U19 Film Festival The spring of 2014 marks the 7th annual “Under 19 Film Festival”. The Rossland Council for Arts and Culture and the newly formed Rossland Youth Action Network are collaborating on this year’s festival, held on May 3, at the Rossland Miners’ Hall and an anchor event among the various activities hosted during Rossland Youth Week, May 1-7. Expect to see another remarkable display of short feature films produced by local youth, as the festival is the only one of its sort in our region.

Local participants aged 10-19 years from the West Kootenay area are invited to submit short films (10 minutes in length maximum) in six categories: from documentary to sports and adventure. New this year is the addition of short, under 19 second “Mini-clips”.

The U19 event is driven by a youth planning committee, consisting of local youth from the Greater Trail area, which plans and determines the direction of the film festival from beginning

to end with the guidance and support of a coordinator. The youth are involved in all aspects of planning the festival, including writing grants, making budgets, designing the format of the festival, providing input on outreach and communications and running the actual event. They decide on the winning categories, the overall theme for the festival and also act as master of ceremonies of the event. This form of organization and planning leads to a uniquely different festival each year; from themes to decorations, one is certain to experience an event that is refreshing and inspiring.

Many local businesses and corporations sponsor this event each year. Without their financial contributions and inkind donations, this event could not take place.

City Councillor Wallace Resigns josefin Svedberg Rossland News

After two terms on Rossland City Councillor, Kathy Wallace has resigned.

She admits that being City Councillor is a challenging position and has chosen to resign due to a personal decisions that will take her out of the province. Since she is going to a remote area with neither telephone nor Internet access for an extended period of time, a leave of absence did not seem reasonable.

In the future she hopes to see diversity on the council so that every voice in the community will be represented. She explains that the comphensation is too low to attract people to these challenging positions. Young families often cannot afford to have one parent staying at home and that volunteer positions cannot be afforded.

“The next election is for four terms instead of three, it will be interesting to see who puts their name up for that,” says Wallace. “It is a constant balancing

act to please as many different groups in the community as possible.”

When asked about her favourite successful project during her time on council she says that it was the infrastructure project on Columbia Avenue. She explains that it doesn’t just make the town centre look more appealing but the most significant improvements lay underground. “It was a crucial upgrade on the infrastructure,” she added.

With spring in the air, Rosslanders are keen to get out on the bike trails. They are fortunate this year, as the trails are opening earlier than usual with this year’s lack of snow.

Rory Belter at Revolution Cycles says they have been very busy in the shop preparing bikes in the last few weeks.

“Trails at lower elevations and trails on south facing aspects are already open,” says Tourism Rossland’s Deanne Steven.

The Kootenay Columbia Trails Society (KCTS) crew started to work on the trails April 22, starting in the valley and working their way upward with the melting snow. Green Door,

Rogers are popular trails that are already open. Trails at lower elevation in Rossland and trails in Trail are open with early season conditions. Visit the Tourism Rossland site at tourismrossland.com/mountainbiking or the KCTS site rosslandtrails.ca for current openings.

Tourism Rossland has produced a new trail map for 2014 and have changed the layout for a more cohesive slick look and added some additional trails. There is a new trail up on Red, in Trail and Montrose.

“Don’t do anything you feel uncomfortable with” is Deanne’s tip. “It is the beginning of the season and neither you nor the trails are in the

same shape as in the end of the fall season.”

Kootenay Columbia Trails Society will be hosting volunteer building events through out the season and encourage everyone to come out and help with building. Each Monday evening, beginning May 12, “Church of Dirt” will be held.

be improved. New focus for this season lays on the Upper Redhead and Sunningdale trails. “This is where you will see the most improvements the upcoming months” says Spooner.

Fraser Institute report not worth the paper

The Fraser Institute’s report on schools always draws criticisms from educators and kudos from the public.

We can’t help but wonder why?

Let’s first set the record straight - the Fraser Institute reports aren’t worth the paper they are printed on when it comes to judging the performance of schools again each other.

In reality that comparison is impossible. It would be like comparing the quality of life in Vancouver’s Point Grey to that of Alert Bay on Vancouver Island. You simply can’t compare them on any level.

However, what the education system seems to miss, and has for many, many years, is the public desires a better system of accountability from its educators.

Sadly, this is where the BCTF continues to fail not only its members, but also the public at large.

Why can’t we have a public debate about the quality of our teachers and our schools? Given what we hear from parents, we suspect that report card would be a good one on so many levels.

Like most people, we believe we are lucky to have our system of education, which includes teachers and administrators. But we also question things that seem out of line with the current realities of society, especially from an economic perspective.

We agree that the Fraser Institute reports really have no place in judging our education system, but we also suspect those reports would go away if our educators and teachers came up with a legtimate and appropriate way to give the public a true report on how our schools are really doing.

BCTF strike action starts Wednesday

VICTORIA – After rejecting an offer from the school district bargaining agency for a long-term contract, the B.C. Teachers’ Federation has served notice it will begin work-to-rule action April 23.

BCTF president Jim Iker announced Thursday that 72-hour notice has been given, after union members voted 89 per cent in March to endorse a three-stage strike plan. Phase one includes refusing communication with school managers, arriving no more than an hour before and leaving an hour after school hours, and refusing supervision of students outside class time.

It does not affect pre-arranged voluntary activities such as coaching, but the re-

fusal of supervision requires essential service levels that compel some teachers to assure the safety of students while they are out of classes.

Report card preparation and parent meetings will continue.

Iker said progress at the bargaining table will determine how long phase one action would last.

Phase two of the BCTF plan is rotating one-day walkouts in districts around the province. Phase three, a full-scale strike, would require a second vote by members to authorize.

The BCTF has rejected the government’s offer for a 10-year agreement with pay increases totalling 6.5% over the first six years and additional wage increases to be negotiated for the final four years.

There has been little change to the “lowball offer” on wages and no movement on the long-running dispute over class size limits and special needs support, Iker said.

BCTF negotiators countered with a three-year proposal with three per cent plus a cost-of-living increase in each year. With compounding and current estimates of inflation, BCPSEA calculates that could amount to 13.5 per cent over three years.

Iker said school districts are cutting staff and programs due to ministry budget cuts, and the ministry should at least cover school districts’ costs for increase medical services plan premiums and BC Hydro rate increases.

The education ministry says per-pupil funding has

increased 38 per cent since 2001, and the ministry has provided $225 million over three years to hire 500 teachers and 400 new special education assistants for the 2012-13 school year.

Peter Cameron, chief negotiator for B.C.’s 60 school districts, said once stage one strike action begins, the B.C. Public School Employers’ Association will seek an order that the union pay for its extended benefits during any withdrawal of service. That would cost about $5 million a month for 41,000 public school teachers.

“In order that there is in fact pressure on both sides, BCPSEA needs to respond to any phase one activities with measures that put corresponding pressure on the union,” Cameron wrote in a letter to Iker.

‘The Greatest Threat to the B.C. Environment in our Lifetime’

Black Press chairman David Black talks about why he wants to build a refinery in Kitimat, and why oil bitumen cannot be exported to Asia

My name is David Black.

I am the majority owner of Black Press, the company that owns this newspaper. This is the first of two columns addressing what I see as the greatest threat to the BC environment in our lifetime. I am a reasonably sensible and conservative businessman, not an alarmist. All of the information in this column can be confirmed from public sources.

The oil industry wants to export Alberta bitumen to Asia via tankers. Under no circumstances should we allow that to happen. A bitumen spill at sea could destroy our coastline, together with the fish and wildlife that depend on it, for hundreds of years.

Bitumen, even if it is diluted, does not float in sea water if there is sediment present.

This has been proven many times, most recently in a thorough Environment Canada study published on November 30 2013. Page 51 of the study provides graphic evidence of sunken bitumen. Given that there is an abundance of sediment along the BC coast, the bitumen will sink rapidly and there will be little chance of recovering any of it if there is a spill. By Northern Gateway’s own admission the likelihood of a bitumen spill at sea is over 10 per cent over the next 50 years. Others say that it is much higher. We are in agreement with the position taken by the Coastal First Nations that even the slightest risk of a spill of bitumen at sea is unacceptable.

The grounding of the Exxon Valdez in Alaska in 1989 is often held up as an example of how bad an oil spill at sea

can be, however, a spill of bitumen at sea would be much worse. The Exxon Valdez carried light crude and lost 250,000 barrels, one eighth of a tanker load. The light oil floated and could be removed from the beaches. Even so, after four years of work with up to 11,000 workers and 1,400 boats involved, less than 10 per cent of it was recovered.

Roughly 200,000 birds and many kinds of other wildlife were killed. Approximately 1,300 miles of shoreline was affected and the fishery has yet to fully recover. Bitumen is very different. It would harden up on shore and much of it would sink to the bottom, making it unrecoverable and killing virtually everything with which it came in contact.

Imagine if we lost a full tanker load.

Some say that, with GPSbased navigation and double hulls, spills such as Exxon Valdez are not possible today.

They are wrong. Double hulls do not prevent hull fracture if there is a collision at speed, only if there is a gentle scrape.

As for the GPS claim, most marine accidents are caused by human inattention, not by a lack of knowledge about position. All ships carried systems to indicate their location before GPS came along.

The Exxon Valdez crew could have glanced at their instruments to determine their location but they didn’t, neither

did the crew on the Queen of the North. Marine disasters regularly occur and a quick search of the internet shows human error is most often the problem. Undoubtedly there will be many more marine accidents in future. Our grandchildren will not thank us if we willingly risk the destruction of the BC coast on our watch.

Fortunately there is a solution that is beneficial for all concerned: all we have to do is build a refinery at Kitimat.

The refinery will convert the bitumen to gasoline, diesel and jet fuel which float and evaporate if they are spilled.

Often little or no spill remediation is required. These refined fuels simply do not cause the habitat destruction of conventional or synthetic crude oil, or anywhere near the devastation caused by bitumen.

The second part of this OPED will run in the next issue. It will discuss the enormous value-added benefits and environmental advantages of a modern green refinery.

The pipeline from Alberta and the tanker fleet to export the refined fuels will also be considered.

Let me declare my biases. I am for creating thousands of good permanent jobs in BC. I am for creating billions of new tax dollars for government coffers. I am for reducing the planet’s greenhouse gas emissions. I am for building an oil pipeline that will never leak. I am for building a modern tanker fleet that carries only refined fuels that float and evaporate if spilled. I am against shipping bitumen in tankers.

There will certainly be a feeling of nostalgia April 26 when roller derby will again take over the Golden City.

The second double header of West Kootenay Roller DerbyLleague’s Season 5 returns to the Rossland Arena, where it all began when the defunct Rossland Gnarlie’s Angels met their nemeses, Salmo’s Babes of Brutality.

The Rossland Trail Roller Girls (RTRG), made up of the former Angels and Trail’s former Bad New Betties, will be looking for the hometown advantage when they take on Castlegar’s Dam City Rollers in the first bout of the night at 5 p.m.

“Playing in the Rossland Arena always has a special vibe; whether it’s because it is where it all began or the energy of the place, it’s always a great experience,” said RTRG assistant captain Christin Davis, aka Roll N Loki.

“The team has many new players this season, but don’t let that fool you,” said Davis.

After winning their first game of the season by almost 200 points, the Dams are on a roll and ready to follow their motto “let the bodies hit the floor.” But RTRG is no stranger to hard hitters, if practice is any indication, and the team is looking to fight back.

“We are really looking forward to meeting up with our red frenemies on the 26th,” said Kristina Kruchkowski, known on the Dams as Kitty Karnage.

Last season, RTRG beat the Dams in their hood but then the Castlegar team did the same in the semi-final.

“Both our teams have strong blockers who build solid walls, agile and speedy jammers, and dedicated coaches who give so much support, which makes such a difference,” said Kruchkowski. “Whenever the Dams go up against RTRG, there is guaranteed to be heavy blocking and thunderous hits on the track.”

The second bout of the night at 7 p.m. pits the Nelson Killjoys against Valley Brutality, a temporary combined team made up of the league’s Slocan Valley Vendettas and Salmo’s Babes of Brutality.

RTRG will be on site at Ferraro Foods in Rossland April 25 from 3-5 p.m. promoting the event. Come challenge one of your favourite derby girls to a plank off or arm wrestle for a chance to win one of 10 free tickets.

Scouts busy as Beavers Submitted Rossland News

Scouts Canada is the country’s leading youth organization. For more than 100 years, 17 million Canadian youth experience the outdoors, adventure and friendships.

The Scouts motto is “Be Prepared” and the 2nd Rossland Scouts is true that phrase as they have been involved with many activities and projects in the community and are preparing for a big adventure this summer on Slocan Lake.

The Scouts group in Rossland is split up into three main age groups. The youngest age being the Beavers, ages 5-7; Cubs, ages 8-10; and Scouts, ages 11-14. All the groups have been very busy this year.

Some highlights have included outdoor exploration of our local trails, themed weeks with friendship parties, sleepovers, participation in Remembrance Day and the Winter Carnival. The groups

work on earning badges and crests throughout the year, which are proudly displayed on their uniforms and camp blankets.

They recently designed, created, built and raced their own “Beaver buggies, Kub Kars and Scout Trucks” at a rally in Nelson.

An upcoming event for the local group is “Nite Trek” for ages 9 & up, where Girl Guides & Scouts are involved in a co-ed event that involves teamwork. There are daytime activities, a campfire and a night hike with challenges and stations. The groups have a lot of fun and meet new friends from other communities, while learning lifelong skills.

The older Cubs & Scouts have regular campouts in each season, as well as “Cuboree” gatherings and attended a “High Ropes” camp in the East Kootenay, where they learned climbing skills

with certified guides.

A very important part of being such an active group is fundraising; some of the largest fundraisers are the selling of the traditional “Scout popcorn” in the fall, bottle drives throughout the year, help with the United Way Dinner for Caring and this spring, the 1st Annual Garage Sale.

Mark your calendar and bring your goods to donate to the Scout Hall, located at the end of the road beside Jubilee Field and Rossland Summit School. Drop off is Friday, May 9 between 2 – 6 p.m. The sale will be Saturday, May 10 from 9 a.m. to 2 p.m. All proceeds goes to 2nd Rossland Scouts.

Five cars loved and loathed in equal measure

The old saying “beauty is in the eye of the beholder” wasn’t coined in reference to cars, but it might as well have been.

Some cars, such as the 1963-67 Corvette Sting Ray and Jaguar E-Type, are almost universally admired, while others are passionately loved by some and loathed by others. Here are five of the most polarizing: 1. 1963-64 Studebaker Avanti: The Avanti was a Hail Mary play to save the ailing Studebaker Corporation with a stunning European-style GT car. Ardent Avanti fans point to its timeless styling, which was supervised by the great Raymond Loewy, and the fact that the car remained in production in one form or another

for five decades. Nonfans find the grille-less front end and porthole-like Some people will headlights come to blows over to be a nonstarter.

3. 1980-85 Cadillac Seville: The slant back or bustle trunk Seville was —like the Boattail Riviera — in some ways a throwback to the 1930s-1950s, cribbing a trunk from Bentleys and Daimlers of the era. Some people will come to

blows over the merits of this version of the 1980-85 Seville, while some find it to be a caricature; it’s best if these two groups aren’t sharing the same air space. Regardless, nobody sits on the fence about this car.

4. 1965-69 Chevrolet Corvair: The first-generation Corvair, introduced in 1959, was a pleasing and clean design. But the secondgeneration was drop-dead gorgeous. No less an authority than David E. Davis, Jr., writing for Car

and Driver, called it one of the most beautiful cars America had produced during the post-war era. But many bow-tie fans — used to fins and lots of chrome or the long hood, short rear deck look of the Camaro and Chevelle — found nothing to like about the Corvair. I tend to agree with the fans here. It’s a beautiful little car.

5. 1955-75 Citroën DS: In its native France, the DS can do no wrong. The letters “D-S” in French sound remarkably like the French word for “goddess.” Then the French also think that Jerry Lewis is a god. To most Americans, the sci-fi style of the DS just comes off as whale-like and weird.

Confessions of a Curber I surprised my family with a trip to Hawaii.

They didn’t have a clue how I paid for it. But they thought I was the best dad in the world.

While we were away, I bought a car on eBay. It had over 350,000 km on it. No one will want to buy this piece of junk, I thought.

Unless. I could just lower the mileage on it a little bit. And it won’t hurt anybody, right?

One problem – I had no idea how to change an odometer*. But as it turns out, it’s much easier than I’d expected.

With an odometer tool, I changed the reading to 164,500 km. Still a lot, but less than half the real clicks.

My ad: “Minivan – old but in great condition!

Looking back, I realized I’d knocked almost 200,000 km off the vehicle. But I shined it up and put some newer used tires on it so they wouldn’t give away its true condition.

Will this get me in trouble? I wondered. I wasn’t doing anything wrong, really – this just gives me a chance to make some more money on the vehicle.

I got a phone call from a young single mom who could only afford an older vehicle. We decided to meet at her son’s school.

As I was showing her the car, I noticed the carpet, the door handles and the pedals kind of gave away its true condition.

Hopefully she’s too naïve to notice, I thought.

Forty minutes later, our exchange was complete. I probably made an extra $2,000 because of the odometer! If I’d only done this to all the other cars I sold!

Suddenly, my mind began processing the implications. That minivan was pretty much at the end of its life. That young mom is expecting the vehicle to last her for a few more years. At best, I see it lasting one more.

Parts will start failing, calling for expensive repairs. I’m certain she doesn’t have the money for that.

All I’m hoping is that it doesn’t break down on the highway. Maybe there was a reason I never did it before. Maybe, just maybe, I had a conscience up until now.
