- Runners headed out on a four kilometre trail run through Jarvis Bay Provincial Park Saturday morning as part of the Muscles in Motion fundraising event in support of Canadian Muscular Dystrophy. Organizer Kimberley Reinhart said over $16,000 was raised during the fourth year of the event. It was also the biggest event with 24 youngsters participating in the 1 km trail run and mini fitness challenge, 65 participants in the 4 and 8 km trail runs and 12 teams in the Firefighter Fitness Challenge. Collected - Three students at École Steffie Woima Elementary School now have a nice short summer style, following a ceremony last Friday. Basement suites approved for seven new homes in Ryders Ridge, Beacon Hill

BY STEVE DILLS SYLVAN LAKE NEWS Secondary (basement) suites were approved for seven single family residences in Ryders Ridge and Beacon Hill, during Monday’s Municipal Planning Commission, despite opposition from neighbours.

Commission members were told that secondary suites were “prescribed uses” in the land use districts involved.

In the case of a development application for 28 Rosewood Rise, a petition containing comments from

21 area residents was received with concerns related to users of rental units, parking on the street, effect on property values, traffic and safety and garage suites in general. Additionally three letters were provided by adjacent landowners in the R1 (low density residential) neighbourhood.

Councillor Matt Prete questioned parking and said while the suites may be allowed under the Land Use Bylaw, “I’m not sure they’re good for the neighbourhood”. He voted against the motion.

The balance of the applications approved were for basement suites in R5 (Narrow Lot General Residential)

districts on Reynolds Road (4) and Bowman Circle (2).

During discussion on one of the applications, Prete stated “there’s a certain amount of dissatisfaction with the way things sit. I’m finding it hard to move forward with these things.” He added council is addressing the Land Use Bylaw.

He voted against several of the applications, but on others he voted in favour after a condition was added to ensure required parking is developed on the properties involved.

Two parking stalls must be provided for the primary residence and one for the secondary suite.

One development application for a secondary suite in the cottage area was turned down.

Nine responses were received from neighbours about the proposal for 5015 35 Street. Their concerns related to construction of the home in relation to existing underground water tables, parking, users of the suite and increased density within the existing “character” of the area.

Staff recommended approval of the application, noting that 10 secondary suites have already been approved in the ‘cottage area’ (33rd to 39th Street between Lakeshore Drive and 50th Avenue) with no complaints having been received

regarding their use.

Commission members voted against the development stating it would unduly interfere with the amenities of the neighbourhood.

During discussion on the various items, commission members were told the town has issued 69 permits for secondary suites. That number doesn’t include tourist homes or illegal suites, said Development Officer Patty Urban.

Her reports also stated “the provisions of the Land Use Bylaw were intended to delegate the Development Officer authority to issue permits for secondary suites provided all provisions of the Land Use Bylaw are satisfied. However recent amendments to the Land Use Bylaw, pertaining to garage suites, inadvertently resulted in this authority being removed … Therefore the secondary suite “use”, while remaining discretionary in the land use districts described above, now result in the Municipal Planning Commission being the development authority.”

At the last council meeting, first reading was passed on a bylaw to again transfer approval authority to development officers.

A public hearing on that bylaw is set for June 23 after which time councillors may consider second and third reading of the bylaw.

Two generations of Sylvan Lakers took advantage of a chance to enjoy the sunny weather while getting to know each other during a walk around Centennial Park Tuesday.

Walk the Talk, organized by Sylvan Lake’s Building Bridges committee, paired students of École Steffie Woima Elementary School with seniors from the community.

Together, each pair or group walked a set path through Centennial Park, where stops along the route posed questions designed to help participants get to know and understand each other better.

“It’s to bring the generations together so they can find out by answering the questions that they don’t have that many differences,” said Krista Carlson, a member of the Building Bridges committee. “They both have had experiences, and they can learn from each other.”

Along the route participants were asked to describe their favourite school subjects, and why they feel physical activity is important at their respective ages.

Other questions prompted explanations of how they define a good role model, and what their favourite hobbies and activities are.

just to have another positive adult role model in their life.”

The class of about 23 students was matched with about 30 seniors, and Carlson was happy to see strong participation from both sides.

“I’m amazed that we were able to get that many adults and students,” she said. “We can see this just getting bigger and bigger every year.”

Building Bridges hosts intergenerational events and activities aimed at building assets within the community.

Earlier this year, it hosted a sold-out presentation

by Amanda Lindhout, marking the beginning of its Strengths Development Series.

The committee is a collaboration of various community groups and organization.

I’m sure most readers remember council’s decision to amend the Land Use Bylaw with respect to garage suites — but only after a large number of citizens showed up in council chambers to vent their frustration and displeasure. New bylaw changes significantly restrict when and where garage suites can be proposed for development. Council also directed administration to maintain final approvals through the Municipal Planning Commission (MPC) — as they should for discretionary development. So far, so good.

As a result of the new direction, however, our development officers and the MPC suddenly found them-

We don’t know what all the fuss is about. They could even reduce delivery to three days a week, instead of five, and we wouldn’t worry. In fact, we probably only make it to our mailbox once or twice a week and it’s just down the hall.

Under the bylaw, and as currently written, property developers can now legally build two residential suites on a single lot. I suspect the approvals process has quietly been going on for the past few years but, because council had previously delegated their responsibility to administration, no one is aware of the extent.

I personally advised Mayor McIntyre and Councillor Plante of my concerns on May 23rd. Both expressed surprise and promised to look into the matter; the mayor since advised me “council has indicated interest in introducing some kind of further conditions with respect to secondary suites”. Three days later, council passed first reading of Bylaw

1644/2014 — a bylaw which will once again delegate authority for secondary suites approval to the development officer.

Where is the logic in all of this?

Approvals for both garage suites and secondary suites were previously under the delegated authority of the development officer? Council (accidentally) rescinded both authorities and significantly tightened the rules with respect to garage suites, but left secondary suite development with virtually no controls in place? Garage suite development is now severely restricted, yet any approvals must still go through MPC? Secondary suite development is suddenly creating additional work for both administration and MPC so council proposes to back away from the process pending some ambiguous, future fix?

approximately 200 native trees — mostly birch — which have been dug up and hauled to town and set out on boulevards. Of the trees set out last year only a few died and these have been replaced.

The members of the committee deserve the highest commendation for their fine community effort. They aim to get citizens interested in improving all boulevards by getting same into well kept grass with trees set out, and ask the co-operation of all in this well worthwhile effort. ♦ ♦ ♦ The community was saddened today (Wednesday) when it was learned that Mr. and Mrs. William Cameron had received word that their son F/Lt. Thomas Henry Cameron, D.F.C., had been killed in a plane

crash near Dalft, Holland, on May 11.

The sad news was conveyed in a letter from Tom’s commanding officer who was also his personal friend and followed a previous report that he was posted as missing.

Grade XII graduands of the Composite High School in Red Deer include the following from Sylvan Lake and district: Barry Dorin, Susan Kanten, Joe McCutcheon, Ed. Bruger, Allan Fisher, Eileen Raivio, Jacqueline Smith, Richard Staudinger, Robert Violetti, Keith Owen, Wayne Penner and Patrick Stinn. Of these, only two are from the original Grade 1 who started at Sylvan Lake School — Susan Kanten and Joe McCutcheon. At

that I am not against secondary suites, per se. Other communities place permanent caveats on development such that a secondary suite can only be rented out when the home owner also lives on site. This allows people who might not otherwise qualify for a mortgage the opportunity of home ownership while at the same time ensuring that property developers can’t just throw up a whole bunch of two suite revenue properties in single family residential areas. I’m sure there are plenty of other good ideas out there if council is interested in putting a stop to this madness.

- A building which has sat empty for about a decade was demolished last week by Dirt Werx. Al Carberry, owner of the company, said work was originally scheduled for last fall but the weather turned too quickly. Operating the track hoe was Wade McAllister. The structure, on 49th Street, behind Beach Burgers, was last used as a sales office for Sylvan Lake Resort and Conference Centre, the illfated project which was to replace the old hotel on the corner of Centennial Street and Lakeshore Drive. The property will remain vacant for the time being. A proposal for the town to lease the property and create a parking lot on it was turned down by councillors earlier this year due to the cost involved.

Sylvan youngster raised thousands for cancer research

A Sylvan Lake youngster has proved that a simple gesture can reap extraordinary benefits.

This part-time position reports to the Board of Directors and is responsible for all administrative and day-to-day operations as well as assisting with the programs, activities, and functions of the Sylvan Lake Chamber of Commerce.

In doing so, he raised an astonishing $2,616.55 in donations — all of which were donated to the society.

“We put a link on Facebook for it, so people could donate there, and then people could just come to my house and drop off money,” he said.

Braitenback began the fundraising campaign in light of his grandfather’s recent passing due to cancer.

Reuben’s mother Jenny, speaking at the assembly, noted his family were “incredibly proud” of him. She felt his grandfather would have also been “proud and happy to know you are making a difference to help others”.

Nancy Kumm, revenue development co-ordinator for Canadian Cancer Society, was on hand to receive Braitenback’s donation, and said it, and others like it made by youths eager to make a difference, go toward the Cancer Society’s programs and services, such as financial assistance for those battling cancer.

“It’s amazing that these kids are doing this,” she said.

Mostly, the youngsters come up with fundraising ideas on their own, she added.

“It’s the kids that have initiated it, and gone to their parents and said, this is what I want to do.”

Braitenback’s hair was cut by Corina Brown, his grandfather’s favourite barber, and Regan Lynn, Braitenback’s teacher at C. P. Blakely School.

Occasional weekend and evening hours will be required and the preferred work schedule is to be determined.

ETERNAL GARDENING

It’s planting season. Farm machines are busy doing what they do to prepare, plant and then protect the crop that has been planted from all manner of weeds and problems. Gardens are being worked up, and straight rows of seeds are already in the ground waiting on heat and rain to produce the vegetables and berries that will be produced.

The goal is harvest. The whole purpose of going to the work of planting is to bring multiplied results. A few potatoes bring a bucket full in response. A few seeds brings a box full of vegetables. A few seeds bring bushels of grain. That’s why we go to all that work.

Jesus used a planting story to illustrate the kingdom of God. He told of a man who went out to plant his field. In fact it says he planted good seed in his field, doing his best for a good harvest.

The story goes on to say that while he slept an enemy came and planted weeds among the good seeds, and then left. When the crop came up the servants noticed the weeds in the crop. When they reported it to the landowner, his simple response was “an enemy has done this.”

“Do you want us to go gather them?” they asked. “No, in

gathering them you might pull up the wheat too. When we get to the harvest we will separate the two and burn the weeds and gather the grain.” The story is told in Matthew 13:24-30.

The Bible tells us that God created the heavens and the earth, and it adds that as He looked at it He thought it was “very good.” He had sowed good seed in His field. Today, we would all agree that it’s not all very good. We pass by broken houses and granaries that were once dreams of generations no longer with us. We drive past graveyards where people lay who have been forced to submit to the reality of mortality.

We see hospitals, ambulances and police cars doing their work.

We deal with murder, bullying, conflict and broken families. We are all touched with the “weeds” of life. We live in a state of fear for a variety of reasons. We experience or know people who are touched by pain caused by a variety of sources. There are definitely weeds in God’s field where it was once “very good.”

He told the story so that we would remember that when we experience pain, darkness, sickness or death, “an enemy has done this.” It was never God’s plan. There is a day coming when it’s all going to be sorted out. God has not forgotten you, and He was never the cause of what you are going through. He will make everything right and new, in due season. Be of good courage for there will be a harvest and an end to it all.

Provincial project reveals room for improvement in early childhood development

BY STUART FULLARTON SYLVAN LAKE NEWS Members of Sylvan Lake and Area Early Childhood Coalition learned there’s still much work to be done in ensuring proper development of Alberta’s young children.

They gathered at the community centre May 22 to meet Early Childhood Development Mapping Project (ECMap) director Dr. Susan Lynch, who updated them on provincial results of ECMap’s Early Development Instrument (EDI).

Baseline results from 2009 to 2013 revealed only about 46 per cent of five-year-old children were developing appropriately in the project’s five measured areas of development — language and thinking skills, emotional maturity, communication skills and general knowledge, social competence, and physical health and well-being.

The results, Lynch feels, speak for themselves.

“I was astonished by that number,” she said. “That means we’ve got more than half the kids experiencing some kind of difficulty in one of these areas at least.”

A rate of about 65 per cent might have been her estimate beforehand, she added.

Provincial data is used as a baseline for data collected in the Sylvan Lake and area range. Included in that range are the town of Sylvan Lake, Benalto and four of the five summer villages.

Sylvan Lake and area fared higher than the provincial average in the areas of social competence and emotional maturity, but fell short in others.

Just 38.7 per cent of children evaluated in Sylvan Lake and area were found to be developing appropriately in all five areas.

Lynch said it’s not unusual to see disparity throughout the province, with factors such as population and demographics taken into consideration.

“You’ve got a lot of growth going on here, and so you may find that simply the growth is going to change some of those patterns.”

Nonetheless, she feels numbers across the province should be a case for concern.

There is “a big enough difference that we want to be asking ourselves what is going on here,” she said.

ECMap promotes a child’s early years as being the most important in their lifelong development. It encourages investment in early childhood development through community resources and knowledge and understanding.

- Wendy Graham, owner of Booster Juice, presented a cheque for $1,405 to Sylvan Lake Food Bank May 21, accepted by Vonda Steckler. The money was raised by recycling 11.4 litre pails which the business sells after using products which are received in them. Graham said the money represents about two years worth of pail sales.

Children likely to get dirty as they learn and tend their gardens

“Food is just one part of it,” she said.

“Then there is the physical activity that goes along with it because they’re planting and they’re watering.

“There’s another aspect in teaching the respect of other people’s property: They know those gardens are there, they know they’re not to walk on them.”

Parents arrive at the sessions knowing their children are likely to get dirty, said Campbell. She feels that’s simply part of the learning and fun of gardening at a young age.

The garden’s Monday meetings are held on a drop-in basis, with no registration required, and no fee to take part.

They typically begin around 10 a.m.

The garden, located on 47 Ave. west of 50 St., will be open until September.

With summer now unofficially underway, Sylvan Lake Children’s Garden is up and running, and proving a popular hit among children and their families.

Its first meeting of the year, May 26, saw about 15 families taking part in gardening activities aimed at teaching children about food security and sustainability.

“We are teaching children at a young age that they can grow their own food that is not genetically modified and is healthy for you,” said program co-ordinator Giselle Campbell. “It’s fun and educational.”

Horticulturalist Janine Waldo leads the garden’s weekly Monday meetings, where children learn how to plant seeds and tend them as they grow.

The bear then chased them, capturing a couple to join in the next game, during the Teddy Bear Picnic at Sylvan Lake Municipal Library Saturday afternoon.

The library hosted 29 children and 19 adults at the event. Also included was a rousing story, “We’re going on a bear hunt” and beary crafts such as making a bear bag and Teddy Bear picnic basket. They enjoyed a snack and juice before participating in energetic games.

Sylvan Lake 4-H Multi Club had its first Achievement Day May 24.

Members received trophies for first and second place record books, medals for public speaking awards, aprons for completing a Foods Project and frames for completing a Photography Project. Each of the members displayed their photography and brought some delicious homemade treats to share with family and friends who came to see their achievements.

We will wrap up our year with one more volunteer day at Bethany and participating in the 1913 Days

parade.

Our first meeting next year will be Oct. 6 at 6:30 p.m. at H. J. Cody. Members who are 9 to 20 can join our club and Cleaver kids (ages 6-8) are welcome to come and participate in many of our activities, but are not required to complete a record book.

Membership fees are $80 for members and $20 for Cleaver kids. We will have a display at the fall community sign up fair on Sept. 4.

4-H has many projects to offer from small animals to crafts to horticulture. Each project needs to have a project leader, so bring your parents or neighbours who have expertise that they would like to share. We can offer as many projects as we are able to find people to lead. The commitment is one Monday per month for each general meeting and one meeting per

month for each project (generally on Mondays, but up to discretion of the project leader). In addition to a project book, we participate in fun activities such as swimming parties, movie nights, ski parties and Rebels night. We also do some community volunteering and host a public speaking competition.

Through 4-H, students are eligible to win scholarships and trips. There are also many opportunities to attend camps which focus on self-esteem building and communications skills. As students develop their leadership skills, they can attend leadership camps and get jobs with the 4-H Foundation as camp leaders for the younger members. 4-H is a family program and we encourage parents to come to meetings and learn about the many things that 4-H has to offer.

County clamps down on burning

Cody’s Grade 9 track and field meet Liam Pafford won the discus throw with a distance of 29.64 metres during the Grade 9 track and field meet at École H. J. Cody High School last Tuesday.

Shyrina Tarnasky and Cailey Harbridge were within a step of each other while Victoria Matejka and Bailey Gainor kept it close during one of the girls races at the Grade 9 track and field meet.

Special to Sylvan Lake News Dustin Spearing was enjoying a round of golf with friends at Meadowlands Golf Club in Sylvan Lake, May 24.

He said that he golfs quite regularly throughout the season, but as this was his first round of the year, he wasn’t expecting anything extraordinary.

Spearing walked away with his first ever hold in one on #4 at 187 yards with his trusty 7 iron.

After getting over the initial excitement, Spearing said that his clubs were feeling great and he’s looking forward to more golf this season.

After hearing from 3,000 Albertans, their report is in. Some of their recommendations include: • • • • • • • • • • •

Increasing the time available to teachers for preparation and collaboration Internships and reduced workload for first year teachers Adopting a formal mentorship program to provide more support for beginner teachers, as well as new school and district leaders Improving evaluation process for teachers and the professional growth plan process Requiring teachers to maintain certification, with evaluations conducted – with the purpose of demonstrating professional growth and continual evidence of performance – every five years Increasing access teachers have to technology and specialized supports and services Requiring new school leaders to complete a leadership program At education faculties, increasing the amount of current practicum requirements to provide student teachers with more classroom experience before they graduate Requiring post-secondary institutions to look beyond grades to suitability when admitting education faculty applicants Increasing transparency and effectiveness of process for complaints of teacher competence or unprofessional conduct – the Task Force report does not recommend splitting the ATA into a college and a union, it prefers the government to work with the ATA to resolve the current issues Increasing empowerment for principals to deal with teachers that need to improve their skills – the Task Force report does not recommend removing principals from the ATA, it prefers the government to work with the ATA to resolve the current issues

Muscles in Motion raised over $16,000 for Muscular Dystrophy

The fourth annual Muscles in Motion was bigger and better, raising over $16,000 for Muscular Dystrophy Canada Saturday.

A new feature this year was a 4 km trail run. Between it and a twoloop 8 km run 65 people participated through Jarvis Bay Provincial Park. The 1 km trail run and mini fitness challenge involved 24 youngsters.

One of the most strenuous and interesting events was the team firefighter’s fitness challenge which included 12 teams.

“I am thrilled with the turnout and the donations that were brought in, including all the donations for our silent auction items and all the volunteers who came to help,” said organizer Kimberley Reinhart.

“There are now so many events that ask for donations, I am so thankful that people worked so hard to donate and create awareness of Muscular Dystrophy.”

New this year was proclamation of Muscular Dystrophy Week in Sylvan Lake by Mayor Sean McIntyre and council. Reinhart and her volunteers gathered prior to a recent council meeting for the proclamation.

Reinhart began organizing the event for her nephew who battles Duchenne Muscular Dystrophy. “He is currently 15 years old and in a wheelchair with only limited mobility with his hands. With this type, his muscles will continue to degenerate and lead to further paralysis,” she said. “The life expectancy with this type of Muscular Dystrophy is early 20s. This is why the event is so important to me and why I’m so grateful for all the support we have received.”

Her committee includes Marie Astrid Detharet, Rob Monaghan and Nikki Labelle.
