Dr. Seuss stories set to come alive Kids prepare for production with intensive program BY VALERIE ROSSI Times Staff

“I can see that you've got quite a mind for your age! Why, one Think and you dragged me right onto the stage! Now, I'm here, there is no telling what may ensue With a Cat such as me, and a Thinker like you!” Dr. Seuss' stories like “Oh the Think You can Think” are coming to life on stage weekly as children 7-13 years olds prepare to perform “Seussical Jr.” in Trail this spring. Under direction of theatre experts Juliana Marko, Nadine Tremblay and Carolyn Ferraro, 21 kids meet weekly at Steps Dance for three hours of imagination and as a result a whole lot of fun. “If you don't start acting when you're young, performing on stage gets really hard because acting is all about playing and using your imagination and kids are just natural at that,” said Marko. “When you get to the adult stage and you haven't been trained on stage, it gets really difficult to sort of get out of that box in your head.” Marko has wanted to put on a fullstage musical since she moved back to the area in 2010. The 31-year-old started off with Steps Dance Company before pursuing theatre in Calgary, where she later performed before moving to Chicago for acting and dance opportunities. With backing from Steps owner Rhonda Michallik, she started off small in Trail with a few kids and upped her game as the years past but recent demand and ambition drove her to reach out for support. Enter Tremblay, at times known locally as Liz Stephens from "Ski Bum: The Musical" or an Andrews Sister with "Company Jump," and her most recent venture as a new persona with musical partner and boyfriend Rupert Keiller under the band “Sonicanimation.” “We knew there would be good participation because so many parents and kids are constantly asking for it and we are happy to provide it,” said Tremblay. Children's programming was one request that was brought up time and again when Tremblay and a team committed to the Charles Bailey Business Plan looked into what patrons wanted out of their local theatre. “There is a keen interest in musical

Trail lands airport ownership this weekend BY VALERIE ROSSI Times Staff

Celebrating the City of Trail's official takeover of the Trail Airport will take flight this weekend with a meet and greet. The city will officially take ownership of the Trail Regional Airport this Saturday after several months of negotiations with its former owner, the Regional District of Kootenay Boundary. “The airport acquisition is a huge step forward for our entire region,” Trail Mayor Dieter Bogs was noted in a news release. “Economic development for the area is one of our top priorities and we hope the public shares our enthusiasm and our vision to move ahead.” Cake and coffee will be served to passengers traveling via Trail's Pacific Coastal flights Saturday; local media, airport staff and the public are also invited to indulge on site, where Trail council will be on hand to answer any questions about the recent acquisition. Trail announced its $1.28 million plan to purchase the 4,000-foot strip from the regional district in December. The city is forking over the cost in two parts, with the first payment scheduled for Saturday. But $120,000 of the half payment will be held until the regional district removes two underground fuel tanks early next month. Changes are ahead for the volunteer-run airport, which will have its very own manager selected from 20 candidates in the next six months.

With a diploma in makeup design for film and television and another in acting for film and television, Ferraro is back home and is eager to pour her

passion into the local art scene. Though she works with children at Steps as a tap instructor, this is her first time exploring musical theatre with kids. Ferraro's hope is that Trail's “underground” art scene will emerge and with it bring life to the city. “In Trail we have a struggling downtown core and I'm not saying it's an easy fix,” she said. RDKB defers motion for increase to stipends By Craig Lindsay Grand Forks Gazette

The Regional District of Kootenay Boundary (RDKB) directors are considering a raise to their monthly stipend, an amount that would represent a 36 per cent increase. At the Jan. 30 RDKB board meeting in Grand Forks, a motion to approve an increase to the director’s monthly stipend by $200 per month, $200 per month for technology allowance (which would’ve combined the present $75 cell phone allowance and $175 tech-

nology allowance) and establish a car allowance of $50 per month was heard. “The presentation done (by director Robert Cacchioni of Trail) was really good to the Policy, Executive and Personnel (PEP) committee,” said Grace McGregor, RDKB board chair. “It showed the widening gap between what municipal directors get paid and what electoral area directors get paid. “Unfortunately, he wasn’t at the meeting (on Jan. 30).” Electoral area directors

represent rural areas A, B, C, D and E, while the remaining directors, the municipal directors, represent larger areas such as towns and cities. McGregor said the motion was deferred to allow PEP to look at the issue more in depth with the information Cacchioni provided. McGregor said the different directors play different roles with the RDKB board providing the only local government for the electoral areas. “We make different deci-

sions,” she said. “That is our main government whereas municipal directors, there main government is their council. So they sit at that table because they share some services as a regional district.” Grand Forks Mayor Brian Taylor, who sits as the chair of the PEP committee, said it would be an interesting challenge for the committee to have to go over the remuneration issue once again. “There needs to be more discussion, that’s why it’s back at PEP,” he said.

Mountain caribou plan closes backcountry areas By Timothy Schafer Rossland News

Locals heading into the backcountry to snowmobile now have to contend with closure to one of the region’s prime terrains. In an effort to help protect mountain caribou habitat and support British Columbia’s Mountain Caribou Recovery Implementation Plan, the province has closed the South Selkirk mountains east of Salmo, the South Purcells of Kootenay Lake north and north, as well as Cranbrook and Creston backcountry areas. Natural resource officers and conservation officers are patrolling the backcountry this winter to enforce snowmobiling regulations and the area closures. The closures are intended to help boost mountain caribou populations in the area. Snowmobile activity can affect the animals’ behaviour, prompting them to move into less suitable habitat where the food supply is not as plentiful or where their activity in steep terrain could create avalanche hazards. “Under the Mountain Caribou Recovery Implementation Plan, scientists recommended over one million hectares across the mountain caribou range be closed to motorized winter recreation to facilitate recovery of caribou populations,” read a provincial release on the closure. Since 2009, government has closed areas to snowmobile use across the mountain caribou range in order to support population recovery. If mountain caribou are forced out of an area unnecessarily, the caribous’ energy reserves can be depleted during this critical time of the year. Failure to comply with the regulations or co-operate with officers could result in fines or equipment seizures. Continued non-compliance could result in increased closures in the area. Maps showing the locations of these closed areas are available online at: http://www.env. gov.bc.ca/fw/wildlife/snowmobile-closures/ Areas of particular concern this winter include: Silvercup Ridge, Mt. Grace, Standard Peak, Sale Mountain, Frisby Ridge, Catamount Glacier, North Star Glacier and the Upper Spillimacheen River area.

NDP finance critic Mike Farnworth (middle on right) visited Trail last Thursday with Kootenay West MLA Katrine Conroy for an informal public session to hear local concerns ahead of the provincial budget later this month.

Farnworth won’t rule out NDP leadership bid FROM PAGE 1 “I’m just in the Kootenays in advance of the new budget announcement on the 18th,” Farworth said. “In my role as finance critic I want to hear what’s important not just province-wide but in each region as well. I’ve just been talking to people, touring various organizations, gathering information.” After spending a couple of days in the East Kootenay and now beginning the West Kootenay leg of his brief tour Farnworth says he is getting a taste of what is on the minds of people in our region. “I’m hearing many of things you hear province-wide, there’s a lot of concern about the health care system. The difficulties recruiting staff, capital funding for hospitals, expansions, new equip-

tices held Saturdays at Steps in Trail. Participants with little to no experience and or some dance background are learning dance, acting and voice, all of which is part of the all-age show that combines Dr. Seuss’ clas-

ment. And each area has special projects they’d like to see.” As finance critic Farnworth takes his role seriously and finds a considerable amount to criticize about the B.C. Liberal Party’s handling of the province’s finances under their leadership. “I’d like to see a government that focusses on all of the province and not put all its eggs in one basket,” he said. “I’d like to see us working towards a strong economy across the board; resource development, growth in the high-tech industry, agriculture, tourism.... The current government is focussing almost solely on LNG (liquified natural gas) and I think LNG is important but it’s not a silver bullet, it won’t solve all of the province’s problems.” Farnworth also sees a need to consics like “Horton Hears a Who” and “The One Feather Tail of Gertrude McFuzz.” “The Cat in the Hat narrates the show and the main character is Jojo, who is a boy but is played by a girl, and it’s all about the kid’s

imagination,” explained Marko. “Kids are sort of the bases of the next generation of arts and if you don’t train the kids then you’ll have no adults in the community to later create more performing arts.”

The show is set to debut March 12, with a special preview show for family members, and once again on March 13 for general public. The performance takes place at J. L. Crowe’s theatre at 6:30 p.m. both nights.

Provincial

‘Heavy’ agenda for legislature, says Liberals

THE CANADIAN PRESS VICTORIA - British Columbia’s highly anticipated plans to regulate and tax the liquefied natural gas industry remain a work in progress, but the government is about to offer a peak at its energy blueprint when politicians return to the legislature on Tuesday. Liberal House Leader Mike de Jong said the government wants to introduce the public to its general goals for LNG in the coming weeks, but the actual policy - in the form of legislation and regulations - won’t be ready until the fall. Politicians are back in Victoria for Tuesday’s throne speech, which opens the start of a legislative session slated to last at least until the end of May. Christy Clark’s Liberals, the winners of last May’s provincial election, continue to push their economic development agenda, with a heavy focus on LNG and support for major projects including the proposed Site C dam and a bridge to replace the Massey

De Jong, who is also finance minister, said the government plans a heavy legislative agenda that includes tabling a balanced budget next week, modernizing the province’s liquor laws and revealing some details of its LNG plans. “One of the issues that I am working on and making a final decision around is the extent to which we lay out as part of the budgetary process the construct of an LNG tax regime,” said de Jong. “We want the public and proponents to know the general

framework for that. The sooner we can lay out for the public what the LNG tax would look like the better, in my view.” But he said revenue estimates from the LNG industry will not be included in the budget, which the government will table next Tuesday. The budget includes financial projections for the next three years, but since there are currently no operating LNG plants in B.C., the government won’t be putting LNG estimates into its fiscal plan. Last February, the premier announced a B.C. Prosperity Fund that she said would raise up to $100 billion in LNG revenues over 30 years. She said the fund would be used to pay off the provincial debt, currently at more than $60 billion, and invest in health, education and infrastructure. NDP House Leader John Horgan said it appears the Liberals are losing ground on their plans to get a head start on LNG projects. Clark has stressed

the need to get ahead of countries such as Australia, but Horgan said the Liberals are still working on their regulations a year later. “I remember this being a foot race - we’ve got to get out there and get them done,” said Horgan. “It’s a year later and we have no idea. They are behind the eight-ball on this.” The Opposition New Democrats, on the other hand, plan to use the legislature sitting to remind voters about rising BC Hydro rates, increases in child poverty, and the loss of privatesector jobs. However, observers will likely be watching for possible leadership contenders to rise from the NDP benches. New Democrats Mike Farnworth, David Eby and Rob Fleming have so far distinguished themselves as three potential leadership candidates. At least seven other potential NDP leadership candidates, including Horgan, federal NDP MP Nathan Cullen and

Vancouver-area provincial New Democrat George Heyman have dropped out of the race before officially entering. Farnworth, Eby and Fleming have yet to officially enter the race, but are expected to make announcements. Meanwhile, Horgan said the New Democrats aren’t convinced about the government’s plans to introduce a morning question period. De Jong said last week that the Liberals want to switch question period to 10 a.m. on Tuesdays and Thursdays, but keep Monday and Wednesday question periods at their original time of 1:30 p.m. The legislature does not sit on Fridays. Horgan said morning question periods give the Liberals more time to respond to NDP attacks and allow the Liberals to leave Victoria earlier every week. “Mr. de Jong’s solution to parliamentary reform is to see if we can get out of Victoria faster on a Thursday,” said Horgan.

Drivers veer away from Port Mann tolls

THE CANADIAN PRESS VANCOUVER Traffic has dropped substantially on the Port Mann bridge near Vancouver since tolls were introduced, British Columbia’s transportation minister announced Friday. There are 5,000 to 6,000 fewer cars a day on the bridge, compared to traffic prior to the toll being introduced a year ago, said Todd Stone. “There is no question that the Port Mann bridge, the overall traffic volumes are down somewhat year over year,” Stone said. But the drop is expected to be temporary, he said. “What we’ve seen in other jurisdictions is a three- to four-month period where volumes may dip a little bit,” Stone said, adding

that volumes are down about three per cent. “But we expect is that those numbers will bounce back as people really sort it out, and determine: how much is their time worth?” Revenue forecasts for the next three years are being adjusted to 20 per cent lower than first anticipated: to $144 million for fiscal 2014, $159 million for 2015 and $174 million for 2016. Still, the province is on track to pay off the cost of the new bridge ahead of the 2050 schedule, Stone said. The toll doubled to $3 per crossing last month and critics such as the Canadian Taxpayers Federation say drivers are finding other routes to get to work. The minister said

construction along Highway 1 decreased traffic even before tolls were introduced, and some drivers are waiting until construction is complete throughout the corridor before returning. High gas prices, improved public transit and more people working from home have also affected traffic on the route, Stone said. Jordan Bateman of the Canadian Taxpayers Federation in B.C. said the $6 price tag for a round trip has prompted drivers to find alternative routes.

“You have to blame tolls for the drop in traffic. It’s illogical not to,” Bateman said. And he doesn’t believe traffic will return to the crossing. “I’m a South Fraser resident and I know from experience that I’ve dodged the Port Mann bridge at times to save that money,” he said. New Westminster Mayor Wayne Wright said the city’s own counters on the main streets show a drastic increase in traffic. “Those are the factual things that we seem to be seeing here,” he said.

Glider pilot pleads guilty

THE CANADIAN PRESS CHILLIWACK, B.C. - A British Columbia hang-glider pilot whose failure to hook in his passenger caused a dramatic mid-air struggle, which ended with the woman falling 300 metres to her death, pleaded guilty Friday to criminal negligence. William Jon Orders pleaded guilty to criminal negligence causing the death of 28-year-old Lenami Godinez-Avila, who fell from Orders’ hang-glider shortly after takeoff above B.C.’s Fraser Valley on April 28, 2012. The Crown and defence both recommended a five-month sentence. Orders is scheduled to be sentenced today. Orders appeared in a B.C. Supreme Court room packed with Godinez-Avila’s friends and family. The court heard an investigation by the Hang Gliding and Paragliding Association of Canada concluded the woman’s harness was not attached to the glider during takeoff. The probe also found Orders did not perform a pre-launch safety check.

Budget cuts ground famed Snowbirds THE CANADIAN PRESS MOOSE JAW, Sask. - Canada’s famed Snowbirds aerobatic flying team has been forced to cancel all shows in the United States because of budget cuts. Snowbirds spokesman Capt. Thomas Edelson says the number of flying hours were cut for the squadron based in Moose Jaw, Sask., so the four U.S. shows were cancelled. Edelson says the team enjoys going south of the border, but Canadian audiences have to be the priority. Herb Gillen, a spokesman for the Oregon International Air Show, says organizers got a call from the Snowbirds about 10 days ago to cancel a September show. Gillen says removing the Snowbirds from the lineup is a pretty big blow for the Oregon show. He says organizers are regrouping and trying to figure out what the viability of the show is if it doesn’t have a jet demonstration team.

Anger over cuts to policing program

THE CANADIAN PRESS WINNIPEG - Manitoba is slamming Ottawa for cutting front-line policing on dozens of the province’s reserves, calling it part of a federal “line of attack” on First Nation communities. Attorney General Andrew Swan told a gathering of the governing New Democrats that he just learned of the cuts to the band constable program in January. The 45-year-old program that allows First Nations to police their own communities in partnership with the RCMP will be terminated in just over a year, Swan said. Supporters of the program say the constables are a vital front-line service for many remote reserves where the RCMP detachment is several communities away. Both Alberta and New Brunswick have similar First Nation policing programs but it’s not clear whether those are also being terminated, Swan said.

Control needed for post-secondary fees

THE CANADIAN PRESS EDMONTON - Post-secondary student leaders in Alberta have told the province’s advanced education minister that controls are needed to deal with the growing number of fees they face. The student leaders met for five hours on Saturday with Dave Hancock. Shuna Talbot with the University of Lethbridge Students’ Union says her own debt has been higher than expected due to mandatory, noninstructional fees. The meeting comes just days after the release of a student report which found that the majority of students considered accessibility and cost to be their top concerns.

Money coming for infrastructure projects, says finance minister THE CANADIAN PRESS OTTAWA - Finance Minister Jim Flaherty says his upcoming federal budget will contain money for “major” infrastructure projects. Flaherty told CTV’s Question Period that infrastructure is a good investment, but the government must be prudent at the same time. “There will be money for infrastructure, and very importantly, major infrastructure projects in Canada, major economic infrastructure projects,” Flaherty said. “It is all about the economy and jobs. I mean, that’s the primary job of the federal government in this country. We will be investing and we will be ensuring that we move forward

on the economic front, not just balance the budget.” One such project might be a second bridge between Detroit and Windsor, Ont. Reports earlier this month said Canada plans to start buying land on the Michigan side of the Detroit River to build the new crossing, a short distance from the existing Ambassador Bridge. Canada’s outgoing consulgeneral in Detroit, Roy Norton, told the Detroit Free Press that Canada is paying almost all of the $2-billion cost of building the new bridge with an eye to recoup its money from future tolls going in both directions. “We’re about to proceed with land purchases some time in the next few months, and we’re going to do that wheth-

er there’s been an indication from the U.S. government on a commitment to the customs plaza or not,” the paper quoted Norton as saying. “That involves a little bit of risk on our part, obviously, but we’re so confident that this ultimately will be built that it’s prudent to do that.” In its recent throne speech, the Harper government signalled it would spend billions of dollars over the next decade on major regional infrastructure projects. The throne speech explicitly mentioned the second Detroit-Windsor bridge, subways in the Greater Toronto Area, replacing the Champlain Bridge in Montreal and building Vancouver’s Evergreen Line rapid-transit extension.

Hundreds of free lunches during budget lockup THE CANADIAN PRESS OTTAWA - There’s no free lunch, Finance Minister Jim Flaherty is fond of saying. Next week, however, Canadians will be paying for hundreds of them. Free lunches and refreshments will be provided to Finance Department staff, their provincial counterparts, private-sector economists, accountants, tax lawyers and think-tank researchers who attend today’s all-day federal budget lockup. The lockup is an

Ottawa tradition that gives insiders a sneak peek at the budget in secure rooms, where attendees are incommunicado for hours until the document is made public in the House of Commons, at about 4 p.m. ET. Once inside, no one is allowed to leave, so the Finance Department feeds them and provides refreshments, without charge. Last year it cost taxpayers more than $14,000 to feed and refresh some 1,470 people, and officials

expect a similar number this year, with similar costs. The free-lunch exceptions, however, are the 700 locked-up journalists who for several years have been provided free coffee and tea, but must dig into their own pockets for unremarkable food from a small canteen inside the media lockup.

The department defended free lunches for bureaucrats and guests who head into the lockup in the morning. Last year’s March 21 budget cost a total of $82,483 for hospitality, room rentals, audio-visual equipment, transportation and other items, for lockups in four separate locations.

Prescription pot pretense coming to an end

O

n April 1, medical marijuana growing licences expire across the country, and only licensed commercial growers will be able to legally fill a prescription for pot. Ottawa is moving to clean up the mess it created by issuing medical licences all over the country. Since then, municipalities have complained that small-scale medical licences have been greatly exceeded, with many used as fronts for a criminal drug trade that has made B.C. infamous around the world. How big is the problem? There are about 38,000 Canadians licensed to carry marijuana for medical purposes, and half of them live in B.C. Their permission to grow their own or buy it from designated small-scale growers is withdrawn in a couple of months. Here’s a look at the community level. Police

in the Fraser Valley suburb of Maple Ridge estimate that it alone has 500 properties licensed to grow pot. No, Maple Ridge is not a world hotspot for glaucoma or arthritis. It is historically known for its secluded properties and as a base for B.C.’s prison system and the province’s Hells Angels. Police have only an estimate because Ottawa’s bungled medical pot scheme conceals the location of licensed growers from provincial and local governments. RCMP Insp. Dave Fleugel told Maple Ridge council last week that his detachment will first target medical growers they know are linked to organized crime. But it’s difficult to determine which are legal and which are not. “This has the potential to cripple the courts,” Fleugel said. “Something is going to have to take a back seat if we are going

TOM

FLETCHER B.C. Views

to go after all of them.” The police and fire department have proposed an amnesty or grace period, allowing people to disclose their location and have it properly dismantled without penalty, to help deal with the volume. This mess was created by Ottawa in response to a court ruling that forced them to make medical pot available. The Harper government remains trapped in a failed war-on-drugs mentality that prevents any innovation or even common sense. Then there is the cir-

cus in Vancouver, where self-styled princes of pot exploit the confusion of the medical marijuana law to run an Amsterdamstyle retail trade. Cannabis Culture, the pot and propaganda empire built by Marc Emery before he was jailed in the U.S., rants about the government’s “war on patients,” amid garish ads for “pot by post” and exotic weed varieties. “By Health Canada’s own estimate, the cost will increase from $5 per gram to $8.80 per gram – going up by nearly 400 per cent,” its website warns. Apparently smoking lots of weed really is bad for your math skills. Dana Larsen, who spearheaded the ill-conceived and failed decriminalization petition last year, heads up the seriouslooking “Medical Cannabis Dispensary.” It has done so well at its location in the drug bazaar of East Hastings

Street that it’s got a branch office on Vancouver’s west side. Its official-looking forms have a long list of conditions where only a confirmation of diagnosis is required. In addition to genuine conditions such as side effects of chemotherapy, it includes anxiety, psoriasis, spinal cord injury and even “substance addictions/withdrawal.” And did you know you can get a vet’s note to buy medical pot for your pet? Larsen has boasted about the exotic offerings of his stores, including “watermelon hash oil” at $150 for 2.5 grams. Wow man, that’s like 400 million per cent higher! Fittingly, this farce goes back underground on April Fool’s Day. Medical users can only order shipments from an approved commercial producer. Tom Fletcher is legislature reporter and columnist for Black Press.

‘The Lego Movie’ clicks THE ASSOCIATED PRESS NEW YORK - “The Lego Movie” clicked with moviegoers, assembling an exceptional $69.1 million debut at the weekend box office. The better-than-expected result made the Warner Bros. collaboration with the Danish toy company easily the biggest hit of the year so far. A sequel is already in development for the 3-D animated film, digitally drawn to mimic a world composed entirely of Lego bricks. George Clooney’s World War II caper “The Monuments Men” opened in second place with $22.7 million. Sliding to third was the cop comedy “Ride Along,” which earned $9.4 million.

with the Senate, unless one thinks partisanship is a synonym for corruption. Moreover, even if one could find a nonpartisan panel to appoint 105 worthies to the Senate, who would appoint the appointment panel? Now ask yourself: why did Justin propose a non-partisan Senate? Some suggested he wanted to change the image of a dilettante two-day-a-week MP whose opinions were either unknown or confused. Others said it was a pre-emptive bit of damage-control prior to the publication of the Auditor General’s report on Senate expenditures. Whatever the motives that constituted his alleged “masterstroke,” all of them were partisan, including a non-partisan Senate. Why pretend otherwise? The answer, which constitutes the “mirage,” is this: Justin is a progressive – on pot, for example, or in his great admiration for the leadership of China. Because progressives think progress is both inevitable and irreversible, they also think their policies are non-partisan. Who needs parties? This is bogus because in democracies politics is always partisan. Parties reflect real divisions. They are divisive even when they aim at overcoming divisions by advocating what is in the national interest, not their self-interest. That may be paradoxical, but unlike the pretense of non-partisanship it isn’t phony as well. Barry Cooper is Senior Fellow at the Canadian Defence and Foreign Affairs Institute.

Canadians tuning out latest Tory ads

THE CANADIAN PRESS OTTAWA - Canadians appear to be tuning out another federal ad campaign, this one by the Canada Revenue Agency. The tax agency spends about $7 million each year touting the Harper government’s special tax breaks aimed at families, small businesses and others. But an opinion survey commissioned by the agency found fewer Canadians paying attention, and fewer taking any action as a result of seeing the ads, most of which are on television. Less than a third of 1,000 people surveyed last year could remember the ad campaign without prompting, the lowest unaided-recall level since the annual campaigns began seven years ago. And only 11 per cent did anything as a result of seeing the ads, just half the rate recorded in the winter of 2009, the highwater mark of the campaign. The results are found in an internal government analysis from last July, obtained by The Canadian Press under the Access to Information Act.

The weak results parallel the declining impact of the Finance Department’s ubiquitous Economic Action Plan ads, which federal surveys show have also elicited an underwhelming degree of notice or action from Canadians. Last year’s CRA campaign cost taxpayers $7.4 million, including about $523,000 for production and $3.2 million for placing television ads. The spots ran between Feb. 18 and April 14. The 15-second TV ads all featured the Economic Action Plan logo. The ads, also placed in newspapers, on Internet sites and on posters in transit systems, promoted the new family caregiver tax credit, as well as four existing tax-relief measures, including the children’s art tax credit. The agency has spent $42 million since 2007 on ad campaigns touting tax relief, highlighting a series of targeted or boutique tax breaks that have become a hallmark of the Harper government’s tax policy. The Canada Revenue Agency launched its seventh such ad

campaign last week, budgeted at another $6 million and running to the end of March. A spokesman for the agency, Philippe Brideau, defended the 2013 campaign, saying the ads are often “competing for attention in the media marketplace, for example, other advertising campaigns and news events.” “Unaided recall is only one of the ways to measure effectiveness of an ad campaign,” he said, noting that when respondents were prompted, 48 per cent remembered last year’s campaign. The 48 per cent “aidedrecall” level equals the previous year’s result, but is down from the levels of about 60 per cent between 2008-2010. Brideau also pointed out that more than a quarter of those who did recall seeing the campaign visited the CRA website, as urged in the ads. The agency paid Opinion Research Inc. $17,500 to conduct the telephone poll last April, but the government carried out the analysis of the raw numbers internally.

Canadian Twitter sensation pokes fun at Sochi Games THE CANADIAN PRESS Athletes trapped in bathrooms. Hotel rooms still under construction. Clowns wandering the streets. Alexander Broad is doing his best to document everything wrong and weird at the Winter Games with Twitter’s latest satire-of-the-

moment account, @ SochiProblems. The Internet sensation, which began Tuesday, had already amassed over 331,000 followers by Sunday. Broad hoped for at most 30 followers. By Wednesday morning he had 11,000 and a spotlight he wasn’t expecting.

“Never in a million years. I made it as a joke. The entire idea of this came as a joke, something to laugh at,” says the Pickering, Ont., native. The idea came to Broad on Tuesday morning as he sat in a journalism class at Toronto’s Centennial College while looking for breaking news. By then Canadian and international journalists were arriving in Sochi, Russia to find facilities still under construction, and pic-

tures of the debacle were trending on Twitter. Broad had his idea. Now he needed a moniker. Before the class, Broad spilt Tim Hortons coffee on a plaid jacket, which seemed like a uniquely Canadian problem to the 20-year-old. Now he was searching for what there was to worry about in Sochi. “From there on it just kind of grew. It’s sprouted into this giant thing,” he says. The word giant doesn’t do Broad’s popularity justice - @ SochiProblems has more followers than either the official Sochi Games pro-

file or the Canadian Olympic team’s account. Satirical accounts are the norm on Twitter. Fake feeds for celebrities, politicians and fictional characters proliferate on the social media website, even if many only last as long as the zeitgeist they’ve captured allows them to remain relevant. That’s got Broad under pressure to watch the Olympics all the time for material. “I think the biggest thing, I feel like it’s just like I’ve got to stay alert to everything a lot more,” he says, adding he draws the line at staying up

through the night. Broad’s favourite Olympic mishap so far was a series of tweets from a Canadian journalist who arrived at his hotel room late at night only to find the locks had been changed. “I was just sitting on my couch reading them and absolutely, I had tears flowing from my eyes,” he said. “I was laughing quite hard. I don’t know why it triggered that but I thought it was quite funny.” Broad was quickly outed as the mind behind @ SochiProblems. All the popularity means he is taking Twitter more seriously than

his readers might know. After realizing one of the pictures he posted wasn’t taken at Sochi, Broad tweeted a correction and now does his best to verify all his material is real. Now he’s wondering if a Twitter account started as a joke should become about something more. “The whole idea of this entire account was a satire,” he said. “I think that’s what a lot of people are calling it. I made the entire thing out of a joke, and I have tweeted things that have ... some political-ish type things. “But a lot of the things I’ve tweeted there’s a lot of humour in it as well. So I’m still not entirely sure.”

THE CANADIAN PRESS TORONTO - The antics of embattled Toronto Mayor Rob Ford could soon be coming to a TV or movie screen. Blue Ice Pictures has acquired the film and television rights to the new book “Crazy Town: The Rob Ford Story.” Published by Penguin Canada, it’s written by Toronto Star reporter Robyn Doolittle, one of three journalists who viewed a video that appeared to show Ford smoking crack cocaine. Said Doolittle: “If you tried to make this story up, people would think it was over the top. The Rob Ford investigation is something I’ve been working on for more than two years. It’s something I’m obviously very invested in. It’s so much more than just a crack video and YouTube clips.”

Nitehawks and Leafs split weekend series Smoke Eaters bchl

A 6-2 pounding by the Nelson Leafs Friday, may be just what the Beaver Valley Nitehawks needed, as the Hawks turned it around Saturday with a gutsy 2-1 victory to keep pace with the Leafs for top spot in the KIJHL’s Neil Murdoch division standings. The split on the weekend means the Hawks remain four points back of the division leading Leafs, but have two games in hand, setting up another exciting finish to the regular season. “I thought Friday was probably our worst effort of the year, and Saturday Steve Scaia photo was one of our best,” Beaver Valley Nitehawk forward Dan Holland looks for an open man during an exciting home-andsaid Nitehawks coach home series with the Nelson Leafs that saw the Hawks fall 6-2 Friday before rebounding with a 2-1 Terry Jones. “We were win at home on Saturday. incredibly undisciplined on Friday, a Brett Clark at 16:21 Wilans scored twice think we really had to games remaining and poor all around effort, to tie it. By Times Staff Following a tough 6-5 overtime loss Friday to the Chilliwack Chiefs, the Trail Smoke Eaters will look to extend a Vernon Vipers losing skid when the Vipers visit the Cominco Arena on Wednesday. Vernon dropped a pair of games to Langley on the weekend, 2-1 and 5-2, and with seven games remaining in the regular season sit somewhat uncomfortably in third spot of the Interior division just three points up on Merritt, with a game in hand, and four points ahead of Salmon Arm. The Smokies beat Vernon 4-1 at home on Jan. 3 and while Trail’s playoff hopes are long gone, they can make Vernon’s road to the playoff round a little bumpy. To be an effective spoiler, the Smoke Eaters will have to shut down the Vipers leading scoring trio of Michael McNicholas, who leads all Vernon point getters with 21 goals and 42 assists, as well as Dexter Dancs, 22-31-53, and Michigan Tech commit Demico Hannoun 15-29-44. The Smoke Eaters played an exciting backand-forth matchup with the Chilliwack Chiefs Friday, trading goals throughout the game before finally succumbing in overtime. The Chiefs’ Mathieu Tibbet scored with eight seconds remaining in the first overtime period to give Chilliwack its 12th victory of the season. Scott Davidson was named the game’s first star as he continued his impressive play of late, scoring twice and adding an assist for the Smokies, while linemate Brian Basilico took second star honours for his two-point night adding a goal and an assist. The game saw three different lead changes as Basilico tied the match 4-4 at 8:34 of the third, and 20 seconds later, Braedan Cross converted a Nathan Browne pass to put the Smokies up 5-4. But Tibbet would tie it beating Trail goalie Dustin Nikkel with less than five minutes to play and sending the game to overtime. Brandon Volpe also scored for the Smokies. Both Nikkel and Chiefs’ goalie Spencer Tremblay faced 43 shots on the night, while Trail went 1-for-4 on the power play and Chilliwack was 0-for-2. The Penticton Vees meanwhile lead the Interior division with 70 points after beating the Salmon Arm SilverBacks for the first time this season, 3-2, on Friday, and Surrey, 3-0, Saturday. West Kelowna fell three points back in second place with a 3-2 OT loss to the Prince George Spruce Kings Saturday. On Wednesday, the puck drops against the Vipers at 7:30 p.m. All students and youth will be admitted to the game free of charge as well as for the final two Smokies games on Feb. 26 also against Vernon and on Feb. 28 versus West Kelowna. Smokie Lottery Tickets are still available, so pick up yours for a chance to win the top prize of $40,000. A total of $62,000 will be given away with the draw going in Trail’s last home game against West Kelowna between the second and third period.

Olympics. Bilodeau became the first freestyle skier to defend a moguls gold medal with his blistering run in the men’s final. The native of Rosemere, Que., who won Canada’s first gold medal at the 2010 Vancouver Games, is only the second Canadian to win backto-back Olympic gold medals in the same Winter Olympic event. Speedskater Catroina Le May Doan won backto-back 500-metre long track races in Nagano (1998) and Salt lake City (2002). Mikael Kingsbury, Bilodeau’s teammate and main rival, took silver. Kingsbury went last in the final and had a chance to unseat the Olympic champion, but the native of DeuxMontagnes, Que., came up short. “It’s a great feeling, but I need to first of all thank all my colleagues,” Bilodeau said. “I was the third to go, there were two other

Canadians after me, every day they push me in training and that’s why I got my best skiing tonight.” The star skier’s perfect run is also the perfect end to his Olympic career. “I’m glad to finish my last Olympics like this,” Bilodeau said. “It’s going to be a great retirement.” Earlier, short-track speedskating star Hamelin of Ste-Julie, Que., won the gold medal in the men’s 1,500 metres with a focused and confident race. While not a repeat champion - not yet, anyway - Hamelin is no stranger to the top of the podium. He won two gold medals in Vancouver, in the men’s 500 and as part of the relay team. Canada’s second three-medal day of the Games moved it atop the Sochi medal standings. Canada has seven medals (three gold, three silver, one bronze) heading into Day 5.

BY TIMES STAFF The final seven teams that will compete in the 2014 Tim Hortons Brier, – the Canadian men’s curling championship – were determined Sunday. Curling fans in Kamloops, host city for the Tim Hortons Brier, Mar. 1-9 were focused on the outcome of the B.C. playdowns at the Vancouver Curling Club. The Kelowna/Vernon team skipped by John Morris, with Kamloops-raised Jim Cotter throwing fourth stones and Tyrel Griffith and Rick Sawatsky on the front end, downed Jason Montgomery by an 11-2 score in the final to become the hometown favourites. “Going to a Brier in my home town is going to be a phenomenal feeling. I still have a lot of friends and family there and I am really looking forward to it,” said Cotter. Morris earned the distinction of becoming only the third curler in history to represent three provinces (Ontario, Alberta and B.C.) at the Canadian men’s championship. The Kootenay laden team of Vernon’s Trevor Perepolkin, Deane Horning of Castlegar, Tyler Orme of Armstrong, and Don Freschi, Kevin Nesbitt, and coach Terry Bublitz of Trail were eliminated after an 8-6 heartbreaking loss to the Jason Montgomery rink from Duncan. Montgomery would eventually beat Kimberley’s Tom Buchy rink 9-1 in the Page Playoff quarter-final on his way to the championship match against Morris. The Kevin Koe rink beat Kevin Martin 7-5 in the final to take Alberta, while Jamie Koe rink won the Northwest Territories-Yukon playdown for the sixth year in a row. Jeff Currie took the Northern Ontario spot, while James Grattan will represent New Brunswick for the 11th time. The Eddie McKenzie foursome advanced from Prince Edward Island and Nova Scotia’s Jamie Murphy defeated 2008 Tankard-winner Mark Dacey 12-8 in the final to advance.

TV LISTINGS

Viewing habits changing THE ASSOCIATED PRESS LOS ANGELES - TV viewers increasingly are watching programs on their own schedule, according to a Nielsen company media study released Monday. In the past year, time-shifting of television content grew by almost two hours, averaging 13 hours per month, the study found. Viewers averaged nearly 134 hours of live TV viewing a month in 2013, down nearly three hours from 2012. Television still remains central to media consumption, the study found, despite the increase in time-shifted viewing and streaming video through a computer or smartphone. On average, American consumers own four digital devices, the report found. The majority own high-definition TV sets, Internet-connected computers and smartphones, while nearly half also own digital recorders and gaming consoles.

Emotional affair is still an affair Mailbox

same guy. Again, she claims nothing happened, the texts were innocent and I had no right to snoop. My wife knows the password to my email, and I never lock my cellphone. All of my communication is an open book. Meanwhile, she now locks her phone and has multiple email accounts. I understand the need for a little privacy, but I don’t believe you should be hiding things in a committed relationship. My wife is angry that I don’t trust her, and I’m having trouble dealing with this. Any advice? -- Broken Up Dear Broken: We

think it’s OK to take advantage of an eating establishment like this. Don’t they realize that the owner is paying for the incidental items they use, such as napkins? Don’t they see that they are taking up space that could be used by people who are actually helping to pay the bills incurred by the restaurant? Am I looking at the situation in the wrong way? -- No Free Lunch Dear No: We suspect most people have no clue that this is an inconvenience to you. There are some establishments that allow people to sit for extended lengths of time without ordering, but we know of none that encourage you to bring your own food. Most restaurants require a minimum order to justify the use of the space. We suggest you implement this policy with a sign at each table and at the cash register. You may have to approach

flouters with a bill, but word will get around. Dear Annie: This is for “Tired,” who does all the cooking for the holiday meals and then gets stuck with the cleanup, too. I have a good friend in the same situation. She is on good terms with all

of her family members, but they never helped or knew what to do. So she wrote up duties, put them on little pieces of paper and placed the pieces into a nice dish. When each guest arrived, they picked out a paper and read their duty for

that meal. They loved it, and she was not so worn out. -- DLT Annie’s Mailbox is written by Kathy Mitchell and Marcy Sugar, longtime editors of the Ann Landers column. Please email your questions to anniesmailbox@comcast.net.

don’t trust your wife, either. She promised not to contact this man again and then did so and hid it from you. She locks her phone and has multiple email accounts to which you apparently do not have the passwords. Worse, to deflect blame, she accuses you of snooping. There may not have been a sexual affair, but it definitely sounds like an emotional attachment. Please go back to your counselor and ask your wife to come with you. The two of you need a refresher course on how to make your marriage work and regain trust. Dear Annie: I own a small casual restaurant in a small town. People order at the counter and then take their food to a table to eat. In the past couple of years, I’ve noticed more people bringing in food from other establishments and eating at our place. Dear Annie: A few years ago, my wife went out of town for a conference. A month after she returned, I was on our computer and noticed that she hadn’t logged out of her email. My curiosity got the best of me, and I saw that she had traded emails with an old boyfriend. I then discovered that the two of them had met while she was at the conference. One of her last emails to him said, “I still have feelings for you.” On the advice of a marriage counselor, I was direct with her about it. She claimed nothing happened and that they only met for dinner and said she would never contact him again. She also was angry that I had invaded her privacy. Last year, my wife and I hit a rough patch. I got suspicious of her behavior and checked her cellphone. I saw that she had exchanged multiple texts with this

SCORPIO (Oct. 23 to Nov. 21) The next six weeks promise opportunities for vacations, social diversions, romantic getaways and exciting flirtations, sports events and playful times with children.

Ole! SAGITTARIUS (Nov. 22 to Dec. 21) In the month ahead, your attention turns to family and home. Interactions with a parent could be significant. Accept your need to cocoon and enjoy your privacy. CAPRICORN (Dec. 22 to Jan. 19) Short trips, increased reading and writing, more time with siblings and discussions with everyone will

keep you hopping during the next six weeks. Your daily tempo is accelerating! AQUARIUS (Jan. 20 to Feb. 18) Now your focus turns to money, earnings and your possessions in the month ahead. In a way, you identify with what you own. PISCES (Feb. 19 to March 20) For the first time in a year, the Sun is back in your sign to stay for the

next month, boosting your energy and giving you a chance to recharge your batteries for the rest of the year. Bravo! YOU BORN TODAY You are sensitive, and often mask your sensitivity to get along in society. However, you are brave and quick to defend not only your own rights but the rights of others. Spiritual questions intrigue you, and many of you have a quest for self-fulfillment.
