People using Bonsor Recreation Centre could soon get an expanded facility without shovels ever hitting the ground. The City of Burnaby will spend $1.3 million to renovate the busy Metrotown-area rec centre, if city council agrees. New space came available when the Bonsor 55-plus Society moved into its new seniors centre next door on Bennett Street. Polygon Development built that two-storey, 8,200-square-foot building as a community amenity next to its Chancellor at Metrotown highrise condo project at Nelson Avenue. The company gave the city the $2.7 million building in exchange for bonus density. It gave Polygon the ability to add more density than normally allowed under the site’s zoning. Ukraine between rock and hard place: expert Best-case-scenario is face-saving move for Russian leader Putin Wanda Chow
wchow@burnabynewsleader.com
Ukraine is in a no-win situation with Russia. And all we can hope for is that cooler heads will prevail, says a local expert in international security. Simon Fraser University history professor André Gerolymatos said Russia’s recent influx of troops into the Ukraine’s Crimean area is “naked aggression.” The situation has “plunged the world into crisis.” But it’s just the latest in moves that have put the superpower in control of its smaller neighbour off and on since the 16th century. In 1954, then-Soviet leader Nikita Khrushchev gave the Crimean peninsula to Ukraine as a goodwill gesture, he explained. It didn’t matter much at the time because Ukraine was still part of the Soviet Union. That changed after the Iron Curtain fell and the Soviet Union came apart. In 1994, the two countries cut a deal. Ukraine would give up all its nuclear weapons. In exchange, Russia would honour its neighbour’s boundaries, including Crimea. More recently, after Ukraine went through a time of economic
chaos, the European Union approached it about joining the EU. Russia then offered $15 billion to Ukraine to stay put, and former president Viktor Yanukovych agreed. After months of peaceful protests in Ukraine, Yanukovych ordered the military to turn on the protesters. That ultimately led to the president being toppled, forcing him to flee. In part, Russia’s interest in Crimea is due to its large ethnic Russian population. But more important, it’s home to Sevastopol, the only year-round, warm-water port Russia has access to, said Gerolymatos. That’s where its battlefleet is stationed. If Ukraine joins the EU and takes Crimea with it, Russia would be completely hemmed in, losing all military access to the sea. Russia’s military presence in Crimea is illegal under international law and breaks its treaty with Ukraine. But Western powers have few options, he said. The U.S. won’t go to war with Russia over this. And the EU won’t accept heavy economic sanctions because 40 per cent of its natural gas comes from Russia via pipelines through Ukraine. “If they upset [Russian president Vladimir] Putin he can

just turn off the gas.” Prime Minister Stephen Harper’s warned that Russia could get kicked out of the G8 group of world leaders. But Gerolymatos said that would be an extreme and dangerous measure. He suggested it would force Russia to react, and along with cutting off the flow of gas, it could decide not to abide by any international laws. The situation also raises the spectre of a larger agenda, he said. Lithuania, Estonia, Latvia and Poland also have significant ethnic Russian populations that Russia could decide to move in to protect.
“Is this the beginning of Putin trying to reconstruct a Russian empire?” Gerolymatos is hopeful Putin will have a face-saving move in the works. As for whether Putin might decide to take over the rest of Ukraine, he’s not convinced. “He will more than likely sit back and allow Ukraine to disintegrate into chaos and maybe down the road take it over. Or install a Russian puppet which would be a lot more sensible.” Right now it’s a very dangerous situation, he said. With a major power’s armed forces in play, all it would take is for accidental
gunfire to lead to a full-scale military altercation. Burnaby resident Paul Cipywnyk is two generations away from ever having lived in Ukraine, but he’s been glued to the Internet and TV for any news of the conflict. He’s heard through family that distant relatives in southwestern Ukraine are okay but worried. Fortunately, they’re away from the areas of recent military action. He noted that there is a clear divide between people in western Ukraine who support closer ties with the EU and eastern Ukrainians who want to stick with Russia. Cipywnyk said the scenario seems all too familiar to Russian imperialism taking over Ukraine during Czarist and Soviet times. Even populating Crimea with ethnic Russians was part of the Russia’s plan to maintain a claim over the region, he said. “It’s very worrisome,” Cipywnyk said. “I don’t have a very positive outlook on this.” Ultimately, said Gerolymatos, Ukraine faces not getting either the $15 billion offered by the Russians or any EU aid to get them out of its economic mess. “Everybody stands to lose in this scenario and Putin knows that. This is why he’s exploiting it. The question I think is, who wants to lose more?”

With the seniors centre gone, the city plans to renovate the 3,300 square feet of space left vacant on the upper floor of Bonsor. Current users of Bonsor helped shape the plan, providing input on the design, said a city report. A 2,000-square-foot room with a sprung wood floor will host dance and fitness classes, and social events. There will also be an 800-squarefoot room with a sports floor for a spin-cycling studio like the one at Cameron rec centre. It will be enough room for 21 bikes and space for personal training
sessions that are in high demand. As well, there will be two 100-square-foot studios added for music lessons that will be a more efficient use of space. Currently they’re often scheduled in rooms that are larger than necessary, a city report said. The renovated space will also create an area for people to gather while waiting for programs to start or finish. The city estimates the added space will serve 2,000 more people per week, or about 100,000 per year, the report said. newsroom@burnabynewsleader.com

The current statistics from the Better Hearing Institute are that one in six baby boomers have hearing loss and 3 in Over 10 of people over 65 have hearing loss; seniors in their 80's have greater than a 50% incidence of hearing loss. However, keep in mind that these statistics don't tell the whole story. Almost everyone in prizes knows at least one person who has a hearing loss that is affecting communications but resolutely refuses to acknowledge or do anything about it.

If your child's babysitter is one of the 24 million people who need hearing aids and don't have them, there could be serious problems. Effective caregivers need to be environmentally vigilant to assure the safety of your child; the ability to hear is a key component in assuring the safety of your child. The risks of not hearing a smoke or carbon monoxide detector, an intruder, or a child crying in the backyard could be fatal or result in an injury. Spending too much time speech reading while driving can cause a crash, as can failing to hear a siren. Older children have been known to take advantage of an adult's hearing loss to get “permission” to do something the adult wouldn't agree to if they understood what the child said.

Before heading out for that weekend, consider this: General Child Care A 66-year-old man was aggravated that his wife dragged him in to a hearing evaluation, and decided that he did not need the amplification the audiologist recommended. (His wife just didn't talk right.) 18 months later he was back. While watching his threeyear-old grandson, the child had opened the screen door of the living room while his grandfather was there and wandered down the street. A neighbour found and returned him, and the family forced him to get his hearing checked and get amplification if he was ever again to sit with his beloved grandson. After reluctantly getting his hearing aids, he returned two days later, laughing and shaking his head. “What a fool I have been. This is not bad at all.”

NEWSLEADER’S VIEW:
QUESTION OF THE WEEK:
Still in the pink?
LAST WEEK:
When something subversive yet important is co-opted and adopted by almost everyone, does it still have meaning? Does it still have value? That’s the question that can be asked now that Wednesday’s Pink Shirt Day has taken hold across North America. In seven years, Pink Shirt Day has grown from a spontaneous and risky act of protest by two students in Nova Scotia to an international campaign. It has spurred political action, spread awareness that bullying can be challenged with education and understanding, and generated thousands of dollars for antibullying programs. Millions now don pink T-shirts at their schools and workplaces to let people know they are against bullying. But when has anyone ever been for bullying? Bullying is an insidious cancer that has long existed in the human race. It goes on behind closed doors, in back alleys and on the Internet, but also in the open in workplaces and classrooms. It also must be recognized that for kids, bullying is nuanced behaviour stemming from psychological issues, requiring sensitivity, not labelling. Pink Shirt Day has been valuable in getting us to face the truth that society has long sanctioned bullying—rewarded it even, enabling bullies to become powerful in the workplace, and anywhere people collaborate. But as a catalyst for change, has Pink Shirt Day run its course now it’s as ubiquitous as Santa Claus? Does pink on everything from cars to cupcakes help kids tormented by online trolls or workers cowed by bullying colleagues? Spending money for programs to change behaviour and attitudes is a good thing. But it may be time for another subversive act of protest, something kids themselves come up with that has nothing to do with adults and their agendas. – Black Press

Our approach to Math doesn’t add up Canada has slipped from the top 10 in Math scores worldwide. But let’s not fret and blame. Let’s just work harder and longer at Math. A great deal of Math teaching and learning comes done before a child reaches kindergarten. But children arrive in Grade 1 with differing levels of Math skills. Some can count to 100 and some cannot count to 10. Some understand ordinal numbers (first, second, third) and some do not speak English. A few have no idea of what those squiggles on a paper mean. And of course children learn at differing rates, and retain learning to differing degrees. Confident students who started the school year ahead in Math continue to learn. The classroom teacher tries to provide extensions to the curriculum as a challenge for them. And the teacher must split herself and her Math period between two or three learning groups at different levels. She must create seatwork and hands-on activities for two or three levels of competence. And she must do all this while keeping her special needs children and “behaviour” children learning
Anne Hopkinson too. It could be a 45-minute period depending on school scheduling. How much time are they getting? You do the Math. It’s possible. But it needs more time than we currently provide. Problem is, the primary curriculum is too broad. It contains too many learning outcomes that are not as important as the basic skills. Of course we can teach probability in Grade 2, but do we need to? What about the third of the class still counting on fingers or number lines? They could do with some extra time on basic operations. Cut some of the 24 learning outcomes for Fine Arts. Cut some of the Personal Planning curriculum: career exploration and substance abuse prevention, for example. Do seven and eight year olds need to spend valuable classroom time learning Economy and

Technology, or Politics and Law? The last one is a kicker, “Describe the function of local government.” Really? While all these subjects are important, none is as crucial as proficiency in Math and Language Arts. A seven-year-old who feels unsuccessful at Math is a travesty. He may say, “I don’t like Math,” when in truth he doesn’t like feeling incompetent in Math. When parents cry out for back to basics they may mean arithmetic: number facts. Students need the confidence of memorized facts when they go on to tackle measurement, fractions, or geometry. Some students in high school count out answers to simple operations or rely on a calculator. They don’t feel confident; they feel embarrassed. And they don’t feel like persevering with Math. I think we need 90 minutes of Math a day. Make the lessons exciting, hands-on, and openended. Let the lessons include drill (repetitive practice) for those who need it. Let children find success. school day or the school year? Or, if that is just too radical to consider, then reduce curriculum. Even without the panic about falling Math scores we need more time in school or less course material in the early grades. Curriculum continues to expand while the school day is still five hours, and the school year is still 190 days. 365 – 190 = 175 days not in school. Would two more weeks in class be so onerous? Concentrated classroom time can be raided by assemblies, prep time scheduling, neighbourhood clean-up, and daily gym time. It takes 45 minutes for a 30-minute gym period with seven year olds. Fortunately, most primary teachers are sensible people who know the basics are necessary for young children. They fight to protect time for core subjects. And then there’s concentrated time at home. Games, flashcards, apps, and help with homework. It’s worth it—you do the Math. Anne Hopkinson is a former elementary school teacher.

It’s time to make cyclists get a licence Re: Judge orders cyclist to pay $226K (NewsLeader, Feb. 26) After reading about Mr. Jang’s terrible injuries, I was more apprehensive about cyclists as I walked today. I watched as a cyclist almost clipped me as he rode between myself and another pedestrian. Another cyclist rode through a red light. A third one rode on the sidewalk (where he shouldn’t be) the wrong way. I know not all disobey the rules of the road, but all it takes is one to destroy the qualify of your life. To not be able to walk would affect my life. Power walking is my major exercise. Let’s license cyclists, so if any accident occurs between a pedestrian and a cyclist there would be legal recourse. Perhaps it would lead irresponsible cyclists to become more responsible, if they fear ending up in court. Donna Polos Burnaby
SOME SYMPATHY FOR THE CYCLIST Re: Judge orders cyclist to pay $226K (NewsLeader, Feb. 26) I feel for the poor fellow who lost control of his bike. My opinion is that we are not responsible for one’s career because of his lack of English. We welcome so many people with open arms into our country. Mr. Jang has been here for 30 years. Lots of time to learn our language. It is also for free. I don’t understand. Why is this judge making someone pay this much for this accident? People plow down and kill people all the time. Most of them walk away. This person is getting money because he refuses to learn our culture and language. How discriminating. I do not feel the man on his bike is protected. In order for Mr. Jang to get this nice retiring sum, he should have to learn our language. Sue Garbe Burnaby
IN THE BUSINESS OF FLEECING THE POOR Re: City eyes no-go zones for payday loans (NewsLeader, Feb. 28) Thank you to Acorn for scrutinizing the shady payday loan industry, and to Coun. Colleen Jordan for exploring ways the City of Burnaby can limit these vultures. I think the fact the provincial government allows loans up to 23 per cent per month is something few people are aware of. On a compounded annual basis that means that it is legal in B.C. to charge 1,100 per cent interest on loans. To put this in perspective, the prime lending charged by banks is about three per cent. So while middle class and wealthy people in B.C. take out loans at little expense, our government lets payday lenders charge the working poor 30 to 40 times the rate. It’s not surprising there are so many payday loan outlets, when fleecing those who can least afford it is condoned by the provincial and federal governments. Murray Martin Burnaby
THIS IS NOT AN INCREASE IN SERVICES Re: Veterans getting more help, not less (Letters, NewsLeader, Feb. 26) Ziggy Eckardt says veterans are getting more services, not less. Despite the closure of Veteran Affairs Offices, he says, they are now served by 650 more offices in another department. The 650 offices are Service Canada Centres. These are already overburdened with people needing help with immigration issues, employment insurance, and a host of other things. Now the Conservative government is going to add one more task to these busy offices? If Mr. Eckardt has visited one of these centres, he will know they are extremely busy all day, every day. If he is naive enough to think Ottawa is going to place someone in each of these 650
offices to work exclusively with veterans, he is mistaken. Chances are they would replace someone who has been laid off. This is not an increase in service for veterans. It is instead one more insult to our veterans by this government. This government has no problem sending military personnel into harm’s way. But when they return injured or damaged mentally, they will no longer offer them pensions if they cannot work. Instead they offer a lump sum payment of up to $250K, and cut them loose to fend for themselves. This is disgusting considering these same politicians are willing to award themselves gold-plated pensions and lifetime medical benefits after just six years in office. My hope is that no one votes Conservative in 2015. They are a disgrace, and they do not deserve support. And this is coming from someone who has always voted Conservative. Wayne McQueen Burnaby
HOLLOW PROMISES Re: Liberals offer little with latest budget (Column, NewsLeader, Feb. 26) Kudos to Adrian MacNair for his article on the B.C. Liberals’ latest budget. The humorous way he describes the party and its less-than-palatable budget is outstanding! it made me want to read it twice. I would only add one thing. The difference between little Johnny’s bedside prayer and the Liberal party is the fact Johnny is honest about what he wants to do when he grows up. Christy Clark? She says what British Columbians want to hear, but has no idea how she’s going to deliver what she promises. Or if it’s even possible to do so. Frank Di Cesare Burnaby

I really have a hard time hitting the balls as far as my pals. What can I do to hit it further? 1.
Lack of Balance through the swing. Many players stand too far from the ball and the result is they cannot maintain their balance. Try and feel your weight on top of your shoelaces and not on your toes. Notice how you will feel your legs and back now become much more engaged in the swing
2.
The club does not give a direct hit to the swing. A great drill to sense the face angle and the club head path is to hit balls with your driver (on the range) with a full swing , with the idea of hitting the ball only a 100 yards. By doing this you will start to feel the club head angle at impact as well as the club head path.
3.
The club head does not achieve a natural “whipping” action through impact. The process of gripping the club tighter gives a false sense of increased power. A great drill to feel a proper release is to hit balls with your hands apart. The drill will force your hands to “release” through the ball. Slowly bring your hands together but try to swing the same as you did with your hands apart. You will be developing a natural release of the club.

Farnworth first in for NDP leadership Tom Fletcher Black Press
After finishing a close second to Adrian Dix in 2011, Mike Farnworth says he is running for NDP leader to correct the party’s mistakes of 2013. Appeal court upholds roadside suspensions Tom Fletcher Black Press
VICTORIA – B.C. police will continue to impose 90-day driving suspensions and seize vehicles of drivers who fail a breath alcohol test, after a constitutional challenge was turned away Monday by the B.C. Court of Appeal. “It’s a matter of public safety on our roads, and so we’re carrying on with the immediate roadside prohibition program,” Attorney General Suzanne Anton said Monday. The law was challenged by six drivers who had Attorney General Suzanne Anton either blown a “fail” reading on a roadside blood criminal proceeding, nor alcohol screening device, or does it lead to true penal refused to blow. For those who blow in the “impaired” range of 0.08 or higher, police have the option of imposing a 90-day driving ban, a $500 penalty and impounding the vehicle for 30 days instead of laying a charge. After an initial court challenge, the law was amended to require police to offer a second roadside test to anyone who fails, and to advise drivers they can appeal their suspension to the Superintendent of Motor Vehicles.

Burnaby company wins glory for heritage reno Mario Bartel
photo@burnabynewsleader.com
A New Westminster heritage home is basking in its restored glory and the Burnaby company that did the work is celebrating its first Georgie award. Sasen Design and Development was recognized for best residential renovation between $100,000 to $299,000 at the recent awards’ gala in Vancouver that celebrates the province’s best home builders and renovators. It’s the first Georgie for Sasen, which was founded in 2004. But it was also the first time they’ve entered, said principal William Senf. The winning reno, at 431 Queens Ave. across from Tipperary Park, was more like a year-and-a-half archaeological study, said Senf. That’s because as work crews kept peeling up the ugly brown stucco that had sheathed the house since the 1970s, they uncovered resplendent original architectural features hidden away underneath. Some of those, like the original clapboard wood siding, were in good shape. Others, like solid fir columns, had been wrapped in layers of chicken wire. And two corbels that are used to support

structural beams had been moved to a different part of the house. Working with heritage architect Eric Pattison, Senf and his crew of carpenters restored to original condition what they could, and contracted local craftsmen including a luthier (maker of stringed instruments to faithfully recreate elements that couldn’t be saved. “It’s very challenging and very satisfying,” said Senf of the research and attention to detail often required of heritage renovations. Not that they’re unfamiliar with such challenges. The company has been involved with renovations on some of

the heritage buildings at Burnaby Village Museum. “With heritage, there’s a lot more finishing craft, it’s a lot more work,” said Senf. “It represents a level of craft that isn’t typical.” In addition to restoring the home’s exterior, Sasen also
replaced its roof and did a number of renovations to the interior including a new kitchen and laundry room. Sasen was also a finalist for best residential renovation between $500,000 to $799,000 for a project in Burnaby.

Income tax season breeds new scam, police warn Instagram users among targets in BBB’s top-10 scams Jeff Nagel Black Press
Fraudsters are impersonating Canada Revenue Agency officers to target Lower Mainland residents with a new phone scam that keys on income tax season. It’s not on the list of top 10 scams for 2014 announced Friday by the Better Business Bureau because reports have just begun to surface about the unlikely sounding fraud. Scammers who claim to be federal revenue agents accuse victims of owing back taxes and warn a warrant for their arrest will be issued if they don’t pay up pronto. “They’re quite threatening and they’re quite aggressive,” Vancouver Police Det.-Const. Linda Grange said. Victims are persuaded to buy gift cards in amounts of up to $2,500 from major retailers and phone back with the activation codes. In two recent cases, the cards were for Home Depot and Safeway. Other victims sent
money orders. “They’re very convincing,” Grange said. “You panic and you think there’s a warrant and all of a sudden you’re running off to the store to get a gift card.” The scam may become “quite prevalent” as the deadline to file income tax returns nears, she said. Grange said the VPD also continues to field large numbers of complaints about fraudulent ticket selling through online sites. “If you’re going to buy a ticket on Craigslist or Kijiji or any other website there’s a huge, huge chance it’s fraud,” she said, estimating over half of tickets advertised on the two big free classifieds sites are bogus. “You’re not going to get to the concert or event. You’re going to lose your money. It’s rampant.” Some sellers purport to have a receipt for the tickets, giving an impression of legitimacy, but the receipt is usually a fake as well. Grange said some perpetrators caught recently by investigators turned out to be
young kids who were even more convincing because they talked about having to get home to do homework. “They make you trust them, but you can’t trust them because they’re taking up to $1,000, putting it in their pocket and they walk off.” She recommends using only authorized sellers. Better Business Bureau of Mainland B.C. president and CEO Danielle Primrose said one of the top 10 scams highlighted for this year targets Instagram users. Scammers post images on the photo-sharing app of tempting prize giveaways, purportedly from big brands and retailers. But the images link to other websites that try to get credit card information and Instagram users end up helping the scam by widely sharing in order to qualify for the fake contest. For the BBB’s full list of 2014 top scams and tips to avoid them, see mbc.bbb.org/top-tenscams. For avoiding investment or tax scams, see the B.C.
