While the department had originally planned to completely burn down the house Saturday, they decided to use it for another training session on May 21st and then burn it at a later date.

Consultant hired to move health care proposal to next stage

FLEA AND TICK SEASON IS HERE

Care Centre they have “consistently stated that any service model has to provide four key components if it is to work for our area”. Those are the same components initially identified when ‘urgent care’ was the terminology used.

They include: minor emergency care seven days a week with extended hours of operation; after hours lab and diagnostic imaging services; ability to serve people in communities and rural areas around Sylvan Lake; and spaces with beds that would allow doctors to perform minor medical procedures and observe patients for short periods.

“These are the components that will allow our doctors to treat significantly more patients without sending them into Red Deer Hospital Emergency Department and the detail of the business plan will outline how they will be provided and at what cost,” said Samson.

She added they continue to be “focused on a stand alone location”.

The Sylvan Lake Urgent Care Committee has engaged JLT Management Consulting to assist with development of the organization structure and business plan required to move to the next stage.

Money for that is being provided by a partnership between Lacombe and Red Deer counties, the Town of Sylvan Lake and Summer Village of

Norglenwold.

One of the first steps is to form a non-profit organization that can then access government money through grant funding.

“We are pleased to be one of the nine communities eligible for this funding,” said Mayor Sean McIntyre, who is a member of the committee.

“However, we have known from the beginning that the success of our proposal depends on the willingness of Alberta Health and Alberta Health Services to be flexible, collaborative and co-operative within the approved model.

“There have been many intense discussions through the process but after our recent meeting with the Acting Assistant Deputy Minister, Dr. Alan Casson, and a personal phone conversation with Minister of Health Fred Horne, I am confident that they will find ways to make it work for Sylvan Lake,” McIntyre said.

He reiterated the committee has always had the same goals in mind whether it’s labelled a urgent care or family care.

“Now the government has said this is the roadmap to establishing these goals. We have the option to seize the opportunity and pursue our goal now or wait. We can’t afford to wait, we need to go down this road.”

“It’s this or nothing,” added Samson.

What’s the reason sandy beach has disappeared; can that be changed?

Dear Editor, I refer to last week’s council meeting report and your editorial referring to Sylvan Lake’s sandy beach. If the fact is correct, that Sylvan Lake has had a beach for over 100 years, where is it now, why has it gone?

I totally agree that a beach was and could be again, of benefit to residents and visiting tourists. However, I ask again, why has the beach gone that was there?

I am told, several years ago the town dragged the sand back from the lake. Was that before or after the construction of the seawall? Did this happen once, twice or more and is it acceptable in this age of enlightenment to artificially build a beach?

If the town got approval to vacuum sand back up to the seawall, whether or not it damaged fish habitat, I agree with the province, I do not believe the sand will remain. Also I ask, should the town not be presenting its assets in as natural a way as possible?

So why and where has all the sand gone? I have lived here for only 11 years and visited for 20 years, I make the following observations: 1 I note the grass surface is very uneven near to the seawall and it consists primarily of sand. I am sure that if you have been to Lakeshore when there is a north wind blowing, you will have seen the waves crash over the wall and deposit sand on the grass.

2. The same wave action bouncing off the seawall takes the sand back into the lake. Take a swim past the rope with a pair of goggles on and see all the sand on the bottom of the lake. Is that our beach sand or the bottom of the lake? Would installing envirotubes be esthetically acceptable? When I Google “Envirotubes” the result I

Twitter user @WmPitcher was one of many who put emphasis on safety implications, noting, “WiFi in National Parks will likely get more people outdoors and be a catalyst to better communications coverage for safety”.

While I understand nature lovers may hate nothing more than having their solitude interrupted by a ringing phone or an email notification, I have to side with those in support of the initiative.

Who knows how many lost hikers will find their way home safely, thanks to a GPS map on their phone; or how many stranded, broken-down drivers will be picked up from a remote area, thanks to having the ability to send a message or make a phone call.

To me, the advantages far outweigh the disadvantages. And to those in opposition, I remind you that every piece of technology has a power button.

If you want your visit to Canadian national parks to remain as peaceful and tranquil as it’s always been, simply switch that button to ‘off ’.

3. The fact is that waves are not only caused by the north wind but also the high powered boats zooming backwards and forwards along the beach. At the end of last summer, 2013, the level of lake water was, in my view, noticeably lower. I looked further east, past Centennial Park, with the water gently lapping, I noticed sand building up along the almost natural beach. This year, now the ice has started to melt, I notice that in parts there is an additional 5-6 feet of very nice sand along water’s edge and even more can be seen under the water. Where has it come from? Is Mother Nature taking a hand or is the sand that was put down near the pier on the move?

I ask members of the community to consider the problem of the disappearing sand. Was it brought about over a long period of time and possibly caused by improvements to lakeshore in the shape of a seawall, change of use of the lake, higher water table and climate change.

The fact is, all over the world, communities have been trying to change or improve coast lines and lakeshores and water courses for many years. More often, in the long term, these changes have been found to be a

When we came to live here in 2003 I was told that the water table was dangerously low and we were in a drought; however, there was a great beach that got a bit smelly I recall. Lake beaches do not have the daily cleaning of two changes of tide as the seaside beach receive.

Do you think that artificially replacing the beach is any sort of answer? I am not convinced. Perhaps when the water levels drop there will be a beach again.

Meanwhile, if residents or visitors want to “go to the beach” the water is there, in some places there is sand. If it’s not enough perhaps the town would build some sand boxes for the kids to play in. If folks want to lounge about or chase about with a ball, the town has Centennial Park.

I have serious doubts regarding the suggestion of a 10 foot strip of sand on the grass. Anyone who has walked along Lakeshore this winter and seen the amount of “yellow snow and doggy do’s” must agree. I question if it will be possible to keep the sand clean and healthy and that will be another problem for the town.

I think we have a wonderful lakeshore/beach. We have changed it in an effort to accommodate everyone.

As a resident I think we should say “This is what we have, we would love you to come and share it with us”. I ask, is it is prudent to start a reclamation project that will need to be repeated in the future? Should the town incur another financial burden? We have some huge expenditures already planned for the future.

Boardwalks in promenade to be removed and replaced

The past winter was hard on the boardwalk inserts in the promenade along Lakeshore Drive. So hard, in fact, that some are going to be removed and replaced with coloured concrete.

Councillors approved the work during their meeting Monday night, at the cost of approximately $700 per section for approximately 12 sections that were heavily damaged.

David Kelham, in his report to council, stated the boardwalks are made with composite wood material and 4x4s resting on concrete supports.

There are approximately 67 boardwalks and they’re all proposed for replacement “over time as they fail”.

The immediate problem, he indicated, involves several that were damaged during the winter due to heavier equipment than normal being used to clear snow.

Because they’re floating structures, the freeze-thaw cycles heave the sections and create uneven walking surfaces. “There has also been the issue of the composite material becoming fragile in the cold weather and breaking, causing tripping hazards.”

Options considered included replacement or repair of damaged boardwalks, replacement with paving stones or coloured concrete with the latter chosen.

Three quotes were received and councillors approved awarding a contract to Alberta Parking Lot Services to replace the damaged boardwalks with work to end prior

to Canada Day. Councillor Matt Prete suggested the colours chosen should be more vibrant than the drab brown of the boardwalks. “Let’s add some colour rather than blah,” he said. Councillor Jas Payne agreed and suggested the design consultant be contacted about alternating colours along the promenade.

However a motion to that effect, supported by Prete and Payne, was defeated when the rest of council voted against it.

One of the considerations was that they wanted the work done before the busy summer season and waiting for a response before making a decision would delay work.

Noting the total cost to fix the problem is about $47,000, Mayor Sean McIntyre asked, “where does the responsibility lie as far as having sections fail?”

Betty Osmond, the town’s chief administrative officer, said that was discussed at length by staff but they determined there were too many variables to place blame in any one area.

RCMP NOTES

Large party, loud noise resulted in warning to property owner Sylvan Lake reported a break in to her vehicle which was parked outside her residence. No damage was reported to the vehicle however its contents were disturbed. The complainant advised that she was unsure of what was stolen, if anything.

12:13 p.m. – RCMP received a report of mischief to a vehicle parked outside a residence on Bowman Circle. The pasMonday, May 5th 7:11 p.m. – A report of a male shooting a pellet gun at a recreational vehicle resulted in a patrol by RCMP on Fulmar Close in Sylvan Lake.

The youth was caught on video entering a residential property and shooting at a trailer. The 12-year-old male and the complainant were spoken to by RCMP and the situation was resolved.

There was no damage to the trailer.

7:25 p.m. – A domestic situation at a residence on Lucky Place in Sylvan Lake resulted in police attendance but no charges. A 31-year-old male advised that he contacted police in an effort to de-escalate an argument with his 26-year-old spouse. The male was locked out of his residence when he attempted to leave in his vehicle. There was no physical altercation and the two went to separate locations for the evening without further incident.

9:33 p.m. – A noise complaint on Westwood Court in Sylvan Lake was reported to RCMP. The driver of a vehicle was observed revving the vehicle engine and racing up and down the street. Police attended and the driver was issued a warning. No further incidents were reported.

Wednesday, May 7th 10:05 a.m. – A complainant from Rosewood Rise in

Friday, May 9th 11:10 p.m. – A disturbance was reported at a residence on 53rd Street in Sylvan Lake. A large party, with loud music, was creating a noise issue for neighbours in the area. RCMP attended and the property owner was warned. No further incidents were reported.

“RE - CREATION”

Has it been a long winter for you?

Finally, the sun is out, the grass is greening and “May Long” is here! Victoria Day is one of the most anticipated holidays for us Northerners. It is a great time of recreation for many.

The word “recreation” as you know has two main syllables: “re” + “create”. So the idea behind it is “to create again”.

What is it that renews or rejuvenates or revives you? As humans with our limitations we all need regular renewal, even if it is simply sleep.

Refreshment for you may come from: the great outdoors, a campfire, a friend, a visit, a book, a walk, a

nap, a pet or ?. God the initial creator gives us many ways to be renewed. I actually enjoy all of the above but find my most regular renewal is from God’s Spirit and his Word.

For example Jesus’ promise to us is: “Come to me all you who are weary and burdened, and I will give you rest. Take my yoke upon you and learn from me, and you will find rest for your souls. For my yoke is easy and my burden is light. (Matt. 11:28-30). Sure sounds like “re – creation” to me!

So my prayer for you is that whether you get to leave town this weekend or not, may you be “re-created” by the Great Renewer. God bless you.

Appreciates town’s snow clearing efforts Dear Editor, Hi, I was hoping you could just let the Town of Sylvan Lake know how impressed I am with how well they handled our enormous snowfall this winter.

We are so close to Red Deer and I work and have relatives and friends there, so driving their streets during the winter made me appreciate our well kept streets. I know Red Deer is a larger centre and therefore they must have a larger arsenal of equipment and labour but our streets were managed much better.

Don’t ruin beautiful grassy area by creating sand box Dear Editor, It seems the town council is starting to seriously consider the idea that a beach can be built by dumping a bunch of sand on the grass above the seawall. I hope they will think it over and reason will prevail.

A few truckloads of dry sand will not miraculously turn into a beach. All it will be is a giant sand box. A beach requires both sand AND water.

A beach is somewhere a child can dig a hole and watch the water fill it up. It’s a place where you can dig canals and moats, and where the sand is damp enough to build sandcastles. You can walk on a beach and feel the little waves tickle your toes.

Please don’t ruin the beautiful grassy areas we have. People come from all over the province to spread their towels and blankets on the cool, clean grass, to sunbathe and picnic near the water, without getting sand into everything they own. It’s one of the major attractions of Sylvan Lake.

Of course we all would like to have a sandy beach again. But if we can’t figure out a way to make one where it belongs (below the seawall), perhaps we should just be patient and wait for nature to take its course.

Over 2,000 collections of pictures, historic information gathered

Sylvan Lake’s Centennial was a banner year for Sylvan Lake & District Archives Society.

They accepted over 2,000 collections of pictures and other accessions, bringing their total to almost 6,700.

Among the items donated to the organization were old pictures, newspapers, magazines, newspaper stories about pioneers, postcards, maps, dance programs, pennants, recipe books, buttons and pins, census documents and a painting.

The society held its annual meeting Apr. 16 and reviewed a year which was extremely busy with more than 2,500 volunteer

and staff hours logged.

President Denise Bignold said, “the need for pictures and information to complete many Centennial projects and the move to our new home” in the Municipal Government Building, contributed to the activity.

A Centennial photo album was ready for viewing in June.

“The archives contributed photographs and historical information to individuals and groups who were working on projects to celebrate Sylvan Lake’s Centennial year.”

Three of these were the Legacy Art Project, 60 historical markers (which are now on towers along Lakeshore Drive) and 77 tri-fold display panels (which rotated to various locations in town throughout the year).

The society hosted school classes, a Rotary tour from Sweden, guests from England and researchers from McGill University, during the year.

Volunteers continue to prepare new displays approximately every four months. Last year’s selection included 1913 Days Parades Celebrating 100 Years, Beginning of the Archives and currently displayed is First Businesses in Sylvan Lake.

They’re working on a Legacy Trail Passport in co-operation with the town and the Activ8 Council.

Bignold also said their digitization project is completed and all the pictures will eventually be searchable online.

“We are having good responses from our Facebook posts on

Sylvan Lake Archives page which is linked to the town website.”

Roy Mattson reported the society has budgeted for installation of rural school markers. The first will be for Sylvan Dell School and be placed near École H. J. Cody School. He’s looking at the possibility of marking some rural school sites near town.

Guest speaker Jean Bridge provided an overview of her presentation “The Hamlet of Snake Lake, A New Beginning 1900-1927” which is tailored for Grade 2 students who visit the archives each year as part of studies about their hometown.

“This is a story about two French Canadian couples looking for a home for their large families — the Loiselles and the Fauchers,” she began. The first portion

includes information about their journey to the Snake Lake area, then their selection of homesteads, surveys of the townsite and more current maps. The third section of her program talked about growth of the hamlet, the first hotel, general store and includes an aerial picture of the community in 1927.

She thanked Kathy Inglis and Diane Powell for their help with the presentation.

Acclaimed to the executive during the election of officers were Denise Bignold as president, Bunnie Virtue as secretary and Inez Gathercole as treasurer.

If Ryan Machan did indeed bid farewell to the Havoc Fighting Championship May 2, he went out on a memorable note.

The ‘Sylvan Lake Strangler’ turned in a successful second defence of his welterweight title with a firstround victory over American Richie Whitson during the main event of the Havoc 5 card at a packed Sheraton Convention Centre.

Whitson, from Coeur d’Alene, Idaho, came into the fight with a 12-4 record and attempted to apply a tight choke on at least two occasions. But Machan, as the more experienced fighter, had no problem escaping potential trouble and applied a kimura (armlock) that forced his foe to submit 4:14 into the match.

“Experience is bigtime important,” said Machan, who improved to 22-9.

“When someone takes your back when you’re newer, you panic a little. But I’ve had over 30 fights. I’ve had people on my back lots. You just wait it out, work for your position and carry on.”

Machan has likely run out of challenges on the Havoc circuit

Machan goes out with a win and will probably give up his title shortly.

“I think this will be my last fight with Havoc,” he said. “I’ll vacate my belt and have someone else have a chance for it. I’m moving on to bigger promotions, better opportunities.”

He was referring to Battlegrounds MMA and an eight-man, single-elimination tournament June 27 in Oklahoma City.

“That will be a big test, for sure. It’s potentially three fights in one night,” said Machan.

“But I’m wired for the challenge.”

If Machan does indeed step away from Havoc, his training partner at Arashi-Do Red Deer, Advin Omic, could be a candidate to fight for the welterweight crown.

After defeating Andrew Buckland of Campbell River, B.C., earlier on the five-fight pro card, Omic insisted he’s wouldn’t go up against Machan at the

present time. Or ever, for that matter.

“Ryan is my best friend in the world and he would whip my ass 10 times out of 10,” said Omic, who ran his pro record to 13-4. “He’s my best friend. I would never fight him or even want to fight him. We

fight each other enough in the gym.”

But he would be open to challenging for a vacant Havoc welterweight title if, say, Machan was to move on and perhaps get a shot with the top-tier UFC. “That would be awe-

some, and it would be awesome too for Ryan if

he was to get into the UFC,” said Omic. “It’s

time for the big show for Ryan.”

Kaitlyn Butt Kaitlyn is a dedicated student. She is dependable and can work extremely well even when unsupervised.

our peer tutor program and volunteered at many community events. She loves learning and constantly strives for excellence.

Alyssa Desautels Alyssa is very positive and willing to do anything to help her peers or staff. She is willing to give up lunches to help sell tickets and prepare speeches and games for an assembly and is active in the youth program at the community centre. Her ability to work well with others makes her a great leader.

Austin Gallant Austin went above and beyond expectations this year helping many seniors over this winter of heavy snow fall.

He diligently shovelled not one but nine walkways each snow fall! Austin is an amazing young man who made a big difference in the lives of many this winter.

Aislan Gyori Aislan has the drive to become successful in everything she does. At all times she is very willing to help in any way she can and hopes to become a vet one day.

She volunteers her lunch hour helping clean up after hot lunch and shows leadership in everything she does.

Ashton Hammer Ashton stands up for the little guys and is someone who other youth can look up to.

He is a member of the Junior Leadership Club at the youth centre and takes his role very seriously.

Even when he broke his foot and was not able to fully participate in activities he was there to lend a helping hand and be a role model to the younger children.

There were so many nominees in the 10-14 year old category of the Leaders of Tomorrow, that two pictures were required to include all of them. This is the first group.

STEVE DILLS Dylan Harnett Dylan is a very outgoing young man who has a great sense of humour and is very caring. He attended a leadership camp last year and used his new skills to help make his school a better place. Dylan also teaches younger teens about bullying. He is a very involved leader and an asset to his community.

Dylan Hilman Dylan is never afraid to try new things and never shies away from a challenge. He always gives his best and his sweet, mature and responsible personality makes him well liked by

both his peers and teachers. Dylan is reliable and can always be counted on to lead by example.

Sierra Hilman Sierra is very active, she plays every school sport and excels at each one.

She is compassionate towards everyone she encounters. Sierra shows exceptional leadership skills and takes on each new challenge and turns it into an opportunity for success.

Jordyn Hiscox Jordyn is active in her school’s Renaissance program, helps with the hot lunch program and is also active and busy outside of school hours.

She enjoys helping plan month-end events and spirit rallies. Jordyn is always willing to help others and is very encouraging to her peers.

Chantel Hoffman Chantel is a lovely young lady who has a bubbly and fun personality. She is active in the Renaissance program and always willing to lend a hand. She is known to go out of her

She would like to be a nurse one day because she likes to help people and see them smile. She is active in the Renaissance program and outside of school helps friends with babysitting, mowing lawns, and is a competitive dancer. Alyssa is one of the top leaders in her grade and always strives to develop and enhance her leadership skills.

Blythe Playford Blythe sets her goals high and works very hard to achieve them. She is very helpful during class and often stays after school to help in any way she can.

After school she walks neighbour’s dogs and mows their lawns. She truly shows what a great leader should be.

Keagan Pratt Keagan keeps very active within his school along with in our community as a scout. At school he is involved with the Eco club and Renaissance.

Keagan has visited with seniors and picked up garbage around town. He is very caring and willing to go above and beyond to help everyone in our community.

Max Prier - Max is a student who is always smiling and positive. He stays behind after class to help clean up and during class is one of the first to offer to work with others and help where needed.

His contagious smile helps everyone feel welcome.

Kayla Rosie - Kayla knows the value of being involved. She is active in her school, sports, a mentor in the Beyond the Hurt program and was a

very busy volunteer during the Hockeyville campaign. Kayla spent hours designing posters and creating videos to help in the campaign. The skills and community involvement Kayla shows are paving the way for a very bright future.

helps her peers and is always positive. Jaidra is a determined young lady and looked up to by many of her peers.

Madison Saunders Madison is a very ambitious young lady! She plans to go to school to become a chef and then open up her own restaurant in Paris! She demonstrates her leadership skills and achieved awards in both math and science. She is active in her community through the Girl Guides program and is always showing off her friendly and outgoing personality.

Keara Slimmons Keara is a delightful young lady who strives to do well in anything she does. She would like to one day travel the world and research many types of animals. This year she has taken on the duty of cleaning up after her

school hot lunch program by going around to each classroom to pick up all boxes used to deliver the food and is always a pleasure to be around.

Megan Steenbergen Megan is an exceptional student who is able to do anything she chooses.

Throughout the year Megan has shown her leadership skills through helping others in their learning as well as helping her teachers in the classroom. Her excellent work ethic, strong convictions and good judgment make her stand out as a leader.

More Inventory Needed The Sylvan Lake market is almost keeping pace with Red Deer’s. Sales are up from last month and year to date sales are well ahead of the same period last year. One area of concern is that the number of active listings is down 27% from the same time last year while sales are up by the same amount. The market cannot stay on that track for long before we run into serious inventory shortages.

Hopefully local builders will be able to pick up the slack now that the weather is cooperating a little.

Red Deer and Blackfalds are the most volatile Central Alberta markets with Sylvan Lake just behind. Lacombe and Ponoka still have a little catching up to do, but are showing indications that could happen this spring.

Alberta’s economy hummed along at a near optimal speed last year, according to the latest calculations from Statistics Canada.

The national statistics agency reported that Alberta’s real gross domestic product expanded by 3.9 per cent in 2013. That was nearly double the national rate of 2.0 per cent. ATB Financial’s most recent economic outlook for Alberta predicts that these healthy and balanced growth rates will continue this year and next. The economy is expected to expand by 3.8 per cent this year.
