Cowichan Lake District Chamber of Commerce announced the winners of its prestigious community awards this past Thursday night, with two Lake stalwarts picking up the main two for the year 2013.

Gerald Thom, president of the Cowichan Lake and River Stewardship Society, won the 2013 Citizen of the Year Award and Wilma Rowbottom, president of the Royal Canadian Legion Branch 210 in Lake Cowichan, won the 2013 Nichole Stock Community Service Award.

“It’s pretty special and I’m honoured and humbled that the community would give me such an award,” said a delighted Rowbottom who is in her 14th year as president of the legion.

“I started out playing slow pitch and the legion sponsored our team so this was my of paying them back — to get on the executive.”

“There is a drought coming this summer and we need more local control. The provincial water controller denied us the access to store water in our weir and I don’t agree with that. Our stakeholders such as local government, First Nations and fisherman need to have more input. The federal and provincial government are strapped for time and local people can assist. Hopefully the new water sustainability act will help us to do that.”

The awards were presented amidst the chamber’s AGM where the elections for next year’s board took place in front of a packed crowd at the curling lounge including CVRD director’s Ian Morrison and Pat Weaver, Mayor Ross Forrest and Councillors Bob Day and Jayne Ingram.

Dr. Taj Baidwan, Chief Medical Officer at Island Health, says it’s a challenge bringing physicians into rural areas such as Lake Cowichan as there’s a national shortage of them.

“The recruitment of Dr. Iturra and Dr. Jara Villarrroel is the result of months of hard work by community members, the Cowichan Division of Family Practice, Choose Cowichan Lake Committee and Island Health’s Rural Health program and Physician Recruitment Office,” said Baidwan.

“Access to family physicians is a priority for Island Health and we are committed to continuing our efforts to recruit and retain family physicians to Vancouver Island communities.”

Dr. Jim Broere from the Cowichan Valley Division of Family Practice is equally delighted at the impending arrival of the physicians. “[We are] very pleased that we could aid the Choose Cowichan Lake committee and Island

Health with the successful recruitment of two new physicians. This is another example of the successes that are possible when the various stakeholders in health care come together to improve health services on Vancouver Island,” said Broere in the release.

Drs. Iturra and Jara Villarroel have committed to a return of service, a provincial program, in Lake Cowichan, which is an identified community of need by health care hierarchy.

B.C.’s health minister Terry Lake also made comment in a press release.

“The recruitment of Dr. Iturra and Dr. Jara Villarrroel is great news for Lake Cowichan residents and I would like to welcome them to the community. Access to additional primary care services is a great benefit to a community and this is just one example of the work that is going on throughout the province to support rural health care and the health of B.C. families,” said Lake.

Lake Days beer garden may or may not be fenced Ross Armour

This year’s Lake Days will once again see a beer garden set up in Lake Cowichan, but whether it will be fenced as normal could possibly change.

The provincial government is considering implementing new rules that would no longer see beer gardens fenced in.

But the new rules may not come into place until after June when Lake Days comes around.

“The government may be bringing in new rules so that beer gardens would no longer be fenced in, but I don’t believe

they will come into effect by June 8,” said Mayor Ross Forrest at last Monday’s regular council meeting at city hall.

The same night, council received a request for permission from the Lake Days committee asking to operate a beer garden out of Saywell Park come June 8.

The request was granted and the garden will be in operation from 12 p.m. to 6 p.m. on that day.

“If the changes come into place before June, we’ll need to pass that on to the Lake Days society,” said Coun. Tim McGonigle.

is no longer fenced, the town may become liable if accidents occur.

“They are on town property so there might be liability issues if it’s not fenced,” said Coun. Jayne Ingram. “Who’s responsible if [somebody] walks out onto the road with a drink?”

Chief administrator Joe Fernandez initially thought that because the beer garden would be on public land, then the town would be able to instigate their own rules, but Forrest wasn’t convinced.

“Most beer gardens are on public land so the government may have already taken that into consideration,” said the mayor.

We are confronted with it on a daily basis. In newspapers, magazines, radio, television and online it is a constant that we have become accustomed to; a seemingly never-ending litany of bad news.

The list seems endless; from our battered economy, to war and atrocities abroad, local crime, poverty, not to mention our fragile environment.

Thankfully, if you look for it, there is also a bounty of good news out there and a local organization wants us all to help that good news spread.

The staff and volunteers of Cowichan Lake Community Services challenge you to “Be the Change!” by performing simple acts of kindness and positive change and in doing so, helping to make our little corner of the planet a much kinder and better

place.

“This is about the little things that we sometimes take for granted but can have a big impact on the people around us. Things as simple as holding a door open for a stranger or just giving someone a smile as you pass them on the street,” said Cowichan Lake Community Services counsellor, Sarah DeBodt.

The program’s start-up coincides with International Random Acts of Kindness Week which took place from Feb. 10 to 16, but will continue on an ongoing basis. Anyone, of any age can participate as often as they like, with staff hoping that some of the positive actions suggested become part of people’s daily routines.

The ideas are simple, mostly free and totally do-able —from giving a pedestrian a smile as you stop to let them use the crosswalk, to helping a neighbour with chores when they’re under the

weather, to letting the mum with the fussy toddler go ahead of you in the grocery store line-up. All these simple, decent acts are what help make the world a better place.

“We’ve got our “Be the Change” mailbox hanging right outside the door at Community Services if people are stuck for ideas to get started,” says DeBodt.

The bright yellow cards have a task on one side and on the other, directions that are simplicity itself; 1) Pick a card, 2) Perform the task and 3) Be the change!

Participants are encouraged to tell the world about their experiences on Cowichan Lake Community Service’s Facebook page, then to either recycle their card, pass it on to someone else or return it to the box so someone else can choose that task.

You can also drop in to the office and fill out a “Be the Change” post-it to share your experience.

DeBodt was inspired to initiate the program after seeing a similar one organized by a yoga studio in Lantzville. She got the kids of the Youth Drop-in group that she was heading involved and was thrilled by the excitement and creativity the group displayed for the idea.

At a Community Service’s staff meeting, she shared her story with other staff and the team decided to adopt the program at home.

“We want people to realize that so often a simple act of kindness can totally turn someone’s day around,” says DeBodt. “This program provides us all with the opportunity to pay it forward and really make a difference in our community.”

The program and the whole concept of the random acts of kindness movement were inspired by the words of a simple man, who by his quiet resolve did more than his part to change the world. Mahatma Gandhi said “We must become the change we want to see in the world”.

Education Minister Peter Fassbender said wage negotiations “have to start somewhere” and after a year of bargaining, the BCTF has yet to present a wage demand. He declined to provide specifics of the government offer, but said classroom conditions are on the negotiating table.

“Clearly we’re at the table with class size and composition,” Fassbender said. “Our negotiators presented a package of proposals. We are still waiting to see the full proposal, including the wages, from the BCTF.” Iker confirmed the union has not yet made a wage proposal, after a year of negotiations to replace a contract that expired in June 2013. The union described the government’s offer as a 0.5 per cent increase on ratification, not retroactive to the past year, making three years with no increase.

“The proposal is followed by another zero for 201415 school year and then various ones and point fives over the next four years,” the BCTF said in a statement.

Iker said any strike action would be phased in, and would not immediately include forcing teachers to stop extra-curricular volunteer work, withholding report cards or walking off the job.

Peter Cameron, appointed last year as chief negotiator for B.C.’s 60 school boards, said Tuesday he is surprised the union is going to a strike vote without tabling its complete position.

There have been hints at the bargaining table that the BCTF has an “extreme” wage demand, he said.

Cameron said the BCTF has characterized the public school system as being in “free fall,” when in fact completion rates have improved over the 12 years when class size and support have been in dispute.

“The graduation rate for special needs kids, for aboriginal kids, has gone up dramatically since 2001,” Cameron said.

More reporter time at Lake Howdy folks, my name is Ross Armour and I’m the new reporter at the Lake Cowichan Gazette. Some of you may have seen me floating around town from time to time since October when I took the job, coinciding with a newspaper up in Ladysmith. You may have also noticed my regular council reports that’s been my main beat for the past few months, something I greatly enjoy.

From now on I’m going to be spending more time in Lake Cowichan and look forward to meeting further members of the Cowichan Lake community. This past Thursday night I attended the Cowichan Lake District Chamber of Commerce’s annual general meeting where the winners of the Citizen of the Year Award and the Nichole Stock Community

Service Award was announced. It was an honour and privilege to be involved with and be part of an evening that contained so many stalwarts and inspirational people form around this area.

Since October, I’ve attended town hall at council meetings every Tuesday night and this is something I’ll be continuing. In the weeks and months ahead I’m looking forward to my very first Lake Days and Heritage Days.

In June of last year I graduated from Langara College’s famous journalism program in Vancouver, attaining my Diploma of Journalism in the process. Langara’s journalism school is the oldest one of its kind in Western Canada. When I was learning the art of journalism, I managed

to pick up all the necessary tools of news writing, as well as learning valuable ethical rules when assessing potential newsy situations.

Alongside journalism, I have another passion in life being Highland Dancing. I am an active competitor and workshop instructor of the art and have been lucky enough to win many championships in the process.

Journalism makes up an essential part of any modern day democracy and Lake Cowichan and the surrounding areas are no different. This fall we will have municipal elections that will see councillors and others run for four years instead of three. I look forward to extensive coverage of those campaigns, amongst other things. Hope to see you around town soon.

Constable Grant Desmet reported to the Gazette in an email that “on Feb. 17 Lake Cowichan RCMP received a report of a residential break and enter in the area of Grant’s Lake Road and Natara Place. “ Homeowners were temporarily away and

the culprit(s) had gained entry and took a ladies ring and a cell phone.

“The ring was a family heirloom and holds great sentimental value,” said Desmet. “The break-in occurred sometime between 11:30 a.m. and 1 p.m.”

MAyOr’s rEpOrT I was grateful for the opportunity presented me to attend the recent hike and announcement on the TransCanada Trail made by our prime minister on Jan. 7.

I am proud that the Government of Canada recognized our town as one deserving of representation at this event.

With this being the first visit by a sitting prime minister to the Cowichan Valley in more than 60 years, it was indeed an honour for our town to be asked to participate.

Opportunities like this obviously don’t occur often for Lake Cowichan.

Our invitation to the event speaks positively of our community.

Recognition is something I would like to make as a common theme on my blogs.

There are so many people and organizations who dedicate a good portion of their valuable time to help enhance our community. Far too often they don’t receive the credit they deserve and I would like to use my blogs as one of the means to thank them.

Resident says time to put Town Square on back burner Dear Editor Re: Tax hike looms likely, News, Feb. 19 Can Councillor McConigle please explain why it is imperative to continue the finalization of the town square?

As far as I can determine, no tender for construction was posted and no construction has taken place.

Any construction in the area was associated with the construction of the new library.

The promised $100,000 gift towards the cost of the town square is no reason to spend an additional $200,000 of taxpayer’s money when finances are scarce. You wouldn’t go out and purchase an unnecessary item just because of a 33 per cent store discount. The same applies here.

Put the project on the back burner. The town has lived without a town square up to now and we can continue to live without it until the required improvements to the water and sewer treatments are completed and town’s finances are improved.

After explaining the situation, the donor of the gift may be persuaded to wait for a couple of years.

In addition, the installation of the proposed islands at Saywell Park, which are not started, can be cancelled for now. These islands are placed on asphalt and can therefore also be done at a later date even though the businesses adjacent are against it.

he weather outside was frightening — cold temperatures and snow — but it didn’t seem to be a deterrent for the 50 plus participants who entered this year’s Russell Smith Fishing Derby on Sunday, March 2 in Lake Cowichan.

The fishing derby was limited to Cowichan Lake and Bear Lake, respectively.

The Cowichan Lake Legion was full of good-humoured chatter as those who had already returned with their catch warmed up with drinks in the Legion’s lounge.

At a the 5:30 p.m. weigh-in deadline, Gwen Evans, the official weigh-in person, was ready to do her job.

The fishing derby started 19 years ago at the Elks, but was taken over by the Legion when the Elks officially closed in Lake Cowichan. Russell Smith, long time Elk and Legion member, was the man that started it. Since his passing, Legion members have carried on the annual tradition with pride.

As well as cash prizes for the top five entries, there was a $100 door prize— won by Jennina Russell — as well as a hot dinner, good company, and talk about the next fishing outing on the lake.

Cowichan Rocks Curling Club and Cowichan Lake Recreation will be hosting the Curl BC Region 11 International Tankard curling event on March 7, 8 and 9.

It will be a weekend of fun tournaments — Canada versus the USA. Local resident, and president of the Cowichan Rocks Curling Club, Mike Waller, was nominated to represent this area on the Canadian team.

Twenty-four players from each country are chosen.

For Team Canada, there is one player from each club in Curl BC’s Mainland and Vancouver Island area and the 24 players from the USA are from Washington State Curling Association. Each group of 24 curlers will be divided into six teams representing their respective countries.

The six teams from each region are made up from club members whose volunteer efforts have furthered the sport of curling at a local, national or international level.

Each team plays three games —two on the Saturday and one on Sunday. Friday night is reserved for a meetand-greet at the arena’s

Saturday will be the opening ceremonies and then teams curl two rinks. The games are eight ends but at the end of the fourth there is a broom stack, and the teams move into the lounge for a libation before finishing the game.

This is the second tankard to be played in the Cowichan Lake rink. The last one in

2004 was a big success, with many of its participants visiting the area for the first time.

The winning country will be able to display the Silver Tankard trophy for the upcoming year.

Skate club ‘Greasing’ up the blades for show Cowichan Arena: Moving musical adapted to the ice Ross Armour

Cowichan Lake Skating Club could be the one that you want.

The group is inviting the community to come and enjoy the production of the Broadway rendition of Grease, on Friday, March 7 at 7 p.m. at the Cowichan Lake Sports Arena.

Admission is by donation for the 40-minute version of the popular movie musical.

Along with the Cowichan Lake Skating Club, coach and choreographer Lorraine Francisty is also bringing in the Duncanettes, a synchronized skating team from Duncan,to perform for the audience.

Almost all of the 50 skaters in the club — from age three to 14 — will be on the ice “showcasing the skills that they have learned,” said volunteer instructor and the club’s treasurer Sarah Darling.

“Kids will be in costume made by parents and me,” said Darling. “Nothing [is] that snazzy for decorations but we did get 50 old records for decorations.”

The show does mark the end of the season for the skating club and gives the skaters the opportunity to show off to family, friends, and the entire community the improvements that they have made over the season.

In the lead roles are Brooklyn Kruk as Rizzo and Morgan Shyshka playing Sandra Dee. “We will have a Huck a Puck and a 50/50. The show will be followed by a quick awards ceremony to acknowledge students.” Darling added.

Pre-registration for the club will begin in August for the new season commencing in September.

Retreads steal more than just a good workout Behind the abandoned car: Wilderness hikes inevitably lead to some good tales Local hikes can serve to remind us of the colourful past of the Lake area.

Such was the case when we came across the old Chevy car resting in the forest near Spring Beach.

As we gathered around this green car one of our members stood on a log and told the story as she had heard it. Soon our longterm residents chimed in with corrections and clarifications and a story emerged.

It seems some young people had decided they would rob the newly arrived Royal Bank. They set up an emergency call for a terrible accident at the far end of the lake and all the police vehicles headed out of town to the accident.

The robbery achieved, the trio set off out of town in the direction of Spring Beach, an area wellknown for parties.

Alas they did not find a road out this way and abandoned the car a in a sad state in the Spring Beach Forest.

That was in 1981 (I think story tellers agreed) some 32 years ago and there the car sat among the trees, a bit worse for wear, but with a surprisingly good paint job.

We were told the trio got away with the robbery, but were caught later in the Lower Mainland when

they set about to spend their haul.

This story emerged as we hiked up and over the Marble Bay Park trail (or is it little Bald Mountain) to the north arm of the lake and then out through the Spring beach trails.

After that we sat and had lunch on the beach at a level that should normally be underwater at this time of year.

As we continued our hike back out through the forest we were regaled with more stories about horrendous floods that had occurred in this area in years gone by. One comment was: “Somehow the climate is different today.”

A more recent history emerged the week earlier when we hiked up and over the hill to the present Boy Scouts Camp on the north arm of the lake.

We learned that a deal was made to close the old Scout camp on the south arm of the lake and move it to a new site on the north arm. It seemed like a good idea as the new camp site is pretty good and we understand the old camp will be at the edge of a public park that is being developed.

We hiked to the camp and then on a logging road some kilometres west parallel to the lake. This road gave us some cardiac exercise as we went up and down hills.

the value of this neat second growth forest we were walking though and how you measure that value. Back again for lunch at the scout camp site and then back up and over the hill to our cars on the Woodland Shores Road. A hike of 9.46 km. A good outing in great weather.

It is with sadness that we announce the passing of Jacquie on February 23, 2014 in Duncan, BC during Canada’s Olympic Gold Medal game. Jacquie was born in Victoria, BC on June 4, 1932 to John and May Smith and grew up in Lake Cowichan, BC. She was predeceased by husband Ronald Edward Scholey in 2000 and her sister Laura Delill in 2013. Lovingly remembered by her children Jim (Lori), Gordy (Lorraine) and Mike; grandchildren Stephanie (Al), Lindsey (Joel), Curtis (Jessica), Kate and Jack; four great-grandchildren and one on the way; also missing her is her brother David (Pat) Smith from McAllister, BC and her friend and caregiver Jennifer Thomas. Mom enjoyed her gardens, sports on TV especially her beloved hockey and was known to be a Royal Watcher. Many thanks to Dr. Kerswell and the 2nd floor staff at Cowichan District Hospital for their compassion and care.

Contributions by customers and staff top up funds raised by parents, students and teachers who work throughout the year raising funds for alcohol-free grad celebrations. Usually the LCS grad class goes on a white-water rafting trip.

Customers receive a chocolate as a token of appreciation in recognition of their donation to the Support Dry Grad campaign.

All money collected from the four Valley stores is passed on to School District 79 and then distributed to the participating local schools. Last year the Lake Cowichan store collected an impressive $2,155 toward the Valley total of $8,787. This year the goal is $2,300.
