Robo Mounties headed to world championships Lacombe Composite High School students excited for journey

A

fter winning a qualifying tournament in Edmonton, the Robo Mounties are on their way to the World VEX Robotics competition in Anaheim, California.

On Feb. 17, the Robo Mounties, Lacombe Composite High School’s robotics team, won a VEX tournament at NAIT Polytechnic in Edmonton.

They therefore qualiďŹ ed for a spot in the world championship which is set to be held in Anaheim from April 23–26.

Robo Mounties Co-Captain EJ Aquino said he was somewhat surprised when his team won the competition and learned they would be competing in worlds. “I was shocked,� said Aquino. “I actually told (my teammates), I don’t care if we go to world championships, I just want to win this, and we did.�

Each year the VEX competition is different, so each year the Robo Mounties are required to build a entirely different robot to complete it.

This year’s competition required robots to score points by collecting different sized balls and placing them in certain areas to score points.

Smaller blue balls called ‘bucky balls,’ could be collected and deposited in a vertical cylinder for points and large red inatable balls could be balanced on top of the cylinder for points as well.

While doing this, the pilots need to navigate their robots through a number of obstacles throughout the ďŹ eld.

Robot Mounties designed their robot to be fast and strong.

Missing from photo is Duncan Fleming. ders with paddles to scoop up the balls, and could carry three bucky balls at a time and had a lift to reach the top of the cylinder and deposit the balls.

Aquino said it is difďŹ cult to design a robot to accomplish all of the tasks in the competition and to be strong in every aspect.

He added there are a lot of speciďŹ cs that go into designing how the robot will accomplish these tasks as well.

He added that, because of the short timeframe between competitions, the team only had two weeks to design and build the robot.

Luckily, the club didn’t need to start right from scratch.

Curtis Woods, team cocaptain, said the robot was essentially an extension of

the one that had been built for last year’s competition.

At the NAIT competition, teams played a round-robin to determine the ranks of all the teams.

CURTIS WOODS Afterwards, the teams forged alliances with each other to advance throughout the tournament.

The Robot Mounties got off to a rough start said Steve Schultz, teacher supervisor for the club, losing their ďŹ rst game.

However, by a happy ac-

cident, they were able to forge alliances with two Fort McMurray teams whose robots complimented each other’s strengths and weaknesses.

After alliances are formed, allied teams play together with two robots per alliance on the ďŹ eld at a time.

Robo Mounties developed a strategy with their allied teams where they had one robot on the ďŹ eld for the entire game and rotated the other two in and out.

It was enough to win the tournament.

Now the Robo Mounties will represent LCHS, Lacombe and Alberta on a global stage.

Not only did the Robo Mounties win the tournament, they took home a

sportsmanship award as well.

Woods said the team won the award by showing sportsmanship in a number of ways.

Most notable among them was the team helping to set up the tournament and helping to ďŹ x another team’s robot.

Woods said that when the team arrived for the tournament, the organizers were running behind schedule.

Instead of leaving to get their hotel set up, the Robo Mounties set up their own robot and then helped organizers ďŹ nish setting up the tournament.

During the tournament, the Robo Mounties also went out of their way to help another team.

Aquino said there was a

younger team at the competition that were struggling quite a bit as it was their ďŹ rst tournament.

While ďŹ xing their own robot, the Robo Mounties noticed the younger team struggling, and managed to ďŹ nd a team member of their own who wasn’t busy that could go over and help the younger team ďŹ x their robot.

Woods said even though his team wanted to win the competition, they didn’t want to do so knowing they could have helped another team advance as well. “We won the competition, but we did it while maintaining gracious professionalism,� said Woods.

Council has concerns over plans to build police station

BY BRIAN VOSSEN Lacombe Express Lacombe City council has some misgivings over administration’s proposed plan to design and construct the new facility for Lacombe Police Service.

It’s not building a new police station that concerns council, but how administration has planned to go about doing it.

At a regular meeting on Feb. 23rd, Norma MacQuarrie, chief administrative officer for the City of Lacombe, said that the City would be using a design/build team to both plan and construct the new police facility.

This is contrary to the usual method of design and construction the City has used, where an architect first draws plans for the building, and then a separate entity is contracted to build the facility according to those plans afterward.

MacQuarrie said that a design/build approach will offer collaboration between the building and planning phases which should ensure that plans for the building not only work out on paper, but make sense after construction as well.

It will also mean that the plans of the building will not be fully complete before construction begins on the facility, said MacQuarrie.

She added that the design/build method should also realize a cost savings for the project as well.

However, Councillor Peter Bouwsema did not think that was the best approach.

“I have some fairly serious concerns about this process.”

Bouwsema said that, as MacQuarrie noted in her presentation, police stations are facilities that are very specialized and require a great deal of experience to design and build.

He said he did not think the City would have any trouble finding a consultant with experience in such an area, but was not so sure the case would be the same with a builder to be involved in the design process.

Also, Bouwsema said he was somewhat skeptical that a design/build approach would end up saving the City money.

He said he would rather see the City follow the more common methodology of creating a facility requirements document, finding an experienced consulting firm and then having an open bid for the actual construction of the building once plans are drawn.

MacQuarrie said a facility requirements list will be created in conjunction with Owner’s Engineering who will have expertise in such projects. She added that, within Alberta, there are both contractors and consultants who have experience in building such police facilities and only those with experience would be invited in the Request for Proposal (RFP) process to

After listening to the discussion, Councillor Bill McQuesten said he agreed with Bouwsema.

McQuesten was leaning towards the argument that an institution such as a police station was too specialized to warrant collaboration between building and design as there was not room for such flexibility.

“I see a benefit of having a set design plan with the requirements and executing that way. I can’t see a huge benefit, if any, going to this new approach.”

MacQuarrie said that, while it is true aspects of the building will not have much flexibility in how they are built, the collaborative aspect will serve only to decide how best to accomplish such goals.

Councillor Reuben Konnik’s concerns were of a different kind.

He said that he was a bit surprised there was not a seat on the Police Facility Development Committee for an elected official.

Konnik said he was aware that councillors would likely not have much expertise to offer in the planning of the facility, but felt that someone from council should be part of the committee in order to represent the community and its sizeable investment.

“I personally would like to see one of us on this committee.”

As the plan was only being presented as information at the meeting, council voted to accept it as such despite misgivings.

Ian Hill delivers strong message at prayer breakfast

BY BRIAN VOSSEN Lacombe Express Leaders must take action.

That was the message delivered at Lacombe’s annual Leadership Prayer Breakfast last week.

Ian Hill, who recently worked with the community to deliver a leadership course in Lacombe, ‘Becoming a Community Builder’, returned to deliver a message about leadership and how it is everyone’s responsibility.

Hill’s message focused on putting the onus for leadership on the regular, everyday people in a community and urging them to action. “At the end of the day, with all due respect to the government ofďŹ cials in the room, it’s not the government’s job to build me a town,â€? said Hill. “It’s the people’s job, it’s my job.â€?

Hill began his presentation by sharing a little of his life’s story and how he came to be sharing this message of promoting leadership throughout Canada.

Born in Iran, Hill grew up in the United States. He said he was purchased for two cases of Scotch, “Good Scotch,� added Hill, by a United States Air Force Sergeant and was smuggled out of Iran.

It was only the beginning of Hill’s trials growing up.

His adoptive mother died when Hill was ďŹ ve and his adoptive father left for reasons unknown to him when was 13.

Hill said he lived in seven or eight different homes growing up. He added he was sexually and physically abused by both men and women.

At one point, Hill recalled demanding of God why He would let such atrocities happen to a young boy. Hill said he heard God answer that it was so he would understand what it was felt like to hurt, and some day Hill would be in a position where he could help those people.

Eventually, Hill found himself in Canada and said he believes he was brought here to call the people of Lacombe and Canada to become a beacon of hope. Hill said that transformation starts with all the members of the community. “We better get off our big fat couches and build great communities.

room better build great community. That’s the whole concept of community builders. It’s a proactive exercise.�

Hill also spoke of time, and how time is the most valuable currency available to people.

He said that it is up to us to make the most of our time and invest it wisely, just like it is important for us to invest our money

wisely so that it is put to work and grows. “You have been given $86,400 every day, in the form of 86,400 seconds, how are you spending it?� said Hill.

As promoting leadership was very much the core purpose of the event, community leaders were also recognized at the breakfast.

Special guests included Mayor Steve Christie, Po-

lice Chief Steve Murray and Fire Chief Ed van Delden. Prior to Hill’s speech, Christie opened the formal part of the event with a prayer in which he thanked God for all the blessings that had been bestowed upon Lacombe and asked Him to continuing guiding Lacombe’s leaders in good governance and leadership. news@lacombeexpress.com

Council more at ease with Beardsley Ave. rezoning Proposal moves forward after councillors give project green light

BY BRIAN VOSSEN Lacombe Express At its meeting earlier this week, Lacombe City council held a public hearing and gave second reading to an amendment of Land Use Bylaw 300 that would redesignate a small parcel of land at 4902 Beardsley Ave. from medium density residential (R4) to maximum density multi-unit residential (R6).

At a previous meeting on Jan. 27, council gave first reading to the amendment, but expressed concern

about the size and shape of the parcel of land, believing it may be too small to be rezoned or developed for a residential building.

After receiving more information through the public hearing, council seemed much more at ease with the proposed amendment.

Councillor Peter Bouwsema said the additional information helped him better understand where the landowners were coming from.

“It makes so much more sense to understand why they want to go R6, and the

property is very conducive to this type of use,” said Bouwsema.

“IT MAKES SO MUCH MORE SENSE TO UNDERSTAND WHY THEY WANT TO GO R6, AND THE PROPERTY IS VERY CONDUCIVE TO THIS TYPE OF USE.” PETER BOUWSEMA Councillor Wayne Armishaw said he thought taking only a parcel of a

larger land parcel and rezoning it seemed unusual.

City Planner Jennifer Kirchner agreed that it was unusual, particularly for this type of development, but not unheard of.

Also during the Feb. 27 meeting, Lacombe City council heard from Kirchner that any residential building on this parcel would not be able to contain more than 12 units and would most likely contain less. However, at this week’s meeting, Kirchner recanted that statement, saying that an error had

been made in the rough calculations of the planning department.

Kirchner said that, without taking into account landscaping, parking and other such features on the parcel, the maximum capacity for a residential building would in fact be 27 units.

She added that this did not change administration’s recommendation to approve the rezoning.

STOLEN VEHICLE INVOLVED IN FATAL COLLISION

On Feb. 23, just after 9:30 a.m. Ponoka RCMP received a complaint that a 2003 Chrysler Sebring had been stolen from a residence in Ponoka.

The complainant had left the vehicle unattended while it was running to warm up.

Shortly after, at 9:45 a.m., Ponoka RCMP received a 911 call that a single motor vehicle accident had occurred on Range Road 254 near Meniak Rd. approximately 12 km north of Ponoka.

Both the driver and passenger were trapped in the vehicle.

Upon responding along with Ponoka Fire Department and EMS, Ponoka RCMP discovered that the vehicle had left the snow-covered gravel road and rolled several times.

It was also discovered the vehicle was the same one that had been reported stolen earlier the same morning.

The 19-year-old driver of the vehicle was declared dead at the scene while an 18-year-old passenger was transported to Ponoka Hospital for treatment of non-life threatening injuries.

Alcohol and speed are both believed to have been factors in the collision.

The name of the deceased is not being released at this time. Charges of possession of stolen property over $5,000 are pending against the passenger.

said that they are envisioning an 18-unit residential building with underground parking, because of the size of the lot. Because of the increased cost of underground parking, the owners wished to increase the allowed density on the lot to warrant that cost.

Council voted unanimously to give second reading to the amendment.

Beyond the 911 hang-ups, Canadians also place numerous non-emergency calls to 911 each month, including calls about missing pets, noisy neighbours and vehicle breakins that happened hours or days earlier.

Each of these calls take 911 operators’ time and attention away from assisting people who might be facing real emergencies.

The number 911 is for police, fire, or medical emergencies when immediate action is required: someone’s health, safety or property is in jeopardy or a crime is in progress.

If you accidentally dial 911, it’s important that you stay on the line and tell the 911 operator it was an accident.

If you hang up, operators won’t know if you are okay and will call back. If you’ve called from a landline and they can determine your location, they will send police to check on you.

According to Alberta’s Emergency 911 Act a person who contravenes section 8 (no person shall make a frivolous or vexatious call) is guilty of an offence and liable.

For a first offence, a fine of not more than $5,000, and for a subsequent offence, to a fine of not more than $10,000 may be handed down.

A prosecution for an offence under this Act or the regulations may be commenced within two years from the date of the contravention but not afterwards.

You can also be charged with mischief under the Criminal Code.

OPINION Calkins gets it right Thank you MP Blaine Calkins, for saying exactly what every law-abiding gun owner in the country is thinking.

When speaking in the House of Commons on Feb. 10 in opposition to a Liberal Party plan to ‘reduce firearms’ in Canada by following an Australian gun control model to buy-back firearms, Calkins borrowed a line from the famous actor and gun lobbyist Chareton Heston.

“If the Liberal leader wants my guns Mr. Speaker, he can pry them from my cold dead hands,” said Calkins.

In 1995, the Grits used their majority government to push through the Firearms Act, which required gun owners to register their weapons. The program was then a pain to lawful gun owners and a burden to taxpayers until it was abolished in October of 2011.

Not only did the program

cost too much and restrict law-abiding gun owners, it didn’t work. It was supposed to tie gun violence to the owners of the guns involved.

But, criminals don’t obey the law and hence didn’t register their guns. That’s what makes them criminals.

Yet, even though they have done it once and it failed, the Liberals are going to try enacting a similar gun control model again.

Thankfully, our local MP is already letting the opposition know that this isn’t what we want.

Calkins, and others, have argued the Australian model is even stricter than Canada’s previous gun control programs. High-powered rifles are not the only ones that are regulated by it, but rimfire rifles, air rifles, even paintball guns as well.

It is also unfair as the Australian government can forcibly buy-back firearms it deems not necessary to

their owners. Gun buyers use their own money to buy the firearms and then have their taxpayer dollars used to buy them back again, effectively making gun owners pay for the guns twice, all to not own them in the end, said Calkins.

Fair points and well made - just a few reasons why such a plan should not be followed in Canada, but there is a bigger debate to

be had here as well.

The Liberals are right. If the Canada does choose to follow a gun control program based on the Australian model, it will reduce the number of guns in Canada.

However, it will do so only by posing restrictions on respectable Canadian gun owners who obey the law. Criminals who use guns will go unpunished.

Instead of punishing the Canadians who aren’t breaking the law, why not go after the ones who are?

Firearms are not the cause of gun-related violence, they are only the tools used in such incidents.

As the saying goes, “Guns don’t kill people, people kill people.” The Liberals should focus on what is causing crimes, not what is used to cause them.

It’s not the students’ fault school is stressful Post-secondary institutions are infamous for contributing to high stress levels among their students and lately colleges and universities throughout Canada and the U.S. are struggling to deal with a surge in cases of mental health concerns, like depression, amongst students.

Receiving a post-secondary education has never been easy on students and mental health issues are not uncommon on campus, but why the sudden increase?

One explanation is that there aren’t really more cases of mental health issues, people just hear about them more now than they would have 50, 20 or even 10 years ago because awareness of mental health issues has increased. Slowly, the negative stigmas surrounding mental health are disappearing and people who would not have come forward decades ago for fear of being judged are doing so now.

Another theory is the lack the coping skills necessary to survive college or university because students are from a generation raised by over-protective ‘helicopter parents.’ Essentially, young adults need to ‘suck it up, toughen up and develop thick skin’ to make it through post-secondary.

VOSSEN Being a product of the so-called ‘helicopter-parent’ generation and having received a post-secondary degree within the last five years, I think it is unfair to put the onus of dealing with this problem on the students. Instead, I would like to present my own theory for what may be contributing to the surge of mental-health concerns on postsecondary campuses – that the schools do too little to help their students.

Let me explain. As mentioned already, college and university students have been known to suffer incredible stress during their studies long before now, so why has it never been addressed? While it is true students need to develop coping skills, I believe the school must take some responsibility to help them as well.

There are a number of factors that contribute to this stress. First, there is time, or the lack of it. Every post-secondary class I have

ever heard of is designed like it is the only class a student is going to take in a semester. But, a full-time student will actually take between four and six of these classes, depending on the program and the institution, each semester.

Secondly, many courses are designed to make students fail. The rationale behind the incredibly high demands of post-secondary courses and how hard students have to work to achieve a decent grade is that it ‘weeds out’ the students who are probably better suited pursuing degrees in other areas.

In my time at school, I knew a lot of students who were ‘weeded out’ of their chosen programs. They went into one program, found they didn’t have what it takes, and switched out of it to find something they were much happier doing, but only after they had wasted thousands of dollars pursuing a degree they wouldn’t earn.

I also found that a lot of requirements to be accepted into some programs, particularly my own, were quite low. I couldn’t help thinking that maybe, if the requirements to get into programs were higher, the courses wouldn’t need to be so difficult.

Finally, there are the bad teachers. Teachers do a difficult job and are usually under appreciated for it, but there are bad teachers in every level of education. In a higher seat of learning though, you would expect the quality of instruction to be higher too. Maybe that’s why bad teachers stand out so much more here.

While going to school I had a roommate who failed a midterm along with 44 other students in the 60-student class. His teacher told the class they weren’t trying hard enough. That might be valid reasoning when a teacher has a handful of students fail, but when two thirds of them don’t understand the material, I think that reflects a on how the class is being taught.

I know I sound ungrateful to my post-secondary institution, but I’m not. I learned a lot from my education, I just have a lot of frustrations with how that education was delivered.

The Lacombe community - evolution by fire From a log cabin in 1889 to town status in 1902.

Such was the growth of the community of Lacombe during its first decade. In the decade that followed, fire would shape and reshape the downtown core.

Frame construction, grass growing tall along streets and alleys, plank sidewalks, ashes from kitchen stoves deposited near the back alley, careless smokers in the backyard privy, shortage of water; all combined to make fire a constant threat.

Volunteers manned the Burris fire engine, with the water carried in pails from nearby residents, from the tanks of rainwater collected by Cummings from the roof of his skating rink, or hand- pumped from local wells.

A latecomer to these wells was drilled in 1917 through the sidewalk at the northwest corner of the Merchants Bank (Flatiron Building).

Long before this, however, a public well had been drilled adjacent to the Town office. Water storage tanks were located in the downtown and water was available from the CPR water tower erected circa 1905 near the present day intersection of the CPR tracks with Hwy. 12.

A ‘fire brigade’ bylaw was enacted by the Town council in 1907 but hand pumping of water continued until 1924 when the town negotiated with the CPR to locate three hydrants along the new water line from Barnett Lake.

The Town experienced its first major fire in September 1906. Save for a single building, the entire business block from Nanton St. east along the south side of Barnett was destroyed.

The survivor of this conflagration was the Merchants Bank, the brick structure completed in 1904.

Town fathers enacted ordinances requiring that all new construction in the downtown core be of brick and that frame buildings there be sheathed in brick.

This decree was a boon to the local brickyards, and it appeared to have the desired effect as three years passed before the next major fire. Then in 1909 there were two fires only one month apart. Both were on Barnett Ave. west of Nanton St. On Aug. 7, 1909, the Royal Hotel, three adjoining businesses and three residences were lost to fire and on Sept. 12 the Russell Block and adjoining buildings were destroyed.

These 1909 fires did not test the efficacy of brick construction for the conversion to brick had not reached this area of the Town. Realization that bricks were not the solution to fire control was brought home by the fire that destroyed the Victoria Hotel on Jan. 1, 1911. This was after the hotel had been remodeled, expanded and sheathed in brick but by dawn of New Year’s Day it lay in ashes along with the Puffer-Chung block to the north.

Two more major fires would occur before 1911 was history. One was the Lacombe Produce building

which stood at the intersection of Glass St. and Barnett, just east across the street from the Day Block.

This was a case of arson for the bookkeeper was convicted of embezzlement of company funds.

The other fire was Cummings rink. This multipurpose rink was constructed in 1901 by Tom Cummings, owner/operator of the logging operation and sawmill located on the southeast shore of Gull Lake. The site

chosen was the northeast corner of the block now occupied by the Lacombe Memorial Centre.

He tore it down in 1903 to replace it with a larger building. That building was destroyed by fire in the fall of 1911 and the Town built the next arena in 1912. This unit served all ice sports for 36 years. The roof collapsed in 1948 shortly after a junior hockey match had concluded before a capacity crowd. Outdoor

rinks were used for the next three years for skating and hockey. Then came construction of the Memorial Recreation Center with attached arena to accommodate 1,500 people. The arena was completed and in operation in 1951 one year before the Memorial Center itself. The latter, although not quite complete, opened early in 1952.

Then on Nov. 23, 1953 came the final fire that would reshape the town,

a conflagration that destroyed the newly opened Lacombe Memorial Center and its attached arena. The main facility was rebuilt in situ but the replacement arena was erected several blocks distant on the site occupied today by the Lacombe Ice Centre. It opened in 1955. Although it too was lost to fire (June 18, 1968) it was replaced on the same location and the town’s footprint remained unchanged.

What’s New Improved Residential Construction Standards Take Effect

2014 construction to be less disruptive

The City of Lacombe, like all municipalities, is required by law to enforce all safety code requirements handed down by the Province of Alberta.

Every year the City of Lacombe implements a collection of infrastructure projects collectively known as the Capital Works Program to maintain and upgrade the city’s major utilities and transportation systems in response to growth, physical infrastructure condition, and new regulations.

Effective April 1, 2014, all new residential developments within Lacombe will be subject to improved construction standards. Previous exemptions offered under Section 9.10.15.4.(1) of the Alberta Building Code will no longer apply. Depending on the side yard setbacks, the improvements may affect the type of construction material required for side walls and whether side windows will be permitted.

For a Discretionary Use that requires approval from the Municipal Planning Commission (MPC), and any permitted use that requires a variance greater than 10%, the complete application must be submitted by February 14, 2014, to be considered under the old requirements, assuming there is no appeal.

For a Permitted Use that requires a variance of less than 10%, the complete application must be received on or before March 3, 2014, to be considered under the old requirements, assuming there is no appeal.

For a Permitted Use that fully complies with the requirements of the Land Use Bylaw all complete applications received prior to March 13, 2014 will be considered under the old requirements. No guarantees for consideration under the old requirements are made for fully compliant, complete applications received between March 14 - 27, 2014.

All permits received after the above dates will be subject to the new requirements.

The 2014 Capital Works Program is mainly focused around paving and roadwork, which includes rehabilitating or reconstructing the road base where it’s showing signs of failure, or has reached the end of its useful life.

According to Engineering Manager Jordan Thompson, residents can expect temporary road closures when crews have to excavate, bring in new materials to repack the road base, and prepare it for paving.

“In comparison to previous years where we had significant underground infrastructure replacements that involved long road closures, this year’s program is expected to go a lot quicker, with less disruption to residents and motorists,” said Thompson.

The City will working with the Canadian University College (CUC) to pave Maple Drive, from College Avenue to the city boundary. Sidewalks will be added from the CUC gym north to the campus proper. A paved trail will be developed from the gym south to the city boundary, where it will connect to the existing trails system. As well,

pedestrian crosswalk lights will be installed at the gym to facilitate pedestrian safety.

Other major projects include curb, base and pavement construction on 34 Street, from Highway 2A to the city boundary; signal lights installation at the intersection of 54 Avenue and 50 Street; pedestrian lights installation and trail construction at C&E Trail; a right-turn only barrier at 50 Avenue and 50 Street; and the Henner’s Pond outfall at Beardsley Avenue.

Replacement projects this season include putting down the toplift – the final layer of pavement – on Woodland Drive after the installation of underground sanitary lines in 2013.

The decision was made to wait till this year to mitigate cracks or shifting of the sewer pipes.

Crews will also carry out sidewalk, base and pavement work at Par Court; pavement and road base work at 49 Street from 52 Avenue to 54 Avenue; on 49 Street, from 52 Avenue to 54 Avenue; and on 49A Avenue, from Highway 2A to 52 Avenue.

The 2014 Capital Works Program is set to begin in May, once all the tenders have been awarded, and is expected to wrap up at the end of August. Residents will be notified of road closures and detours on an ongoing basis through the media, the City’s website (lacombe.ca/construction-notices), and through Facebook and Twitter.

Public Notice Do you need to advertise for an upcoming community event?

Temporary signs like A-Frames, magnetic letter signs or mini billboards are great tools to advertise your upcoming community events. The signs can be temporarily placed throughout the community at permitted locations with great visibility. It is a quick and easy way to spread the word about your event to local and regional residents.

The City of Lacombe offers these sign locations as a free service to support community events. There are nine (9) highly visible locations across the City where temporary signs may be placed. The City does not provide the signs; those may be acquired through suppliers in the community.

The City manages the location of temporary signs to ensure they do not impede sightlines or visibility for pedestrians

and traffic. If you would like to place a sign we encourage you to stop by City Hall to see what locations are available and acquire your permit.

There is a limit of one temporary sign per location, which may be on display for twenty-one (21) days. Each event advertised is allowed a maximum of two signs at a time.

This provides the opportunity for new advertisements from different groups to be displayed with even rotation/ availability of permitted sign locations.

Time to renovate and update

Did You Know?

According to a recent Housing Analysis Report, almost 1,000 renter and homeowner households in Lacombe are described as being in housing need, as they are spending 30 percent or more of their incomes on housing. We also have several hundred households who are dealing with grinding poverty. They are frequent users of the local food bank (4.7 times per month), and are paying more than 50 percent of their income for housing.

The recent 2014 Boston Pizza Cup, hosted in Lacombe earlier this month, went flawlessly thanks to the hard work and dedication of all involved. Their efforts have placed our city in the regional and national spotlight, and judging from the comments received, the people of Lacombe know how to put together a world-class event!

However, if we plan to host large-scale events on an ongoing basis at the Lacombe Sports and Leisure Complex, and more importantly, if we are to allow for more diverse community use of the full facility, we need to renovate the complex to ensure that it is safe and sustainable for the long term.

As well, where practical and directly related to affected construction areas, further upgrades are proposed to the main floor washrooms and the concession area. These changes recognize provisions in the Alberta Building Code and the concerns expressed by residents through the Recreation Master Plan and Citizen Satisfaction Survey consultation process. Similar levels of concerns exist for the conditions in the dressing rooms.

Currently, there are elements in the upper lobby of the Kinsmen Aquatic Center and the Barnett Arena that are noncompliant with the Alberta Building Code. A building code review in 2011 identified deficiencies that include egress or noncompliant paths of travel from the second level, noncompliant stairs, and water closets.

A further concern arose during the building review. While issuing an occupancy permit for the curling championship event, the Fire Marshall indicated that the west bleachers of the Barnett Arena do not provide acceptable egress. Hence, for each event held in the building that utilizes the west area, a formal variance will be required that may or may not be granted based on the requirements of the Alberta Fire Code.

Council directed that the scope of the Recreation Centre review be limited to recommendations deemed necessary to fully address building code violations on the upper floors of the recreation centre. This direction has been observed, however, some required changes on the upper floor have

TRAVEL South African safari – a world apart South Africa is more than a place you merely see, it’s a country to experience with all five senses. It’s an emotional encounter that makes one want to return and so I have now on my fifth visit to this land of beauty and freedom. It is a land of contrasts where traditional African ways are blended with those of modern Europe.

Here we are more a traveler than a tourist as we set out on safari changing hotels each night. We follow the Garden Route, the premier tour route preferred by locals.

There is an indescribable warmth and friendliness in the people here. “Ubuntu” is their word for welcome. They have no word for stranger in their native tongue.

Day two - Cape Town rules with incredible natural wonders and trendiness. We do a full day Peninsula tour including Camps Bay, Fish Hook, Simons Town, Hout Bay and more. The highlights included a cruise to Seal Island, a hike among thousands of penguins and funicular up to Cape of Good Hope where the Atlantic and Indian oceans merge. There were many great Kodak moments. At night all scattered to the famous V&A Waterfront with its plethora of pubs and cafes.

Day three - we head to Hermanus for whale watching. The annual whale festival is led by the world’s only ‘Whale Crier’, who blows his horn at each sighting. Whales gather here every September to mate. The clear bays are nurseries for mother and calves and about 5,000 Southern Right Whales congregate. They have no teeth and swallow up to 400lbs of fish per day. The whole town goes whale-gaga and we loved mingling with the friendly locals.

We spent the night in the charming tiny town of Arniston. Our hotel sat ocean’s edge surrounded by mountains that were dotted with lighthouses.

Day four - we depart through majestic mountains and Mossel Bay famous for their calamari that are the size of steaks.

Our destination was Oudtshoorn, the ‘Feather capital of the world’. Since 1864 this is the world’s foremost supplier of all things ostrich; hide, meat and feathers.

We visit a huge farm to witness mating and hatching. Some got to ride the oddball creatures.

Next stop was a wildlife center for an opportunity to get extremely close to various native animals. We had our photos taken

Day five - we arrive to lovely Plettenberg Bay. First tour is Monkeyland, the world’s first free roaming multi-specie primate sanctuary. Here it’s all about rescue of previously abused monkeys, baboons, apes and lemurs of Madagascar.

They tried to steal our belongings at our outdoor lunch.

Later we visited the elephant sanctuary for a hands-on interactive educational tour. We learned that no other creature is as understanding as the elephant, which can learn, remember, meditate and conceive such things man can hardly perform.

Day six - we’ve traveled to Knysna, oyster capital of the world. There we boarded a ferry and sailed to Featherbed Nature Reserve. Four-by-four Jeeps then took us

to the summit of the Western Heads for breathtaking views of the sea.

Day seven to nine - we set out for our longest drive of four hours to our game reserve. The scenery was unblemished under the African sun with rolling hills, indigenous forests, golden beaches and sand dunes that spilled into the sea.

We arrived in luxurious Kariega, a private reserve with an abundance of game that was a world apart. Set in 14,000 lush acres bordered by the Bushmans rivers, it was stunning. We passed the electric gates to see herds of gazelle, water buck, antelope and wildebeest.

Our ranger guides were excellent and these were the most comfortable safari jeeps made. I’ve known friends to spend thousands of dollars on African safaris and with rain they saw little of anything.

The benefit of a private reserve is guaranteed sightings.

This was just a taste of what Africa holds but here we obtained the best photography ever within mere feet of lions, elephants, rhino and countless more animals. The Cape buffalo is the most dangerous animal on earth due to its unpredictability. It’s the only animal a Masai warrior will run from.

For free time we enjoyed a river cruise among hippos and hiked on marked trails.

Nowhere else have I been able to walk among wild eland and zebra in the bush like I did here!

Our farewell ‘Boma dinner’ of traditional cuisine was set under the stars of the Southern Cross. The local staff sang and danced by a bonfire. It was a perfect end to our journey well done.

ARTS & LEISURE Lacombe Figure Skating to reincarnate ‘Awesome 80s’

BY BRIAN VOSSEN Lacombe Express As the skating season begins to wrap up, Lacombe’s figure skaters are gearing up for the big show.

On March 9, Lacombe Figure Skating Club will present its Annual Skating Carnival. This year’s carnival is entitled ‘Awesome 80s.’

Skate Carnival Director Karyn McNeill said the 80s were chosen as this year’s theme because there is a lot of fun music from that decade for the skaters to perform to.

She added that costumes would be bright, fun and easy to make because of the fashions from the decade.

“We thought it would work well for a skating program,” said McNeill. “The parents should appreciate some of the songs.”

Figure skaters in Lacombe get the opportunity to compete at a handful of competitions in the area held throughout the year, but have few chances to perform.

McNeill said the purpose of the carnival is to offer the skaters that chance.

“It’s just so much fun for the kids. They get to show off, show their stuff and be a star for a day.”

This event is what the skaters work towards all year, said McNeill. She added that whereas sports like hockey have many opportunities to play games and tournaments throughout the season, figure skaters get this one big show and put all they have into it.

“This is their big moment for the year to show what they have achieved and what they have learned,” said McNeill.

McNeill said each year, the Club tries to bring in an advanced figure skater from outside the Club (this year the Club is bringing in someone from Red Deer) to perform and show the younger skaters what they can aspire to.

“I think everybody usually has fun,” said McNeill.

She added that watching the youngest skaters is her favourite part of the show.

“They are just so cute.”

McNeill has been involved with organizing the Skating Carnival off and on for the last 14 years. However, the Club’s roots in the community are much older.

The Lacombe Figure Skating Club has existed for more than 50 years,

having received its 50-year recognition last year from Skate Canada. But McNeill added that the Club might even have been running in some fashion as early as the 1930s.

Over the years she has been involved, McNeill has seen a number of the skaters grow up and progress through the skating program. She said the annual carnival is also an opportu-

nity for non-skaters to see how much the skaters have improved.

There are 70 skaters in the Lacombe Figure Skating Club that will be part of the carnival. McNeill said the Club caters to skaters between the ages of four and 18.

Those in attendance will enjoy a show with performances from all nine of the different skating groups, as

well as solo and other performances as well. There are 24 separate performances in this year’s program, said McNeill.

‘Awesome 80s’, Lacombe Figure Skating Club’s Annual Skating Carnival, will take place at 1 p.m. on March 9 at Barnett Arenas on March.

Can Vitamin C stop an aging brain? “I want to die with my boots on!� is an oft-heard expression.

But it actually does pose a problem.

Today, many are living and dying not even knowing their boots are on.

So does Alzheimer’s Disease (AD) have to happen?

Are cholesterol deposits in arteries starving our brain cells of oxygen? And can we do anything about it?

A report in the journal Dementia and Geriatric Disorders claims there’s a link between heart attack and Alzheimer’s disease.

The link is atherosclerosis (hardening of arteries) due to cholesterol.

Sir William Osler, professor of medicine at both McGill and Johns Hopkins University, once remarked that “It’s lucky to be born with good rubber.�

Namely, it’s best to have exible, open arteries that carry sufďŹ cient amounts of oxygenated blood to all the body’s organs.

After all, we know what hap-

The last thing we need as we age is intracranial atherosclerosis that triggers small areas of brain damage.

So is Vitamin C able to prevent it?

Other studies I found in medical literature claimed that Vitamin C was either controversial or had been shown to be ineffective

in treating Alzheimer’s Disease.

But these studies had one monumental fault.

Researchers were using no more than 500 milligrams (mgs) of Vitamin C daily, a totally ineffective dose.

These results reminded me of the Harvard study that claimed Vitamin C had no effect on coronary disease.

How could that be?

They were using only 75 mgs of C! As Linus Pauling used to tell his critics, “It’s the dosage, stupid.�

I do not possess a crystal ball, nor am I related to the Almighty either.

But since a product called Medi-C Plus contains a high concentration of Vitamin C and lysine and studies have shown it can prevent and reverse cholesterol blockages in coronary arteries, good sense should tell us it can also do the same to arteries in the brain.

10 minutes. Turn the heat to medium and add the celery, onion, bell pepper, garlic, thyme, oregano, salt and pepper. Cook for approximately two to three minutes until the vegetables are soft but not brown, stirring occasionally.

Add the rice. Stir to coat with the fat and cook approximately 30 seconds until the rice becomes slightly opaque.

Add the chicken broth and bay leaves. Stir to combine. Turn the heat to high and bring to a boil.

Cover with a lid and reduce heat to low and simmer for 20 minutes.

Remove the pot from the heat and let stand covered for ďŹ ve minutes.

Remove and discard the bay leaves.

Stir in the beans.

Season with salt and pepper to taste, garnish with fresh thyme sprigs and serve immediately.

SPORTS Disability won’t keep Fandrey from living for sport

BY BRIAN VOSSEN Lacombe Express Tanner Fandrey has been playing sports all his life.

Fandrey, a sledge hockey player with Olympic ambitions, said he has always been fond of sports, particularly skiing and hockey, and they have been a big part of his life since he was able to stand.

“I could ski as soon as I could walk,” said Fandrey. “I played hockey since Dynamite... throughout middle school I played all the school sports; volleyball, basketball football, track and field, all that stuff. So ever since I can remember I have been super athletic.”

Fandrey said he enjoys playing sports because it is a good way to let out energy and he always feels he has accomplished something afterwards. He added that he is also incredibly competitive.

While Fandrey is still very competitive, athletic and a high-level athlete, his involvement in sports has changed somewhat in the last few years.

In 2009 at the age of 13, Fandrey was playing Bantam A Hockey in Red Deer and came home from a game with a sore back.

He thought little of it, thinking it was regular soreness from having physically exerted himself during the game.

However, a week later, Fandrey’s leg seized up so badly it became difficult to move. He visited several doctors, all who prescribed different medications and said Fandrey was just experiencing severe growing pains.

Eventually, Fandrey’s leg became difficult to move at all.

It was at that point doctors did an ultrasound where they found a pocket of fluid in Fandrey’s right hip that was restricting his blood flow. He then underwent immediate surgery to have the fluid removed.

Later, doctors discovered that Fandrey’s hip was in stage three of a four-stage disease called Avascular Necrosis, which meant his hip was rapidly deteriorating due to a lack of blood flow.

If Fandrey continued to remain active in sports, he risked completely destroying his hip.

A year later to the day, Fandrey had an identical surgery done on his left hip to remove another pocket of fluid.

At this point, Fandrey’s doctors were very confused because Avascular Necrosis cannot move to different parts of the body,

So, doctors began looking for the cause of the problem and three years after the problem began, a mistake during an MRI exam led doctors to take a picture of Fandrey’s spine instead of his hip.

However, that mistake allowed them to see the inflammation in Fandrey’s spine, Ankylosing Spondylitis.

Fandrey said his doctors now believe that the Ankylosing Spondylitis became so inflamed because of the vigorous sports that Fandrey had been doing that it had moved into both his hips at different times, causing Avascular Necrosis as well.

After being diagnosed, Fandrey was told he would never play hockey again and his disability would have a huge negative impact on his life.

Fandrey said he was depressed, but that he also was not willing to let his physical limitations keep him from playing sports.

Through his father, who works as a manager at a hockey rink in Red Deer, Fandrey became introduced to sledge hockey.

Soon, he discovered that he could still

play hockey, albeit a different sort, despite what his doctors had said.

Sledge hockey is more similar to standup hockey than most people might think, said Fandrey.

He said most of the strategies and skills involved in both sports are the same, thus his knowledge of hockey was transferable.

“It’s full contact, just like standup hockey,” said Fandrey. He added that all the calls and infractions are the same as well, with a few exceptions.

“Obviously, we don’t have tripping.”

The biggest difference between the sports, other than the players being on sleds instead of skates, is the muscles used to move around the ice, said Fandrey.

He explained that, whereas stand-up hockey is very dependant on lower body strength for movement and speed, sledge hockey depends on upper body strength.

“It’s the exact same game of hockey,” said Fandrey. “The difference is, we move from using our biggest muscles to move around the ice, to using our smallest muscles to move around the ice.”

What disabilities players have also plays into how they play in sledge hockey.

As a stand-up hockey player, Fandrey was a goalie and had “Massive legs,” he said. As a sledge hockey player, he plays defense.

Fandrey said this is partly because while he doesn’t use his legs in sledge hockey, he still has them and thus has more weight to hit opposing players with than say, a player with a leg amputation.

Fandrey said amputees are typically faster as they have less weight to carry around and therefore are better suited playing forward.

Now, Fandrey plays with a high-level sledge hockey team, Edmonton Impact.

He is also training with members of Team Canada and hopes to earn a spot on the 2018 Canadian Olympic Team.

In addition to sledge hockey, Fandrey also still participates in skiing by sit-skiing and also skies with the Alberta Alpine Team, though lately his training has been much more focused towards sledge hockey. news@lacombeexpress.com

Bantam A Rockets look to turn things around in playoffs

BY BRIAN VOSSEN Lacombe Express This past Sunday, the Lacombe Bantam A Rockets were crushed in a 7-2 loss against the Bashaw Stars in their final regular season game.

It was quite different from the last time Lacombe played Bashaw, where they narrowly lost the game 2-3 on Jan. 23. Coach Wesley Cross said the difference was consistency.

“They (Bashaw) are a good team and they bring it every shift,” said Cross. He added that his own players did not make their strongest effort in the first half of the game.

Because the Stars are higher in the standings than the Rockets, Cross said it is all the more important for Lacombe to keep the score tight when playing them.

While Lacombe failed to do that in this game, Cross said his team still showed promise. “I don’t think we played horribly,” said Cross. “We smartened up in the last two periods and held them back.”

Things got bad for Lacombe really fast.

Bashaw opened up scoring for the game in the first five minutes and scored a second time before Derek Lofstrand could answer with Lacombe’s first goal of the game within the first 10 minutes. Bashaw responded with another three unanswered goals before the buzzer sounded, ending the first period with a score of 5-1.

The second period began much the same way. Lacombe was slow to move and get to the puck and spent the first half of the period struggling to get the puck out of their own end.

Suddenly, halfway through the period, things changed.

“They woke up,” said Cross, adding he isn’t entirely sure what made the team start playing a better game of hockey.

After the Stars scored their sixth goal of the game, the Rockets started moving faster, got tougher on the puck and play moved into Bashaw’s end more frequently.

In the third period, the Rockets were playing a much more aggressive and competitive style of hockey. However, the Stars had also stepped up their game to match.

Hitting was more prevalent in the third period as well, with both teams eager to throw the body and players giving as good as they got. Cross said this physical style of play is important when facing Bashaw.

“Bashaw will always hit you,” said Cross.

“So you have to be willing to throw bodychecks and finish your checks off.”

During a power play halfway through the period, Caden Cross seized the opportunity to score the Rockets’ second goal of the game. However, it was quickly answered by the Stars to keep their six-point lead.

While the Rockets never gave up and played harder as the game wore on, the score gap established by the Stars in the

It wasn’t Lacombe’s only loss over the weekend either, having lost to the Battle River Outlaws 6-2 the night before. Cross said the weekend was not the most inspiring league finish, but is still hopeful that the Rockets can turn things around in playoffs. Consistency, something that has plagued the Rockets all season, will be key.

Cross said the team has the ability, now

they just need to use it on the ice.

Cross added that Lacombe’s lack of consistency has almost made him feel as if he has been coaching two teams this season, one that shows up to play hard and the other, less so.

Underwater hockey – a growing sport in Central Alberta

BY BRIAN VOSSEN Lacombe Express It’s a sport that is growing in Central Alberta. Underwater hockey, sometimes known as water hockey or octopush, is a somewhat obscure sport. Nevertheless, the Central Alberta Sharks Underwater Hockey Team is doing its best to promote and grow the sport.

Sharks Coach Gillian Parker said the club is doing its part to grow the small junior program in the niche sport.

Underwater hockey, not to be confused with underwater ice hockey, has been around for a while but is not a widely known sport. It is played by moving a weighted puck across the floor of a swimming pool and scoring in a three metre metal trough resting on the bottom of the pool.

A regulation underwater hockey game

consists of two-15 minutes halves, with the teams switching ends at halftime. Play begins with players on each side pushing off from opposite walls and racing for the puck in the middle of the pool. Play continues until a point is scored or the referee signals a stoppage of play for an infraction.

Points are scored by players shooting or otherwise moving a weighted puck so that it comes to rest in the trough or hits the back panel of the trough. Once a point is scored, players once again start on opposing walls and race for the puck to begin the play anew.

There are six players per team. Three forwards, three defenders and no goalie, said Parker.

Players are equipped with a facemask, swim fins, snorkel and protective swim cap. A protective glove is used on the stick hand to protect players from the tiled effect on the bottom of many pools and from ac-

cidental contact from other players’ sticks.

Gloves are usually homemade, and consist of a plain cotton glove covered with silicon padding, said Parker. Sticks are also quite commonly homemade so that players can customize them to their style of play.

Sticks can be made of either plastic and are much shorter than ice hockey sticks, usually being only a few inches long. They are also shaped different, having a wavy shaft and a hook on the back of the stick, used to pull the puck away from other players.

One of the biggest challenges in underwater hockey, said Parker, is the fact that players are constantly leaving play to resurface and breathe.

“It is a unique sport in that the person that’s defending you could legitimately disappear,” said Parker.

Lack of communication is another challenge underwater hockey presents, said Parker. While many team sports rely on

communication for a large part, it is something that is not really possible in underwater hockey.

Because of this, said Parker, it is important for players to always be aware of their teammates. The more comfortable players are with each other, the better they play together, she said.

Parker said that underwater hockey is a sport that players can get involved in at a younger age and still go far. In fact, Parker said that young children can’t play underwater hockey because they lack the lung capacity to hold their breath and play at the bottom of the pool.

Sharks’ players are between the ages of eight and 18.

Using spring as a décor inspiration I’m sitting here watching the snow fall and wondering when spring will get here. I’m sure we are all finished with winter and will surely embrace the warm weather when it eventually gets here. Soon it will be time to open the shades and clean the windows and start raking the yard as we probe for new green plants coming out of the ground.

Baseboards and walls take a beating during winter with heavy boots, snow and salt. My mom used to go around every year with a plastic container filled with white paint and a small brush as she touched up all the woodwork in our heritage home. My dog Cuddles used to without fail try to dip his nose in

the container thinking it was milk and ended up with a spot of white paint on his nose. It was a huge task because we had 12-inch baseboards and a great deal of woodwork but the house always looked pristine after she was finished crawling around on the floor.
