That referendum will be imposed by legislation the B.C. government will present in the spring session of the legislature, and will be held along with municipal elections on Nov. 15, Stone told reporters.

The TransLink mayors’ council met Wednesday and rejected Stone’s proposal that they raise more money from property taxes to avoid the referendum that Premier Christy Clark promised in last year’s B.C. election campaign.

“They could increase property tax tomorrow and fund a huge part of the expansion plan if they wanted to,” Stone said. “I think it’s important for people to know that.”

Laura Szendrei’s killer named Court judge rules Wyatt DeBruin, 21, can now be identified, but his image is still protected

Surrey Provincial Court judge has ruled, making Wyatt DeBruin’s name public.

Szendrei, a student at Burnsview Secondary School, was 15 years old when she was attacked in North Delta’s George Mackie Park near 110 Street and 82 Avenue on Sept. 25, 2010.

DeBruin was arrested and charged in February 2011.

During his trial, the court heard that DeBruin awoke on the morning of the attack with an urge to have sex, and headed down to Mackie Park. It was there he laid in wait, until Szendrei walked passed.

Upon seeing her, DeBruin told her the chain came off his bike and he asked her for help.

She agreed to assist.

Because he was a youth (just a week shy of his 18th birthday) at the time of the attack, the media was banned from identifying him.

Even after a judge sentenced him as an adult last October, giving him life in prison, his name was still protected under the publication ban.

Until Thursday. DeBruin, 21, can now be named, however, his image is still protected from publication.

Szendrei’s mother Rachel said after DeBruin’s sentencing it’s one of her greatest wishes that the accused be named.

“I now want to see his name out there,” she said.

Szendrei’s grandmother Betty Rotaro said after sentencing the murder has been a harrowing experience for the family.

“We can’t even say (Laura’s) name any more,” Rotaro said, adding the pain is too deep.

As to the sentence given her killer, Rotaro said, “He got what he deserved.” kdiakiw@surreyleader.com

Light installed at site of fatal crash City of Surrey is placing a fully marked pedestrian crossing at 128 Street and 69 Avenue

FIVE MONTHS after a teenage girl was killed while walking across a road in Newton, the city is installing a set of pedestrian lights at the accident location.

On Sept. 18, 2013, Amarpreet Sivia, 16, was walking across 128 Street at 69 Avenue, near Princess Margaret Secondary School – where she was a student – when a motorcycle hit her and two other girls.

Sivia did not survive the accident.

In wake of the accident, there was a new call for a lighted crosswalk at that location.

In July 2011, the City of Surrey embarked on a study of the engineering requirements of all school areas within the city. That included the strip along 128 Street that serves Kwantlen Polytechnic University and Princess Margaret Secondary where the collision occurred.

The study concluded that a crosswalk would be needed just south of 72 Avenue on 128 Street, according to Surrey’s General Manager of Engineering Vincent LaLonde.

The study found there was a high amount of pedestrian traffic at 72 Avenue (where there’s a lighted crossing) and also at 70 Avenue, which both have commercial areas that attract students.

The determination was to build a crosswalk 150 metres south of 72 Avenue in 2014.

The initial investigation, police said, has indicated the driver was in the slow lane when it changed lanes and went around another vehicle before colliding with the students.

Sex assault victims sought Joel Scarff used social media to connect with youth

MOUNTIES ARE calling for any more potential victims in a sexual assault case.

Joel Scarff, 38, of Coquitlam, was arrested on Jan. 2 and charged with four counts of sexual interference and two counts of invitation to sexual touching on people who were under 16.

He is alleged to have used social media to meet and date women where he subsequently met younger Joel Scarff people. Although he lives in Coquitlam, he is known to have frequented various areas throughout the Lower Mainland.

Based on the method that Scarff is alleged to have met his victims, Mounties are concerned that there may be more of them that have yet to come forward.

Following his last court appearance on Jan. 23, Scarff was released on several conditions.

He can have no contact with his alleged victims. He is also prohibited from attending areas where young people can expect to be present (parks, playgrounds, and schools) or being employed or volunteer in a position that involves trust or authority with young persons.

Scarff ’s next scheduled court appearance is set for Feb. 6 at Surrey Provincial Court Surrey RCMP are asking that anyone who has any further information about him to contact the Surrey RCMP’s Child Abuse and Sexual Offence Unit at 604-599-0502 or Crime Stoppers at 1-800-222-TIPS.

ver, for example, the priority is an extension of the Millennium Line down Broadway,” Stone said. “When you talk to the mayor of Surrey, the priority is [light rail transit] on up to three lines in Surrey.

Depending on any other community you talk to in the region, the priorities range from improvements to roads, bridges or increased bus frequency and capacity.”

The mayors rejected the idea that they raise the TransLink tax on property, currently at $235 for the average Metro Vancouver home with increases capped at three per cent per year by provincial legislation.

They have proposed new funding sources including a vehicle levy, a small increase in regional sales tax and eventually some form of road pricing to replace the region’s patchwork of bridge tolls.

North Vancouver Mayor Richard Walton, chair of the TransLink mayors’ council, said he is expecting a letter from Stone this week to set out the province’s changes to the current governance model.

Currently a professional board appointed by the province determines projects, a system imposed by former transportation minister and Cloverdale MLA Kevin Falcon.

Watts also said TransLink property taxes – now at $235 for the average home on top of municipal property tax – can’t rise any faster than the automatic annual increases of three per cent already provided for in provincial legislation.

“I just don’t know where that room is to put everything on property taxes,” Watts said, adding her own house’s TransLink property tax was $854 in 2012 and $1,039 in 2013.

She said amounts like that are “unaffordable” for seniors on fixed incomes and young families trying to get started.

There’s now less than 10 months left until the referendum that’s to run in tandem with the Nov. 15 civic elections.

Robertson and others noted the mayors’ council has no legal role in setting transit spending priorities – the unelected TransLink professional board has made those decisions since the province stripped power from elected officials in 2008 – and mayors therefore can’t decide what list of transit expansion projects might be financed by proposed new funding tools.

“The referendum question is entirely up to the B.C. government,” he said.

“Mayors and residents and businesses in the region are in limbo now waiting for them to take leadership and put the question forward and support the referendum effort that they have concocted.”

Robertson also said it was “sur-

prising” and “ridiculous” for Stone to suggest that mayors could raise property taxes to fund much of the transit expansion needed as a million and a half new residents arrive over the next 30 years.

“We need the B.C. government to understand this is a huge priority. They can’t keep ignoring it and playing silly bugger with it,” Robertson said.

An ‘A’ for effort

dvocates of a pilot project in Surrey School District elementary schools – designed to explore different ways for teachers to report a child’s academic progress – make a good case that there are constructive alternatives to the traditional report-card approach.

But we won’t give them a pass on the most contentious aspect of the project – setting aside the time-tested letter grade.

While the Utopian zeal to find a better way is commendable, this comes perilously close to throwing out the proverbial baby with the bath water.

What’s wrong with keeping letter grades, alongside the more conscientious summaries?

Anyone who has been through our school system as a student and/or parent will recognize that the bald letter grade misses the finer points of an individual’s progress. Too often excellent work, heartening development and delightful expression is flattened, minimized, even suppressed by rigid alphabetic tyranny.

Even attempts to shade the picture with pluses and minuses are inadequate substitutes for thorough evaluation.

Tests and exams are not a fail-safe measure of what a student actually knows and understands, and offer scant recognition of individual’s learning strengths and weaknesses.

And it’s frightening to contemplate how many positions of responsibility, in our 21st century world, are occupied by people who gained their qualifications by dint of cramming, regurgitating the opinions of others without developing any facility for critical thinking, and taking tests that have long since been all but forgotten.

And yet, given the realities of that world – and the place we are preparing for our children in it – it seems unfair to deprive them of a key tool for progress.

Even given the shortcomings of a traditional letter grade, it has endured because we need a short form of evaluation, as well as more comprehensive forms.

It’s the reason that hotels and restaurants and movies receive star ratings – in the real world, few take time to read and balance all reviews.

We worry, as well, about what will happen when a young student who has never received such a “summative” grade collides with more senior environments that demand them.

Reform education by all means – but don’t threaten our children’s progress, or crush their expectations, through asymmetrical reform.

remier Christy Clark has set off a storm of protest by imposing a referendum on new Lower Mainland transportation improvements, timed with the province-wide municipal elections on Nov. 15.

Even if you don’t live in Metro Vancouver, you’re not immune from this long-running saga. Provincial and federal governments use your tax dollars for the big stuff, including the SkyTrain Canada Line to Vancouver airport and the South Fraser Perimeter Road, a new truck route to port facilities at Tsawwassen.

Clark has promised a bridge replacement for the George Massey tunnel under the Fraser River, which may or may not be tolled like the Port Mann bridge. The patchwork of Lower Mainland tolls is a growing political liability for the B.C. Liberal government, and if further tolls are avoided, major works elsewhere in the province may be delayed as the budget is eaten up by the big cities.

bridge works. Local governments have a long history of parochial squabbling, getting their pet projects done and then suddenly developing the urge to rein in spending once it’s time to dig deep for their neighbours.

Lower Mainland taxpayers are weary and confused by all this reorganizing and infighting. Many likely believe that it is their regional government that has imposed the Port Mann bridge tolls, when in fact that is a provincial highway project over which they had no say.

Clark has made it clear there is no going back from a November referendum on new regional transportation financing tools, a promise explicit in the B.C. Liberal election platform. She hopes it will increase the dismal voter turnout for local votes.

If it does that, it may be worth it. Right now, civic elections are dismal affairs, with voter turnout and awareness of local issues drifting from bad to worse.

Residents Column distorts Neil Young’s comments have no say on railroad THE HEADLINE over Tom Fletcher’s Jan. 21, 2014

IT HAS BEEN revealed that BNSF

railroad is planning to install a siding line in North Delta running from 64 Avenue north to 72 Avenue on the eastern portion of what is the MK Delta Lands proposal.

This no doubt results from the elimination of the emergency coal stockpile planned at Fraser Surrey Docks. If this siding becomes reality, as I fear it will, I wonder how the residents adjacent on Westview Drive will feel when they have trains parked virtually in their backyards.

These trains, with up to 135 cars of exposed U.S. thermal coal, will have their locomotives idling, emitting extremely hazardous diesel exhaust fumes.

This would happen when weather conditions preclude the barges sailing to Texada Island, but the trains will still arrive daily from south of the border. Do the residents have no say in this? Apparently not, because Uncle Sam decides what he can do with his railroad in our country.

column (“Old man take a look at your facts”) is very amusing... given all of the factual errors that Fletcher makes in his column.

First, he distorts and misrepresents Neil Young’s observations about the tar sands and then claims, “All of those statements are false.”

Really? Let’s take a look at Fletcher’s manipulative distortions and then look at reality: “It looks like a war zone up there! Hiroshima!”

That statement (metaphor) is true, as anyone who has seen the photos and video knows full well. The only difference is that the devastation of Hiroshima stopped a terrible war, while tar sands

devastation is motivated only by financial gain.

But the devastation is sadly similar in type and scale.

“If it keeps going it will be like the Moon!”

True again. Nothing lives or grows on the Moon, and nothing will live or grow in the tar sands.

“There’s no reclamation!” More accurately, Neil Young should have said there is no successful reclamation. There are small, feel-good attempts to fool the public (watch the TV commercials), but nothing will reclaim that vast area. It’s dead and will stay dead, as dead things always do.

“Tar sands oil is all going to China and that’s

why their air is so bad!” Neil Young didn’t say any of that. What he said is that the main motivation of tar sands development, pipelines and tankers is to get tar sands oil into the Asian market, especially China. Once in China, that oil will contribute to China’s appalling emissions – emissions that not only choke the people of China, but the world at large. Neil Young wonders why. Me too.

This column is simply one more example of Fletcher’s contempt for anyone who dares to question the wisdom of environmental destruction for profit.

If the proposals for road pricing and bridge tolls go forward, tens of millions will be wasted on new tolling equipment and large staffs to maintain and collect them.

If the proposed $6.5-billion expenditure were invested in public transit, building retrofits, and renewable energy, between three and 34 times more jobs would be generated.

In addition, more super-tankers would have a negative impact on commercial fishing and in the Kitimat region. And if a spill occurs, thousands of jobs along the entire coast will be in jeopardy.

Since there is a much better option, why take the risk of toxic spills on our land and water?

Plenty of alternatives to puppy mills ON JAN. 3, a young Surrey couple

sadly became the newest victim of online puppy mill sales.

Within 24 hours of picking her up from a “breeder” in Surrey, their adorable eight-week old black Lab mix puppy, Mica, was fighting for her life thanks to the preventable yet deadly parvovirus she contracted while at the breeder that sold her.

For several days she was hospitalized in intensive care, and after seven days on IV fluids and around-the-clock care, she seems to have pulled through – though with mounting veterinary bills because someone put profit before the wellbeing of an animal yet again.

Parvovirus is a highly contagious life-threatening disease common in unvaccinated dogs and puppies of unvaccinated mothers. It causes severe damage to the gastrointes-

tinal tract. It is contracted through direct contact with an infected dog’s feces and symptoms begin three to seven days later.

Veterinary care, hospitalization, re-hydration and symptomatic therapy for a puppy with parvovirus is costly. Even with aggressive treatment, a fatal outcome is possible.

If the mother of this puppy and the adult dogs in the home were properly vaccinated, and the environment properly controlled, Mica

would not have been in the dire lifethreatening situation she was in.

Unfortunately Mica’s story is not an isolated one. The BCSPCA is limited in what it can do, as existing laws do not regulate breeding practices which means it’s up to us to stop creating demand for animals from these disgraceful breeders.

The CFSEU (Combined Forces Special Enforcement Unit of B.C.) says it began investigating Zemaan Chaudhry, 26, last May after receiving information he allegedly had a drug dealing business in the Lower Mainland and on Vancouver Island.

Speculation was that he had taken control of the former drug lines run by Manjinder (Manny) Hairan and Sukh Dhak, both of whom were shot to death in recent years.

Hairan was gunned down near the Pattullo Bridge in Surrey in early 2013, while Dhak was killed in the lobby of a Burnaby hotel in November 2012.

CFSEU said as the investigation of Chaudhry progressed, it was suspected a second man, 21-year-old Alvinder Sekhon, was working with him.

Several homes were pinpointed as “stash houses” – for making, packaging and storing drugs – used by the two to supply dealers throughout the Lower Mainland and Vancouver Island.

Chaudhry and Sekhon were arrested by CFSEU in June 2013 for trafficking and possession, but the investigation continued until late last year.

Three Surrey homes and two vehicles were searched and just before Christmas,

faces a 10th charge of possession of a firearm contrary to a court order.

“Chaudhry has long-standing ties to the former Dhak/ Duhre/UN Gang alliance and is believed to have a prevalent role in the ongoing Lower Mainland gang conflict,” said a press release from the CFSEU. The homes searched

Haevischer’s defence lawyer Simon Buck questioned Teboul about “holdback,” which the RCMP officer explained is evidence that’s deemed particularly specific or valuable because only investigators or perpetrators of a crime would know about it.

In the Surrey Six case, Teboul said, holdback information included the make and model of ammunition used, as well as which guns were used to kill which victims.

There were six victims and the Crown contends two guns were used in the murders.

Buck questioned Teboul about a police briefing the day after the murders where an officer spoke about holdback information being leaked. Teboul said he had only a “vague recollection” of the discussion.

Prior to the lunch break Buck began to ask Teboul about another briefing Oct. 20 when investigators were told to “BOLF” a BMW. BOLF is an acronym for “be on the lookout for.”

Earlier in the trial, a witness testified seeing a black BMW in the parkade of the Balmoral Tower where the murders took place.

She said she saw two men with black gloves get out of the car while a third man held a door to the building open nearby. The Crown alleges Haevischer, Johnston and a third man took a BMW matching the description of Haevischer’s car to the Balmoral on the day of the murders.

The Crown’s theory

is that Corey Lal was dealing drugs in the area, which raised the ire of members of the Red Scorpion (RS) gang because it was on their turf.

The Crown alleges RS leader Jamie Bacon and Le ordered Haevischer, Johnston and another man (who can’t be named due to a publication ban) to kill Corey Lal, and the five others were shot to eliminate any witnesses.

The trial continues.

Recipe for success in the kitchen North Delta program aims to get people cooking

s your culinary repertoire limited to unwrapping a package and throwing the contents into the microwave or a pot of boiling water? Is there a budding Emeril Lagasse inside you – Bam! – even though you may not have someone to cook for? Want to learn how to make a tasty, healthy meal on a budget?

Veronica Cowan has a fix for you.

It’s called a Community Kitchen and it’s a place where you can cook and learn how to stretch your budget in a social atmosphere.

As part of her regular work with Surrey’s Milieu Family Services, a Surrey organization that provides support for adults with developmental disabilities, Cowan leads life-skills and cooking courses for her company’s

clients in North Delta.

Community Kitchen is an offshoot of that, but for regular folks who want to get on better terms with their kitchen.

“It’s connecting with people in the community, helping each other out,” says Cowan at the first monthly session in the spacious kitchen of New Hope Christian Church in North Delta.

Paul and Lorraine are the program’s first people to sign up – and to make the first recipes: brown sugar meatloaf and spicy sweet potatoes.

The recipes were already benchtested with a Milieu cooking class the previous week, Cowan tells the newcomers as they don their aprons and wash up.

Paul, a widower in his mid-30s, says he’s been eating out too much recently – and consuming too many stir-frys and frozen dinners at home.

“When I was married, I used to eat really healthy,” he says while chopping an onion.

“I’m bored of my own cooking.

And (this) seemed like a good opportunity to come out and meet people.”

Lorraine, a retiree chopping potatoes, lauds the kitchen’s social atmosphere.

Cowan says that at each Community Kitchen, participants are

encouraged to improvise and can brainstorm about future cooking sessions. (She has already carried out a second Community Kitchen with toltot kaposzta, Hungarian cabbage rolls).

“Ultimately, I want to step back.

I want the community to come up with their own menus.”

Milieu Family Services’ Community Kitchen runs monthly on the last Tuesday of each month from 4-7 p.m. at 11838 88 Ave. The cost is $5 to cook a meal you can eat there or take home.

BROWN SUGAR MEATLOAF Ingredients:

Ingredients:

• 1/2 cup packed brown sugar • 1/2 cup Ketchup • 1-1/2 pounds lean ground beef • 2 eggs • 1-1/2 teaspoons salt • 1/2 teaspoon ground black pepper • 1 small onion, chopped • 1/2 teaspoon ground ginger • 3/4 cup finely crushed saltine crackers

• 3 large sweet potatoes, peeled and cut into 1-inch cubes (about six cups) • 2 tablespoons olive or canola oil • 2 tablespoons brown sugar • 1 teaspoon chili powder • 1/2 teaspoon salt • 1/2 teaspoon cayenne pepper

Directions:

• In a zip-top bag, toss potatoes and oil • Combine remaining ingredients.

Add to bag and toss.

• Transfer to greased 11x7-inch baking dish.

• Bake, uncovered at 400F degrees for 40-45 minutes or until potatoes are tender, stirring every 15 minutes or as needed.

• Preheat oven to 350F degrees. Lightly grease a 5x9-inch loaf pan • Press the brown sugar in the bottom of the pan and spread ketchup over the sugar • In a mixing bowl, mix thoroughly all of the remaining ingredients and shape into a loaf. Place on top of the ketchup.

• Bake for one hour or until all juices are clear.

A SIMON FRASER UNIVERSITY student and Surrey resident is among 13 Canadians shortlisted for a national award recognizing their dedication to democratic participation.

Japreet Lehal, 19 – who writes The Leader’s Youth Voice column twice monthly – was nominated as an Everyday Political Citizen for his work in the community, including his volunteer work at the university, where he is currently the youngest member of the board of directors for the school’s community trust. Japreet Lehal Fourteen judges from across the country nominated a shortlist for the contest, organized by non-partisan think tank Samara.

International Surrey Centre Action Circle is hosting a viewing of a award-winning documentary film and a discussion of an award-winning novel at their next meeting on Jan. 29 at 7 p.m. at the City Centre Library, 10350 University Dr. Children of the Jaguar is a groundbreaking documentary film about an Ecuadorian indigenous people’s successful legal battle against their country for allowing foreign oil exploration on their land without their consent.

The 29-minute film won the award for Best Documentary at National Geographic’s prestigious All Roads Film Festival. Children of the Jaguar was directed by Eriberto Gualinga, a member of the Indigenous Kichwa People of Sarayaku, and coproduced by the Sarayku community and Amnesty International.

Following the film screening and a related letter-writing activity, the group will discuss Joseph Boyden’s first novel, Three Day Road, which launches the new Amnesty International Book Club.

Three Day Road earned Boyden a number of honours, including the Rogers Writers’ Trust Fiction Prize, the CBA Libris Fiction Book of the Year Award, the Amazon.ca/ Books in Canada First Novel Award, and the McNally Robinson Aboriginal Book of the Year Award. It was also shortlisted for the Governor General’s

Award for Fiction.

“This promises to be an interesting and informative evening,” said Don Wright, a regional staff person with Amnesty International.
