Upcoming changes to Helmcken Road are set to be a mixed blessing for drivers, as extra congestion is created while improvements are made to traffic calming.

Since the beginning of the application process for the Eagle Creek Village development from Omicron, traffic has been a primary concern for View Royal council and staff.

“The north side of Helmcken, coming down from the Burnside

Road intersection, has been a raceway,” said Mayor Graham Hill. “Town council has been berated pretty heavily, ‘please fix this and make it better.’”

Designs for what the changes will look like have now been approved by council.

Underground parking, a roundabout on Watkiss Way at the entrance to Victoria General Hospital, carefully designed entrances and exits and other steps will be put in place to minimize the Eagle Creek development’s impact on local traffic.

On Helmcken Road heading

north, there will be two left-turn lanes onto Watkiss Way, heading towards the hospital, compared to the one there now. Two through-traffic lanes will remain.

Heading south, towards the Trans-Canada Highway, the section of Helmcken Road intersecting with Watkiss Way will be reduced from two through-traffic lanes to one, along with a left-turn lane at the intersection.

Currently one lane becomes two before the intersection, and three after, with the right-hand lane turning onto the highway heading north.

“We’re delaying that point in which one lane expands to three,” said Kim Anema, View Royal’s chief administrator. “There’s been

a number of accidents in that stretch from Burnside to Watkiss, and by eliminating that one lane we’re going to be calming the traffic more.”

Lanes in both directions will be narrowed and traffic calming features, such as boulevards and median improvements, will be added on the north side of the Watkiss/Helmcken intersection, along with bike lanes and improved pedestrian walkways.

Drivers coming from Saanich heading towards the TransCanada Highway can expect increased traffic and delays as a result of the changes.

Hill sees this as a necessary cost for progress and said with the new Craigflower Bridge open-

ing this summer, traffic flow in this part of the region will improve.

Regardless of immediate increased inconvenience, Hill said it is reality for a development that will be a boon to local services and the economy.

“Where in the local region is traffic not a problem? Is this a new issue? The answer is no,” Hill said. “Traffic is like water, it will flow where it can go, and we’re not sure what the uptake will be.

“Commercial development is going to continue as people want to move here. And I think that our transportation issues are going to be with us for some time, on a regional basis.” kwells@goldstreamgazette.com

Visualizing success

A Colwood woman’s fight for skills training for the blind highlights a lack of services for the visually impaired in Canada

eidi Propp navigates through her house with ease, and finds her computer. Her Braille translator allows her to read the screen line by line, or to program code for web design, one of her favourite hobbies.

Blind from birth, the 35-yearold Colwood woman appreciates the safety of her parent’s home, but is itching to find a job and a measure of independence.

But making that leap to what sighted people might take for granted – crossing the road, catching a bus, cooking, shopping – requires intensive training, the kind offered nowhere in Canada.

“With the travel skills I have, I can’t use the bus, and I can’t cross busy streets,” she says.

“I don’t have the travel skills to learn the route from my house to the bus stop to downtown.”

Propp has received some cane training from the Canadian National Institute for the Blind, but certainly not enough to allow her to safely walk from Kelly Road to Sooke Road and catch a bus. For day-to-day outings, she is reliant on handyDART, an appreciated but oversubscribed service often with more clients than seats.

“I really rely on handyDART to get from place to place at this stage. If that doesn’t come through, you stay at home or call a cab. That’s not conducive to getting a job,” she says.

Propp and a number of advocates for the blind are lobbying the provincial government to help her attend the Colorado Centre for the Blind. Students spend up to nine months honing their senses and mastering skills of everyday life. Propp has $13,000 scholarship and needs $27,000 to cover tuition, but she has an offer the province might find hard to refuse.

The Colorado centre will cover her costs up-front, in return for the province paying it $900 per month that would have gone to Propp for disability assistance, once she returns and finds a job.

Colwood resident Heidi Propp, who is blind from birth, is trying to convince the province to help fund a intensive skills training program at the Colorado Center for the Blind. She is eager to get off social assistance and to move out of her parent’s house, but there is little in the way of job and skills training for blind people in Canada.

She’s keen to work as a computer programmer, or to help train other people with visual impairments.

“So there’s no up-front cost to government and we’d like the government to pay what I would have earned on income assistance, so they’d lose nothing,” she said. “If the situation continued as it is, I’d be on income assistance anyway.”

Elizabeth Lalonde knows the benefits of training for the blind.

The Saanich mother of two graduated from the Louisiana Centre for the Blind in 2010, where they learned self-reliance skills. Like an army ranger dropped into the jungle at night, they dropped Lalonde 10 kilometres away from the centre.

“They’d drop us off and we’d find our way back on our own.

Once you accomplish that, it’s like wow, it feels so good to get to that point,” she said. “You live in apartments, every day it’s like you’re working at a job. At the

centre you’re learning Braille, technology, cooking. We created a big meal for 40 people. It’s a lot of confidence building. If you can cook for 40, you can cook for your family.”

Lalonde launched the Pacific Training Centre for the Blind in 2011, which operates out of a scouts hall in Saanich. This winter she received a $50,000 grant from the Ministry of Social Development and the Disability Without Poverty Network, to teach employment skills to blind adults.

“One problem is that all our

participants don’t have the skills to get to the centre on their own, but it is so doable. I take the bus every day with my two boys,” she said. “It’s so vital to have these skills.”

She models her centre off the Colorado institution, where it teaches “structural discovery” in complete darkness – even partially sighted people wear blindfolds.

Students are taught to construct a map of their environment through the position of the sun, sounds of cars and people, and changes in the texture of the ground. Traditional training for the blind has focused on rote memorization of specific unbending routes such as between home and a job.

“The expectations of the blind in society are terribly low. We’re trying to raise the bar for blind people too. (Blind people) often don’t know what they are capable of,” said Lalonde, who earned a BA in journalism and anthro-

pology from the University of Victoria. “The model we teach is different, it’s about empowering blind people and giving them confidence to learn skills and to take charge of their own life.”

Propp attends the Pacific Training Centre twice per week where clients have trained in cooking and urban navigating, but the facility is still too small to advance her skill set to a place where she can hunt for a job.

“I have no apprehensions cooking. I have apprehensions of getting hit by a car. There’s not a lot of sidewalks around here. Sooke Road is tricky. I’m not confident crossing that street. Once I get that training and conquer that fear, I will totally catch the bus.

It’s the only way to be independent.”

Propp also spends a few days per week in the gym with Graeme McCreath, a visually impaired physiotherapist in Saanich and author of The Politics of Blindness.

He’s helping Propp press her case for the government to underwrite her proposal to go to Colorado.

McCreath, 67, who last year won a human rights complaint against the TC10K race, received job training for the blind in the U.K. in the 1960s, and worked as a typist and eventually as a physiotherapist. Skills training in Canada is virtually nonexistent and unemployment among the blind is extremely high, he said.

The Canadian Federation of the Blind estimates 90 per cent of completely or mostly blind people can’t find a job.

“The system isn’t kind to blind people at all,” McCreath said.

“The unemployment stats are terrible. The majority of blind people never work, not because they can’t, but because they’re not given a little extra help.”

McCreath expects that if Propp can’t get skills training, she’ll be on social assistance and living at her parent’s house for the rest of her life.

“You can’t just pay someone $900 a month to go away. Why not give them a chance to contribute to society, and give them an expectation of a proper life.” editor@saanichnews.com

Struggling Metchosin gallery reopens one day per week Charla Huber News staff

The Metchosin Art Gallery has reopened for at least one day per week as a space for artists to work on projects and performances.

After less than two years in operation, Metchosin Arts and Cultural Centre Association closed its gallery in November 2013, as it wasn’t generating enough sales to cover costs.

“The gallery was taking up our resources,” said Gaert Linnaea, MACCA president.

The association has been trying to find a way to keep the former schoolhouse space utilized

View Royal poppy box thief back in custody

The man who stole a Royal Canadian Legion poppy box in November 2013 is back in custody after being arrested for a break and enter that happened days after his release from jail.

Darcy Bruce Morgan, 51, is being charged for breaking into a government liquor store at 3611 Shelbourne St. on Jan. 3, three days into his probation.

Morgan allegedly smashed a store window with a rock and stole a case of Captain Morgan’s rum. Police say despite wearing a garbage bag over his head, the suspect’s face was captured on surveillance video.

On Feb. 2, a suspect smashed a window with a rock and stole a vacuum cleaner from Mister Sweeper Vacuums at 2244 Sooke Rd. in Colwood.

The suspect and getaway vehicle were again captured on security video.

Since there are no proposals submitted, MACCA has decided to implement Option B. The gallery is moving toward a more public approach, opening once a week during the day, and possibly in the evening, for artists to work on projects and perform music, poetry and other art forms.

The gallery will also be available for short-term rentals that could span one day up to a couple weeks. Rental costs are on a donation basis.

“The last art show we had was a fundraiser to help us cover costs,” Linnaea aid. Profits from the fundraiser have not been determined.

The Metchosin Art Gallery, 4495 Metchosin Rd., will be open on Wednesdays from 10 a.m. to 3 p.m.

The board is also looking to open the gallery one evening a week in hopes of offering dropin classes. These could include drawing, photography talks or poetry readings. He remains in custody and is expected to appear in court tomorrow (Feb. 13).

Morgan was convicted of stealing a poppy donation box from a View Royal convenience store last November. He was sentenced to three months jail and released Jan. 28.

Scam artists preying on seniors

Two door-to-door home renovation scam artists are manipulating seniors and disabled residents in Victoria and Esquimalt, says the Victoria Police Department.

In one incident, an Esquimalt woman arrived home to find two men tearing apart her roof.

When she confronted them, the men told the woman her disabled son had authorized the work.

Upon questioning, they became aggressive and denied responsibility for the damage before fleeing the scene.

Winter’s blast mild to some A

classic winter e-blast from Vancouver Island to friends or relatives east of us features a golfer in shorts under sunny skies. That was true for January, as we had a little less rain and slightly warmer than usual temperatures.

Then came February.

Tourists posed for photos in front of the ice-caked fountain on the front lawn of the provincial legislature building. People dug around in forgotten corners of the closet for a parka to cover the -7 C (plus wind chill) daytime lows.

That’s still positively balmy for winter in most of Canada. Yes, we live here because of the mild – as opposed to wild – climate, but we really can’t complain.

In relation to the wildly low temps hitting our Prairies and East Coast counterparts, this is still the warm land.

A ski hill in Calgary closed one day last week because it was too cold. Temperatures there ranged from -21 C to -26 C with the wind chill.

Once things warmed up Thursday, they were as cold as we were at the chilliest point of our week of winter.

In central B.C. east to Manitoba, a freeze set in that featured average norms of -20 C or colder when normal temperatures range from -1 C to -6 C. Folks who shifted here from the northern part of the province, or elsewhere in Canada, scoff as we don that never-needed, too-warm sweater or mitts and toques.

This isn’t real winter to them.

Yes cold records were broken on the south coast. But while we may find it uncomfortable, we’re among the luckiest in the nation. A dip to -10 C (with the wind chill) is what we call a deep-freeze winter … and we are, after all, still in mid-winter.

Clear and cold, as opposed to wet and warm is the way of winter. Besides, a certain contingent of Greater Victorians will complain about the weather no matter what.

But don’t worry, these stretches generally only last a week or so, then folks can go back to complaining about the rain.

Its official-looking forms have a long list of conditions where only a confirmation of diagnosis is required. In addition to genuine conditions such as side effects of chemotherapy, it includes anxiety, psoriasis, spinal cord injury and even “substance addictions/withdrawal.”

And did you know you can get a vet’s note to buy medical pot for your pet?

Larsen has boasted about the exotic offerings of his stores, including “watermelon hash oil” at $150 for 2.5 grams. Wow man, that’s like 400 million per cent higher!

Fittingly, this farce goes back underground on April Fool’s Day. Medical users can only order shipments from an approved commercial producer.

LETTERS Bear Mountain still waiting for transit Re: Transit coming up short on West Shore (News, Jan. 29) Further to your article – I agree with all the contents.

I have been at the top of Bear Mountain for the past five years and I’m still waiting for at least a morning and evening service.

I have seen all the local housing construction and still wonder why B.C. Transit cannot put in a small commuter bus.

When I first arrived I did not see school buses but now when I drive up the mountain I count as many as three buses and still nothing for seniors.

The planning team builds the service plan based on priority, demand and availability. I would be interested in the team’s reasons for not developing a transit system for Bear Mountain.

B.C. Transit’s “coming soon” is something they say but find too difficult to implement. I assume another September will pass with the same promises and no action.

Tertiary treatment would save money Voters may hold some Capital Regional District directors accountable for the $60 million spent so far on an outdated secondary sewage plant that still does not exist.

In the meantime, the public is learning more about the advantages to tertiary sewage treatment from the RITE Plan.

Time and technology have marched on. For some CRD directors, time has stood still. Seaterra plans a single

secondary treatment plant that may cost more than $2 billion when all piping and upgrading is calculated.

The CRD has dismissed the idea of several smaller tertiary plants spread throughout the region, saying it is too costly.

Yet a cost/benefit analysis has not been done.

Richard Atwell and MLA Andrew Weaver inform us that tertiary treatment will remove the pharmaceuticals, bacteriaresistant “superbugs,” toxins and plastics that a secondary plant will not.

The tertiary waste water is pure enough to be sold to local farmers and golf courses, can be used to irrigate boulevards and be returned safely to surrounding wetlands.

Colwood now plans to opt out in favour of their own tertiary treatment.

Their taxpayers will benefit from resource recovery and recyclable water.

The Seaterra plan has one guarantee: it will be so costly, it will eliminate any new projects far into the Capital Region’s future. Note to CRD: Watch as Colwood builds its state-ofthe-art tertiary plants first, at a fraction of the cost.

Langford tech park will be boon As recently announced in the media, a high tech and advanced manufacturing park will be opening in Langford sometime in 2014.

Kudos to the forward thinking of Langford mayor and council and WestShore Chamber of Commerce for helping secure this for Langford.

Just as important is the labour accessibility and mobility security that Langford has developed by the increased density around the proposed site, especially along Goldstream Avenue.

In transportation planning there is the concept of origindestination. In this tech park case we know the destination.

Therefore we need to ensure we prevent congestion of the recently upgraded road capacity (Leigh Road interchange and the Millstream Interchange a decade ago) to ensure the costeffective and efficient necessary delivery of goods and services.

More specifically, the greater residential urban density in proximity of the tech park will limit the amount of traffic disruption caused by the workers themselves.

Langford had a few years to plan for this light manufacturing activity, to minimize traffic headaches, and they spent them well. Workers will have a choice as to mode of transportation, walking, cycling, transit or automobile.

Finally, with the current and new Belmont secondary school there may opportunities for apprenticeships or co-ops for these students who are also within a short distance of the proposed site.

The latter is a shout-out to the 1930s French organization of jazz advocates who encouraged Reinhardt and Grappelli to form what became the Quintette du Hot Club de France, the vehicle that propelled the musician and their unique style to greater notoriety.

Swain expects there to be a free flow of people between the two sections both nights, with each venue creating its own energy.

Pearl Django winds up the show Saturday following a performance by Chang, who will play with one accompanist.

Also on the card Saturday are local artists Daniel Lapp, The Capital City Syncopaters and Chris Sartisohn. The main concert (8pm start) is all ages while the cabaret (7:30 pm start in the Kirk Hall) is 19-plus. St. Andrew’s Church is at Courtney and Douglas streets.

Friday’s show, 19-plus only, starts at 8pm at the White Eagle Hall, 90 Dock in James Bay. Dance workshops take place at the two venues at 7:30pm Friday and 7pm Saturday. As well, an outdoor festival jam with various festival performers happens Saturday from 1 to 2pm in Centennial Square.

hen it comes to categorizing the kind of material played by Pearl Django, violinist Michael Gray takes a broad-brush approach.

“You can call it hot swing, gypsy jazz, hot club music. I just call it music,” he says, refusing to pigeonhole his Seattle-based group’s style. “Stylistically, it’s based on the Stephane Grappelli and Django Reinhardt (music of the 1930s and ‘40s). It’s very Parisian, very European sounding, but we use that as a jumping-off point for what we do.”

The quintet returns to the city this weekend to coheadline Saturday’s (Feb. 15) Victoria Django Festival performance with Reinhardt enthusiast Denis Chang at St. Andrew’s Presbyterian Church.

At last year’s festival, Pearl Django members were pleasantly surprised at the reception they received from Victoria concert goers, Gray says.

“The audience is very well educated. They know what they should hear and what they’re looking for,” he says.

At the same time, there were many newcomers who gained a new understanding of and appreciation for the genre.

For the uninitiated, the elements of the style that tend to strike listeners most are the rhythm and the beautiful melodies, Gray says. While Pearl Django is comfortable playing jazz standards, the group is equally at home playing original compositions.

He refers to the group as “melodic improvisors” whose style is similar to that of violinist Grappelli and guitarist Reinhardt, who developed their own style of rhythmic jazz.

The spirit of Django Reinhardt will abound at the two Victoria festival venues this weekend.

On Friday at the White Eagle Hall, the upstairs space will feature performances by Brishen, fronted by teen guitar sensation Quinn Bachand, plus the Brett Martens String Band and guests. Downstairs, a venue labelled The Painted Caravan offers a more “chill” space where performers will jam in a cabaret feel.

“This recreates the underground of Paris speakeasies and dance cabaret,” said Django Fest co-ordinator Oliver Swain.

National non-profit record label launches Weird Canada, an underground musical community, is set to launch the first ever not-for-profit online store and distribution service dedicated to emerging and experimental Canadian music.

Wyrd Distro, made possible in large part from a $50,000 FACTOR grant awarded last November, offers music fans and record stores limited edition physical releases for sale direct from artists and labels.

To correspond with the official launch this weekend, Wyrd Distro and Weird Canada host parties in every province and territory across the country, including at Victoria’s Cavity Curiosity Shop (556b Pandora).

The free event begins at 4pm Saturday (Feb. 15) and features a performance from Cosy Father and Mark Alexander McIntyre, prizes and a crossCanada, live digital hangout with Weird Canada Executive Director Marie LeBlanc Flanagan and founder Aaron Levin.

Sadly the experience will be much different during these Winter Olympics.

Girls steeped in hockey earn spots on Games roster Christopher Sun News staff

Hannah Charlesworth and Anna Mollenhauer have been friends since they can remember.

Their parents knew each other before the 14-year-olds were born and they have lived on the same block for 11 years.

The two play hockey on the same team and will represent Vancouver Island U16 at the upcoming B.C. Winter Games in Mission.

“We both went to tryouts last year … and we didn’t make it,” Charlesworth said. “We went back this year and we both made the team.”

Charlesworth and Mollenhauer were two of the 20 that made the cut after 60 players tried out in Nanaimo.

“I was really determined this second time,” Mollenhauer said.

“I was excited that I made it and really excited that we both made it.”

Both girls grew up with hockey.

Charlesworth used to watch her mother play when she was young and her grandmother bought her mini sticks to encourage her. As she got older, she attended parents and tot hockey at Oak Bay Recreation Centre with her dad and when she was seven, she joined a team.

“I really hated it,” Charlesworth said. “I started bawling my eyes out. I thought I would be the best

Charlesworth was encouraged to go a second time and has loved the sport ever since. She has also played field hockey, at Mollenhauer’s urging, but she pre-

fers being on the ice.

“Ice hockey is a lot faster and you have more chances to get the puck than the ball in field hockey, where you don’t touch the ball as much,” Charlesworth said. “I like the speed of (ice hockey) more.

“I also like playing the boys. It’s fun to beat them.”

Mollenhauer’s interest also stems from her parents. Her dad grew up in Ontario playing on frozen ponds, and her mother is a field hockey Olympian. She tried

ice hockey because of Charlesworth’s influence. However, it wasn’t the actual sport that caught her initial interest.

“When I was younger, I liked wearing all the gear,” Mollenhauer said. “In most sports you’re not able to do that.”

The girls will be under pressure on two fronts at the Games in Mission from Feb. 20 to 23.

They are determined to see their team win plus how well they play determines what happens next year.

“I’m a bit nervous because there will be scouts watching the whole time,” Charlesworth said.

“For the U18 team, you have to be invited to play.”

Besides hockey, Charlesworth participates in cross-country, track, basketball and soccer at Oak Bay High. The Grade 9 student isn’t sure how far she will pursue hockey but is leaning towards becoming a chiropractor or physiotherapist when she graduates.

Mollenhauer is still deciding her post-secondary plans, but the Grade 9 St. Michaels University School student must soon choose one sport.

“I would like to play sports in university or college and I have to choose one (sport) if I go for a scholarship,” Mollenhauer said. “I’m not sure which one to choose.” reporter@vicnews.com

The principles that will guide Canada Post through its transition away from home delivery aren’t putting one worried Saanich councillor’s mind at ease.

Judy Brownoff calls the Crown corporation’s guidelines as “doublespeak.”

Her concerns surround ensuring Canada Post makes community mailboxes safe and accessible, and who will pay for that to happen. She now says the proposed consultation process isn’t sitting well with her, too.

“They have to talk to communities. They can’t be talking at a high level,” Brownoff said. “What they need to be doing is meeting in jurisdictions and holding public meetings.”

Canada Post has released its guiding principles, which state the conversations about specific community needs will happen with “community leaders and municipal planning officials.”

“The postal service will take the necessary time to understand their unique needs and find solutions that work for these neighbourhoods,” reads a release from Canada Post. The organization said it will also collect feedback through mail and online surveys.
