B.C. businesses say new recycling fees threaten their future Multi Material B.C. changeover: Farmers, printers join alliance to battle incoming provincial system Jeff Nagel

An alliance of business groups opposed to the new Multi Material BC recycling system are demanding the province halt the planned May 19 launch and go back to the drawing board.

MMBC, an industry stewardship group, is poised to take responsibility for curbside blue box collection – with more containers and material types collected than before – while charging businesses for the recycling of the packaging and paper they generate.

But it’s been in a bitter fight with small business groups that complain they are set to pay punishingly high fees, which will then be passed on to consumers.

The battle took a new turn Monday, when the Canadian Federation of Independent Business and eight other associations launched a campaign in B.C. newspapers and online at rethinkitbc.ca to amplify the pressure on Victoria.

CFIB provincial affairs director Mike Klassen predicted job losses and some business closures as a result of the MMBC regulations and fees.

“This is public policy run amok,” he said. “We are asking British Columbians to talk to the B.C. government to push the pause button on its reckless and red tapeladen program.”

B.C. Agriculture Council vice-chair Stan Vander Waal said farmers can’t readily stop packaging strawberries and blueberries in plastic clamshells, because retailers insist that’s what consumers want.

“We have to wear the cost,” he said, adding MMBC fees will cost his Chilliwack farm $60,000 to $100,000 a year. “It goes directly against growing agriculture.”

Canadian Newspaper Association chairman Peter Kvarnstrom, who is publisher of a paper in Sechelt, warned the the new system will be “catastrophic” to B.C. community and daily newspapers, resulting in job losses in an already challenged industry and reduced service to communities.

The opposition groups say they support the aim of the program – to make generators of packaging pay to recycle it – but they dispute the fees and say multinational consumer goods firms like Unilever and Walmart control MMBC and are manipulating it to their benefit, not that of local businesses.

Most of the fees for container waste are double or even quadruple what businesses in Ontario pay to a similar agency.

Newspapers say they face a $14-million-

a-year bite out of their operations because of the 20 cents per kilogram they will pay on newsprint, compared to less than half a penny in Ontario.

They contend a high proportion of newsprint is already recycled in B.C. through blue boxes.

Kvarnstrom said newspapers are considering options to create their own newsprint collection system – a move that could also deprive MMBC of newsprint revenue and undermine the program’s viability.

Magazine industry reps also warned small B.C. magazines will pay not only for their own paper recycling, but will also effectively subsidize big U.S. magazines like Harper’s or Vogue that will be exempt from MMBC fees on magazines mailed into B.C. Printers predict some orders will shift to presses in the U.S. or Alberta to skirt the fees, costing jobs in B.C. MMBC managing director Allen Langdon said MMBC’s higher fees are because they fully finance the program and ensure service for multi-family apartments and rural depots, in contrast to Ontario’s more limited focus on single-family homes.

She said property taxpayers will save money because MMBC will now pay for recycling collection that local municipalities previously paid.

“The City of Richmond will save $1.5 million a year, Nanaimo will save just over $900,000 a year and the list goes on,” Polak said. “This is about shifting the costs from the property taxpayer to the people who produce the packaging and printed paper.”

Town considers investing in eco-friendly BIOvator for waste consumption BIOvator: Cylindrical machine converts organic waste to compost Ross Armour

The Town of Lake Cowichan is set to ponder investing in a new form of green technology that converts organic waste into compost.

The BIOvator is a cylindrical metal machine which can take up to 500 pounds of waste a day and has a 25 to 30 year lifespan.

After the waste is loaded into the machine and covered with some kind of carbon product, in just over a week that waste is converted into compost.

“It’s a chemical composter,” said Coun. Bob Day who presented a video illustrating the machine at last Tuesday’s Public Works Comittee meeting. “There are about 190 successful operations of this machine in North America and it’s all about working towards handing the garbage man a bag of garbage. The Town of Lake Cowichan is on the verge of purchasing a new garbage truck for use around town.

Chief administrator Joe Fernandez brought a request forward to the council table at last Tuesday’s Public Works Committee meeting at the town hall.

“The superintendent and I have been in discussions with

Rollins Machinery and we’re looking for the authority to go ahead and purchase a new truck.”

That authority was granted unanimously by council members.

“It will cost the town $269,575 and then could go over $300,000 with options such as a hydraulic oil tank and an aluminium tool box.”

Superintendent Nagi Rizk believes to put an exact figure on the purchase of the truck would be closer to $340,000 and “that’s

The delivery time for the truck to arrive in town is seven months.

Mayor Ross Forrest believes it is something the town should crack on with as the current truck is on its last legs.

The Town of Lake Cowichan will hold a public meeting next Monday, March 24, at Centennial Hall.

The meeting, which begins at 7 p.m., invites business owners, property landlords and Chamber of Commerce members only to come out for discussion with town and officials.

Both councillors and members of town staff will be present.

“It’s not about what can I

do for you, it’s about what we can do together,” said Coun.

Tim McGonigle at last week’s Finance and Administration meeting. “I’m comfortable with the mayor leading it and I don’t think we need an agenda.”

The town has stated that the purpose of the meeting is to “develop ideas and next steps for the revitalization of the downtown. Exercise would also involve working towards a partnership that would benefit all.”

Mayor Ross Forrest is keen for as much input from

the public as possible as the town continually looks at future improvements for Lake Cowichan at the council table.

“Our voice is not more important than the businesses,” said Forrest. “We do sincerely want to hear what everyone has to say.”

McGonigle is envisioning discussion on the downtown revitalization, including the new Renfrew Town Square, to make up a key element of the meeting, as well as “business improvement.”

Coun. Bob Day also called for unison and suggested that councillors do not “sit at the front” of the hall on the night and merely in a circle together.

The first public meeting for regular citizens of Lake Cowichan will be held May 26.

A car crashed into a telephone pole on South Shore Road near Country Grocer on Friday.

Thieves still on the loose Seemingly thieves are still on the loose in Lake Cowichan.

More vehicle thefts were reported in the early hours of March 6.

“A number of vehicles were entered in the Berar Road area of Lake Cowichan,” read a press release from Cst. Grant Desmet. “Electronic items and personal belongings were taken.

In one instance, a backyard shed was entered and some tools were stolen.

Another nearby yard was entered and personal items were taken.”

Lake Cowichan RCMP are investigating both incidents and encourage anyone with information to call the office at 250-749-6668 or Crimestoppers at 1-800-222-TIPS.

“Police are also reminding the public to keep their vehicles and residences locked and valuables out of sight and to report suspicious behaviour,” wrote Desmet.

Lake Cowichan RCMP is also looking for the owner of a black Rogers BlackBerry cell phone which was found at the bottom of Sall Road close to South Shore Road.

Also, this past Friday, a car (above) crashed into a telephone pole near Country Grocer in Lake Cowichan along South Shore Road.

Thus far, Lake Cowichan RCMP are refusing to release any information as the collision investigation is still ongoing.

Without truckwash Youbou continues to gag

Dear Editor I am opposed to the “proposed sites” TimberWest has now decided to “try out” on Youbou for the truckwash. Note that I say opposed to the sites, not the truckwash.

Does TimberWest really believe it is acceptable to have an industrial truck wash 600 feet away from a residence driveway on Site A or 300 feet away on Site B? This is right in town! Are we to be rewarded with more noise and decreased property values now?

Another valid concern is that the land for the proposed site is dedicated parkland, and is not zoned for industrial use. The road that TimberWest proposes to take over for the truck wash could, in essence, dominate it for their use only. I doubt any public vehicles would be going over a truckwash due to liability.

Currently this piece of property/road is used often for recreational parking and also overflow parking for events this end of town. It gives the ATVers a large enough place to park their trailers and trucks. Also, there are three beach areas behind the firehall that get high use as residents and visitors are able to take pets along with them. We have so little access to needed parking right throughout Youbou why would we want to give up any extra?

If this is to be dedicated parkland, then should it not have its own parking as well? I can’t speak for the fire department, but I would be surprised if they would want to share their exit/entrance with logging trucks to the main road for their firetrucks and emergency vehicles.

Site B is as inappropriate as Site A! In correspondence to Pat Weaver from Sue Handel, communications manager, handed out at the Feb. 28, 2013 public meeting, Sue Handel has written “A truckwash would be installed on TimberWest property west of Youbou.

The road would be paved coming out of the wash station, so trucks do not pick up more dirt before heading through Youbou.”

We have also been led to believe in media reports that the truck wash was always going to be established two miles west of Youbou. In the meantime we continue to gag.

TimberWest you can do better than this.

Public meeting not so public Dear Editor The notice posted on the Town’s website in regards to the public meeting states: “For Business Owner(s), Commercial Property Landlord(s) and Chamber of Commerce Members. This meeting is scheduled for March 24th at the Centennial Hall between 7:00 and 9:00 p.m. The purpose of the meeting is to “Develop ideas and next steps for the Revitalization of the Downtown.””

How can it be a “public meeting,” if the majority of taxpayers are excluded? Is only business tax used for this “Revitalization”?

Also, how about including any leaseholders of the commercial properties. After all, they will ultimately foot the bill.

A local business has made the finals in the Duncan-Cowichan Chamber of Commerce Black Tie Awards.

Gerard Burg, owner of Gerard’s Specialty Foods Limited in Lake Cowichan was surprised to find out he was one of three finalists in the Business Achievement 1-10 employees category.

“I was very surprised and proud to be recognized for the award,” said Gerard. “I am very happy and honoured to represent Lake Cowichan at these awards.”

Gerard, who opened his business on South Shore Road in October 2012 has been a pastry chef since 1948. While attending an in-person interview with a panel of judges for the award, it was noted that Gerard is likely the oldest person to start a new business in the valley as he turns 80-years-old this year.

Gerards Specialty Foods supplies major grocery stores like Country Grocer, Fairwiew Markets and 49th Parallel Grocery with his locally made beef, salmon and chicken strudel.

Listed as loggers were the following names: S.A. Gorle , O. and P. Olson, A.E. Swanson, Carl Swanson, and T. Pappenberger.

Others included were: Fred Reed (railway employee), Henry March (farming), T. and E. H. Marley (loggers at Elco Logging Company), post-master Sid Scholey (also owner of a drygoods store that carried shoes), and F. E. Scholey (grocer and hardware store owner).

Duncan Stewart and two elderly ladies — Mrs. Frank Green, (wife of early pioneer Frank Green) and Mrs. H. Keast (whose late husband Herbert operated one of the first stages between the Village and Duncan) — were among those listed as retired.

Assets auctioned as Johel Group in receivership Maynard’s: More than 350 bidders sift through the assets of Lake Cowichan firm Peter W. Rusland

The fate of Lake Cowichan’s Johel Brothers Contracting was reflected in a recent massive public auction of the firm’s construction vehicles.

As instructed by PricewaterhouseCoopers Inc., Maynards auctioneers held the Feb. 19 sale of Johel Brothers’ large and small construction equipment.

The auction, held in Lake Cowichan at the Johel Group site, was ordered by PWC in its role as court-appointed receiver for the struggling, long-time lake company.

“We have no comment at this time, however, will be filing a receiver’s report within a few weeks time where you can obtain further updates on the file. It will be posted to our website,” PWC senior associate Blair W. Linnen said in an email to the News Leader Pictorial.

Owner Dave Johel and his staff did not return repeated calls.

Browsing some 20-pages of items on the block

at Maynards, it appears a wide range of the company’s gear was being sold.

Hand tools and a fleet of pick-up trucks, to shelving, dump trucks — even hot-water heaters — were up for bids.

Results of the auction were unavailable, but it attracted a lot of attention.

Throughtout the day more than 350 registered bidders checked out the equipment on location.

Bidders arrived from as far as California to the Yukon and Alberta. Other bidders from as far away as Dubai used the internet to purchase the equipment they were interested in.

According to a statement on the PWC website, , various entities within the Johel Group were placed into receivership on Oct. 19.

“Following the receiver’s application on Dec. 20, 2013, the court authorized the proposed auction agreement,” PWC states.

Johel Brothers, a valley excavating-and-development pillar, for 33 years, filed for creditor protection last spring, under the Companies’ Creditors Arrangement Act. More information about the receivership can be read by going to pwc.com/ca and searching Johel Group.

While you’re not looking, this is what’s happening to BC’s world renowned recycling program.

Well, lookie here.

One minute you have a perfectly good Blue Box recycling program. The next, something new and rather questionable is being put in its place. And they thought they’d get away with it right under your nose, without telling you or asking your opinion.

That’s definitely not democracy in action.

The BC Government, elected by us to represent our best interests, has decided to offload the costs of recycling to big multi-national corporations. To implement this new plan, they’ve set up an association that doesn’t really seem to hold the environment, local jobs, or the municipalities that run the Blue Box program, close to its heart.

Perhaps that’s why some of our local elected officials are using the word “scam” to describe how the new program is being set up. It’s also perhaps why several of BC’s municipalities refuse to jump on board.

That’s gotta tell you something.

This year’s candidates for Lady of the Lake have been announced.

Nine girls will vie for three positions being Lady of the Lake, 1st Princess and 2nd Princess, with the winners to be announced on Saturday, June 8 at Lake Days.

“A three-month training period has started now and the judges first meet the girls at the end of May,” said Lady of the Lake chair Denise Allan. “From then up until Lake Days, the girls will try to accumulate up to 200 marks through training, poise, how they act in public as well as through a one-on-one interview.”

as we can depending on money and chaperones. The ones closest to home are Honeymoon Bay, Youbou, Duncan, Nanaimo, Victoria and Ladysmith but we normally try to do two or three big ones off the Island if we can.

“We’ve been to Merritt, Peachland, Penticton and Kelowna before and for example this year the current royalties will be attending the Daffodil Festival in Tacoma, Washington on April 5.”

The nine hopefuls contending for the new crowns will have their first public appearance on May 5 at Cowichan Lake District Chamber of Commerce’s Spring Fling.

A month prior through April, extensive training for the candidates will take place and will include dance, public speaking with some special help from the Cowichan Toastmasters, and a requirement to attend Town of Lake Cowichan council meetings at the town hall as well as Lake Days meetings.

The Lady of the Lake program is currently in its 69th year of competition and crowning of local girls.

Notably, only students in Grade 11 are allowed to run for the positions.

Key members of the Lake Days Society are concerned by the lack of volunteers moving forward.

At last Monday’s regular Lake Days meeting held at Country Grocer in Lake Cowichan, turn out was very low.

Only chair Bob Day, Laurie Johnson, Sam Beldessi, Gil Munro, Mike Desjardins and Tracey Forrest showed up for the meeting.

Day fears for the future of Lake Days without new blood coming into the setup.

“I’m concerned with the declining membership,” said Day at the meeting. “I’d like to think it’s nothing to do with what I’m doing but you’ll be very lucky to see me in this chair next year. I’m sick and tired of setting up fencing on the first day and taking everything down on the Sunday with no help. By the last day I feel as though I never want to see Lake Days again, but thankfully three months passes and I get over it.

“I can get 45 people to talk about composting on Facebook, but when I put it out there for people to come and help us out for Lake Days, there’s nobody there. I’d like to see it become more vibrant in the group that helps.

We only need people’s help for a couple hours.”

Johnson fears Lake Days may have to cut back. “Maybe it’s time to go back 70 years and just have a plain ol’

Stalwart Beldessi is as puzzled as any by the lack of volunteers.

“I’ve been doing Lake Days for 15 years now and I don’t know why we can’t get the volunteers,” he said. We do all the planning and then we go out and there’s nobody there.”

Munro believes volunteers that are needed to come forward should choose a segment of the Lake Days celebration that they enjoy the most.

“Volunteers are hard to come by, it’s an ongoing disease. They need to pick a project they enjoy.”

June 1 to 8 are the dates for this year’s Lake Days and the next meeting is April 14 at 7 p.m.

PUBLIC CONSULTATION ON THE 2014-2015 BUDGET AND DISPOSAL OF PROPERTY The Cowichan Valley School District is holding public information and consultation meetings for members of the public to provide feedback to the Official Trustee on the following: • The proposed 2014-2015 Annual Budget • Properties contemplated for disposal: • Yount Elementary School • Mill Bay Elementary School • Charles Hoey School • School Board Office Property Input is requested on: • the advisability of keeping the property in reserve for future educational purposes, • alternative public uses of the property by a local government or a community organization, • use of the property for educational purposes by an independent school, • use of the property by Conseil Scolaire Francophone, • the advisability of entering into a long-term lease of the property to a private interest, and/or, • the advisability of selling any of the properties for fair market value to any other person.

It’s got to be too good to be true.

That is the mantra local RCMP are hoping citizens will subscribe to when dealing with emails regarding tax refunds.

According to the Duncan/North Cowichan RCMP detachment, an email scam is making the rounds alerting individuals of a refund owed to them of $804.49 while asking for their banking information.

“Tax season is here which brings out a few individuals willing to take your money without earning it,” said Cpl. Krista Hobday in a press release. “The North Cowichan/Duncan RCMP are receiving complaints from tax payers stating they are receiving emails and letters from

persons unknown claiming to represent Revenue Canada.”

The latest scam reads, “We identified an error in the calculation of your tax from the last payment, amounting to a $804.49. In order for us to return the excess payment, you need to create a Tax Gateway account after which the funds will be credited to your specified bank account.”

The email then provides links to ‘Get Started.’

Police are urging the public to delete messages or letters that look like this without responding.

“If you are unsure if it is legitimate, call the nearest Revenue Canada office for verification,” states the press release.

This and other related scams can also be reported to Equifax at 1-800-465-7166 or the Canadian Anti-Fraud Centre at 1-888-495-8501.

The Valley Fish and Game Club hosted a BC Wildlife Federation Wilderness Watch Workshop Feb. 16 with over 30 club members turning out in order to develop knowledge on wilderness-themed activity.

The workshop was led by BCWF’s provincial Wilderness Watch coordinator Jim Helsdon and included special guest speakers Mark Kissinger from the Conservation Officer Service, Willi Jansen from Fisheries and Oceans Canada, and CVRD Area F (Cowichan Lake South/Skutz Falls) Director Ian Morrison.

“Helsdon gave a great facilitation on the proper way of doing patrols and what to look for when out in the wilderness. He instructed us on the proper way of preserving evidence, who to call in certain scenarios and how to properly log all data obtained, giving copies to the proper authorities,” said Denis Martel, from the Valley Fish and Game Club, in an email to the Gazette.

“Kissinger thanked all of us for our effort in doing our part, helping conserve and protect our environment and its inhabitants. He also instructed us in several ways to find and preserve evidence until they (conservation officers) can get to the crime/poaching scenes,” said Martel.

“Jansen told those in attendance that Fisheries & Oceans really depend on public and Fish & Game Club member information in order to know: what, who, when and where infractions occur on the beaches and the ocean, such as undersized crabs, salmon, halibut, etcetera.”

investigations of illegal activity out in the wild “with possible charges to be issued” according to Martel.

Jansen explained at the meeting that if charges are issued, Fisheries and Oceans Canada will recommend any funds coming about from fines be directed and sent to the Wilderness Watch.

Morrison was there to thank the Wilderness Watch and the club for all they do in brushing up the Cowichan Valley Regional District.

“Morrison thanked the club for inviting him to this special event. Ian said that the CVRD is very appreciative of all the work this club and Wilderness Watch has done for the CVRD. The work done by Valley Fish and Game Club members for cleaning up the environment from tons of trash and garbage thrown in the bush is very much appreciated by the CVRD.” Morrison on the night also explained the function of the CVRD’s Ways and Means Grant whereby the club may be able to obtain “special equipment” for future use with wildlife.
