaping of the surrounding greenbelt,” says Lok. Move-in ready homes start at $289,900. For more information, visit www.ashburyhill.com or call 604-953-1211.
NEW HOME DEVELOPMENT
Photo by Colleen Flanagan/Maple Ridge News
VillageWalk sales manager Angela Jorgenson notes that the community is already garnering buzz in West Maple Ridge. There will be 23 single-family homes in the project, above right, in a range of three- and four-bedroom floorplans.
West Maple Ridge welcomes VillageWalk to the neighbourhood By Kerry Vital
Quality and location are combining at VillageWalk, an exclusive community of 23 homes that has been garnering plenty of attention from local residents. “People have been waiting for a long time and it’s finally here,” says sales manager Angela Jorgenson. “In just a matter of a few weeks, we’ve had close to 100 registrants expressing interest in the plans and wanting to buy sooner rather than later.”
Developed from a partnership between Woodbrige Properties and local Maple Ridge builder Pivotal Developments, VillageWalk is currently open for pre-sale by appointment only. The show home is expected to be opening in late spring/early summer. However, people have the opportunity to make their selection right now. “The location is one of the biggest selling points so far,” says Jorgenson. “It’s central to everything that’s important, including schools, shopping and leisure activities.”
It’s also just moments from the Golden Ears Bridge, West Coast Express and Lougheed Highway, making commuting very easy from this West Maple Ridge location. The spacious three- and four-bedroom single-family homes are available in a range of floorplans, as well as rancher designs that Jorgenson says are in the process of being designed and have already been the subject of a great deal of interest. “The developers have spent a good deal of time on the plans, ensuring that they are very livable for each of our homeowners,” she says. The homes range from approximately 2,200 to over 2,300 square feet plus basement, built with contemporary Craftsman-style architecture and large patios and decks tailormade for entertaining or relaxing.
Nine-foot ceilings on the main floor contribute to the sense of space, along with oversized picture windows and vaulted ceilings in the master bedroom. The kitchens are fit for a gourmet, with generous over-height cabinetry with shaker-style doors, quartz countertops, a coordinating ceramic tile backsplash and stainless-steel appliances. Recessed pot and under-cabinet lighting perfectly illuminate your tasks. Wide-plank laminate wood flooring is featured throughout the main living areas, along with plush carpeting in the bedrooms and ceramic tile flooring in the bathrooms. Ensuite bathrooms feature their own quartz countertops, along with custom vanities with shaker-style cabinetry. The ensuite also holds a glass shower enclosure with a designer ceramic tile surround, while the main bathroom has a soaker tub as well as a modern ceramic tile tub surround. Full-width mirrors and polished chrome lighting prepare you to greet the day or wind down after a busy week. “We have a great upgrade package, so buyers can customize their home,” says Jorgenson. “People who register with us now can pre-select their home, choose their colour scheme and their lot. And with a location like this in West Maple Ridge, there’s really never been a better time to make that decision.” Homes start at $599,900. For more information and to pre-register, visit www. liveatvillagewalk.com or call 604-465-6524.
