Nakusp’s Junior Girls took spot at its own tournament this past weekend.

The Junior Girls A soccer team, the Nakusp Cougars, won its invitational secondary school soccer tournament May 2 and May 3.

It was the girls’ first home tournament win in 10 years and was reason enough to celebrate Friday night especially after two shut-out games that afternoon.

The Cougars beat Creston 5-0 and Rossland 4-0.

The Board will hear representations from the public who deem themselves affected by proposed text amendments to RDCK Zoning Bylaw 1675, 2004 as follows: Text Amendment Bylaw No 2385, 2014 This a mendment bylaw a pplies to Electoral Areas ‘F’, ‘I’, ‘J’ & ‘K’.

Amendments i nclude the a ddition of the “Campground” use as a distinct “Permitted Use” in the “Tourist Commercial” – C6 zone.

As proposed, the Use will be subject to development regulations that include a minimum site area; and minimum buffer zone based on the adjacent zoning at the time of a proposed development. Fifty-eighth in a series on West Kootenay/Boundary place names.

The community of Fife, east of Christina Lake, was originally called Sutherland Siding, although the origins of both names are uncertain. The latter was after Sutherland Creek, so called by March 1898.

According to G.P.V. and Helen Akrigg in British Columbia Place Names (3rd Ed.), the creek was named “After J. Sutherland, a cowboy-prospector who spent years prospecting the upper watershed of the creek and died in a cabin at its mouth.”

A death registration exists for one J. Sutherland who died March 17, 1900 in Grand Forks, age 26.

However, in Christina Lake: An Illustrated History, Lincoln Sandner stated the creek was named after George Sutherland, a pioneer prospector. Are they the same man?

In any case, the earliest reference to Sutherland Siding is in the Cascade Record of March 24, 1900. But a post office application submitted that year suggested using the name Christina or Fife instead. An inspector’s report of May 15 stated: “There is no regular station as yet on the Columbia & Western Railway where the proposed office is intended to be located. The place is known on the Canadian Pacific Railway time tables as ‘Sutherland Siding’ but I am informed that it is intended to change the name of the place at once to ‘Fife’ and in the event of the establishment of the proposed office being authorized, I respectfully beg to recommend that it be known as ‘Fife.’ There is a locality in this province known as Christiania where an office has been applied for, and in the event of this office being established and known as Christina, mis-sending of mail is likely to result.”

This house is the most prominent old building still standing at Fife.

August 1, 1900 and the railway siding also adopted the new name.

But where did it come from? One source suggests it honoured the Duke of Fife, Alexander Duff (1849-1912) who married Princess Louise, daughter of King Edward VII. (Fife is a Scottish county.)

Another possibility, pointed out

by Boundary historian Alice Glanville, is William H. Fife (18331905), who had mining interests in Rossland in the 1890s and spent time in Grand Forks. The city of Fife, Wash., near Tacoma, is named for him.

A group of claims known as the Fife property also straddled the railway between Fife and Christina Lake. But did the place take its name from the claims or vice versa?

In 1899, a huge limestone vein was discovered in the area and Cominco operated the resulting quarry into the 1950s. The post office closed in 1966.

At least 62 people were born in Fife between 1904 and 1931, although few remain. One of them, Rose Hallstrom, died in Grand Forks on March 17 at 90. A minimum of 18 more people were born in the adjacent community of Hilltop, further up the mountainside.

Nakusp trails society looking at new opportunities to grow The local trails society is looking at opportunities to promote trails in this area.

The first one is a Farmer’s Market. The Nakusp and Area Community Trails Society is looking for friendly trail enthusiasts to staff a booth at the Farmer’s Markets this summer.

“You don’t have to sell anything except enthusiasm about our local trails,” the society said in a press release. “The Board will put together a booth complete with a map of the trails in our area, photos and maybe a handout or two, and volunteers would just need to visit, be friendly and promote the trails in our area.”

The second initiative is looking after the Sand Dig event at the annual Canada Day celebrations.

The July 1 Planning Committee has asked the trails society if we would look after this popular activity for kids under the age of seven.

The Sand Dig consists of a pile of sand in which ‘prizes’ are hidden and kids get a chance to “dig” out a prize.

“We’ve got help lined up who would look after getting the sand and the prizes, but we are looking for a few volunteers to oversee the event on July 1st - it will run only from 12 2, so 4 volunteers would be all that is needed,” said the press release.

Mental Health Week

There are myriad problems that can present themselves daily.

They can be annoying or stressful to varying degrees, and cumulatively, a legitimate concern. There are countless ways for people to vent about common, everyday issues.

But millions of Canadians suffer daily with an often unseen and unarticulated affliction: depression.

There still exists a stigma towards those who suffer mental health problems, and that’s unfair and unnecessary.

One in five Canadians will have to deal with some form of mental illness in their life. Many of the people who are diagnosed do hold down jobs and have a mortgage.

Commonly, those afflicted with depression will isolate themselves or feel acute anxiety in social situations.

Depression is different than just feeling low. Someone experiencing it grapples with feelings of severe despair over an extended period of time. Almost every aspect of their life can be affected, according to the Canadian Mental Health Association.

Many suffer in silence because they fear how they will be perceived by their friends and family.

This should not be.

Clinical depression is not a failing or weakness of character. It is a medical condition, which can often be mitigated through a combination of several factors such as therapy, lifestyle changes and/or medication.

Mental Health Week (May 5-11) was created to raise awareness about these issues. Make the time to get educated. Also, on May 24, Olympian Clara Hughes will be riding in the West Kootenay with Clara’s Big Ride for Bell Let’s Talk About. The event is a 110 day, 12,000 kilometre journey around Canada to help raise awareness and action for mental health and help end the stigma around mental illness.

Province rolls out ambition overhaul of education system

The B.C. government has rolled out its ambitious overhaul of the public education system, from kindergarten to graduate school, much to the horror of its left-wing establishment.

The formal title is B.C.’s Skills For Jobs Blueprint: Re-engineering Education and Training. It’s designed to dovetail with the Harper regime’s Canada Job Grant that requires employers to cosponsor training spaces so they will hire the students at the end.

Elementary and middle school curriculum is being revised to increase emphasis on hands-on experience. High school and post-secondary skilled trades programs are getting more money, but it’s going to be shifted from under-performing programs that don’t lead to jobs.

Premier Christy Clark took another swipe at the bias of B.C.’s system before heading to Malaysia, Singapore and Hong Kong on another liquefied natural gas sales trip. She noted that 20% of B.C. students, and nearly half of aboriginal students, don’t finish high school.

“Not only are there kids who don’t graduate, there are kids who graduate, go out and get one or two credentials before they finally find their way into a skills training program,” said Clark, who had her own wander through university campuses before going into politics.

A couple of weeks ago, Simon Fraser University president Andrew Petter downplayed the “relatively small” skilled trades shortage for B.C. industry.

“We should not be engaged in a zerosum kind of battle for dollars,” Petter protested. That’s exactly what he and other university executives are looking at, and it will be based on the latest graduate employment data and labour demand forecasts.

One of the key architects of this sweeping plan is Jessica McDonald, who shook up the public service while serving as Gordon Campbell’s deputy minister.

Her report on trades training confirms what Campbell’s critics in the labour movement have long said: the government’s 10-year experiment with the

Industry Training Authority is a rudderless mess.

“Certain partners, particularly organized labour, feel marginalized,” McDonald wrote. “Others, particularly employers and employers’ associations, do not feel heard within the system. Over the recent past, several new directions have been introduced such as de-regulation of trades and modular training that have caused strain because they were not fully inclusive during development, were seen to benefit single interests, and they impacted the whole system.”

The ITA board is being replaced, with union representation restored, and advisory councils from industrial employers will update their hiring needs.

The B.C. Federation of Labour and the construction unions have all but abandoned the NDP after Adrian Dix’s disastrous pitch for urban anti-industry votes last year. B.C. Fed president Jim Sinclair was an early advocate for rescuing skilled trades from the second-class status they received in a culture fixated

on university for two generations.

That culture has created glaring problems. There are too many institutions offering the same courses. As with health care, block funding is handed out without any serious effort to measure the results. For many students, university has become an extension of adolescence, finding one’s self through philosophy or film studies.

Employers get their share of blame from McDonald. Not only did they chop up trades training to make it cheaper to obtain, their preferred source of skilled workers has been to poach from other employers who paid to train them.

Skills-based employment data will be made public for students to make career choices. Finally, students coming out of high school will have a way to assess what they can expect after $50,000 or more is spent on higher education.

It’s about time.

‘The Greatest Threat to the B.C. Environment in our Lifetime’

Black Press chairman David Black talks about why he wants to build a refinery in Kitimat, and why oil bitumen cannot be exported to Asia

This is the second of two columns addressing what I see as the greatest threat to the BC environment in our lifetime.

The Alberta oil industry’s Northern Gateway plan is to export bitumen to Asia via tankers from the BC coast.

Under no circumstances should we allow that to happen. A bitumen spill at sea could destroy our coastline, together with the fish and wildlife that depend on it, for hundreds of years.

My first column discussed the light oil spill by the Exxon Valdez and the terrible toll it took on the Alaskan habitat and fishery. It also gave proof that a bitumen spill would be far worse. A bitumen spill would be almost completely unrecoverable because it would sink and stay on the bottom of our seabed.

The solution that is best for Canada is to build a refinery in Kitimat. I am promoting and backing this solution.

It will convert the bitumen to very light fuels that would float and evaporate if ever spilled. There are other enormous benefits: • There will be a major reduction in greenhouse gases. We will use new cutting-edge Canadian technology in our refinery. It will be so clean that in combination with oilsands extraction there will be less CO2 than in the huge conventional oilfields and refineries of Iraq and Nigeria. In other words the Kitimat refinery will neutralize the extra greenhouse gases generated in Canada’s oilsands. This refinery will be built in Asia if not in Kitimat, and if so it will emit double the CO2 of our new design. This is the reason that Andrew Weaver of the BC Green Party is in favour of a Canadian refinery.

• An Asian refinery will also gener-

ate 100 train cars a day of very dirty coke (much fouler than BC coal) which will be subsequently burnt in the atmosphere to create power. The Kitimat refinery will not result in the production of any coke. As we all live on one planet, it is far better for the global environment to build this refinery in Canada.

• Construction of the refinery will create 6,000 jobs in BC for five years.

Operations at the refinery will result in more permanent jobs than any project has ever created in BC with approximately 3,000 direct jobs.

These will be highly paid permanent jobs. These jobs will be available for the life of the refinery which should be in excess of 50 years. In addition there will be thousands of other jobs created in spinoff local petrochemical companies and in indirect employment throughout the province.

• The Canadian and Provincial governments, local regional districts and municipalities, and many First Nations, will share in billions of new tax dollars each year.

Unfortunately our Canadian oil companies are not interested in

building a new major refinery. They are focused on extraction which is more profitable than refining. One of them challenged me to spearhead the refinery myself, so I am doing that. We have a solid business plan and as a consequence Chinese banks and other institutions are prepared to lend us most of the funds required to build the greenest and most efficient refinery in the world. We are currently moving ahead with engineering design and environmental work.

We will also build a safe pipeline from Alberta to the refinery, with the active participation of First Nations.

Modern pipelines can be built and operated safely. Leak data is available for everyone to see on Canadian and US government websites and it proves recently constructed pipelines are not leaking. Furthermore some of the best pipelining companies in the world are based in Canada.

In addition we will build a fleet of new tankers, powered by LNG rather than Bunker C oil, to transport the refined products to Asia. This way we know the tankers will be state-of-theart and as safe as possible. The fleet will be owned by a company based in BC so it cannot shirk its legal liability if there ever is a spill at sea.

Let me be up front about my biases. I am for creating thousands of good permanent jobs in BC. I am for creating billions of new tax dollars for government coffers. I am for reducing the planet’s greenhouse gas emissions. I am for building an oil pipeline that will never leak. I am for building a modern tanker fleet that carries only refined fuels that float and evaporate if spilled. I am against shipping bitumen in tankers.

If you agree that we should not put bitumen in tankers please contact your local MP and say so. The Canadian government makes a decision on Northern Gateway next month.

The Silverton Gallery struck it rich last Friday May 2 with a performance by country blues artist Bill Bourne.

With stories between songs that humoured the audience almost as way to release the steam from the awe-striking acoustic guitar work accompanied by an equally beautiful and haunting voice, Bill Bourne left one with a sense of wonderment as to how he does it.

Alternating between vintage Gibson and Martin guitars he strummed and claw finger-picked at an alarming speed and rhythm.

It was as much a learning experience into something quite like never before seen or heard as it was an enjoyable and uplifting performance.

Yet here they are on display at your library, on a poster advertising One Book One Kootenay, on the OBOK website, proudly proclaiming that they have been shortlisted for OBOK 2014.

One Book One Kootenay, or OBOK, is a public library driven celebration of Kootenay/ Boundary literature, sponsored by the Kootenay Library Federation and a Columbia Basin Trust Sponsorship Grant.

Each of the books on the list were written

by Kootenay-based writers: South of Elfrida (Brindle & Glass, 2013) by Kalso’s Holley Rubinsky; Africa’s Unfinished Symphony (Grassroots Publishing Group, 2013) by Fauquier resident, Lucia Mann; and from Sparwood, Bobby Hutchinson, author of Blue Collar B&B (Langdon Street Press, 2009).

The books were chosen by a committee of discerning readers from many titles written by Kootenay/Boundary authors within the last five years.

The OBOK Committee agreed that everyone in the Kootenay/Boundary should read these books in 2014. They are books that grab you, books that you can’t put down.

Not only should you read these books, you should vote on the one you think should be this year’s OBOK. Vote at Nakusp Public Library anytime between May 5 and August 9.

The books, ballots and a ballot box are available at the library. The selected OBOK will be announced on September 8.

You can meet the shortlisted authors at various events at Kootenay/Boundary libraries.

Watch for announcements at your library or at www.obok.ca Amy Bohigian, of Watershed Productions in Nelson, has created videos of the authors discussing their works.

The videos will be on the website and shown at OBOK Shortlist Events starting in June.

CRA extension could help Volunteer program Following a week-long total shutdown of the Canada Revenue Agency (CRA), which oversees the income tax return administration, owing to a major malware invasion of the CRA computerized operation, word has been received that the deadline date for filing one’s return is set now at May 15.

This extension to the prevous deadline of April 30 allows those still wishing to take advantage of the local Community Volunteer Income Tax Program to do so.

The CVITP trained volunteers continue to be available free of charge, to provide assistance to those on a low to moderate income levels, as determined by Canada Revenue Agency, according to eligibiity criteria.

At present, various pickup or drop-off tax package locations are stationed throughout

the area, ranging from New Denver and Silverton through Nakusp and on to Fauquier, Edgewood and beyond as needed.

For those requiring assistance within their own home or care facility location owing to one’s limited mobility are also served.

Now completing its eleventh year of service to our various communities, our CVIT program volunteers who are both trained and registered with CRA have been most generous in providing confidential, accurate and consistent service down through the years to all area adults (not just to seniors).

May is Hospice Month and this group of folks all took part in the first Hike for Hospice in Nakusp. It is a nation-wide event that was started 12 years ago to raise awareness and funds for Hospices. Watch the pages of the Arrow Lakes News this month for more on our local hospice and Hospice Month.

May 23rd 1924 Hon W.H Sutherand answered criticisms of the government in a very able manner in the Nakusp Opera House.

May 24th 1934 The Silverton High school visited Nakusp and staged the play “Romance in the kitchen” under the direction of Miss R. Hancock May 23rd 1944 Dr J.A.F (Joe) Gardener has received his Ph.D at McGill University where he has been studying on the Research Council of Canada Fellowship.

May 1954 Graham Maxfield (2 1/2) was seriously injured when his father Dr. Maxfield was answering an out of town call and accidentally knocked over the boy while backing out of the garage. The boy was taken to emergency treatment in Trail and is said to be making satisfactory progress.

May 1974 The annual Nakusp Conservation Association Fish Derby catch was a long way down from last year. The total catch was 264lbs., the largest trout was taken by Ernie Knecht with 9lbs. 4 3/4oz. beauty.

May 1984 A new outbreak of measles in Lucerne Elementary / Secondary School in New Denver has caused the superintendent to send letters to 42 students asking them to provide proof of immunization or face exclusion from class.

May 18th 1994 Len Michaux of the Ministry of Education will speak on changes in Education at the Bonnington Arts Centre from 7-9.

May 12th 2004 Have no fear, Still plenty of beer in Nakusp.

Shortage of Molson and Labatt beers throughout BC caused by the striking of workers will not affect Nakusp as most of our beer shipment comes from Calgary.

May 12 2004 Nakusp Secondary Girls soccer team comes in 3rd out of 12 teams.
