A Burnaby man whose negligence while piloting a passenger on a hang gliding flight in Agassiz caused her to fall to her death has been sentenced to five months in jail.

Jon Orders, who is originally from New Zealand, had earlier pleaded guilty to a charge of criminal negligence causing death after Lenami Godinez-Avila, a 27-yearold from Mexico, plummeted 300 metres during a tandem flight from Mount Woodside just before noon

April 28, 2012.

Orders was also charged with obstruction of justice after he swallowed a memory card from a video camera that recorded the incident, but that charge was stayed.

The card was eventually recovered and its contents were described during the court hearing Feb. 7 when Orders pleaded guilty.

The flight was Godinez-Avila’s first, a gift from her boyfriend who was watching from the ground.

and his passenger was slipping out of her harness.

He tried to hang on to her but she fell to the ground. Her body was found later that night.

Shortly after the incident, Orders made a public apology and vowed he’d never hang glide again.

The Hang Gliding and Paragliding Association of Canada, which also investigated the incident, said it was the first time such a fatality had occurred in Canada. It found Godinez-Avila’s harness had not been connected to the glider at

takeoff and Orders had failed to perform a pre-launch readiness assessment. A report released by the association four months after the accident suggested “multiple distractions” may have contributed to the oversights.

As part of his sentence, Orders will also be on probation for three years during which he’ll be prohibited from hang gliding. He’ll also have to educate others about hang gliding safety. The hang gliding association had already suspended Orders’ certification as an instructor.

New sand recovery system creates lighter footprint Jessica Peters THE OBSERVER

What goes into a dairy cow, must come out.

Unfortunately, part of what they eat is their own bedding. At the UBC dairy farm in Agassiz, where cow comfort is always

being studied, that bedding is made of sand.

And as such, sand is a very valuable commodity. It’s also a commodity that has been a loss in the past, as it passes through the cows into their manure.

But not anymore.

The UBC farm is the first in Canada to own a sand recovery system. They unveiled the large machinery in late January, hosting hundreds of farmers from as far away as Alberta as part of the BC Dairy Expo Farm Tour.

“This is the first system of its kind in Canada,” said Nelson Dinn, operations manager at UBC Dairy Education and Research Centre.

Sand makes a wonderful, inorganic bedding material, he said, offering good traction to keep the cows from slipping. It also beats out organic materials that harbour things like mould. But it can also be costly.

“Previously, we had no recovery in place,” he said.

The new system, created by DariTech, doesn’t just separate sand from manure, it also manages to recycle water within its own operations, making it that much more of a sustainable machine.

“We are minimizing the use of our fresh water,” Dinn said, while making more room on site to store nutrients. It easily manages the waste of 400 dairy cows, operating eight to 10 hours a day.

After years of debating gravel removal in the Fraser River as a potential way to reduce flood risk, Emergency Management B.C. (EMBC) has stated the idea is no longer on the table.

Kent Mayor John Van Laerhoven said that jaws hit the floor in a recent LMLGA river management meeting where EMBC announced it was not considering any gravel removal from the Fraser in 2014. EMBC attended that meeting via teleconference.

“They said they’re taking a new

direction,” he said. “Every jaw dropped in the room.”

He said it also seems as if gravel removal is off the table for the “foreseeable future.”

“Hopefully at the next meeting they’ll actually be there,” he said. “This issue is by no means resolved.”

While many have railed against gravel removal, the District of Kent has long lobbied for it as a way to mitigate flood risk. Removal has been slowing down in recent years, and gravel bars are filling up the waterways along the District’s edges, both in the Fraser and

The Fraser River Gravel Stewardship Committee has publicly stated that excavating gravel from the Chilliwack stretches of the river would “severely disrupt” fish habitat.

Van Laerhoven said that fish do not thrive in the shallow waters created by the gravel, as noted by First Nations leaders.

There is no such thing as a ‘humane’ animal trap, the head of an animal protection group told Kent council Monday night.

Lesley Fox, executive director of The Association for the Protection of Fur-Bearing Animals (APFBA), explained the dangers of trapping and urged council to consider working with the group to find better alternatives to managing urban wildlife. One of those options was to allow the association the chance to work with the District to build a beaver dam bypass.

The most problematic wildlife in urban areas are coyotes and beavers, she said, and it’s currently legal to set traps to catch and kill them. However, she pointed out, traps don’t just trap nuisance animals — they trap or injure anything or anyone who comes into contact with them.

And often they don’t kill animals instantly, but maim them so they die slowly.

“The intention is to kill instantly,” Fox said, while holding up a Conibear trip, the most popular of its kind. “But that doesn’t always happen. There are so many variables.”

No matter how well a trap is designed or set, she added, “you can’t predict how an animal behaves when caught.”

Kent elementary held an Olympic-themed sports event last Friday, the opening day of the 2014 Winter Games in Sochi.

A pilot project to collect and then recycle agricultural plastic could still grow into a feasible long-term program, according to a report by Kent Coun. Duane Post.

He sits on a committee that discusses the onceFVRD-led pilot project, which wrapped up in 2012 without a committed recycler.

The problem with securing a recycler for the tonnes of agricultural plastics being collected, is that ag plastic is the lowest grade, Post said.

“A lot of the farms are still collecting the plastic,” he said, and a sample is being taken a potential recycler by a committee member.

If that works out, Post said, there will likely be a fee charged to each participating farm, he added.

During the pilot project, more than 50 tonnes of ag plastics were collected by Agassiz farmers.

The plastics would normally be sent to landfills or burned, and includes bunker silo covers, twine, clear plastics, “ag bags” and large fertilizer bags.

The innovative project was led by Stacey Barker at the regional district, and watched by communities around the province. It was also featured by the District’s in its successful bid to win a Communities in Bloom award.

Federal budget hikes tobacco tax, sets up surplus BLACK PRESS

A new searchand-rescue tax credit honouring “quiet heroes” like revered North Shore rescue leader Tim Jones who died last month is among the measures unveiled by the federal government Tuesday as part of the 2014 budget.

Eligible ground, air and marine search-andrescue volunteers will be able to claim a 15 per cent non-refundable credit on up to $3,000 if they perform at least 200 hours of service a year.

It’s largely a stand-pat budget that modestly shrinks overall federal spending, records a $2.9-billion deficit this year and sets up a projected $6.4-billion surplus in 2015 as the Conservatives seek reelection.

minister Jim Flaherty conceded some may see the budget as “boring” but added he takes that as a compliment.

There are no notable tax cuts, but the the tobacco tax is going up, adding $4 to the price of a carton of cigarettes or about 40 cents to a $10 pack. That will generate $685 million extra per year, while more than $90 million over five years will help the RCMP battle tobacco smuggling.

The Harper government released few details in the budget on what it will do next on two fronts of concern to consumers – its past promises to inject competition into the mobile phone market and to reduce the temptation of cross-border shopping.

Flaherty said Ottawa will temporarily cap domestic wireless roaming rates until there’s

a decision by regulators on further rules to protect customers.

He also pledged legislation to address the price gap between cheaper consumer products in the U.S. and what Canadians pay at home.

How that will work is unclear, but the minister told reporters the Competition Bureau would be empowered to investigate and punish unjustifiable price discrimination.

“When Canadian families spend their hard-earned money, they should be confident that they are being treated fairly in a competitive marketplace,” he said in the budget speech.

Ottawa reduced tariffs on baby clothes and some sports equipment last year, but is still assessing whether retailers actually passed those savings

along to customers.

Flaherty also pledged $1.5 billion over 10 years for post-secondary research and innovation in areas that create longterm economic growth.

Job training continued to be a major theme, as the Tories seek ways to fix the skills mismatch between what the unemployed can do and what employers need.

Flaherty said the contentious $300-milliona-year Canada Job Grant program will roll out April 1, regardless of whether provinces and territories agree to participate.

In law-and-order policy measures, the government signalled it will regulate the use of Bitcoin virtual currency to thwart its criminal use for money laundering or financing terrorism.

It also pledged to create a DNA-based missing

persons index.

Savings in the budget are to largely come from charging federal retirees more for health benefits and through a freeze on

departmental spending.

Canadian Taxpayers Federation director Greg Thomas said this year’s budget may turn out to be balanced

already since Flaherty inserted a $3-billion “revenue adjustment for risk” provision that gives padding that may not be used.

It is said the definition of insanity is to repeat the same behavior over and over again and expect a different result.

So it should come as no surprise the shambolic state our criminal justice system is in, especially when it comes to dealing with chronic offenders.

The approach of the Canadian justice system is almost entirely focussed on investigating crimes, prosecuting those responsible and incarcerating them.

And when the sentence is up, the criminal is unleashed on the public with no meaningful support or supervision to do it all over again. And so the cycle of crime and incarceration continues. As a result of this approach, police resources are stretched thin, courtrooms are backlogged and jails are full. Not only is this approach ineffective at preventing crime, it’s prohibitively expensive.

Unfortunately, very little consideration is given to why people commit crimes, and how they can better supported so they don’t keep committing them.

The Delta Police Department recently released a report on chronic offenders in their area, noting the vast majority of these individuals suffer from extreme cases of mental illness exacerbated by drug addition. Their crimes, thus, are symptoms of their illness.

An approach that treats chronic offenders as sick human beings and provides them with long-term treatment, supervision and support will undoubtedly have more success than the current dysfunctional model.

And while the thought of rehabilitating criminals instead of incarcerating them may seem like mollycoddling to some, bear in mind this approach has been proven to save taxpayers’ dollars and reduce crime. The Delta Police report cites none other than the State of Texas as an example of this approach being successful not only from a public safety standpoint, but from an economic one as well. That is why it is disappointing to see Stephen Harper and the Conservative Party’s so-called “tough-on-crime” approach, which advocates more of the same punitive treatment of criminals that has been so spectacularly unsuccessful for so long, just on a much larger scale.

The result will be a predictable failure, and will cost Canadian taxpayers billions of dollars.

Ottawa is moving to clean up the mess it created by issuing medical licences all over the country. Since then, municipalities have complained that small-scale medical licences have been greatly exceeded, with many used as fronts for a criminal drug trade that has made B.C. infamous around the world.

How big is the problem? There are about 38,000 Canadians licensed to carry marijuana for medical purposes, and half of them live in B.C. Their permission to grow their own or buy it from

designated small-scale growers is withdrawn in a couple of months.

Here’s a look at the community level. Police in the Fraser Valley suburb of Maple Ridge estimate that it alone has 500 properties licensed to grow pot. No, Maple Ridge is not a world hotspot for glaucoma or arthritis. It is historically known for its secluded properties and as a base for B.C.’s prison system and the province’s Hells Angels.

Police have only an estimate because Ottawa’s bungled medical pot scheme conceals the location of licensed growers from provincial and local governments.

RCMP Insp. Dave Fleugel told Maple Ridge council last week that his detachment will first target medical growers they know are linked to organized crime. But it’s difficult to determine which are legal and which are not.

“This has the potential to cripple the courts,” Fleugel said.

Then there is the circus in Vancouver, where selfstyled princes of pot exploit the confusion of the medical marijuana law to run an Amsterdam-style retail trade.

Cannabis Culture, the pot and propaganda empire built by Marc Emery before he was jailed in the U.S., rants about the government’s “war on patients,” amid garish ads for “pot by post” and exotic weed varieties.

“By Health Canada’s own estimate, the cost will increase from $5 per gram to $8.80 per gram – going up by nearly 400 per cent,” its website warns.

Apparently smoking lots of weed really is bad for your math skills.

Its official-looking forms have a long list of conditions where only a confirmation of diagnosis is required. In addition to genuine conditions such as side effects of chemotherapy, it includes anxiety, psoriasis, spinal cord injury and even “substance addictions/withdrawal.”

And did you know you can get a vet’s note to buy medical pot for your pet?

Larsen has boasted about the exotic offerings of his stores, including “watermelon hash oil” at $150 for 2.5 grams. Wow man, that’s like 400 million per cent higher!

Fittingly, this farce goes back underground on April Fool’s Day. Medical users can only order shipments from an approved commercial producer.

BeneÄcial to learn about PTSD I live part time in Vietnam and read the Progress weekly, and the Province daily.

I found the story headlined, Veterans service cuts under fire, (Observer, Feb. 6, 2014) very interesting.

The comments by Bernie McNicholl brought to mind an HBO movie I had watched last summer in Chilliwack.

The HBO movie, Wartorn, with the late James Gandolfini both starring

and producing, was a very good documentary on PTSD. I just wanted to add this title to the comments section so readers who were interested could access this movie through the library.

The movie starts with the American Civil War and all the conflicts up to and including Iraq. Even though the movie is produced in America and concerns U.S.

soldiers, PTSD is an affliction that affects all soldiers and civilians worldwide. I hope this note can be added to the comment page and readers see the documentary to help fully understand the problems our returning soldiers face.

I think it may be beneficial to some to see this documentary and hopefully they will understand the problem.

Frankly, this whole thing is inspired by the NDP who seldom thinks through anything.

Check the facts. I never had the necessity to travel to Vancouver to discuss my problems. Why? Because I still have the ability to pick up the phone and dial the 800 number to get the answers.

But they are closing the Kelowna and Prince George

Offices. True, but they are not taking away the veteran's phones nor his 800 number.

Well, hardly as I still have my phone and 800 number. And instead of calling Vancouver, I can now call Chilliwack, in fact, to the Canada Service Office which was the old HSBC bank two years or more ago. And if any veteran needs his hand held,

they can do as good a job as Vancouver ever did.

So let’s all cool down and stop promoting this idiotic NDP attack to embarrass the present government. If they get into office then we shall see changes we really won’t like.

BC Winter Games

Games by the numbers More than 1,800 participants have registered to take part in the Mission 2014 BC Winter Games which kick off Feb. 20. In total, 1,344 athletes will be supported by 346 coaches and 156 officials during the four-day event.

The athletes are from every corner of the province and have trained to earn a place to represent their zone at the Games. Competing in 18 different

sports, the athletes range in age from nine to 17 (in able-bodied sports). Athletes with a disability will compete in wheelchair basketball, Special Olympics basketball, para-alpine and paranordic (cross country ski) events.

Volunteers have been preparing for the past 18 months to host their first-ever BC Games. There will be up to 2,000 volunteers working.

Student experience in BC Games kitchens a ‘win-win’ Jessica Peters THE OBSERVER

About 60 Fraser Valley culinary students will each be earning a big feather for the chef ’s hat during the BC Winter Games.

They’ll be put to task throughout the four-day event, preparing everything from boxed lunches to formal dinners. Under the guidance of about seven lead chefs, the students will help prepare up to 2,000 meals a day, three times a day.

About a dozen of those students will come from Maple Ridge secondary school, with their chef instructor Trevor Randle.

When the call came from fellow chef instructor Peter Bucher at Mission's Heritage Park secondary to help out in the Games’ kitchens, Randle didn’t think twice.

INTERIOR TO LOWER MAINLAND TRANSMISSION LINE PROJECT Public Safety Notice – Snowmobiler and Winter Recreation Users Winter recreationalists and snowmobilers should be aware that construction of the Interior to Lower Mainland (ILM) Transmission Line continues. On-site activities include clearing of the right-of-way; construction of access roads and tower foundations; and tower assembly and erection.

The ILM right-of-way continues to be a construction zone with restricted access. Restricted access is required for worker and public safety to avoid risks associated with such things as guy lines, partially constructed foundations, construction materials, or other potential hazards that may be hidden or partially hidden by the snow.

“There are only about 68 teaching kitchens around B.C.,” Randle said, so the instructors tend to be a tight-knit group.

Randle will be bringing his students in over three time slots.

Along with the other volunteers, they’ll be creating more than 1,800 box lunches out of Hatzic Secondary a day. A further 2,000 or so breakfasts are being served out of Heritage Park on the Friday, Saturday and Sunday of the Games, and another 2,000 or so dinners on the Thursday, Friday and Saturday.

It’s a monumental task, but Randle is certain that his students can handle it. At Maple Ridge’s commercial kitchen, students already learn to plan for, prepare and dish out meals in large quantities. Like the athletes they’re

feeding, the Games is the perfect place for the student chefs to push their own limits.

“It’s the perfect scenario,” he said. “I’ll have students from my school not just working with me, but working with other chefs and in a high-volume situation. It’s a win-win.”

Even better, the students in the kitchen will be cheering for the students competing.

“Their peers are the ones competing,” Randle said. “So the whole thing is student centered.

And they’ll see that if it wasn’t for all the volunteers, things like this wouldn’t be able to happen.”

4H group ready for public speaking Jacinta Meir

Rushing Rivers 4-H Club is about to hold our annual Public Speaking night. On this night every member who chooses to do a speech will present their speech for the club members and the leaders.

Three judges will judge the speeches. The top two speakers will move onto District competition, the top two from there will move onto Regional competition, and the top two from their will move onto Provincial competition.

Presenting a speech will help the members gain the confidence to talk in front of an audience.

This will be a very useful skill throughout their

lives. Next we will hold a demonstration (demo for short) night. In this competition two members will team up and create a demo on how to make or do something, such as baking, making crafts, etc. You could move onto District, Regional, and Provincial competition, just the same as speeches.

Demonstrations and speeches are very beneficial to the members who choose to do them.

We want our members to try their best, but we don’t want them to get too competitive. If they get too competitive, it will take all the fun out if their experience. We try to create a nice, laid back atmosphere because we know that the most important thing in 4H is fun!

Small changes, big improvements Scientific research, conducted over past decades, has examined the relationships between physical activity, physical fitness and cardiovascular health.

Based on the resulting evidence, the prevailing view of numerous health organizations and expert panels is that more active or fit individuals tend to develop less coronary heart disease than those who are not active. If coronary heart disease does develop in active or fit individuals, it occurs at a later age and tends to be less severe.

To support you in learning about exercise and the other factors that keep your heart healthy, Agassiz Community Health, together with the

Fraser Valley Regional Library, will be hosting a public information day Feb. 19 from 10 a.m. to 2 p.m. at the Agassiz Public Library.

You will be able to talk to a health professional and pick up reading material related to heart health and preventing cardiovascular disease.

A sedentary lifestyle is one of the five major risk factors (along with high blood pressure, abnormal values for blood lipids, smoking and obesity) for cardiovascular disease.

Regular exercise has a favorable effect on many of the identified risk factors. For example, exercise promotes weight reduction and can help reduce blood pressure.

Exercise can reduce “bad” cholesterol and

raise “good” cholesterol.

Muscular function improves as does the body’s ability to take in and use oxygen, meaning that daily activities can be performed with less fatigue. This is particularly important for patients with cardiovascular disease.

For people who have cardiovascular disease or are at risk, a Heart Health program is offered at the District of Kent Fitness/ Activity Centre.

Its goal is to rehabilitate people with heart heath problems.

An on-site medical supervisor will monitor heart rate, blood pressure and other health-related factors before, during, and after exercise.

Graduation from the program is dependent

on an assessment by the nurse practitioner.

The program meets the B.C. Level 4 Cardiac Rehabilitation Program requirements.

Candidates must be referred by their physician and complete an intake evaluation with the designated nurse practitioner. Application forms are available at the Fitness/Activity Centre or the Agassiz Community Health Centre.

The benefits of exercise are unquestionable.

Thirty minutes of moderate activities such as walking, cycling, swimming, yard work can be the best life investment you make.

Advertising Sales Representative

MARCH 25, 1932 – FEBRUARY 6, 2014 Harry was born in the Netherlands in 1932 where he grew up on a dairy farm. In 1947, after World War II, he immigrated to Canada with his parents and siblings. They settled in the Abbotsford area and established themselves in the local farming industry.

In 1950 Harry met his future wife, Ann. They were married in 1954 and started their lives together on a dairy farm in Deroche where Harry successfully built his farming business. While they lived there, Harry and Ann had four children: Joan, Colleen, Ted and Valerie. In the spring of 1962 they moved to Matsqui, continued dairy farming and welcomed their fifth child, Cameron, to the family.

Harry was grateful for all that Canada had done to liberate the Netherlands during WWII and as a result he had a strong desire to contribute to his community and his new country.

He served on the church council and the Abbotsford Christian School Board. He also served as a Director for the MSA General Hospital (now the Abbotsford Regional Hospital and Cancer Center), the Matsqui Pool Association and the Matsqui Police Board. With the encouragement of many in the Matsqui community Harry ran for political office serving as alderman (1971 – 1975) and Mayor (1975-1987) for the District of Matsqui. In 1987 Harry was elected MLA for the Social Credit Party. He served in Victoria for several years including a position as Minister of Agriculture and Aquaculture. Following his retirement from politics he continued to contribute to the community in many ways: the Agri-Fair Association being one of his favourite organizations where he served as President for many years. In 2013 Harry was awarded the Queen’s Diamond Jubilee Medal for his service to the community. In all areas of service, Harry has been lauded for his honesty, integrity and compassion.

Harry treasured time spent with family. He enjoyed working, fishing, travelling and socializing with his immediate and extended family. Birthday and anniversary celebrations honoring family members were opportunities to give thanks to God for His goodness. Harry’s life was characterized by his love for the Lord, his love for his wife and family, and his love for the community.

Harry was pre-deceased by his parents, Tienus and Jeltje, and his older brother, John.

He is survived by his wife, Ann; daughters Joan (Tom) LeMahieu, Colleen (Bryan) Gingerich, Valerie (Gerald) Veltkamp; sons Ted (Greta) DeJong and Cameron (Angela) DeJong; 9 Grandchildren: DJ (Jordan Freeman) LeMahieu, Denver (Naomi Barrettara) Gingerich , Travis Gingerich, Jonathan Veltkamp, Breanna Veltkamp, Tyler (Stephanie) DeJong, Jared DeJong, Lexi DeJong and Kasi DeJong; 3 great-grandchildren Lily, Willow and Henry DeJong; 3 brothers Henry (Tieny), Ted (Ida) and Ed (Rhea) DeJong, and 5 sisters Jenny Jansen, Ann (Albert) Kampman, Corrie(Bill) Kampman, Gert Hoogendoorn, Alice (John) Dieleman; as well as many nieces and nephews.

The family is very grateful for Dr. Bull, the nurses, staff, and volunteers at Cascade Hospice (Chilliwack) for the loving care they provided to Harry in his final days.

A memorial service to celebrate Harry’s life will be held, Thursday, February 13th at 2:00pm at Gateway Community Christian Reformed Church, 2884 Gladys Ave, Abbotsford.
