Three protestors were arrested Friday night after chaining themselves to a gate at Chevron’s North Burnaby refinery that morning to draw attention to concerns about fracking and climate change. They were arrested at about 10:30 p.m. after ignoring a court order that Chevron had secured, said Burnaby RCMP Staff Sgt. Major John Buis. They were released on a promise to appear in court at a later date. Police are reviewing the case with Crown counsel to determine whether any charges will be laid. Charges are being contemplated for contravening a court order and mischief, Buis said. A press release issued by spokesperson Shirley Samples identified the three as Dan Wallace, Mia Nissen and Adam Gold, and noted they are not associated with any organizations. “We want to demonstrate the extreme measures that ordinary citizens are willing to take,” said the release. please see pROTeST, A3

Brewing a sip of Belgium in Burnaby Mario Bartel

photo@burnabynewsleader.com

It’s a long way from brewing beer as a hobby to producing 100,000 litres a year for pubs and liquor stores. Ben Coli’s journey took him via Laos and Belgium. It landed him in a warehouse in the Lake City area where last Wednesday he began bottling his first batch of Dageraad Amber ale, one of two Belgian-style beers he and his brewing partner Mitch Warner plan to produce in Burnaby’s newest craft brewery. The other will be a Belgian Blonde. Coli, 37, was tramping around southeast Asia on the cheap when he befriended a group of travelling Belgians. One of those friendships blossomed into a longdistance relationship, fostering frequent forays to Flanders. During those visits, Coli said he fell in love with

Belgium’s beer culture. He spent languid hours on the brasserie patios around Dageraadplaats, a neighbourhood square in east Antwerp, sampling the various flavours and styles, each distinct to their brewmaster or region of origin. Some were fruity. Some were spicy. All of them were complex and wonderfully drinkable. When Coli, a brewing hobbyist who boiled mash on his porch, returned home to Canada, he set out to replicate some of those flavours. His first sip transported him back to that square in Antwerp. He tinkered with the recipe, altering the yeasts and grains to learn how the flavour and character of his beers changed. He read brewing books, mined websites for knowledge. He travelled back to Belgium to visit some of the country’s 700 breweries, talk to the brewmasters, maybe learn some of their

Ben Coli has turned his basement beer brewing hobby into a new commercial craft brewery that will be able to produce 100,000 litres of Belgian-style Ambers and Blondes a year.

secrets. He signed on for brewing school in England to learn how to scale his hobby into a commercial venture. In January, 2013, Coli decided the time was right to turn his obsession into his vocation. “I needed something to make me happy,” said Coli,

who has a business degree and worked in areas as disparate as property tax consulting and writing. “It’s a leap of faith.” It was also a perilous dive into red tape and bureaucracy. In the months after securing space in the Lake City warehouse, Coli had to deal with four levels

of government to secure all the proper permits. He hired an architect, engineers and consultants to help design his brewing system. “You don’t know how long it’s going to take, you don’t know how much it’s going to cost,” said Coli. “There’s no turning back.

You have to go forward, there’s no choice.” Coli and Warner aren’t just Dageraad’s brewmasters. They’re also the bottlers, marketers and distributors. That means wearing out a lot of shoe leather visiting pubs and private liquor stores when they’re not tending to their giant stainless steel boiler and five brewing tanks. With B.C.’s craft brewing industry becoming more and more crowded as new labels pop up almost every few months, it’s a competitive market. Coli is confident he’s found a niche. “The beer market is still maturing,” said Coli. “Sooner or later in your beer journey, you come to Belgian’s. I’m going to add novelty just by being here.” • To learn more about Dageraad, and to find out where it’s available, go to www.dageraadbrewing.com.

Protest action did not affect refinery operations ⫸

continued from FRONT PAGE

“We want to show that each person has the ability to act, and that we must act for the sake of ourselves and future generations. Like many others taking a stand, we feel a moral obligation.” They oppose Chevron’s Pacific Trail Pipeline proposal, a 487-kilometre natural gas pipeline between Summit Lake, B.C. and the Kitimat Liquid Natural Gas facility site at Bish Cove on the northwest coast of B.C. Samples’ statement said the trio intended to stay locked to the gate until Chevron and its partners withdraw permit

applications and stop all construction on the pipeline. They were using bicycle D-locks and chains secured to the metal posts to stop truck traffic into the refinery, it said. But the protestors were chained to the Eton Street gate, and not the main gate on Willingdon Avenue, said a somewhat puzzled Jorges Marco, spokesperson for the Chevron Burnaby refinery. As a result, the action was not affecting the refinery’s operations at all, Marco said Friday afternoon. “We continue to be able to move product safely.” The protestors were already

chained by 8 a.m., he said., and on Friday afternoon they had about 10 supporters keeping them company in the “peaceful” protest. Chevron beefed up its security, calling in additional security staff to assist. “At Chevron, we always respect every individual’s right to express their opinions,” Marco said. “Right now, our focus and our concern is mainly safety, safety of everyone, including the protestors, our personnel and the safety of our operations in general.”

KINGSWAY & WILLINGDON, BURNABY

Judge sides with Amacon Wanda Chow

Shortly after the deal closed, an Amacon official inspected the building’s interior. On the second floor he found a grow-op of about 225 marijuana plants, and licences posted for two Vancouver-based growers. Amacon issued a notice of termination of the lease and demanded possession of the property, effective immediately. The tenants took court action to dispute Amacon’s right to evict them, and hired a 24-hour security guard to prevent the developer from re-entering the premises. They also removed the grow-op by Jan. 7. Amacon bought the property as one of four sites it plans to redevelop in the future, said Brown in her judgment. It did not inspect the building’s interior before the deal closed. But it did ask a roofing company to inspect the roof last November to determine if any repairs would be needed over the two-year lease. It was an employee of the roofing company that informed Amacon about some defects in the roof and the smell of marijuana. Amacon had Mr. Shapiro, the real estate agent acting for both parties, to ask about the issue. “Mr. Sigurdson (of the

tenant group) said that he was not aware of an illegal The owner of a masonry operation going on there. Mural gets community graffiti cleanup Most comes off easily thanks to anti-graffiti coating Wanda Chow

The community came out on a sunny Friday afternoon to help local artist Todd Polich clean up two of his Burnaby murals recently hit by graffiti. About a half dozen volunteers were helping out at “Connected Oceans,” a mural on Beresford Street near Royal Oak Avenue depicting humpback whales. An hour into the effort, people continued to approach Polich asking how they could lend a hand. Most of the vandalism was coming off relatively easily, thanks to an anti-graffiti coating he had applied. But SAVE

one section would have to be repainted, Polich said. That’s where it had been hit by graffiti months earlier and after he had cleaned it up, didn’t get around to re-applying the special coating. But he took it all in stride. In addition to repainting the vandalized section, he planned to make additions—a shark here, a turtle there. Even Burnaby RCMP Chief Supt. Dave Critchley paid a visit as a show of support. Burnaby Mounties continue to investigate, working with Transit Police and police in Vancouver and New Westminster, to identify those responsible for the vandalism, he said. “I’m confident we are working towards a BORROW

successful conclusion on this investigation.” Critchley noted that Burnaby city hall is a big supporter of anti-graffiti programs. In addition to a city staff person dedicated to the issue, Burnaby RCMP has the only police officer in B.C. who works full-time on graffiti investigations and prevention, he said. That officer, Const. Shelby Murphy, was also helping out in the cleanup Friday. “One of the first symptoms of a community with ills is graffiti,” Critchley said. “This is a community project that’s been defaced by someone. As a community we’re saying we don’t accept that.” twitter.com/WandaChow

NEWSLEADER’S VIEW:

QUESTION OF THE WEEK:

Confidence deficit

LAST WEEK:

Kinder Morgan has a big job ahead of it to convince the public that its $5.4-billion oil pipeline twinning project is worth doing and won’t hurt parks, waterways and public property. True, the company can win regulatory approval but without public acceptance, the project will struggle to get built. Kinder Morgan must then work doubly hard to provide reasons to change the routing for its project, now slated to go through at least three Metro Vancouver regional parks. In Burnaby, there are worries about increased oil tanker traffic in Burrard Inlet at the Westridge Terminal, the proximity of its tank farm and the proposed route to homes and schools, and now a proposal to tunnel underneath Burnaby Mountain Conservation Area. Tri-City environmentalists are concerned about a proposal to assemble the pipeline at Colony Farm Regional Park in Coquitlam, although the company says every effort will be made to minimize impacts and provide habitat enhancement. The twinned pipeline would cross into the Brunette River Conservation Area and along the Brunette Fraser Regional Greenway before reaching Burnaby Mountain. The Brunette is a salmon enhancement success story and you can bet stream stewards don’t want an oil pipeline anywhere near there. The company says it has had success operating in environmentally sensitive areas. What’s odd about this regulatory process is that the company still seems to be investigating its options while at the same time justifying its plans to the National Energy Board— every change to routing seems like a Kinder surprise. While there may be sound reasons for these adjustments, and flexibility is good if it’s in response to practical and citizens’ concerns, the provisional nature of the process doesn’t inspire confidence. —Tri City News/Black Press

Farmland fate a test for parties VICTORIA – The B.C. Liberal government’s bill to divide the Agricultural Land Reserve into two zones has passed, after one of the nastier exchanges I’ve seen in a decade covering the B.C. legislature. “You’re all a bunch of corrupt liars,” NDP agriculture critic Nicholas Simons yelled as the government cut off a long and mostly repetitious debate that dominated the final days of the legislature session. Not to be outdone, cabinet minister Bill Bennett replied to Simons’ heckle about Kootenay rancher Faye Street, one of Bennett’s most vocal supporters as he pushed through changes to the land reserve to ease land use restrictions in rural zones. Bennett advised Simons to offer his remarks to Street in person. “She’ll kick your ass,” Bennett said. The on-the-record debate wasn’t much better. Columbia River-Revelstoke NDP MLA Norm Macdonald summed up his party’s biggest objection with his charge that “a bunch of Liberal political hacks” will be appointed to regional

Tom Fletcher tfletcher@blackpress.ca

panels of the Agricultural Land Commission. The government’s scheme, Macdonald and other NDP critics predicted, is to unleash a flood of ALR land removals, to enrich B.C. Liberal supporters by allowing development on productive farmland. That might be a valid concern, but there are a couple of factual problems. First, every appointment to the ALC, at the regional or provincial level, is made by the B.C. government. It’s been that way since the Dave Barrett administration set it up in 1973. Second, the regional panels are not new. The B.C. Liberals imposed them in 2003. If this was their method of corrupting the process to dismantle the ALR, that would have largely happened in the years since. Surely by this time they would have found

7438 Fraser Park Dr., Burnaby, B.C. V5J 5B9 newsroom@burnabynewsleader.com burnabynewsleader.com | newwestnewsleader.com

enough greedy political hacks who hate farming to subvert the process. I’ve written before about the legitimate concerns of places like Merritt and Vanderhoof and Dawson Creek, where some ALR rules and decisions simply don’t make sense. Strict secondary residence rules are needed in areas with non-farm development pressure. In most rural areas, they are a mistake, and are frequently ignored. The debate wasn’t entirely devoid of honesty and civility. Macdonald interrupted his string of baseless accusations to note that under the current system, 75% of exclusion applications in the Kootenay region are approved. If that’s the case, what is really broken that needs to be fixed? It’s a good question that the government did not adequately answer. And credit also goes to the new agriculture minister, KelownaLake Country MLA Norm Letnick, who inherited a public relations mess left by the brief and boneheaded performance of Peace River North MLA Pat Pimm.

Braving the heckling at the end, Letnick put aside his partisan talking points and gave his personal assurance that the government’s intention is to support farming in those places where non-farm income is the only thing that keeps people on the land. As soon as the theatrics had died down, the NDP sent out a fundraising plea to its members to help “save” the ALR. The party is broke and desperate after losing its fourth straight election, and hopes to activate its declining donor base by portraying the changes as the imminent slaughter of its most sacred cow. Voters have three years before the next election to assess this situation. If there is a flood of exclusions of prime agricultural land, then the NDP will be able to make its case that its warnings were at least partially true. If this does not take place, then the government’s position will be vindicated. We’ll find out the truth. Tom Fletcher is legislature reporter and columnist for Black Press.

More transit needed I have been hammering away at the global warming issue for some time, and I will continue to do so until we change our policies, although it may already be too late. Bosnia has recently been subjected to worse flooding than anyone can remember. A quarter of the country’s population, or a million people, has been affected by the floods. Disasters like this can wipe out any country. But who cares about Bosnia? That’s way on the other side of the planet. Closer to home, the huge wildfires in California have caused some people to coin a new word: firenado. The entire state of California is currently experiencing severe drought. This is also causing crop failures, and the price of certain foods will rise significantly. We are already seeing some of that. Of course, people on fixed incomes will be hit hard by food price increases. As to policy changes, the immediate need is for city dwellers to stop driving cars. I am not recommending that people walk or ride bicycles. In order to get people out of cars and still keep the economy running, we need an effective public transit system. The other day, I stood at the bus stop for almost an hour

before I gave up, and this was on a Saturday in the middle of Burnaby. Nobody is going to abandon their car for such a system. There needs to be a massive investment in the public transit system right now. We cannot afford to wait on this until Richmond is 10 feet below sea level. Victor Finberg Burnaby

COMMITMENT TO HANDYDART LACKING Re: Extra $1m for HandyDart plowed into taxis (NewsLeader, May 23) The statement by Doug Kelsey, TransLink’s chief operating officer, that “recent taxi industry training has virtually eliminated past problems” with taxis replacing dedicated HandyDART drivers would be laughable if the issue were not so serious. Similar quick-fix training programs for underpaid taxi drivers across North America have typically been resounding failures, with sometimes fatal consequences for vulnerable riders. And the new taxi training program has not even been implemented outside the City of Vancouver. The HandyDART service crisis is a direct result of provincial government decisions.

When elected mayors and councillors sat on the TransLink Board, they increased HandyDART service hours by about five per cent per year to keep up with demand. But after Premier Gordon Campbell imposed an appointed board in 2008, HandyDART service hours were frozen and HandyDART trip denials soared to 42,000 in 2013, an eight-fold increase in four years. We are hopeful that the mayors will include a substantial and ongoing increase in door-to-door HandyDART service provided by dedicated drivers in the transit referendum package they are preparing. We want a reason to campaign for the ‘yes’ side in the upcoming transit funding referendum, and substandard curb-to-curb taxi service that endangers the most vulnerable HandyDART riders is not worth campaigning for. The site of the Mountain Shadow Pub in North Burnaby is being proposed for a redevelopment. A rezoning application has been made for the property at 7174 Barnet Rd., on the southeast corner at Pandora Street, to allow for a threestorey, mixed-use project, says a city staff report. The Craftsman-style

project would include a small commercial space on the ground floor, 21 stacked townhouse units and underground parking with vehicle access from Barnet Road. The housing units would comprise nine studios of about 540 square feet, 11 twobedroom units of about 1,075 square feet, and one threebedroom unit at 1,084 square feet. The property was vacant until 1979 when Burnaby city council approved a rezoning to allow the neighbourhood pub to be built. The property owner

Horses to stay at Bby Lake

MARIO BARTEL/NEWSLEADER

Teachers at Byrne Creek secondary school walk the picket line as the BCTF’s campaign of rotating strikes hit Burnaby last Thursday. Teachers were out again on Tuesday in Burnaby.

The horses aren’t going anywhere. A report to Burnaby council by Dave Ellenwood, the city’s director of parks, recreation and cultural services, recommends the city renew its lease of land, barns and riding rings at the east of Burnaby Lake to the Burnaby Horsemen’s Association. The renewal is for five years, at a dollar a year, with options for two more five-year terms. The association has operated the facility for almost 45 years.

Over the past three years, the association has spent more than $175,000 to replace roofs, repair siding, upgrade surfaces and fix structural problems in the barns. Ellenwood said the association has demonstrated a commitment “to upholding the welfare and safety of horses,” as well as to volunteerism.

Tuning up for Worlds The SFU Pipe Band is getting in tune as it prepares to bounce back from a fourth-place finish in last year’s World Pipe Band Championships. The band, which had placed in the top three at the

annual showcase of the best pipe bands for 14 years in a row until last year, won all four of its events at the Victoria Highland Games last month. Competition included the L.A. Scotts, the top band in the U.S. The competition was also the first for several new players in the band, including Geig Wilson, a piper from Scotland, Seumas Coyne, a piper from California, Graeme Mack, a local tenor drummer, and Steve Foley, a bass drummer from California. The band will compete at the Harris Tweed Hebrides Tattoo at historic Stornoway Castle and the world championships in Glasgow in August.

Brendan Lancaster was the top STM golfer finishing third with a 36-hole score of one-over par 71-74-145.

Soccer squad third at AA STM’s senior girls soccer squad defeated Nanaimo District secondary 1-0 on penalty kicks to finish third at the B.C. AA championship in Penticton on Saturday. The Knights lost their bid for a provincial title when the Lambrick Park Lions prevailed 1-0 on penalty kicks in a semifinal Friday. The Lions lost the final 3-2 to the host Princess Margaret Mustangs from Penticton. St. Thomas More went through pool play with an unblemished record. They began by edging the Duchess Park Condor of Prince George 2-1 and downing the Valleyview Vikings of Kamloops 3-1 Thursday. They then moved into the final four by defeating Delta’s Sands Scorpions 1-0 Friday morning.

Ben Steele of St. Thomas More competed in the javelin at the 2014 B.C. High School Track and Field Championships in Langley on Saturday.

play to finish 13th at the AAA championship in Vancouver. They began the tourney Thursday with a 2-1 loss to Coquitlam’s Centennial Centaurs before beating Heritage Woods Kodiaks of Port Moody 3-2. On Friday, Oak Bay edged North 1-0 to take first place with three wins while the other three teams all had 1-2 records.

Despite the Vikings having the best goal differential of the three, officials threw out each team’s results against Oak Bay and declared Burnaby North as the last team in the pool. The Vikings then went on to defeat the Lake City Scarlet Fever of Williams Lake 3-2 and Mount Baker Wild of Cranbrook 7-1 to finish 13th.

Lakers off to strong start The Burnaby Lakers may have been the last team to play but when they finally hit the floor they did it in fine style winning their first two games. They began their Western Lacrosse Association season with a New Westminster native and a former Salmonbellies Mann Cup goalie doing in the hometown team at Queen’s Park Arena on Thursday by edging the Salmonbellies 12-11 in overtime. Former Jr. ’Bellies star Tyler Digby scored the only goal of the OT at 7:54. It came somewhat against the run of the play with the Salmonbellies outshooting the Lakers 8-2 in the extra frame. Tyler Richards, former New West goaltender, stopped all eight of those shots and made 47 saves in the game. The Lakers jumped out to a 5-2 lead after the first period forcing the Salmonbellies to play from behind for most of the game. Digby’s goal was assisted by Jason Jones who finished the game with four goals and three helpers along with firing 10 shots. Justin Salt scored three for Burnaby while Dane Stevens had two goals and two assists. Other goals were scored by Robert Church and T.J. Cowx. Their home opener wasn’t as dramatic as the Lakers downed the Nanaimo Timbermen 10-6 at Bill Copeland Arena on Friday. Dane Jackson was Burnaby’s big sniper with four goals while Church had two goals and four assists. Jones also had a pair of goals and added a helper. Stevens scored a goal and added two assists. The Lakers’ first goal was scored by Burnaby native Ilija Gajic making his return to wearing a Laker uniform. The former Jr. Lakers star has played the

last seven seasons for the Salmonbellies before being traded with his younger brother Alex to Burnaby during the off-season. The Lakers (2-0-0) will play host to the Langley Thunder (1-3-0) Friday at 7:45 p.m. They’ll be in Coquitlam to battle the Adanacs (1-2-0) Saturday, 7 p.m.

PoCo prevails in junior play The Port Coquitlam Saints downed the Burnaby Jr. Lakers 12-6 at Copeland on Sunday. That puts the teams into a tie for seventh place in the eight-team B.C. Junior A Lacrosse League with both sporting 2-8-1 records. Peyton Lupul had three goals and two assists for Burnaby with Aidan Milburn scoring twice and assisting on another. Ryan Vogrig got the other Laker goal. The night before the hometown Delta Islanders beat Burnaby 11-6. Tyler Kirkby had a hat trick in a losing cause. Randy Jones scored a goal and three assists while Lupul had a goal and two assists. Milburn and Evan Hunt also scored for Burnaby. The only point the Lakers picked up in the past week came Thursday when they tied the Langley Jr. Thunder 11-11 at the Langley Events Centre. Kirkby had four goals and two assists and Milburn four goals and one assist. Lupul also pulled off a six-point performance with a goal and five assists. Jones and Justin Appels had the other Burnaby goals. The Lakers are in Coquitlam to play the firstplace Jr. Adanacs (8-1-1-) on Wednesday, 7:30 p.m., before the Thunder pay a return visit to Copeland on Sunday starting at 7 p.m.
