Teachers walk the picket line in front of Burnaby South secondary school in the latest round of rotating strikes that affected 22 school districts around the province on Wednesday. The walkout could become full-blown strike as early as Monday after teachers voted 86 per cent in favour of escalating their job action.

Prospect of strike disheartens teachers Mario Bartel

The morning after their union voted 86 per cent in favour of escalating job action to a full strike, teachers walking the picket line at Burnaby South secondary school Wednesday were disheartened, discouraged and disillusioned. Burnaby teachers and those from 21 other school districts, along with CUPE support workers, were off the job on Wednesday in the latest round of day-long rotating strikes that have moved around the

province for the past two weeks. But the result of the strike vote means those walkouts could become indefinite as early as Tuesday. That’s not good news for Colin Chow, a counsellor at South. “We don’t want to be on strike,” said Chow. “But we have to support our kids by taking the hard decisions.” Chow said a full strike would have minimal effect on graduating students, as most post-secondary schools will make allowances for their situation. But younger

students in need of extra guidance to help them get their marks up or select their courses for the next school year could be at risk, he said. “It’s going to set some kids back,” said Chow. Mimosa Bryant, one of a clutch of English teachers chatting in the sunshine said, “We’re pretty sick to our stomach.” “It’s exceptionally difficult,” added Shelley Dube. Steve Balnave, who teaches English and ESL, said he was frustrated.

“There’s a certain amount of anxiety,” he said. “We want our kids to do well. We’re trying to meet the needs of our students.” Achieving that has been made difficult by the government’s partial lockout that prevents educators from assisting students before or after classes or during breaks, said Chow. That’s normally when he does most of his counselling. But with the lockout, he must take kids out of class to talk to them. “It’s hurting their education,” he said.

Two new Burnaby school district programs for advanced learners are full and plans are afoot to expand them. The Multi-Age Cluster Class (MACC) program will start at Capitol Hill elementary in September with two classes—grades 4/5 and 6/7. It will teach the curriculum in a challenging way to highability students from across Burnaby and allow them to learn amongst their peers. The district prefers such an approach over allowing students to skip grades since it still allows children to develop and mature with their own age group. The MACC program will expand to another site in South Burnaby in September 2015. A district committee of parents, teachers, administrators and staff will design a mini-school model to allow the MACC students to continue on at Alpha secondary starting in September 2015. Then starting in September 2016, the mini-school and TwiceExceptional programs at Alpha will be extended to include Grade 9 students. Another minischool will also be added in 2016 in South Burnaby. Meanwhile, the Advanced Placement Capstone Program will start in September at both Burnaby North and Burnaby South secondaries.

Local singer on cusp of big break

Stephanie Standerwick’s life as a fledgling music star is a far cry from her days in the molecular biology lab at Simon Fraser University. But then again, it’s a lot closer to her dreams. She’s five courses away from her degree, said Standerwick, 25. She recalled her original plan was to pursue a career in scientific research and sing on the side, as a hobby. “I got a government grant, went that whole route, was working in labs and really, really didn’t like it,” she said with a laugh. “It just wasn’t for me.” So after a trip to the Caribbean to re-evaluate her life, she returned set on pursuing her true love, singing. “Singing is my

thing, it’s my calling.” The Buckingham elementary and Burnaby Central grad was mostly into dance until after high school, when she started posting videos on YouTube of herself singing. It was while she was a member of the Metropolis at Metrotown mall Glee Club that she was “discovered” by a producer from a local music studio. Next thing she knew, she was recording the song “Raise the Roof,” and then performing it live at B.C. Place, during the half-time show of the BC Lions’ first game back at the stadium after its major renovations. Local manager to the stars, Bruce Allen, shopped some of her songs around to a major music company which advised her to come up with more classic rockinfluenced songs first. B.C. teachers vote in favour of full-scale strike Black Press

B.C. teachers have voted in favour of a full walkout to put maximum pressure on the provincial government, but their union did not immediately move to issue 72-hour strike notice. The result of the vote, conducted Monday and Tuesday, was 86 per cent in favour, or 28,809 out of 33,387 ballots cast. B.C. Teachers Federation president Jim Iker called it a “very strong message” to the province.

could begin is Monday and with no strike notice issued as of Wednesday it appeared the strike start could shift to next Tuesday or later. A full strike would close elementary and middle schools – parents will be advised to make child care arrangements if necessary – while secondary schools would be open only to conduct exams for Grade 10 to 12 students. The lack of $50-a-day strike pay – the BCTF’s strike fund was expected to be exhausted at the end of this week – was apparently a non-issue for most teachers. The Labour Relations

Board was to hear arguments Wednesday on the province’s application to declare exams and final grades an essential service in the event of a full strike. The province has also pledged to end its partial lockout of teachers at the end of the school year to enable summer school operations. The government has saved $12 million in salaries in each week of the teachers’ rotating strike, plus nearly $5 million more by cutting wage 10 per cent based on lockout-retricted teaching hours. Education Minister Peter Fassbender said the result was not unexpected.

“While the BCTF leadership received the mandate they sought, no one should interpret this as any kind of enthusiasm on the part of teachers to shut down schools,” he said. He said teachers, parents and students would all rather finish the school year on a positive note. The province has offered a $1,200 signing bonus if teachers accept its proposal of 7.25 per cent in wage increases over six years by June 30. The BCTF’s latest proposal is for increases totaling 9.75 per cent over four years, plus cost-ofliving adjustments in each year tied to inflation.

“So far this government has come to the table empty-handed, it’s time to change that,” Iker said Tuesday night. He said while teachers are prepared to go to a full-scale strike that’s “a decision we never take lightly” and would depend on how talks proceed with the provincial government. “You’ve got to remain hopeful that government has learned from the past mistakes they’ve made,” Iker said, who referred to the union’s legal battle with the province over class size and composition and “the government’s chaotic lockout.” The earliest a full-scale strike

Robber sentenced An American man convicted for a string of armed robberies across the Lower Mainland, including in Burnaby, has been sentenced to five years in a Canadian prison, says Vancouver Police. Thomas John Schwartz, also known as Tom Stone, was charged with robbery and weapons-related offences and was extradited from the U.S. back to Canada. Schwartz was the subject of a public appeal by VPD, West Vancouver Police and North Vancouver and Burnaby RCMP on Dec. 12, 2012 after eight neighbourhood grocery stores were robbed, crimes believed to have been committed by the same man. Police received many tips as a result, which identified a Squamish resident as a suspect. Three days after the appeal, on Dec. 13, 2012, Schwartz was arrested by American border officials after they discovered the 68-year-old man had an outstanding U.S. warrant from 1972 related to allegations of desertion from the U.S. Air Force. On Dec. 21, 2012, the U.S. authorities contacted local robbery

investigators. They, together with Canada’s Integrated National Security Enforcement Team, had looked into the man’s background and determined he was being sought by police for the armed robberies. Schwartz was convicted in connection with brazen robberies targeting grocery stores, including the Choices Market on 10th Avenue in Burnaby.

New playground for Edmonds Edmonds Park is getting a new playground. On Monday, Burnaby city council approved the awarding of a contract for $400,412 to Cedar Crest Lands (BC) Ltd. to build the playground, which will be installed on a rubber surface and surrounded by a concrete path. The money for the project will come from the city’s capital reserves. The new playground is the latest amenity to be added to the park, which used to be known as Richmond Park. A new plaza with staircase seating and a built-in speaker system will be officially opened on July 1 as part of Canada Day festivities at the park.

Local man seriously injured in hit and run A 56-year-old Burnaby man is seriously injured and a suspect being sought after a hit-and-run incident in Surrey Monday night. On June 9 at about 8:15 p.m. the Burnaby resident was riding a motorcycle eastbound in the curb lane of the South Fraser Perimeter Road, east of 136th Street, when he was struck from behind by a grey, Ford pickup truck, say Surrey RCMP. The victim was taken to hospital with serious but nonlife-threatening injuries.

The male driver of the pickup stopped and at first got out of the truck but fled the scene before police arrived. Surrey RCMP’s Criminal Collision Investigation Team is investigating along with the assistance of the Integrated Collision Analysis and Reconstruction Team. Officers are making progress in this investigation and following up on a number of leads. “We would like to remind the driver involved in this incident

that it is never too late to contact our investigators right away and turn himself in,” says Surrey RCMP Cpl. Bert Paquet in a press release. “It is always better to approach the police than have the police approach you.” Anyone with information on the incident who has not already spoken to police is asked to contact the Surrey RCMP at 604-599-0502 or, to remain anonymous, Crime Stoppers at 1-800-222-TIPS or www.solvecrime.ca.

Contribute to charities wisely It’s the season for fundraising. Every weekend it seems there is some sort of walk, run, bicycle ride, or obstacle course event to raise money for worthy causes like cancer research, sending kids to summer camp, diabetes. The list goes on. Often participants have to raise a certain amount of pledges to enter the event. They spend countless hours soliciting family and friends to help out, organize their own fundraisers such as pub crawls, garage sales, car washes, and hot dog sales. It’s a symbiotic relationship that seems to leave everyone smiling, and satisfied that they’ve done some good and had a little fun along the way. But is it worth it? Since 2009 MoneySense magazine has graded the performance of Canada’s 100 biggest charities to determine whether money raised to support their causes actually reaches its intended benefactor. Last year those charities raised $4.5 billion. Of that, $3.4 billion went to programs the charities supported. The rest, presumably, was the cost of doing business, paying salaries, promotion, and staging events. Many performed admirably. Canadian Tire’s Jumpstart Charities, for instance, funnelled 88 per cent of its spending to programs that support children’s participation in minor sports. The Terry Fox Foundation ploughed 82.4 per cent of its money into cancer programs. Others didn’t fare as well, spending half or more of donated funds just to raise those funds. (A great website to visit is www. charityintelligence.ca) So before signing that pledge form or lacing up those sneakers, it pays to enquire where exactly your money is going.

Appreciation for running grows, slowly This will come as no surprise to anyone who has ever met me, but I am not a runner. Never have been. In fact, I’ve always been of the mind that unless you are playing a sport that requires it, or are running away from something—a bear, a knife-wielding maniac, an ex-wife, whatever—then it’s just more prudent to walk. I mean, why waste energy, right? I see the benefit of running, sure. I have friends who love it. It’s an escape, they insist. It’s just nice to get outside, they say. It’s good for you. I don’t doubt any of those claims. And I have, through the years, made attempts—as feeble as they may be—to become a runner myself. But whatever the reason—a lack of focus, a lack of energy, something good on TV—I have always quit before I got into any kind of real routine. But I wish I liked it more. I wish I was good at it, because for whatever reason, I am fascinated by those who run. Some of my favourite stories—

Nick Greenizan and most interesting interviews— have been with runners, be they of the track-and-field variety, or ultra-marathoners like Ferg Hawke, who runs distances that simply make me shake my head. In fact, a story I wrote on Hawke, back when I first started at the Peace Arch News, is among my most memorable. He had just returned home from the Badwater Ultramarathon—a 135-mile run through California’s scorching hot, and aptly named, Death Valley—and we were sitting in his backyard. To our right was a glassed-in room in the middle of which sat a treadmill, which itself was surrounded by four space heaters, each designed to blast Hawke with hot air as he trained, in an attempt to replicate the Badwater

conditions. Lying in front of us was a box of shoes, many with melted soles—Death Valley asphalt gets hot after all. There were also a few pairs with the toes cut off because, as Hawke explained to me, by the last few miles of the run, your feet are so swollen that they no longer fit in your shoes. It was at that moment that I realized maybe running was not for me. It was also at that moment that I wondered if I was sitting on the patio of a crazy person, but the feeling soon waned. Since then, I’ve written plenty of stories about runners. The latest was about the Sandcastle City Classic 10K race, won by Kenyan Solomon Rotich. He ran 10 km in just over 31 minutes. As a non-runner, the obvious joke, of course, is to point out that sometimes it takes me that long to drive 10 km. But that’s not entirely true. Sometimes it takes me that long just to find my keys. But it’s because of all these stories that I decided this week to

give running one last try. If nothing else, it’ll get me off the couch for awhile, I figured. The fresh air will be nice, I insisted. Maybe I’ll lose a couple pounds. Somewhere, I’d heard all that before. So, I laced up my shoes, turned on my iPod and headed out on a nice, easy four-km loop around my neighbourhood. It wasn’t a particularly difficult route—it starts downhill, which helps—and I found myself chugging along just fine for a kilometre or two. And then a strange thing happened. I didn’t exactly hate it. I didn’t love it, mind you. I didn’t race home and sign up for a 10K run. And I didn’t dig through the hall closet and start cutting off the toes of all my shoes. But I hated it less. Maybe that’s a start. Nick Greenizan is the sports reporter at the Peace Arch News.

Fortunately, the bill spurred wide pro-ALR action. The efforts to stop “the bill to kill the ALR” (at least for consultation) were also a means to boost the critical mass of aware citizens for the next stage, which is now. Awareness matters. CAR!

Why is the City of Burnaby’s tax higher than Vancouver’s? Why is Burnaby’s tax rate 2.3443 compared to Vancouver’s 1.84728? Why doesn’t Burnaby have assessment averaging like Vancouver? For years Vancouver’s taxpayers have benefited from this system. Vancouver city taxes on a $900,000 house are $492 less than Burnaby’s, even before the benefits of assessment averaging. Because this is an election year, one would expect serious debate between the city parties on the high taxes, especially since there is no opposition on city council. Wayne Lutz South Burnaby

Three separate celebrations from PREVIOUS PAGE

And because of this, for the last few I have been back in Ontario celebrating with them, but this year I’m staying close to home in Burnaby and why not—with three separate free Canada Day celebrations planned in the city there will be lots to do right here in our own community on Tuesday, July 1. Start your morning with the Canada Day celebration at Edmonds Park with

games, multicultural entertainment, activities and food, and mark the first anniversary of Edmonds Community Centre and the official opening of the new plaza at Edmonds Park at 11 a.m. Move over to the Burnaby Village Museum for family entertainment including musicians, displays and demonstrations and of course… Cake! The parade and official ceremonies take place

at 2 p.m. Next, and to end your day on a high note travel to Swangard Stadium for an evening concert of Vancouver-based talent and fireworks featuring headliner Spirit of the West with special guests Dear Rouge, and Dustin Bentall and the Smøkes. It’s sure to be a great show of unique sounds and performances. Spirit of the West recently released a new album Start Trails, Dear Rouge were the 2012 winners of The

New oil refinery proposal involves ex-husband Jeff Nagel Black Press

Premier Christy Clark is stepping aside from any decisions related to new oil refineries after the emergence of a new refinery proposal involving her ex-husband. Mark Marissen has been hired as vice-president of Pacific Future Energy, which today announced plans to build an oil refinery in Prince Rupert. “I learned that this proposal was going to become something real last week,” Clark said, adding she then contacted the provincial conflict-of-interest commissioner for guidance. Pacific Future Energy is the latest company pursuing the idea of refining bitumen from the Alberta oil sands before it’s loaded onto tankers so there’s less risk to the marine environment waters in the event of a spill. Victoria businessman David Black, owner of Black Press newspapers, has spearheaded a

similar refinery proposal, to be located between Kitimat and Terrace. Black’s Kitimat Clean plan could use bitumen coming from the Northern Gateway pipeline – if it’s built – or else it could aim to build a separate pipeline or use trains carrying oil by rail. Black continues to seek a $10-billion loan guarantee from Ottawa to satisfy potential international investors. Pacific Future Energy said it plans a scaleable $10-billion refinery ranging from 200,000 barrels per day up to one million if required. Salmer Salameh, the executive chairman of Pacific Future and the head of a Mexican infrastructure conglomerate, called it “a unique opportunity to build the greenest refinery in the world.” The company announced its plan Tuesday and said it’s beginning pre-feasibility studies. It comes ahead of an imminent decision by the federal government on Enbridge’s proposed Northern Gateway pipeline project, which would carry bitumen to Kitimat

for export by tanker. “It is my understanding that this proposal doesn’t depend or isn’t linked to any pipeline proposal,” Clark told reporters Tuesday. She will refer all government deliberations on any refinery proposal to Finance Minister Mike de Jong. The conflict-of-interest rules for MLAs do not specifically cover spouses, but say MLAs should recuse themselves if a situation is likely to lead to a perception they may personally benefit. The B.C. Liberals 2013 election platform backed the concept of Black’s refinery plan and pledged to support its development. Black said he met last year with Pacific Future’s Mexican backers, who initially wanted to partner with him on the new refinery. But he said they were only interested if they got majority control, something Black rejected as against Canada’s interests and potentially leading to reduced environmental safeguards.

Aside from the 6-speed manual, Subaru offers their version of a Continuously Variable Transmission, aka the Lineartronic CVT. While some might not be a fan of this type of transmission, don’t knock it until you try it. Subaru does an excellent job with the gear simulations and I didn’t feel the drone of the system under hard acceleration, even with the 4-cylinder. BUILT-IN VALUE

An electrifying and smart choice

By Zack Spencer

Driveway

Which cars on the market today don’t I like? It’s a question I’m often asked and one I struggle to answer. Today’s automobiles are made so well, there are no real turkeys. But, and there is always a “but,” there are certainly cars I like more than others and some I prefer not to drive. The regular Smart ForTwo is one of them. The small dimensions are perfect as a city runabout but the lethargic gasoline engine and very choppy automatic transmission make it more work to drive than I prefer. Well, after driving the latest Smart ForTwo Electric Drive (Smart Electric) my mood has changed to the point that this might be the best little electric car for the city, it’s that good.

Looks

FINANCE FROM **

0.9% The Smart Electric looks like the regular Smart, with a compact little body that provides an amazing amount of interior space and a lot of crash protection on the outside. The exterior of all the Smart Cars have been designed as a singular safety cage, called the Tridion Safety Cell. In crash tests, these tiny cars fare well. Spotting a Smart Electric is a bit tricky; this is not like buying a Toyota Prius or Chevy Volt. No, this little dynamo blends right in.

My nine-year-old son Charlie really wanted to go for a ride, not because it’s electric but because he had never been in a Smart Car before and wanted to see what all the fuss was about. Since there are only two seats, he could place his seat back as far as he liked and had vast amounts of leg room. He also commented on the large cargo shelf behind the two front seats for storage. The cabin is tall and we both had a commanding view down the road.

Drive

Under the cargo shelf in the back is the Lithium-Ion battery pack that has 17.6kWh or roughly, a 135km range when fully charged. This little car can be quick too, thanks to the 96 ft.-lbs. of instant torque from the electric motor. This moves the car along quickly, but the throttle has been calibrated for smooth acceleration, helping the driver gain the best efficiency. I should point out that the high centre of gravity, short wheelbase and slightly choppy ride all combine to make a less than connected car in the corners, so be aware that this car can accelerate quickly but it will not corner quickly. What the electric version has over the regular gasoline model is a much smoother delivery of power. No more anemic gasoline engine and gone is the choppy transmission. The electric motor is smooth and refined.

Verdict

Once again, the Smart is a perfect of example of how to get the most out of a small space. The electric cord that connects the car to a 120-volt outlet is packaged into the tailgate of the car; in fact this is the best electric car packaging I’ve seen. Most companies just leave a bag in the trunk, while this system hides it all away. With a starting price of $26,990 for the coupe or $29,990, the Smart Electric is an expensive two-seat car but a bargain the electric world, the least expensive in Canada.

Fiscal squeeze not from lack of cash: Fraser Institute Jeff Nagel Black Press

A new report by the Fraser Institute argues Metro Vancouver municipalities have enough money – they just spend it too fast. The right-wing policy think tank tracked spending over 10 years and found total spending by the region’s 21 member cities soared from $1.9 billion in 2002 to $3.3 billion in 2012. That 74 per cent increase was more than double the combined rate of growth of population and inflation. Civic revenues grew 86 per cent over the same period. “If Metro Vancouver municipalities feel like they’re experiencing a fiscal squeeze, it’s certainly not from a lack of revenue,” said study co-author Charles Lamman. “The real problem at the municipal level is poor control of spending.” The report notes municipal spending in the region has

population and services required in the region. The report shows that on a per capita basis, civic spending per person in Metro is up from $1,088 in 2002 to $1,384 in 2012, but has been relatively unchanged since 2009. As of 2012, it found nearly 31 per cent of the average Metro municipality’s budget went to protective services like fire and police, 21.5 per cent went to solid waste and utilities, 20.5 per cent was for parks, recreation and culture, 12.7 per cent went to general government, 8.7 per cent was for transportation and 5.6 per cent went to other items. The study examined only civic governments, not the Metro Vancouver regional district itself or TransLink spending. Municipal representatives have taken issue with similar reports before, saying they are simplistic and fail to reflect the reality of challenges like government downloading and rapidly rising costs in areas cities have little control, such as policing.

Real homes for real people with MOSAIC’s York By Kerry Vital

Langley’s Willoughby neighbourhood has been growing over the past year, and offering a wide range of homes for local buyers. However, MOSAIC Homes is bringing something a bit different to the market with York, which is giving first-time buyers a chance to dip their toe into the home-owning waters with an accessible price point that doesn’t sacrifice any of the quality that MOSAIC is known for.

“It’s very rewarding to see someone buy their first home,” says MOSAIC’S Geoff Duyker. “People are taking their first step onto the market.” MOSAIC has introduced a new floorplan at York, called the Grouse plan and featuring two bedrooms and just over 1,000 square feet. “These are the most affordable homes compared to other townhomes on the market,” says Duyker. There are several other two-bedroom plans, as well as three-

NEW HOME DEVELOPMENT

bedroom plans. “There are a lot of options in this area for people buying a townhome,” says Duyker. “It’s exciting for us to be the one that people are choosing.” As evidence of this, MOSAIC opened York for sale last weekend, and already more than half of the first release of homes have been sold. In fact, Duyker notes that there were people sleeping outside the Home Store overnight the night before in order to be first in line to see the three model homes. “There is beautiful street appeal,” says Duyker. “We here at MOSAIC love design and love architecture.” That’s also proven inside, with oversized bay windows, curved archways in most homes and nine-foot ceilings on the main living level. “We call it ‘Country Modern’,” says Duyker. “It’s a more heritage-style form that’s been made contemporary. It just feels different than any other home on the market.” Homes at York start at $259,900. For more information, www.mosaichomes.com/york, stop by the Home Store on 207A off 84th in Langley, or call 604-882-6758.

Ledingham McAllister’s Waterscapes includes high-rise tower Skye at Waterscapes and The Herons at Waterscapes, a collection of four-storey low-rise buildings. Luxury is evident everywhere in the development, including the kitchen, top right, living area, bottom right, and The Cascade Club, right.

Resort-style living at Waterscapes By Kerry Vital

Ledingham McAllister brings luxury to Kelowna’s waterfront with Waterscapes, a master-planned community inspired by the sparkling lake and relaxing atmosphere. “It feels like a resort community,” says Manuela Mirecki, senior vice-president of marketing and design for Ledingham McAllister. “The response has been really, really good.” Waterscapes offers a range of home styles,

including high-rise residences at Skye and townhomes and low-rise homes at The Herons. Among the features in the homes are wood-grain shaker cabinetry in the kitchens and soaker tubs in the ensuite bathrooms. Homeowners at Waterscapes have exclusive access to The Cascade Club, which holds a fully equipped fitness centre, billiards lounge, guest suites, library and outdoor kitchen, among many other amenities. “The Cascade Club is literally your own private country club,” says Mirecki. “It’s been in constant use since it opened.” If you venture off the property, Waterscapes is just a short walk away from shopping dining and nightlife in Kelowna. “Living at Waterscapes offers you the whole life experience,” says Mirecki. “There is nothing like this anywhere else.” On June 21 and 22 between 12 and 6 p.m.,

Ledingham McAllister is hosting a blowout sales event for the remaining homes at Waterscapes, and will offer spectacular deals. “For the penthouse (at Skye), we will be reducing the price by up to $150,000, and two-bedroom-and-den homes by up to $60,000,” says Mirecki. In The Herons, Ledingham McAllister will be offering discounts of up to $80,000 on the townhomes and up to $45,000 on the two-bedroom-andden homes. “Ledingham McAllister has been in business for 109 years,” Mirecki says. “There’s no one else in Western Canada who can offer that level of experience.” For more information, visit www.ledmac. com/waterscapes, call 1-250-763-8313 or stop by the sales centre at Sky Tower, PH3, 1075 Sunset Drive, Kelowna, open daily (except Fridays) between 11 a.m. and 5 p.m.

I’ve been at Shannon Oaks for 2 years, and I would recommend it to anyone.

I am the oldest out of 10 siblings; I stayed home to help my mother. I love caring for others. I was a volunteer at different hospitals for many years. What keeps me so youthful is a positive attitude and caring for others.

Call us for your personal tour and stay for a complimentary lunch. You’ll meet Joan and other Residents just like her who are living life well at Shannon Oaks—a vibrant seniors community.
