mainly known for infighting. Brooks, 38, took 62% of the approximately 1,150 party members who voted. He defeated Rick Peterson, a 59-year-old investment banker who was endorsed by Cummins. “It was a great blessing to me when John Cummins and that crew endorsed Rick,” Brooks said Monday. “At that very moment, quite frankly, I thought ‘I’ve just won this.’ And I think they misjudged the depth of feeling in the party.” A former guide-outfitter, Brooks handed over his resort business near Vanderhoof to a partner and relocated to Kamloops to pursue his political career. He hopes to appeal to urban voters by emphasizing the steep in-

crease in B.C.’s debt in the Christy Clark era of B.C. Liberal rule. Brooks agrees with Clark’s emphasis on liquefied natural gas development, but says there is a “myopic” focus on one strategy while problems continue in forestry, mining and regions outside the north. Brooks opposes revenue sharing agreements with aboriginal groups, which the B.C. Liberal government has extended from forests to mining and most recently to LNG development. “I think we have to resolve land claims definitely, not this indefinite accommodate and consult that really just perpetuates this uncertainty problem that we face,” Brooks said. “I know a lot of Conservatives don’t share this view, but I

www.kootenayadvertiser.com A5 personally don’t have a problem with settling land claims by giving First Nations land.” The government’s proposal to divide the agricultural land reserve into two zones is a good step, but it

doesn’t go far enough, Brooks said. The provincial economy suffers with 95% of all land owned by the province. “Imagine if you opened that up and started selling public

land to private individuals, settled land claims with first nations by giving them some land, imagine what it would do for our economy?” Brooks said.

10 Neat Things by Top Crop Garden, Farm & Pet

Seed Packages

1. Shaker Revolution? Until about 1800, individuals mostly saved vegetable seeds from the previous year or traded with neighbours to get seeds for the next season. The Watervliet Shakers are thought to have been the first in North America to venture into the seed selling business, packaging their seeds in small, paper envelopes. In 1883, the first large seed convention was held in New York and the American Seed Trade Association was formed. The Canadian Seed Growers’ Association was established in 1904. 2. What’s in a Name? A seed package will tell you all you need to know about the seeds inside and how to grow them into a productive plant. It all starts with the species and variety name on the front of the package. If you are looking to grow carrots from seed, there are dozens of varieties available, each with their own characteristics. These are often revealed in their names, such as ‘Flyfree’ carrots - with high resistance to carrot fly. 3. Going Organic. Another feature that will be prominently featured on the front of the seed package is if the seeds are ‘Organic’. What this label gives you is the confirmation that these seeds come from plants grown without the use of synthetic pesticides. They are stored and handled in a way that avoids any pesticide contamination. 4. Just like the Good Old Days. Another label you might see on your seed package is ‘Heritage’ or ‘Heirloom’. They refer to seeds for plants that have been cultivated in their original form, without any changes. So the ‘Heirloom’ tomato you plant in your garden this year will be consistent in flavour, texture and colour to the one your grandparents might have grown. 5. Hybrid or Modified? Many people misunderstand the difference between hybrid and GMO seeds. Hybrid seeds are seeds that have been selected and cultivated to get specific characteristics, often over centuries. There are are seeds available, however, where changes have been made to the DNA of the plant by ways of genetic engineering. These are referred to as ‘Genetically Modified Organisms’ or GMO seeds. The debate is still out on the long term effects of GMO seeds and as a result Top Crop does not sell any GMO seeds. 6. A Picture is Worth a 1000 Words. In the early days of seed selling, packages were rather plain, often without any illustrations or maybe a simple drawing. Packages in seed racks today feature detailed and high-quality images of the plant that will grow from the seeds inside, giving the gardener a better view of the end result. 7. Seeding 101. When you turn your seed package around, it will give you all the information you need to get planting, often with easy-to-follow illustrations. When should I get started? Can I seed directly outdoors? How deep do the seeds have to be in the soil? And how far apart? How long will it take until I see the first sprouts? And how long until I can harvest? All these questions are answered on the package. 8. I’ll Tell You What I Want! Below the planting instructions are often descriptions about the specific variety you have chosen, including plant features and growing tips. Looking for a tomato that is perfect for growing in containers or a zinnia flower blend that is great for cut flowers? Just read the fine print. Sometimes, you will even find advice for harvesting the fruit or recipes, so don’t throw the package out after you have planted your seeds. 9. X Marks the Spot. You can be creative in reusing your seed packages and turn them into homemade row markers. The biggest challenge is keeping them out of the elements, but you can laminate them or even use miniature picture frames before mounting them on a post. Even an upside-down jam jar on a stick works and gives your garden a rustic charm. 10. Back to the Roots. If you have a favourite tomato variety that is hard to come by or a lettuce blend you particularly enjoy, why not save some seeds. You can make your own seed packages to keep or share with friends, but keep in mind the information you want on them to make growing easy for everyone.

ALR fight sheds little light B.C. Views by Tom Fletcher

Detailed debate on changes to the Agricultural Land Commission got underway in the legislature last week, while protesters played to urban voters outside. A couple of West Kootenay NDP supporters brought a basket of homegrown veggies down to help East Kootenay MLA Bill Bennett get through the winter on a 100-mile diet. A group of mostly UBC scientists wrote to Premier Christy Clark, embracing the popular assumption that the changes will automatically mean more exclusions of agricultural land, as well as expanded secondary uses in the Cariboo, Kootenay and North zones. This “jeopardizes species at risk, threatens many common species, and will impact many species prized for hunting,” they wrote. It makes me wonder if these university botanists and bird experts actually understand what farming is. You know, clear-cutting a forest and planting largely monoculture crops? Using big machinery, creating drainage, applying fertilizers, controlling diseases, pests and wild animals? Not backyard gardening, real farming of the sort that has fed more people than in all of human history? Have they heard that the largest cause of deforestation in North America is farming? Do they imagine habitat loss from subdivisions sprawling across the Cariboo? Forests Minister Steve Thomson has

www.kootenayadvertiser.com 1510 - 2nd Street North, Cranbrook, BC, V1C 3L2 Telephone (250) 489-3455 Toll Free 1-800-665-2382 Classified E-Mail: classifieds@kootenayadvertiser.com Advertising E-Mail: sales@kootenayadvertiser.com Editorial E-Mail: editor@kootenayadvertiser.com Distribution Email: circulation@kootenayadvertiser.com Open Mon. to Fri. 8:30 am to 5:00 pm

been pinch-hitting for Fort St. John MLA Pat Pimm on the agriculture file as Pimm undergoes cancer treatment. Thomson took exception when NDP agriculture critic Nicolas Simons asked if he is aware people think the changes are to “neuter the chair of the Agricultural Land Commission.” Thomson, a former executive director of the Kelowna-based B.C. Agriculture Association, replied that the changes do not reduce the independence of the chair. Under further questioning from Simons, Thomson allowed that the current ALC chair, Richard Bullock, has provided no response to the government on the proposals. Kelowna-Lake Country MLA Norm Letnick was appointed Friday to replace Pimm as agriculture minister. But this ALC project is Bennett’s initiative, so I asked him about his changes to the appointment process. Bennett said the six regional panels, up to three people each, were set up by then-minister Stan Hagen in 2003 to provide local input. That worked well, he said, until Bullock came on the scene and began exercising his discretion not to appoint people recommended by cabinet. “The chair doesn’t like the regional panels,” Bennett told me. “It’s a pain in the ass for the chair to have to deal with 18 farmers from all over the province in making decisions. It would be six farmers, because only one person from the regional panel actually sits on the provincial

commission. “He thinks that it’s unwieldy, and he’d rather have the decision-making centralized in Burnaby. But we changed that. We decided as a duly elected government in 2003 that we wanted the regions to have a say on this stuff, so the intention of the legislation, we felt, was actually being defeated, because we hadn’t made it mandatory.” It will be mandatory soon, and Bullock’s days as commission chair appear to be numbered. “There’s no more discretion for any future chair to monkey with it,” Bennett added. One of Bennett’s key issues is denial of secondary residence construction to keep families on the land in the Interior. The legislation also introduces social and economic factors in weighing decisions in the North, Cariboo and Kootenay regions, where in most cases development pressure is an urban myth. The main ALC board will still have authority to revisit a local panel decision if the chair deems it inconsistent with the mandate to protect farmland.

Letter: Delighted with ALC changes I am delighted to see some much-needed changes to the Agriculture Land Commission Act recently being introduced into the provincial legislature. I have been working as an agricultural professional in the Province of BC since 1974. I worked as an agricultural advisor for the B C Ministry of Agriculture in the East Kootenay region from 1975 until my retirement in 2003. This posting provided opportunities to work in many areas of the province, particularly in the proposed Zone 2 section. Our family has owned and operated a commercial farm business in the Cranbrook area since 1979, bringing direct experience in the business of farming. Since the establishment of the Agricultural Land Reserve and accompanying legislation in 1973, we have witnessed the impacts this legislation has had on farmers, communities and businesses throughout the province. The primary purpose of the 1972 legislation was “to preserve agricultural land and encourage the establishment and maintenance of farms” (from History of the ALR, alc.gov.bc.ca website). Preserving agricultural land and maintaining farms are two functions that are fundamentally linked. Obviously preserving agricultural land

without maintaining and establishing farms defeats the purpose. Similarly, maintaining and establishing farms without the availability of agricultural land would be a futile. The Agricultural Land Reserve has no doubt protected and preserved valuable agricultural land across BC since its inception in 1973. This is an essential element of the Agricultural Land Reserve. Under the amended act, the ALR will continue to serve this invaluable function. Maintaining and establishing farms, a mandate of the original legislation, has not been a significant priority of the Land Commission over the past 40 years. There have been few policies or programs developed by the commission to directly encourage the establishment and maintenance of farms. It is interesting to note that 90% of the ALR land resides in the proposed Zone 2, while this zone generates only 15% of the gross farm receipts. How is it that a whopping 85% of the farm receipts are generated on only 10% of the land in the ALR? There are certainly extreme regional differences in the utilization, capability and income generating potential of agricultural land among the various regions of British Columbia. In the East Kootenay,

there are approximately 258,000 ha of land in the ALR. Approximately 94,000 ha of this ALR land is privately held. The remaining 164,000 ha (64%) is in Crown Land tenure. Within the 94,000 ha of ALR land privately held, only approximately 16,000 ha (17%) is improved farmland or land that has been cultivated (6% of all the ALR land in the East Kootenay). The capability of the land in the ALR, climate constraints, availability of irrigation, market availability, economic constraints, etc., are all factors associated with the utilization of this land for farming purposes. Again, these figures point to major regional differences. It is important to note that the new bill will preserve the purposes of the commission as laid out in Section 6 of the Agricultural Land Commission Act (2002). The act will thus maintain its important function of preserving agricultural land. It is particularly rewarding that the new legislation will elevate the importance and powers of regional panels. This will help reflect regional needs and realities in the decisions of the commission. Under the proposed amendments, the act will also establish the need for the commission to consider economic, cultural and social values as well as regional and community planning objectives in carrying out its duties. This will strengthen

cooperative efforts between the commission and regional planning bodies and will help to recognize and accommodate regional needs and differences in Land Commission decisions. This is a critical element for the sustainability of farming in many areas of the province. Agriculture cannot function independent of the communities in which it occurs. Farming depends on surrounding communities for markets, labor, resources and infrastructure. Farming also depends on local communities for schools, off farm employment, and many of the other needs of the family farm. The policies and regulations that support Bill 24 are yet to come. We have been promised effective involvement in this process and we must hold the BC government to this promise. We must recognize the opportunities that are provided by the amendments to the Agricultural Land Commission Act through Bill 24. These provisions will enable us to improve the preservation of agricultural land and strengthen the future of farming in the province. We need to work hard to seize these opportunities by helping to establishing improved policies and regulations that will secure our farms and assist agriculture in achieving its full potential in the Province of BC.

& ranchers. As it stands now, developers and special interests could sit on regional boards to get their own agendas to the detriment of agricultural land. Consultation to date has be selective and not open. The whole membership of the KLA does not have a consensus

position on the ALR changes.

They work hard. Expect to enjoy a good working environment. If you are reading this, sit back and really think how your behaviour affects others in your work environment. Slugs: It’s unbelievable the lack of customer service you experience at a certain Cranbrook auto dealer service department. They don’t even know how to repair their own products, their technical expertise is at the very bottom of the pile. Charge you outrageously for feeble service. Slugs: In this day and age, it sure would be nice to see people use proper punctuation and grammar. If you are spelling a word that needs to be capitalized, then put a capital at the front! I also want to personally acknowledge my instructors in the Crime & Corrections program for their exceptional support, encouragement and inspiration during this academic year. Thank you for recognizing the spark in me, encouraging me to work hard and achieve my career goals even when some days were challenging. Your instruction exemplifies what a college education should provide--rigor, expertise, modeling of instructional techniques, and professional development. As a result of your thoughtfulness and generosity I have learned much of life’s philosophy. “Unless changes are made to the A.L.R. there will be no agriculture industry in the future simply because very few young people are willing to put in the hours and capital necessary to operate a farm or ranch under the economic and operation pressures we are facing.”

3.

“The current A.L.R. legislation is too restrictive in terms of supplemental activities that can be conducted on A.L.R. land which could add needed revenue to support the ranching operation. The real truth is that the vast majority of farms and ranches are being supported or sustained by off-farm income. The absolute best way to ensure we will have a successful agriculture industry in the future is to MAKE IT PROFITABLE.”

OUTER SPACE Creating an outdoor oasis Plant bulbs for a dazzling summer show The first spring bulbs are just poking their heads out of the ground in gardens around the region. Some early bloomers, such as crocus and snowdrops, might even bring colour to the otherwise still sleeping yards. This is a reminder that summer blooming bulbs have to be planted in the spring to ensure a dazzling display in your flowerbed later in the season. Many summer blooming garden favourites are grown from bulbs, tubers or root clumps, they include dahlias, gladioli, lilies and even peonies and hostas. They can be planted as soon as

the ground is warm enough, around 10 degrees Celsius. The best site for bulbs is on well-drained soil with organic matter added. Also consider the light requirements of the plants – you will find them on the package. Many summer blooming bulbs need full sun or partial shade. Bulbs can also make a great addition to your planters and baskets. After choosing an appropriate site for your bulbs to grow, dig with a fork or spade to loosen the soil. Add some bone meal or bulb food to the soil to stimulate strong root development. If you are planting small

bulbs like cyclamen or anemones, use a trowel to dig a hole at the recommended depth - see on the package. For larger bulbs, such as dahlia tubers and cannas, it is better to dig a large hole and mix the bulb food or bone meal at the bottom of the hole. Place the bulb on top of this mix, making sure that the eye - this is the growth bud - is facing up before burying the bulb. Then all you have to do is water, fertilize and enjoy. Water the bulbs after planting and give them a good drink every time the soil is dry after the first flower buds appear. Fertilizing the plants monthly

from when the shoots emerge until the plants reach full flower will keep them beautiful. Some summer blooming bulbs, especially dahlias and gladioli, might need extra support to remain upright. A wire support, such as a peony ring, is an easy way to hold up plants with weak stems and large, heavy blooms. Stakes will also work, however it is a good idea to drive them into place at planting time to avoid accidental damage to the bulbs. The different types of bulbs die down at different rates. Cut them down to soil level after the leaves have all yellowed and fallen over.

Fading leaves can take away from the overall look of your garden. If they bother you, try growing your bulbs with low-growing herbaceous plants (plants that have no woody growth). They leaf out later on in the season and hide the bulb foliage. Most summer flowering bulbs have to be dug up in the fall and stored indoors through the winter months. Use a spading fork to lift the bulbs from the ground. Some bulbs, such as dahlias, should be stored in clumps with soil around them, on a bed of lightly moistened peat moss or sawdust in a cool place. Other

It’s time to wake up

bulbs, such as cannas, have to be washed and dried before they can be stored away from sunlight in a cool, dry

basement, cellar or garage. Keep your bulbs well labelled so you know what you are planting next spring.

Thank you for voting Key City Gymnastics Most Improved Business Image Award

Heidi Romich took home the honour of Business Person of the Year during this year’s Cranbrook Chamber of Commerce Evening of Excellence. She won for the work her business, The Heid Out, Fisher Peak Brewing Company, has done to increase its market and stay competitive. All of the winners of this year’s event were nominated by members of the community and the large turnout at the event, hosted at the St. Eugene Golf Resort and Casino pavilion, showed that the community does support local business.

How about hours of fun from little one taking their first steps, to seniors not willing to take their last step.

It supports economic investment in our region

An economically dynamic region attracts investment. The more investment there is, the more our municipality and region earn in tax revenues. This, in turn, attracts other investors. Investors are like consumers — they are attracted to deals that work!

It makes a difference to the environment

Buying locally made products and doing business with companies from our region is a way to be active in protecting the environment. The less our goods are transported from far away, the less we contribute to greenhouse gas emissions.

It helps support community organizations Our non-profit organizations receive a lot of financial support from business people in the region, and these donations are essential. When our local economy is in good health, our organizations are in good health.

Horoscope for the Week: April 18, 2014 Contact Michael O’Connor for a Personal Reading • 888.352.2936 sunstarastrology@gmail.com • www.sunstarastrology.com Tip of the Week: The tsunami of energy indicated by the Cardinal Grand Cross continues to roll in and in fact will reach its next peak on Easter Sunday (April 20). This energy wave pattern is sure to be stirring and shaking people in all kinds of ways. The effects may occur physically, materially, psychologically or spiritually. Either way, the more flexible or cooperative one is with the ebbs and flows of life, the better. The deeper dynamics of how Astrology works is a reminder of the weave of our own consciousness, both individually and collectively, as an extension of the cosmic reality as illustrated by the planetary inter-relationships. This is the deeper meaning of the grand continuum. It may all sound a bit ‘out there’, yet, it is a simple reminder that we exist on a planet and are very much ‘one with’it and by extension, it is one with the solar system, the galaxy and the universe. Speaking of planets, April 22nd is Earth Day. This grass roots movement which originated in 1970 and founded by some visionary, spirited and environmentally minded people is now recognized all over the world. Unfortunately, the exploits of big business and even governments, like the Canadian, seem not to be so moved by its visionary message. Perhaps the powerful Grand Cross will have the effect is shaking us all a bit more awake to look more closely and further down the road and make some needed adjustments in our attitude and actions. Astrology with its leaning to appreciate the notion of destiny and freewill are not in contradiction, it is part of ‘the plan’that they too are part of the same weave of consciousness. Happy Easter and Earth Day too! Aries (Mar 21 – Apr 20) With each new day you are steadily changing regarding your perspectives, attitude and approach to relationships. Unless you are resisting, the change implies realizing more equality in one or more of your most significant relationships. Moved by love and perhaps compassion too, you feel determined to make sincere efforts. Don’t ask why, just ask how. Taurus (Apr 20 – May 21) A busy time behind the scenes continues. Yet, you will take more deliberate and assertive actions this week. Paying strict attention to the details has been an important theme. Meanwhile, a process of healing relationships is featured. The one you have with your own self may be the most important one to consider first though. Peace without begins within. Gemini (May 21 – Jun 21) Learning to be your own best friend is a current theme. Good friendships include harmony, honesty, acknowledgement, respect, support, constructive criticism and quality time shared. Directing these attributes to your own inner state and dialogue process is ever ideal, especially now. Decipher for yourself what makes you special and affirm it, all of it. Cancer (Jun 21 – Jul 22) Some big shifts and changes continue to shake your world. These are pushing you to get to the bottom of things. Spring cleaning and renovation projects are distinct possibilities. In the bigger picture you have likely be gearing-up for many months to make some important moves. Contending with some major power players is likely. Persevere to win. Leo (Jul 22 – Aug 23) The time has arrived for you to take to the stage somehow. A more serious and work oriented focus is now required. Where you were preparing and perhaps rehearsing over the past several weeks, now it is time to perform. Trust that people value your talents and abilities and do your part by making your presence known. Virgo (Aug 23 – Sep 22) Circumstances have been pushing you to dig deep over the past several weeks. Now it is time to broaden your scope. While collaboration is often effective, be careful not to lean too much on people and situations. Continue to remain as flexible as you can. Your energy levels may not match your ambitions these days so establish an even, steady pace.

Libra (Sep 22 – Oct 22) A deepened desire and focus upon money and finances in general will become apparent this week. Yet to succeed, you may have to give more than you would usually. While this is generally an expansive time, you are also wise to exercise a healthy measure of restraint. In the bigger picture, this includes paying closer attention to your health. Scorpio (Oct 22 – Nov 21) Not only your entire lifestyle but your habitual mode of perception as well, have and continue to be challenged. All being well, you are doing the inner work and adapting proactively. Negatively, you may be contending with selfdoubt demons. Decipher how you can best give to people and situations, more than to receive, then do it and those doubts will dissolve. Sagittarius (Nov 21 – Dec 21) After a few playful weeks, you will now enter into a more serious and sober work mode. The transition will be somewhat gradual, yet steady. Creating beauty in your home environment is featured. Deciphering more fully who you are and what you want to have and do next in your life is on your mind. You have already entered new territory so keep going. Capricorn (Dec 21 – Jan 19) Your life may be described as a steady march of power these days. This is very much in alignment with your nature and destiny. However, how you express and assert your power is important. ‘What does it gain a person to forsake heaven for earth?’how you define heaven is up to you. A hint: heaven on earth is realized as loving, harmonious relationships. Aquarius (Jan 19 – Feb 19) The desire to establish a more reliable home base is coming to the fore. Balancing a peaceful environment with one that supports your practical needs is extra important. Focus to experience inner peace to feel free for worry, impatience and the like. It may take another month anyway and up to three before you experience the breakthrough and expansion that you seek. Pisces (Feb 19 – Mar 20) Focusing to produce positive changes in your overall mode of approach and perhaps your income stream as well continues. Your ambitions are strong and you are willing to do the work. Yet, it may feel like you are a fish swimming upstream. Fortunately, your focus will get stronger over the coming weeks. Even three steps forward and two steps back is one step ahead. Persevere!

charged nearly 600,000 of its optional auto insurance customers and will issue refunds with interest averaging $162 to those who paid too much. Most motorists aren’t affected by the glitch, which happened because incorrect descriptions were assigned years ago to some vehicles. The error was uncovered last year with ICBC’s move to a new computer system. About 1.8 per cent of optional insurance customers paid an average of $21 too much per year as a result and 240,000 drivers are owed cumulative refunds stretching back as far as 2008, according to ICBC. The public auto insurer is updating vehicle descriptions for past years so it can accurately recalculate historic premiums and repay improper charges for the last six years – as far back as its legacy computer system permits. Another 350,000 customers paid less than they should have by about $34 per year on average but ICBC won’t bill them retroactively. Affected drivers are to be notified and receive refund cheques by July.
