called to a minor collision on Rotary Drive. Once on scene the officer noted signs of alcohol consumption. A breath sample was obtained which resulted in a “Fail”. That driver is now prohibited from driving for 90 days and his vehicle has been impounded for 30 days. Later the same day around 7 p.m., a driver quickly turned off Gerry Sorensen Way as he approached a road block. Police located the vehicle in Trickle Creek Ridge. A breath sample was obtained, which was a “Fail”. He is prohibited from driving for 90 days and his vehicle is also impounded for 30

days. He also received a violation ticket for Open Liquor in a Motor Vehicle which is $230. On, Sunday April 6 a police officer noted a motorcycle traveling at a high rate of speed on highway 95A near Forest Crown. The motorcycle was clocked at 125 in an 80 zone. As a result the operator was issued a violation ticket for excessive speed ($368) and the motorcycle was impounded for 7 days. In addition the operator did not have an approved helmet. This is another expensive fine and the motorcycle can be impounded under that section as well.

Garden Tools

1. Gardening with the Croods. Garden tools have been around since the beginning of agriculture over 10,000 years ago. The microlith was the multi-tool of the Neolithic period. A small, sharp stone blade set into a handle of bone, wood, or antler, its shape is similar to a small spade. It was used for digging, clearing forests, clipping or cutting plants, and for making other gardening tools. 2. Gardening as a Pastime. The industrial revolution of the Victorian Age brought along an explosion of interest in gardening as a pastime as well as the creation of public garden spaces. This led to the creation of custom tools such as cultivating forks and pruning and hedge shears. Through mass production and mass transit, they became widely available. 3. Calling a Spade a Spade. The spade is the gardener’s most important tool; it is used for turning the ground before planting, digging, dividing plants and more. Choose a spade with a stainless steel blade and if you are tall you want to look for an extra long handle. 4. Dynamic Duo. The garden hoe is also one of your basic gardening tools. It is ideal for keeping down weeds and works magic at breaking down clumps. Again, you should choose a long handle to cut down on the bending. A rake is useful in a kitchen garden and when setting up a new garden. Watch for a head that is that is made in one piece; riveted heads are not as strong. 5. Good Garden Manners - Use a Fork! The garden fork is also an invaluable tool for lifting and digging. The ones with ‘D’-shaped handles will be much stronger and easier to work with. 6. Good Things in Small Packages. A hand fork is the smaller version of the garden fork with three tines on a short handle. The tines are perfect for aerating soil and digging. A true team player in the garden tool set, you can even use the hand fork to plant if you don’t have a trowel handy. 7. All-Round Wonder. Hand trowels are indispensable for anything from planting to weeding and filling containers. It should have a short handle and long V-shaped scoop. There are also ergonomically-formed versions for those with arthritis. 8. Sharp and Sweet. Pruners come in various styles. They are used for trimming small branches, pruning roses or snipping flowers for a bouquet. The blade and the bill of bypass pruners move past each other much like scissors. In anvil-type pruners, the blade chops against something hard. In all pruners it is important to keep the blades sharp or you will risk damaging your plants’ branches and stems. 9. Play it Safe! Although not a tool in the classic sense, but just as important for fun and functional gardening, are a few pairs of well-made garden gloves. Made from light cotton or even bamboo fabrics, light gloves protect your hands in everyday-gardening while still allowing them to breathe. In early spring, when the soil is still cold and wet, you might opt for a pair of gloves with rubberized fingers and palms that keep your hands from getting wet and cold. For pruning, you should reach for a sturdy pair of gloves that has extra long cuffs and is reinforced with leather or heavy duty rubber. 10. The Right Tool for the Job. If you are struggling with old, worn-out tools or are using the Publication: Creston Advance (BCNG) wrong tool, gardening may not be as enjoyable as it could be. There is a multitude of goodInsertion dates: April 10 & 17 quality, well-designed and specialized tools available on the market that can remove some of the hard work in gardening. The new B.C. Services card.

The digital wave is just beginning B.C. Views by Tom Fletcher Have you got one of the new B.C. driver’s licences yet? By now most drivers have the one with the unsmiling black and white mug shot, to conform to passport standards so it could be used for border identification with the magnetic swipe strip on the back. About one million of us now have the newest version, with a creditcard style digital chip that proves your residence and eligibility for our famously “free” medical care. The motor vehicle office started issuing them about a year ago, as five-year licences expire. They replace the old “CareCard” that has no expiry date. Over the years there were more than nine million CareCards issued, twice the population of B.C., as people held onto their access to our defenseless, overworked medical system from wherever they moved to. Positive identification is only the start for this card. Each will be assigned a password that gives access to online medical records, so when patients show up at an ER, their eligibility is confirmed and

any previous conditions or medications are accurately matched. (Note that medical information is not stored on the card, just an access code that goes with the password.) Patients will be able to call up their own files at home, book medical appointments and even renew prescriptions, which is where the efficiency comes in. In-person visits for routine prescription renewals are a cash cow for today’s doctors, generating guaranteed billings but often little or no health benefit. Most people will still think of it as a driver’s licence, but it’s intended as an all-purpose government ID. If you don’t drive, you are spared the $75 licence renewal fee, and within a couple of years the cards will start providing online access to a wide range of government services. Andrew Wilkinson, minister of technology, innovation and citizens’ services, says a public consultation has shown most people are comfortable using a system they already trust for their banking. By the end of 2015, Wilkinson says about two million people will have the new cards, roughly half of B.C.’s population. Application forms converted to on-

Tamara L’Hoost

line access will include student loans, birth, death and marriage certificates, voter registration and even criminal record checks. All this will be costly to set up, but the savings from having customers do their own data entry are well known, as any banker or supermarket owner can tell you. “You can understand that if you’re in the vital statistics office and this can all be done from places like Telegraph Creek and Horsefly remotely, that actually saves them a lot of money,” Wilkinson said. “There will be conversion of existing services where you have to go into an office and wait around and fill out forms. Those will be converted to online services.” It also means a decline in the number of government office jobs, and the potential for further outsourcing of services, as we have seen with Medical Services Plan administration and the back-office functions of BC Hydro. Some older readers won’t be thrilled to hear about this. They don’t want a “smart phone,” just a phone. But they will also see their greatgrandchildren becoming adept with tablet computers before they can even speak. Seniors will get the hang of it pretty quickly, and their lives will become easier.

Travelogue 2014

Upcoming EvEnts

The Mount Baker/Tri-School Travel Club returned to Cranbrook after a jam packed twelve day tour of London, England; Paris, France, and Italy. Twenty-nine people traveled together from Cranbrook to Calgary on March 15th, flying directly to London, England. There we took in the sights and found ourselves in the middle of the St. Patrick’s Day celebrations in Leister Square. We filled our two days with tourist destinations, including a visit to the British Museum, Platform 9 3/4s, and an evening performance of the musical Wicked. Early the next day, we were off on the Eurostar train through the Chunnel to Paris, France. Again, we found ourselves busy visiting the sights from morning until night; two of the many highlights included our climb to the mid point of the Eiffel Tower, and our visit to see the Mona Lisa in the Louvre. On March 20th, the group boarded an overnight train which took us to Milan, Italy. A tour bus was waiting for us at 6:00 A.M. and we were off to Florence, Italy, home of Michelangelo’s David. Florence afforded us some shopping time which we all enjoyed. The next day we headed to Rome. Here we toured the Vatican and the amazing Sistine Chapel. The following morning we headed to the ruins of Pompeii, and then to the beautiful seaside resort of Sorrento. Once again we were able to do some quality shopping; picking up souvenirs for friends and family. Getting up early as usual, we were off to the beautiful Isle of Capri. Seasickness aside, we had a nice tour of the island and then returned to the mainland to catch the bus to Rome for our final night. We were up at 2:30 A.M. to catch a 6:00 A.M. flight to Frankfurt, Germany. Our connecting flight with Air Canada brought us safely back home on the 24th. It was an incredible, hectic tour, but each of us will remember those famous sights, and perhaps will one day return to spend a little more quality time in the places we often only imagine experiencing in real life.

Mount Baker Music and the Symphony of the Kootenay’s are joining forces to present the final Symphony concerts of the season: “A Celebration of Excellence”. The Mount Baker Senior Concert Band and Jazz Band have been practicing for this event all year. Now they are going to be honorary symphony members for a weekend, playing in the orchestra, and also being featured on their own. The concert will feature cellist Jeff Faragher and include such wonderful pieces at the “Harry Potter Symphonic Suite”, the “William Tell Overture” and Duke Ellington’s “Caravan”. Show-times are Saturday, April 12th at 7:30 pm and again on Sunday, April 13th at 2:00 pm. Tickets are $29.50 for adults and $21.00 for youth, available at the Key City Theatre Box Office. Tickets are going fast! Mount Baker Wild Theatre is thrilled to present a musical like none you’ve ever seen. The numbers are sweatier, the voices are louder, and the bladders are fuller than ever before. With just over a month left, the cast of Urinetown is excitedly counting down to its opening night, which will be catered by the fabulous Green Door. Make sure your evenings are free, because this is a show you don’t want to miss. Urinetown the Musical. Honestly.

International conference will explore future of Columbia River The future of the Columbia River is the focus of an international conference that will take place in Spokane on October 21 to 23,

This is the fourth conference to be coconvened by the Trust and the Council since the late 1990s and will be co-chaired by two former Chairs of the respective organizations:

Garry Merkel of Kimberley, BC, and Larry Cassidy of Vancouver, Washington. “What are the issues that affect the Columbia River Basin and its communities? The

risks? The opportunities? The conference will bring together people from varying backgrounds, from both sides of the border, to discuss topics like these,” said Merkel. “It’s an ideal venue that will help us all become better stewards of the river and its resources.” The conference will bring together experts and interested stakeholders representing state, provincial, federal, Tribal, and First Nations governments; electric utilities; environmental groups; and citizen groups from both countries to: • provide a transboundary forum to share information and build understanding on topics such as ecosystem management, international water governance, climate change, and energy; • provide updates and a forum for discussion on important transboundary issues such as the Columbia River Treaty review process; • provide information and updates on efforts to restore and conserve salmon in the upper Columbia; and • identify opportunities to support ongoing transboundary communication and collaboration “We ask a lot from this river: hydropower, irrigation, inland navigation, flood control, recreation and, at the same time, environmental conditions that support fish and wildlife, including threatened and endangered species,” Cassidy said. “With the Northwest population growing, with the United States and Canada rethinking the future of the Columbia River Treaty, and with demands on the river increasing for fish benefits, this is a good time to look back at what the river has done for us and then think about what we want the river to do in the future. Anyone with an interest in the future of the river should attend this conference.” A planning team composed of approximately 40 people from the United States and British Columbia is helping the Trust and Council shape the conference agenda. The planning team membership represents a broad range of Columbia River interests.

Claiming disaster financial assistance Submitted The RDEK made application to Emergency Management BC (EMBC) for Disaster Financial Assistance (DFA) for “Overland Flooding” in response to the flooding in early March. The Province has approved Disaster Financial Assistance for the Regional District of East Kootenay (Electoral Areas A, B, C, E), City of Kimberley, City of Cranbrook, Village of Canal Flats, City of Fernie, and St. Mary’s Band for qualified residents and property owners who were unable to obtain insurance to cover flood-related losses. Full-time residents/ home owners, residential tenants, small business owners, farmers, charitable organizations and local government bodies, can fill out claim forms and submit them for a portion of the cleanup costs related to the flooding that are not covered by insurance. The DFA program is provincial (not RDEK) and is only available to full-time residents (not seasonal). Applications for Disaster Financial Assistance are on EMBC’s web site at http://embc.gov.bc.ca/ em/dfa_claims/dfa.html Steps: 1. Get a letter of claim denial from your insurance company. 2. Download the DFA Program Guidelines and Application Form (links below). Copies are also available at the RDEK offices in Cranbrook and the Columbia Valley. 3. Document everything you possibly can related to your flooding. If you took photos, provide as many as you can. If you did not take photos during the flooding, but still can see evidence of the damage (ie/ high water marks on drywall), take photos now. 4. Keep receipts for any and all cleanup costs related to the flooding and resulting damage / repairs. If you did not keep receipts, see if you can go back and get copies. You will need receipts to be reimbursed. 5. Submit your application to EMBC. Once they have received your application, they will contact you and make arrangements

for an on-site visit with one of their evaluators. This is a Provincial program and you will work directly with them.

Important: • The deadline date for EMBC to receive DFA application forms is July 2, 2014; however, you can submit the forms anytime. • When filling out the forms, it asks for the date of damage. Make sure you indicate a date

between March 4-11, 2014 as this is the timeframe DFA has been approved for. If you don’t put these dates down, your claim will be refused. • This is a Provincial assistance program, and will only cover a portion of costs for ap-

proved claims. • It is totally separate from the RDEK, so if you have questions about the program contact EMBC at 1-888257-4777 or dfa.gov. bc.ca.

3 Facts you need to Know About...

Farming & Food in the Kootenays...

1.

While we produce only 2.5% of the farm cash receipts, our government does much to support and protect agriculture in the Kootenays such as the Ministry of Agriculture’s Buy Local campaign which offers successful applicants matching funds up to $100,000 to launch or expand local food marketing campaigns as part of a $2-million B.C. government effort to promote B.C. foods.

2.

This includes $85,000 to the BC Association of Farmers’ Markets (BCAFM) for a campaign which uses social media tools including Facebook and Twitter in combination with media ads and online incentives and contests to raise awareness of local farmers’ markets across B.C. These provincial government funds promote farmers’ markets in Cranbrook, Golden, Fernie, Invermere and Revelstoke.

3.

While Kootenay farmers & ranchers can’t feed our entire 160,000 Kootenay citizens, the changes to the Agriculture Land Commission will enhance opportunities for the industry to strengthen their businesses and keep them working their productive land. Improving the ALC will support the efforts of all those who believe in local food production and food security.

This two-week course prepares carpenters to challenge, write or re-write the carpentry Level 4 Certificate of Qualification and interprovincial (Red Seal) exams.

Time: Monday to Friday 8:00 am - 2:00 pm Room 321, Cranbrook Main Campus Tip of the Week: Mars, Jupiter, Uranus and Pluto will be positioned almost exactly 90 degrees apart from our perspective here on Earth this week. Each is in a Cardinal Sign, Libra, Cancer, Aries and Capricorn, respectively. This ‘Aspect Pattern’ is called a Grand Square. There are 3 ‘modes’ in Astrology, Cardinal, Fixed and Mutable. Cardinal is the most yang, dynamic, assertive and initiative oriented. When found in a person’s Natal Chart, a Grand Square can manifest as a block of energy, something of a stalemate situation. Yet, at best it represents a powerful reserve of energy and potency. By bringing awareness of such a pattern to a person who has it, they can then use their free will in a more conscious and deliberate way to make the most of it. The same may be said of tuning-in to this ‘cosmic weather pattern’. April 14th is the peak date and April 20, Easter Sunday is another. But this overall period implies a rise in dynamic, assertive and even dramatic and violent expressions. However, it should not blankly be interpreted as negative per se’Yet, it does suggest that we will see and experience a steady increase in the overall pace and tempo this week and next especially. The fact that Mars is retrograde, and in diplomatic Libra, will serve to dampen what might otherwise be expressed as an unchecked and potentially aggressive drive, to be seen and heard and to make an impact. As well, Venus in Pisces conjunct Neptune will contribute to this softening tone. When together especially in Pisces, Venus the lover and Neptune the mystic can produce a divine, sublime effect. Since both are within the vicinity of Chiron also in Pisces, circumstances will likely manifest as various modes of healing wherever needed. A Lunar Eclipse on April 15 at 0:42 a.m. PDT brings in an added measure of intrigue to this already loaded planetary pattern. Because the Moon symbolizes the past, when it is eclipsed it synchronizes with a sense that trends and flows indicative of ‘the future’come forward much more quickly. Exciting times! Stay tuned. Resort rolls out exciting new season Setting a resort apart from the rest entails a concerted effort to maintain world class service while offering new enticements to visitors and locals. The St. Eugene Golf Resort and Casino is doing just that this year and has rolled out new reasons to discover the resort all over again. “It’s a really exciting time at the resort right now,” said Avana Gjendem, marketing and event coordinator for the resort.

April is a busy month at the resort. To begin with, on April 12, the resort is hosting its Wine Makers’ Dinner. This resort has partnered with Hester Creek Estate Winery for this wine pairing dinner, that features a five-course meal and all the wine pairings that come with that. Diners will enjoy delicacies such as seared Atlantic jumbo scallops, grilled bison tenderoin with Manitoba birch syrup demi and Mascarpone stuffed crepe with

Starting this September, the hockey program will be available to Grade 7 students at Laurie Middle School as well as Grade 7, 8 and 9 students at Parkland Middle School. The program features 50 hours of specialized on-ice training and is open to all male and female hockey players. Blackjack”, a promotion that runs until May 2. The first 25 people into the casino get $5 in free table play and is a great opportunity to learn how to play the game. If players happen to attain a suited Blackjack or win five Blackjacks while playing, they can enter for a trip for two to Las Vegas, or a $500 or $250 gift card for travel. “Everybody loves Las Vegas,” said Gjendem. “And people may be interested to know that in our casino, we just gave away $104,000 on our BC Gold machine. That’s pretty exciting.” What everybody in the region has been waiting for is just about to happen at the resort. On April 18, the St. Eugene Golf Course opens. “My understanding is that the golf course is in fantastic condition,” said Gjendem. “The weather has been beautiful and I’m already starting to see the green on the course.” The resort has instituted dynamic pricing for the course this season, which means that for locals, a round can cost as little as $25, with no local paying more than $65 for a round. To be considered local, all a golfer has to do is present their ID card, or a utility bill. Even if you live elsewhere but own a vacation home in the area, the utility bill will still class you as a local in regards to this promotion. “Local residents should be celebrated and we want to give them the best rates we can,” noted Gjendem. “Just call our pro shop at 250420-2060 and our golf professionals will help them get the best possible rate for golf.” Rounding out the month is a return of Dueling Pianos. On April 25 and 26 this fourhour high energy dose of entertainment will be wowing audiences. Sing-along, dance-along and a lot of fun are what’s on tap for this show–which is returning due to high demand.

Overcoming cancer and celebrating life Primary bone cancer starts in the bone’s cells. A rare disease, it is not the same as secondary bone cancer, or bone metastases, which starts elsewhere in the body and spreads to the bones. Osteosarcoma is the most common type of bone cancer. It starts in new tissue in growing bones, most often in the knee area. Osteosarcoma tends to spread to other parts of the body, especially the lungs.

Primary brain tumours start in the brain and can be either benign or malignant. Cancerous tumours that begin to grow in other parts of the body and spread to the brain are called secondary or metastatic brain tumours. Elsewhere in the body, benign tumours are generally not considered as dangerous as malignant tumours. In the brain, however, both kinds can be serious and possibly lifethreatening.

Breast cancer starts in breast tissue cells, which extend beyond the actual breasts, from the armpits across to the breastbone in the middle of the chest and up to the collarbone. The breasts sit on the chest muscles that cover the ribs. Breast cancer is the second leading cause of death by cancer in women.

Primary liver cancer starts in the cells, bile ducts, blood vessels, or connective tissue of the liver. It is uncommon and is different from secondary liver cancer or metastatic liver cancer, which spread to the liver from other parts of the body. Most primary liver cancers begin in liver cells called hepatocytes, and the most common type is hepatocellular carcinoma.

There are two main types of lung cancer: small cell lung cancer and non-small cell lung cancer, which is the most common and slower-growing type. Small cell lung cancer grows quickly and often spreads to distant parts of the body. Lung cancer is the leading cause of death by cancer in both men and women.

Let’s make cancer history!

There are three main types of ovarian cancer. For each type, the cancer starts in a different type of cell found in the ovaries: • epithelial cell cancer starts in the cells that cover the outer surface of the ovary; • germ cell tumours start in the egg cells within the ovary and generally occur in younger women. Germ cell cancer can even develop in children. • Stromal tumours start in the connective tissue cells that hold the ovary together.

More than 90 percent of testicular cancers start in germ cells, which are the spermforming cells within the testicles. Other types of cancer can spread to the testicles, at which point they are called testicular metastasis. It is the most common cancer to occur in young men who are between 15 and 29 years old.
