Work camp company seeks to allay fears

TERRACE - A worker accommodation company that has purchased property just north of Churchill Drive in Thornhill has told nearby residents it has no immediate plans to do anything with the land.

“They might use it at some point for lodging, or infrastructure,” said Kitimat-Stikine Regional District Thornhill director Ted Ramsey who attended an April 24 meeting called on short notice by the Edmonton-based PTI Group.

Churchill Drive residents, worried about the impact of worker accommodation facili-

ties, have started a petition opposing commercial development of the land.

In anticipation of liquefied natural gas plant construction in Kitimat requiring living quarters for thousands of workers, the company has already received zoning permission from the District of Kitimat to construct accommodation within that municipality’s boundaries.

Ramsey said PTI officials told the nearly 20 people who attended the meeting held at the Skeena Valley Golf and Country Club that the company sometimes holds onto property for several years before developing it.

The PTI presentation introduced residents to what the company does, Ramsey said, and highlighted some of the positives that worker accommodation can have in terms of staffing jobs and using other local labour.

“I liked the presentation, they did a good job,” said Ramsey, adding that of particular interest was a PTI assertion that any worker lodging would entail a contribution towards developing sewage and or water systems on site.

“If a sewer line is something they do want then we are certainly into listening to them,” said Ramsey, who has been a proponent of moving Thornhill out of its reliance on isolated septic systems.

Ramsey said he is glad that Thornhill is standing up and asking questions about the direction the community is heading.

Jonathan Lambert, a Churchill Drive resident who organized the petition, said the PTI meeting should not be regarded as public consultation.

“This is not legitimate public consultation. They gave us 24 hours notice and it was largely up to us to talk to tell our neighbours,” he said.

As it turns out, Kitimat store won’t be closing now after all KITIMAT - A sign outside Kitimat’s SuperValu grocery store reveals that they won’t be closing their doors after all.

The building’s landlord Dick Leung says that an extension has been agreed to which will allow Loblaws’ board of directors time to approve a longer term lease plus extra money towards store improvements.

This comes after staff at the grocery store had been informed by the company that due to an inability to agree on terms for a new lease the store would be closing.

Leung at the time had not been directly told by the company that they would not be renewing their lease.

Loblaws, in a statement to the Northern Sentinel, the sister paper to The Northern Connector, last week, had said they wanted to continue operating the Kitimat store but confirmed they had yet to agree on a new lease at that time.

The store employs approximately 38 people, including managers. The potential store closure had upset many residents, leading to a community petition to keep the location open.

Meanwhile Leung said he

wanted to clear the air that he’s not seeking an excessive increase to the rent.

Dick Leung contacted the Sentinel last week saying that despite rumours flying that he was seeking a 300 per cent increase in rent, that’s not the case at all.

“It is simply not true,” said Leung in an e-mail.

“We will accept any fair market rent determined by a professional appraiser.

He said the sticking point to the negotiations had been that Loblaws only wants a nine month extension of the current lease, but Leung said he wanted a long-term lease.

VANCOUVER - Gone are the days of cordoned-off beer gardens at family-friendly festivals in B.C., thanks to liquor law changes that open up new opportunities for B.C. families and the province’s multitude of festivals and special events.

Parents will be able to enjoy a beverage and explore the festival grounds together with their kids, rather than being restricted to a caged-off beer garden.

Not only does this enhance convenience for families, it also reduces costs for the non-profits that run B.C.’s unique festivals and special events, meaning more

funds can go to the various causes they support.

Public safety will continue to be a top priority.

All festivals and public special events that wish to sell alcohol will still need to apply for a special occasion licence (SOL) and may be subject to local government or police approval.

For large-scale events that expect more than 500 people, event organizers must submit a site plan that demonstrates a safe, secure environment with controls in place to keep liquor out of the hands of minors.

Today’s changes also refresh

additional, outdated liquor policies.

Sales of mixed spirits, such as gin and tonic or rum and Coke, are now allowed at SOL events, such as music festivals and regattas, offering more choice and selection for consumers, and creating new opportunities for B.C.’s craft distilleries.

Sports and entertainment venues will also see changes, thanks to modernized rules around spirit sales and licensing.

B.C. stadiums and arenas can now serve spirits to all patrons, no matter where those patrons are seated.

Frustration at Port Ed trailer park

PRINCE RUPERT - Residents of the trailer court in Port Edward are digging in to fight plans to restrict access to the site over the next six months.

An April 16 letter from park owners Stonecliff Properties indicates the entire park would be fenced in from April 28 until approximately Oct. 31, with no vehicles being allowed past the fence and parking restricted to Alder Avenue outside the construction zone. But, due to equipment working, it is not just vehicles being impacted.

“Regular construction hours will be Monday to Friday. Work will start no earlier than 7 a.m. and stop by 6 p.m. each day. During these hours all park access will be restricted by construction safety procedures that will be posted at the entrance gates. After regular work hours, local pedestrian access will be permitted,” read the letter.

According to a spokesperson for Stonecliff Properties, restricted access is needed to address some major issues with the park before any further actions can be taken. “Construction means we need to dig up all of the roads to replace the sewer and water lines. All of the infrastructure is being replaced because it was put in in the

Some residents are seeing red over the lengthy restriction.

“It is a major concern to us.

They are going to block off access to our homes 11 hours per day and block off all access to vehicles and parking ... if they are going to put up that fencing I am going to rip it down and I would love to see someone charge me with break and enter onto my own property,” said Ed Day, president of the Port Edward Manufactured Home Owners Association.

“I don’t think anyone has a

problem with the construction, the upgrades need to be done, but it is destroying people’s lives the way they are going about it.”

During a meeting on April 23, tenants said these restrictions go against section 24 of the Manufactured Home Park Tenancy Act, which states “A landlord must not unreasonably restrict access to a manufactured home park by (a) the tenant of a manufactured home site that is part of the manufactured home park, or (b) a person permitted in the manufactured home park by that tenant”.

However, Stonecliff Properties said nobody is being blocked from reaching their

trailer. “There will be 24-hour access for residents, but when construction equipment is working people will be escorted through the site. Everyone has access to the site all the time, but they will be walked around while on the site for safety reasons,” said the spokesperson.

Another concern of tenants was that construction required all boats, RVs and vehicles to be removed by April 28 or they would be towed and stored at the owner’s expense. For Ken Jennings, a 76-year-old who has lived in the trailer park since 1989 and who owns three boats, getting them moved in that short of a timeline presents a challenge of its own.

“I don’t know where to go with them. Any good trailer park has a common area for boats and RVs, but with Stonecliff every piece of rock has to make money ... I have never felt so put down in my life,” he said, expressing his frustration with the new owners. “As long as Stonecliff is here, there will never be peace in this town.”

Stonecliff said while they do not formally recognize the association due to a lack of their involvement and many on the association renting trailers as opposed to owning them, they are doing what they can to accommodate them. The association, meanwhile, is preparing to pursue legal action.

The decision was published in the Canadian Gazette and reclassifies the status of the whales from “threatened� to “species of special concern�, with the Minister of the Environment and the Minister of Fisheries and Oceans citing a 50 per cent increase in population over the last three generations and protection from commercial whale hunting. The change means the whales are no longer protected under the Species At Risk Act and its “critical habitat� would no longer need to be protected either, although a management plan will need to be created within three years of the reclassification.

It’s incredibly cynical,� he said, adding he has no doubt the decision relates to the Enbridge Northern Gateway. “The timing is incredibly suspicious. There is just over a month to decide on the pipeline and in many court filings the complaint from people on the North Coast was that the whales were at risk and nothing was being done to address it. The government said it sent out 312 consultation letters to First Nations, tourism industry representatives, government and non-government organizations in 2011 and received 22 responses in return. Of those 22, 13 were opposed while five were in favour and four were undecided, equating to 59 per cent opposition.

However, Cullen said the feedback alone should be a cause for concern. “How few people engaged in the consultation speaks volumes.

A lot of First Nations and community groups I have spoken to are just disengaged because they don’t pretend to believe this is a true consultation from government,� he said. “This is just such a bad way to run a country ... it is doing so much damage to the public trust.�

BC Annual Dance Competition starts Sunday

PRINCE RUPERT Planning a week-long competition that draws hundreds of dancers each year is no easy feat.

And that means there’s no rest for BC Annual Dance Competition organizers, the Jazz Productions Association of B.C. “The competition ends on Saturday, and we get together the very next Monday to start going over next year’s plans,” said Jennifer Kloppers, who is copresident of the association along with Debbie Sutherland.

It’s a huge undertaking, with the competition costing approximately $100,000 to put on each year. Most of the money goes to pay for prizes and scholarships, with the rest paying for the rental of the Lester Centre of the Arts and adjudicators.

But it’s well worth the work to give young talent an opportunity to perform, walk away with cash prizes and scholarships or even compete in Australia’s largest dance competition.

This year’s BC Annual Dance Competition is the 25th annual, starting on Sunday, May 4 and ending following the gala on Saturday, May 10.

An estimated 245 dancers are registered for this year’s event, dancing in 720 different performances.

Prince Rupert dancers will be joined by students from Terrace, Smithers, Prince George, Burnaby and Surrey, with one former-Prince Rupert dancer traveling from Alberta to participate.

“This will be one of the biggest competitions we’ve had in a long time as far as performances go,” said Kloppers.

“There’s very little times for breaks; everyone will have to be up early in the morning and might be there until 10 o’clock at night. It’s a lot of dance this year.”

GANDOLF Gandolf is a lovely senior neutered male. Gandolf did not do well in the shelter environment but has truly blossomed in his foster home. He seems to enjoy the company of other cats, and has started to really show his playful side. He does have some vision problems but since being in a foster home it hasn’t seemed to slow him down, and he has also been declawed before coming into care at the shelter. For its 25-year anniversary the Jazz Productions Association will give out special gifts to registered competitors, with surprise prizes also being given out throughout the week.

Parents come together for support

PRINCE RUPERT Symbia Barnaby says she can relate to the feeling of helplessness experienced by Angie Robinson, the mother who took the life of her autistic son before taking her own.

“One year ago, I was her,” said Barnaby, a licenced practical nurse raising six children including a daughter with autism and another with ADHD. “If I had not decided to go into the emergency room last year and say ‘I feel like I need to walk off the face of the earth’ things would be different. I would not be here ... I just told the doctor ‘I can’t take this. I just can’t do it any more’.”

Barnaby said part of what brought her to that point was trying to get help to care for her daughter and the number of hoops that need to be jumped through for support. As an example, she said the process begins with a consultation with a doctor, who then sets a referral to a pediatrician who then refers the family to a provincial ministry team. From there, parents are required to fill out numerous booklets filled with questions about every day life and, if approved for support, then have to meet with another specialist who dictates what funding is available in support and what that funding can be used for.

While not blaming any one group or entity, Barnaby said the process to find help is simply too much for many.

“This is not a criticism of the care providers, it’s the system. “I have a nursing licence, am halfway through obtaining my

Bachelor’s degree and have a grade 12 education and even with all of that I found it difficult.”

But she is not alone in raising children with exceptionalities, the term preferred to special needs, or facing the challenges of getting support. Along with a friend who is also raising a child with exceptionalities, Barnaby founded Parents for Positive Change in January.

The organization, while still in its infancy, is planning to not only help parents clear some of the roadblocks to

finding support, but to offer parents a place to share their triumphs and challenges with people who are going through the same thing and to learn parenting skills from individuals like nurses, social workers and other experts in the field.

“We’re a community, but we’re a silent community. Now we’re getting together ... we should never be alone and nobody should ever have to feel they are alone,” said Barnaby, who noted the situation with Angie and Robert

Parents for Positive Change will be holding a fundraiser at the civic centre on May 10 from 1 p.m. to 3 p.m. to coincide with Mother’s Day, a by-donation event that will allow children to make crafts for their mother and offer mother-daughter makeovers.

4631 Keith Avenue, Terrace, B.C. On March 26, 2014 Jim succumbed to cancer at Prince Rupert Regional Hospital. James is survived by his wife Vicky (Nee Ewasiuk), and siblings Dennis, Dale & Bev (nee Russell). Jim will be deeply missed. He spent most of his 72 years as a resident of Prince Rupert, involved in service groups, past Exulted Ruler of the Elks, an executive member of the Legion Board for many years, and most recently the president of Senior Housing Society. Jim worked in sales, the commercial fishing industry and as a commissionair.

Jim loved to dance and many knew him as “crazy legs”.

He also enjoyed RVing with his loving wife & dogs Jasmine & Teaka.

A special thank you to Nicola for her love and support in his final hours. Much gratitude and heartfelt appreciation goes to Dr. G Coetzee, Dr. Tse and all of the PCU staff for their expert care, compassion and kindness, also to Dr. Miller and her team at Prince George Cancer Clinic for their kindness, informative and specialized care. To Prince Rupert hospital physio department for getting Jim mobile so he could return home and most of all to those friends that helped to keep Jim’s spirits up.

The Pacific Pilotage Authority is accepting Expressions of Interested from qualified mariners interested in participating in a Marine Pilot Familiarization Program prior to examination as apprentice pilots. This program will run from August 2014 to August 2016.

Examination for Apprentice Marine Pilots will be conducted by the Pacific Pilotage Authority, in February 2015, to establish a list of applicants eligible to become Apprentice Pilots in Areas 2, 3, 4 and 5 (COASTAL WATERS) of the Pacific Pilotage Region.

Each applicant must be a Canadian Citizen and be willing to undergo a medical examination to determine mental and physical fitness to perform the duties of a Pilot.

Grudge matches coming to the drag strip this season

TERRACE - The Terrace Bluebacks contributed a small team of nine to the Points Norths swim team effort in Prince George April 12 - 13.

Points North, the swim team comprised of swimmers from Prince Rupert, Terrace, Kitimat and Smithers, took the top spot over the hometown Barracudas with their total of 1,604 points.

For nearly half of the Terrace members it was their

first Long Course meet in the 50-metre Olympic-sized pool.

The Blueback contingent was led by Jade Heathfield with 43 points and Thomas Christensen with 32 points.

Eva Barnett, Aly Gottschling, Jade Heathfield, Brianna Segovia, and Harlene Takhar all posted 100 per cent best times.

Next up is the Kitimat invitational this weekend, May 2-4.

TERRACE - The Terrace Drag Race Association held their annual general meeting earlier in the month and they’re featuring a brand new element that will have amateur motoring enthusiasts drooling.

“Grudge matches” will be hosted by the TDRA for their 10th anniversary season with their first Friday night street-legal drag races on June 6, which is also the night before their first bracket race weekend on the following Saturday and Sunday.

“We’re looking for the guys whose buddies all say ‘Hey, my car can beat your car ... you’ve been yapping at me for two years? Let’s go’,” said Association board member Ed Evans.

It’s put up or shut up time for street legal cars, but there are some rules each car needs to follow before they hit the Terrace airport tracks.

“They have to be licensed for the street, they have to be insured for the street, they have to have Department of Transportation (DOT)- approved highway tires, and they have to meet our tech rules [found at terracedrags.ca],” said Evans.

“Basically, most street cars will have no problem passing it and everybody has to wear a helmet.”

Evans, who is a vice-president at the Prince Rupert Auto Club, also said the TDRA will host two more race weekends for the season.

Wade Sojostrom will bring his blown 1957 Chevy to Hot August Nights as one of the door slammers.

Hot August Nights, the club’s most popular event will return Aug. 3 and 4, and two Northwest door slammers coming out of Alberta will be the main attraction during Terrace’s Riverboat Days.

Perry Thyr will be bringing his 2004 Chevrolet Camaro running nitrous, and Wade Sojostrom will show his blown 1957 Chevy.

The racing categories will include Pro, Super Pro and Junior Dragster (outlaw), where kids up to age 15 compete for supremacy. The festivities include trophies, t-shirts and jack-

ets to the winners, although, the jackets aren’t as green as the Masters’ kind that victorious pro golfers win in Augusta. “[During Hot August Nights], we’re racing on the Sunday-Monday, but on Saturday there’s parades and car shows and concerts in the park and all sorts of stuff, so you have all those people that are there and they pack the place and everybody generally tries to have their car ready by that weekend,” said Evans, who won first place in Pro last year.

“It’s a fun night. Come out, run your car and just have some fun.”
