Some School District 43 students even took to the streets a day earlier — part of a protest in a number of B.C. districts — to express their concerns about the lack of a settlement and other education issues.

At Port Coquitlam’s Riverside secondary on Wednesday, a group of students carried signs and waved to passing vehicles, saying they were troubled by SD43 budget cuts, which have trimmed supply budgets to the bone, forcing teachers to buy class materials with their own money or students to make do with recycled materials and fewer art supplies.

Sater appeals convictions, sentence Judge erred in applying law: lawyer

Cory Sater, found guilty in the hit-and-run crash that killed two people and injured a third, is appealing.

Cory Sater, the man found guilty last month of killing two women and injuring a man in a

deadly 2011 hit-and-run in Coquitlam, has filed a notice of appeal.

According to Sater’s lawyer Rishi Gill, the documents were filed on May 30 and focus both on the six counts on which he was convicted and the sentence imposed by the judge.

The lawyer said that while Sater takes responsibility for his actions, he believes the judge was in error in how he applied the law to his case.

“His position has always been that he does not believe that his liability is criminal liability,” Gill told The Tri-City

News. “He doesn’t think the judge was correct in how he applied some of the law and we will let the court of appeals determine that.”

In January, Sater, a longtime Coquitlam resident, was found guilty on six charges: two counts each of impaired driv-

ing and dangerous driving causing death; and one count each of dangerous driving and impaired driving causing bodily harm. Last month, he was sentenced to seven and a half years in prison. see WIDOWER, page A4

Called YELL, the Youth Entrepreneur Leadership Launchpad (empowering the next generation of Canadian problem solvers), the new program is being taught by Pinetree business education teacher Debbie Lange with the support of three entrepreneurs and other local business owners.

“I think it’s going to really raise the bar and it’s going to bring things I’ve said to life,” said Lange, who noted the course is open to all students in the district and will appeal to everyone from tech-savvy teenage would-be entrepreneurs to art students who want to go into business for themselves when they graduate.

A new sport conditioning academy will start enrolling Grade 9 to 12 students at Port Coquitlam’s Riverside secondary after the TriCities’ board of education approved the program Tuesday.

The new four-credit course will provide 100 hours of instruction under the supervision of a Riverside teacher and Twist Sport Conditioning Centre, a PoCo business.

According to a report to the board, students will learn how maintain a fitness typical of a high-performance athlete. The cost will be $628.96 because the district is allowed to charge fees for special academies but the money will enable students to participate in the high-level program using state-of-the-art fitness and exercise facilities, the board of education was told.

How the course came to SD43 is a networking tale. YELL’s founder is a graduate of Vancouver’s Gladstone secondary school who is now the CEO of a San Diegobased biotech company

— and was once a student of SD43 superintendent Tom Grant.

Punit Dhillon told The Tri-City News that Grant made a difference at the east Vancouver school.

“He absolutely was a huge mentor to me personally,” Dhillon said.

“He really did his best in terms of bringing others around him up.”

Now that Dhillon is a successful entrepreneur,

along with his colleagues, Rattan Bagga and Amit Sandhu, it was a natural move to bring the program to the workplace of his former mentor.

Students who sign up will meet weekly to learn finance, business law, leadership, social entrepreneurship, communication, presentation skills and idea creation. Then they’ll team up with a mentor to develop a business idea that they will pitch in a Dragon’s Denstyle Venture Challenge judged by leaders in the community.

The program has received positive testimonials on the website from former SD43 principal Chris Kennedy, now with West Vancouver School District, and Dhillon said he’s certain it will attract some motivated Tri-Cities students.

“We’re Canadians, there are huge problems, big challenges ahead for the next generation,” he said. “God forbid we see another social media website or Instagram — there’s bigger problems in this world [to solve].” dstrandberg@tricitynews.com

Parents warned of grad party dangers Black Press

The B.C. government is sticking to education to keep grad parties safe this spring rather than increasing penalties for “party bus”companies.

Provincial officials are more concerned about under-aged drinking at house parties and bush parties than alcohol served in limousines and buses that have become a popular way for young people to go out on the town.

ster Todd Stone said party bus operators have been reminded that no open liquor is allowed in any vehicle, and inspections will continue, with violators risking loss of their licences. Party bus operators have changed their websites and advertising to emphasize that no drinking is allowed on board.

At a graduation safety event in Victoria, RCMP and ICBC representatives stressed that there are grad-related fatalities every spring — and the problem extends to

adult-sanctioned parties.

Insp. Ted Emanuels, officer in charge of the B.C. RCMP’s enhanced traffic services, said any event or transportation where alcohol is served to minors is not a safe grad.

“The misuse and abuse of drugs and alcohol are the underlying factor in grad events where the police get involved, including physical assault, sexual assault, fights and accidental injuries,” Emanuel said. “We know from experience that bad things happen to good kids in

these environments.

There are also criminal and civil liabilities that you need to be aware of.”

On average, four teens are killed in graduationrelated vehicle incidents each year in B.C., with another 1,140 injured.

Jill Blacklock, ICBC’s road safety manager, said parents need to discuss transportation plans with teens before every event, giving them more than one option.

The third victim, Paulo Calimbahin, Cruz’s boyfriend, lost a leg in the collision.

Williams sentenced Sater to three and a half years in prison for leaving the scene of an accident and six years for the other charges for a total of nine and a half years. Because of a legal principle known as totality, which is used when consecutive sentences are ordered, the total was brought down to seven and a half years.

The maximum sentence for leaving the scene and impaired driving causing death is life in prison.

Williams noted that at the time of the crash, Sater was not licensed to drive and was prohibited from consuming alcohol because of a 2010 assault conviction. The judge

also noted that Sater was twice given 24-hour roadside suspensions for being under the influence while operating a vehicle.

Dan R e a v e l e y, Charlene’s husband who was at the scene when the crash occurred, said the appeal process will likely reopen some of the emotional wounds for him and his family.

1,100 tickets during blitz

Mounties issued more than 1,100 violation tickets in Coquitlam and Port Coquitlam during a month-long crackdown on high-risk driving in May. According to Coquitlam RCMP, 20% of the fines were for distracted driving while 30% were for unsafe driving and other infractions at intersections. Another 13% were handed out for speeding and 53 drivers were caught operating a vehicle without a licence.

He added that as the weather gets warmer, more officers are expected to be out on the streets providing enforcement.

According to ICBC statistics, high-risk driving contributes to 44% of all police-reported crashes that result in an injury or fatality. The incident occurred in the westbound lane near King Edward Street shortly after 6:30 a.m..

According to RCMP Tr a f f i c Services Cpl. Robert McDonald, an automobile driver swerved into the HOV lane to avoid rear-ending a vehicle in front of her.

The car made contact with the bike, throwing its driver off his motorcycle.

The biker’s the injuries are not life-threatening, McDonald said.

International cash helps More foreign students in 2014/’15

School District 43 will see a huge influx of feepaying foreign students in September, which will give the financially troubled district a huge boost as it reels from this spring’s round of budget cuts.

As many as 300 more international students have enrolled in programs from kindergarten to Grade 12 in SD43 schools — 30% more than budgeted. They will add $4 million more to SD43 coffers beyond the approximately $13.6 million that was anticipated for the 2014/’15 school year.

“We are absolutely ecstatic,” said Patricia Gartland, the assistant superintendent responsible for the program, who said registrations are still coming in and credits year-round marketing efforts, summer school and other programs tied to international ed. for raising SD43’s profile in the global education marketplace.

“We are getting the name of Coquitlam and the Tri-Cities out into the world,” she said. “People understand that we have

The jump in enrolment was not anticipated and is surprising given the fact that fees were increased from $12,000 to $13,000 annually last year and the province’s education funding and labour dispute troubles have been widely publicized.

Gartland said families considering enrolling their students here are sophisticated and aware of these challenges but they pale beside other practical considerations, including lifestyle and societal conditions, and the fact Canada is a peaceful country that has one of the best education systems in the world. If families are worried about current job action, she said, it’s not preventing them from sending their kids to B.C.

“They understand that it will be resolved,” she said.

For School District 43, the 15-year-old international ed. program is a boon, providing funds to hire 67.3 FTE teachers for the current school year and $400,000 in grants to schools that host foreign students. Another $5.1 million went to directly into SD43 coffers, benefitting all schools.

The profile of international students puts them at the top academically and as English speakers, according to a report prepared for the board of education. In fact, about 47% of students already speak a Level 5, the highest level for English language learners, and the average course mark was 77%.

After they graduate, the students typically enter post-secondary education in demanding programs, according to the report.

“They are excellent students and appreciate the value of education,” Gartland said.

Even after the economic downturn of 2007/’08, foreign students still made their way to Tri-Cities schools, and one reason may be ties between SD43 and China. The district has a Confucius Institute paid for by the Chinese

Education Ministry, where students, including non-Chinese students, learn Mandarin and Chinese culture.

The Confucius program is China’s Good seal of approval for K to Grade 12 education and strengthens ties between the district and the Chinese education system.

As well, SD43’s international ed. runs other programs that attract foreign students, including its popular summer school program, TOEFL testing and Mandarin speech contests, and with China now allowing K to 12 students permission to study abroad, the district has been able to capitalize on the trend, with the proof being this unprecedented hike in enrolment.

“We’ve been very present in China encouraging students to study here,” Gartland said.

If there is any tarnish to this golden opportunity, it is that the numbers always fluctuate and Gartland said the district never knows exactly what enrolment will be until the money is in the bank. For now, however, the bean counters at SD43 can rest over the summer knowing at least one of their revenue streams for 2014/’15 is assured. dstrandberg@tricitynews.com

More than $1M for SD43 carbon costs Big reductions in use of paper and energy in SD43

School District 43’s green initiatives have resulted in a 20% reduction in carbon emissions but the effort hasn’t come without a cost.

The cash-strapped district has shelled out more than $1 million to Pacific Carbon Trust in offsets for its electricity, natural gas, paper and fleet vehicle emissions — approximately $754,000 more than it has received in provincial grants to make schools more energy efficient.

SD43’s energy and sustainability principal, Dave Sands, said the dollars don’t necessarily add up but the district should take pride in its accomplishments because behavioural changes have made a difference in reducing the district’s carbon footprint.

In 2010, when the district began to keep

DAVE SANDS, SD43 track of emissions in accordance with provincial carbon neutral requirements, it spent $290,025 for 11,6490 tonnes of CO2e emissions.

This year, the district’s CO2e emissions were 9,329 tonnes and it paid out $239,950 to the Pacific Carbon Trust.

“It comes with a cost,” Sands told trustees at Tuesday’s board of education, “but the great thing is there is significant improvement.”

Trustees weren’t convinced, however, that paying carbon offset money is helping students in the classroom and opted to send a letter of complaint to the government and local MLAs. “We want that money

to go to education,” Port Moody Trustee Keith Watkins said.

The lobbying effort comes as the province moves to make changes to its carbon neutral program. Sands said information about the transition hasn’t yet been communicated to districts.

Meanwhile, Sands lauded district efforts to pare down electricity, fuel and paper use by changing behaviour and installing more energy efficient lighting and heating systems.

He said the district is planning further changes to cut down on paper consumption by reducing the number of photocopiers, buying more efficient ones and tracking their use.

The change is necessary, according to superintendent Tom Grant, because the district now uses so much paper that, if this year’s total were lined up end to end, the paper would stretch 13.9 km, equivalent to the distance from the board office on Poirier Street in Coquitlam to Coquitlam Centre mall — and back. dstrandberg@tricitynews.com

Poll says more opposed to oil pipeline twinning A new poll points to increasing public opposition to Kinder Morgan’s proposed Trans Mountain oil pipeline expansion.

The online survey by Insights West found 49% of B.C. residents oppose the pipeline twinning project while 42% support it.

The numbers are a near reversal of polling results from January, when Insights West found 48% supported the project and 43% opposed.

Opposition to the project was higher among women and younger respondents.

“There is a significant shift in the way British

Columbians are analyzing this project,” Insights West vice-president Mario Canseco said.

“Opposition among women has increased markedly, and men are not as supportive as they were a few months ago.”

In the past seven years, parks staff have nearly eradicated the perennial noxious weed from Rochester Park.

“You have to control it before it goes to seed,” Englund said.

Cart rollout continues Some people want different sizes About a third of Coquitlam homes that get city garbage and green waste pickup now have new carts.

But city hall is asking residents not to use them until July 2, when BFI Canada takes over the city’s trash collection.

Tracy Kyle, Coquitlam’s acting manager of environmental services, said some homeowners have already asked to exchange their new carts for a different size. But she says they must wait until the full delivery is done.

“Their addresses and cart choices are being recorded by staff and will be acted upon following the initial distribution phase,” she said.

The roll-out of the new trash and organic waste carts — plus the kitchen catchers — has been a massive task for the city.

On the education side alone, the change-over to the new automated system has been budgeted

as the world gone dog crazy?

It might surprise you to know that Canada isn’t among the top 10 countries for dog ownership — in fact, Brazil is notably pro-dog, as are the U.S., China and Russia.

But the Tri-Cities are home to thousands of dogs and there are conflicts as a result, if you follow the The TriCity News’ letter pages.

It stands to reason that the more dogs there are, the more potential for problems but it doesn’t have to be that way with a little common sense.

Leashing dogs, even in parks, is the norm — not to mention the law. No longer can people let Rover wander in creeks to crush salmon eggs or scamper across park fields to leave their feces for children to step in.

An off-leash dog can scare other dogs or people and the more dogs there are in the city, the more common sense and city bylaws need to be obeyed.

It’s time for a little civility and consideration among dog owners, please.

Government consultations: Is anyone really listening?

O

n one hand, you can’t fault the B.C. government for trying. On the other, its enthusiasm for consulting British Columbians on public policy and pending legislation seems a little wanting.

In the last year, there have been government white papers, discussion papers, no papers but input welcome, questionnaires and form consultations on everything from local elections to booze, electoral boundaries to area-based tree farm licences, and trustee laws to government apologies.

Some of the consultations even took place before legislation was tabled in the legislature.

Last September, the Ministry of Community, Sport and Cultural Development released its white paper on local government elections reform — seven weeks before the consultation period closed.

Now, it’s a pretty safe bet that most B.C. families don’t discuss sponsorship of third party election advertising rules in local elections around the dinner table but one would have thought the ministry

would receive more than 49 submissions.

After all, B.C. has more than 2,000 local officials, a number that mysteriously grew by 400 or so from the white paper last year to a news release from the minister last month.

The government’s consultation on area-based tree farm licences is doing modestly better, with 145 blog comments, 410 mentions on Twitter and 2,507 email submissions. How many of those are individuals posting or emailing more than once?

Only the government knows for sure.

Public consultation on Bill 24, the Agriculture Land Commission Act, took a decidedly different tact. When Energy minister Bill Bennett’s mea culpa for failing to consult didn’t cut it, a new minister was called up from the minors, a few hastily arranged closed-door meetings were thrown together, a passing nod to unsolicited feedback was proffered and then closure was invoked to pass the bill with a few amendments tossed in so the government could claim that it had taken public input into account.

It’s not as though a how-to manual on government consultations wasn’t readily available. A few years back, then-B.C. auditor general John Doyle put together a Coles Notes version for MLAs. Under Public Participation — Principles and

Best Practices for British Columbia, Doyle wrote: “Getting public participation right is essential, including striking the right balance amongst competing priorities of government; being clear to the public about what can and what cannot be accomplished in the short term.”

Doyle listed six key principles to best practices, including: authenticity (the decision hasn’t been made); inclusiveness (include stakeholder groups and public affected by the pending decision); transparency (stakeholder groups and public must understand the scope of the pending decision, the process and procedures, and constraints facing the decision-maker); and integrity (decision-maker will address public and stakeholder concerns in an honest and forthright way).

Contrast these principles with comments from Bennett on ministerial colleague Norm Letnick’s belated attempt at consultations on Bill 24:“Am I open to consultation and listening? Absolutely... but I can tell you that government is not interested in fundamentally changing or delaying the bill.The bill will pass.”

There goes authenticity and transparency out the window.

Then there was the letter from Linda Reimer, parliamentary secretary to the minister of

Community, Sport and Cultural Development — and BC Liberal MLA for Port Moody-Coquitlam — on the ministry’s 125-plus-page white paper on local elections. Dated nearly a month after the paper was released and less than three weeks before submissions closed, it was sent by snail mail a week before the Thanksgiving long weekend informing selected stakeholders of the consultation.

So much for inclusiveness.

Finally, there was the government’s version of now you see it, now you don’t policy recommendations. First,Victoria committed itself in the white paper to not changing the three-year term of local officials and then, in the dead of night, made that very change. All because the single biggest special interest group on the issue — the Union of BC Municipalities — changed its mind. Again.

The largest single stakeholder on the issue — B.C. voters — had no say.

And there went the integrity principle.

All of which is why the government should also heed one of Doyle’s warnings:“Getting it wrong simply frustrates all participants — government and the public — and requires time to rebuild the trust required to engage successfully.”

espite the beating the teachers are taking lately, I had to promise I wouldn’t talk about education this time — enough’s enough.

Instead, I’m here to defend the game of golf from the attacks of my colleague over there in the right rough, the one who wouldn’t know a gap wedge from the unconstitutional treatment of teachers.

Now, although my golf game these days includes a slice meaner than a teacher’s salary cut, that won’t stop me from defending a game about which I’m as passionate as a public school teacher delivering quality education to our children.

Golf is more than a game, it’s a pastoral experience.

For 15 minutes, you own that beautiful fairway on the 11th hole at Sandpiper. The oxygen-producing greenness, the soaring eagles, the Harrison River behind the towering Douglas firs. Serene and tranquil, you’re light years away from the hurly burly of the city and the nonstop teacher bashing on CKNW talk shows.

At golf courses and practice facilities, a demographic potpourri of enthusiasts rehearses swings and parts of swings; examining their

turn, their finishes, their grip, like a bunch of tai chi practitioners. Golf is a democratic sport that welcomes all to learn, regardless of race, religion, ability, cultural background or special needs — much like one of B.C.’s world-class public schools.

Oh sure, Andy, golf courses take up to 150 acres to provide the golf experience.

To say golf course land could be put to better use than for chasing around a silly ball is like wondering why we waste Butchart Gardens land just so people can look at those silly flowers when we could build condos or publicly funded private schools on it.

Golf is five hours of aerobic activity.

It’s for young and old.

It’s healthful.

It’s challenging.

One learns to play with others of varying abilities and to tolerate disparity well, except at those snobby private courses that keep out the riff-raff.

Four views on off-leash dogs, parks, trails and bike riders The Editor, Re. “Keep your dogs on leash on Coquitlam River trail” (Letters, The Tri-City News, May 30).

Dog leash bylaws are like speed limits in that strict enforcement would probably result in the majority of people getting tickets.

Safety is the number one concern. It is safer to control your dog around others just as it is safer to drive near the same speed as traffic flow.

I both walk my dog and ride my bike on local trails. Even if my dog is on leash, I still like a little warning from cyclists.

And when I ride, I slow down for other trail users.

You can’t legislate common sense.

‘INTOLERANCE’

The Editor, As a Coquitlam resident of more than 55 years, I have grown up walking dogs in Mundy Park as well as along the Coquitlam River. We frequently walked through Mundy Park long before trails and bylaws. As Coquitlam grew so did the need for bylaws regarding horses, dogs and bicycles.

I find it offensive that bike riders have such a frequent intolerance to dogs, especially on the Coquitlam River trails. I own a border collie rescue dog and I exercise it along the river as well as designated off-leash parks. I am a responsible dog owner who occasionally uses the river trail to run my “friendly” dog offleash to exercise it.

In spite an appeal by Coquitlam council for Evergreen Line stations to offer public washrooms, Ian Jarvis, the CEO of TransLink, prefers to dump on nearby retailers “to provide and maintain public access to their washrooms.”

Fortunately, there is a smartphone app called Have2P for this situation. I hope TransLink will populate its database with locations of nearby accessible washrooms.

For transit riders without smartphones, we’ll have to keep using the bushes and guideway columns.

FEAR OF DOGS

The Editor, I am one of those people who, unfortunately, is afraid of dogs — can’t help it. Since childhood, I have lived with this tension in my stomach whenever a strange dog approached me, no matter the size.

I am a passionate hiker, too, and I must say that lately, I cannot find a trail to hike on without the fear of having a strange dog coming at me.

About a month ago, I was attacked by a small dog on a trail. No reason, no provocation, the dog just didn’t like me. The owners tried to call it off but the dog ignored them and jumped on me again and bit me.

I would like to take this opportunity to ask dog owners to be considerate. Please realize that the fact you love your dog doesn’t mean everyone does. The fact that you know your dog is friendly doesn’t mean everyone does. Be considerate and allow all people to enjoy nature without being afraid of being attacked.

It is not only a courtesy, it is a law.

The Editor, I, too, have had many a run-in with off-leash dogs during my walks around Port Coquitlam. I would estimate, conservatively, that at least 70% of the dogs I see along the Pitt River dike are off leash — the same for local parks.

May I suggest to PoCo city council two ideas: One, please give fines to dog owners who do not obey the rules.

People simply sniff at warnings with arrogance. The only rules people will follow are ones with a monetary penalty attached.

Two, all dog owners should pay an extra premium on their property taxes every year of around 1% to 2% to help pay for more animal control services and because non-dog owners do not get to enjoy the full array of parks in the city because of all these selfish dog owners.

Would it be acceptable to walk around the city with a loaded gun in your hand? And when people stare in horror, you could just say, “Don’t worry, it doesn’t go off.”

If you cannot care for a dog properly, you should not have one. If you want your dog offleash, buy a house with a large, enclosed yard or buy a farm.

By the way, did you know that dogs are pack animals? They must be lead or they will lead. It is, therefore, not cruel or mean to keep a dog on its leash while it is off your property. It is what the dog needs. An offleash dogs is a danger to itself and to others.

Why an arrogant selfish attitude towards a major responsibility has become the norm in our society, I will never figure out. Please, let’s try to respect one another’s rights.

Already a wait list for PoCo’s newest community garden

What was once an unused portion of Port Coquitlam’s Central Park has been transformed into the city’s newest community garden.

And the Centennial Community Garden Society wants to show off its handy work by inviting the neighbourhood to grand opening celebrations next week.

“The residents in the area have been amazed,” said Rosemarie Nakamura, the society’s secretary treasurer.

“It has just changed the whole area.”

Nakamura and Natalia Zhandarmova, a fellow gardening enthusiast, started the project last summer when they were informed of the lengthy waiting list for a garden plot at Elks Park’s community garden. The pair began researching the possibility of starting a new community garden and found an unused piece of

land that was owned by the city.

Armed with $22,500 in grants and a handful of volunteers, they got to work last August, cleaning up the area and building plots. After nine months, work at the park is finally wrapping up.

“It is a record time f o r s u c h p ro j e c t s ,” Zhandarmova said. “It usually takes longer.”

The end result is a 60plot garden with raised beds, a greenhouse, water barrels, composting area and a dog enclo-

sure. There is also a kids’ area where the young ones can keep busy while parents do their gardening, and a double plot that will be used to produce fruits and vegetables for the Share food bank.

After one month, all of the plots are spoken for and a 20-person waiting list already exists. But Nakamura hopes that people in the neighbourhood still feel they can visit the area and get to know some of the gardeners.

“It’s not just about gardening,” she said. “This is for the community.”

The B.C. Labour Relations Board has upheld BC Public School Employers Association’s (BCPSEA) move to cut teacher pay by 10% in response to teachers’ refusal to perform some duties outside classroom hours.

BC Teachers’ Federation president Jim Iker disagrees, saying Wednesday the pay cut and partial lockout of members is a “punitive action” that is unfair to teachers performing essential classroom duties.

In response, the BCTF will hold a vote June 9 and 10 to authorize full-scale strike action.

Rotating strikes are to continue next week while the strike vote is held and counted. “If approved, this would likely mean a fullscale strike within the next two weeks,”Iker said.

LRB vice-chair Richard Longpre dismissed the BCTF’s appeal of the partial lockout of teachers in a decision released Wednesday afternoon. He said the two sides are free to seek a third-party resolution of that dispute.

Iker said the union is getting legal advice on the LRB decision and may pursue arbitration.

At the bargaining table, the BCTF has reduced its pay increase proposal by 1% over four years and offered other concessions in a move to end the stalemate.

In an email to union members Tuesday night,

JIM IKER, BCTF the BCTF executive said the offer “adjusted the federation’s package in seven areas, including salary, benefits, preparation time and [substitute teacher] compensation.”

The new BCTF wage proposal is a total increase of 9.75% over four years, plus cost-of-living adjustments in each year depending on inflation.

Iker has estimated that with inflation, the total increase would be 12.75% over four years.

BCPSEA, representing the province’s 60 school districts, has proposed a 7.5% increase over six years and recently added a $1,200 signing bonus if an agreement is reached by the end of the school year. BCPSEA chief negotiator Peter Cameron has described the employers’ wage proposal as in line with other public sector union agreements already reached.

The two sides remain bitterly divided over class size and special needs support staff, the subject of repeated court actions since those provisions were removed from the teacher contract in 2002. tfletcher@blackpress.ca

A Port Moody resident who graduated from Douglas College’s dispensing optician program a decade ago received the institution’s 2014 Distinguished Alumni Award this week. Scott Kling, an eye-care professional with Essilor Canada who is also an educator, advocate and volunteer with the Third World Eye Care Society, was honoured on Wednesday by the college that has a Coquitlam campus.

Madison Kingra, seven, has been taking part in the BC Children’s Hospital Foundation fundraiser for four years. And last year, she decided she wanted to wear a Super Hero cape at the event, which identifies youth who have brought in more than $1,000 for childhood cancer research. “I want to end cancer so no more kids get sick!” said Kingra, whose father and two school mates have battled the disease. On Sunday, after the 5 km run, Kingra said she hoped the money she donated helped to cure at least one child from cancer, Steve Kingra said. In total, the PoCo girl collected $1,150 for the cause.

and rather square rear deck lid and bumper, framed by a full width taillight, look modern but the rest of the car has sweeping lines. The back is chunkier looking.

One thing we really miss is a rear trunk release on the outside of the car; you have to use the key fob or the interior release. When you open the trunk, the area for storing the hybrid battery pack really limits the amount of space for carrying larger objects.

Inside: Front and centre is the standard MyLincoln Touch system, which is the same as the MyFord Touch system. If Lincoln wants

Both the regular gas model and the hybrid come nicely equipped. Many buyers will likely opt for the preferred package at $6,100 to get the huge panoramic sunroof, navigation system,

heated rear seats and steering wheel, backup camera, blind spot warning system and more. This was the package on my test car, and it is a good deal, because for $46,000, the MKZ comes loaded. As a comparison, the Lexus ES hybrid fully loaded is more than $53,000.

Drive: The MKZ is sold in three configurations, the base front wheel drive (FWD) with a 4-cylinder turbocharged Ecoboost engine an all wheel drive (AWD) with a 3.7L V6 or this hybrid.

Unfortunately, the V6 is the

only one with AWD. The 2.0L Ecoboost turbo 4-cylinder is the same one used in the Range Rover Evoque and pumps out 240hp. The 3.7L V6 has 300hp and the 2.0L 4-cylinder matched to a hybrid system has a rather pokey 141hp. The upside is that this car is rated at 4.0L/100kmh in both the city and highway. As I have remarked before, the Ford/ Lincoln hybrid system is one of the best on the market but invigorating it is not.

This is a cruiser; the whole setup is refined and muted making this MKZ not as

edgy as it looks.

Historically, Lincoln’s main rival has been Cadillac but now these two companies couldn’t be farther apart.

Cadillac, with its award winning ATS and new CTS, contends with the best German products. This MKZ isn’t going to get German car buyers excited.

Verdict: Lincoln has done a good job of packaging the MKZ hybrid without a price premium. It comes nicely equipped and when fully loaded is a relative bargain in the luxury space.

But there are a few problems. One is the push button transmission. I’m not opposed to buttons, just to the fact they are

not close to the driver; it’s a bit of a reach, especially going back and forth from drive and reverse, several times, when parking. I much prefer the rotary dial in the Jaguar or the column shifter in the Mercedes products.

The rest of the centre console is covered in hard plastic with sliding controls for the heat and radio, the rest are touch-sensitive. Call me old school but I prefer a conventional layout. The biggest rival for this car is the less expensive Ford Fusion on which it is based.

The restoration business has changed a great deal – in the past, most auto body repair shops would only take on such work when their collision work dried up.

Now it’s very specialist work and I’m often asked if I could recommend a restoration shop. To be honest with you, I would be hard pressed to come up with enough names to fill the fingers of one hand.

But I have no hesitation in saying that I doubt there is one in the entire country that restores and builds as many custom cars as 360 Fabrication, in Abbotsford.

They control the costs and track the daily progress by using a number of management systems and a Gantt chart.

The secret to controlling the work is to perform all of the tasks in-house with perhaps the exception of chrome plating. During my time in the trade, costs kept mounting up and either the customer or the technician, who worked on a flat rate (piecework) basis, was short changed resulting in ill feelings between the shop owner, his staff and the customer mainly caused by the lack of communication and too many assumptions!

Laura Ballance’s original plan was to have a sympathetic restoration performed, replacing only what was necessary. But cars are no different from houses, boats and planes, so when the Mustang was disassembled and stripped they discovered that probably the only thing holding the car together was Laura’s father’s DIY welding!

The Mustang is a relatively easy car to restore in terms of obtaining new parts. In this case, by the time the air chisel and plasma cutter was put away the only major sheet metal components left was the roof, “A” pillars, rocker-panels, bulkhead and the two front frame rails and the rear section of the floor. I have heard the expression “better than new” a few times over the years and have often wondered how can it be better than new? But it can.

Today’s restorations have improved with the help of new technology such as compression fit welding equipment, seam sealers and paint products including epoxy primers, spray on polyester fillers and the waterborne color coats with a clear coat finish. These products are far superior to anything that came off the production line during the ’60s.

Rick Francoeur and his team at 360 always allow the customer to be in control and understand customer needs and expectations, even down to the smallest sentimental detail. However, sometimes they have to advise the client for their own benefit, sometimes financial, safety related or future re-sale value. Laura wanted the Mustang refinished it its metallic blue, all the rage during the ‘60s and the car she remembers. But if the car is to retain its value and to represent how it came off the production line as a rare T5, it had to be painted its original Ford Paint Code Z, an interesting colour called Sauterne Gold Irid.

This colour combined with a black interior and vinyl roof will make the car a real eye catcher.

olony Farm Regional Park is gaining a reputation for being the birding hotspot in the Tri-Cities area.

With a diverse mix of habitats, including some regionally rare tall-grass meadows, the park attracts a variety of birds, including quite a few that are more reliably found in drier habitat of the Interior. The number of bird species found at Colony Farm is now over 200, so approximately 40% of all the birds ever seen in B.C. can be found at certain times of the year there.

This time of year, during the busy nesting season, is one of the more spectacular times for bird watching. The park fills with several species of warblers, flycatchers, vireos and sparrows, many of which have migrated long distances to reach Colony Farm.

The bird population in the park swells this time of year because so many birds fly from their southern winter homes to nest and raise their young here.

Why some species of birds undertake such long and remarkable migrations twice each year remains one of nature’s mysteries. Biologists believe these arduous journeys are worthwhile for the birds because the northern hemisphere produces an abundance of insects to eat as well as bountiful crops of ber-

Tomorrow (Saturday) at 9 a.m. and 3 p.m., the Colony Farm Park Association is offering two-hour nature walks to enjoy the beautiful lazuli buntings and other migratory birds of Colony Farm Regional Park. These walks, which are free and suitable for all ages, will start from the large parking lot at the end of Colony Farm Road (next to the community gardens), which is accessed from Lougheed Highway in Coquitlam.

Washroom facilities are now available.

Participants are advised to wear sturdy shoes, dress appropriately for the weather and bring binoculars if they have a pair. Knowledgeable birders from the Burke Mountain Naturalists will be available to lead the walks, which offer an opportunity for people to get acquainted with the diversity of birds that use this park. These prolific sources of food plus the long daylight hours for foraging are thought to create ideal conditions for rearing the next generation. Getting Where You Want to Go

Not all the birds that arrive at Colony Farm each spring will stay to raise their young. Some of them simply stop to feed and rest, then continue further north.These include beautiful birds such as the ethereal mountain bluebirds, which will continue on their migration after a few days of feeding. Other birds, such as the western tanager,

with its brilliant red head, will stop temporarily at Colony Farm and then seek out secluded nearby forests such as Burke Mountain to nest.

Migratory birds require safe stopovers to rest and refuel during long migrations.

With the help of miniature radio transmitters coupled with clever experiments and many hours of careful observations, scientists are unraveling some of the mysteries of bird migration.

Most songbirds are now known to migrate during the night. At dusk, these birds use the polarized light of the setting sun to take a heading for the each night’s flight. During the day, the birds rest and feed to gain strength for the next night’s journey.

Birds may also use the rotational patterns of stars to orient themselves in a north/south direction. While some of our birds, such as the colourful lazuli buntings and black-headed grosbeaks, migrate directly north from places such as western Mexico, others such as barn swallows, Swainson’s thrushes and purple martins fly from South America across the Gulf of Mexico and then head west to the Pacific coast.

Not only does each species of birds have particular migration patterns but individual birds appear to know exactly where they are going.

This only makes sense — after all, if they have nested successfully in a certain location the previous year, then why not return to the same site?

Nonetheless, such habits speak volumes for their amazing homing abilities.

Recent experiments have shed more light on the impressive homing skills of migratory birds. Biologists in Germany housed migratory European robins in sites screened from local background radiation and found these birds were able to orientate themselves to the magnetic field of the Earth.

This suggested these birds also have a mag-

netic compass to use as a fallback when cloudy weather or fog obscures the setting sun and stars.

The most surprising finding was that, when these birds were exposed to very low intensity electromagnetic noise similar to what is used for AM radio transmission, they were no longer able to orientate themselves with the Earth’s magnetic field.This finding that very low intensity radio transmissions can

interfere with the homing ability of birds suggests they are highly sensitive to such frequencies; this could also explain why migratory birds are sometimes fatally attracted to radio transmission towers. Previously, this was thought to be due to the lights that illuminate these towers at night.

Establishing parks to provide habitat for migratory birds, keeping cats indoors and drinking“bird-friendly”(i.e.,

shade-grown, organic) coffee are some of the things that people can do to help ensure migratory birds will have successful journeys and productive nesting seasons.

W

hat is 1,375 km long, runs from the Rocky Mountains toVancouver and annually pours 20 million tons of sediment into the Pacific Ocean?

Did you guess the Fraser River?

To celebrate Canadian Rivers Day on June 8, let’s reflect on B.C.’s longest river — the 10th longest in Canada — and its significant ebbs and flows throughout Coquitlam’s history.

The river has shaped B.C.’s geographical, environmental, industrial and historical landscape for millennia. Declared B.C.’s heritage river in 1996 and Canada’s Heritage River two years later, the Fraser is a natural entity onto its own.

It is named after Simon Fraser, a North West Company employe, who was the first European to fully map the river, which he did between 1806 and 1808.

Many Coquitlam residents feel connected to the Fraser because of happy memories like fishing, swimming and canoeing. It may have been the scenic view during a road trip. Many will remember when our now local MP, Fin Donnelly, swam the length of the Fraser and

into news headlines in his 1995 Swim for Life.

However you connect to this river, there is one unchangeable fact: The Fraser is interlinked with Coquitlam. The Brunette, Coquitlam and Pitt rivers are all tributaries of the Fraser. Fishing on the Fraser has been part of Canadian heritage and First Nations culture for centuries, and it is one of the largest salmon and white sturgeon spawning waters in the world.

The Fraser made it possible to operate Fraser Mills, which led to urban development in early Coquitlam. The Fraser River provided a water passage for transportation that was crucial as logged lumber travelled down the river for mill processing. Once the wood was ready for export, the river once again enabled lumber products to be loaded onto cargo ships and trains. To ensure safety, the Fraser’s channel was

We cannot forget that along with being valuable, the Fraser is also very powerful and has immense destructive potential. Longtime Coquitlam and Port Coquitlam residents still have vivid memories of the 1948 flood. There was relative calm during the balmy May long weekend 66 years ago before an unprecedented number of dikes broke

due to the combination of warm weather and heavy snowpack melting. Many accounts can be read on how the community came together to save personal property, and Fraser Mills and Essondale equipment.

Minnie E. Best recalls in the book Coquitlam 100Years how“the men had to work night and day to keep the water from going throughout the city. All the available men worked placing

sandbags by the side of the river.”She goes on to describe her contribution in the form of pie baking for all the helpers.

Residents and industries were well experienced with Fraser’s flooding. There had been a record-breaking 1894 flood. But since then, coastal development had significantly increased.

The damage 55 years later totalled in the millions and thousands of people were displaced.

Approximately 50,000 acres of land was under water, the clean-up took months.

Magnificent, powerful, life-giving and invaluable, the Fraser River is B.C.’s flowing treasure.

A

Coquitlam mom is learning to love food — and her body — again after an eight-week challenge to live better, eat healthier and learn about fitness and nutrition.

Nicole Robson is a Coquitlam mom and entrepreneur who, for the past eight weeks, has blogged, exercised, created recipes and fundraised for the Canadian Cancer Society as the Tri-Cities’ representative in the Kin’s Farm Market Green Fighters Challenge 2014.

The fruit and vegetable store’s second annual contest is just wrapping up — with official photos posted on Facebook — but as of The Tri-City News’ recent interview, Robson hadn’t completed her final body scan, which will“tell the story” of her fitness success. (A follow up interview will be published on July 4.)

But after several weeks of working out by doing the Coquitlam Crunch and regular hot yoga sessions at Beach Yoga, plus using proper nutrition information provided by the contest, Robson said she already feels like a winner.

Share Alcohol and Drug Program is hosting an education series that started on June 4 and runs Wednesdays through Aug. 27.

The program is open to anyone has important information for those who have an alcohol or drug problem, or for those concerned about their use.

“I really got to see what my body is made of,”Robson said.

She started the contest weighing 190 lb. — her “pregnancy”weight, which she said was too high — and even though she was already trying to eat properly and exercise regularly, she wasn’t losing pounds. She’d tried every low-carb and fad diet but the weight that dropped off always came back.

This time, Robson said, she was determined to keep off pounds.

The contest came at the perfect time for Robson to make a change. Her mobile

hair styling business was doing well as were her children, aged 10 and 13. It was time for a little mom time and that’s what the Green Challenge provided, along with a chance to blog about it along the way. Robson posted pictures of her vegetable“art”creations and received advice that enabled her to make changes in her eating and exercise routine.

She received body scans that told her what her fat, bone and lean muscle make-up was, and was told she only had to make small

changes, such as cutting out the honey in her tea.

But the small sacrifices and eating more fruits and vegetables enabled Robson to drop eight pounds, at roughly a pound a week, a healthy rate, and an accomplishment she’s likely to maintain.“Any more than that and you lose muscle,”she said.

And a funny thing has happened along the way: Robson has learned that maintaining a healthy weight is not complicated.

Renovated homes go on Parade with the GVHBA

With only four games in the Western Lacrosse Association season under their belts, most Coquitlam Sr. Adanacs are still rounding into form.

But three players joining the team this week-

The trio is fresh off a disappointing loss with the Calgary Roughnecks in the National Lacrosse League finals, but Veltman said they are eager to put the loss behind them and focus on

the upcoming W L A season.

“It was a tough loss for us for VeLTmAN sure,” he told The Tri-City News on Wednesday. “I am just excited to be getting back playing.”

Calgary’s 3-2 loss against the Rochester Knighthawks in the tie breaking mini-game a week ago is still fresh

on Veltman’s mind.

However, the 29-yearold lefty said that after a few days he has started to appreciate the accomplishment of getting to the 2014 Champion’s Cup. “There is a lot to take away from it,” he said.

“It is great to make it to the championship itself.

But it is still hard to look at it as a successful season coming so close and falling short by that one goal.”

For Veltman, there

are positives and negatives to joining a team that is already progressing through its season.

On the one hand his conditioning is in top form and he has been competing at a high level since January.

However, finding the chemistry with his teammates, many of who are new to the Adanacs, will take a bit of time, he said. see LAnGLeY, page 36

One of the first players to ever don a Coquitlam Adanacs jersey is being inducted into the Coquitlam Sports Hall of Fame later this month.

Bill Bradley joined the team in 1965 and quickly established himself as a key player on the roster, eventually scoring 641 points in 295 games with the club. The Canadian Lacrosse Hall of Famer is seventh among all-time Adanac scorers and was named first-team all-star seven times.

Bradley is not the only local sports talent being inducted at the June 19 ceremony.

Soccer sensation Pat Philley will be recognized for his contribution to the Canadian national soccer team in the mid-1950s.

Playing alongside his brother Brian, Philley served as Canada’s captain in the World Cup qualifier in 1957, including a 5-1 win over the United States in Toronto.

The win over the U.S. came in Canada’ first FIFA World qualifier match, with Philley scoring one of the goals.

Prior to that, he was a prominent member of the Vancouver city team that won the Canadian Challenge Cup in 1950, beating Winnipeg 4-1 and 4-0 in the final. see SAYeR, page 36
