With sale of the Belmont secondary land finalized, details are now being sorted out surrounding the Westshore Skatepark, which sits on the property.

Sobeys, which owns and operates Thrifty Foods in B.C., bought the 21 acres from the Sooke School District for $23.25 million and has had a rezoning application approved by the City of Langford to allow for development on the site, which will include a Thrifty’s store.

“There is a high-level plan of mixed use, residential/ retail development,” said Thrifty Foods spokesperson Ralf Mundel.

The land will be leased

back to SD62 for the next 24 to 30 months, until the new Belmont school is complete.

The immediate future of the skatepark, which also sits on the property, is still being sorted out by operator West Shore Parks and Recreation and the school district. The lease to use the property has run out and the skate park will be torn out if no new deal is reached.

“We’re waiting to hear back from the school district on that,” said West Shore Parks and Recreation Society chair Rob Martin.

“We don’t have a lease, but we haven’t had to officially take the park off either.”

Glaucoma...

“the sneak–thief of sight” Glaucoma is a disease that is characterized by higher than average pressures within the eye. Those higher pressures can cause optic nerve damage, which in turn may lead to vision loss. Most types of glaucoma do not have any dramatic or painful symptoms, but develop slowly and subtly over a period of time. Since peripheral vision is generally affected first, most patients never suspect they even have a problem. For that reason glaucoma is called “the sneak-thief of sight.”

Although the most common type of glaucoma cannot be cured, if detected and controlled early, vision can be preserved. Early diagnosis is of paramount importance as the damage to sight can not be reversed, but its progress can be halted.

Who is at risk for developing glaucoma? Risk factors include: • Family history of glaucoma • Being over the age of forty • Elevated intraocular pressure • Diabetes • High myopia (nearsighted) • Being of African descent • Smoking (another good reason to quit) Your optometrist will routinely check your eye pressure, examine the optic nerve at the point where it enters the eye and assess other risk factors. The optic nerve changes in appearance as glaucoma damages the nerve fibers. Visual field testing can be arranged by your optometrist to check the sensitivity of both your central and peripheral vision.

If your optometrist suspects that you have glaucoma, you will be referred to an opthalmologist. If the diagnosis is confirmed, treatment will be initiated.

Medication to decrease fluid production or increase drainage is often used to reduce intra-ocular pressure.

Compliance to the medication schedule is essential for the preservation of vision.

The best way to prevent damage from glaucoma is never to let it progress. You should have your eyes examined regularly to avoid this preventable loss of vision.

The use of stolen ATM cards around Greater Victoria has led police to a huge haul of stolen property on the West Shore.

The Greater Victoria Regional Crime Unit executed two warrants late last month on properties in the 3600block of Vitality Rd. in Langford and the 3300block of Mary Anne Crescent in Colwood.

Both homes were connected to suspects captured on video withdrawing up to $1,000 from ATMs using stolen bank cards, said RCMP Cpl. Darren Lagen.

More than 100 items were seized, including computers, cellphones, jewelry, stacks of stolen ID and bank cards and body armour. Weapons seized included a collapsable baton, a replica handgun and a vintage German Deutsche Werke .22 rifle.

The items have so far been connected to 17 stolen property reports in six jurisdictions, Lagen said. The search warrants were executed on March 20 and 27.

Geoffrey Pearson Agnew, 33, Erin Marie McCann, 35, and Ryan Andrew Fletcher are facing up to 70 criminal charges. dpalmer@vicnews.com

A tentative deal to revive the defunct E&N railroad could mean train service returning to Langford and View Royal, with a possible new stop at Westhills.

Having a rail service up and running could still be years away, but Island Corridor Foundation CEO Graham Bruce said plans are being solidified for regular passenger trips between Nanaimo to Victoria.

Stops haven’t been finalized, but once-active stations in Langford and View Royal are included as part of the proposed operation.

A new platform station is also in the works for Westhills.

“We’re looking to try and develop it in such a way that it

provides the greatest opportunity for use, while meeting the needs of the entire island,” Bruce said.

The ICF announced in Nanaimo last week a tentative deal with Southern Railway and Via Rail to

bring back rail service to Vancouver Island.

The new deal would allow the Island Corridor Foundation and Southern Railway to access more than $20 million in funding for track and bridge improvements through the partnership of federal, provincial and regional governments, according to foundation co-chair Mary Ashley.

Via Rail has since cautioned the deal may not be as close as the foundation made it sound, but Bruce maintains a tentative deal is on the table and the parties involved are merely being cautious.

“They said there’s no final agreement, and we all agree there’s no final agreement,” he said. “But we all agreed there’s a tentative agreement.”

Freight and passenger train operations would be based in Nanaimo and trains would run between Victoria and Courtenay, with an early-morning southbound route to the Capital Region planned.

With Burnett Road improvements now in the View Royal budget, the town’s traffic advisory committee is shifting its focus to another troubled trail.

The committee is recommending the town spend $55,000 to improve safety for pedestrians on the north end of Watkiss Way and on a stretch of the Galloping Goose running alongside the road.

Committee volunteer member Ron Armstrong said a visit to the area at night was all he needed to be convinced of the need for improvements.

“I was taken aback by the lack of lighting. It felt very unsafe,” he said. “It’s like this area’s been orphaned from other considerations.”

Many stretches of the Galloping Goose near Watkiss are dark and sheltered at night.

“The Goose is just too dark at night for people to feel safe,” said committee chair, Coun. Ron Mattson. “If you look at this, if you were to try to walk down here at night when it’s pouring rain and dark, you’re not going to feel all that comfortable.”

Money is already earmarked in this years budget for a new raised crosswalk at Marler Drive, to provide a place to cross the street to access the Goose.

Additional improvements being recommended include increasing lighting along the trail, taking out bushes which hide the Goose from the road, installing a raised curb to separate the shoulder from the driving lane along long stretches of the road and adding a crosswalk by Francis View Drive.

The $55,000 budget includes everything except repainting road lines to make room for the curbs. Mattson said the package is a relatively low-cost option compared with creating sidewalks and installing speed humps, but

The schedule will have to go through some adjustments, however, and there is no set date for when everything will be up and running, Ashley said.

“There’s much work to do before the passenger train whistle blows again,” she said.

“The agreement is to be ratified by the three respective boards, funding agreements will be signed off, tendering and awarding of bids will proceed and there will be approximately nine months of track work.”

The foundation has stated repairs will cost more than $100 million. Bruce said the repairs would be done incrementally over the next few years.

can have significant impact to the area.

Area residents have told Mattson they feel as though they live in the forgotten neighbourhood of View Royal.

Improvements to roads and infrastructure on the other side of the Trans-Canada Highway are common, while Watkiss Way has remained relatively unchanged, despite new developments and subsequent increased traffic.

East of Burnside Road West, additional raised curbs are planned to separate the shoulder from the road for pedestrians, though with a reduced priority. A crosswalk across Burnside Road West near Kami Crescent is also under consideration.

While Watkiss is not currently a high-traffic area for pedestrians, Armstrong said that’s not the point.

“Stroll pedestrians is what we’re talking about, recreational pedestrians. But they have a right to go strolling.

We’re living in an age of combating obesity and everything else, so one of the best ways is to go for a walk.”

The recommendation will go to the town’s finance committee next to determine whether it fits into the budget. From there the budget needs to be approved by council. kwells@goldstreamgazette.com

A raid by West Shore RCMP and Victoria police has uncovered the substantial spoils of a gang-related drug dealer, including a storage unit police are describing as a “war room.”

The two police agencies, along with the Combined Forces Special Enforcement Unit of B.C., have seized over $40,000 in cash, along with guns, bullet-proof vests and drugs, in a raid of five houses in Langford and Colwood. The search led to the arrest of two men, including an alleged gang-related drug dealer.

The April 2 searches were the culmination of an investigation ongoing since last July and targeted two men.

Police used covert investigative techniques to uncover the drug dealing techniques of the suspect and his associate. Four West Shore residences and a storage locker were linked to the pair and police were granted search warrants.

Early Wednesday morning VicPD officers, CFSEUBC and more than a dozen RCMP officers searched the homes and arrested Abraham McMillan and Dezmond White, who police say has ties to the Red Scorpion

gang active in the Lower Mainland.

Officers seized cash and more than 500 grams of cocaine, along with heroin plus a late-model Dodge Charger allegedly used in connection to the crimes.

Inside the storage locker, police found what they describe as a “war room,” with six sets of body armour, a shotgun and handgun and ammunition for both.

White and McMillan are charged with possession of a controlled substance for the purpose of trafficking.

Other charges may be forthcoming.

“These arrests are another example that the tentacles of gangs and gang violence reach every corner of our province,” Special Enforcement Unit spokesperson Sgt. Lindsey Houghton stated in a press release.

Sooke School Board chair Wendy Hobbs said talks are ongoing and the district supports finding a way to keep the park open so long as it is still leasing the land from Sobeys.

A new committee formed to find a new home for a skatepark met earlier this week to discuss next steps.

The sale completes the funding for the two new secondary schools being built on the West Shore, Royal Bay in Colwood and the new Belmont secondary in the Glen Lake area of Langford. The majority of the remaining funds will come from the province.

“We are quite relieved that we were able to come up with our end of the deal for the government,” Hobbs said. “I think it’s all very exciting.”

The district had hoped the land would fetch a higher price, as at one point it was valued at about $28 million. Given the current real estate market, Hobbs said, they are happy with the result.

School memories run the gamut News that the sale of the Belmont secondary land from the Sooke School District to Sobey’s Inc. had been finalized stirred up emotions among many Belmont alumni.

Not surprisingly, some of the nearly three dozen commenters on the Gazette’s Facebook page took time to tap out their condolences to their alma mater, Belmont students while others offered a ‘good riddance’ will celebrate new up style comment about era in schooling the school.

On the same site since the early 1950s and physically merged with the old Elizabeth Fisher junior high in the 1970s, Belmont has been in dire need of replacement for some years now. With its sloping hallways and patchwork connections, it was only a matter of time before the school burst at the seams.

The growth of the student population, now numbering around 1,500, has largely mirrored that of the West Shore, for which Belmont is the lone local high school. The emergence of sports-based academies in the previous decade drew some area students to schools in Saanich or Oak Bay, but the majority of students on the West Shore have made the trek down Jacklin Road for their final grade school years.

Luckily for today’s local middle schoolers and Grade 9, 10 and possibly Grade 11 students at the existing facility, secondary schooling on the West Shore will soon enter a new era.

The new 1,200-student Belmont is underway a few minutes down the road at the former Glen Lake elementary site, while the 800-student Royal Bay High is under construction on the old gravel pit site in Colwood.

Change is often difficult, especially when one has positive memories of a place they spent a lot of time. But current and former students of Belmont will always have their memories.

Sure, a shiny, new facility is only one part of the learning environment. But we’re willing to bet students who move into the new schools after attending the existing Belmont will feel at least a little more inspired to learn.

But they will also see their great-grandchildren becoming adept with tablet computers before they can even speak. Seniors will get the hang of it pretty quickly, and their lives will become easier.

A traffic court has convicted a driver of hitting two ducks on the Malahat last year, killing one and injuring another.

On June 16, 2013 drivers on the Malahat came to halt as a group of baby ducklings and their mother crossed the TransCanada Highway. The ducks were taking their time and traffic became quite backed up, by about two kilometres.

At some point a driver, in an uninsured vehicle and under the influence of alcohol, decided they had had enough

and started passing the row of cars on the right-hand shoulder, clipping a number of side-view mirrors in the process.

When the driver reached the ducks, they did not stop, and ended up killing one of the ducks and injuring another.

West Shore RCMP ticketed the driver for passing on the right and driving without insurance, and also issued a 90-day roadside suspension for driving under the influence of alcohol.

The court charge of harassing wildlife fell under the Wildlife Act, with the driver given a $345 fine. RCMP Sgt. Max Fossum

said the charge is a rare one, but important nonetheless.

“It could have been easily a kid crossing or it could have easily been a hitchhiker,” he said. “It just shows you have to be cautious of wildlife. We’re living in an area with wildlife and birds and everything else and we have to respect that.”

A witness took the injured duckling and gave it to an RCMP officer, who took it to the SPCA’s Wild Animal Rehabilitation Centre in Metchosin.

The bird was nursed back to health and released, at an estimated cost of $1,700. kwells@goldstreamgazette.com

purpose of trafficking.

The search is the second in the past three months at this particular house, located off Millstream Road north of the Trans Canada Highway.

Notice is given that all persons who believe that their interest in property may be affected by proposed Bylaw 363 will be afforded a reasonable opportunity to be heard or to present written submissions respecting matters contained in the proposed Bylaw at a Public Hearing to be held at the School House, 1589 Millstream Road, Highlands, BC on Tuesday, April 22, 2014 commencing at 7:00 p.m.

All of the District of Highlands is subject to the proposed bylaw.

“Highlands Zoning Bylaw, 1998, Amendment No. 36, (Medical Marihuana) Bylaw No. 363, 2014” General Purpose: Bylaw No. 363 would add definitions for “medical marihuana production” and “medical marihuana licensed producer.” The bylaw would also prohibit “medical marihuana production” throughout the District of Highlands.

For any person wishing more detailed information, the proposed Bylaw and other related material may be inspected between the hours of 8:30 a.m. to 4:00 p.m., Monday to Friday excluding holidays, from Monday, March 31 to Tuesday, April 22, 2014 at the District of Highlands Municipal Office located at 1980 Millstream Road, Victoria, BC V9B 6H1.

You can mail or deliver your comments on the Bylaw to the Municipal Office, or by fax to 250-474-3677, or email to LBeckett@highlands.ca to be received prior to 12 p.m. on the day of the public hearing.

A Belmont secondary soccer star is heading south next year to play on scholarship for one of the top teams in the U.S. Lindsay Hargreaves, a 16-yearold centre back, has accepted an offer from the University of Nebraska-Lincoln to play for their NCAA team while she receives an education. “(I’m) pretty excited. It still hasn’t really set in yet,” she said.

“It will be an honour to play there.”

Hargreaves, in Grade 11, is excited to start at the school in 2015 and is equally excited to have been accepted early.

The deal removes the pressure of finding a place to play after graduation and gives her the freedom to enjoy her final year of high school. And train.

“I’m the kind of person who likes to know where I’m going, so it’s pretty nice to visualize it for the next year. Getting a scholarship doesn’t mean you stop working, it means you work even harder.”

A recent trip down to the campus is helping her visualize. The facilities are top-notch and people in Lincoln are big supporters of the team. “It’s a pretty cool atmosphere,” she said.

The Nebraska Huskers are known for having a strong women’s soccer team that consistently finishes in the Top 10 nationally. While there, Hargreaves will be studying education toward her long-term goal

Belmont secondary student Lindsay Hargreaves is heading to the University of Nebraska on a soccer scholarship in 2015, an exciting bit of news for the young talent. of teaching elementary school.

A lifetime of working with great coaches has helped Hargreaves to achieve her goal, she said. She’s played youth soccer in the Juan de Fuca Soccer Association, competed in the provincial High Performance League and currently suits up for Belmont and the Highlanders FC women’s team.

“All my coaches have really pushed and my teammates have pushed me,” she said. “And I’ve always had the drive to want to (play college soccer), it’s always been my dream.”

Belmont soccer academy director Troy Harris said Nebraska is going to be happy

with the player they’re getting.

“Lindsay’s a very patient player who reads the game well,” he said.

“She plays a real simple game and plays it well. They’re getting an incredible academic student and a great athlete.”

Having achieved this goal, Hargreaves now looks to her next one: playing for Canada.

Regardless of where she ends up, she said she’ll be happy as long as she’s involved in soccer in some way.

“Wherever it takes me, I’m happy with that, whether it’s coaching later or still playing,” she said. kwells@goldstreamgazette.com

The West Shore-based Victoria Junior Shamrocks open their 2014 B.C. Lacrosse Association season in Langley April 27, then play their home opener May 3 at The Q Centre against the Coquitlam Junior Adanacs.
