STEVEN MAISEY Representatives from Northern Health attended the Village of Burns Lake council last Tuesday, and brought exciting news to Mayor Strimbold and council, announcing that the new hospital in Burns Lake is set to open ahead of schedule.

Michael McMillian, Chief Operating Officer of Northern Interior Health Service Delivery Area and Marie Hunter, Lakes District Health Service Administrator for Northern Health announced to council last Tuesday that after visiting and touring the site of the new hospital in Burns Lake that the construction is ahead of schedule.

It was only two years ago, in April 2012 that the project was announced, and a year later PCL Construction, the construction company hired, broke ground on construction.

Northern Health originally planned to open the hospital in the summer of 2015, but now plans are to have the hospital open and operational in January 2015.

A 59-year-old bear hunter was shot and killed on the Tahtsa Reach Forest Service Road last Monday, May 26.

Police received a report of the shooting at 3:15 p.m. Monday and found a deceased man near the Huckleberry Mine Road 112 km south of Houston, said RCMP Sgt. Stephen Rose.

The man, Jeffery Cooper from Toutle, Washington, was bear hunting with two guides when he was shot. Police would not confirm who shot Cooper except to say it was another individual in his hunting party.

Jeffrey Cooper Sargent Rose said the hunters shot a grizzly on Sunday, May 25, but the bear was not killed. Hunters went back Monday, found the injured grizzly and shot it again.

In a newspaper story published May 29 by The Daily News of Longview, Washington, U.S.A., the family described the circumstances of the accident.

The story accounts the following: "The angry bear charged out of the brush. Cooper and the two guides, reacting instantly, all fired and dropped the bear. Cooper was standing in front of one of the guides, and a bullet struck and killed him, according to his family.

Cooper had been in the Burns Lake area last fall but failed to bag a bear, said Shirley, Cooper's wife of 27 years. So he returned May 23 — his 59 birthday — to try again.

Shirley said her husband was an avid outdoorsman. "It was his passion. He just loved being out in the woods. He hiked. He hunted. He fished,'" she said.

The Coopers are members of St. Paul Lutheran Church in Castle Rock.

"He was a wonderful person. He would help anyone. He was a good Christian," Shirley said, adding that he raised her two children, now grown, as his own.

One of them, Josh King, said his father had a lifelong dream to bag a grizzly.

"He loved to hunt, and that was a great challenge," he said, adding that his father was going to have a rug made of the bear hide, and his family may still act on those wishes.

Tim Haderly, a longtime friend of Cooper said it's a tragic loss.

"The one saving grace is that he went doing something he loved," Haderly said. "He was a guy who lived life to the fullest.”

The shooting remains under investigation by Houston RCMP, North District Major Crime Unit, North District Forensic Identification Unit and the BC Conservation Service.

Naming the multi-use facility

Farmland fate a test for parties

The new Burns Lake multi-use facility officially opened its doors last Friday to the public after over a year of hard work by construction workers in building it.

The new facility has a number features that will surely attract local residents to use the facility, such as, the climbing wall, a squash and racquet ball court, a fitness centre and two multi purpose rooms that will be used for village recreation programs and will be available for rent.

Along with those features a new cafe, the ‘Reload Cafe’ has been built that will offer people food and beverage options.

New courses and fitness programs will begin alongside the opening of the multi-use facility.

The cost of the facility was $3 million dollars, of which, $2.4 million was received through a provincial government grant, while the remaining cost was covered through money received from the Regional District of BulkleyNechako, the Northern Development Trust Initiative, the Nechako Kitamaat Development Fund and from the Village of Burns Lake capital reserves.

From what I’ve seen of the new facility, it looks incredible, but that’s to be expected when something is newly constructed and brand new.

As well, the cost of monthly, tri-monthly and annual passes are quite affordable, and even the single admission rates are comparable to other city ran recreation facilities that I have seen.

For comparisons sake, the cost of an adult (19+) single admission is $5.25 at the new Burns Lake facility, Delta Parks and Recreation, where I used to live, charges young adults, 19-24-years-old, $4.75 for a single admission and adults, 25-59-years-old $6.25 for a single admission.

However, it is not the cost to build, or the cost to use the new facility that is of interest to me.

It isn’t even what the new facility offers that interests me.

What has caught my attention is the passion that local residents have about the naming of the new multi-use facility.

There have been many in the community that feel that the re-naming, the Tom Forsyth Memorial Arena is wrong, that it dishonours someone that help contribute to the community getting the arena.

There are others, such as George Hamp, who wrote a letter to the editor last week, and Paul Jean that don’t understand why it was named what it was in the first place.

I’m incline to believe those two individuals, especially since Mr. Hamp was the construction foreman on the original project.

It doesn’t matter how much involvement Tom Forsyth had or didn’t have in the original arena, his name was put on the building and has been there ever since.

I believe his name should remain as part of the new building.

Generations of kids have grown up playing hockey or other sports in that building.

For me personally, bringing up the name Sungod Arena, where I grew up playing hockey brings back all the triumphs and heartbreaks I experienced in that rink.

That is what truly is behind the name of an arena, and taking that name away sort of robs people that grew up in that arena of a part of their great memories.

The naming of the facility has come down to four names, and there’s really only one option, the Tom Forsyth Memorial Multiplex.

The B.C. Liberal government’s bill to divide the Agricultural Land Reserve into two zones has passed, after one of the nastier exchanges I’ve seen in a decade covering the B.C. legislature.

“You’re all a bunch of corrupt liars,” NDP agriculture critic Nicholas Simons yelled as the government cut off a long and mostly repetitious debate that dominated the final days of the legislature session.

Not to be outdone, cabinet minister Bill Bennett replied to Simons’ heckle about Kootenay rancher Faye Street, one of Bennett’s most vocal supporters as he pushed through changes to the land reserve to ease land use restrictions in rural zones.

Bennett advised Simons to offer his remarks to Street in person. “She’ll kick your ass,” Bennett said.

The on-the-record debate wasn’t much better. Columbia River-Revelstoke NDP MLA Norm Macdonald summed up his party’s biggest objection with his charge that “a bunch of Liberal political hacks” will be appointed to regional panels of the Agricultural Land Commission.

The government’s scheme, Macdonald and other NDP critics predicted, is to unleash a flood of ALR land removals, to enrich B.C. Liberal supporters by allowing development on productive farmland.

That might be a valid concern, but there are a couple of factual problems. First, every appointment to the ALC, at the regional or provincial level, is made by the B.C. government. It’s been that way since the Dave Barrett administration set it up in 1973.

Second, the regional panels are not new. The B.C. Liberals imposed them in 2003. If this was their method of corrupting the process to dismantle the ALR, that would have largely happened in the years since. Surely by this time they would have found enough greedy political hacks who hate farming to subvert the process.

I’ve written before about the legitimate concerns of places like Merritt and Vanderhoof and Dawson Creek, where some ALR rules and decisions simply don’t make sense.

Strict secondary residence rules are needed in areas with non-farm development pressure. In most rural areas, they are a mistake, and are frequently ignored.

The debate wasn’t entirely devoid of honesty and civility. Macdonald interrupted his string of baseless accusations to note that under the current system, 75% of exclusion applications in the Kootenay region are approved. If that’s the case, what is really broken that needs to be fixed? It’s a good question that the government did not adequately answer.

And credit also goes to the new agriculture minister, Kelowna-Lake Country MLA Norm Letnick, who inherited a public relations mess left by the brief and boneheaded performance of Peace River North MLA Pat Pimm.

Braving the heckling at the end, Letnick put aside his partisan talking points and gave his personal assurance that the government’s intention is to support farming in those places where non-farm income is the only thing that keeps people on the land.

As soon as the theatrics had died down, the B.C. NDP sent out a fundraising plea to its members to help “save” the ALR. The party is broke and desperate after losing its fourth straight election, and it hopes to activate its declining donor base by portraying the changes as the imminent slaughter of its most sacred cow.

Voters have three years before the next election to assess this situation. If there is a flood of exclusions of prime agricultural land, then the NDP will be able to make its case that its warnings were at least partially true.

If this does not take place, then the government’s position will be vindicated. We’ll find out the truth.

Lakes District Community Response Network works to keep seniors safe and bring awareness to local community Contributed

Elderly citizens in the Lakes District are vulnerable to multiple forms of abuse and need the whole community to be vigilant and supportive. That's the message from the Lakes District Community Response Network (LDCRN), which is planning to mark World Elder Abuse Day (June 15) with a month long campaign of educational activities in June to increase the awareness of elder abuse and neglect.

The BC Ministry of Health estimates that between 4 and 10 per cent of BC seniors will experience some form of physical, emotional, sexual or financial abuse. This estimate could be higher since elder abuse is not often reported.

"Older adults in our community continue to find themselves in vulnerable situations and are experiencing various forms of abuse and neglect. Legislation alone can't keep them safe - involved communities make a critical difference," said Kelly Turford, LDCRN coordinator.

The Lakes District Community Response Network is part of the BC Association of Community Response Networks (BCCRN), whose mandate is to bring together community and government agencies (e.g.

Health Authorities and Community Living BC), local business and others in networks to prevent and respond to abuse and neglect.

Since elder abuse can often be invisible, citizens have a role to play by keeping their eyes and ears open to possible abuse. This vigilance is important as often a senior will not report abuse because most abusers are family members and the senior's support group.

And often family is all that stands between seniors and the social isolation they can fear as much as abuse.

Worried about contributions

Editor: I have been volunteering at the Lakes District Food Bank for many years and am concerned that donations from our community are down this year.

There may be a misconception that the Food Bank has enough funding due to the Lakes District Family Society (LDFS) receiving a gaming grant for the Food Bank. While the grant helps to supplement the actual food donations, the most important financial and in kind support comes from the community, both corporate and individuals. I worry that residents might think the Food Bank has enough money because of the grant we’ve received. Although the grant is essential and most welcome it does not represent the majority of the contributed value received to run the food bank.

Over the course of a year the Food Bank feeds approximately 3800 individuals. Fortunately the community contributes enough money, work and actual food that we are able to fill boxes with nutritious fresh foods. The generosity of the community

has been phenomenal in the past and the food bank would not exist without the people of the Lakes District who make it all happen.

I have been so touched over the years to see our community generously supporting the food bank with food and financial contributions.

The food bank also exists due to the wonderful work of the volunteers who purchase, prepare and distribute the food twice a month.

The Lakes District Food Bank operates under the umbrella of The Lakes District Family Enhancement Society and offers tax receipts for donations.

Skills training and education Editor: The B.C. mining and exploration industry is the largest single employer of aboriginal men and woman in B.C. Considering that we have a looming labour shortage in this province it is more important than ever that we invest in the education and training of Aboriginal young men and women to ensure their future and ensure a supply of skilled labour to keep our economy strong.

The Aboriginal Mine Training Association’s skills training program has been highly successful in achieving this objective. Currently, more than 720 program participants are working in the industry for more than 200 different employers. And 65 per cent have transitioned from unemployment.

These are excellent results and they demonstrate how critical it is for the provincial government to maintain policies that support this important training program and the vitally important mining and exploration industry that employs its graduates.

St. Luke’s Also on Sunday there was a service at St. Luke’s on the lake. Pastor Al from the Grassy Plains church gave the message. It was very inspiring to us all. There was the most delicious lunch served. Lots of good singing which we all took part. There was lots of good music with top of the line guitar music and of course lots of hugs and handshakes that gave a nice warm feeling to the whole service. I must not forget the ladies who made the afternoon and evening so special.

You all deserve a pat on the back.

St. Luke’s is such a special place with so

much history that goes back 100 years. Just think of the stories it could tell.

Thanks to all those caring folks who gave so much love through all those many years.

Hall meeting The Francois Lake Tchesinkut Lake Recreation Commission held their regular meeting at the hall on Monday night. There is always lots to do to keep the hall in shape. The hall has always been the centre of our community and we are very proud of it. In the last year or so there have been some vast improvements, thanks to the board. Hats off to you all.

If the hall could talk there would be some wonderful stories to be told.

Water is up It’s very interesting to report the number of inches Francois Lake has come up and it’s good news too. Since Dec. 11 the lake has come up 32 inches. Last winter the lake was at an all time low, in fact a danger for water lines. My son Mark

from the ferry is keeping track of the lake levels.

Francois Lake story It ended up ok but was a bit scary too. I spoke about Elmer and Dorothy Mills who lived in the cabin by the garage. I had a call to Colleymount, it was a nice afternoon so I took them with me. I took the pickup as it was a grocery order to deliver. This was Mayday weekend.

We delivered the order.

There had been a slide by the mountain and only one way traffic. I was on the lake side, just about through when I met a pickup driving too fast and two kids hanging over the billboard. He was in my lane, there was a willow bush on the lake side so I hit the bush, it held us up long enough for me to get the door open then the bush broke and we went into the lake upside down.

I got Dorothy by the coat and onto the beach, Elmer did not come up for a minute or so. The guy in the pickup was

upset as there could have been a drowning.

Maybe killed those kids in the pickup box. Our truck was upside down, gas and oil all over. It was cold as Elmer and I were wet. Dorothy was ok, a good thing as she was due to have a baby in a week. We got into the other guys pickup and he took us home.

Fred Beach towed our pickup home the next morning. Whenever I drove the Colleymount Road I remembered that time that could have been a disaster, maybe a good lesson for me too. It all turned out ok in the end.

Dorothy had a baby girl they called her Colleen.

I was able to drive our team of horses on a float in the Mayday parade.

Love country music I always have enjoyed country and western music. There is one song that hit me this morning that goes back almost a lifetime. No doubt some old-timers will have heard it. The name of the song is ‘The letter edged

in black.’ Wilf Carter and a few more country folks recorded it. It’s a sad song but has a haunting melody. I have both the words and the music in my memory, almost a lifetime ago now.

This was the custom to notify family members of a death by sending a letter edged in black. It’s years ago now but our mother called us into the office to show us a letter edged in black to one of her customers. This custom is now long gone.

The envelope was a bit larger and had a black line around the edge. I have sung country western all my life and that was one of my songs.

Nice chat I have just got off the phone with such a wonderful visit with Hillary Routley, one of our long time friends from Francois Lake. She now makes her home in the lower mainland. She and her husband Kip lived on the Brown Road for many years. The Partington family made their

home on the road named after them, the Partington Road. Reg and Lena were great workers in keeping St. Lukes Anglican Church open.

Sad news It was a surprise to read in our last paper the passing of Jean Nelson.

I remember the family very well. They ran Paradise for some time. It was a very popular lodge for many years. As I had the taxi I would take folks up there fishing as the fishing was always good. When their first child was due and it was spring breakup the road was very bad so Jean stayed with Mother and Dad at the landing until the baby was born in Burns Lake. Jack liked to hunt with his good friend Barry Granger. We were very sad to see the family move away.

This afternoon I was going through some of my old writings and this came to light and I thought you might like it.

Now there will be no loneliness for each of you will be a companion to the other. And may your day be good and long upon this earth and may the great spirit continue to bless you and keep you safe. And every day may your life grow stronger and the love for each other keep growing as precious as it is today.

We all miss Ben and Aggie Wiebe as Ben is away taking treatments.

Our prayers go out to them to come home again and all goes well.

Always remember this little saying, it’s nice to be important but it’s more important to be nice.

Remember God loves you a great deal and so do I.

The Lakes District News received a face lifet recently, thanks in part to support from the Village of Burns Lake’s Facade Improvement program.

The program allows for up to four businesses per year to receive funding towards enhancements of business exteriors. Local company, DWA Ent. did a great job painting the Lakes District News’ building. The newspaper’s building is a heritage building and was built in 1919. It served as the jail and police barracks until the 1950’s and is said to be haunted.

Strikes to continue next week Tom Fletcher The B.C. Teachers’ Federation has notified school districts it will continue rotating strikes around the province next week, as negotiations continue to settle their long-running dispute over pay and staffing levels.

BCTF president Jim Iker notified the B.C. Public School Employers’ Association in a letter Wednesday afternoon.

Education Minister Peter Fassbender reiterated the BCPSEA’s latest offer of a $1200 signing bonus and a six-year contract term, but indicated the union needs to modify its demands and stop strike action.

Wendy Benyk Steven Maisey Lakes District Maintenance chief operating officer, Wendy Benyk was selected this year to attend the QuantumShift leadership and de-

velopment program in London, Ontario.

QuanumShift is Canada's premier program for leadership development and networking opportunities for the top entrepreneurs and executives in the country.

The annual week long program was founded in 2004 by KPMG Enterprise and the Ivey Business School, and costs those selected to attend upwards of $10,000.

The selection process in rigorous, and typically takes around three to four months to get down to the final candidates.

In order to be selected, there are a number of guidelines that must be met, including having a company that is beyond the start up phase, with revenues exceeding $10 million annually.

Lakes District Maintenance's current revenues are $34 million.

There are hundreds of applicants and only 40 executives, approximately, are selected to attend the conference each year.

This year Benyk was one of 43 selected to attend.

Burns Lake Community Forest Ltd. has named Jim McCormack as its new president.

During his report to Mayor Strimbold and council at the May 27 Village of Burns Lake council meeting, councillor Frank Varga reported that McCormack had been named president Varga is also on the board of directors for Burns Lake Community Forests Ltd. McCormack takes over the role of president from Wes Sam, who resigned in April due to time constraints.

McCormack was the vice-president previously.

At press time, Kerry Martin, Operations Manager for Burns Lake Community Forests Ltd. could not confirm or comment on the report.

B.C. marks Komagata Maru anniversary

Tom Fletcher Premier Christy Clark and NDP leader John Horgan joined forces last Wednesday to mark the 100 anniversary of the Komagata Maru incident, when a ship carrying 376 Indian immigrants was turned away from Vancouver harbour.

Members of the Khalsa Diwan Societies of Vancouver and Nanaimo and descendants of passengers aboard the Komagata Maru, a Japanese steamship carrying mostly Sikh veterans of the British armed forces to B.C. in 1914.

Clark called the incident "a stain on the history of Canada" that reflected the racist attitudes of the time. Federal and provincial officials and courts took the position that Indian immigrants were not culturally compatible with Canadian society.

Environmental Assessment of the Proposed Prince Rupert Gas Transmission Project

Open House and Invitation to Comment Prince Rupert Gas Transmission Ltd. (Proponent), a wholly owned subsidiary of TransCanada PipeLines Limited, is proposing the Prince Rupert Gas Transmission Project (proposed Project), an approximately 900 km natural gas pipeline from near the District of Hudson’s Hope to the proposed Pacific NorthWest LNG liquefied natural gas export facility on Lelu Island, within the District of Port Edward.

The proposed Project would involve the construction and operation of a 48-inch (1,219 mm) diameter pipeline, metering facility, and three compressor stations, with provision for up to an additional five compressor stations to allow for future expansion.

The proposed Project will have an initial capacity of approximately 2.0 billion cubic feet (bcf/day) with potential for expansion to approximately 3.6 bcf/day.

The proposed Project is subject to review under British Columbia’s Environmental Assessment Act. The Proponent has now submitted its application (Application) to obtain an environmental assessment certificate, which is required before any work can be undertaken on the proposed Project.

In order to provide information to the public about the Application, and to receive comments from the public, the Environmental Assessment Office of British Columbia (EAO) invites the public to attend Open Houses at the following locations. All open houses will be held between 4 p.m. and 8 p.m.

Park Boundary Adjustment Application Prince Rupert Gas Transmission Ltd. is preparing a Park Boundary Adjustment application for Anhluut’ukwsim Laxmihl Angwinga’asanskwhl Nisga’a, the Nisga’a Memorial Lava Bed Park.

As part of this process, BC Parks requires Prince Rupert Gas Transmission to undertake public consultation, including open houses.

A distance of 12.1 kilometres of the proposed natural gas transmission line is proposed to follow Highway 113 through Nisga’a Memorial Lava Bed Park. An adjustment to the park boundary will be required if the project is to proceed along the proposed route.

As part of the open houses, information on the proposed boundary adjustment will be available.

Participants will have the opportunity to provide input to inform Prince Rupert Gas Transmission’s Application to BC Parks.

A summary of the application is available for viewing at www.princerupertgas.com.

Public comments on the proposed boundary adjustment should be submitted to Prince Rupert Gas Transmission via an online form at www.princerupertgas.com. Comments will be accepted between May 26 to July 10.

In a takedown that some security experts are calling unprecedented in scale, the US Department of Justice, the UK National Crime Agency, and other international law enforcement agencies have globally seized the command and control servers of the Gameover Zeus Botnet. This botnet, which according to cyber security firm Symantec is “responsible for millions of infections worldwide” since it first appeared in 2011, compromises online banking transactions and may have defrauded users of hundreds of millions of dollars in the last three years. To make matters worse, infected computers were also used to distribute the CryptoLocker malware, a type of infection commonly known as “ransomware”. Infections like this will encrypt the files on your computer, then demand you pay a ransom of up to $700 for the decryption key. Though the shutdown has knocked these two infections back a bit, there is a chance that the makers of the malware can recreate their control servers and reestablish control. To prevent this law enforcement agencies have been passing information on to Internet Service Providers and private computer security companies to help identify infected users and assist them in cleaning their computers. So what does all this mean for you? Pretty much the usual: do your operating system updates, uninstall any suspicious programs, update your antivirus software, then run a full scan of your computer.

Janet Holder is responsible for the overall leadership of the Northern Gateway Project. With over 20 years of experience in the energy sector, she has held a variety of senior and executive roles in liquids pipelines, energy efficiency and energy distribution. As a proud British Columbian, Janet works hard to ensure Northern Gateway will be a safer, better pipeline with lasting benefits for B.C.

Ensuring that the economic benefits of the Project are also shared with Aboriginal communities is hugely important to us.

In discussions with First Nations and Métis communities, we have offered a 10% equity stake in the pipeline. Additionally, there will be an estimated $300 million in Aboriginal employment and contracts, plus related economic activity, adding up to nearly $1 billion in total long-term benefits for First Nations and Métis communities and businesses.

Over the past several months, I have shared our priority to ensure we protect what matters most to all of us — our beautiful coastline and environment. Our world-class safety and response measures are vital for the approval and success of the Northern Gateway Project — a project that will pave the way for significant economic benefits to help us build a stronger future for B.C. A long-term revenue stream We estimate that over the next 30 years, our project will add over $4 billion into the B.C. economy. Think of what that will mean for our schools, hospitals and social programs. Increased long-term revenue for these programs and services will ensure our standard of living is not just maintained, but enhanced for years to come.

A boost for Northern communities The B.C. economy will benefit from salaries, contracts and goods and services directly related to the Project. During the construction phase alone, Northern B.C. businesses will benefit from over $800 million spent locally on goods and services like transportation, equipment, food and hospitality.

Jobs and opportunities for families To build this Project, we will create employment that will especially benefit communities along the pipeline’s route. In fact, we are already helping to connect local residents to future employment and business opportunities, and offering education and skills development. There will be 560 long-term jobs created in B.C., and our plans call for the hiring of 3,000 construction workers. These jobs will create new sources of income for the workers’ home communities. It is expected that each year $32 million in income will be earned, which will have a profound and lasting impact on B.C. families.
