housands of NorthwesTel customers are still paying more than they need to for Internet service.

According to the company, about 25 per cent of its customer base is still being billed according to the telecom’s old service packages, which were updated just over a year ago. The old packages are slower and have considerably higher per-gigabyte costs than the new packages.

When the new packages were rolled out last April, the company decided to leave existing customers on their old plans unless they asked to be upgraded. New customers are automatically offered the new plans.

The News requested an interview with Northwestel management, but were told they were unavailable.

Company spokesman Eric Clement said that the old plans are being phased out slowly.

“The uptake has been pretty high. We’re at around 75 per cent of our customers on the new

plans now, and we expect people to continue to switch to those new packages,” Clement said.

The company is requiring customers to ask to be switched over for two reasons, he said.

“There are some changes to customer accounts that they have to initiate themselves,” he said.

“If we were to make sweeping new changes to customers’ accounts, that could lead to some unhappy customers,” Clement said.

The other reason is because the company’s systems wouldn’t be able to handle the load, he said.

If every NorthwesTel customer was switched over to the new plans at the same time, the system wouldn’t be able to take it, Clement said.

The newer plans cost about $2 more in each price bracket, Clement said.

Eventually, as people either choose to upgrade or cancel their accounts, the old plans will go extinct, but in the meantime, some customers may be upset to learn they’re being billed extra for exceeding a cap that wouldn’t be so low if they were on the new

plans.

Running both plans simultaneously doesn’t cause the company any grief, Clement said. Customers on the old plans are simply more restricted in their usage than the newer ones.

The company’s overage policy was the source of much frustration earlier this winter when customers started complaining en masse about being hit with unexpected bills that sometimes reached thousands of dollars.

Many questioned whether the company’s usage monitors were working properly, to which the telecom has always insisted they are.

Whitehorse’s Kyle Jennex began compiling a list of names of people who claimed they’d been unfairly billed by NorthwesTel, and even threatened a class-action lawsuit.

In response, the company reduced its per-gigabyte fee for exceeding usage caps to $5 from $10. Some plans in Whitehorse now only charge $2.50 a gigabyte for going over.

Proposed law fails to protect whistleblowers: ombudsman Jacqueline Ronson News Reporter

P

roposed whistleblower protection laws could do more harm than good if they are not strengthened, according to Yukon’s ombudsman.

“I don’t feel that the legislation that’s being proposed is strong enough to protect whistleblowers from reprisal,” said Diane McLeod-McKay in an interview Tuesday. She released a document outlining her concerns last week.

As ombudsman, Diane McLeod-McKay would likely be the person appointed to investigate claims of wrongdoing brought forward by whistleblowers under the proposed new rules.

But the discussion document put forward by the government last month suggests that the ombudsman would only have the power to recommend a remedy if she finds that a whistleblower has been fired or suffered another consequence for coming forward.

“My powers are limited to the power to recommend, with the final decision resting with the employer, of whom I just found engaged in reprisal,” said McLeod-McKay. “I find that very problematic, and I think that it will prevent people from coming forward and actually reporting wrongdoing.”

Without the power to enforce protections, the system designed to help whistleblowers “ends up being a trap for people who think they’re being protected,” said McLeod-McKay, citing a study out of the European Union that

Yukon plans for new hydro The Yukon Development Corporation will submit a work plan for a new hydro power facility by mid-May, the minister responsible for the corporation told the legislative assembly on Tuesday.

“I anticipate getting it before the conclusion of the spring sitting and I will either table it or make it public at the time that I receive it,” Scott Kent said.

Kent was responding to a question from Liberal Leader Sandy Silver, who asked when the report would be ready. It originally was due mid-February, but an extension was granted.

The government has allocated $2 million for planning of the new facility in this year’s budget.

Yukon is also working with Alaska to study the possibility of linking the territory’s grid to a proposed new hydro facility near Skagway.

Skagway needs more power in the summer time, when the cruise ships are in town, while Yukon needs it in the winter when our demand for heating power exceeds our hydro capacity.

A report on that project is due by the end of the year.

The ombudsman could be given the authority to apply to the Yukon Supreme Court to make a decision about the remedy, where a whistleblower has been punished for coming forward.

Or, the ombudsman could

have the power to retain an adjudicator for that purpose.

Finally, the ombudsman could have the authority to order the remedy herself. This approach is consistent with what was recommended by the Yukon Legislative Assembly’s select committee on the protection of whistleblowers.

In the legislature Tuesday, NDP Opposition Leader Liz Hanson asked why this key recommendation had not been followed.

Currie Dixon, the minister responsible for the Public Service Commission, responded that

gathering this sort of feedback is the reason the government goes out for consultation.

He said that the ombudsman’s comments would be taken into consideration.

A national advocacy group has also criticized Yukon’s proposed new rules.

“They’re copying legislation that’s not working,” said David Hutton, executive director of the Federal Accountability Initiative for Reform, last month.

“Is the government standing by its commitment to meet the targeted goal of 50 per cent waste diversion by 2015?” asked NDP MLA Kevin Barr in the legislature Tuesday.

Community Services Minister Brad Cathers did not say if the government still believes that is a realistic goal.

He did list, at length, the government’s various projects aimed at improved solid waste management in the Yukon.

The goal is achievable, said Barr, as evidenced by the progress in his own riding.

“My constituents in the hamlet of Mount Lorne have been leaders when it comes to waste diversion.

The Mount Lorne transfer station has already met the 50 per cent waste diversion goal and is ready to do more. They believe that with the government funding for education and waste monitoring, they will be able to achieve a diversion rate of 75 per cent by this time next year.”

Cathers said the government will continue to work with Mount Lorne and other communities on recycling and composting projects.

Six Canadian provinces currently have whistleblower legislation. Between them there are 19 annual reports from the offices set up to deal with whistleblower complaints. While those offices have received 170 formal disclosures of wrongdoing, they have not concluded that wrongdoing occurred in a single case.

And the group has never heard of a case where an employer has been penalized for firing or otherwise sanctioning a whistleblower for speaking out, he said.

A major problem with the current legislation is that it only gives one or two narrow channels for whistleblowers to have their complaints dealt with.

“It just becomes a black hole where whistleblowers go and their allegations die, and they die with them,” said Hutton.

Canada’s whistleblowing legislation does not protect whistleblowers when they take their concerns to the media, except under specific and controlled circumstances.

But the threat of going public is important, because it puts pressure on organizations to deal with complaints internally, he said.

The comment period on the proposed rules ended April 16.

The government aims to table legislation this fall, Dixon said.

Man dies after snowmobile crash A Whitehorse man is dead and a second man is charged with impaired driving after a snowmobile crash north of Carcross.

Shannon Meawasige died Friday after the single vehicle crash near kilometre 114 of the South Klondike Highway.

Carcross RCMP detachment commander Geoff Peters said Meawasige and a friend were riding near the edge of a forested area when they attempted to enter a ditch.

Peters said it appears they were trying to cross the road.

The snowmobile flipped and ended up five or six feet down into the ditch, he said.

Meawasige, who is 38-yearsold and from Whitehorse, was pronounced dead shortly after EMS arrived at the scene.

Police say the driver, Wayne Noseworthy, suffered minor injuries. He was taken to Whitehorse General Hospital and later released. The 35-year-old from Carcross has been charged with impaired driving causing death.

Yukon bison herd still too big Jesse Winter News Reporter

ukon’s Aishihik bison herd is still going strong, and that’s actually a bit of a problem.

The bison-hunting season has closed for the season, and with 136 animals harvested, the herd is still estimated to be around 1,200 animals.

That’s about 200 higher than the territory’s bison management team would like it, said biologist Tom Jung.

The team would like to see about 150 animals taken each year, he said. With those numbers over the five-year life of the plan, they hope to get the herd down to its target of 1,000.

“If it was caribou, we’d say it was too many, but we’re trying to bring the herd down,” he said.

“It’s not quite where we’d like it to be, but that’s still a lot of meat in people’s freezers.”

The 1,000-animal target is designed to ensure the longterm viability of the herd and ensure there are enough animals for Yukoners to harvest sustainably. The management team is made up of representatives from Environment Yukon, the hunting community and affected First Nations. The herd’s target size is also meant

While Jung said the plan does call for more hunting generally, it’s actually more important that people start targeting more cows.

This year, there were 55 cows killed and 81 bulls. That’s about a 40-60 per cent split, Jung said. He wants to see it closer to 50-50.

Taking a cow will be more effective in terms of reducing the herd size than killing a bull, and they also taste better, Jung said.

“The bulls aren’t really the best eating. They tend to be older and tougher. Most people don’t have a need for that much hamburger meat,” he said.

In recent years the government has tried to get more hunters to go after bison. It reduced the price of a bison seal to $10 and got rid of the lottery for a permit. There were 900 such permits issued this year, but only a fraction of those turned into actual kills.

“We believe we’ve done a lot to liberalize the hunt, but we do still have some barriers,” Jung said.

That includes harsh winter weather, and the bison themselves. The season doesn’t open until November. Heavy snow, frigid temperatures and easier access to other game make for some serious disincentives.

Plus, since being reintroduced in the 1980s, the animals have learned to be wary of humans, and can be very difficult to find, Jung said. Making it more challenging, cows and calves are even wilier than the bulls, which accounts for some of the gender discrepancy.

There are about a half-dozen other so-called conservation herds in Canada, including many animals in the Northwest Territories, Jung said.

The bison were introduced in the early 1980s. One hundred and forty-one animals were brought to the Yukon, mostly from Elk Island in Alberta, Jung explained.

They were kept in a pen until 1988, when 170 were released into the wild, and have thrived in the area around Haines Junction.

Eagles opt for nest without webcam Ashley Joannou News Reporter

O

verwhelmed by the glare of the paparazzi, celebrities of all stripes have been known to try and keep their children out of the spotlight.

So it goes with Whitehorse’s very own world-famous eagle couple, who have decided this year to build their nest across the street from the expected location. That means they’re no longer beneath the web camera that captured their chicks’ early life last year.

As a result, the Yukon Electrical Company Limited shut down its incredibly popular eagle cam last week, for lack of anything to film.

“They literally moved across the street,” said Yukon Electrical’s Laura Carlson.

Last year the eagle pair had three baby chicks. The trio hatched, grew and eventually fledged from the nest along the Millennium Trail as viewers watched on computer screens around the world.

Between May and September the site received more than a million hits from around the world, including Canada, the U.S., and many countries in Europe.

For a while this year it looked as though the birds would make that nest their home again. The male was seen defending the nest, and until about three weeks ago, the older eagles had begun “renovations” on the nest

to prepare the spot for eggs, Carlson said.

When staff stopped seeing activity, they investigated and found the eagles building a new nest in a tree across the road.

Carlson said it is typical for eagles to have more than one nest in the area they call home.

“They could very well come back next year.”

Another possibility is that the nest with the camera

has developed some sort of parasite and so the eagles are waiting a year for the bugs to die off.

The male is still defending the old nest even though they are not living in it this year.

That’s a good sign that the birds may move back next year, though it does mean no other eagles will be taking over the spot this season, Carlson said.

In 2007 the company built a slatted metal bowl, two me-

tres in diameter, welded atop a 12-metre pole. It was designed to be a safer place for the eagles to nest than a tree that served as an earlier home.

A year earlier, a heavy rain sent part of the nest plunging from the high tree to the riverbank. With it fell two flightless eaglets.

The baby birds were rescued by conservation officers and Yukon Electrical staffers.

The web camera was installed in early 2013.

For now, Yukon Electrical will be posting photos of the new nest to its YouTube channel - www.youtube.com/user/ YukonElectrical.

Educational events are also still being planned for this summer.

Carlson said there will be spotting scopes on hand so that people can get a closer look at the new nest.

However, the government has committed to amend the Vital Statistics Act on a separate issue that also came to light earlier this month.

It has agreed to move quickly to change the law so that same-sex parents are not treated in a discriminatory way when recording the names of parents on a birth certificate.

Under the current law, if a woman conceives using artificial insemination, a male partner would be the assumed legal parent, but a female partner would have to first adopt the child before her name would be recorded on the birth certificate.

That unequal treatment is in violation of Yukon’s Human Rights Act, and the government has pledged a change to the rules before the end of the spring sitting.

ichael Schmidt, the driver behind the wheel in a rollover that paralyzed a Whitehorse woman, has been found not guilty of two counts of impaired driving causing bodily harm.

In Yukon Supreme Court on Thursday, Justice Stephen Hillier ruled that the evidence did not prove the criminal standard of impairment beyond a reasonable doubt.

Schmidt was originally convicted of the two counts of impaired driving causing bodily harm in 2011. The Yukon Court of Appeal later heard the case and ordered a retrial.

Near mile marker 1466, the car rolled and Frotten and Sanderson were thrown. Both were injured.

Frotten suffered a spinal cord injury and is now a paraplegic.

A breathalyzer given to Schmidt about three hours after the crash showed readings of 0.07.

Schmidt, 32, has insisted he hit a frost heave on the road and lost control.

Hillier said there’s no question Schmidt is at fault. “He drank and he drove.”

But in this case there was not enough to prove impaired driving causing bodily harm, the judge said.

The question was whether or not Schmidt was impaired, and if that impairment was enough to affect his driving and cause the crash

Schmidt has admitted to drinking the night before the crash, and having some coffee with Baileys liqueur in the morning.

That afternoon, Schmidt, Sanderson and Frotten had lunch at the Airport Chalet where they shared a pitcher of beer and ate lunch, the court heard.

They then went to Yukon Brewery where Schmidt may have had a sample of beer.

In total, Hillier estimated Schmidt had less than 30 ounces of beer in his system on the afternoon of the crash.

That amount of alcohol alone is not enough to infer Schmidt was impaired, he said.

The judge noted neither the waitress at the restaurant nor the staff at the brewery saw anything in Schmidt’s behaviour to cause

concern or make them think he was impaired.

Schmidt also reacted calmly immediately after the crash. He helped his friends and flagged down passing vehicles, Hillier said.

Schmidt admitted to speeding but says he slowed down during parts of the drive.

The judge noted that frost heaves are common on the Alaska Highway and that there were frost heaves at the accident scene.

He ruled Schmidt had been speeding, but said there wasn’t sufficient evidence to determine exactly how fast he was going at the time.

When the verdict was announced, Schmidt hugged supporters in the room before leaving.

She also believes that the swine flu and H1N1 were a product of eugenic engineering created by this great conspiracy to kill most of us and reduce the global population to only 500 million people.

Dr. Lanctot is clearly on the fringe, and that is being generous.

Today, because of vaccination in North America, the sanatoriums are gone and we never see quarantine signs posted on people’s front doors. Measles, rubella, polio, and other contagious diseases are thankfully a rare thing. Does that sound like a conspiracy to kill off 93 per cent of the world’s population?

I strongly recommend that all parents vaccinate their children.

A visit to any third world country where vaccination is still not available will convince anyone of the benefits once they see the devastation these diseases can bring.

Of course this is only my opinion, and this is the opinions page.

If you still have any reservations about vaccinating, a conversation with your doctor should clear the air. Just don’t ask Dr. G. Lanctot.

LETTERS We’re playing with matches Picture a group of careless campers starting and leaving a camp fire burning in the midst of a dry Yukon summer. Anyone remember the Fox Lake Fire? Yukon Energy’s plan for liquefied natural gas electrical generation is playing with the matches that will cause catastrophic climate change.

This week the Intergovernmental Panel on Climate Change warned that we must stop spending money on new fossil-fuel powered electrical generation and start immediately to develop renewable sources of electricity.

But that’s the opposite of what is being proposed by Yukon Electric.

The company proposes to replace one fossil-fuel powered source (diesel generators) with another, even more expensive fossil-fuel powered source (LNG turbines). This will take us down

the wrong path, making the Yukon part of the problem rather than part of the solution.

The devil is in the details.

Yukon Energy argues that natural gas is cheap and expected to stay that way. One of the main reasons for that will be that other more responsible energy users are moving away from fossil fuels like natural gas. Their reduced demand will make natural gas cheaper.

Like junk food, natural gas that is cheap isn’t necessarily good.

Furthermore, spending $42 million on expensive LNG generators will make that much less money available for renewable options like wind, solar and hydroelectric. Why not go with less expensive diesel generators and use the money saved to invest in a renewable future?

In defence of first-past-the-post

iven the amount of recent letters devoted to promoting alternate voting regimes in the Yukon, I thought it was time for someone to weigh in in support of our current firstpast-the-post electoral system.

As it stands, the party with the most votes wins the riding, even if the amount of votes received is less than 50 per cent. The common complaint about first-pastthe-post is that an individual can win a riding, or a party can win an election, with only 35 per cent of the popular vote, as all that matters is getting more than the second place person.

This can, and usually does, result in a legislature that is not necessarily reflective of the popular vote received by the three major parties.

Rather than see this result as a weakness, I see it as a strength, in that less than 50 per cent of the votes can still result in the election of a strong, unified management team. While a majority does vest a considerable amount of power in the winning party, it also ensures a stable political environment with a management team empowered to make decisions without having to constantly negotiate its positions.

Conversely, alternate voting systems, such as proportional representation and single transferable vote have a tendency to result

in minority governments and a fracturing of the legislature. What we make up for in a representative legislature we lose in cohesive and lasting management.

Under proportional representation, or PR, the last election would have seen parties receive a number of seats in proportion to the percentage of votes received. The result would have been a minority Yukon Party government, with the Yukon Party receiving eight seats, the NDP six and the Liberals five.

Similarly, a single transferable vote, or STV, in which a voter marks a ballot for first, second and third choice with the third place party’s votes divvied between the two remaining parties, would most likely have resulted in a similar Yukon Party minority government. Without going indepth into the math, if we assume that all last place NDP and Yukon Party votes went to the Liberals

The ads’ content was described in detail to respondents, but as few as 13 per cent recalled seeing or hearing the action-plan spots, which ran between Oct. 7 and Nov. 3 last year.

And there was no data collected on any specific actions respondents might have taken in response to the ads, or on their rating of the government’s performance, because those questions were quietly dropped from the survey.

The Conservative government ran yet another set of action-plan ads between Feb. 17 and March 31 this year, following the Feb. 11 bud-

get. Aubry confirmed there are no survey questions being asked about any actions taken or about government approval ratings.

Previous Finance polls have showed the government’s approval ratings in decline, from the mid-40 per cent range initially in 2009 to about 38 per cent in the last two surveys in April and June last year.

Dropping the key survey questions has also eliminated any snarky comments previously recorded by the pollsters, including claims the ads were a “waste of money” and represented “propaganda,” cited in an April 2012 survey.

The opposition parties and even some conservative commentators have called the action-plan ads thinly disguised propaganda. Edi-

torials at major news organizations, including the National Post and the Globe and Mail, have said the ads are a waste of taxpayer dollars, designed to promote the Conservative party with public money.

Finance Canada paid Acart Communications Inc. almost $15 million to run TV, radio and Internet ads for the Economic Action Plan in 2012-2013, the latest year for which statistics are available.

The department set aside a $10-million action-plan ad budget for 2013-2014. Aubry would not provide actual costs for the year, saying the numbers would be published eventually.

The Finance Department also commissioned a series of focus groups last October to provide feedback about Canadians’ impressions about the government’s management of the economy.

The focus-group report by Ipsos Reid included a short section detailing comments about Economic Action Plan advertising. The results strongly suggested the campaign is missing the mark.

“There was minimal unprompted recall of the Economic Action Plan (EAP) beyond vague references to having seen or heard ‘an ad’,” says the report.

“When participants were further pressed for recall of any specific EAP measures, few could answer.”

Aubry said the ads nevertheless have continuing value.

“In an uncertain global economy, it is important that Canadians are aware of the measures and programs in the EAP and how they will lead to jobs, growth and long-term prosperity,” he said.

“The advertising campaign highlighted key policies and initiatives flowing from the EAP.” The department has spent at least $383,000 since 2009 polling Canadians on their reaction to Economic Action Plan ads.

The annual day of celebrating cannabis culture has ramped up into mainstream political activism as the pot-smoking 4-20 movement took on marijuana prohibition with rallies across Canada.

“I think the policy edge has always been there. It’s just more and more people are getting fed up with the status quo,” said John Albert, a former Marijuana Party candidate, as he sat amidst a crowd that police estimated was more than 2,000 on the front lawn under the Peace Tower.

Recent legalization in Colorado and Washington State has opened the eyes of governments and businesses to the financial possibilities of a legal trade in marijuana, a commodity that’s too often linked to either organized crime or glass-eyed slackers.

“We would like a choice,” said Albert. “I think what is happening in Colorado and Washington has kind of crystallized it in people’s eyes. They see that it’s a real thing, that legalization can work, and be a benefit to not just people who smoke cannabis but to just regular taxpayers.”

After years of glacially slow movement on the decriminalization or legalization policy fronts, pot activist Jodie Emery says there’s been a huge spike in interest as the American state experiment plays out.

“I can tell you from my spot as being a pot activist for 10 years in Vancouver, the last year has been insane – even in Canada – with respect to licensed providers and all these companies trying to be the next big thing,” Emery said in a telephone interview from Vancouver.

The 4-20 moniker dates back to the pot culture of California in the early 1970s, but it became formally attached to April 20 when a group of Vancouver activists held the first daylong rally in 1995.

Rallies have been held every April 20th for 20 straight years since then and have spread across Canada and across the globe.

Hundreds turned out at rallies in Vancouver and Toronto.

Turmel is among those medical pot users who are fighting in Federal Court to retain the right to grow their own, a practice the Conservative government wants to end under a new medical marijuana policy that would

license, regulate and industrialize all growers.

“I’m one of the old guys. We’re fighting for the right to keep using it and keep growing it ourselves,” said Turmel, before lifting his bag of homegrown out of the reach of someone asking for tester.

Good-humoured RCMP officers watched the sedate scene with apparent bemusement as clouds of marijuana smoke drifted down the wind.

“This is an annual event that has always been held in a peaceful man-

ner,” said spokeswoman Cpl. Lucy Shorey.

“Usually at about 4:20 p.m. protesters will be exercising their right to, uh, light up, if you want,” she said.

“The RCMP respects the rights of individuals to protest on Parliament Hill and that’s what we’re here for today.”

Shorey would not venture into policy territory, or comment on the juxtaposition of thousands of people openly committing a Criminal Code offence while sandwiched between RCMP cruisers and the House of Commons that legislates the law.

But Albert, the former Marijuana Party candidate, said it highlights political hypocrisy.

“It’s a credit to the cannabis community in a way that, even though we’re persecuted, we’re put in jail, we’re constantly demonized by society, we can gather here on the front lawn of the highest parliament in the land and openly defy the law with no fear – because we know that we have truth on our side,” he said.

“We’re not dangerous criminals.

We’re just regular law-abiding citizens otherwise who just enjoy cannabis.”

College class confirms climate warming Jacqueline Ronson News Reporter

I

t’s not every day that a first-year college class makes a significant contribution to the academic conversation.

But a Statistics 101 class at Yukon College has done just that. As part of a final project, students have analyzed 100 years of temperature data across Yukon communities that has never been looked at before.

Their results are perhaps not surprising: Across the Yukon, temperatures are getting warmer, on average.

What was surprising was how consistently the data held up that conclusion, said instructor Mark Shumelda.

In addition to confirming Yukon’s warming climate, the student’s work has added real data to the conversation, where none was available before.

“There’s a missing piece of the puzzle that is being fit in here, because while we have very good data from about the 1950s on from Environment Canada that they’ve stored, we don’t have that consistent, or in some cases any data from the first half of the 20th century,” said Shumelda.

But that changed thanks to a project by the Yukon Research Centre to digitize weather data available in White Pass and Yukon Route logbooks that date from 1902 to 1957.

The data, which include temperature and other weather observations, were collected at 30 points along Yukon’s railway and river highway system.

It took two students two years, working about three hours per day, to compile almost 80,000 data points from the logbooks into spreadsheets.

It’s that digitized information that allowed Shumelda’s class to do the work they did.

The class was divided into five groups, each looking at a different community.

from Environment Canada to get a 100-year record of temperatures in that area.

Adam Mickey’s team looked at data from Carmacks. They found that average temperatures for each month except May have increased over the last 11 years.

The difference was statistically significant for six of the months, he said. Statistical significance is a way of testing how likely an observation – in this case warming temperatures – could be the result of random chance.

“The rest of them weren’t statistically different, but if the trends continue as they are, very soon they will be statistically different,” said Mickey.

The students said it made the math lessons more interesting because it was applicable to where they live.

“The White Pass and Yukon Route had some really cool historical data and we were able to see the trends in our own territory, and I think that’s what kind of made it stand out, as opposed to any other kind of project that we could have done in this class,” said Emilie Hamm, another student in the class.

“It’s one thing to analyze a bunch of data that you don’t really know where it’s coming from, or it’s not really of any relevance to you, but we were able to make it really local.”

And the skills they learned are applicable to all kinds of different careers, the students said.

“I’m looking into psychology, and I find this helps with the whole research data part of the field,” said Vishnu Kolothumkattil.

Learning how to crunch numbers and analyze graphs using Excel was a really useful skill, he said.

Hamm, who is studying environmental and conservation sciences, said she currently uses the skills she learned in the class in her job working for the Yukon government in their mine remediation division.

“I’m doing it all at work now, too. I had to crunch a bunch of

And James Tlen, who is interested in law, said a basic understanding of statistics will help him to avoid drawing inappropriate conclusions from misleading data.

“They’re really easy to just muddy around with,” he said.

Kolothumkattil echoed the sentiment.

“Statistics can be a bit misleading if you want them to be. When you have the basic knowledge you can avoid that to a good degree.”

No Keystone XL pipeline this year, following new delay Alexander Panetta Canadian Press

WASHINGTON he Canadian government demanded an answer immediately on the long-delayed Keystone XL pipeline. It has now received a reply from the United States government that amounts to: Maybe next year.

The project is now paralyzed for an indefinite period, with the U.S. administration Friday announcing another delay in a process already beset by political and legal challenges.

The announcement made it clear that Canadian pipeline backers will not get the answer they wanted in time for the summer construction season, pushing completion of the project until 2015 – at best.

The State Department said it needs more time to prepare its recommendation to the president because the pipeline route is mired in uncertainty. A legal dispute is underway in Nebraska over the route and it is unlikely to be resolved before next year.

Eight federal agencies were informed Friday that they will be granted additional time to weigh into the process, while details of the route are still being clarified.

Administration officials denied claims the decision was motivated by politics. That accusation was levelled explicitly by its Republican opponents at home, and in language that was only marginally more diplomatic by the Harper government in Ottawa.

“That pipeline route is central to the environmental analysis,” a State Department official told reporters Friday.

“We are prudently recognizing that the facts agencies need to assess and analyze could change…

We have decided that the prudent thing is to allow more time.”

The southern leg of the Alberta-to-Texas pipeline is already completed, but the northern stretch that crosses the CanadaU.S. border requires a presidential permit. With that process delayed for years, rail shipments of Alberta

crude have skyrocketed, threatening a broader trickle-down effect throughout the transportation system and on Canada’s resourcebased economy.

Speculation had been rampant about whether the Obama administration might try to punt the politically sensitive decision

until after this year’s midterms.

That’s because even if the project has solid support from the general public, it has sharply divided Barack Obama’s Democratic party.

On one side, there are bigmoney environmentalist donors.

The Harper government appears unconvinced the decision was apolitical.

“We are disappointed that politics continue to delay a decision on Keystone XL,” Harper spokesman Jason MacDonald said in a statement. tIn an attempt to push the process along, Foreign Affairs Minister John Baird had spent several days in Washington recently pleading for a decision soon, arguing that it would be unfair to keep construction workers and the industry hanging as the building season approached.

The president told them this despite the fact that the pipeline route had already been tossed into disarray by a Feb. 19 Nebraska court ruling that said the state government broke the law in its attempt to unilaterally dictate a route. The court found the pipeline-friendly state government had violated the Nebraska constitution in bypassing an arm’s length infrastructure regulator.

The case won’t be resolved until early 2015, at best, predicts a lawyer at the centre of the dispute.

Dave Domina, who is representing holdout Nebraska landowners, laid out the timeline this way: the district court has 90 days to transfer the documents related to its Feb. 19 decision to the state Supreme Court; the state government then has 30 days to submit a brief; Domina says he then has 30 days to submit his brief; the case then goes on the calendar for oral arguments and probably won’t be heard until after the summer.

Oral arguments are next and finally, Domina says, the court will prepare its verdict. In his career, he says he’s seen state court decisions take anywhere from six weeks to 19 months.

“A decision generally takes a couple of months, for a simple case,” Domina said in an interview. “But a case involving the constitutional validity of a statute is not a garden-variety case.”

Domina, who happens to be running as a Democrat for a U.S. Senate seat in the November midterms, also took a shot at the pipeline company. He said TransCanada is paying now for its

Keystone will inevitably be used by Republicans as a hammer in the November elections. For years, they’ve been citing the pipeline delay as proof the Democrats are harmful to the economy.

Country foods: Sale of game in the North leaves Inuit society conflicted Bob Weber Canadian Press

IQALUIT, Nunavut he hunter grabs one of his delicacies by its furry, frozen ear and waves it in the air.

“Caribou heads for sale!” he cries. “Caribou heads for sale!”

Eager for the makings of a tasty soup, customers flock to his table at an open-air market in Iqaluit, where fresh-from-the-land food has been on occasional offer since 2010. Tables piled with caribou, seabirds, seaweed, seal – the “country foods” of the traditional Inuit diet – sell out in minutes.

Meanwhile, Facebook groups for the buying, selling and trading of country foods from fish eggs to muskox now have thousands of members.

A whole caribou? Without the hide, $300. Arctic char? Each fish, $20.

Faced with the growing cost of gas for their snowmobiles and bullets for their guns, Inuit hunters are increasingly putting their harvest up for sale.

Some say it’s a good way to keep hunters on the land, office-bound Inuit in touch with their roots and people from going hungry in communities where store-bought groceries are expensive.

Others worry about the safety of uninspected meat and the possible overhunting of now-valuable game animals.

And some call selling game a betrayal of sacred Inuit traditions.

The department plans to survey caribou herds in central Nunavut this spring, in part to determine the impact of market hunting. If there is a problem, the department has to convince the Nunavut Wildlife Management Board to impose a total allowable harvest.

“That’s the only way of restricting the harvest,” Gissing said.

None of the food for sale has been inspected, with the exception of walrus, which is prone to the parasite that causes trichinosis.

The final award was the 2013 Heritage Conservation Project of the Year Award, given to the Kwanlin Dun First Nation of Whitehorse, for the restoration of two Whitehorse area cemeteries. This award was presented by Barbara Hogan, manager of the Yukon government’s historic sites unit, to Jessie Dawson, who accepted it on behalf of the Kwanlin Dun First Nation.

The keynote speaker for the event was Judy Oberlander, principal of Judy Oberlander and Associates of Vancouver.

Oberlander is a fund development consultant in the nonprofit sector. Her presentation was titled “Heritage Passed or Past?”

Michael Gates is a Yukon historian and sometimes adventurer based in Whitehorse. His new book, Dalton’s Gold Rush Trail, is now available.

“We had another coach helping us, David Eikelboom, he’s a wrestler himself, and he volunteered to work with us from January through to March break and a little after,” said Montessori coach Dominic Bradford.

“He taught us all sorts of things.”

Last week was just the school’s second time competing at the championship, which is easily explained by the fact the school is in its second year of operation.

The school of 26 students had 16 compete, accumulating eight gold, three silver and two bronze.

“It’s a good sport for our school because we don’t actually have a gym,” said Bradford.

“We can move into the Canada Games Centre, use their facilities, and we don’t need a whole lot to do the sport.

“Several children managed to score five wins out of their five matches,” he added. “Everyone managed to score a win except one or two people. But they all contributed one or two points.”

Syed, who was the only Yukon player at the championships, opened with a 3-1 win

over Richard Johansen, who went on to reach the final of the bronze draw.

He then fell to ninth seed Ravi Seth, who went on to reach the semis of the main draw.

Syed, 16, then topped Tommy Scott in four sets in the consolation draw before a loss to fifth seed Noel Heaton in three. Heaton is ranked 11th in Canada for U17 boys.

“That was my favourite match because I could have beaten him; it was really close,” said Syed, who is currently ranked 39th nationally for U17 boys. “I was happy I was that close with him, it could have gone either way.

“Even though it was 3-0, I was like, ‘I’m pretty close to this guy.’ I guess I just have to train harder and hopefully next time I can beat him.”

Syed was held to one win at last year’s junior nationals and later went on to reach the open men’s final of the Yukon Open in May. He also went 2-2 to place fourth in the A division of boys under 17 Jester’s Pacific Northwest Junior Squash Championship this past February.

North Star wins women’s league with last-minute goal Storm’s Danielle Hodgson slipped a backhander by North Star goalie Chris “Blodge” Blodgett on a breakaway to tie it 1-1 midway through the second.

White Storm came close to taking the lead early in the third period when Bogaert was called for tripping in the only penalty of the game. Storm rang a shot of the post and forced Blodge to make a few big saves, including a couple on a breakaway by Hodgson.

“They played a hard game and it was good to be out there with them,” said Bogaert.

EDI Environmental took third place with a 5-2 loss to White Storm on Wednesday.

White Storm, which lost its first game of the playoffs to the Green Beans, came up through the bottom of the draw and defeated EDI Environmental to reach the final.

The women’s league expanded to seven teams, with over 100 players, to make this past season its biggest ever.

Some of the teams have picked up corporate sponsors – like North Star Mini-Storage and EDI Environmental – and league execs hope to expand to eight teams next season with

more sponsors.

“We’d love to have eight (teams),” said Bogaert, who is a vice-president for the association. “We have beginners, from people who have never been on skates before, to people who played university and AAA senior women’s, so there’s been a wide variety of players out there.”

The wrap-up of the women’s league comes on the heels of three Whitehorse teams having great success at the Calgary Women’s Spring Hockey Tournament in Alberta a little over a week ago.

The teams, largely made up from players from the Whitehorse league, reached the final in three divisions and came away with a gold and two silver.

“We never would have expected seven teams, or three teams in Calgary, and more people who wanted to come – we could have taken more teams for sure,” said WWHA president Joelle Hodgins. “Two years ago it was five, last year it was six, this year it was seven,” she added of the growing league.

“We were definitely hoping to come home with gold, everyone was looking for a Yukon sweep, but the Northwest Territories team was tough, they were physical,” said Blodge. “We played hard all tournament, we were undefeated in the round-robin and we skated as hard as we could.

“It was a close game. A bounce goes the other way and it could have been ours.”

The Slimy Sculpins opened with a 3-2 win over Alberta’s Frozen Snappers, with Blodge netting two goals and Karen Branigan another. The Sculpins then topped the Hay River Hazards 2-1 with goals from Nadeau and Jenn King.

The Yukon team finished the round-robin with a 2-0 shutout of Canmore. Blodge scored her third and fourth of the tourney and was named MVP a second time while goalie Tyya Wilkenson secured the shutout.

“Everyone on the beginner team has less than five years experience,” said Blodge. “A lot of us are in our first year.”

A Yukon team won the beginner division last year when Whitehorse’s Eh Team – another team made up from the Whitehorse women’s league – went undefeated in four games.

e was born December 17, 1939 – the youngest of ten children born to Joseph and Minnie Stokes of High Prairie, Alberta. It was here Lionel first took an interest in curling, competing in the 1959 Alberta high school championships that developed into a lifelong passion for the sport. Lionel continued curling after moving north, winning the Yukon championship numerous times. At the 1975 Brier in Fredericton, NB Lionel and his mates finished the competition tied for second place – no playoffs in those days! Their record two years later at the 1977 Brier in Montreal, PQ was not quite as outstanding however Lionel was named All-Star Second. Lionel was also honoured to be a fifth for the Chuck Haines rink at the 1981 and 1991 Briers. In 1982 Lionel & his wife Debra represented the Territories at the Seagram Mixed curling championships in Timmons, Ont. Lifelong friendships were forged along the way as Lionel’s calm and gentle demeanor endeared him to everyone he met.

Lionel brought a sense of loyalty, strong values, sound ethics and integrity to his long career in business. Lionel and the Edgewater were synonymous. He started pouring draft in the pub in 1969 and by 1982 was sole owner of the hotel. Most days he could be seen either at the front desk, in the lounge or the Cellar Dining Room. Lionel was respected and cherished by all those who worked for him during his 40 years at the “Edge.” Suffice it to say that after Lionel sold the business in 2009, the “Edge” was never the same.

Our deepest thanks to Dr. Owen Avrill, Dr. Allison O’Hearn, Dr. Danusia Kanachowski, the entire medical ward and home care team involved for the attentive and compassionate care shown Lionel and his family.

All the special people in Lionel’s life are too numerous to mention - and you know who you are - know that he leaves you with a smile and a glass of wine that is more than half full – so enjoy the memories and have “just the one.”

In accordance with Lionel’s wishes there will be a private family burial. In lieu of flowers Lionel’s family invite you to consider a donation in his memory to a charity of your choice.

Loving and wise, he quietly led his family, teaching them and many others by example. Keith Dolsen was born in Nipawan Saskatchewan and grew up on his family farm.

His journeys brought him north to the Yukon in the early 70’s where he later met his soul mate Andria Dolsen.

They shared 22 loving years together. Keith was a simple man who told it like it was. He is survived by his wife Andria, his son Jim-Bob, grandchildren TJ and Grace and his brother Merlin and nieces Rachel and Kandace.

He is predeceased by his mother and father and two brothers.

The family would like to thank the Dr. and Nurses at Whitehorse general for their palliative care.
