FrontCounter BC has launched online Crown land applications Submitted

Crown land applications will become easier to access for clients when the process is available electronically through FrontCounter BC, effective May 23, 2014, Minister of Forests, Lands and Natural Resource

Ongoing province teacher dispute may disrupt grad and exams

Rotating strikes begin next week, and the lockout is an attempt to bolster the B.C. Public School Employers’ Association case for

BCPSEA chief negotiator Peter Cameron said the lockout terms match existing union work hour restrictions and do not interfere voluntary activity.

Teachers can choose not to contact parents or take part in graduation, but the lockout doesn’t prevent that and there is no pay to cut for such volunteer activities, Cameron said.

BCPSEA administrator Michael Marchbank notified the union of the lockout terms in a letter delivered Wednesday. The letter also confirmed that if no agreement is reached, secondary school teachers will be

locked out June 25 and 26, and all BCTF members will be locked out June 27, a year-ending administrative day.

Iker said the yearend lockout may disrupt report cards and marking of provincial exams for graduating students.

Cameron replied that most provincial exams are unaffected, and teachers administering English 10 and Social Studies 11 exams on June 24 will be exempted from the lockout.

BCPSEA says the BCTF’s wage and benefit demands add up to 21.5% over four years.

major public sector unions,” Marchbank’s letter states. “On top of this, the BCTF wants to restore class size and composition formulae that are enormously expensive – in the order of $2 billion annually by year four – despite the fact that educational outcomes have significantly improved since the formulae were removed.”

The union is appealing the pay cut to the Labour Relations

Board. Iker said it’s unfair to cut the pay of teachers who are still on the job while others take part in one-day strikes.

The union says rotating strikes could continue after next week if the B.C. government doesn’t put more money on the table.

Optimize Your Running Potential

Distance running is a great sport that has countless health benefits. That being said, it is a good idea to combine your aerobic training with a workout that is adapted to the muscular imbalances created by distance running. What most people don’t know is that when performing one sport Aurélie repetitively, there is a tendency Wiedemann to overwork certain muscles and underwork others.

In distance running the muscles that are used the most are the hip flexors (iliopsoas group), the calf muscles (gastrocnemius/soleus complex) and the front thigh muscles (quadriceps). When these muscles get stronger relative to the other body parts, they tend to tip the pelvis creating an increased curve in the low back or “Donald Duck” posture. This particular pelvic tilt throws the weight of the body forward causing the knees to roll in and thus track improperly. That is quite unfortunate because while running, the kinetic energy of your foot when striking the ground is 4 to 7 times that of your body weight which means injury is almost inevitable.

Another tendency seen in most people - not only in runners - is to have a forward head and rounded shoulders. This is due to a sedentary lifestyle (e.g. sitting at a desk in front of a computer all day).

When someone with this postural problem decides to try distance running, they already start with a disadvantage since they are in a position of exhalation with a closed rib cage. Not only will running in this posture make it harder to breathe, but it will also overload the respiratory muscles leading to chronic neck tension.

Things to remember about Hugs and Slugs

by Brian Coombs Recently, the Kootenay Advertiser instituted Hugs and Slugs, a feature that allows area residents to send a sentence or two regarding an incident or practice that made them feel happy or mad.

In the time that this feature has been in the paper, it has become very popular and readers have told me that it is often the first thing they look at.

But as with all new things, there has been some misinterpretation of what exactly this section is for. In particular, of late there has been some back and forth exchanges between individuals who appear to want to snipe at each other without ever meeting or giving their names.

We have decided not to publish the full exchange. The proper forum for that is to send a letter to the editor. So in an effort to clarify the intent and purpose of the section, below are a few simple things to keep in mind: • Hugs and Slugs is not a discussion forum–it is a place to give a general kudos for good behaviour or a general thumbs down for something that annoys you.

• While we have, in the past, published names of specific people (in “hugs”), the paper will no longer do that for a number of reasons, the primary one being that the person being named in a hug or slug has no say in having their name appear in public. There are privacy issues here that may not be appar-

ent on the surface, but could mean a lot to the person involved. If you want to narrow down the hug or slug, you could give an area or a place as in, “Thanks to the man who helped me in the Tamarack Centre parking lot.”

• That said, businesses and corporations are fair game for a hug or slug. If you want to thank the staff at McDonalds for a great time at McHappy Day, go right ahead.

• Remember that this is a fun feature in the paper. If you are sending a hug, the end result should be a smile or a chuckle, and a slug should garner a nod of understanding or a sheepish look (especially if you feel the slug is directed at you!)

Now if your hug or slug is just too big for the section, or you feel that you need to put the name of a person in, or the issue is large and complicated, write me a letter to the editor at editor@kootenayadvertiser.com. That is the proper place to have an actual discussion, as it is a level playing field. There is no anonymity, guaranteeing that there is accountability. If that sounds a little serious, it is. That is what makes Hugs and Slugs the more fun option.

By the way, a big hug goes out to everyone who has written in to the Hugs and Slugs section.

education and a strong social conscience,” Jerelynn MacNeil, School Principal explains. “Part of that integration plan is to look for alternative ways to give back to the community. We are pleased to show our school spirit with a gift to health care for the East Kootenay Regional Hospital.”

The St Mary’s School conducts fundraisers throughout the year and most recently held a very successful Great Gatsby evening. The $525 gift has been generously donated to East Kootenay Foundation for Health for its unrestricted general fund which allows the EKFH Board of Directors to determine the area of care the gift will support.

Geoscience BC receives $3 million Bill Bennett, Minister of Energy and Mines and Minister Responsible for Core Review, announced that Geoscience BC will receive $3 million in funding to continue its work to support and attract resource exploration, development and investment.

“We are committed to working with Geoscience BC, industry, communities and First Nations to ensure B.C.’s mining industry continues to grow.

The data provided by Geoscience BC will lead to new discoveries and support new investment and economic activity,” said Bill Bennett, Minister of Energy and Mines and Minister Responsible for Core Review.

The funding will

support the continuation of Geoscience BC’s newest project, Targeting Resources for Exploration and Knowledge (TREK), started in 2013, which will provide data on the under-explored central region near the Cariboo to exploration companies and lead to new mineral-staking activities.

Geoscience BC is an industry-led, non-profit society that works in partnership with industry, academia, government, First Nations and communities to attract mineral and oil and gas investment to B.C. through the collection, interpretation and distribution of geoscience data.

Geoscience BC data directly contributed to the discovery of a

new ore zone, leading to the expansion of the Huckleberry Mine, which employs 250 workers near Houston, and extending its mine life to 2019.

Yesterday, government announced new economic and community development agreements (ECDAs) that will enable four First Nations in the BulkleyNechako area to receive a share of mineral tax revenues collected by the Province from the expansion.

In Northeast B.C., water monitoring and sourcing projects by Geoscience BC have led to significant natural-gas opportunities and resulted in more than $100 million in industry investment in infrastructure for sustainable water use.

Once again the kids from the Cranbrook area took Canada by storm bringing home three medals. The competition was amazing for all

competitors. Brittany and Elaine having to have not one but two, one-arrow shoot-offs during the elimination with different competitors during their head to head match to break a tie. This is one of the many shoots some of these athletes will be attending. Some will be attending the 2014 Outdoor Nationals in Lac Labich, AB in August 2014.

The BC Games Society and Coast Capital Savings have teamed up to support young athletes’ pursuit of achievement through a new athlete bursary program.

Athletes competing at the Nanaimo 2014 BC Summer Games can apply to receive one of 16 bursaries in the amount of $500.

The bursary is intended to recognize athletes who have achieved in athletics and education but, more importantly, go above and beyond in their communities through leadership and volunteer activities.

“The dedication and determination of these young athletes is truly inspiring,” said Maureen Young, Manager Community Partnerships for Coast Capital Savings. “Not only do they deserve to be acknowledged for their contributions to

sport and to their communities, but also to succeed at their educational endeavors. Coast Capital wants to help make that happen.”

COTR gets dental donation Thanks to a generous donation from Baker Hill Dental Clinic’s Dr. David Burwash, College of the Rockies Certified Dental Assistant students will be better prepared to enter the workforce upon the completion of their program.

The use of a panoramic x-ray machine was previously introduced through classroom theory but students did not have the opportunity to receive hands-on practice on a machine until they were in the work environment.

“The students in this program receive a great education; the one thing that I noticed lacking was experience on a panoramic x-ray machine.

We recently upgraded our technology to a digital machine at Baker Hill Dental Clinic so I was happy to connect with the College and donate the machine we were no longer using,” Dr. Burwash said.

AREA A FLOOD CONTROL SERVICE Notice of Alternative Approval Process

The Board of Directors of the Regional District of East Kootenay (RDEK) is considering adoption of the following bylaw which will establish a flood mitigation and control service within Electoral Area A: Bylaw No. 2517 - “Regional District of East Kootenay – Area A Flood Control Service Establishment Bylaw No. 2517, 2014”.

Pursuant to the provisions of the Local Government Act and Community Charter, the RDEK Board may adopt the Bylaw and proceed with the service as noted above if, after the deadline, less than 10% of the electors in Electoral Area A have signed and submitted Elector Response Forms. If after the deadline of 4:30 p.m. on June 26, 2014, at least 138 electors (10% of 1,374) in Electoral Area A have signed and submitted Elector Response Forms, the RDEK Board cannot adopt the Bylaw and cannot proceed with the service unless it receives assent of the electors by voting.

PROPOSED SERVICE The RDEK is proposing to create a new flood control service to help fund Electoral Area A flood mitigation projects, along with the operation and maintenance of flood-related works or improvements (such as dikes and berms). Funds for the service would be collected through property taxation in order to cover the regular maintenance costs of flood control infrastructure and to create a reserve fund. The reserve fund would allow the RDEK to have the matching funding (community portion) required when grant programs are available from the Provincial and Federal Governments.

At the maximum tax rate of 50¢/$1,000 of assessed value, the actual tax rate for residential properties would be about 38¢/$1,000 (or about $115 on a $300,000 property). The intention however, is to have no overall tax increase in Electoral Area A due to this new service. This would be achieved by utilizing industrial revenue from one of our fee-for-service facilities in the solid waste service to reduce the taxes collected for solid waste which would offset the taxation for the new flood control service, keeping it taxation neutral.

SYNOPSIS OF PROPOSED BYLAW BYLAW NO. 2517 – “Regional District of East Kootenay – Area A Flood Control Service Establishment Bylaw No. 2517, 2014”– This Bylaw will establish a service within Electoral Area A to provide flood mitigation and control. The Bylaw includes a maximum tax rate of $0.50 per $1,000 of taxable assessed value of land and improvements.

The above is a synopsis of the proposed Bylaw. This synopsis is not intended to be, and is not to be understood as, an interpretation of the Bylaw. The full Bylaw may be inspected at the RDEK office in Cranbrook during regular office hours from Monday to Friday, excluding statutory holidays, and on the RDEK website.

ELECTOR RESPONSE FORMS Elector responses must be given in the form established by the RDEK. The Elector Response Forms are available at the following locations: RDEK Office, 19 – 24 Avenue South, Cranbrook RDEK Website – www.rdek.bc.ca To receive a Response Form by mail, please call the RDEK office at 250-489-2791 or toll-free at 1-888-478-7335 or email jmacdonald@rdek.bc.ca. Accurate copies of the form will also be accepted.

Only eligible electors in Electoral Area A are entitled to sign an Elector Response Form.

Forms may be submitted in person or by mail and must be received at the RDEK office in Cranbrook NO LATER THAN 4:30 P.M. ON THURSDAY, JUNE 26, 2014. Postmarks WILL NOT be accepted as date of submission. Forms cannot be submitted by fax or email.

ELECTOR QUALIFICATIONS An elector is a person who meets the following qualifications as defined by the Local Government Act: RESIDENT ELECTORS: • age 18 or older; and • a Canadian citizen; and • a resident of British Columbia for at least 6 months immediately preceding signing the Elector Response Form; and • a resident of Electoral Area A for at least 30 days immediately preceding signing the Elector Response Form; and • not disqualified by any enactment from being a registered elector or otherwise disqualified by law.

NON-RESIDENT PROPERTY ELECTORS: • age 18 or older; and • a Canadian citizen; and • a resident of British Columbia for at least 6 months immediately preceding signing the Elector Response Form; and • a registered owner of real property (land) in Electoral Area A for at least 30 days immediately preceding signing the Elector Response Form; and • not entitled to register as a resident elector; and • not disqualified by any enactment from being a registered elector or otherwise disqualified by law; and • if there is more than one registered owner of the property, only one of those individuals may, with the written consent of the majority of the owners, submit an Elector Response Form, and the Non-Resident Property Elector Consent Form, found on the back of the Elector Response Form, must be completed.

Restoring a rare Mustang to magnificence Everybody remembers their first car but very few people hold onto that set of wheels long into adult life.

Tsawwassen resident Laura Ballance still has her 1967 Ford Mustang T5 but it has not turned a tire in years and has fallen into a state of disrepair.

The 2014 Acura MDX is a perfect example of how technology can change your driving experience.

There is no mistaking an Acura, be it a car, cross-over or an SUV, the front end gives it away. The front air dam coming to a point, the large

grille featuring the Acura logo and the swept back sweeping lines set it apart.

The available 19” aluminum alloy wheels on the MDX fills the wheel well very nicely.

When you first open the door of the Acura MDX Elite you immediately notice the refinements and how everything flows together very well. The driver’s seat is an eight-way power adjustable with a two-way way power lumbar support, and the passenger front seat is an eight-way power adjustable. The second row is a 60/40 split folding and the third row is a 50/50 split flat folding. With the third row, folded flat there is plenty of room for cargo. The available Navigation system has voice recognition and a rear back up camera built in. The stereo is a 546-watt ELS surround sound system with DVD/AM/ FM/SiriusXM/MP3/WMA tun-

you with a flashing “brake” sign on the instrument panel and if the accident is unavoidable it will tighten up the seatbelts and apply the brakes for you to reduce the severity of the impact. Another safety feature is the blind spot information system. This warns when a vehicle is in your blind spot and flashes an amber light on the inside of each side mirror warning you. Dual stage, dual threshold front airbags, front side airbags, three row side curtain airbags with roll over sensor, engine immobilizer theft deterrent system are some of the many safety features in this vehicle. I like the power folding, body colored side mirrors with intergraded turn signals.

Power is delivered by a 290 hp, 3.5 Litre, i-VTEC V6 engine with a 6 speed automatic transmission with paddle shifters. The super handling all wheel drive (SHAWD) suspension gives you the best ride while maintaining just enough control to keep you safely on the road.

My tester was the MDX Elite that comes fully loaded.

After driving around in this vehicle for a week, I started to get used to the technology and how the safety features start to perform, it became natural and helped me relax and enjoy the drive. It is a powerful and very luxurious vehicle, a real treat to drive. I would like to see a little more headroom and the six-speed transmission seemed to have a mind of its own.

Lots of competition in this segment, from Lincoln MKT, Volvo XC90, Buick Enclave, and the Infiniti JX, so if Acura wants to win you over, they have to keep delivering a great product with as many standard features as they can while keeping the price in check. ian.harwood@drivewaybc.ca

Performance oriented Volvo Sportswagon is no oxymoron

The words performance and Volvo rarely appear in the same sentence but the new 2015 V60 Sportswagon R-Design should change the perception that the Swedish manufacturer is only capable of producing reliable and safety conscious products to the exclusion of excitement.

This performance oriented T6 AWD version pumps out 325 horsepower, topping the base T6 by 25 horses and a massive 75 more than the four-cylinder and fuel efficient base T5.

A week aboard this wagon showed it to be a very sporty machine on the highway and at its utilitarian best in the city.

Combine some paddle shift action with the auto transmission in Sport mode and you can push the car from zero to 100 klicks in about six seconds. Taking the V60 at speed around the twisties along the Sea to Sky Highway demonstrated its excellent road holding and handling capabilities, courtesy of corner traction control. Ergonomic seats ensure the driver is also firmly gripped in those corners. Gee, I forgot I was in a Volvo.

But before we run away with the idea that Volvo has abandoned what it is best known for; it should be mentioned that there is an option to add the world’s first Cyclist Detection and auto brake technology to the line!

– That most certainly makes it a Vancouver car, given that city’s love for all-thingcycling.

This coupe-like wagon looks good too. A wide grille greets you and the classic Volvo-V shaped sculpted hood is still there but cleaner contemporary styled lines that flow back towards the traditional taillights support it.

Inside the designers drew cues from contemporary Scandinavian furniture, featuring wood and leather. The rear seats fold down in three 40/20/40 segments so adding still more space to the already generous 430 litres to the rear of the seats. Parents of young children will like the two-stage pop up integrated

booster cushions.

Volvo has 60 years of experience producing wagons and that shows in this line.

The inclusion of the fun factor in the R-Design version is a smart move for a company trying to win new friends among affluent car buyers.

Make no mistake these are prestige vehicles with a fitting price tag.

The base four-cylinder models start at around $42,000 and the R-Design driven by your truly topped $51,000.

2013-2014 Cranbrook & District Review

4-H Show & Sale This is a very special year for the 4-H program in British Columbia. Last year Canada

celebrated 100 years and this year our province gets to celebrate its 100th birthday. We welcome all

sponsors, buyers, alumni and 4-H friends and family to come have supper with us after the auction.

This year we have had an amazing year. Our annual camp at Rock Lake was very well attended and everyone had a great time. Beef weigh in was Nov 10, 2013 at Triple Tree Ranch and we weighed in steers, heifers and a dairy heifer.

Clubs were all started and everyone was busy with Christmas parties, concerts and carolling.

This year the South Country club celebrated 50 years of carolling in

the Grasmere valley with over 40 + carollers. In February we weighed in lambs and swine at the Grasmere Hall and Mr. Maloff came and gave a talk to everyone. The remainder of the month was busy with public speaking.

Representatives from each club were sent to districts. This was held at the College of the Rockies, The winners were 1st Colby Holt, 2nd Taylor Tracey & 3rd Madison Adams and the seniors were 1stTaylor Holt, 2nd Rachel and 3rd Jordan Thielen. These members went on to

Creston the following weekend and for seniors 1st Rachel and Jordan placed 3rd, juniors 1st were Colby, 2nd Madison and 3rd Taylor T. Jordan Thielen will be going on to the provincial competition in Kelowna at the end of June.

Austin Clark and Jordan Thielen were able to attend Provincial Club week in Naramata during spring break and both had an amazing and rewarding time. Austin was fortunate to win a trip next fall. Many of the district members met in April to learn about marketing from Kerrie of Community Futures.

On May 3 we held our Regional Rally at Fort Steele.

Everyone did well and thanks to Tanya and Jody for putting on the amazing race for all the members. Dress revue 1st was Sydney Fahselt & Taylor Tracey, 2nd Ellie Oestreich and 3rd Cassie Boehm. For craft display 1st Taylor Tracey, 2nd Ellie Oestreich 3rd Cassie Boehm

and tie 4th Ryan Pierce & Sydney Fahselt. Educational displays went to 1st Tessa Alexander, 2nd Colby Holt & 3rd Stephanie Holt. Overall district judging aggregate in the juniors went to 1st Belle Boehm, 2nd Ellie Oestreich & Ryan Pierce and 3rd Shelby Weltz, for the seniors 1st Laura Serafini, 2nd Taylor Holt & Hannah Boulton and 3rd Jordan Thielen. For the regional aggregate the juniors remained the same and 1st for seniors was Laura, then 3rd went to Taylor Holt & Hannah Boulton. Thank you to Columbia Basin Trust for helping us make our day a great success.

Now everyone is busy getting their livestock ready for the Cranbrook

& District 4-H Show and Sale. Sheep have been sheared and will be clipped and groomed, pigs will be washed and beef animals will be clipped and washed.

All the members have been busy training their animals for the big day.

Everyone is welcome to come join us and watch all the 4-Her’s show their animal projects on June 1st, 2014 at Wycliffe Exhibition Grounds starting at 10:00 am and the auction will be at 4:00 pm. Thank you to the Regional District of the East Kootenay for their great support towards our day and helping us celebrate 100 years of 4-H in B.C. The Cranbrook & District 4-H Council and its leaders and members want to thank everyone for their support throughout the years. Without your support we would not be able to now be celebrating 100 years of success.

Your support has made us the great organization that we are and have helped build future leaders.

Assessment to be done at Elizabeth Lake Submitted An engineering assessment will be completed on the Elizabeth Lake drainage basin from the watershed to the City of Cranbrook storm water system.

Work will be required on downstream culverts; however, that work cannot take place until water levels have receded.

The Ducks Unlimited Canada weir, which was re-built in 2012, is not a contributing factor to the current flooding, as water levels are so high, the weir is underwater. “I empathize with those currently affected by the flooding, as our infrastructure is also affected and can be damaged by the high water,” explained Katharine VanSpall, Head of Conservation Programs for the BC Intermountian Region for Ducks Unlimited Canada. “Right now there’s nothing DUC can do to alleviate the flooding, there’s just too much water coming into the lake. What we can do for the future to try to prevent flooding is look at altering the water level management regime for the lake, which DUC has committed to do; but in extreme high water years such as this one, even that might not be enough.”

The RDEK has organized another Neighbourhood Meeting at 7:00pm on May 26th. “These meetings give us the opportunity to share information directly with the impacted residents and to hear their concerns and questions,” said Gay. One of the challenges is the looming spring freshet, which could introduce more water to the lake and increase water levels. It could be several weeks yet before levels drop below flood conditions.

For those who wish to have some sandbags handy as a precaution, both sand and sandbags are available for selffilling beside the City’s Public Works yard on Cobham Avenue. The self-fill station is open to both municipal and rural residents and people will need to bring their own shovels.
