‘No’ votes for new police station will be tested

Kelowna is ready to borrow $42.4 million to pay for a new police building. And it hopes the public is ready to let it do so. On Monday, city council approved a plan to subject the borrowing proposal to the Alternative Approval Process, where the onus is put on opponents to the proposal to fill out official petition forms opposing the project and return them to the city clerk’s office at City Hall. If 10 per cent of eligible voters (9,484) object and fill out forms correctly, the city will either have to kill the project or put it to a referendum. The city says it is saving $60,000 by not holding a referendum on the borrowing. In the past, when the city has used the AAP to borrow money, the number of opponents filling out forms has been relatively small. Opponents will have five weeks to register their opposition. Forms can be picked up at City Hall or the Parkinson Recreation Centre and must be returned by close of business March 28. See Tested A14

Fruit Growers Association annual general meeting, drawing together anti-genetically modified foods protesters opposed to the Arctic Apple, those concerned with the future of the Agricultural Land Reserve review, and members of the Radical Action for Migrants in Agriculture, who represent the foreign labourers employed by local orchardists.

New president seizes control of the BCFGA Jennifer Smith STAFF REPORTER
The man who assumed control of the B.C. Fruit Growers’ Association after Kelowna’s Kirpal Boparai resigned the presidency amid unprecedented controversy lost his position to Kelowna’s Fred Steele this weekend. Vernon cherry orchardist Jeet Dukhia stepped in as interim president when Boparai broke with the Okanagan Tree Fruit Co-operative, selling his apples independently and drawing enough ire
from orchardists that he resigned from the BCFGA’s leadership. Dukhia presented himself as a leader who worked cooperatively with government throughout his year as president. But after he spoke at the BCFGA’s annual meeting this weekend, a coalition of farmers who took umbrage with his approach managed to as-

name forward in order to polish the industry’s image and put the focus back on promoting B.C. fruit. He felt public perception of orchardists as an embattled group has cost growers access to government help and consumers’ trust. After having spent three decades in radio broadcasting and with a solid understanding of public relations, Steele is hoping that background can help him
