Close to 30 people showed up in Beaverdell last week for a town hall meeting on a night when roads were not the best for travel. Regional District of Kootenay Boundary (RDKB) Area E Director Bill Baird was joined by CAO John MacLean, director of corporate administration Elaine Kumar, board chair Grace McGregor and Kettle River Management Plan coordinator Graham Watt. Baird opened the meeting and quickly turned it over to MacLean, who presented a PowerPoint that explained the role of regional districts and how they provide and fund services. He said one purpose of the meeting was to go through the draft budget and answer any questions. A quick review of the latest census figures shows that while the RDKB as a whole increased in population by 1.3 per cent between 2006 and 2011 (to a total of 31,138 residents), the population of Area E fell by 11.8 per cent to 2,234 residents. Area E has two town hall meetings each spring—one in Big White and the other in another community in the electoral area. In terms of assessment, Big White is worth $498,770,624 or more than 57 per cent of total assessed value of Area E; the remainder of the electoral area is valued at $366,019,208 (42 per cent of Area E). Crime down in region

Crime is on the decrease in the Boundary and the RCMP annual report to mayors and councils has the numbers that prove it. “With the reductions that were realized in 2011 of 19 per cent, 11 per cent in 2012 and a further reduction in 2013 of 23 per cent, we have now seen crime reduced by 48 per cent since

2010,” read the report prepared by Boundary Regional Detachment Staff Sgt. Jim Harrison. “We’ve far surpassed the declines seen throughout the country in this particular area,” Harrison recently reported to Greenwood and Midway councils. “One of the first things that I definitely attribute to the reduction of crime in the Boundary region is the fact that the police department has become totally connected to the communities that we serve. Citizens on Patrol programs, restorative justice programs, citizen programs reaching out and communicating with the communities, especially with the council and the regional district representatives, has reaped great rewards. “Our current crime rate for the Boundary region is approximately 50 which stands for 50 crimes for 1,000 persons in population,” Harrison explained. “Across the province the average crime rate is around 77.” In Greenwood there was a decrease in crimes against persons (violent crimes or threats of violence or harassment) from seven in 2012 to six in 2013. Property crime went down from 31 to 24 reported incidents. Weapons offences, breaches of probation and bail orders, and the like went down from nine to five. Overall crime went down

25.5 per cent in the City of Greenwood. Midway’s numbers were impressive too. Crimes against persons dropped from six to two between 2012 and 2013, a 67-per-cent decrease. Property crime was down 44.5 per cent from 27 to 15 and other crime fell by 50 per cent to only seven cases in 2013. Total crime in Midway went from 47 in 2012 to 24 in 2013, a 48.9-per-cent decrease. Across the detachment overall, criminal offences were down 23 per cent from 2012. The results of these crime reduction strategies and community policing activities have gained the attention of regional RCMP brass and last year they assigned Harrison to conduct crime reduction strategy workshops throughout the southeast district. Harrison pledged to continue the crime reduction, crime prevention and community policing activities in 2014. “In 2013 we concentrated enforcement on breach of probation, conditional sentence orders and bail orders. This approach was directed towards known criminal offenders to ensure compliance with their court orders. “The lack of easily accessible services for addictions, substance abuse and mental health treatment remains a concern in our communities,” Harrison cautioned in the report. “In many cases we see people dealt with in the criminal justice system that would be better served in the health system. We will work with and support agencies working toward bringing better services to our area. “Homelessness in the community is a concern. We will continue to support BETHS, Whispers of Hope, Habitat for Humanity and other agencies striving towards a goal of unified service and assistance for this disenfranchised segment of our society.” Corporal Kevin Christensen will be moving to another posting this year. “He has already had two extensions on his limited duration posting at Midway. We hate to lose him but he has been looking at some various locations. “A police department can only be effective if they have the support of the communities they are serving,” Harrison said. “I am really proud to say that we have got tremendous support from our communities.”

Mailboxes broken into, extent of theft unknown

On Wednesday, Feb. 26, Midway RCMP received several reports of MIDWAY break and enters into green mailboxes located in the Rock Creek area. It is unknown how much mail was stolen from the mailboxes, reported Corporal Kevin Christensen. Police are asking the public to keep an eye out for suspicious people hanging around these mailboxes. Christensen cautions that theft of mail usually leads to identity theft and fraud-related crimes. *** Midway RCMP received another report of a fraud in our area using the telephone and computer. According to a press release issued by Christensen, the unknown suspect(s) would ask the victim for their credit card and bank account information with the promise of giving the victim a couple hundred dollars. Police report that while the suspects managed to get the victim’s banking and credit card information, the victim was able to cancel their credit card and change bank accounts. “No legitimate business will solicit you for

your banking and credit card information over the phone,” said Christensen. “If it sounds too good to be true, then it is. This is just one of the many frauds that occur every day in B.C. and across Canada.” *** As previously reported, last Dec. 28 Midway RCMP responded to a report from sharp-eyed citizens regarding a suspicious vehicle parked on Palmerston Avenue in Midway. The call resulted in the arrest of a male and female with stolen mail and stolen tools. Christensen has since issued a statement that RCMP officially laid 11 criminal charges against Michael Minchau on Tuesday, March 4: one count of mischief by smashing a window of a vehicle that was parked at the old Spot gas station, one count of break and enter into a building in Salmo the previous night, one count of breach of recognizance, and eight counts of possession of stolen mail belonging to people from Fernie, Osoyoos, Oliver and Keremeos. Christensen added that Minchau also faces numerous other charges from the South Okanagan associated to mail theft and fraud.

The move comes amid CRA’s continued attempts to crack down on international tax evasion and aggressive tax avoidance as laid out in the 2013 Economic Action Plan. New Disclosure Requirements Where we are seeing a significant change is a marked increase in the level of detail required for disclosure, including: • The specific country to which the foreign property relates; • The name of the specific foreign institution or other entity holding funds outside of Canada; • The income generated from the foreign property; and • Specific maximum and year end cost values in Canadian dollars (some exemptions apply). These details must be listed for each individual foreign property disclosed on the verification statement. Requirements for Filing Canadian residents, corporations, trusts and partnerships who held foreign property with a cost base greater than $100,000 CAD at any point in the tax year are required to file a T1135. For individuals and entities with a fiscal 2013 year end the T1135 deadline for submission has been extended to July 31, 2014. For subsequent year, the T1135 must be submitted to CRA on or before the due date of the respective personal, corporate, trust and partnership tax returns. Please note that there are additional considerations for corporations, trusts and partnerships and if this applies to you we recommend you contact our office for additional information. It is also important to specify what qualifies as “Foreign Investment Property” and what does not. Not all foreign property with a cost basis of $100,000 CAD or greater will need to be

disclosed on form T1135. CRA has provided this summary list for clarification: Qualifying Foreign Investment Property (requires T1135 disclosure) • Foreign investments (shares/bonds), whether held with Canadian or foreign brokerages* • Amounts in foreign bank accounts • Interests in non-resident trusts • Bonds or debentures issued by foreign governments or foreign companies • Interests or units in offshore mutual funds • Real estate situated outside Canada • Other income-earning foreign property *Specified foreign property, such as investments, held in Canadian brokerages may be reported on a combined year end value rather than by individual investment detail for maximum and year end cost. If this method of reporting is adopted, it must be used for all accounts with specified foreign property held in Canadian brokerages.

Non-Qualifying Foreign Property (Does not Require T1135 Disclosure) • Personal use property such as vacation property, vehicles, jewelry, artwork or other property used mainly for personal use and enjoyment • Assets used in an active business such as business inventory or the equipment and building used for a business The penalties for late filed and falsely reported T1135s can be significant. CRA’s published penalty structure is as follows: • Failure to file (including late filings): penalties will remain the same at $25/day, a minimum penalty of $100 to a maximum of $2,500; • False statement or omission: greater of $24,000 or 5% of the cost of the foreign property falsely reported or omitted; and

• Failure to file knowingly: $500/month (maximum of $12,000), less any penalties already levied. If you are an individual who has filed a T1135 in prior years or believe that you meet the requirements to file in the current year, we recommend preparing for your next tax filing by gathering the data required for the new disclosures ahead of time to prevent any headaches when it comes time to file. Barriers must be broken The 2014 theme for International Women’s Day is: “Equality for women is progress for all”. The Organization for Economic Co-operation and Development (OECD) has adopted gender equality and women’s empowerment as a priority. OECD uses its wealth of information on a broad range of topics to help governments foster prosperity and fight poverty through economic growth and financial stability. Since 1961 OECD has used data to help illuminate a path away from poverty toward prosperity. Sort of like what Statistics Canada used to be capable of doing. The OECD Gender Portal is an online source of data and analysis on employment, education and entrepreneurship—see www.oecd.org/gender Recent OECD data comparing how people use their time that highlights striking differences between countries and particularly between men and women. There is still a huge gender gap in unpaid work, clearly showing that men are still struggling to lift much more than a finger from time to time in some countries. Unpaid work being defined as such tasks as housework or shopping. Despite progress in education and efforts by some governments to support women’s development, women still face numerous challenges: women labour force participation is the lowest in the world at 24 per cent, women unemployment is the highest worldwide at 18 per cent, women entrepreneurship lags far behind men’s, and women have difficulty accessing high-level management positions. In 2010, the OECD launched its OECD Gender Initiative to examine existing barriers to gender equality in education, employment and entrepreneurship (the “three Es”).  The OECD position is that breaking down barriers to gender equality in education, employment and entrepreneurship would create new sources of economic growth; something that is demographically essential in many countries around the world.
