VICTORIA – Candidates for municipal and school board elections will have to register with Elections BC and report donations of $50 or more when they run in province-wide elections this November.

Legislation tabled by the B.C. government Wednesday will extend the term of office to four years as well as tightening rules for campaign financing and advertising.

Third-party advertisers will also have to register before promoting candidates, and financial disclosures will have to be filed with Elections BC within 90 days of the vote.

The change in reporting rules creates a large task of compliance and enforcement for Elections BC. Oakes said the Elections BC will present its proposed costs to the legislature committee that determines budgets for all independent officers, including the Auditor General.

Land reserve divided, not conquered VICTORIA – Kootenay Bill Bennett has done what I reported last November he was doing: seizing the horns of the sacred cow that is the Agricultural Land Reserve.

Henceforth there shall be two land reserves. The Island, South Coast and Okanagan, which produce 85% of B.C.’s total farm revenue on 10% of protected land, retains its strict anti-development rules.

In the much larger area Bennett likes to call “beyond Hope,” non-farm uses will be considered to help maintain the many economically marginal farmers.

This is the Interior, Kootenay and North, where development pressure is mostly an urban myth. In remote areas, ALR diktats with no relation to reality are routinely ignored.

Political critics were quick to call this a B.C. Liberal hidden agenda to pave the ALR for their developer pals. Certainly neither party’s 2013 platform talked about the ALR, although B.C. Liberal leadership candidates Kevin Falcon and Mike de Jong promised relief from its more senseless bureaucracy to Peace country farmers in 2011.

When the zone plan was revealed last week, media went to ALR pioneer Harold Steves, the hero of all Lower Mainlanders who try to tell northern farmers what to do.

“My real fear is that they want to open the door for fracking and natural gas and oil,” Steves said.

I’ve got bad news for the socialist sage of south Richmond. Oil and gas companies have operated on farmland since before the ALR was created in 1974.

Conspiracy buffs should read the delegation agreement that took effect just weeks after last May’s election, giving the Oil and Gas Commission authority to administer wells, pipelines and waste pits on farmland. If the ALR interferes with the prescribed handling of drilling waste, it interferes with safety measures.

University of the Fraser Valley “food security” professor Lenore Newman went on CKNW to refute what she called “uninformed arguments,” and then offered one of her own. This two-zone change is connected to the exclusion of large tracts of Peace land for the Site C dam, she said.

Actually, the government exempted that project last December using the long-standing “provincial interest” provision, so this phase of the alleged capitalist plot against farmland has no effect on Site C. Steves is also concerned about second homes being built beyond Hope, and later sold rather than being destroyed as is the current disastrous rule. He warns that farmers might end up with “non-farm neighbours,” or as we like to call them up north, “neighbours.”

Again, this is an urban problem projected onto rural B.C., where costly restrictions mainly serve to accelerate the depopulation of rural and remote areas.

Delta South independent MLA Vicki Huntington is livid about the legislation, which has no effect on loss of farmland in her constituency. The growing federally regulated port supersedes provincial laws, and the Tsawwassen First Nation is growing a big shopping centre on its treaty land.

Aboriginal entrepreneurs are also starting to force big-box development on southern Vancouver Island, home of the purest of the pure left. This is where farmers can’t even protect themselves against deer.

The most damning charge is that the six regional ALR panels now in place are open to corruption under new rules. Panel members have always been cabinet appointments, but currently they have to be from outside the region so they are less likely to hand out exemptions to their friends.

That is certainly something to keep an eye on. So is the status of B.C. farms, where the average farmer age is 56 and rising, and half of farms have income less than $10,000 a year.

British Columbia’s blue box battle

A few months back, I received a notification which advised me that I had to declare whether Buckerfields was a ‘producer’ of printed paper or packaging material.

If so, we would have to implement an ‘approved stewardship plan’ to deal with the material. Otherwise we would have to join another ‘stewardship plan’ and pay fees to that plan holder. I thought it was a scam. But I looked into it further and determined that there was indeed regulatory provisions in effect which stated this very thing and according to the regulations, Buckerfields is now a ‘producer’ of printed paper and packaging material, with the best example being our Buckerfields feed bags.

I then discussed the alternatives with a Ministry of Environment official and came to realize that we had no choice but to join the only approved stewardship plan in the province, Multi Material BC (MMBC).

We signed the MMBC contract. But we also read it. And it stated that MMBC had to file audited financial statements on its web site. I recently went to the web site and there are no audited financial statements.

Now, several months later, I have discovered the following: • MMBC is a corporation under the Societies Act comprised of three Directors, two of which live in Ontario. None of the Directors have public sector credentials. All of the Directors represent large corporate interests.

• MMBC is not accountable to any government agency, appointed official, elected official or any other government body other than the Registrar of Companies under the Societies Act • MMBC is not governed by the Province’s Financial Administration Act which sets out the rules for the administration of all public monies.

One final word – 96 per cent of all printed paper and packaging material is already being

picked up or deposited into municipally financed facilities. Despite what MMBC is saying, at least 53 per cent of that is already being recycled and it is very likely that that number was seriously understated to give the government a reason for its MMBC cash and power grab. In reality, there is no basis for setting up a recycling dictatorship and charging punitive fees to companies like Buckerfields at all. Recycling is a booming business with rapidly increasing prices of marketable commodities.

Could that be why the Board of MMBC is all big business and outside the jurisdiction of the Auditor General? We don’t have to change a thing to see recycling take off in B.C., in the hands of our elected municipal officials. We need to send the MMBC regime to the recycle bin.

Growing Hope Canadian Cancer Society urges Canadians to join with them to change cancer forever Donate when a volunteer canvasser knocks on your door Hearing the words “You have cancer” profoundly alters lives and the Canadian Cancer Society urges Canadians to join with them to change cancer forever.

“We’ve reached a tipping point and now, more than ever, we need Canadians’ support,” says Pamela Fralick, President and CEO, Canadian Cancer Society. “Every donation made during our April Daffodil campaign will bring us one step closer to preventing cancer, detecting it earlier, improving treatments and helping Canadians live longer, healthier lives.”

Thanks to donors the Society has funded billions in cancer research since the 1940s, resulting in advances that have improved the lives of Canadians. Donors have also made it possible for the Society to become the country’s most trusted source of information and support for people living with cancer and their families.

Current statistics show that progress has been made – today over 60 per cent of Canadians diagnosed with cancer will survive at least five years after their diagnosis. In the 1940s, survival was about 25 per cent.

“The generosity of donors has brought us to an exciting threshold and there is great optimism for a future where we will no longer have to fear the word cancer,” says Fralick. “But work remains to be done and the need for your continued support grows with each passing day.”

Current statistics show that the number of new cancer cases continues to rise steadily as the Canadian population grows and ages. Almost half of all Canadians are expected to develop cancer in their lifetimes and it is the leading cause of death in this country. Last year, an estimated 187,000 new cases of cancer were diagnosed and 75,500 Canadians died from the disease.

“Change won’t happen without you,” says Fralick. “Donating to the Society makes you part of a vibrant cross-Canada team that is working to transform the way we understand this disease and live with it.”

Wear a daffodil pin Fralick especially encourages Canadians to buy and wear a daffodil pin during April to show their support for people living with cancer.

“Whether it’s through family or friends, we all have a story about how cancer affects us,” says Fralick. “By donating to the Society and wearing a daffodil pin, we’re collectively saying that

we are in this together and we won’t give up until all forms of the disease are defeated.”

During Daffodil Month Society volunteers in communities across Canada will be knocking on doors, organizing special events and selling daffodil pins and flowers to raise funds.

MP McLeod reports on Canada’s healthcare system Ottawa - Cathy McLeod, Member of Parliament release the following statement today regarding the sustainability of Canada’s healthcare system.

Our country’s healthcare system is important to our Government. We are committed to the Canada Health Act and its principles of public administration, comprehensiveness, universality, portability, and accessibility.

We are investing record amounts in health funding to the provinces and territories. We are certainly not cutting healthcare as the Liberals did in the 1990s and in fact are providing the highest recorded health transfer dollars in Canadian history to the provinces and territories.

The Canada Health Transfer (CHT) has been set to increase by 6% per year until 2017 to support provincial healthcare budgets. In comparison, the BC healthcare budget is set to be increasing by an average of 3.2% over the next 3 years.

In 2006-07, when our Government first took office, the CHT was $20.1 billion dollars, this year it reached a record high of $30.3 billion. This funding will reach an unprecedented $40 billion by the end of the decade, providing stability and predictability to the system.

Starting in 2017-18, health transfers will grow in line with a three-year moving average of nominal GDP growth, with funding guaranteed to increase by at least 3 per cent per year.

Old hydrant replaced

A fire hydrant on Barriere Town Road was showing signs of leakage and it was confirmed the problem could only be solved by exchanging the old hydrant , it was one of the earliest ones installed, with a new one. The extrication was not easy, it required heavy machinery and hard work. The old concrete casing had to be removed before the new hydrant could be put in place and again be reinforced with concrete. Apparantly the timely repair may have prevented the explosion of the hydrant if it had been used.

Public input invited on expansion of area-based tenures North Thompson Star/Journal A comprehensive public engagement process on converting some volume-based forest licences to new or expanded area-based tree farm licences will take place over the next two months, Forests, Lands and Natural Resource Operations Minister Steve Thomson announced today.

People are invited to participate in a public discussion on the expansion of area-based forest management until noon May 30, 2014, at: http://engage. gov.bc.ca/foresttenures This site has reference material, questions and answers, a discussion paper and an interactive blog where a conversation will occur online.

To keep the engagement open and neutral, an independent facilitator has been hired. The public engagement process will be led by veteran professional forester Jim Snetsinger, who will compile the feedback and provide a report to government by the end of June. Snetsinger, a former provincial chief forester, will also travel to at least 10 different B.C. communities to meet with stakeholders, First Nations, local governments and members of the public who express interest in contributing to the discussion.

The meetings will focus on the potential benefits that proponents seeking conversions may be able to provide, the criteria for evaluating applications, and the process for implementing conversions.

Conversions are not being considered on a provincewide basis. They are one “tool in the toolbox” that may help with mid-term timber supply issues in parts of the Interior that have been impacted by the mountain pine beetle.

The results of the engagement process will inform how government proceeds and whether legislative changes will be needed as a result of the feedback.

Referendum will be considered by council to help fund projects Last week as the chair of the TNRD I was in Victoria, along with Mr. Gill the CAO of the TNRD, to attend the annual Regional District Chairs and Chief Administrative Officers forum.

The forum is organized through the Union of B.C. Municipalities. The agenda provides a number of speakers on current topics and there is a chance for the various regional districts in B.C. to gather and share best practices and problems of a mutual concern.

It is amazing how some of the issues affect all of the various regions in the province.

Things like the E911 program will have an impact on all the areas of B.C., particularly rural ones like ours.

The costs involved are immense and the methods to gather the funding for the next generation of the 911 service are complex.

The technology must be designed to be resilient and redundant when a major disaster occurs. This in itself is no small feat, let alone making the system able to be used in even the most remote areas of the province.

Heaven forbid a major disaster should happen, but in case it does all components of the recovery plan must work. As you can imagine, the 911 reporting system would be integral to that plan.

The agenda also included speakers on the Multi Materials B.C. (MMBC) program and the proposed Water Sustainability legislation. From all accounts the MMBC program is having what only can be described as growing pains even before it gets launched. The program is a complex and ambitious effort aimed at improving the way we deal with recyclables. I will reserve comment on how well things are going

The legislation around water, and providing a plan for management and sustainability of the resource across B.C. is also incredibly complex, and not without some critics. It is very easy to point out any shortfalls in this type of legislation. As usual that group is very vocal.

I would rather be in the group where the solutions are found.

No pun intended.

There is not an unlimited amount of clean water on our planet.

We must do our best to improve how we use the resource in not only a local sense, but strive to think globally.

This must be done to benefit our generations in the future.

Here in Barriere we are doing our level best to make sure what we take out of the aquifer

is returned in a usable state. Our wastewater reclamation plant is designed to treat septage and sewer effluent, and return the outflow to the aquifer in as pure a state as is possible. We have also kept pace with the best practices available to reduce water consumption and improved recycling programs.

We also attended the Municipal Finance Authority of BC (MFA) annual financial forum. There were presentations from Deputy Minister Denlinger of the Ministry of Community, Sport and Cultural Development, and Douglas Porter, Chief Economist BMO Capital Markets.

From all accounts it appears the province is in good shape financially and the MFA has solid plans in place to guarantee local governments low cost financing for

needed projects.

We have a number of ongoing and future projects here in Barriere. Some of them are being paid for with current funding, and others will need to be funded through a combination of grants and local capital. We have been putting together self ready projects that will qualify for grants, and have been preparing for the announcement of funding programs.

On that note the Federation of Canadian Municipalities (FCM) just sent out details around the Infrastructure Canada announcement of the details of the New Building Canada Fund. Council has indicated that they wish to go ahead with an application for funding and the related referendum that will be needed. Those discussions will most likely happen at Council meetings on April 7.

As I have said before, everyone should get the facts before they make up their minds. It is a fact of life that sometimes things need to be repaired, replaced and improved.

It all costs money.

Barriere looking at new zoning bylaw

By Colleen Hannigan Many community members have recently received letters regarding a new zoning bylaw that the council of the District of Barriere will be considering. Letters were sent to property owners that would see a change in their zone.

A zoning bylaw implements the goals and objectives outlined in Barriere’s Official Community Plan with respect to land use, and details what you can build and do on your property.

The current zoning bylaw has been in place since the early 1980’s, and covers the entire rural area of the Thompson Nicola Regional District (TNRD). It is much broader than what is required within our District boundaries.

The new bylaw is proposing to decrease the number of zones, and update and simplify the bylaw for folks in Barriere.

One of the differences between the old and the new that is worthy of mention, is that mobile homes are now recognized as simply a form of single detached dwellings that have to meet certain minimum requirements. This is why you don’t see them as a specific use in the Residential Zone of the new bylaw. The proposed minimum requirements include: (a) A Manufactured or Mobile Home, located outside a Mobile Home Park, must: i) be mounted on a permanent foundation or slab, as approved by the Building Inspector, as opposed to

blocks or other temporary form of support; ii) have a minimum floor dimension between exterior walls of 6.5 metres; iii) comply with CAN/CSA standards (A277 for Factorybuilt/Manufactured and CAN/CSA Z240 for Mobile Homes); (b) Mobile Homes located in Mobile Home Parks shall comply with CAN/ CSA Z240 standards and be protected by insulated skirting.

During this public review process concerns have been raised about what would happen if a singlewide mobile home currently located on a lot outside a mobile home park was entirely destroyed?

Staff are getting legal advice on how this situation can be handled so that these owners are not put in a position where they cannot afford to replace their home should this happen.

Insurance professionals are also being consulted.

There are also ways to achieve the minimum width requirement of 6.5 metres.

Due to public input, the final draft will contain new wording around these points.

Also, there are three Land Use Contracts or LUCs that were put on certain subdivisions.

These LUCs do not show up on the new zoning maps, as they will become null and void over time, and the District is required to have a zone in place for those properties when that time comes.

the proposed zoning for their properties and not assume the old LUC wording will be remaining for much longer.

We currently have two industrial zones in place, and in the new bylaw there is only one industrial zone being proposed that will replace the two that we currently have. If you have an industrial property you need to look at what the permitted uses are that are being proposed and make sure we haven’t missed anything you think is important.

One residential zone will also replace the current two. I have had conversations already with some people who are concerned about what this means, but if you read the current bylaw there are no apparent differences between the two zones excepting the lot size for a two family dwelling (duplex) on water and sewer is

slightly smaller in the current R-1 than in the current R-2.

In the new bylaw, residential lot size minimums will be 500 square feet if the property is serviced by both community water and sewer, and 4,000 square metres (1 acre) if it is only on community water.

Lot coverage will remain at 25 per cent for those properties on water only, and increase to 40 per cent for all properties on both community services.

The rural zone that generally covers large rural forested or agricultural properties will be eliminated entirely within the District boundaries. Most of the rural permitted uses will be added to the Small Holdings zone.

Home Occupations are being allowed in any home but there are specific differences between those

entirely located within the principal dwelling (Home Occupation) and those involving an accessory structure (Home-based Business).

Some people have commented that the new bylaw is too vague and open to too much interpretation.

This is partially true and purposeful. The goal of this new bylaw is to simplify and provide as much flexibility as possible for local business, industry and residents of Barriere.

This Monday past a number of citizens attended the zoning bylaw open house drop in at the Ridge.

Based on comments received at this event, and from comments and concerns received by office staff, a new version of the draft will be presented to council for First Reading on April 7.

This will trigger a formal legislated process that will include further opportunities

64 youngsters turn out for Jam Cam

The Barriere Curling Club was filled with excited young voices last weekend for the annual Jam Cam youth curling event. This was the final ice event of the season for the Club.

Thank You All I would like to extend a heartfelt thank you to friends, family, coaches, neighbors and ski club members from Barriere, Clearwater, Sun Peaks and Kamloops for all of your support and encouragement throughout the years, and especially the 2013-2014 ski season. With special thanks to Mary MacLennan for spearheading the fundraising idea, and to the North Thompson Recreation Society, Barb and Carman Smith for all of your support and for facilitating the project, and as well as to the Star /Journal. My thanks also go out to the Sun Peaks Nordic Club and the Overlander Ski Club for fundraising, donations and wishes of support.

Much appreciation goes to the District of Barriere for the travel grant, and to the anonymous donors for your generosity. I am grateful for all of the gifts and for your thoughtfulness. Acetaminophen is the most commonly used pain reliever in the world. But just because it’s popular doesn’t mean it can’t cause any problems. Don’t exceed the dose recommended on the label. Liver damage can occur with taking too much of the drug for a long period of time.

North Thompson area carpet bowlers recently competed at the Zone playoffs for qualification to play in the provincials to be held in Prince George May 6-9. Each zone is permitted to send two teams to each event.

Area carpet bowlers who will be travelling to the provincials are Hector Denton and Ernie Yungen from Barriere in the pairs, as well as Robert Magnusson and Ed VanGool from Interlakes.

Jack Livingstone, Pete and Linda Verhoeven from Little Fort and Nina Clearwaters with Louis and Anka Zijderveld from Barriere will compete in the 3’s.

Interlakes and Little Fort will be representing in the 4’s with many of the same people as already named.

Avola youth help war effort through CGIT Eleanor Deckert Does the effort of one person actually make a difference?

What would you do?

It is 1945. Canada was at war. Mary Gibson’s first born son, Royce, had gone to Europe. His sisters, Vivian, Francis, and Verna, were too young to enlist, but old enough to want to help.

Bernice, Molly and Evelyne Craig know that their older sister, Vernetta, has been trained to cook in the hospitals where soldiers have returned to Canada.

The sisters want to participate in the war effort, but they are too young to leave home.

These families live in the tiny and isolated village of Avola.* What can the youth at the home-front do to show support for Our Boys, to reach out and offer some measure of comfort or encouragement to the Canadian troops?

Canadian Girls in Training (CGIT) was (and is) an organization for girls 12-17 years of age and a chapter was formed in Avola, under the leadership of Mary Gibson.

“We met once a week in the home of Gerald and Mary Gibson," said Evelyne Craig McKay. "At that time they lived across the river from Avola.

We made the quilt in the photo to send to a family in England.”

Our Purpose As a Canadian Girl in Training under the leadership of Jesus it is my purpose to Cherish Health, Seek Truth, Know God, Serve Others and thus, with His help, become the girl God would have me be.

during the war. We made parcels for the soldiers. My mother taught me how to knit socks and turn a heel. We also knitted hats for them to wear under their helmets.

We wrote cheery letters to the soldiers, as well as to our own relatives who were overseas.”

“I did not feel anxious," said McKay. "The war was so far away. Even Vernon was far away in those days. We had really good teachers in Avola. We knew where the war was because we learned about it in geography and social studies.”

“All of my Mom’s brothers were overseas.

Some were killed. All six of my girl cousins plus my boy cousins joined the Army, too.

My sister, Vernetta, joined the air force.

Vernetta never got overseas. They were at peace by the time she was trained. So she cooked in hospitals for the soldiers who came back. She went to hospitals in Calgary, back east to Ontario, near Vancouver and also Victoria," McKay said.

“CGIT was never for our own amusement although camping, singing, hiking and other activities were part of it. It

Nature plays a large part in Art by Ecki

By Elli Kohnert North Thompson Star/Journal The small settlement of Vavenby is home to Ecki Manthei, a gifted artist who‘s artwork grows out of his connection to nature, and his drive to follow every new idea with a passion that moves him to create what is in his imagination, without delay.

Ecki’s home stands out from all others in the Vavenby trailer park where it cannot be missed. Two large life-like eagles formed from wood, seem to be guarding his property. Varieties of creatures also made from wood, line the path to the house; and the ambiance of this place leaves no doubt that an artist lives here.

Ecki, and his life partner, Marilyn, arrived in the North Thompson Valley about five years ago. When they saw the trailer court in Vavenby, they “liked it right away and bought it”; a comfortable, quiet place that allows his creativity to flourish.

Ecki says he emigrated with his parents from Austria when he was a very young boy in 1945. He has lived and worked in various northern locations in

Canada, and eventually came to live in Cloverdale, B.C. It is there that he began his artistic career.

Seashells were his medium then, tells Ecki as he explains how they lend themselves to be made into clocks for instance, or be used as a canvas for his paintings.

When the couple eventually settled in the community of Vavenby, it is here that Ecki took on art as his life work.

Ecki has transformed one room of their home into an art gallery, where he now displays the numerous ‘Art By Ecki’ creations.

The variety of his work is remarkable; it ranges from usable art, like wooden spoons and clocks, to wildlife and nature paintings.

Ecki uses antlers for many of his carvings that depict wildlife, especially wolves, in their habitat.

“When I am walking in the forest, or along a stream, I often see something that gives me an idea for a project,” says the artist, “I may pick up a rock that would be just right to paint something on, or maybe I am lucky to find a moose or deer antler, and I know right away what I want to

carve on it!”

He notes that nearly all the materials he uses in his creations are natural; giving the artwork its special character.

Sometimes a person may come into the gallery to view Ecki’s work, and they may purchase a special item of art for their own home. Most of the time though, Ecki and Marilyn market the art work by taking part in craft fairs.

“At some I do well, with others I do not,” commented the art-

ist on selling his work through craft fairs.

The couple say they have a few tentative ideas in mind for marketing; such as going on the road to sell their creations. But right now, they have no immediate plans that they want to follow.

“We like it here in Vavenby,” says Ecki, “We feel comfortable around here, and we do enjoy to be with the friends we have made in the area. For now, ‘Ecki’s Art’ will have its home in the North Thompson Valley .”

Baptist, Methodist, and Presbyterian, and by the YM/YWCA. These representatives wanted to create a Christian educational program that would meet the needs of girls aged 12-17 across Canada.

Since 1947, CGIT has been one of the committees of the Canadian Council of Churches (CCC), Department of Christian Education.

The CCC is a member of the World Council of Churches and this adds a further dimension to the scope of the program.

According to the Canadian Encyclopedia on-line, CGIT is based on small groups whose members plan activities under the leadership of adult women, the program reflected the influence of progressive education, including a modern approach to the Bible, the Social Gospel, and Canadian nationalism.

In 1933 there were 40,000 members in 1,100 communities.

Membership declined after the Second World War, but the organization continues to flourish in numerous congregations. Membership in 1999 was approximately 2,000.

Not the camera store one usually expects Photographer Edward Weston said, “Photography suits the temper of this age – of active bodies and minds.

It is a perfect medium for one whose mind is teeming with ideas, imagery, for a prolific worker who would be slowed down by painting or sculpting, for one who sees quickly and acts decisively, accurately.”

I included that quote because the words “temper of this age” to me seem perfect for both the time we are living in, and, if you looked at the accompanying image, long time photographers enjoying a rebirth in this exciting medium.

There is not much that I enjoy more than spending time with other photographers.

Whether it is pointing my camera at some subject, or just hanging out talking about any and all things photography, it is always a good time.

I don’t remember when it started exactly, but some years ago several photographers

John E n ma n started hanging out Thursday mornings at my shop. The discussions, over coffee and doughnuts, are usually about photography, and are more often then not lively and heated disagreements are not at all unusual.

After all, like the medium of photography itself, photographers each come with their own personal views of how and what should be photographed, and which camera best accomplishes those personal views.

It’s that diversification of opinion that keeps me interested and, I guess, entertained, and I admit I really look forward to Thursday mornings, with the sometimes filled with talk and sometimes photography sessions

with a makeshift studio in the large meeting area behind the space I rent.

The numbers change.

There are days with only two or three, like the accompanying picture, while other times the only room left for anyone is to stand behind the equipment counters.

I only open on Thursday, Friday and for a half-day on Saturday, except for when I host my Saturday morning mini-sessions, and my store sells anything photographic I can find.

The term “used” is my preference, but with the interest in studio type photography in the last few years, I have been searching out off-camera lighting equipment distributors more and more.

I meet lots of photographers that claim to be

Photographers gather on Thursday mornings at John Enman’s store in Kamloops to talk about and discuss all things related to photography. passionate about photography. I don’t know if passionate is a word I would easily use for myself. I guess I could

say the words of Master photographer, Wynn Bullock, best describe my feelings about photography when he said,

“I decided to become a photographer because it offered a means of creative thought and action. I didn’t rationalize this, I just felt it intuitively and followed my intuition, which I have never regretted.”

I could easily hide away in a studio and did for years let clients take up all my time. But now I prefer to keep my options and interest open regarding my subjects and photograph everything, no matter what, with the same intensity.

As I wrote in the beginning, there is not much that I enjoy more than spending time with other photographers.

And my shop certainly isn’t the usual kind of camera store. Yes, there are glass counters filled with all sorts of used photography equipment, and some shelves with bags and unusual items. There are tripods and light stands blocking the window, and sometimes a box or two marked “free stuff”, and pictures are hanging on the walls or standing on

shelves.

Things change; I never am sure what I have for customers used to those big stores that always stock their shelves with the same items. But one entering, will of course find chairs for sitting on and talking from.

People asking me questions about anything photo-related will find their time well spent, and if they see something interesting I’ll actually go behind the counter, but usually my favourite location is sitting on the other side talking with other photographers about photography.

On March 24, 2014 at 1 pm, the Kelowna RCMP received a report of a fraud that used both the names of the Canada Revenue Agency and the Royal Canadian Mounted Police to pressure the victim into paying. Earlier that day, a 30-year-old Kelowna woman received a call from someone claiming to be an agent from the Canada Revenue Agency. The fraudster indicated that the woman and her husband had outstanding fees with the CRA and that if they didn’t pay off the balance immediately, a warrant would be issued for their arrest for tax evasion. The scammer then provided instructions on how to obtain prepaid credit cards in order to expedite the process and prevent

the victim’s arrest.

The fraudster kept the victim on the phone during the entire scam until she became suspicious and hung up.

But within minutes, the victim received a call that showed 911 on the call display. A man claiming to be a constable with the RCMP reassured the victim that the call was legitimate and that she needed to complete the process to avoid being arrested.

It was in fact all a ploy to scare the victim into paying fictitious fees. Altogether the victim lost $3000 through the fraudster’s use of pressure tactics and intimidation based on perceived consequences.

Pepperoni Pizza Lasagna Rolls

For the Sauce: 1 tbsp unsalted butter 1 tsp extra virgin olive oil 2 garlic cloves, minced 1/2 of a med. yellow onion, diced small 28 oz can HUNTS’s 100% Natural Diced Tomatoes 3 oz tomato paste 1 tsp dried basil 1/2 tsp dried oregano 1/2 tsp sugar pinch of red pepper flakes salt & pepper to taste For the Lasagna Rolls 10 cooked lasagna noodles 2 cups of the pizza sauce you prepared 1 egg, lightly beaten 1 1/4 cups part-skim ricotta cheese 1 1/2 cups KRAFT Shredded LowMoisture Part-Skim Mozzarella Cheese, divided 3/4 cup KRAFT Grated Parmesan

Cheese, divided 1/4 cup chopped fresh parsley 1/4 tsp pepper 3 oz sliced pepperoni (50-60 slices) Sauce: In a lrg pan over medium-low heat, heat butter & olive oil until melted.

Add garlic & onion & saute until tender..

Stir in tomatoes, paste, basil, oregano, sugar, & red pepper flakes. Bring to a boil & reduce heat to low. Cover, tilt lid slightly to release steam. Simmer for 15 mins. Cool slightly. With immersion blender, CAREFULLY blend until sauce has desired texture. (It makes more than is needed for this recipe. Refrigerate or freeze extras.) For the Lasagna Rolls: Preheat oven to 350F. Cook noodles, drain & rinse with cold water & lay out on wax paper so they don’t stick. Spray a baking dish w/nonstick spray & spread 1/2 cup of pizza sauce into the pan.

Set aside. Meanwhile, prepare filling in a lrg bowl by mixing egg, ricotta cheese, 1 cup mozzarella, 1/2 cup grated

parmesan, parsley & pepper until well combined. Lay out one lasagna noodle & spread it with about 2 tbsps of cheese filling. Lay out 5-6 pepperoni slices on top of cheese filling. Roll up each noodle starting at the short ends. Place in prepared baking dish, seam side down & repeat. Pour 1 1/2 cups pizza sauce over the rolls & top with 1/2 cup mozzarella & 1/4 cup parmesan. Cover with foil & bake for 45-50 mins (remove foil for last 10-15 mins) or until hot & cheese is melted.

Barriere Curling Rink was built in 1979.

The first game was an exhibition game played in December 1979. The first league game was played in January 1980.

The first Curling Club Flea Market was held in the mid 1980’s.

Over the years the number of curlers has dropped significantly, but the interest and enthusiasm in the flea markets remain as strong today as the first ones so many years ago.

The original organizers say they can recall how excited they where when the curling rink filled up with vendors and shoppers.

Currently we hold two Flea Markets a year, one in the spring after the ice is out, and one in the fall before the ice goes in. These fundraisers help with the operational costs of running the Curling Club.

In recent years for the spring Flea Market, we have rented out 60 tables. These are tables that individuals rent to sell their wares. Items sold range from home-based business products, crafts, tools, antiques, clothes or accumulated knick knacks or household item that they no longer need. We have many repeat buyers and vendors.

The Curling Club also has a table full of donated flea market items. These come from people who don’t want a table of their own, but want to get rid of excess things. Among the items collected so far for the 2014 Spring Flea Market are; a bed frame, small furniture, shelving, household items, and approximately 2000 like new Country CDs. Items left after the sale are then passed on to other charities such as the Big Brothers, or books to the Barriere Lions Club. The Curling Club makes money from the sales at this table, the tables rented, and a small concession we operate during the event. The 50/50 draw is also very popular.

This spring’s Flea Market will be held on May 3, from 9 a.m. to 1 p.m. Anyone interested in renting a table, or wanting information, or if you have any items to donate, please call Jane at 250-672-9301.

Small crowd – big winners “The concert was great,” said Leslie Stirling, who was reporting on the Mar. 26, Saskia and Darrel concert at the Church of St Paul. “About 30 people attended which was disappointing, but it made for a very intimate evening. The 30 that attended were the big winners.

Darrel and Saskia are lovely people with beautiful voices and entertaining stories. Darrel is an extraordinary musician.”

Reverend Brian Krushel said the evening was a lot like church services - some singing, some stories, with a break in the middle for fund-raising ( Saskia and Darrel offered their CDs for sale and most folks bought at least one).

OBITUARY In Loving Memory

Francis Marion “Frank” Richter January 25, 1935 – March 25, 2014

In Loving Memory of Francis Marion “Frank” Richter Frank Richter was born in Oroville, Washington, on January 25, 1935, to Frank and Ina Richter.

He was brought to Canada at the age of six days to Causton, British Columbia, where he was raised on his parents’ ranch.

He went to school in Keremeos, then on to Olds College in Alberta. He worked for B.C. Tel as a lineman, then he joined the Fish and Wildlife branch in 1956, becoming a Game Warden and a Predator Hunter.

Frank went to the Police Academy for enforcement training, and BCIT for extra training; he was dedicated to his work, and retired in 1992 in Clearwater. He had spent 36 years of doing what he loved.

After he retired he went to work hauling trees for the forestry, then he took his mules and herded cattle in the mountains every summer with his grandchildren.

Frank loved to take his boys to the high school rodeos so they could participate in the events, and he helped many others along the way.

Frank and his wife spent many hours herding cows in the Deadman Creek area. They

also spent many hours fishing and camping, and traveling through Canada and the USA. He was predeceased by his parents Frank and Ina Richter and sons, Mickell and Gregory.

Frank leaves to mourn, his wife of 53 years, Wanda, three sons, Allan, Tim (Kelly) and Frank (Patricia) in Alberta and three daughters Brenda, Virginia, and Bonnie in British Columbia. Two brothers, Robert (Gloria) in Toronto and Jim in Victoria. Many grandchildren, great grandchildren and friends.

Frank will be cremated. At his request, no service will be held for Frank. Condolences can be sent to North Thompson Funeral Services at www.

The arrival of warmer weather means many of us are spending more time outdoors. The change in weather also brings out ticks - small bugs that feed on the blood of humans and animals and can sometimes transmit disease.

“Ticks are most often found in tall grass and wooded areas so covering up before you head outdoors and checking for ticks on yourself, your children, and your pets after being outdoors are simple things that go a long way to prevent tick bites,” said Jennifer Jeyes, Communicable Disease Specialist with Interior Health.

The most common tick species in the Interior Health region is the Wood Tick (Dermacentor andersoni), which does not carry the Lyme disease bacteria. The Wood Tick can carry other diseases such as Rocky Mountain spotted fever, although it is very rare. Some ticks also have toxins that can cause temporary muscle weakness and paralysis if attached for several days, but the symptoms fade once the tick is removed. Signs of many tickborne infections can be quite similar and include fever, headache, muscle pain, and rash.

The tick species that carries Lyme disease (Ixodes pacificus) is more common in the coastal areas of B.C., but may also be present in low numbers in the Interior region. Less than one per cent of Ixodes ticks in B.C. carry Lyme disease. In addition to fever, headache, and muscle pain, people infected with Lyme disease will often develop a rash that looks like a “bull’s-eye” target and expands from the site of the tick bite.

“Most tick bites do not result in illness; however, all tick bites should be cleaned, as infection can occur whenever there is a break in the skin,” added Jeyes. “It is important to watch for signs of tick-transmitted illnesses.

Anyone who experiences a bull’s-eye rash or other symptoms should see a doctor as soon as possible.”

Other precautions include: • Walking on cleared trails when in tall grass or wooded areas.

• Wearing a hat, long sleeves, pants, and light-coloured clothing.

• Tucking pant legs into socks or boots.

• Applying insect repellent containing DEET on uncovered skin.

• Carefully checking clothing and scalp (covered or not) when leaving an area where ticks may live.

• Having a shower after returning from areas where ticks may live.

To reduce ticks from entering your home and yard, try these steps: • Keep your lawn short and remove any fallen leaves and weeds.

• Keep a buffer area such as wood-chip or gravel border between your lawn and wooded areas or stone walls. Any play equipment or play zones should be kept away from wooded areas.

• Trim tree branches to allow more sunlight in your yard.

• Keep wood piles and bird feeders away from the house.

• Widen and maintain trails on your property.

If you find a tick on yourself, a family member, or pet, wear gloves and gently remove it. Needle-nose tweezers can be used to gently grasp the tick close to the skin. Without squeezing, pull the tick straight out. Be careful not to crush the tick as this could cause it to inject its stomach contents into your skin. After removal, clean the area with soap and water. If you have concerns or need assistance removing a tick, please contact your family doctor or visit a walk-in medical clinic.

Over 100 exhibit booths will fill the Trade Show hall and the lovely new North Thompson Agriplex at the North Thompson Fall Fair and Rodeo facility. The event has something for everyone - a full weekend of entertainment and great things to see and do - including the annual Barriere Celebration of Art. For those of us who are blessed with living in rural British Columbia, or “the country” as some may say, life is truly sweet. We grow our own food, share what we have with those who have less, look out for each other, and our children are more in touch with the natural world.

The report looks at government’s records of what was harvested throughout the area affected by the mountain pine beetle epidemic. “The majority of the pine trees harvested last year were dead, but over the last four years, the total amount of pine in the harvest has been steadily decreasing and was under 60% of the harvest last year,” said Ryan.

The situation in beetle-affected forests is changing quickly. The board is encouraging government to re-evaluate decisions about what should be harvested in those areas, taking into account the current dynamics of salvage harvesting.

The Forest Practices Board is B.C.’s independent watchdog for sound forest and range practices, reporting its findings and recommendations directly to the public and government. The board can investigate and report on current forestry and range issues and make recommendations for improvement to practices and legislation.
