Fire department training gets a reality check Christopher Sun News staff
Before unleashing the wrecking ball onto a home about to be demolished, the Oak Bay Fire Department would appreciate having a go at it first. Joint training exercises just concluded between Oak Bay and Saanich firefighters at a home in the 2000-block of Hibbens Close that is slated for demolition. Real life, house fire simulations were employed as firefighters practiced and refreshed their skills. “The owner of that home generously offered the Saanich fire department to use it for training scenarios and because of our mutual aid agreement, they contacted us to see if we wanted to be part of it,” said Oak Bay assistant fire chief Don Roskelley. “The last time we were involved with them in this kind of training was six to seven years ago.” Due to firehall proximities, a fire in the southwest portion of Camosun College’s Lansdowne campus would see the Oak Bay fire department called out first, whereas a fire in the upper portion of the Uplands Golf Club would see Saanich fire department responding first. “It’s really important to create some training opportunities that brings together both departments,” Roskelley said, explaining training space at the firehall is limited. “We get to work in a scenario with more people, 10 or 12, which is more realistic when fighting a house fire.” The house being used for the current training exercises actually experienced a fire five years ago, said Saanich Battalion C chief Joe Zsidi. The owner is now looking at redeveloping the vacant house and offered it to Saanich for training purposes before demolishing it. “The owner called us directly,” Zsidi said. “Since we put out the fire in there five years back, he wondered if we would be interested in using it for training and I said, ‘yeah, that would be great.’”

Police and RCMP clean up waters around Oak Bay Crack down on derelict vessels successful Arnold Lim News staff
Derelict vessels along Oak Bay’s waterfront that didn’t shape up, have been shipped out. Transport Canada pulled five moorage buoys and two derelict vessels out of the water adjacent to the Oak Bay Marina March 31, completing phase one of a plan to clean up the coastline of Oak Bay. “This is a matter of public safety on the waters, and that is very important to us,” said mayor Nils Jensen. “A lot of boaters use that area and when we have derelict boats, halfsubmerged boats and illegal buoys, that is a hazard to those using our waters.” Of the between 65 and 75 moorage buoys and derelict vessels identified and warned, all but the five buoys and two vessels were removed or remedied infractions, including lack of reflective material or

OUR VIEW
Amalgamation is working together The call for amalgamation around the region is strong, but in a variety of cases Oak Bay is finding its own way to manage working with its neighbours. A great case in point is the work the Oak Bay Fire Department and Saanich Fire Department have been up to over the past couple of weeks with their joint fire training. The two departments have had a mutual aid agreement for several years, as most departments in the Capital Regional District do. The invisible borders separating our municipalities are not cement walls holding residents hostage or bars keeping criminals at home, just as they do not keep small fires to small departments. The training done between the Saanich fire department and the Oak Bay department benefits both communities. The home scheduled for demolition in Cadboro Bay gave both departments a great opportunity to train their own members and for crews to learn to work together. Members of the two departments were able to get to know their fellow firefighters better and to learn how each other’s specialized equipment works in a realistic situation. One of the more interesting points to this practise is that the firefighters have not trained in this manner in more than seven years. This is likely due to a limited number of homes available in which to train. In this case, a home donated temporarily to the Saanich fire department offered the perfect opportunity for our firefighters to train for a fire large enough that it requires the aid of another department. Having a home slated for redevelopment does not happen every day in Oak Bay, but the overall benefit to our community of donating your home to the fire department for training is a wonderful opportunity to give back to your neighbours.

Putting on makeup, reading a book or eating soup while driving are all good examples of stupid things I have actually seen drivers doing behind the wheel, but talking on the phone, texting or emailing are the most common forms of distracted driving these days. You may feel that talking while driving is easy to do, but it takes your mind away from driving and your awareness of your surroundings. Hands-free units are easily available and quite inexpensive, but still we see people holding phones while talking, and quite often trying to disguise it. Texting takes carelessness to a whole new level. Now, not only is your mind occupied with talking instead of driving, your hands and eyes are engaged in a very distracting task. So if you don’t have a hands-free speaker, get one. Otherwise, put away your 3G, 4G, 4S, 5G, Android, Smartphone, iPad or whatever and just drive. Sundance closure splits board Daniel Palmer News staff
A $1.8-million budget deficit and the decision to close Sundance elementary school is creating emotional turmoil among School District 61 trustees. Last week, the board voted 5-4 to relocate Sundance’s 58 students to Lake Hill elementary in Saanich. The move will save the district next fall about $316,000 annually. “We’re in a no-win situation, in that we have a deficit that needs to be addressed,” said Peg Orcherton, SD61 chair. “Under the school act, boards are not allowed to file deficit budgets.” Orcherton said the Sundance closure was an emotional, difficult decision made harder by continued provincial funding reductions. The suggestion by some trustees that the decision could still be reversed is now
doing more harm than good, she said. “It’s with great consternation to see what some of the trustees are doing, because it’s giving false hope to the parents and students of Sundance,” Orcherton said. A minority of trustees tried unsuccessfully this week to call a special meeting to again discuss the school closure. The board also voted this week by email on a motion to notify the Ministry of Education about the school closure, a regular practice for administrative bylaws, Orcherton said. But some trustees are frustrated with the expedited decision. “We had four days to consider other alternatives,” said SD61 Trustee Diane McNally. “The process of this board is so rushed, it’s very difficult to understand all the financial information.”

The SD61 board still needs to approve more than $1.5 million in budget reductions before a final budget vote April 23. “Any cut is a difficult cut,” Orcherton said. “Our budget is 88.9 per cent salaries and benefits, so that only leaves us with 10.1 per cent for services and supplies, where we need to make tough decisions.” A list of recommended options for reducing the deficit are available at sd61.bc.ca, and include closing the district’s resource centre, eliminating school learning mentors and relocating the Girls Alternative program. Several public meetings are being held to garner public input before the final vote, beginning tonight (April 2) and on April 9 at S.J. Willis Alternative school, 923 Topaz Ave., beginning at 7 p.m. Preregistration is required. dpalmer@vicnews.com

Three-year campaign comes to $25 million close Daniel Palmer News staff
It took three years, thousands of volunteer hours and more than 3,500 donors, but the Victoria Hospitals Foundation made history last week by reaching its $25-million goal for the Building Care Together campaign. Campaign chair Leslie Farrell was unable to contain her beaming smile as she stepped towards the podium at the Royal Jubilee Patient Care Centre to make the announcement official on Friday. “We were challenged many times in many ways on this goal, but I always knew as a community we’d achieve it,” Farrell said. More than 100 donors and supporters were on hand, including Victoria Hospitals

Kia taking on the small cars from the big guys
HUNTINGTON BEACH, CALIFORNIA – Kia rounds out its attack on the country’s best-selling cars with the launch of the final two models to the Forte lineup. Last year Kia introduced their all-new Forte sedan to compete with such top sellers as the Honda Civic, Mazda3, Toyota Corolla and Hyundai Elantra. This week, the 5-door hatchback version called Forte5 and the coupe, called Forte Koup begin arriving in dealerships. The launch of these two vehicles took us from Huntington Beach, California, through the mountains and desert to Borrego Springs and then back through the mountains to San Diego. The terrain varies from massive California highways to very twisty mountain passes and vast desert valleys. Stunning scenery and a recommended drive for any sightseer or driving enthusiast. Looks The Forte5 is the more practical of the two new Kias with a hatchback design that sets it apart from the competition. Many competitors don’t offer a hatch so this is sure to be noticed by people who need extra storage and passenger room. Sold with a new base 2.0L engine or an optional 1.6L turbo engine, there are varied looks depending on which trim is chosen. The non-turbo Forte5 gets a front grille similar to the sedan with a smaller lower intake and a larger grille opening. The Forte5 SX turbo gets the same grille as the Koup, with the opposite

Helping get through motoring madness Dear Reader: After I get this off my chest, I am going to feel a whole lot better but I doubt you will. For it is my hope that you will be mad as hell and want to tell. We will get to that later so bear with me. I have been writing about cars, driving, and traffic safety for The needless more than 25 years. I carnage on our got into this by accident, no pun intended. roads was, and is I had been covering to this day, almost the often-grisly unbelievable. crime beat for some Keith Morgan years when the late Vancouver Police Supt. John Lucy told me in the late 1980s that he was transferring to the traffic division. I blanched. This guy had set up the strike force and dealt with vice in the big city. “You want blood and guts, Morgan, come and talk to me in traffic,” he said dramatically. I did and he was absolutely right. The needless carnage on our roads was, and is to this day, almost unbelievable. I say almost because the more you observe human nature the less incredible motoring mayhem appears. Simple math reveals that in order to shave even five minutes off a typical commute you have to exceed the speed limit excessively and run some very late reds. That kind of driving drives me crazy and now we get

to the nub of this column. Telling you what sends me off the edge is a form of therapy that invariably evolves into group therapy. Hence, our weekly “What Drives U Crazy?” spot in Driveway, in which we encourage you to reveal what poor driving habits send you off the deep end. Your correspondent also has a less selfish wish that by identifying this appalling behaviour we could educate the sources of our collective annoyance. I know that might be considered dreaming but let’s give it the old college try. When I talk about what burns me at gatherings, people usually say “don’t get me started” then proceed to regale me with their pet peeves. As that is the purpose of this exercise, let me get you started. Five things that drive me nuts, a short putt I know. 1. Those who either won’t move more than their front wheels into an intersection on a green light or remain behind the line. 2. Drivers who let cars stack up behind them because they want to make a left over a solid white centre line. 3. Weaver birds who race down the curb lane then cut into traffic when they near a parked car. 4. Impatient folks who try to swing around you dangerously as you proceed to park at the curb. 5. People who signal a left as the light changes to green. That last example makes me want to ram the offender through the intersection. Many more manoeuvres needle me. However, I’ll get off the couch now because I think I may have got you riled enough to share your road rage. What Drives U Crazy? – Tell me. You will feel much better for having done so. I promise. keith.morgan@drivewaybc.ca

There was nothing even slightly swoopy or jet-like about the Hudson Jet. It was a thoroughly upright and conventional compact from a company that later became part of American Motors. Dart GT could be edgier but delivers value The Dodge Dart has held its own in a sporty compact segment where competition is fierce. Perhaps it is because of its value, the various engine choices or that it has some pretty cool features (like available under-the-frontseat-cushion storage) and a fresh style – inside and out – the Dart seems to be a hit. Two years in, Chrysler has loaded it up with an engine full of gusto, unique styling cues and added a couple of letters on the back and now we have the Dodge Dart GT. What sets it apart from its siblings are a stretcheddown grille and LED headlights. You’ll find the rear clad with the ‘racetrack’ LED lights that run the full length of the trunk. Then there’s a set of 18inch wheels come standard on this vehicle along with a 2.4L, MultiAir, four-cylinder Tigershark engine, matched with a six-speed manual transmission, that brings to the pavement 184 horsepower and 171 lb-ft of torque. Of all the characteristics I like about this trim of Dart, I think its transmission is the weakest link. In previous reviews of other Dart models – like the 1.4L, Turbocharged version with 160 hp and 184 lb-ft of torque – the gear throws are, in my opinion, too long to really give it that edge and sporty vibe that it needs to compete with vehicles like the VW GTI, Honda Civic Si or even the Ford Focus ST. The gear throws are long and the clutch has little weight to it, taking away the performance aspect of the GT that it should have. On the flip side, the light clutch works favourably in the urban environment. This setup makes being stuck in traffic bearable. Getting back to the gearbox, I really wanted to like

Confessions of a Curber the Dart more. I really did. So I concocted scenarios in my mind to figure out a way to not be so sad about its lack of panache. I think I found one. Buyers of the GT will like what they get for the value. After all, it has a starting MSRP of $21,995. That’s thousands less than the aforementioned competitors. And some buyers of vehicles who want that extra kick don’t necessarily need all the sports sedan-like characteristics. They want power but in a comfortable and affordable package. Furthermore, they enjoy added touches like a leather-wrapped heated steering wheel, GT specific sport leather seats, a park view rear backup camera and more. The interior has a pleasant look to it and it’s very agreeable to drive. On the highway, special attention from designers and engineers were paid to make sure you drive in a quiet cabin. Minimal road noise entered the GT’s cabin, allowing my passengers and I to enjoy the musical stylings of various bands being listened to on the Alpine premium stereo system with nine speakers (an additional $1,295 for this sun and sound package.) The sun
portion of the package adds a power express open/close sunroof to the mix. After I switched into this mindset, I found I was able to alleviate my frustrations of what the GT didn’t have, but what it did have. Additionally, a feature that I love about the Dart – and all other Dodge/Jeep/Chrysler products – is the Uconnect media interface. The GT comes standard with the 8.4-inch touchscreen and
is a dream to work with. Large icons, easy prompts and a no-fuss approach to pairing your handheld device to the Bluetooth system all come standard. Whether taking the GT for a drive in the city or on the open road, it does have some solid legs to stand on. Noodling on the web one morning I found out that I was selling vehicles illegally. If I was in the business of selling, I need to be licensed as a dealer. Oh well. Everything’s been working out just fine for me. I skated through those recent bad deals. My previous sales were a distant memory – I was eager to start selling more. So, I decided to up my game a bit. I got a low-end truck and a car from an auction and another car from a new parking lot friend. I put ads for all three vehicles on Craigslist. Of course my ads said they were all real gems. You’d think people might see through my ads. “Need to sell fast, so price is flexible. Call with best offer.” And my cell number was the same for all three. Would anybody notice? The first two cheaper vehicles sold quickly. The last one took a bit longer to sell. Of course, it was the one I was most eager to sell. Why, you ask? Well, not that I passed the information along, but the auction provided vehicle history reports for the first two. I had no information on the last. So, I bought ICBC and CarProof vehicle history reports. I wanted to educate myself. To my surprise, there was a statement in both reports that the vehicle was possibly “stolen*.” I knew I had to sell it fast. I mean, I’d paid for it and I knew my new “friend” wouldn’t take it back. Four days later, I got a call from a young
“Apart from being stolen, it was pretty nice!” woman. She asked if the car would fit a family of four. “Definitely!” I practically screamed. I was a wreck during this sale. I just needed to get rid of this car – fast. I told the nice lady the details of the car. Apart from being stolen, it was pretty nice! I told her I was in a hurry to visit my mum in the hospital. She was in a hurry too – her three-year-old was anxious, pulling at her pant legs. She seemed to not want to be there as much as me. Finally, she agreed to buy the car. Phew! I was saved. Whatever happens next, I don’t care. It’s her problem not mine. I quickly changed my phone number (again). Weeks later, I saw her on the news – with kid still at pant legs – talking to a reporter. Apparently, the car was towed away by the police. And yes, she was trying to find me. Had I covered my tracks? I agonized.
*How can a stolen vehicle be sold? Curbers often break the law by bridging a title. Instead of registering a vehicle in their name within 10 days after a purchase, as required, they leave it in the name of the previous owner. This keeps their name out of the chain of title and from being caught with a stolen vehicle or one that would not be able to be registered or insured for another reason.

Kids tackle football A total of 21 football teams representing eight clubs in three age divisions invaded Bullen Park in Esquimalt last Saturday for the Greater Victoria Minor Football Association’s annual spring football jamboree. In addition to Greater Victoria clubs, teams from Duncan, Ladysmith and Nanaimo enjoyed the day of football, fun and fellowship. Event organizer, Chris Ounsted, had his hands full finding a way to allow each team to play four games at one venue in a single day. He eventually divided the oversized Bullen Park field into four quadrants and conducted four mini games at a time. With no game stoppages
ers loved it. For the coaches it was a perfect opportunity to work out the kinks in their teams and size up the competition before the regular season begins next week. The regular season kicks off on April 5 with games in Langford, Nanaimo and Oak Bay and culminates with the top teams in each of the three age categories battling for the right to hoist the playoff trophy on Gold Cup Sunday on June 22 at Westhills Stadium in Langford. Make-A-Will Week March 31-April 6 The new act also: • Allows the court to recognize a document as a Will even if it does not meet all the standards usually required to make a will; • Helps courts ensure a deceased person’s last wishes are respected; and • Lowers the age at which a person can make a Will to 16. With some of the laws about interpreting Wills changing, those whose Will was written before March 31, 2014 may wish to review it with a Notary or lawyer to make sure their wishes can be upheld. charities or non-profit organizations you care about receive the benefit of your estate and the best way to ensure your Will is valid and enforceable is to prepare with a trained legal professional. Creating a Will takes less time than most people think and can often be completed in one or two meetings. A good way to start the process is to identify a legal professional in your community—someone you trust who can assist you in preparing a proper and legal Will.

Rachael McLaren in Bill T. Jones’ D-Man in the Waters.
When the Alvin Ailey American Dance Theatre hits the stage at the Royal Theatre April 8 and 9, it will be bringing a little history with it. Principle dancer Rachael McLaren is the first Canadian to dance with the revered New York company. “I went online and did some research and saw this beautiful company and I thought ‘Oh my God … What? … This is incredible. How did I not know this was out there? How am I just learning this now?’” To her credit, McLaren was just 15 years old at the time and a student at the Royal Winnipeg Ballet school. The Winnipeg native has been performing
with the Alvin Ailey company for six years. After training at the Royal Winnipeg Ballet school between the ages of 10 and 17, she moved to Toronto to join the cast of the Broadway show Mamma Mia! as a member of the chorus and as an understudy in a supporting role. “I was the youngest member of the cast at the time,” she says. Two years later, when the production closed, McLaren was on the hunt for work again still not yet 20. Taking inspiration from one of her RWBS teachers Jacqui Davidson, McLaren moved to New York. “I had planned to attend the University of Manitoba and I had a passion for theatre arts – Mama Mia! was a detour in my dance career. She encouraged me to go to summer school at Alvin Ailey.” McLaren began as a scholarship student and later joined Ailey II, Alvin Ailey American Dance Theatre’s junior company that serves as a bridge between the Ailey school and the professional dance world. She applied to the Alberta Ballet school, Boston Ballet school, Alvin Ailey and Juliard among others and was accepted by all. “Juliard has this incredibly, amazing reputation, but Alvin
Ailey had a company that I could really see a future for myself there,” she said. Now 28, McLaren is living that future with gusto. “The hardest challenge is to be able to keep my body in physical shape. As dancers, we call ourselves ‘athletes without an off-season,’” she says with a laugh. The company will perform two shows in Victoria. On April 8, the repertoire includes Home, a work by hip hop artist Rennie Harris, featuring a pulsing gospel score; D-Man in the Waters (Part 1), choreographed by celebrated New York-based dance artist Bill T Jones and set to Felix Mendelssohn’s Octet for Strings; and Alvin Ailey’s Revelations, based on his memories of growing up poor and black in the southern U.S. The April 9 repertoire includes Another Night, choreographed by young contemporary dance artist, Kyle Abraham; Strange Humors by artistic director Robert Battle, a duet for two men that is equal parts comedic and combative; Revelations; and the classic Ailey work first performed by American Ballet Theatre in 1970 set to the music of Duke Ellington – The River. “It’s a beautiful water-themed ballet,” says McLaren. “It shows the dynamic athleticism of the
dancers … with gorgeous Duke Ellington music.” Born with a passion to dance, McLaren admits it’s a tough road. “I’d say to 15-year-olds out there who love to dance and love to express themselves, you can’t not make it if you have passion. It’s definitely not an easy choice. It’s filled with a lot of hard work, a lot of sweat, tears, rejection. If you know in your heart you have passion and talent, and you know you have something you want to say, there’s a place for you – never give up your dreams. They’re valid.” She encourages youth and adults alike to broaden their horizons and take chances in the world of arts. “There’s something so human about our company and so visceral … it’s unlike any dance experience you’ll ever have.” After six years of touring up to eight months of the year she continues to be enthusiastic about Alvin Ailey American Dance Theatre and what it brings to audiences. “There’s no lack of inspiration, no lack of awe in what I get to do, what I get to share with audiences around the world – it’s the coolest thing ever,” she says. Take a good look at the competition – Current listings will tell you what similar properties are on the market and which might be in competition with your home
The days of bidding wars on Greater Victoria homes and deals being written on the kitchen table after a viewing seem like the distant past when considering today’s residential real estate market. Agents who have spoken to Homefinder in the past have said that’s a good thing, in that it not only allows them to spend more time working with clients to determine the right price for which to sell their home, it can give sellers more certainty and understanding of the market. “In this kind of market, if a seller is really well prepared, for example, if the house is really well presented and ready to go, they’re going to find their experience is that much better than someone who isn’t prepared,” said Victoria Real Estate Board president Tim Ayres. The stability of the market these days means sellers are not having to take a huge drop from their asking price, he said. With no real upward or downward pressure on prices, the decision to sell can be one that comes when moving “feels right” to the homeowner, Ayres said. There are still people who are not as motivated to sell and delay putting their home on the market, in an attempt to ride an upward wave and maximize the amount they’ll receive. Doing so can be a mug’s game, he said. “I think timing the market is always impossible. You’ll never

The residential real estate market in Greater Victoria saw sales 20 per cent higher in March than the same month in 2013. Sellers and buyers alike have more certainty around pricing in this stabilized market, says Tim Ayres, local Realtor and the president of the Victoria Real Estate Board. know whether it was a good time to buy or sell until a few months down the road.” In general, there is still enough product out there for buyers to be able to take their time. Conversely, sellers are also going to have to be patient, he said. There are some exceptions to that rule, however. As Ayres said, well-prepared, well-priced homes are still getting snapped up quickly. As well, prop-

As well, the $400,000 to $600,000 price range seems to be a “sweet spot” for homes right now, he added. Looking at the sales figures for Greater Victoria, sellers have reason to be optimistic. In March, 575 properties were

That’s a bump of nearly 20 per cent over March 2013, when the trickle-down effects of the global recession were being felt more strongly and such factors as tighter mortgage restrictions were still pretty fresh. Looking longer-term, the five-year average for March is 607 sales, showing that things are gradually getting back to normal in the region’s real estate market.
