Teck holds off on Quintette restart

With coal prices not where the company would like them to be, Teck Resources Ltd. announced in early April that it was putting off restarting the Quintette coal mine until “market conditions for a restart are more favourable.”

The Quintette project (100 per cent owned by Teck) is located in northeast British Columbia, approximately 20 kilometres south of the town of Tumbler Ridge.

Quintette had previously operated for a period of nearly 18 years up until 2000. In June 2010 Teck initiated a feasibility study to re-open Quintette, which was completed in the third quarter of 2012.

The company submitted a Mines Act Permit Amendment application for Quintette in 2012 and received permit approval in June 2013.

At that time it deferred development and placed the mine on care and maintenance and will not start development until they see a sustained improvement in demand for steelmaking coal.

That hasn’t happened yet, according to the company’s unaudited first quarter results.

Teck Resources Limited reported first quarter adjusted profit attributable to shareholders of $105 million, or $0.18 per share, compared with $328 million or $0.56 per share in 2013. Profit attributable to shareholders was $69 million ($0.12 per share) compared with $319 million ($0.55 per share) a year ago.

production volumes for our major products,” said Don Lindsay, President and CEO. “However, prices for these commodities were weak, particularly coal, compared to the first quarter of 2013 resulting in lower profits and cash flows than last year. As a result, we are increasing our efforts to reduce our costs and capital spending.”

HIGHLIGHTS AND SIGNIFICANT ITEMS The operations performed well in the first quarter with coal production up eight per cent, copper up two per cent and zinc in concentrate up 11 per cent, in each case over the first quarter of 2013.

The company started commissioning the mill optimization project at Highland Valley Copper and exceeded design throughput rates in March with an average of 139,000 tonnes per day.

The Fort Hills oil sands project, which was sanctioned in October 2013, is progressing on schedule and on budget.

Profit attributable to shareholders was $69 million and EBITDA was $557 million in the first quarter.

Gross profit before depreciation and amortization was $732 million in the first quarter compared with $994 million in the first quarter of 2013.

Cash flow from operations, before working capital changes, was $470 million in the first quarter of 2014 compared with $776 million a year ago.

Walter Energy closing two B.C. coal mines Walter Energy began idling its Canadian operations, including the Wolverine and Brazion coal mines in British Columbia, last month.

The company has already placed its Wolverine mine (located near the district municipality of Tumbler Ridge) on idle status. Brazion (which includes the operations of Brule and Willow Creek and is located near the district municipality of Chetwynd) will continue to operate the Brule mine but expects to idle the mine by July 2014. The company will continue to operate its preparation plants at these mines to complete processing of coal that already has been mined and is in inventory.

For 2013, coal production from Wolverine, which produces mid-volatile hard coking coal, was 1.6 million metric tons, while the Brazion mines produced approximately 1.9 million metric tons of low-vol PCI and 0.1 million metric tons of hard coking coal. As of December 31, 2013, Walter Energy had approximately 1.1 million metric tons of coal in inventory in Canada.

Employment impacts include temporary layoffs of approximately 415 employees at the Wolverine mine, approximately 280 employees at Brazion, and other administrative support staff. A limited number of employ-

ees will remain at each site to operate the preparation plants and, once coal processing is complete, to perform ongoing equipment maintenance and provide ongoing security for the sites during the idle period.

“These layoffs are particularly unfortunate because our employees have worked very hard to keep these mines competitive in the face of daunting market conditions,” said Walter J. Scheller III, Chief Executive Officer.

“Equally important, they’ve worked safely.”

Scheller noted that the Brule mine completed 2013 without a reportable safety incident.

“These coal reserves remain valuable assets,” Scheller added. “However, given the current met coal pricing environment, our best course of action at this time is to idle these operations until we can achieve reasonable value from these reserves.”

The company expects to incur severance charges of approximately $7 million in the second quarter of 2014 in connection with the idling of the mines.

Moly rules at Endako Mine The Endako Mine is a primary, surface molybdenum mine located near Fraser Lake, 100 miles west of Prince George The mine is operated as a joint venture, with Thompson Creek holding a 75 per cent interest and Sojitz Corporation, a Japanese company, holding a 25 per cent interest.

The Endako Mine is a fully integrated facility that began operations in 1965. It includes a concentrator that processes ore through crushing, grinding, and flotation circuits into molybdenum disulfide concentrate, and a multiple-hearth roasting facility that converts the concentrate into technical grade molybdenum oxide.

The Endako Mine consists of three pits; the Endako, Denak West and Denak East.

Plans call for the creation of a single super pit by mining the walls between the three existing pits.

In March 2012, the company completed the mill expansion project at its Endako mine. The Endako mill expansion project included the construction of a new mill designed to meet ore-processing capacity of 55,000 tons per day.

Kitsault Mine inviting public comment The Canadian Environmental Assessment Agency invites the public to comment on the Addendum to the Comprehensive Study Report (the Kitsault Addendum Report) for the Kitsault Mine Project, located in British Columbia. The Kitsault Addendum Report focuses on the Agency’s environmental assessment for the replacement of the Nass River Bridge, located on the mine’s access road.

This is the final comment period on the environmental assessment of this project.

All comments received will be considered public.

This project is being assessed using a science-based approach under the former Canadian Environmental Assessment Act. The project is also subject to requirements under the Nisga’a Final Agreement (NFA), a modern treaty signed by the governments of Canada, British Columbia, and the Nisga’a Nation. Canada is committed to fulfilling its obligations under the NFA before any final decisions on the project are made.

Yes we’re mining ore, but what do we use all those minerals for?

Allan Wishart Northern Report Mines across northern B.C. are pulling everything from A (antimony) to Z (zinc) out of the ground, and each of the elements they separate from the ore has different uses.

Some of those elements, such as copper and gold, have uses which can be named by most people, while others, such as cadmium and antimony, may be more of a mystery.

Perhaps the most commonly used element taken from the mines of northern B.C. is copper. It’s difficult to avoid it, even if you can’t see it in use, since it’s estimated there are 200 kg of copper in the average home and 20 kg in an average car. The majority of that is probably in the form of copper wiring.

You might even find copper in your pocket, since cupronickel alloys are used in many coins. Cupronickel and copper-aluminum alloys are widely used because of their resistance to corrosion.

If you are an artist or musician, you may also find copper combined with tin to make bronze, which is used for sculptures, medals, bells, cymbals and windings around guitar and piano strings.

Many hospitals and schools also have a lot of copper surfaces, since it has been shown to have active antimicrobial action, which means it can kill or deactivate bacteria, fungi and viruses on its surface.

While many people think of silver and gold as being used for jewelry (and they still are most commonly found in that form), both have other uses as well. Silver was a major component of photographic film, and has found a new use as an antenna in radio frequency identification tags, which are frequently attached to books, clothes and other goods to prevent theft.

One of the lesser-known elements found in B.C. mines, antimony is often a by-product of copper smelting. It is used as an alloy with lead in car batteries, and antimony oxide is added to polyvinyl chloride (PVC) materials as a flame retardant.

Molybdenum, when first discovered, was frequently mistaken for lead due to its appearance, but has since proven to have uses of its own, with its strength and resistance to high temperatures making it a good choice for alloys of various

kinds.

Zinc can still be found in many cars with zinc-carbon batteries, and is also commonly found used as a rustprotective covering for iron and steel. A zinc compound is also found in calamine lotion, used to treat things like poison ivy rash.

A couple of other elements found in B.C. mines, cadmium and lead, still have many uses, but are found less frequently due to their toxicity. Cadmium is perhaps most commonly found now as a component in NiCad (nickelcadmium) batteries, while lead is used in lead-acid batteries and as shielding in X-ray machines.

Some things you may not have known about the coal industry in British Columbia Today, coal…

Steel also plays a critical role in green energy production. Whether it is a wind turbine, solar panel, tidal power system or bio-energy infrastructure – it all requires steel. For example, 100 tonnes of steelmaking coal is required to produce the 185 tonnes of steel used in a typical wind turbine.

Worldwide, the use of coal as an energy source remains crucial to many developed and developing countries. 40 percent of the world’s population still relies on coal for energy – for light, heat and other necessary daily needs.

Across the world, 1.3 billion people are currently without access to electricity.

SAFE AND RESPONSIBLE OPERATIONS Canada’s coal supply chain operates under environmental and safety regulations that are among the most stringent in the world. The industry adheres to regulatory permits and requirements set by authorities, including Federal, Provincial, Regional and Municipal governments and Port Metro Vancouver. The coal that is produced, shipped and managed in B.C. is safe. It is an inert mineral that is not considered a dangerous or hazardous material by Transport Canada and is safely handled by thousands of workers every day.

As coal is transported, steps are taken to ensure the coal remains in the railcars and on the terminals. Railcars are sprayed at the mines with a coating to create a hardened crust on top of the coal. The terminals use the best available proven technology with environmental management systems and monitoring programs in place. Any concerns from residents are fully investigated to ensure that coal remains in the railcars and on the terminal sites.

The coal industry has been safely transporting and handling coal for decades and will continue to uphold the highest environmental standards through a commitment to safe and responsible operations.

Yellow Giant gets permit for underground gold mine near Prince Rupert The $8 million Yellow Giant underground gold mine on Banks Island near Prince Rupert received its Mines Act permit earlier this year.

The mine is scheduled to begin operations this spring after construction is completed and will provide up to 90 full-time jobs, many of which will go to First Nations.

“The Yellow Giant project is a unique property with high gold grades and exploration potential,” said Benjamin Mossman, President and CEO. “We look forward to growing the project over the coming years and continuing to contribute to the growth in the northwest region of B.C.” The Major Projects Office at the Ministry of Forests, Lands and Natural Resource Operations co-ordinated a cross-agency review process, which included First Nations consultation, to help facilitate timely permitting of Yellow Giant.

Banks Island Gold Inc. will receive their permit to process 200 metric tonnes of gold-sulphide ore per day during the 12-month life of the mine on the unpopulated Banks Island, located about 100 km south of Prince Rupert. Exploration on three additional ore zones on the property will continue with the expectation they may be brought into production in the future.

“Mining operations in remote areas of the province are key contributors to our resource economy and rural communities,” said Energy Minister Bill Bennett. “Yellow Giant will provide up to 90 British Columbians with salaries averaging over $100,000.”

Banks Island Gold Inc. was established in 2010. Yellow Giant is their first mine development project.

The production value of mining in 2012 was $8.3 billion. In 2001, it was $2.8 billion.

tally sustainable,” said Forests Minister Steve Thompson.

Since 2011, three new mines are in operation (Copper Mountain, New Afton and Mt. Milligan) creating 1,195 jobs and three more mines will open this year (Yellow Giant, Red Chris and Roman) creating another 815 jobs.
