Parents rally for education funding at MLA’s office ‘Liberals committed to balancing provincial budget’

Maple Ridge parents will be carrying signs and holding a protest rally at the office of Maple Ridge-Mission MLA Marc Dalton this afternoon, asking the government to put more funding into education.

This arrives in the wake of the Maple Ridge-Pitt Meadows School Board passing a budget for 2014-15 after making cuts to eliminate a $5 million shortfall. Those cuts included 9.43 teacher positions and 14 from CUPE. As well, students who ride school buses within their own catchments will have to pay a $215 annual fee.

Local trustees appealed to parents to make their voices heard in Victoria, and now they are trying.

Dalton on April 29, voted against a section of a bill that would allow people to change their gender on birth certificates without having to prove they’ve had sex-change surgery.

“I know that the intent was to help. There certainly are people who are struggling with their gender identity and want to make a change,” Dalton said Wednesday.

“My big issue is the area of self acceptance.”

The Liberal MLA for Maple

Ridge-Mission said adolescence is a confusing time for many and allowing teens to change their gender on their IDs could “change the dynamic.”

He supports existing policy that supports sex-change surgery, but disagrees with changing the legal gender prior to surgery.

“I’m not opposing the legislation that we already have.”

Now, you can change your gender without surgery, which separates biology from gender.

“I think that can lead to a lot of people questioning themselves a lot more,” Dalton said. “It’s not

related biologically, anymore. It’s becomes a matter of choice.”

That brings more self doubt, he added.

“Who am I? Am I male? Am I female? Just because that option is there, it just becomes mainstream. It just adds another dynamic.”

He said religion wasn’t part of the issue.

“I just felt in good conscience, I needed to make that stand.”

So far, he hasn’t had any response at his constituency office.

“There’s been virtually nothing.”

M

aple Ridge’s dream of developing north 256th Street into an industrial heartland has a pulse now with the sale of land to four new owners.

In the past year, 31 acres have been sold in the Kanaka Business Park – more than half the 55 available in the far-flung park allocated to heavy industry.

“I think they hit the sweet spot on price,” to compensate for the location, Mayor Ernie Daykin said Wednesday.

“I think it’s great that there’s actually action up there. It’s going to create some local jobs, broadening the tax base.”

Magnum Fabricators, which builds major structural components for bridges, is one of the companies that will enjoy the new space after purchasing two acres.

The company built the girders for Maple Ridge’s latest bridge over the North Alouette River at 232nd Street and needs heavy industrial zoning that allows outside storage of materials.

“We’re heavy industry and it’s a heavy industrial site,” said Mike Harasin.

“We’ve been watching the property for quite a while. The people of Maple Ridge are just fabulous,” he added.

Another new buyer is International Machinery, which refurbishes heavy duty and industrial trucks.

“It was the price that sold that property,” said Mike Faulkner. “Cheapest industrial park from Vancouver to Hope.”

His company bought four acres in the park and will move from its location in Maple Meadows Business Park.

Developer Eric Van Maren said dropping the price of the lots is what kickstarted the sales

late last year.

The park had sat largely empty since it went on the market in 2008.

“We sold three or four lots right off the bat,” said van Maren.

Then the recession hit and nothing moved and the old gravel pit, restored to enhance local streams, sat empty, waiting for occupants.

“The longer it sat there, the longer people were wondering, ‘Is this the right place?’”

Then the price was dropped, which attracted some buyers and created demand. The price per acre is now between $400,000 and $450,000 per acre. That’s half the $1.2 million or $1.5 million per acre demanded in Langley business parks.

The district has been focused on attracting industrial operations to Maple Ridge because the higher taxes can ease the load on residential taxpayers.

Van Maren agreed that the main access from Vancouver to the park, via busy and narrow Dewdney Trunk Road, is a factor.

“It’s definitely an impediment because it slows down access.

“But everything comes down to price, eventually.”

The district hasn’t decided whether to extend Abernethy Way east from 232nd Street, through agricultural and residential land, to connect to 256th Street, or whether to upgrade Dewdney Trunk Road.

“For some people who like to sell ice cream, of course it’s not a good place. But for my business, it’s OK. The place is good. I like it. It’s very reasonably priced and the location is good.”

He dismantles auto wrecks, then ships out the parts in containers. Not far from the shop, a rushing mountain stream gives a soothing backdrop to the industrial setting.

He hopes with more occupants, park security can be improved.

“For some people who like to sell ice cream, of course it’s not a good place.”

Brikers Heavy Equipment Cab Specialist, which rebuilds cabs for heavy equipment, is also moving in next year after relocating from Surrey.

And another 7.5 acres is being bought by a German floor manufacturing company. That will entail a 60,000-sq..-ft. building.

Van Maren said he was relieved to get the sales and will welcome selling the rest, though the pressure is off.

“We’re not in a rush to sell more land now that we’ve established it as a park.”

SD 42 management has shared in cuts, says chair Less management needed: CUPE

But district staff has countered that administration is actually the employee group that has endured the greatest cutbacks, when considering budgets going back as far as the 20082009 budget year.

It was one of the issues that board chairman Mike Murray addressed in his budget-night speech last week.

“One of the concerns we’ve heard is that the proposed reductions are not evenly distributed throughout the organization. But when we look at the history of budget cuts, we see that all of our employee groups have been impacted over the past five years,” said Murray.

He referred to a staffing levels chart that appears to support his claim.

The biggest hit has been school-based principals (including vice-principals), which have dropped by 15.65 per cent since the 20082009 school year. Next was exempt staff at 10.14 per cent, followed by support staff at 7.73 per cent, and lastly teachers, which have dropped 6.21 per cent.

The management of the Maple Ridge-Pitt Meadows School District says it has taken its share of budget cuts in recent years, times of restraint, but union officials aren’t buying it.

Management was criticized numerous times during the recent budget process for not taking its share of the $5 million in cuts in 2014-2015.

Heather UptonBrown, a school secretary and CUPE member, was one of many who leveled the charge.

“The one thing that is on everyone’s mind – not one excluded management position was cut,” she said at the public meeting for budget feedback. “The only job cuts at the district office were CUPE, five in total. Not one excluded clerical employee was affected.

“Since we have declining enrolment and less staff, we need less management.”

There were 14 CUPE full-time equivalent (FTE) positions and 9.43 Maple Ridge Teachers’ Association (MRTA) positions cut in

staff were down 13.29 per cent; • members of the Maple Ridge Teachers Association were down 6.21 per cent; • CUPE staff have risen 3.73 per cent.

“All areas of the school district’s operations have been impacted,” asserted Murray in an interview.

He noted that 1.5 FTE exempt staff were cut this year, including the position for an IT analyst this year.

Because management is a small employee group compared with

teachers and CUPE, even one cut has a large statistical effect on the percentages.

He pointed out that some managers are doing double duty. For example, Joanne Rowen has been both the principal of Pitt Meadows elementary and the principal for French programs in the district – two positions that were collapsed into one.

“We’re not fat at all.

That’s one of the observations I made when we first got into office,” he said.

Former superinten-

dent Jan Unwin would send him emails that were time stamped at 5:30 a.m.

“I can tell you that’s pretty typical. Flavia [Coughlan] secretary treasurer] has been Murray burning the candle at both ends too.”

“Our management is lean and quite efficient.

And works very hard.”

George Serra, president of the Maple Ridge Teachers’ Association, agreed the managers

are hard working – he has found them at the board office at 7 and 8 p.m. But he is skeptical of the management cut stats, and doesn’t think non-union staff have taken their share.

“Take a statistics course, and you know that you can portray numbers in a way that supports what your end goal is,” said Serra.

He suggested that some research be done,

comparing the size of School District 42 management to that of comparatively sized districts.

“It begs looking into.”

CUPE local president Leslie Franklin said if the board’s “mantra” is to keep the cuts as far as possible from the classroom, then it makes sense to cut senior management and exempt staff, rather than people who work in the schools.

“A lot of those positions don’t deal directly with the classroom.

They’re never face-toface with kids.”

A timely response Apathy in the political process has reached an all-time high in recent years, with the perception that elected representatives are not really listening to public concerns.

But there is evidence this week that the provincial government is heeding public feedback, on two currently contentious issues at least.

An all-party committee of MLAs has unanimously supported a proposal from Finance Minister Mike de Jong that henceforth all B.C. politicians will publish their expense receipts – including food, travel and accommodation – online.

The proposal, clearly a response to the flap over legislature Speaker Linda Reid’s expenses – including nearly $5,500 in business-class air travel for her spouse, since repaid – elicited a few grumbles from NDP MLAs over the work involved in backing all expenses with receipts.

But it seems MLAs overall agreed with de Jong’s assessment that steps need to be taken to restore public trust, after recent “unreasonable” expense abuses in B.C. and beyond.

Meanwhile Agriculture Minister Norm Letnick has apparently taken note of written feedback from B.C. residents in amending the proposed Bill 24, which would make changes to the province’s Agricultural Land Reserve.

The contentious two-zone provision remains, dividing ALR land into one area (Metro Vancouver, Vancouver Island and the Okanagan), where farmland would be protected from non-agricultural development and another (essentially the rest of B.C.), where farmers might have options to invite in ‘value-added’ industries that could include oil and gas development.

But there are indications that the impassioned words of many regarding both the need for food security in the province and a long-term commitment to preserving agricultural land have been noted and reflected in amendments.

The amended legislation has received guarded endorsement from the B.C. Agriculture Council, although NDP agriculture critic Nicholas Simons says Bill 24 is still probably the worst piece of legislation he has seen.

The actual impact of both of these provincial policies remains to be seen.

Politicians generally are past-masters in the art of simulated action, and manipulating public opinion through carefully stage-managed response.

But the B.C. Liberals have everything to gain and nothing to lose by demonstrating a greater level of responsiveness to public opinion – rather than the predictable chorus of partisan support.

Who’s taking care of the truckers?

“That’s what truckers do,” laments Bubbles. “They don’t want to park their rig, and pee in the toilet, so they fire the [bleeping] things out the window on the highway.”

Abbotsford trucker Allister Cathcart, like Yzerman, says that most drivers dispose of waste properly and use toilets, but “bad truckers who just don’t care” will drop bowel movements through holes in their floorboards, and heave pee jugs into ditches near truck stops like the one in Maple Ridge on Lougheed Highway near 240th Street.

“What you see in them isn’t lemonade, or apple juice,” says Cathcart.

Scott Magri, of Pitt Meadows, trucks to Kamloops. Recently, he found hundreds of pee jugs on the Coquihalla Highway to Merritt and beyond.

“It’s all over,” he says. “Government has to do something to stop this disrespect of our country.”

Instead, says Maple Ridge Mayor Ernie Daykin, it has threatened to close the Lougheed rest stop. Truckers fear the same fate looms over others.

That would only make life harder for all truckers, says Cathcart.

Daykin agrees. He’s tried to get the province to fund waste collection locally without success.

“We don’t want to let the MoT off the hook, but our work crews went down to the stop last Friday,” says Daykin. “We put up a no-littering sign (up to $10,000 fine) and a garbage receptacle. Crews also cleaned out the ditch. We’re doing what we can.”

It’s just one garbage can so far, but it’s a start that could be a model for other towns. Truckers want more to happen everywhere. They support cameras and heavy fines, but want respect, too.

“Our government does nothing for truckers and most towns treat them like dirt,” says Yzerman, my nephew. “We have pull-offs here, not real rest areas.

There should be washrooms with attendants, garbage cans, pee bottle drains, and hot water to clean up. In the U.S., there’s full welcome centres. In Florida, they give you a glass of orange juice and say, ‘thanks for coming.’ You dump your jug in a urinal, and put the container in a can.

Truckers wait to go there because you can wash your hands.”

“Yes, I’ve seen guys throw pee jugs in the ditch,” a trucker told me. “They’d put them in containers if there were some.”

Lonzo is salmon bearing, says Doug Gosling, of the Abbotsford Ravine Park Salmon Enhancement Society. “It’s disgusting. That’s the water we irrigate our crops with, and the water we drink. I fished in that creek as a kid 60 years ago.

They could put portable toilets there and clean them out regularly; garbage bins.

Put a camera there. There should be easy solutions. Morally, you’d think they’d want to work with the public.”

EAM Contractors is the agent for the province that maintains the Abbotsford site. I called twice last week to ask questions, but nobody called me back. EAM’s dispatcher said it collects twice-monthly.

Why aren’t there garbage cans? Where is pee, which could contain Hepatitis C, disposed? Are jugs recycled or burned?

There’s bigger questions for Abbotsford.

A sign here warns of a $2,000 fine for littering. Who enforces the ban? What does pollution here cost taxpayers, the reputation of Abbotsford, and the image of Beautiful B.C.?

Is the government closing its eyes and passing the buck to municipalities as part of a strategy for balanced budgets? Is it doing this at the expense of truckers, the environment, and fish?

Transport system Learn from these ‘beautiful people’ can handle bitumen Editor, The News: Re: A threat to B.C. environment (Commentary, April 23).

Continued safe marine and pipeline transport of hydrocarbons is in everybody’s interest so Canadians can realize value for resources and oil producers can continue to deliver jobs and economic benefits.

No one wants a spill of any product at any time.

The performance track record over the past 50 years is good, but even still, work is ongoing to improve prevention and ensure producers, transportation companies and spillresponders have the best information available to manage products safely and make the best plans possible for response, containment and clean-up in the event of an incident.

David Black’s articles incorrectly suggest the Canadian oil industry is not interested in the proposed refinery project and that transporting diluted bitumen is more risky than transporting other types of oil because of its chemical properties.

Fact is, oil producers are seeking increased access to existing and new markets – in Canada, the United States and internationally – to satisfy market demand for increasing Canadian oil production.

All options to achieve that goal are worthy of study.

And diluted bitumen – oil sands bitumen diluted with natural gas liquids that allow it to flow – is no more dangerous than other types of crude oil.

Chemically, there’s nothing about diluted bitumen the transportation system cannot be prepared to manage. Whether it moves by pipelines or tankers, diluted bitumen meets all the same specifications and behaves the same as other crude oils.

Oil floats on water if it has an API gravity above water’s 10 degree API gravity. Diluted bitumen has an API gravity of 2022 degrees. Any type of oil spilled in water, eventually “weathers” and can be driven below the surface by waves or currents.

Diluted bitumen behaves the same way.

There have been several scientific studies completed on diluted bitumen. Earlier this year, the federal government released a research study that demonstrated diluted bitumen floats on salt water – even after evaporation and exposure to light.

The study was commissioned by Environment Canada, Fisheries and Oceans Canada and Natural Resources Canada as part of the government’s plan to implement a world-class prevention, preparedness and response regime for marine transportation. Results of the study will be used to inform spill responders and help guide more research.

Our industry is focused on responsible development of Canada’s resources. We welcome transparency on our safety and environmental performance, based on sound science.

As producers, we transport oil with care and attention at all times. We expect all transportation providers to deliver safe services in a responsible manner.

Could’ve cost serious money’ Editor, The News: Re: Ridge explains 3.5% tax hike (The News, May 7).

Paul Gill must have misunderstood the question. The cost of the downtown incentive program, as the cost is far from zero.

The whole idea was to give developers an incentive to build in the core by giving them savings. If they get savings, we, the taxpayers, are getting dinged. And depending on one’s perspective, it could add up to serious money.

Cuts in permit and DCC charges probably added up to tens of thousands of dollars. However, the major cost to taxpayers is the loss of tax revenue for the three- to fouryear term.

Some would like to suggest that without the incentive program none of the $140 million worth of projects would have been built. In reality, most, if not all of the projects would probably have been built, just over a different time period.

Based on my calculations, the municipality is losing $420,000 in tax revenue annually due to the tax free holiday included in the program, or $1.26 million over three years.

Editor, The News: Re: O’Connoll criticized for ‘R’ word post (The News, May 7).

In the 27-plus years since the birth of my son, the Angel Andrew, with an extra chromosome on the 21st pair (Down syndrome), I have written columns in both local papers on the intellectually disabled population, as they are now known, and efforts made on their behalf to integrate them into schools, workplaces and society, in general.

I have preached about how much we can learn and grow from contact with these beautiful people.

My son has taught me much about patience and forgiveness, tolerance and compassion, love and joy.

So you can imagine my dismay at learning that two elected officials on Pitt Meadows council have laughed at the use of the word ‘retard’ in a cartoon on Facebook, originally posted by an Australian comedian: two gorillas speaking to one an other, one calling the other a “f------ retard.”

Ironic this, not only the blocking out of the word ‘f------’, which apparently is worse than retard, and in far greater use, but the use of apes, from which we may or may not have evolved, depending on whether you’re in the church or waiting in the parking lot for the service to end.

Not the first comic I have heard use the ‘R’ word, or actor.

years ago, as the official designation for our special needs friends, but since has evolved into a pejorative, an extremely offensive and extraordinarily insensitive word that reflects badly back on our friends and family in the intellectually disabled community.

To think that it is used now by two people in positions of power in Pitt Meadows whose actions may or may not impinge on the ID community is beyond the pale.

As one of councillor Gwen O’Connell’s Facebook friends O’Connell writes: “Yikes”.

Yes, yikes, Gwen and Mayor Deb Walters, who writes, “Oh my god, that is so you ... too funny.”

Another of O’Connell’s FB friends says, “thank you for my first LOL of the day.”

Yikes, indeed.

O’Connell was shocked that people were offended by what she claims is an innocuous Facebook post (“Are you kidding?” she says), and that she certainly did not mean anything by use of the ‘R’ word.

What makes her use of the ‘R’ word worse is that she has a cousin who is mentally handicapped. It was just a joke, she said. I’ve heard this one before and, no, it’s not funny, it’s objectionable to those of us in the special needs community.

Other comments in support of Ms. O’Connell say that the whole thing is “ridiculous” and “it’s time to unfriend

‘thoughs’ (!!) who obviously have no sense of humour, let alone have no life” … “such a waste of energy” … “keep the funny stuff flowing.”

And, speaking of ‘no life,’ let’s institutionalize those retards, as was done in the ’50s (my words).

The whole idea of integration was to give the members of the ID community a life, to allow them to contribute to society and to offer the rest of us some exposure to those whom we may not understand.

My son spends three mornings a week working at the recycling depot and one day helping to make lunches for the homeless at the Salvation Army. He makes people smile.

Coun. O’Connell and Mayor Walters, being politicians, with their traditional fear of the media, are afraid that people will write to the newspapers, “people having nothing else to write about.”

And, of course, they are right; and we hope the local papers get bombarded with letters of condemnation and that other politicians might contribute their feelings on the matter.

I believe it’s an election year, and if I were a citizen of Pitt Meadows, I would think long and hard about placing my mark next to these two names. You never know who else they might mock.

Sad indeed. Everyone with any common sense knows that images such as this one using animals have a much deeper intention aimed at human beings. The use of animals to make snide or inappropriate remarks is frequently the only way to get such across without direct censure. So the comments of the gorilla on the right is without question intended to be aimed at individuals, not animals. For either Coun. O’Connell or Mayor Walters to not understand this is beyond the realm of truth. But aside from the totally inappropriate “joke,” there is a deeper issue concerning the two individuals themselves. While we have come to expect little that is good from many of our elected officials, it is still disgusting to see how low some of them can sink. ‘Open downtown stores in evenings’ BIA presents survey findings

When people come to downtown Maple Ridge, they’re looking to spend their money – either on shopping, events or seeing their doctor or lawyer.

And when they get to the town centre, they don’t mind a bit of a jaunt to get where they’re going.

“Most of them didn’t really have a lot of problem walking to their parking.

“And some are very smart about it too,” Ineke Boekhorst told Maple Ridge council Monday.

Boekhorst, with the Downtown Maple Ridge Business Improvement Association, summarized a 2013 survey in which 200 people were interviewed, half online and half on a one-onone basis.

Almost 30 per cent said they visited for shopping and 20 per cent visited downtown so they could attend events.

And while they all got to the centre by car, fewer than five per cent expected to be able to park in front of their desired business, while almost 45 per cent didn’t mind walking from one to five blocks.

The downtown, though, still has an image problem.

Half of those surveyed felt either safe or very safe when on the downtown streets.

But 35 per cent felt “a little concerned,” while about eight per cent said they don’t feel safe.

It’s a topic the survey acknowledges needs more research, pointing out the feelings of unease don’t correlate with any particular age, or time of day, noting the answers seem to be based on perception rather than facts.

“Overall, in general, people feel quite safe.

“There’s not a lot of facts about why people don’t feel safe, just perception,” Boekhorst said.

People do want to see longer hours for shops and more specialty stores and fine dining.

About 85 per cent said they’d do more local shopping if the stores were open past 5 p.m.

“Bottom line, our shops would probably be better if they were open at night,” Boekhorst said.

Downtown Maple Ridge still has a perception problem, survey found. brand they’d like to see, 72 per cent said they wanted brand-name clothing and shoe stores, while 26 per cent wanted more chain restaurants, bistros and outdoor patios.

Another 23 per cent said they wanted to see either Walmart or Costco in the downtown.

A word cloud graphic involving a jumble of words showed the same thing. The larger the name appeared in print, the more it was mentioned in the survey.

Brand name clothing and Walmart were the largest names in the word cloud, followed by women’s fashion and shoes.

Chain restaurants were next biggest. Words in smaller print included Home Depot, Future Shop, a pub district and bistro.

Boekhorst highlighted some the BIA’s other programs as a prelude to the annual meeting May 12.

‘I don’t think this government is listening’ Rally from front

Stacy MacLennan, one of the organizers, saw a similar rally last Friday in Coquitlam and wanted to express her own frustration. She said the government has tuned out teachers, so parents need to become education advocates.

“Teachers aren’t being heard, so parents need to stand up and be heard.”

She has two children at Glenwood elementary in Maple Ridge and has already written MLAs, Victoria and letters to the editor, asking the government to be fair with teachers.

“The 10-year term the government is asking for [in its bargaining with the B.C. Teachers’ Federation] is unreasonable, especially when the government is only elected to a four-year term.

“As a collective group, we can ask government to restore funding for education.”

Dalton may not be at his Maple Ridge office, as he’s scheduled to be in Mission, but said there are plans for a rally at that office, too.

“I’m not hiding.”

Dalton said the gov-

ernment puts 75 per cent of provincial revenues into two portfolios – health and education.

“It’s tight. It’s a balancing act,” he said. “We made a commitment to have a balanced budget, to live within our means – that’s something we ran on.”

He noted that enrolment has been in decline in Maple Ridge, so funding from Victoria drops.

“Funding is based perpupil, so there’s a direct correlation.”

MLA Marc Dalton He said education funding will increase as the economy grows Those in the rally are not necessarily political opponents of Dalton.

“This has nothing to do with politics. It’s parents who are concerned about the lack of public funding in education,” said Scott Susin, another

organizer. “It’s pretty dire straights right now.”

Susin graduated from Garibaldi secondary in 1995 and is now a Mission teacher and parent of a one-year-old.

He was approached by MacLennan to help promote the rally in social media.

“It has kind of taken off,” he said. “I’m hoping it will continue to build.

“We want to really send a message, that enough is enough.”

He will come armed with statistics and facts demonstrating how “bare bones” public education is becoming.

“It’s even worse than people think.”

One of the main speakers will be Coquitlam-Maillardville MLA Selina Robinson.

However, Susin believes parents should be the stars of the show.

“Parents can be way more influential and effective.”

Maple Ridge Teachers’ Association president George Serra said he hopes the school board trustees will show up and support the parent initiative.

“I hope we make it a Friday tradition,” he said

of the rally.

Local CUPE president Leslie Franklin was also thankful for the support by parents.

As graduation season approaches, a Maple Ridge family is renewing its call for the province to regulate the party bus industry.

Julie Raymond and her daughter Danielle were in Victoria on Wednesday for Question Period because the New Democrat opposition has taken on their cause.

Vancouver-Fairview NDP MLA George Heyman asked Transportation Minister Todd Stone to commit to regulating party buses before another senseless tragedy occurs.

He replied the province is working with police and other stakeholder, such as ICBC, on a campaign to coincide with grad season.

“We’re all working together to ensure that all British Columbians know what the law is and that the operators understand clearly that their No. 1 obligation is to ensure the safe transport of their passengers,” Stone replied during Question Period.

His response disappointing to the Raymonds, who are calling on the province to ban anyone under 19 years from party buses, or to make it mandatory for companies to have chaperones for anyone under the legal drinking age.

“It’s to protect and put harm reduction in place so that no other mother has to stand up to talk about the death of their son or daughter,” said Julie Raymond, whose daughter Shannon died on July 26, 2008 after taking two ecstasy pills and drinking alcohol during a birthday party for a friend on a party bus. She was 16.

The Raymonds believe enforcement is not the answer. Police can’t pull over vehicles unless they

have grounds to.

“Enforcement hasn’t worked so far,” said Raymond. “The party bus companies are aware of what the legal requirements are. They know people can’t consume alcohol, but they continue to conduct themselves with disregard for the law.”

Raymond is buoyed by the support she has received from Vancouver politicians Geoff Meggs and MLA Heyman, but disappointed that two local MLAs haven’t taken on their cause and have yet to meet them in person.

But Maple Ridge-Pitt Meadows B.C. Liberal MLA Doug Bing assures the Raymonds that both he and MLA Marc Dalton are pressing the issue.

He has met with Minister Stone and last week had a meeting with the Ministry of Justice.

The ministry met with the 38 companies that run these buses and they were read “the riot act,” said Bing.

California recently passed a law that requires chartered party buses carrying minors to have a chaperone to ensure no underage drinking happens onboard. The chaperone will be held liable if any does occur. Bus companies could also be hit with fines up to $2,000 for their first two offenses and see their operating licenses revoked for a third strike.

Washington State is considering similar legislation.

Bing says the issue is more complex in B.C. “The legal system is a little bit different between the United States and Canada.”

Unregistered secondary suites see escalating fees in Pitt Meadows City says everyone must pay share

Homeowners with illegal secondary suites in Pitt Meadows who have yet to fess up to city hall will soon be facing penalties.

As of May 1, only 56 suites were registered with the city, with staff tracking an additional 90 that are unregistered.

To bring the rest into compliance, the city will gradually increase fees for those suites not registered and licensed.

The fee for 2014 is $1,026.90 and will be collected as part of this year’s property taxes, due

by July 2.

If owners fail to register, they will see their water, sewer and garbage fees double and continue to increase by five per cent every year for a maximum of five years.

Licensed suites get a bargain as those homeowners pay $288.40.

The city will also only collect one garbage can from homes with a secondary suite, unless a valid garbage tag is purchased from the city.

The 2011 census found around 900 secondary suites in Pitt Meadows, but manager of development service Anne Berry said the city has not confirmed that count.

“We have not begun to actively search for unregistered suites beyond the 90 that we are currently

aware of,” she added.

The city believes it will take some time for h om e ow n e rs to register their suites as the bylaw authorizing escalating fees has only been in place since 2013.

“It’s a slow process of educating the public,” said Mayor Deb Walters.

Walters Unlike other cities, Pitt Meadows won’t actively hunt for violators by searching classified advertisements or spying on homeowners.

The bylaw will be enforced by complaint.

“If someone sees their neighbour putting out more garbage or has four

cars parked in front of their home on a regular basis, then we might follow up with it,” Walters added.

She noted that besides not paying their share of utilities, unregistered suites mean homes with two families are not contributing to school taxes.

“You might have two families living in one home, but only one is paying school taxes. And here we have a school district that’s struggling [with funding],” said Walters.

“It is about fairness.

I think it’s only right that everyone pays their share.”

And how is it that Pitt Meadows can choose not to help fund the art gallery, within the joint-use agreement, asked Coun.

After visiting Pitt Meadows last week, recreation consultant Brian Johnston stopped in at Maple Ridge council this week and heard the inquiries as he writes a report on joint service agreement that allows the municipalities to share costs and save dollars in running recreational facilities.

The agreement is 20 years old and is now in undergoing its third review to see if it’s still working for both sides.

A key element to the arrangement is splitting operating costs based on the approximate population ratios, resulting in Maple Ridge picking up 80 per cent of the costs and Pitt Meadows 20 per cent.

Each municipality, though, pays the capital costs for each project built within its own boundaries.

Coun. Michael Morden and Bell wanted to know if the agreement was flexible enough to adjust to a larger Maple Ridge.

“Pitt Meadows is near build out, population wise,” Bell said.

Coun. Judy Dueck pointed out that the agreement also involves the Maple Ridge-Pitt Meadows school board.

Council agreed most people seem to be happy with the level of recreational services in Maple Ridge.

However, Coun. Bob Masse said he hears complaints about the shortage of sports fields and their condition.

And Morden wanted to know why it takes so long to build a park in a new suburb.

Parks and recreation general manager Kelly Swift said later that other facilities in Maple Ridge are not part of the agreement. Those include the Maple Ridge Cemetery, social planning, public art, the Maple Ridge golf

course and the art gallery.

Overall, in 2014, Maple Ridge’s recreation services budget will be $12.4 million, while Pitt Meadows will be $2.19 million.

Johnston told council that both municipalities are seen by other cities as leaders in providing recreational services and programs.

Last week, Pitt Meadows Mayor Deb Walter said there was no appetite for Pitt Meadows to create its own parks department.

Dalton was criticized during the 2009 election after the NDP released a 1996 e-mail that he sent when he was a teacher opposing the B.C. Teacher’s Federation promotion of gay support clubs in schools.

The e-mail was part of discussion about a BCTF resolution when he was a teacher at Pitt Meadows secondary.

He said the resolution, which eventually passed, was about gay clubs in schools. Dalton said it wasn’t that he opposed such clubs, but the promotion of them by the BCTF. However, allowing a legal change of gender would help transgender teens to define themselves to reflect what they know they are, say three members of the gay-straight alliance.

“If they’re a woman, they should be allowed to put woman on their ID. Voting to not allow them to do that, I think is fundamentally wrong and against their human rights.”

“I think the problem here is Marc Dalton lacks a fundamental understanding of what trans rights and what the whole issue is,” said student Megan Pearson.

“Someone who seems to misunderstand so

much of these issues …

I’d have to question the eligibility of his platform.”

For Nicole Holmgren, allowing a legal change before surgery “would allow them to accept themselves more.

“The birth certificate would help them to legally define themselves as to what they know who they are.”

It’s a lengthy surgical process before individuals can even call themselves one gender or another, she added.

Narisa Windover, with the alliance, said even though Dalton apologized for the 1996 email, she still questions whether he supports lesbian-gay-bisexualquestioning-transgender rights.

“I just feel that he’s shutting us out and silencing the kids who don’t have any voice.”

Also voting against the section were Liberal MLAs Simon Gibson, (Abbotsford-Mission ) Marvin Hunt (Surrey Panorama) and Laurie Throness (ChilliwackHope.)

Section 115-27 of a miscellaneous legislation Bill 17 says people seeking to change their genders on their birth certificates must apply to the registrar general, saying they have “assumed, identifies with and intends to maintain the gender identity that corresponds with the desired sex designation.”

A statement from a doctor or psychologist saying that the gender designation on their birth certificate does not accord with their gender identity is also required.

Minors will have to get the consent of their parents or guardians.

Dalton pointed out his

vote against the section was a free vote, allowing Liberals to vote as they please, unlike the New Democrats, and that he still supported Premier Christy Clark.

But Vancouver NDP MLA Spencer Chandra Herbert said transgender people should have the right to have their gender accurately reflected on their IDs. “If they’re a woman, they should be allowed to put woman on their ID. Voting to not allow them to do that, I think is fundamentally wrong and against their human

rights.”

Problems arise when people look like one gender that’s not reflected on their ID, he added.

Science says that sometimes doctors misdiagnose genders at birth because it’s not always clear, he pointed out.

“If somebody in their soul is a woman, they should be able to reflect that on their birth certificates, on their identification rather than going through a highly invasive surgery.”

Why would an MLA go against medical advice, he asked.

Young people choosing not to drive 15% decrease in those aged 20-24

New statistics show a strong trend of young people opting not to drive, particularly in parts of Metro Vancouver best served by transit.

Just over 55 per cent of 20- to 24-year-olds in Metro Vancouver now have a driver’s licence, down from 70 per cent a decade ago, according to ICBC data compiled by planners at the regional district.

The proportion of licensed drivers among those age 25-29 fell from more than 75 per cent in 2004 to about two-thirds.

There were also significant declines in other age groups from the late teens to the early 30s.

Transit expansion over the last decade, the UPass that gave unlimited transit use to postsecondary students and ICBC’s graduated licensing program are all potential explanations for the young residents shifting away from driving, according to Raymond Kan, the senior Metro planner who created a series of charts (see story online) using ICBC and local demographic data.

“It’s hard to speculate what the silver bullet factor is,” he said.

SFU City Program director Gordon Price called it a profound change.

“People would have said, ‘What are you smoking?’ if you’d predicted this 10 years ago,” Price said. “Getting a driver’s licence once was a rite of passage.”

He agreed the U-Pass has trained a new generation to use transit and noted the cost of buying, insuring and driving a car is considerable for youth.

Price also highlighted technology.

The stratospheric rise in both smart phone use and social media over the last decade has reduced the need for some vehicle trips among youth.

“The reason you get in a car when you’re 18 is so you can meet with other 18-year-olds,” Price said.

“Social media is an effective substitute, at least in part.”

Price said the trend has major implications for decision-makers, adding he hopes provincial transportation planners take the data into account in projecting whether billions of dollars should be spent on more transit or on more

The decline in the younger age groups was measured in all parts of the Metro region, but it was most dramatic – with licensing declines of close to 20 per cent over 10 years among residents in their early 20s – in Richmond, where the Canada Line opened in 2009, as well as Burnaby and the North Shore.

Vancouverites in their early 20s who have driver’s licences are now actually in the minority at about 45 per cent, down from more than 60 per cent a decade ago, and those who have licences and those who don’t are evenly split in Burnaby/ New Westminster.

Elsewhere the licensing rate in that group

ranges from about 57 per cent on the North Shore to about 73 per cent in Langley.

Kan noted the rates actually ticked up in many parts of the region in 2013, so planners will be watching in the years ahead to see if the trend has ended or reversed.

Price said the question is whether all the younger non-drivers will continue to shun licences as they get older.

The data used by Metro counted drivers with class 5 licences as well as novice (N) drivers in the graduated licensing program, but not ones with learner’s (L).

Kan said the most surprising part of the data is that older women in their 60s, 70s and into

their 80s are now much more likely to have a driver’s licence than a decade ago.

About two-thirds of Metro women in their early 70s now are licensed, compared to about 55 per cent in 2004.

It’s not clear whether that reflects older women who are no longer as dependent on men as in the past, general trends of women living longer and healthier lives or other factors.

In contrast, licensing rates among older men remained stable.

“It’s conjecture,” Kan said. “But folks may be more independent, maybe healthier and perhaps these are factors contributing to this pattern.”

‘Swirl Face’ jailed for three months Christopher Neil sentenced 48 days

A convicted pedophile from Maple Ridge who molested children in South East Asia was sentenced Tuesday to three months in prison for possessing a laptop capable of accessing the Internet.

Judge Patrick Chen handed Christopher Paul Neil three years probation, in addition to the prison term, but credited him for time already spent in custody.

It means Neil’s sentence will last 48 days.

Neil was the subject of an international manhunt in 2007 after Interpol unscrambled digitally swirled images of him engaging in sexual acts with young boys from Thailand, Vietnam and Cambodia, ranging in age from six to 16.

He was placed under an 18-month peace bond when he returned to Canada in October 2012 as police believed

The peace bond prohibited Neil from accessing the Internet via a computer or phone, conditions he breached 10 months later.

Neil pleaded guilty last fall to one count of possessing a device capable of accessing the Internet after his arrest about 10 months into the 18-month period of conditions.

Neil also faces five new charges for sexual touching, invitation to sexual touching and

production of child porn related to incidents in 2003 that took place in Cambodia.

He is also accused of possessing child porn in 2007 while in Maple Ridge, as well as possessing and viewing child porn in Vancouver last year. None of the allegations have been proven in court but B.C.’s Criminal Justice Branch said Neil will be tried on those charges after he completes the sentence for the breach.

Neil grew up in Maple Ridge, but has no fixed address at the moment.

His family still lives in the community.

Neil attended the Seminary of Christ the King in Mission from 1995 to 1999 and received a B.C. independent teaching certificate in 2000.

He also volunteered at St. Patrick’s Catholic School in Maple Ridge in 2000 and 2001 and was a substitute teacher at Arch Bishop Carney in Port Coquitlam in 2007.

Flowers for Carlos, acts of kindness

is name was Luis Carlos Regalado Ramos, but you probably knew him as a kindly gardener named Carlos.

He was born and raised in Mazatlán, Mexico.

His father was a professional baseball player for the Venados and whose nickname was ‘Cartucho’, a reference to his explosive hitting style.

Josephina, his mother, was a wise woman who worked tirelessly as the cook in her family restaurant.

His brother Pedro remains a fisherman, and although Carlos loved the sea, he never learned how to swim.

He went to military college, studied to be a lawyer at university and even attended seminary with the idea of becoming a priest – but somehow none of these came to fruition.

Carlos immigrated to Canada in 1979 and worked here for many years in management training for Imperial Oil. In 1982, he met the love of his life, Judy, while visiting back home in Mazatlán.

She was sitting on the beach at a resort and needed a towel, so he went and got one from a friend. He introduced himself as a fellow Canadian, and when she didn’t quite believe him, he produced a Burnaby library card as proof positive.

They were married in 1987, holding ceremonies in both Mexico and Canada.

Carlos loved homemade rice pudding, taking his wife to a little Vietnamese restaurant in Port Coquitlam. His favourite flowers were tulips and he dreamed one day of owning a vintage Mustang convertible.

Carlos passed away quietly a few a months ago, so he never really got to drive that convertible and yet he seemed to be a man of very few regrets.

As gardeners, we both understood what nature teaches us with each passing spring, summer and fall, that winter is inevitable and nothing really lasts forever, except, perhaps,

an act of kindness. This was manifest in the simple generosity of a man who found the time to buy piñatas for the neighborhood kids, provide bicycles for migrant workers and help them cope with their new life in Canada, bring back ‘Mexican’ hot chocolate and ‘little lobsters’ (giant prawns) from Mazatlán for his friends and neighbors, help hotel workers back home to form a union, go pick-up those flowers for the little old ladies who didn’t drive anymore, and always just find a way to be kind to others – proving that

his training as a lawyer and priest, although incomplete, were taken to heart and put to good use.

I think what I will miss the most about Carlos was the cheerful ‘Amigo Mike’ greeting he gave me and his warm smile – things that didn’t cost him a penny and yet somehow, he understood their true value.

So in memory of the man who did so much for our community, I would ask those of you who knew him and his generosity to simply do the same for others. That way,

these kind acts, which we will call ‘flowers for Carlos,’ will never really fade away and he will remain with us as much more than just a memory.

Vistas run raise $13,000; next up is Fund Run for hospital foundation Running promotes good health in a couple of ways this spring in Maple Ridge, as joggers can lace up their shoes to benefit local health care initiatives.

Despite the driving rain, there was a good turnout for the 17th annual Vistas Run on Sunday.

The largest single fundraiser for the Ridge Meadows Hospice Society garnered close to $13,000 this year, and in total has raised more than $300,000 over the history of the event.

The run features 10-kilometre and five-km races, and a four-km family walk that accommodates strollers and leashed pets. It starts at Webster’s Corners elementary and goes through Kanaka Creek Regional Park.

The fastest runner in the 10km event was 20-yearold local hockey player Madison Sands, who covered the course in a time of 41.23.

Also impressive was 67-year-old Ted Hedrik of Maple Ridge, going under the hour-mark in a time of 57:06. That placed him in the middle of a pack of 23 runners.

Local realtor and hospital goundation board chair Ron Antalak was the fastest over the five-km course.

The 51-year-old covered the distance in 21:42, almost two minutes ahead of the second-place finisher. He was first in a field of 67 runners from across the Lower Mainland who braved the elements for the race.

In total, there were 118 registered participants in the three races, and organizer Kathryn Shiratti, the hospice society’s special events fundraising coordinator, said that was a “wonderful turnout” considering the weather.

The next big charity run on the calendar is the 11th annual Fund Run, which benefits the Ridge Meadows Hospital Foundation.

The event goes on June 1 at 9 a.m., at Fairview elementary, and also includes five- and 10-km distances, which participants can walk or run. There is also a fun kids run for those 10 and under.

There will be food and prizes after the race, and for every $100 in pledges that a runner collects, their name will be entered in a grand prize draw.

The money raised is used to purchase new hospital equipment and fund other high-priority needs at the hospital. Over the previous 10 years, it has raised more than $240,000.

Race-day volunteers are needed.

Individuals or teams can enter by May 21 at a reduced rate.

An avid outdoorsman, Ross loved to explore the many back roads of BC hunting and fishing, camping with family and friends. Many good memories were made and shared over the years.

A driver/trainer for Canada Safeway for 37 years, Ross retired but still enjoyed “road trips” well into his retirement, visiting family and friends all over BC. A kind, caring, loving man.

His smile and laugh will be fondly remembered by all who know him.

The family would like to express their gratitude to the staff at the Dr. Stuart Pavillion for their kindness and compassion to Ross during his final days.

Survived by daughter Joyce (Danny) Fraser; son Timothy (Janet) Walczak; grandchildren Kurt (Catherine), Brad (Melissa) Fraser, Laura and Michelle (Aaron) Walczak, eight great-grandchildren Taylor, Jordan and Jacob Walczak; Lola, Ruby, Samantha, Isabella and Jaxon Fraser, her sisters Joyce (John) Makahanick and Grace Young, nieces and nephews, special sisters in law, Pat Simmons and Sheila Walczak and by her devoted friend Marilyn Ingham.

Margaret was born and raised in Fort Frances, Ontario, she moved to Brandon, Manitoba in 1942, married Stanley Walczak in 1944. Living in Brandon she devoted herself to raising her three children.

She was an avid bowler and loved all sports. As a survivor of breast cancer she took great joy in her involvement with Dragon Boat paddlers (Waves of Hope).

Moving to Maple Ridge in 2002 she enjoyed living in Haney Pioneer Village participating in the many activities. She was an active member of the Haney Presbyterian Church and as well enjoyed the friendship of the Haney Heart and Stroke walkers group.

Margaret was a warm and caring woman with a great sense of humor and loved to laugh, she will be fondly remembered by her family and many friends for these qualities.

For those who wish to donate in Margaret’s memory, donations may be made to the BC Cancer Agency or the BC Heart and Stroke Foundation.
