VICTORIA – Finance Minister Mike de Jong unveiled B.C.’s second straight surplus budget Tuesday, with few spending and tax changes as the province plans for economic growth driven by natural gas exports. The biggest tax change is that provincial tobacco tax goes up 32 cents a pack April 1, on top of the latest federal increase of 40 cents a pack. B.C.’s share is expected to generate another $50 million, and de Jong said a “significant portion” of that will be used to develop smoking prevention efforts in partnership with the Canadian Cancer Society. Provincial funding for K-12 education continues at 2013 levels, as the government pursues an appeal of a court decision that could add

hundreds of millions to school district costs. The budget includes a $300 million contingency fund this year, rising to $400 million next year, to cover anticipated costs in labour and other areas such as forest fires. The budget touts investments in trade skills training, with shop projects at Camosun College, Okanagan College and NorKam Secondary in Kamloops. But the largest capital project is a new campus for Emily Carr College of Art and Design in Vancouver, and operating spending on colleges and institutes is projected to fall by $5 million in the coming year. De Jong said the “reengineering” of B.C.’s skills training programs referred to in last week’s throne speech is getting underway, and a new $1,200 education

savings grant for children born in 2007 or later is being delivered starting this year. NDP finance critic Mike Farnworth said the government balanced its budget with cuts to skills training, increases to fees and appropriating $480 million added to BC Hydro’s growing debt. The B.C. Liberals spent heavily before the 2013 election to promote a jobs plan that has seen people continue to leave the province for work, Farnworth said. The government expects to end the current year with an operating surplus of $175 million, rising to $184 million next year, which de Jong said is mainly a result of spending discipline. B.C. and Saskatchewan are the only provinces to balsee Budget page 3

www.kootenayadvertiser.com A3 debt, including selfsupported debt held by BC Hydro and other agencies, grows from $64.7 billion this year to $68.9 billion three years from now. B.C. pays $2.5 billion a year to service debt, or four cents out of each

revenue dollar. To generate the resource wealth Premier Christy Clark has promised will pay off B.C.’s debt, the budget describes a two-tier income tax on liquefied natural gas exports 1.5 per cent and up to

seven per cent. LNG production companies would pay the lower rate to start, with most or all of it repaid by an investment tax credit until their capital costs have been recovered. Rates are to be confirmed with legisla-

tion in the fall. No revenues from LNG are expected until 2017, and in the first three years, producers would recover income tax through a credit that continues until their capital investment is paid off.

No increase to regional hospital budget Submitted The Kootenay East Regional Hospital District (KERHD) has adopted its annual budget for 2014, and it includes some good news for taxpayers. The total budget is $8,740,419 which includes new approvals for $499,936 in capital expenditures and $5,882,642 for the Intensive Care Unit project and the East Kootenay Regional Hospital. “This budget as adopted shows a 0% increase in taxation over last year, which is fantastic news for the citizens of the region,” says KERHD Board Chair, John Kettle. “This Board has always said that we will tax only for what we need, and for the 6th straight year we have been able to approve new projects without increasing taxes.” Some of the capital projects for the coming year include the development of an isolation room at the Golden Hospital; Direct Digital Controls replacement at the Sparwood Health Centre, a C-Arm, portable x-ray system, cart washer and MRI upgrade for East Kootenay Regional Hospital. The 2014 budget also includes $388,500 in global grants for projects under $100,000. This year’s Hospital District tax rate will work out to about $16 per $100,000 of assessed value on a residential property. The Kootenay East Regional Hospital District covers a large area including the RDEK, the Towns of Creston and Golden as well as their surrounding rural communities. The function of the Hospital District is to provide up to 40% of the funding for equipment and construction projects at health care facilities within the Hospital District, with the remaining cost being covered by Interior Health.

College of the Rockies continues to create ties around the world. Brazil has been a country of interest for the College’s international department over recent years and the investment has paid off with faculty and students from Brazilian institutions now attending the College. A new Science Without Borders scholarship program is funded by the Brazilian government and sends students from Brazil to study science, technology, engineering and mathematics internationally. Referred to as a “sandwich” program as students travel abroad in the middle of their studies in Brazil, participants take part in up to 18 months of language and academic studies and practical experience in various countries, including Canada. Currently College of the Rockies is host to six scholarship students with another 15 to 18 expected before the end of the winter semester. Students will enrol in English language and academic programs including courses in the hard sciences (biology, chemistry, etc.), engineering, business, tourism and kinesiology. The first-phase of a Brazil teacher training program has seen two Brazilian teachers coming to College of the Rockies in February. During their three month stay they will learn about the Canadian approach to teaching, curriculum development, how to conduct applied research and connect with industry for research initiatives, and the ways to manage and administer training programs. The pair will then collaborate with over 40 others from Brazil who engaged in learning at other postsecondary institutions in Canada to develop and design a one-year program that will be used to train 1,000 new Brazilian teachers at Canadian institutions in the coming years. In addition to the scholarship students and teachers, the College is pleased to welcome a faculty member and student from Brazil. The student, Larissa Bezerra, a visual arts major, is taking part in

Begonias

1. All hail the summer shade queen. Is there a spot on your covered patio or in a sheltered, semi-shaded area in your yard that is in need of a bit more colour and pizzazz? Begonias to the rescue! They are the perfect plants for stunning hanging baskets and garden displays. Begonias like to be sheltered from strong winds, grow without any chance of frost and receive lots of light, as long as they are protected from direct sun. In turn, they will reward you with a fabulous show of colour all summer long. 2. The root of the issue. Begonia plants will be available, ready-to-plant, in the greenhouse later in the spring. They can, however, also successfully be started from tubers and the time to start them is now. Begonia tubers - sometimes referred to as bulbs - are quite plain, looking a bit like shrivelled up prunes. The tuber’s top has an indentation in it and if you look closely, you might see last season’s fine roots growing at the bottom. 3. Get a head start. Check your begonia tubers for any signs of sprouts; to encourage shoots to emerge, mist the tuber with water and place in a warm, dark place. Check on them every few days and once you see activity, place the tuber on top of some sterilized potting soil in a good size, clean pot. Gently press into the soil and cover with just enough soil to protect the tuber from light. Put the pot in a spot with indirect or diffused light, at a temperature of about 15ºC and keep the soil moist, but not too wet. Avoid overhead watering – begonias can develop rot if water is pooling on the tuber or mildew if they have water on their foliage. 4. Keep them trimmed. When the initial flower buds begin to form, pinch them off. This might be against your gardener’s instinct, but it maximizes the energy that goes to the plant, in the long run creating a stronger plant. Begonias can bloom for an extra long time, the key is to remove any faded flowers immediately. 5. Just hanging out. Tuberous Begonias come in all shapes, sizes and colours, both in upright and pendula varieties. Both can be used in hanging baskets, but pendulas have a more weeping habit with smaller flowers. They make up for it with the large number of flowers they produce. 6. Non-stop action. The glorious doubleblooms of non-stop begonia varieties are not only stunning, but with this type of begonia, deadheading is not required. The plants shed flowers as they fade, replacing them with new flowers. 7. Take time to smell the begonias. One thing begonias have not been known for in the past is a pleasing fragrance. However, this changes with three novelty begonias ‘Angelique’, ‘Pink Delight’ and ‘Red Glory’. Not only will they be a feast for the eyes, they also fill your garden with a wonderful, sweet fragrance. 8. Sunbathing allowed. Begonias are for shade… or are they? Begonias from the Solenia series are compact plants and very tolerant of full sun, allowing you to use them in any of your plantings. They are also more wind and drought resistant than many other varieties. 9. Don’t forget to feed ‘em. Tuberous begonias are fairly heavy "feeders". When you first start the tubers, you can mix a small amount of 16-10-10 controlled release fertilizer in the soil. Once they are transplanted into their intended location, fertilize every two weeks with a diluted, balanced fertilizer for best bloom and growth. 10. Doing it all over. Begonias cannot survive our winters outdoors, however, once the growing season is over, you can dig up the tubers to keep for next year. Let them dry, layer them in dry peat moss or vermiculite and store them in a cool, dry spot. When February rolls around, you can start the process all over again.

Who provoked the strike? B.C. Views By Tom Fletcher I made an error in a column two weeks ago about the latest court ruling in favour of the B.C. Teachers’ Federation. I referred to an “illegal” strike in 2012, and was quickly reminded that this teacher walkout was sanctioned by the Labour Relations Board. After months of withholding report cards and refusing to meet with administrators, the union went to the LRB to seek permission for a full-scale strike. They got their wish, with authorization under essential services rules for a threeday strike in the first week, and one day a week after that until the end of the school year or a settlement was reached. For the record, the last “illegal” BCTF strike was in 2005, in defiance of a B.C. Supreme Court order that resulted in a $500,000 fine against the union. That was the same year BCTF lawyers won a split B.C. Court of Appeal ruling allowing teachers to bring political propaganda into classrooms. Two out of three judges decided this was appropriate to preserve their freedom of expression. The authorized three-day strike went ahead in March 2012. Regular readers may recall my reports of students being indoctrinated in classrooms and in some cases sent out as union pickets, and of the strong-arming of unionized government office staff here in Victoria to

make them join a rally on the legislature lawn. This was the strike that, according to the current media and political narrative, the provincial cabinet conspired to bring about. This notion is central to the Jan. 27 ruling of Justice Susan Griffin that orders the B.C. government to attempt to reconstruct the world of 2001. Government lawyers filed an application with the B.C. Court of Appeal on Friday to suspend parts of this ruling. Imposing Griffin’s terms would cause “irreparable harm to the public interest of unprecedented magnitude,” they said in arguments backed up by a series of affidavits from superintendents who have to keep B.C.’s war-weary public schools running. In Surrey, returning to 2002 conditions would add $40 million to the district payroll in year one. That’s one of 60 school districts. The government’s submission includes affidavits from superintendents around the province on its likely impact. Here’s a partial list: Cancellation of specialty programs for vulnerable youth, construction of portables to meet arbitrary class size restrictions, transfer of some students to other schools, closure of daycare and Strong Start preschool programs to free up space reallocated over the years, layoff of non-teaching staff, and cancellation of school participation in the international student program. Premier Christy Clark and Education Minister Peter Fassbender have

begun to push back against the conspiracy theory that has taken hold, pointing out that when the BCTF finally did get permission to strike, the cabinet of the day acted to prevent it. Here’s a recap. In late February 2012, nearly 28,000 teachers (90 per cent) voted to go to the full strike allowed by the LRB. The government tabled legislation to impose a coolingoff period with provision for steep fines on the union for any further strike action, and appointed a mediator. This kept schools open, and eventually yielded a two-year deal. In April 2012, the union voted to withdraw all volunteer work by teachers. By this time they had been ordered by the LRB to prepare second-term report cards, in part so students would know if they could apply for post-secondary studies. Once again this mess is before the court of appeal. Perhaps there will be better recognition of the real world this time around.

Letter: Government vs. The Charter of Rights Tom Fletcher’s column “End this bloody BC school war” [Kootenay Advertiser, Feb, 7, 2014] demonstrates his inability to separate symptoms from the problem. The problem is the BC government ignoring the law, ignoring the Canadian Charter of Rights and Freedoms, preferring to dictate to British Columbians including students, taxpayers, teachers and unions. He gives two reasons why the government must appeal its loss in the recent court case won by the BC Teachers Federation. First is “practical politics.” It lets the government get by without answering questions in the Legislature, as the government can sim-

ply note, “It’s before the court.” Second is practical economics. “We can’t afford it” is political poop. His claim that ”It appears to hand the BC Teachers Federation the keys to the treasury” is inflammatory nonsense— what you might expect from a political party in BC but not from a columnist. Minister Fassbender says 1) appeal of the BC court decision will protect students and taxpayers 2) the judgment is centered on the union’s interest, not the students’ needs, and 3) the judgment is completely unaffordable for taxpayers. [The Tyee, Feb. 4, 2014] All three are false. When a provincial government disobeys a court’s ruling on the

Supreme Law of the Land—The Charter of Rights and Freedoms— we are talking about what kind of country we will live in: Under the Rule of Law or under the lawlessness of Rule by Man/Woman. Tom Fletcher [Black Press, Kootenay Advertiser, Feb. 7, 2014] demonstrates this when he writes: “This union victory began when the Supreme Court of Canada invented a constitutional right to collective bargaining in 2007 based on Freedom of Association in the Charter of Rights.” Columnist Paul Willcox pointed out the preference of MLA Pat Pimm (now Minister of Agriculture) for getting rid of the Charter of Rights: “For 99% of the people out there, that document doesn’t even need to exist,” Pimm said. [“Bashing the Charter,” Cranbrook

Daily Townsman, Nov. 13, 2009] Governments know best. Tearing up contracts is a bad example worthy of a Third World country, a horrible example for students. The U.S. in its Constitution [1787, Article I, Section 10] protects contracts: “No state shall pass any law impairing the obligation of contracts.” In 1810 in Fletcher v. Peck, the U.S. Supreme Court for the first time declared a state law void because it conflicted with a provision of the U.S. Constitution. When Christy Clark says the court’s decision “doesn’t reflect government’s view of the case and the facts of the case,” someone needs to inform her she is entitled to her own opinion but not her own facts. Hugs: To the young lady at Marysville Petrocan who went out of her way to track down an address for me. Hugs: To Wes from Rotor Rooter. He has always been quick to attend to plumbing issues at our rental home, and is very reasonable with what he charges. Also appreciated is that he offers to come to our home or meet me anywhere in town to receive payment for services rendered. Hugs: To our neighbor Gary who snow blows other people’s driveways and sidewalks even though he is in his 70’s! He also lets neighborhood kids use his swing set! Slugs: To hairdressers that do not give a person the hair cut they ask for, then expect a tip on top of it. Slugs: To people who complain about dogs barking but don’t have a problem with their cats using my lawn as a litter box. Slugs: “To the thief who stole the tailgate off of my green Dodge 3500 on Wednesday night in Cranbrook. I’m not into buying your truck parts for you, bring mine back. If you’re reading this you know who you are, be a man and bring it back in person.” Hugs: To Donna at Superstore! She always goes above and beyond whenever I have an issue with something. I wish more people were like her in the customer service industry!! Slugs: To drivers at 4-way stops who don’t know what to do!! The first person who stops has the right away. And then everyone tries to go at once and then stops and then goes and so on... Slugs: To the Olympics, space program and warefare over the past 80-100 years on this earth, the trillions of dollars that were spent on that could have gone to better use helping the poor on the whole earth.

Hugs: To all the Ladies at Cranbrook Curling Club on Thursday nights, who are all so positive & encouraging to newcomers of the game. You really make me feel Welcome and you know how to have Fun, Thank you! Slugs: A Slug to the Kootenay Advertiser for printing the article about the Real Deals on Home Décor store without including an address. I don’t live in Cranbrook where, after quite a bit of checking, I found this place to be, and thought it was probably in Fernie. I shouldn’t have to phone for an address, that’s one of the first things the article should ensure is there. Hugs: When I walk to one of my jobs it takes me over an hour and it’s still very dark in the early mornings. One of the mornings on my trek I was walking on the highway towards the SPCA where I work and apparently this is when the fellow saw me. Then not a few days or so later I was walking back from Safeway and a red truck stopped in the parking area and a male got out and waved to me and said something to the effect of…hey hold on there. I had no idea who this person was and hesitated but he went to the cab of his truck and took something out and said he’s seen me walking on the highway as he comes from (I think he said Fort Steele) every morning and suggested I use a reflective vest which he was handing to me. I do have a reflective vest I told him and will get it out and wear it and thanked him for being so kind. I now and since that day wear the reflective vest so drivers can see me on the highway. It’s very satisfying to know there are still selfless people out there considering this male and I don’t know each other at all and I thank him profoundly for not only making me realize that I should be wearing this vest but also offering to give me the one he has.

If you have a Hug or a Slug...we’d like to hear it. Simply email us at shannon@kootenayadvertiser.com with your short quips, compliments or complaints. The Crash Reel Academy Award–nominated documentarian Lucy Walker (Waste Land) turns her attention to the world of extreme sports with this deeply moving portrait of champion snowboarder Kevin Pearce as he struggles to get back on the slopes following a near-fatal accident. In late 2009, Kevin was preparing for the 2010 Vancouver Olympics with dreams of unseating his rival Shaun White, when a horrifying fall during a practice run resulted in a debilitating brain injury that placed him in a temporary coma and seriously impaired both his speech and mobility. Struggling to regain even the most basic functions, Kevin is determined to return to the sport he loves, even as his doctors insist that even the slightest injury to the head may be enough to kill him. Walker was granted intimate access to Kevin and his family throughout the ath-

lete’s recovery, and their painful journey constitutes the emotional core of the film. Yet, far more than a simple comeback narrative, The Crash Reel raises larger ethical issues surrounding the extreme-sports industry, as Walker parallels Kevin’s story with those of other athletes whose lives have been irrevocably changed or tragically lost in pursuit of those ultimate highs, including the late Canadian worldchampion skier Sarah Burke. As the industry’s profits continue to rise in direct proportion to the increasing dangers to which it exposes athletes, Walker implicitly asks: When there are no limits to the heights competitors can reach, how far should they go? And how far should they be allowed to go? Employing a wealth of exhilarating snowboarding footage to capture both the adrenaline-rushing thrill and the life endangering risks of the sport.

Gabrielle Canada’s official submission for Best Foreign Language Film at the 2014 Academy Awards, and produced by the team behind the Oscar nominated Incendies and Monsieur Lazhar, Louise Archambault’s Gabrielle is a stunning, tender film about a developmentally challenged young woman’s quest for independence and sexual freedom. Living in a group home, musically talented Gabrielle (Gabrielle Marion-Rivard) has found love with Martin (Alexandre Landry), a fellow member of her choir. They want to explore their feelings for one another physically, but are not allowed. Convinced that living alone will allow her to have the intimate relationship

she so desperately craves, Gabrielle tries valiantly to prove she can be independent. At the core of this film is the heartfelt performance by Marion-Rivard (who has Williams syndrome in real life). Gabrielle’s effusive giddiness is contagious, her drive unrelenting. As the choir works towards its big performance with Quebec music legend Robert Charlebois, this turbulent, moving journey is furthered by Mathieu Laverdière’s ethereal cinematography. Gabrielle is a captivating film about tolerance and finding happiness, but, above all, it is a story of love.

Cas & Dylan Life on the road has been the subject of some of the most honoured works in Canadian cinema history, from Goin’ Down the Road to Highway 61 to One Week. Smart, funny and heartfelt, Cas & Dylan, the feature directorial debut from actor-turned-filmmaker Jason Priestley (television’s Call Me Fitz, Beverly Hills 90210), can now be added to that collection of memorable films. Screen legend Richard Dreyfuss (The Goodbye Girl, Jaws) stars as Dr. Cas Pepper, a curmudgeonly surgeon whose only companion in life is his small dog. Faced with some unexpected news, Cas makes the abrupt decision to

leave Winnipeg and drive west to British Columbia—and to an uncertain future. Before departing, he meets an aspiring young writer named Dylan (TIFF Rising Star Tatiana Maslany; television’s Orphan Black, Picture Day) who possesses a life-altering secret of her own, and wouldn’t mind coming along for the ride. The two unlikely companions hit the road, encountering a series of bizarre twists and turns along their cross-country journey. And it isn’t long before they realize that, in searching for an escape route, they may have found their place in the world.

The Choice ~ A Love Story

Canada’s official Submission for Best Selection of Clothing Store at the 2014 Well-clad-emy Awards. The Choice is a stunning, tender store about two childhood friends and their undying passion for the local Cranbrook skate shop. Life in the shop has been the subject of some of the most honoured works in Canadian retail history, from ‘The Choice is the Best Store Ever’, to ‘I Should Go Check Out The Choice Today’. Smart, funny, and heartfelt, The Choice, Cranbrook’s answer to retail therapy, can now be added to that collection of memo-

rable stores. Joey Sandberg (Joe, Modge), and Mike Peabody (Peabs, Lunchbox, 2:30) have been friends since they were little twits. They have had many adventures growing up, but none as exciting as owning The Choice. They have one of the best shops around, offering an awesome selection on men’s and women’s clothing, footwear, snowboards, and skateboards, above all, it is a store of love. 816 Baker St, Cranbrook BC facebook.com/thechoice1996

The Invisible Woman Ralph Fiennes (The English Patient, Coriolanus) directs and stars alongside Felicity Jones (Hysteria, Like Crazy) in this passionate period drama about the secret love affair of one of the greatest figures in literary history. In 1857, actress Nelly Ternan was performing in London’s Haymarket Theatre when she was first spotted by Charles Dickens. Ternan was 17, while Dickens was 45 and had been married some 20 years. The two began an affair, which was kept a secret from the general public for the duration of their lives. Theirs has since become one of the great love stories in literary history, as alluring for the speculation it inspires as for the details on record as fact. Based on Claire Tomalin’s biography of the same name, The Invisible Woman is a rapturous

chronicle of Ternan and Dickens’ tempestuous relationship, which prompted the end of Dickens’ marriage, survived a train crash, inspired characters and scenarios in some of the author’s most beloved novels, and continued until his death in 1870. Dickens himself is embodied by Fiennes as a complicated artist torn between his desires and ideals and his need to uphold tradition and avoid scandal. Enveloped in opulent period detail, The Invisible Woman brings us closer to this giant of 19th-century prose—and to the woman who sustained his lust for life in his final years.

Siddarth Director Richie Mehta follows his 2008 Film Circuit People’s Choice Award–winning and debut feature Amal with this powerful and heart-rending tale about a poor Delhi street merchant desperately searching for his missing young son. A “chain wallah who makes his meagre living mending zippers in the streets of New Delhi, Mahendra (newcomer Rajesh Tailang, in a superb performance) sends his 12-year-old son Siddharth to work in a factory in another province to help support their family, which includes his mother Suman (Tannishtha Chatterjee; Anna Karenina, Brick Lane) and sister Pinky (Khushi Mathur). Siddharth is supposed to come home for Diwali after a month

Burt’s Buzz

Following his cheeky documentary How to Start Your Own Country, director Jody Shapiro returns with Burt’s Buzz, a vibrant and incisive portrait of Burt Shavitz. Famous for its all-natural personal care items, Burt’s Bees has become a household name in many parts of the world. The company built a mighty reputation as a producer of eco-friendly products made from simple ingredients, and in the process it has become a billiondollar business. But less wel lknown is the eccentric man behind the brand, whose bearded face still graces many of its labels. In Burt’s Buzz, Shapiro takes us into the reclusive backwoods world of beekeeper Shavitz, still committed to

living off the land in Maine, as he has since the 1970s, in a renovated turkey coop with no running water. Shapiro explores Shavitz’s peculiar relationship with the company he co-founded with Roxanne Quimby. The birth of Burt’s Bees and its emergence as a lucrative brand may be the stuff of legend, but it’s also contentious: Shavitz sold his shares decades ago, reaping virtually nothing from the company’s financial success; yet he remains contracted to promote the brand, travelling the world making public appearances. Wise and wry, absent-minded and unflappable, Shavitz is a fascinating subject.

away. When he fails to return or call, the guilt-ridden Mahendra takes swift action but faces obstacles at every turn: he has no money, or even a photograph of his son; the authorities scold him for putting his son to work and suggest Siddharth would be untraceable if kidnapped and trafficked in a population of a billion people. Riddled with mysteries, Siddharth reminds us that sometimes there simply are no easy answers. A powerful story about the ramifications of a single decision and the limitations that result from poverty, it underscores that in the face of the unspeakable, one must keep moving forward

Le Week-End

Numerous films of late have turned their attention to the romantic lives of older people, but many do so in an “isn’t that charming” manner that verges on the condescending. Bracing, prickly, and full ofpassion, Le Week-end, the new film from director Roger Michell (Notting Hill, Hyde Park on Hudson), sheds the cozy comfort of retiree rom-coms for an altogether more interesting love story: the ups and downs of a romance 30 years in the making. Meg (Lindsay Duncan; Under the Tuscan Sun) and Nick (Academy Award winner Jim Broadbent; Cloud Atlas) have been together forever. For their 30th wedding

anniversary they’ve chosen to return to Paris, where they honeymooned. It’s not long before the City of Lights begins reflecting the couple’s conflicts right back at them. Rejecting their first, depressingly beige, hotel for an impossibly expensive choice, Meg then begins rejecting her husband. (“Can I touch you?” he asks, tentatively. “What for?” she snaps.) When Meg and Nick run into their insufferably successful old friend, played with pure delight by Jeff Goldblum (The Big Chill, Jurassic Park), their squabbles rise to a register that’s both emotionally rich and very funny.

Inside Llewyn Davis

Winner of the Grand Prix at the 2013 Cannes Film Festival, Inside Llewyn Davis recounts a desolate week in the life of a fictional folk musician in early 1960s New York. Brilliantly written and directed by Joel and Ethan Coen (O Brother Where Art Thou?, The Big Lebowski), the film is a humorous, heartfelt, and bittersweet ode to squandered opportunities, thwarted ambition, and unsung genius. A gorgeous opening scene in Greenwich Village’s Gaslight Café introduces us to Llewyn Davis (a delightfully rumpled and bearded Oscar Isaac; Drive, W.E.) as he sings a bleak but beautiful song called “Hang Me, Oh Hang Me.” Llewyn has been attempting a solo career, having just

split from his performing partner, but despite his extraordinary talent and good looks, he just can’t seem to catch a break. Desperately low on money, he tramps the cold streets of New York, guitar in hand, playing only the tiniest of gigs. He is essentially living a transient existence, bouncing from apartment to apartment and crashing on the couches of anyone who will have him—and some who won’t. With his music career stalled, Llewyn has reached a personal crossroads and is unsure whether to continue in a world that doesn’t seem ready for what his songs have to say. Loosely inspired by the life and music of iconic Greenwich Village folk musician Dave Van Ronk and his memoir The Mayor of MacStreet, Inside • Used Books • New Magazines Dougal Llewyn Davis perfectly • Comics • Newspapers captures the atmosphere of the sixties folk boom • Puzzles • Board Games through its resonant soundtrack (curated by T-Bone Burnett), exquisite production design and cinematography. Carey Mulligan (The Great Gatsby, An Education) stands out in her supporting role as an irascible and foul-mouthed and fellow folk musician who may or may not be pregnant with Llewyn’s child. Moving and mordantly funny, Inside “Your One Stop Glass Needs Centre” Llewyn Davis shows the Providing Prompt, Courteous Service Coen Brothers at the top of their game. 825 Industrial Rd. #1, Cranbrook, BC 489-2513

Shirley Joan Roe 1936-2014 It is with great sadness that the family of Shirley Joan Roe announces her passing on the morning of Thursday, February 13, 2014. She died peacefully in her home in Kimberley, BC at the age of 77. Shirley was born in Fernie, BC on November 12, 1936. After graduating high school in Fernie, she came to Kimberley to work for Cominco. She met and married the love of her life, David Nelson Roe on June 27, 1959 and they made their home in Kimberley.  David and Shirley led a very quiet and private life. They enjoyed camping and fishing at all the local area lakes. While David had his woodwork to keep him busy Shirley loved to knit!  Whether it was for her kids and grandkids or for local organizations she was always looking for things to knit. She was a regular volunteer at both the Kimberley and Marysville Thrift Shops for 27 years. Shirley also attended the local senior aqua-fit classes. Over the years she got so much joy from her twice weekly senior swims, enjoying the exercise and camaraderie with her fellow swimmers. Family was important to Shirley. She was always extremely proud of the accomplishments of her children and grandchildren.  She leaves to cherish her memory, her three children: Lori Tedrick (Doug) of Kimberley, Sandra Wilson (Jeff) of Sparwood, and Gary Roe (Tammy) of Edmonton, 5 grandchildren: David (Taryn), Jordan (Kristina), Cheryl (Andrew), Josh and Robbie, 4 great grandchildren: Brittany, Walker, Ryder, and Jaylyn. She also leaves behind her sister Kaye (Lister) Canning, brothers Bob (Lolly) Hockley and Cal (Gloria) Hockley, Sister-in laws Kae Hockley, Doreen Hockley and Margaret O’Neill, brother-in-law Ken (Rochelle) Roe and cousin-in-law Dianne Chalmers as well as many nieces, nephews and friends. David and Shirley had a very close and loving relationship and she greatly mourned his passing in 2006. Along with David, she was predeceased by, her parents Sanders and Lilian Hockley, brothers Jim, Arthur, Leslie, Wilfred and Clifford, sisters Violet and Doreen, cousin-in-law David Chalmers as well as two brothers-in-law and four sistersin-law. There will be no service at Shirley’s request. The family asks that in lieu of flowers, donations be made to a charity of your choice. It only takes a few seconds to say goodbye to someone you love, but it will take the rest of your life to forget them, because the memory lives on forever in your heart.

Brandon was born in Fernie and attended school there. He later moved to Cranbrook for the birth of his daughter Madelyn MacArthur. He loved all sports but his daughter was his biggest love of all. He was a pro MMA fighter and loved the sport as well as all of the people he met in it. He had passion for animals and was always making additions to his parents collection of barnyard friends. He is survived by his daughter Madelyn MacArthur, fiancĂŠe Raquel Luke and her daughter Mariah, parents Robert and Beverly MacArthur, sister Ashley Wyatt, her husband Chris Wyatt, niece Kiera Wyatt, nephew Mason Wyatt and brother Cody MacArthur. He is also survived by a large group of family members on both sides. He will be dearly missed by family and friends. He truly was unique in his ability to light up a room. Memorial services will be held at the Cranbrook Fraternal Order of Eagles at 711 - Kootenay St. North on February 24, 2014 at 1 pm. In lieu of flowers, a donation guitar case will be set up at service. Arrangements entrusted to Cherished Memories Funeral Services, Fernie. Condolences received at www.cherishedmemoriesfs.com

BULLYING STOPS HERE!

Bullying can happen anywhere

Cyberbullying includes: Sending mean or threatening emails or text/instant messages. Posting embarrassing photos of someone online. Creating a website to make fun of others. Pretending to be someone by using their name. Tricking someone

The dangers of Ask.fm The website and smartphone app Ask.fm is a social-networking site where people can ask other users questions. It’s extremely popular with pre-teens and teens, but recently it has become well-known for facilitating cyber-bullying instead. It has been referenced in several suicide cases around the world as part of the bullying the victim experienced that led to their suicide. The biggest issue with Ask.fm is that questions can be submitted anonymously, and content is not monitored, so abuse of the service can be rampant with no repercussions to the user. Even if someone is blocked, that person can still view profiles and see other interactions, and privacy settings cannot be increased as they can on Facebook and Twitter. According to RCMP Const. Tad Milmine, the Latviabased website also sends daily spam with messages suggesting users kill themselves and calling them ugly, among others, with no name attached. Parents are urged to monitor all social media accounts and talk to their children about their online activities in an effort to prevent cyberbullying, and remember that the terms of service of Facebook, Twitter and Ask.fm require users to be at least 13.

into revealing personal or embarrassing information and sending it to others. Cyberbullying affects victims in different ways than traditional bullying. It can follow a victim everywhere 24 hours a day, 7 days a week, from school, to the mall and all the way into the comfort of their home - usually safe from traditional forms of bullying. Bullying and the Law

Bullying can be a traumatic experience, and some forms of bullying can even be considered illegal. These include: Threats - whether done face to face, online, over the phone or through text messaging. Assaults - including pushing, tripping, slapping, hitting or spitting. Theft of personal items - like a backpack, books, electronic devices, etc.

Harassment - repeated tormenting online, with texts, phone calls and/or emails. Sexual Exploitation - sharing videos or photos with nudity of people under 18. Hate crime - bullying based on ethnicity, sexual orientation, religious beliefs, etc. For all of these criminal offences, it is important to notify your local police detachment or report it to CYBERTIP.

CA. Based on the available information, police will decide if an investigation is warranted and whether charges may be laid. Adults If you know or think that a child is a victim of bullying... Talk to them - Let them know that they can trust you and that they shouldn’t deal with bullying alone. Help them: document the bully-
