Highway corridor plan well received

County residents and landowners seem mostly happy with the proposed development plan for the Highway II corridor. They were able to explore the plan and ask questions in an open house at the Ponoka County office on April 3.

As 24 residents wandered in and out of the informal open house, errors in the plan were ironed out and ideas to extend the areas involved were brought forth, says consulting planner Bob Riddett.

“There were some changes that were recommended and they’ll be changed in the draft,” said assistant county CAO Tom Webber.

County resident Carlo Vleeming attended the event to get in on the plan and hopefully annex some property for commercial use and further development. “It’s good for everyone, industrial brings people.”

“The idea of this is to give landowners and their neighbours (a look at) what would be involved if they decided to develop,” said Riddett.

Highlighted in the plan are five areas along Highway II, each planted at an important intersection. Beginning at the south end of the county, there’s land ripe for development northwest of the Secondary Highway 605, in a 360 degree area surrounding the Matejka Road intersection, northwest, southwest and southeast of Highway 53, completely surrounding Menaik Road intersection and the southern half of Highway 611.

“Ideally, it’ll look like the west end of Drayton Valley,” said Riddett.

As the open house progressed, Riddett found people were apprehensive about landscaping and development standards that would be put in place.

“You want it to look good from the highway.”

He thinks Ponoka would be able to model their development areas after Drayton Valley and Lacombe and achieve positive results.

“A lot of industries, especially oilfield industries, are fairly footloose,” said Riddett. They’ll look at locations with good access, paved roads without too many bans in the spring, as well as places for workers to live.

Another important factor is land values. “Out here the land values aren’t nearly as high as Nisku or Devon,” said Riddett.

With lower prices, Ponoka will draw smaller oilfield companies that can’t afford $1 million on a quarter section, and the county could potentially end up competing with similar communities such as Lacombe, says Riddett. “Every town is doing this.

The demand seems to be there.”

Having the land developed will also benefit landowners. “The land is worth a lot more for industrial use than it is for agriculture,” said Riddett.

He says a farm’s worth is based on the yield it produces each year and oilfield companies are willing to pay

much more for the land than what the yield would produce.

Bringing in oilfield companies would also mean a larger tax base for the county. “They put up a million dollar building there and the county collects several thousand more in taxes each year,” said Riddett.

He projects, within the next 5 to 20 years, conventional oilfields will become exhausted and abandoned and companies will look to use other lands.

While there were some concerns expressed about this development plan not being compatible with farming operations and would take good farmland, Webber says most people felt the development plan was better than nothing in terms of providing guidance for the area. “The response was fairly positive.”

School board passes on costly wellness grant

Rather than apply for the Alberta Healthy School Community Initiatives themselves, the Wolf Creek Public Schools board of trustees is allowing individual schools to do it themselves if they so choose.

There are several grants pertaining to different themes and grade levels available though the initiative.

However, applicants must demonstrate a commitment to wellness by providing funding in return, in the form of school jurisdiction contribution.

“Why is a grant not just a grant?”

asked trustee Lorrie Jess, who was unhappy and felt the school jurisdiction contribution was a catch.

For example, the School District Wellness Implementation Grant gives a school a total of $120,000 over a three-year period and in return, the school must contribute $60,000 back, over the same amount of time.

‘That’s a big chunk of change.

That’s not in our budget, we didn’t budget for that,” said Jess.

Superintendant Larry Jacobs told the board if they were to apply for the grant, the money would have had to come from reserves.

Base-jumpers nabbed on communications tower

A parked car west of Ponoka on Range Road 262 sparked the interest of Ponoka RCMP last week.

A check of the license plate showed the Dodge Ram was not stolen, which caused the officer to further check the history of the registered owner.

It turns out the owner, a 30-year-old man from Leduc, has a history of base-jumping from cell towers in the Leduc area.

As luck would have it, a cell tower was in the vicinity of the Dodge. The Mountie looked up and saw three individuals at the top of the tower where they were subsequently asked to come down. They each received a ticket of $287 for trespassing.

Bait snowmobile helps nab thieves Ponoka RCMP received a call that a bait snow-

mobile was in their area and police were needed to apprehend the suspects who had it.

Wetaskiwin RCMP used the vehicle to help nab thieves and called Ponoka to stop the suspects. The recreation vehicle was being hauled by a Chevy pickup on Highway 2 near the Lacombe exit.

Police initiated their lights and pulled the pickup over. Three individuals were charged with possession of stolen property over $5,000; a 32-year-old man and a 28-year-old man, both from Red Deer and a 29-year-old Lacombe man were charged.

Concerning Cigarette Butts I saw a man the other day. He was quite tall, broad shouldered, powerfully built. I couldn’t tell you how old he was. I’m not particularly good at guessing people’s ages. Besides, he lives in a different climate than I do and has a different racial background than I have. And that just makes it harder for me. Still, I’d say he was about 40. I watched him talk with his fellow employees as he worked.

He spoke with a smile on his face. Everyone he talked to seemed at ease and liked him. As he moved about and worked in the room we were in he would sort of glide from spot to spot. There were a lot of people there, but he never bumped into anyone or was himself interrupted. In all he seemed very much a man at peace with himself, his world, even his work.

I suppose what he did would be helpful for you to know. I didn’t realize it until I was leaving the reception area when he deftly reached down and deposited cigarette butts into a small garbage can along the wall. It was then I realized why he had a glove on only one hand.

Ponoka Foodgrains is continuing with its mission to rid the world of hunger and starvation.

On April 22, the annual cattle sale and auction is taking place at VJV Auction Mart in Ponoka. Spokesperson Larry Henderson says this year the sale has expanded and will be bigger than any held in the past. “This year we’re changing it up. We’re looking at having tickets on things like games for people to bid on if they aren’t farmers.”

Henderson also mentioned golf tickets and airline tickets could be part of the non-cattle aspect of the auction. He also said if there are any

businesses willing to donate items in the hope of raising money against hunger, the Canadian Foodgrains Bank would welcome them.

Another change to the event is the free lunch being offered at noon before the sale begins.

In the previous 12 auctions, more than $770,000 has been raised for the hunger relief organization.

Yet, despite the efforts of Ponoka Foodgrains and other projects across the country, 870 million people worldwide are tormented by hunger each year. However, it isn’t a hopeless cause; in the last 20 years, according to the United Nations, the prevalence of world hunger has dropped from 23 per cent to 15 per cent.

Over the years, I can say with extreme sincerity that having had the opportunity of being a volunteer has been among the greatest experiences of my lifetime. As we celebrate Canadian Volunteer Week from April 6-13, it is a great occasion to salute and show our appreciation to the some 13.3 million ordinary people who love to do extraordinary things for so many others in and around our communities.

The ongoing acknowledgement of Canadian Volunteer Week began way back in 1943, but for countless decades, enthusiastic individuals, groups, clubs, organizations churches, schools, teams, businesse, and communities have greatly benefited from the dedication and supreme efforts of volunteers from all age groups and all walks of life. As well as the heartfelt appreciation of those who have been assisted by a volunteer, there have also been so many special causes and fundraising events that have been successful because of the strong support of their volunteers. Our town and district volunteers strive to find so many exciting and imaginative ways to engage in their communities, and these amazing efforts all benefit thousands of citizens year round and leave a legacy that will continue on for generations.

The Alberta Health Services hosts a very active volunteer program at both the Ponoka Hospital and Care Centre and the Centennial Centre for Mental Health and Brain injury.

Editor’s poor reporting taste Dear Editor, I am not a parent or family of any of our Bronc’s team, nor have I attended a game in awhile but I did grow up in a basketball household and have a brother who was once a coach and I have to say, your original piece on “Bronc’s Effort Failing To Impress” in March 26 edition of the paper and your response to an editors letter in April 2nd’s paper seem to be in pretty poor taste.

I also was not at the game (as it seems neither were you according to your statement that you were going off the website scores) so I don’t know exactly how our team played. Nor did I talk to any players, family or coaching staff. However, to drag down our home team based on nothing more than a score sheet when they make it to provincials but don’t manage a win seems not ‘fact’ that you are writing about but mere personal opinion. And printed in bold as a headline. The following statement “the senior Bronc’s attempt.... remains just that, an attempt” is also more of a derogatory opinion than reporting fact. And that trend peppers the whole original piece. How is it our team, despite having a perfect league record, who obviously worked hard to make it to provincials this year get a printed slap for not bringing home a win? And the editor’s note in the next issue makes the excuse that “we would have gladly reflected more than the scores... if our efforts to reach out to the coaching staff had been reciprocated” is just that.

A poor excuse. You did reflect more than the scores.

You reflected severe disappointment and reproach on the team through your choice of words. Games that you didn’t watch them play in. If you had that little to go on, and you hadn’t been able to connect with the managers/coaching staff prior to your article would it not have been in better taste to lift up our team spirits, to say “Good effort team, maybe next time!” or “Good job making it that far, keep up the hard work and next time will be a slam dunk?” This is our home team, our town paper.... perhaps next time you should just stick to facts if you have that little of information to go on and that sort of mentality.

season this year, when Ponoka News reported on their wins week after week. Those wins were reported without any spin put on them, just like the defeats in the provincials. The facts remain (even if one doesn’t like them): Ponoka team lost two of their three games; participation in the provincials was an attempt at the title and because it did not succeed, it remained an attempt.

The difference is that news of victory is always sweet; but when the bitter-tasting news of defeat is delivered without sugarcoating, the messenger becomes the scapegoat for telling it as it is.

Business hours debate is tiring Dear Editor, All this controversy over the liquor store hours is really getting tiring.

Fine if liquor stores want to be open till 11, then so be it.

Ponoka is known as the drinking and driving town anyway. And as for Stampede time, they have their own beer gardens and saloon on the grounds.

So what has that got to do with the liquor stores?

The only thing I see as a problem is letting people who are not camping on the grounds being allowed to leave and drive home.

Hours of operation are not going to stop the intoxicated from drinking anyway no matter what the time of night. The police can’t be everywhere.

The onus is on the person drinking and if they don’t have enough sense not to drive, then I hope the person they hurt is themselves not some innocent person who doesn’t deserve to get hurt or killed.

Whether our town council vote for 10 p.m. or 11 p.m. The intoxicated will find a way to get what they want.

Road bans lifted to ensure grain movement

In an effort to alleviate the pressures felt by grain farmers, the Alberta Government is lifting bans on provincial highways across the province.

Within Ponoka County, secondary highways 607, 771, 792 and 821 have had the bans on them lifted to allow grain to be moved.

“If everybody would lay off on all the restrictions, that’s a huge benefit, that’s massive,” said Ponoka County wheat and canola farmer Bryce Liddle.

“They realize these guys got to get the grain to market,” he added.

Starting April 1, farmers will be able to transport grain from storage to elevators at 100 per cent axle capacity, as long as roads aren’t damaged and they’ve obtained one of the free permits the province is handing out in conjunction with the lifted bans. The permits can be acquired by calling 1-800-662-7138.

“Agriculture is Alberta’s largest renewable industry and part of the foundation of our rural economy.

I am very pleased producers, municipalities and our government are working together with other links in the supply chain to ensure that grain will keep moving to market this spring,” said Verlyn Olson, minister of agriculture and rural development,

in a press release.

Ponoka County is also stepping in behind farmers to help get their grain to market as easily and quickly as possible. “The county right now is fully behind letting people move grain,” said Liddle.

He was transporting canola April 1, and with a quick phone call to the county’s office, was able to get a county permit email to him that day.

“It seems everybody is working together with the farmers.”

County executive secretary Debbie Raugust is the person issuing the free permits under the authority of the county. “We do not stop feed from moving.”

Liddle had a March contract with the elevators and believes canola isn’t under the same duress as wheat.

“I would say right now probably the hardest commodity to move is wheat . . . It’s not any one person’s fault, it’s just stacked up on itself.”

Reeve Paul McLauchlin says he’s seen a significant increase in rail activity recently as Fair Rail for Grain Farmers Act has been put in place requiring railways to move minimum weekly volumes or suffer fines.

However, McLauchlin says the situation is still not moving as quickly as people were expecting, when measuring the activity in proportion to the prairie-wide awareness of the issues.

Volunteers are an integral part of any community, and on April 7 at the Ponoka Jubilee Library, volunteers and dignitaries took a step away from their busy schedules to celebrate the spirit of Ponoka’s volunteers.

FCSS program coordinator Kerry Robideau presented a series of posters depicting volunteers from around town in their roles. The posters were put on display and handed out around town, starting the afternoon of the celebration. “I just wanted to thank our volunteers,” Robideau said.

In the posters are volunteers from the Ponoka Hospital and Care Centre, the Ponoka Youth Centre, Klaglahachie Fine Arts Society and volunteers from the tax clinic. However, this is just a small fraction of the volunteers that operate in Ponoka.

Other areas volunteers lend their time and efforts for include organization boards and committees, theatre productions, sports teams and events, festivals, seniors’ care and housing establishments, schools, and youth volunteers.

There are over 1,600 volunteers who devote their time to the community and 14 million across the country. “The volunteers, you guys, make the community a much better place as the government keeps downloading things to the municipalities,” said Rick Bonnett, mayor.

“Thank you guys for the job that you do,” he added.

Janice Mackie, volunteer co-ordinator for the Centennial Centre, said if, for last year, the volunteers of the centre had been given minimum wage, their hours would have added up to $178,000. “That’s pretty awesome if you look at it like that.”

Organizations and programs such as the Ponoka Youth Centre and Big Brothers Big Sisters are able to operate on shoestring budgets because of the work done by volunteers. “We couldn’t exist. Honestly, not any of our programs would exist without volunteers,” said executive director Beth Reitz.

“Our community is a lot richer because of the volunteers. It keeps people connected and our volunteers share such great wealth, as well as inspiration for our youth,” said Mackie.

“Without these people what would happen?” she asked.

While the term literacy usually connotes reading and writing, a three-day water conference gave high school students a chance to network and learn about the state of water in Alberta and around the world.

Students at Ponoka Secondary Campus were invited to a conference called Navigate 2014: A Water Literacy Youth Summit in Banff recently. Water was the hot topic of the weekend.

“It definitely made me aware,” said student Samara Rowland. “All the water systems are connected.”

She was inspired by researcher Kelcie-Miller Anderson, who came up with a system of filtering tailings ponds water — a byproduct from oils sands mining — so it could safely be reintroduced into the environment.

WCPS showcases PSC to municipal leader

Ponoka Secondary Campus (PSC) was selected by the Wolf Creek School Board (WCPS) for their annual “Municipal Networking Night” on Thursday, April 3, when town and county councillors from a wide area gathered in Ponoka to see how a facility for the 21st century education looks like.

WCPS Superintendent Larry Jacobs said municipal leaders from all communities “touched by” the school board area were invited with town and county councillors coming from Alix, Clive, Lacombe, Rimbey and Eckville, among others.

Jacobs said the annual event was aimed at generating a common understanding between the school board and the municipal leaders as they work together to tackle many challenges.

Barb Walker, a trustee with the WCPS, said “Education is in the headlines now and we wanted to share information with municipal leaders and help them understand the new approach to education.”

PSC was named as the venue for this year’s event because the newly renovated school was deemed “exemplary” in terms of giving an understanding to the municipal leaders on the new trends of education in the province and how the design of a school can contribute to the change of mentality in the new era of education.

In the course of the evening, Principal Ian Rawlinson gave the visiting councillors a tour of the school, explaining that the old-fashioned classroom lecturing was no longer regarded as the fundamental practice in educating youth, although the school had still classrooms for that purpose because there was room for lectures as well in the new curriculum under development.

Rawlinson said the renovation of the school had allowed the school administration to create several multi-purpose areas where more than one class could be taught simultaneously.

Following the tour of the school, seven students from the Ponoka Elementary School made presentations to municipal leaders with Chromebooks, small laptop computers they use at school as they study various subjects and informed the

participants on the applications they used to gather information.

Gavin Allen-Prefontaine, Hailey Clark, Janaya Rawji, Cheyenne Avery, Jamey Bracey , Tori Blanchard and Kateryna Anderson introduced the software they use in their classes.

Following the presentations, there was a discussion session involving the municipal leaders and WSPS officials on the current issues of development curriculum based on the Inspiring Education concept of the Government of Alberta.

Students tour Europe, gain new perspective on war

Over the spring break, students with Ponoka Secondary Campus’ Broncs World Tour project trekked through Europe in an awe-inspiring journey to bring the stories of Central Alberta’s First and Second World War soldiers back home, as well as experience the scars and memories left over from the war.

The involved students immersed themselves in the past and how the sacrifices of counties, families and individuals ensured the freedom they experience.

The trip began in Amsterdam, Germany and Belgium, where several cemeteries and St. Julien Canadian Memorial were visited.

“It (the village of St. Julien) was the first place the Canadians got gassed in World War One,” said high school student Clinton Rodney. The village and surrounding wood was located at the bend of the Ypres Salient, where German forces unleashed thousands of cylinders of chlorine on Canadian troops.

“It acknowledges us, that’s kind of nice,” Rodney added.

In the small French town of BoisHeroult, the arrival of the Broncs World Tour was cause for celebration.

In a field bordering the town, a plane of Canadian soldiers crashed, its crew including a soldier who has been the subject of a research by the school. A farmer managed to rescue five of the men and hid them in his house, away from the German.

“He was still living there when we went there,” said Rodney.

In attendance at the ceremony were the townspeople and mayor; Ponoka students sung O’ Canada at the edge of the crater where the plane crashed.

They were also given a tour of the mayor’s chateau, which the students say was a castle. In it was a fireplace gifted to the house by Canadians many years after the war ended as a token of gratitude. During the war, Canadian soldiers were kept hidden by the town in the attic, even though the Germans had a base camp in the house’s basement Their time in Paris and Rome included day tours of inner Paris, where the Eiffle Tower and Arc de Triomphe sit, and in Rome the Colosseum, the Sistine Chapel and Vatican City.

For each of the students, while they all experienced the same trip, it left different impacts on them. For Rodney, he walked away with an extrospective view. “I would say the understanding of what the Allied Forces went through during the world wars. It’s pretty mind blowing.”

For Merrill, the work on the soldier profiles is what she’ll remember most.

Rodney, Sweet and their fellow tourmates Jordan Vold and Shelbey Merrill were able to gain more perspective on how the soldiers lived. “No Man’s Land was really small. They had to section off half the whole place because there’s still live land mines,” said Rodney.

For the four students Vimy was the most emotional stop on the trip. They all agreed the area was overwhelmingly, breathtakingly beautiful. “It’s hard to wrap your head around a war had taken place there,” said Vold.

Sweet and Merrill both noticed the importance Vimy had for the students and how impacting it was on them.

“The mood, when you get there, everyone is respectful,” said Sweet.

“That’s really how we got our independence was the Battle of Vimy. The whole monument is really beautiful. It doesn’t glorify anything we’ve done, it’s all about sacrifice,” Rodney added.

During the tour, beaches of Omaha and Juno were visited. At the Juno Beach Centre, a museum located in Courseulles-sur-Mer in Normandy, Broncs World Tour teacher Ron Labrie surprised the students with a plaque of the tour and their school that would remain at the centre.

“I thought that was really cool.

Right now, the basis of our trip is to acknowledge those who fought,” said Merrill.

Realistic love trumps romance in comedic play

While it wasn’t a romance 80 years in the making, a marriage that took place when both the bride and groom were in their 80’s has been immortalized in a play penned by the bride’s daughter.

Connie Massing’s newest play, inspired by the life of her mother Viola Massing-Ogilvie, now 91 years old, and her two husbands, is running at Edmonton’s La Cité Francophone from March 28 to April 13.

Massing-Ogilvie grew up just south of Crestomere, while Ed Massing lived in the Ferrybank area and Alex Ogilvie grew up west of Crestomere.

Although Massing-Ogilvie didn’t attend school with either of the men, she knew them from different functions and country dances. ‘We grew up on the same territory.” Viola Massing-Ogilvie said in an interview.

In the course of 1940, Massing-Ogilvie and Ogilvie played opposite parts in the play The Wild Oats Boy and they dated a few times.

Although he wasn’t in the play with them, Massing was also an acquaintance of Ogilvie. Massing-Ogilvie also went out with Massing a few times before he left for Navy training.

A few months before he left, Massing sold his little roadster with the rumble seat to Ogilvie because he’d no longer need it. “He used to say ‘I got the girl and you got the car’,” said Massing-Ogilvie.

In the play, though, Massing is just returning from the Navy rather than heading out.

Alex Ogilvie married another girl in a small ceremony in 1941 and Massing-Ogilvie and Massing wed during the summer of 1943. “Alex soon decided I had made up my mind about Ed, but I hadn’t.” said Viola.

Before their marriage, after Massing came back from Navy training, he proposed to Massing-Ogilvie with a diamond ring but she hadn’t made up her mind about him yet, and she ended up returning it. Later he came back with the same question and a watch; she said yes.

“I just wasn’t sure I loved Ed enough to move that far away,” MassingOgilvie explained. Soon after their wedding, the young couple made their home in Nova Scotia, then Newfound Land, due to his Navy career.

Looking back Massing-Ogilvie doesn’t know how she managed and says for most of her life, she’s never spent longer than 10 days away from home here in Ponoka.

By the time Massing left for Navy training, he and Massing-Ogilvie had only gone out a few times, they began corresponding more through letters when he was away. “I think my brother wrote to him and I added a few words.” continued on page 16

Looking back with a smile, Massing-Ogilvie is glad a teacher bought her pie that day rather than him.

Soon after arriving in Nova Scotia Massing-Ogilvie became pregnant with her first child and at seven months, she came back to Alberta and stayed with her parents for a year to make raising the baby easier.

On their summer wedding day it rained from 4 a.m. to 9:30 p.m. the next evening. “It was quite a thing.

After the Second World War ended, MassingOgilvie and her husband returned to the Ponoka area, settling a few miles west of the Matejka Road area.

Massing-Ogilvie and Massing were married 52 years, in which time their paths with Ogilvie and his wife barely crossed. “We got our golden wedding (50th anniversary) but by that time he wasn’t doing to well.

After her husband’s death, Massing-Ogilvie spent the next five years a widow before running into Ogilvie in the aisles of Ponoka’s Co-op grocery store; her and her friend were on their way back from Lacombe. Alex joined us in the café.

He eventually asked her to join him for dinner but Massing-Ogilvie refused after seeing him in a car with somebody else. “I thought, oh I don’t want to get mixed up in that, so I said no thanks I’ve already had my supper.”

After many friends and family members chastised her decision, saying they wouldn’t have turned him down and even she should have married him in the first place, Massing-Ogilvie yielded.

Both Massing-Ogilvie and Ogilvie were living a few blocks from each other on Riverside.

They sold their houses at the same time and bought another just south of the Aquaplex.

“Some people always wonder why you’d get married at that age,” said Massing-Ogilvie.

She despises the term “shacking up” and felt it would be better if they were married rather than just living together.

Although it’s exaggerated in the play to the point that the wedding was almost called off, Massing-Ogilvie says it’s true that Ogilvie had a terrible cold the day of their wedding that he should have been trying to beat a week before rather than the day of.

With this marriage, there was also no proposal, ring, watch or otherwise. Instead the two of them discussed and decided that was the course of action they wanted.

“It’s a little different than when you’re younger.”

Leaders of Tomorrow awarded at annual ceremony

A stream of speakers paid tribute to young people nominated for this year’s “Leaders of Tomorrow” awards and to their parents on Sunday, April 6, when the Ponoka Secondary Campus hosted the 18th edition of the annual awards ceremony.

National and provincial legislators as well as municipal leaders were on hand to launch the National Volunteer Week in Ponoka by recognizing this year’s nominees for the awards.

Asked what volunteerism meant for him, Lloyd said it was helping others when and where needed and giving back to the community. He said his ideal was to become a Phys-Ed teacher, but if that didn’t work out, he would become a carpenter and also would seek opportunities in

What if Alberta were treated the same as Quebec?

(This commentary was written before Monday’s election in Quebec) When Quebecers go to the polls in Monday’s provincial election, they’re expected to provide us with some relief from the neverendum — the never-ending referendum speculation that turns every Quebec election into a circus, where Canada’s future is centre stage, poised on a tight wire without a net.

But a vote by Quebecers against a referendum shouldn’t force Canadians to keep picking up the tab for an all-you-eat buffet of federal handouts.

It isn’t helping Quebecers. And Canadians simply can’t afford it.

If Canadians are fed up with endless referendum chatter, Quebecers don’t seem to be far behind. A poll this week from Forum Research shows only 23 per cent of Quebec voters want another referendum, even with 29 per cent support for the governing separatists, the Parti Quebecois, and seven per cent backing Quebec Solidaire — folks so radical, they split off from the PQ. It’s no wonder Quebecers have no time for referendum talk, they’ve got real problems to talk about: high unemployment, the highest taxes in the country and the highest government debt load relative to the size of their economy.

What’s worse, Canadians have been bailing out the Quebec government for years, through federal government transfer payments, only to see the province sink deeper and deeper into the red, no matter which party happens to be in power.

Just before the election, Quebec Premier Pauline Marois brought down a pre-election budget, projecting a deficit of $1.75 billion, with the province going $7.1 billion deeper in debt.

That’s despite federal transfer payments of $18.3 billion, representing 19 per cent of Quebec’s total revenue.

And even with Preparation & Electronic Filing a fifth of the budget coming from federal handouts, Quebec still plans to hit the bond markets for $7.1 billion, bringing its gross debt to $205.6 billion.

Wait a minute, you might argue. There are 8.2 million Quebecers.

They pay federal taxes, and their provincial Sunrise Village government is entitled 4004 - 40 St. Cl. to those federal transfer payments — $2,235 for 403.783.2664 each Quebecer.

So let’s apply that argument to Alberta and British Columbia. There are 8.7 million Canadians living in these two provinces. Alberta is expecting $6.2 billion in federal transfer payments in the coming year, while B.C. gets $7.4 billion, a grand total of $13.6 billion, or $1,564 for each resident of these two western provinces.

If the federal government transferred as much money per resident to Alberta and B.C. as it does Quebec, both western governments would get an additional $2.9 billion this year.

That’s enough money to cover all of Alberta’s provincial school tax and fuel tax combined.

That’s enough money, nearly, to wipe out the remaining debt on British Columbia’s provincially funded Port Mann Bridge project, where drivers now pay $6 a day in tolls for a round trip on that portion of the Trans-Canada Highway.

Meanwhile, the last federal budget set aside funding for a $5-billion replacement for Montreal’s Champlain Bridge. Amazingly, Quebec’s Premier Marois, Liberal Leader Philippe Couillard and Montreal Mayor Denis Coderre are all adamantly opposed to tolls on the new federal bridge.

This kind of blatant unfairness to the rest of Canada doesn’t stop with transfer payments, or demands for a free bridge.

Let’s start with federal income tax: in 2011 — the most recent year the Canada Revenue Agency has provided stats for — Albertans paid $18.4 billion, while B.C. residents paid $13.7 billion.

Quebecers: $21.7 billion. That’s $4,511 for every Albertan, $2,980 for every B.C. resident and $2,658 for every Quebecer.

Since 2008, the Harper Conservatives have hiked maximum annual employment insurance taxes 28 per cent, doing little to address the inequality in Canada’s employment insurance scheme, which favours many regions in Quebec with higher weekly benefits and more weeks of benefits than just about every region in Alberta and B.C. In January, there were 29,370 Albertans and 51,810 B.C. residents collecting EI benefits, for a combined total of 81,180 EI recipients. Quebec, with its smaller population, had 142,000 people collecting EI. It’s one big reason that residents of Alberta and B.C. paid $28.5 billion more in EI taxes than they collected in benefits between 1981 and 2009. In the same period, Quebec residents collected $6.8 billion more than they actually paid into the program.

One of the few things that have grown faster than EI taxes since 2008 is Quebec’s gross provincial debt: despite all the federal handouts, Quebec will owe 35 per cent more by the end of the year than it did in 2008, a staggering $53 billion of additional red ink — $6,489 in new borrowing for every man, woman and child in the province.

Quebec separatists are right about one thing: Canada’s system of federal handouts isn’t working for Canadians in Quebec, or anywhere else.

Community spirit reaps great rewards This week I was pleased to write a story honouring our volunteers and how so many enthusiastic people of all ages working together can perform community miracles. In the 50 plus years that I was so fortunate to spend in and around Ponoka, we were able to enjoy and take part in countless family events and activities, large or small, that never would have happened without dedicated and strong leadership, the keen support of hundreds of volunteers, and our avid ongoing community spirit of fun and participation.

Gala annual events such as the Ponoka Stampede, County Fair, Trade Show, Ice Carnival, and on and on, have now become an exciting tradition because of so many fine people from town and county who have teamed together to make their dreams come true, while attracting thousands of faithful fans from far and wide to compliment and ensure their ongoing successes. Please be proud of what we have accomplished each and every year to make town and county of Ponoka a great place to live, to work, to play, and to raise a family, as well as being the perfect hosts for so many spectacular events for the pleasure

Steadily growing in power and popularity and moving quickly up the league standings, they won five provincial championships along the way, finally qualifying for their first Allan Cup Tournament during the 20062007 season. After several trips to the big show, the Generals captured their first Allan Cup at the end of the 2008-2009 season, repeated again as the hosts in Red Deer in 2012-2013, and will be making the trip again this month to Dundas, Ontario after defeating Powell River three straight in the B.C./Alberta McKenzie Cup. Many Ponoka and district fans are staunch followers of the talented Generals, enjoying the thrilling hard-hitting hockey action, and pleased to see that former Minor Hockey product Kyle Bailey is a member of the Bentley team. By the way, our Ponoka Stampeder Senior team played several seasons during the 1990’s in the Chinook Hockey League, which is the longest running senior hockey league in Alberta and the second oldest in Canada.

Several generations of avid fans of all ages have followed the colorful Bentley team, and will be pulling for them to bring another Allan Cup home again this time around. Please proudly carry on your great community spirit, and have a great week, all of you..

PSC students take to mentoring with longboard project

Mentoring took on a whole new meaning when high school students, enrolled in carpentry at Ponoka Secondary Campus (PSC), showed younger kids how to build a longboard.

Jeff Bone, PSC woods teacher, collaborated with the Ponoka Youth Centre on this project. Young kids in the Torch Club, a leadership program for pre-teens, aged 10 to 13, came to the high school for up to three hours per week and got some hands on longboard building experience.

There were two parts to this project: have older PSC students mentor and teach younger children how to build a longboard, and using a $5,000 Tools for Education Skills Canada grant from Lowes Canada to enhance the wood shop program at PSC. The best part for Bone? Seeing the interaction and training between both groups. “It’s just great for them (PSC students) to give something back.”

“They were doing the teaching. They were doing the guidance,” added Bone.

One student enjoyed working in a trade he loves and helping someone younger. Sheldon Rabbit, Grade 12, jumped at the opportunity when asked to help. “I was like, sure, as long as I get to do carpentry.”

His protégé, Tyrell Griffiths, worked together on the project and became instant friends. Rabbit said Griffiths was a quick learner.

“He had me do most of the work,” said Griffiths proudly.

“It’s the only way he’s going to learn,” added Rabbit.

There were nine young trainees who took part in this program with a mix of boys and girls.

Johnson and Jordan Feldberg, both PSC students, helped Calista Saddleback with her longboard.

Johnson said the project was fun to work on.

For her, seeing Saddleback happy with the end result was a positive experience. Johnson also feels the project took her out of her comfort zone as she is somewhat shy but despite her quiet nature, Johnson said she would like to do it again.

Saddleback enjoyed it too. “Because I’m crafty I guess. I like to build stuff.”

This initiative gave her an opportunity to do something with her time after school and kept her busy. Feldberg was proud of their collaboration with Saddleback and “being able to share my knowledge.”

The project was completed over a four-week period.

Masterfully presented jazz instrumentals blend with Bruce Ley’s growling blues voice and a rock underbeat; the album is deliberately processed into its rough, wild and gritty musical niche.

Ley’s talent, and the entire album, has so many great aspects to it, from the instrument to the voice, the lyrics and song diversity. It presents so many layers to wade through that it took several listens to fully appreciate Collection One and decide how I felt about it.

My first listening, I really liked the album simply because it’s jazz and blues. However, the second time I listened I didn’t like it as much because I wasn’t fully paying attention and decided many of the songs had the same tempo and feel — untrue.

But Ley had the talent and power to win me back. Now, with each layer exposed and the songs fully absorbed, I find myself easily getting lost in the music and it’s dominating my attention span.

Collection One The Peacock, The Deer, And The Moon is a spicy blues and soul musical mixture with sass and bite that grabs you and doesn’t let go.

Because of the assortment of themes represented in the songs, it’s difficult to rate one against another — apples to oranges syndrome — however, Great Big Bottom is a swinging song and so much fun to shout out and sing for.

The amusing song is topped off with a lively piano track Ley covers everything from heartache and love to the unrelenting chokehold of consumer driven society and Let’s Get It Right is a crowning gem in an array of beautiful tracks. The soul and passion poured into the song drives straight through the listeners’ veins and Ley’s voice is perfection, especially for such a tempestuous song.

She can be quite cuddly when she wants to and irascible in her own right, but one thing is for certain, Charlie the cat rules the roost at the Ponoka Jubilee Library The library feline can be seen strolling the aisles of hundreds of books, listening during story time along with the young children or catching a snooze on someone’s lap by the front windows.

She’ll let you know when you’ve stepped out of line with a small bite but for the most part, she’s a good-natured little cat.

Yup, Charlie may be opinionated but that only seems to generate admiration from the library’s patrons. If she could talk, Charlie would most likely call a spade a spade; so-to-speak. People know where they stand when it comes to that cat.

Jaclyn Berry, library programmer, has a close bond with Charlie as she started the same day that Charlie was adopted four and a half years ago. Most people don’t realize it, but Charlie was about to be euthanized as her owner was elderly and was moving into a home, explained Berry.

At the same time the library was considering getting a cat, a veterinary clinic received Charlie.

They called Norma-Jean Colquhoun, the librarian at the time, and said they had found the perfect cat. She was declawed and needed a new home.

The process was quite participatory as library clients first had to vote whether they approved.

Berry said of the 400 who voted, 394 were in favour of getting a cat. After their vote passed, the library board and then town council had to approve the request.

Since moving, Charlie has had a spoiled life, says Berry. “She’s very playful for an old cat.

She’s about 17 now.”

The cat’s former owner stopped by for a visit some years ago and was overjoyed to see Charlie so happy in her new home. Berry said the cat has a lot of fun and receives a lot of attention.

“She is by far the most popular part of the library,” said Berry.

Charlie enjoys sleeping, looking at birds, more sleeping and hanging out with Berry during story time. She can be found helping staff with emails by stepping on the keyboard and cuddling right up against them so they can’t see the monitor.

But what Charlie really seems to enjoy the most is a good visit with the many library patrons. “If she knows you, she is a very cuddly cat,” said Berry.

She advises people take their time getting to know the cat. Charlie prefers to make friends on her own time, and if forced, can get a little grumpy. Berry says most children understand the cat and can read her many moods.

For those who are afraid of, or allergic to cats, Berry says library staff will put her in a closed room to give people freedom to browse.

Despite her attitude, folks appear to like Charlie. Perhaps for them, when Charlie comes to visit, they know she means it.

Berry says she is working on a 2015 fundraising calendar with Charlie being the spotlight model, which may prove a challenge because Charlie doesn’t like having her picture taken.

Family stays positive while dealing with juvenile arthritis

Seeing a child bent over and unsteady on their feet is not an easy sight for a parent but an estimated 24,000 Canadian children and teens live with the disease known as juvenile arthritis (JA).

In an effort to raise awareness, the Arthritis Society of Canada has designated March as Childhood Arthritis month. There is no cure for the autoimmune disorder and those afflicted with it have to change their whole lives around.

For the last 10 years, one Ponoka family has dealt with the issue and they took some time with Ponoka News to explain how they managed. Laeta Morskate said most people attribute the disease to old age arthritis, but when children have JA it is something different.

“In juvenile arthritis your overactive immune system is attacking healthy cells in the body and they can cause inflammation,” said Mrs. Morskate.

Her daughter Merel, 17, says her disease gets mentioned at least once a day.

“Everybody always asks me, ‘Really? I thought only old people got it.’

But they don’t,” said Merel.

JA is an aggressive disorder that needs to be treated in an aggressive manner, explained her mother. The disease is so invasive and treatments are strong that the family has a cabinet stockpiled with pills and syringes.

People suffering with JA take some of the same drugs used for cancer treatment. Doctors can administer steroids, anti-inflammatory drugs, biological drugs and disease modifying drugs.

It can last a person’s entire life but may go into remission. Mrs. Morskate has been told if it goes into remission by time a youth reaches 16 years, then it most-likely stays that way. In Merel’s case, she is in medical remission but must continue her drug regimen.

“She is now basically complaint free,” said Mrs. Morskate.

When Merel was first diagnosed she had to take steroids along with up to 20 pills a day. After almost nine years a working drug cocktail was found and Merel now takes three pills a day and gets a shot every other week. She administers a needle herself into her leg.

One of the reasons she took so many drugs is so doctors could find the right cocktail for Merel’s immune system.

To ensure her system is healthy, Merel goes for checkups every six months and blood tests every six to eight weeks. Mrs. Morskate says the drugs try to trick the immune system, but they also suppress it, if Merel gets sick, her immune system cannot manage a basic cold.

“We have had a full year where we had to go every four weeks,” said Mrs. Morskate.

Merel gets taken to the Alberta Children’s Hospital in Calgary and she has found the experience to be positive.

“I don’t want to go anywhere else,” stated Merel.

Fighting JA while going to high school Grade 9 proved a challenging year

for Merel, who spent a lot of time at the hospital. She missed out on school days and struggled with her schoolwork, especially math.

Swollen joints, back pain and constant fatigue make learning a challenge, Merel was not only physically tired but mentally drained as well. Because of the disease, Merel has one leg that is shorter than the other.

“You can’t even learn, you’re just so focused on that,” she added.

An even bigger challenge for Merel was her mental discipline and focus during tough times. While this proved difficult, it made her stronger.

“I feel like I can understand people a ton better than the average 17-yearold, I’d say. Just because I’ve been through so much,” explained Merel.

She feels there is a mutual understanding with other people going through difficult situations in their life as well.

At some point in their lives, Mrs. Morskate said they had to accept the reality of JA but she commends her daughter for having strong mental capacity to deal with these issues while leading a relatively normal teenage life.

“She has a job. She has a boyfriend.

She manages her own medication now.

She tries to lead a bit of a social life,” explained Mrs. Morskate.

Passing on her experience Merel’s brother Koen, 15, was diagnosed with JA in May. He is in the first phases of finding a drug cocktail that will work on him.

Koen takes eight to 10 pills per day and takes steroid shots, chemotherapy drugs and non-steroid anti-inflammatory drugs. It’s a big list that should get smaller as doctors narrow down the right group of drugs for his immune system.

“He’s doing alright. He’s exactly the way I was,” explained Merel.

She understands the everyday challenges Koen faces as a teenager. Now he must deal with his physical health as well but Merel is confident in his abilities.

Merel had more time to get used to the disease but Koen got hit with it quicker and has had to make some big adjustments.

“He’ll be fine with age, and once he gets more knowledge on it,” said Merel.

“It sounds weird but he needs a bit of time to grieve over what is not to be for him,” added Mrs. Morskate.

Raising awareness of JA Both Merel and Koen have had fluids removed from swollen joints and steroids injected into their system.

“There’s just a lot of misconceptions. People do not know,” said Mrs. Morskate.

“Arthritis is not sexy at all,” she added.

The Juvenile Arthritis Society recently started to focus on how to help a young person cope with the disease.

Mrs. Morskate says JA is constantly in the back of Merel’s mind and support groups are starting to sprout up around the country.

“When I was growing up with this, I didn’t know anybody else that had it,” said Merrel.

Mrs. Morskate suggests parents

dealing with JA should find a healthy support group. She advocates a positive attitude in dealing with the issue. Being negative will not change the situation, she explained. “If you have to deal with a crappy situation, you may as well make the best of it.”

“Merel has learned things and lived things and met people that she would never, ever have the chance of meeting if it weren’t for her disease,” she added.

Trusting their doctor has been integral in getting better. Merel suggests anyone dealing with JA should not leave anything out when talking to their doctors.

Mrs. Morskate has heard of home remedies and herbal fixes but has not seen the merit in those suggestions. She politely smiles and says thanks when people offer the advice but suggests trusting their doctor has proved the best for them.

Merel was not eligible for insurance.

At the time of her diagnosis, she had four joints diagnosed with JA and insurance covers a determination of more than four. Shots given to Merel, and now Koen are

called biologicals, or tumor necrosis factor blockers, which trick the immune system.

“The shots they take are $3,000 a month,” said Mrs. Morskate.

Merel’s doctor ensured she received help under a compassionate program where a pharmaceutical company must spend a portion of their budget on patients not eligible or who do not have the funding.

Koen’s drugs are covered by insurance because his initial diagnosis was different.

Using Blogger to deal with the issue The Morskates moved from the Netherlands in 2003 and one year later Merel was diagnosed with JA. Keeping the family overseas updated on their progress became cumbersome. Mrs. Morskate took to Blogger about four years ago to write about their challenges and as a means of stress release.

“To keep my own brain organized…And to try and raise a bit of awareness,” said Mrs. Morskate.

she always respects their wishes when taking pictures. For Merel the challenge was wanting to keep her privacy, while at the same time raising awareness and keeping her family overseas updated.

left his comfortable exile in England in the first place.

In theory Musharraf, who seized power in Pakistan in 1999 and finally gave it up under great pressure in 2007, could face the death penalty if he is found guilty. That probably won’t happen, but he is being humiliated by the trial, and last week the Taliban nearly got him with a roadside bomb near Islamabad. Doubtless he missed Pakistan, but what bizarre calculation could have led him to go home and put himself in the hands of his many enemies?

Musharraf said he was coming home to run in the 2013 election, which was delusional in the extreme. There was little reason to believe that many Pakistanis would want to vote for him after living under his arbitrary rule for eight years.

There was no reason at all to think that he would not be disqualified from running in the election and put on trial for grave crimes.

Yet Musharraf is not alone. Other ex-dictators, far nastier than him, have succumbed to the same delusion and gone home convinced that they would be welcomed back. Another recent case is Jean-Claude “Baby Doc” Duvalier, who took over as Haiti’s dictator when his father “Papa Doc” died in 1971 and ruled it until he was overthrown by a popular revolt in 1986.

“Baby Doc” took an alleged $120 million with him into exile in France. His Tonton Macoute militia had murdered thousands and drove hundreds of thousands into exile, but he lived on in Paris in great luxury.

Yet he went home in 2011, after a quartercentury in exile. He said he was “just coming to help,” whatever that meant, but he arrived just as the recently elected president was facing charges of election-rigging, which led some to speculate that Duvalier still had political ambitions.

He was arrested and charged with embezzlement, human rights abuses, and crimes against humanity. Three years later the courts are still pursuing him on those charges, but he is frequently seen lunching in the bistros of Petionville, and has even been welcomed at the same events as the current president, Michel Martelly. It’s safe to say that he will not die in jail.

Two things are odd about this phenomenon of ex-dictators returning to the scene of the crime.

One, obviously, is their belief that they are still loved (as if they ever really were). That’s because during their time in power very few people dared to tell them anything else.

What’s more curious is the fact that the countries they misruled eventually find it necessary to forgive them. They do this not because they love the man, but because the nation’s history must not be merely a meaningless catalogue of blunders and misdeeds.

Musharraf has come back a bit too early to benefit from instant forgiveness, but he will not face the death penalty, or even serious jail time, because Pakistan’s army would not permit it.

And he will be forgiven by Pakistan’s historians and myth-makers in the end, because somehow or other the history has to make sense.

Locos prepare for lacrosse season

Ponoka and Lacombe’s joint lacrosse team the Locos have had their first game of the season, an exhibition match, over the weekend and had a good opportunity to pinpoint their weak points as they prepare for the regular season beginning later this month.

Lacoka Locos lost the game to Fort Saskatchewan Rebels 19-11 in a high-speed game, which saw some quite rough clashes in the third period and a lot of penalties for both teams.

Although it was the Locos who scored the first goal of the game, the Rebels did not take too long to respond and when they did, they did so with strength taking the lead and never letting it slip out of their hands again.

The visitors had superb passing skills and ball movement coordination in addition to their highly accurate distant shooting ability. The Rebels scored almost half

of their goals through shots taken from behind the arc while the hosts tried to score through penetration into the goal zone.

Wes Amendt, the head coach of the Lacoka team, said they had had only three practices before the exhibition game and said they would need further practice.

Lacoka Locos are in new territory this year as they were promoted to the Tier II division where they will compete against 22 other teams in the Rocky Mountain House Lacrosse League.

Amendt said he had 22 players who graduated from the Midget category and he was in the process of finalizing his roster for the regular season.

The Locos have a schedule of 17 games set for them beginning on Saturday, April 26. Through the regular season, the Locos will play a total of nine home games, four of them in Ponoka and five in Lacombe.

The Broncs badminton team hosted their annual open invitational on April 4 and 5 at the Ecole Secondaire Lacombe Composite High School in conjunction with the Lacombe Rams.

The event was open to grades 7 to 12 students. Approximately 150 players from 10 schools participated. Peewee player heads off to Europe

After having been scouted twice, one of Ponoka’s minor hockey stars is heading to Europe for the European Excursion 2014 international hockey tour as part of the Canadian Explorers AAA team.

Rylan Lefebvre, 12, is leaving April 9 to spend two weeks travelling across Europe, playing a few hockey games per day. Those who take part in the tour are some of the top young hockey players in western Canada and they’re able to squeeze approximately a season’s worth of games into two weeks.

“We’re going to be playing three games a day, so I really want to challenge myself on that,” said Lefebvre, who is going to be playing center for the tour.

Another challenge Lefebvre expects to encounter is the language barrier that can’t be avoided on an international tour. “It’s going to be quite a change because they’re going to be from Germany or Russia and they won’t speak English.”

Lefebvre is most looking forward to playing on bigger European rinks.

He was first scouted by the Explorers coach and scout Peter Lumir a year and a half ago at an Innisfail tournament. He was scouted again during the spring season when he plays for the Edmonton Junior Golden Bears.

“At first my mom said I couldn’t go because it’s too expensive,” said Lefebvre. After he was scouted the second time Lefebvre was implored to try out for the team.

As family and financial situations shifted, he was given the green light and made the last tryout session in August, 2013. “The tryouts were extremely hard.”

After drills and two two-hour games Lefebvre was exhausted. “He (Lumir) wanted to see who would keep on skating and who would give up. I did good for the tryouts.”

“I was really nervous because the competition was really good,” he added.

In the beginning Lefebvre was nervous to take off on the tour because he didn’t know any of the other players. “And now we’re just like one big group of friends. And now every day I just get more excited.”

Lefebvre was one of 19 boys to make the AAA team and he’s been playing hockey for the past seven years. This trip is going to be his first time in Europe.

Team Roping Canada event brings dozens of riders to Ponoka

The Zone 4 Club 55 five-pin bowling playoffs were held in Rimbey at Strikers’ Ally on Saturday, March 29. Teams from Ponoka and Rimbey played off for the right to represent Zone 4 at the provincial finals to be held in Calgary at the end of April. The Rimbey team of Larry Varty, John Stanley and Monty Haslam (above) won on the men’s side while Ponoka team of Carol Trelenberg, Cathy Thomas and Nettie Riley (below) won on the women’s side.

As the April 30 crop insurance deadline approaches and farmers in Ponoka County prepare to seed their crops, an Alberta crop market analyst says grain growers will be facing some challenges this year.

Prices on most commodities, including wheat, canola, and barley, have dropped roughly 40 per cent from the near-record prices Alberta farmers enjoyed last spring, says Charlie Pearson, a provincial crop market analyst with Alberta Agriculture and Rural Development (ARD).

Meanwhile input costs to grow a crop, such as fertilizer, seed, herbicides, and fungicides, haven’t dropped proportionately – creating a cost-price squeeze that is forcing farmers to really sharpen their pencils as they prepare for the growing season, says Pearson.

A review of crop costs between January 2013 and 2014 shows fertilizer prices fell 10 to 15 per cent, but have now climbed back to last year’s February levels due in part to seasonal demand, notes Jason Wood, a production crop economist with ARD. Diesel fuel has increased 13 per cent, but producers will be pleased to hear most seed costs and chemical prices have held steady, says Wood, noting treated canola seed varieties have increased 2 to 14 per cent.

“Margins will be a lot tighter than the last few years. Farmers will have to assess every input they use to ensure it gives them the best bang for their buck,” says Pearson. He points out today’s lower grain and oilseed prices are due to a general decline in world prices and huge, record grain yields harvested in Alberta and across Western Canada last fall.

Another issue facing farmers this year is the backlog of grain waiting to be shipped by rail for export to international markets.

“It’s creating cash flow challenges for farmers, and keeping grain and oilseed prices lower in Western Canada than other parts of the world where grain supplies are still relatively tight and demand is strong,” Pearson explains, adding he doesn’t expect commodity prices to move much in Alberta this year.

April 30 Crop Insurance Deadline

“Farmers are preparing to manage their way through the challenges this year, and as always good risk management will be important,” says Nancy Smith, with Agriculture Financial Services Corporation (AFSC) – the provincial Crown corporation that administers crop insurance across Alberta on behalf of the provincial and federal governments. She reminds farmers of the upcoming April 30 crop insurance deadline.

“Most producers will invest $200 to $300 or more per acre into their crops over the growing season, and they don’t want to risk losing that to a hailstorm or some other unexpected weather event,” says Smith.

She explains that’s why more than 75 per cent of Alberta farmers insured about 15 million acres of annual crops across the province last year.

About $295 million was paid out on crop insurance claims for the 2013 crop year across Alberta, including Ponoka County, says Smith. The lion’s share of payouts last year – roughly $219 million – was triggered under the Hail Endorsement (HE) rider, an option 90 per cent of producers choose because hail is such a major weather risk in Alberta.

Despite more than 3,700 HE claims, actual losses

under the production guarantee that crop insurance provides were only $36 million – among the lowest ever, says Smith. She explains crop insurance allows farmers to insure up to 80 per cent of their average production on most crops.

“If yields fall below that, a claim is triggered. Even many farmers with hail damage harvested above average yields last fall because growing conditions were ideal across much of the province. Unfortunately the prices weren’t there for farmers in the fall,” says Smith. $38.8 Million Paid on SPE Claims

The Spring Price Endorsement (SPE) rider on crop insurance triggered $38.8 million in claims when commodity prices on many crops fell up to 25 per cent last fall. The SPE compensates farmers when crop prices fall 10 per cent or more between spring and fall, explains Smith.

Other perils that triggered claims included excess moisture, which led to unseeded acres in some areas.

Low commodity prices and tighter margins have Blakely Ballhorn scrutinizing input costs and looking for efficiencies on his mixed grain and cattle operation northeast of Ponoka near Wetaskiwin.

Ballhorn is glad he pre-bought fertilizer last fall when the price was lower, but rising diesel fuel and labour costs have him concerned. “There is security in knowing I’m covering some of my input costs with crop insurance,” he says.

Ballhorn says not getting adequate rainfall and the threat of hail are the biggest risks on his operation every growing season.

“We grew a record crop and avoided hail last year, but our fields were hit hard for two consecutive years before that. My land is in a pretty tight block, so when a storm hits, it affects a large portion of our farm and could really wipe us out. That’s why crop insurance and the hail rider are so important,” he says.

Increased Straight Hail Coverage

Changes to crop insurance this year include increased Straight Hail coverage, which producers can Auto-Elect with their policy by April 30. “Previously we capped Straight Hail coverage at $150/acre for most crops. We’ve now increased coverage to $225/ acre for dryland cereals, and $325/acre for dryland canola and chickpeas.

“For irrigated crops, coverage has increased to $400/acre for cereals, and $425/acre for canola and chickpeas,” says Smith. Farmers who Auto-Elect Straight Hail also receive a two per cent premium discount.

Smith encourages producers to review and ask questions about their crop insurance to ensure they understand the options and coverage choices available this year. “For example with lower commodity prices, crop insurance premiums and dollar coverages will come down because the value of the crops being insured is less.

“Producers may want to review their coverage level and endorsements because premium costs per acre in most cases are now lower,” she explains, adding that about 60 per cent of crop insurance premiums are subsidized by government.
