Six areas in the Regional District of Central Kootenay now want to withdraw from a catch-all environmental service established four years ago.

The sustainability service was meant to deal with things like energy conservation and reducing greenhouse gas emissions. However, Nelson refused to join and now four other municipalities — Salmo, New Denver, Nakusp, and Castlegar — as well as two electoral areas around Creston, have served notice they want out, citing concerns about the service’s scope and what benefit they receive.

The Star canvassed directors for those areas for their specific reasons. Among those who responded, Castlegar mayor Lawrence Chernoff said he was worried about duplication of services and delivery of different services than first anticipated.

Salmo mayor Ann Henderson similarly said her council decided the service was no use to them and was straying from its original intent. “The amount contributed was going to increase. As well there was a large surplus,” she said.

New Denver mayor Ann Bunka also said the service does little for her community and if other participants drop out, it will either cost more or

provide less.

Rural Creston director John Kettle, who chairs the board, said he opposes the current service because it has become “a dumping ground for special projects that circumvent in my opinion guidelines for an established service area.”

“There has been some misunderstanding as to the types of projects being funded.”

CA Bruce Carruthers Kettle added Nelson’s absence was problematic. “If it is going to be a board service we need all of the board on board,” he said.

Not everyone agrees with that assessment, however.

East Shore director Gary Jackman said the service has several elements that only apply to certain areas, such as the Kootenay Lake Partnership and community wildfire protection.

“We should at least examine what’s common and critical to a group of areas if they want to hang on to this,” he said. “Other areas may not want to be involved for five years. If later they want to come back in, that’s a separate discussion.”

Under the bylaw it takes two years for a participant to withdraw but things may come to a head sooner.

Chief administrator Brian Carruthers said before any decisions are made, staff will present an overview on January 29 of the service’s history, intent and purpose, along with its financial status and the implications of dissolving it.

“There has been some misunderstanding as to the types of projects being funded,” he said. “The service was intended to be fairly broad when it was first established.”

Carruthers said it is already a challenge to run the service with one municipality not participating, and diluting it further will cause problems.

Although the sustainability service has no dedicated staff positions, Carruthers said it funds a portion of the regional district’s development services department and also leverages “significant” grant funding.

A current surplus can fund any outstanding obligations, but if the number of participants is reduced, “the entire service would need to be looked at as to what role it plays and who it serves.”

He also cautioned the board that withdrawing from a service requires ministerial approval, and the minister may ask what efforts participants have made to resolve the matter.

Even morphine products were freely available. Drug laws protect us well today.

Street drugs are another matter. Contents are not guaranteed and may even contain other drug products. One dose of a bad drug can change a life forever. The best and safest rule is don't take it.

Regional respect

There’s an appealing atmosphere here in the West Kootenays that’s probably been described countless times over the years, and is being mentioned again here from the viewpoint of a relative newcomer. It’s a quality-of-life kind of thing that relates to the proximity of our three major centres, along with the fact that no community in the region is really too far to head to if there’s something to draw you there.

This idea was hatched after contact with a caller from a city west of here who was looking for information on whether we have a community-owned theatre in Castlegar. Anyway, the theme veered into general conversation and, sure enough, the home base never looks better than when it’s being described to an outsider.

He was calling from nice city in a nice area, but it’s maybe a little isolated, even given its handy location as compared with Kamloops and the Lower Mainland.

Here it’s like a large spread-out town... the cities are like neighbourhoods, each unique and each offering something of value to the others.

We may not have it all, but when there’s something special going on anywhere from Salmo to Grand Forks... from Trail to Kaslo... we can all feel right at home if we choose to show up.

The love is here, through thick and thin, and is usually easy to find and celebrate... well... unless we’re talking about hockey.

Another chance to get it right Here we are three weeks into the New Year, and a few of my friends have already given up on their New Year’s resolutions. Others are still on track, but the resolve to keep going is wavering.

Most New Year’s resolutions don’t make it past the first week. In fact, according to surveys, one-fifth of those making resolutions, don’t even get started. The resolution promise is broken the very first day. Those who truly want to throw out the old and bring in the new have to be exceptionally disciplined.

Most resolutions have to do with four issues. We want to lose weight and get into better shape. We want to cut back on food, drink, or smoking. We want to get out of debt or have a better financial future. And finally, we want to spend more “quality” time with our family and friends.

One article I was reading suggested that for a resolution to be adhered to people should not proclaim broad, earth-shattering resolutions. The resolution should be manageable and probably focus on minimal change. If you want to lose weight, for example, it might be wise to aim at losing one Cindy Amaral Production Manager

If you say you will lose 50 pounds from your fat bottom and gut in the year ahead, you’re probably bound to fail. You didn’t have the discipline to keep your weight down in the first place, so how do you think that will happen now? At the first big chow feed, you’ll simply say “bye, bye” to your resolution.

Aiming at one pound a month, however, gets you 12 pounds in a year, and that might be manageable.

So, I’ve come up with a few resolutions this year where I’m aiming low.

For example, I’ve been told that for a healthy body, people should drink six glasses of water a day. I’m terrible in relation to this ideal because I often go several days without drinking a single glass of water. So, my simple goal will be to have one glass of water per day and try to get used to it.

I’m a notorious late-nighter. When I was a student, I often stayed up until three a.m., and nowadays I hit the pillow near midnight.

Because I am a senior, I am also waking up early, although I don’t want to. The health journal articles are telling me I need more sleep to be healthi-

er than I am now.

So, I’ve made a resolution to go to bed one night a week at nine p.m. If I manage to sleep until the early hour I usually wake up, I will have gained three extra hours of shuteye. Indeed, for one night a week, I will have met the seven hours of sleep seniors are supposed to have.

Think of it this way, though. If I manage extra sleep one night a week, that accumulates as 52 nights of longer sleep a year. So a bit at a time can add up.

I’m also known for reading fast-moving fiction—usually mystery or intrigue novels from around the world, quite often several a week. I hardly ever touch other types of reading. To change this pattern, I’m going to read another type of book.

So, I’ve chosen non-fiction (maybe starting with a biography) for my final New Year’s resolution. I plan to read one non-fiction book every four months. As next January approaches, I will have read three books of a type I rarely read. And because my resolutions have been set so as not to burden myself with impossible goals, these resolutions should be easy to hang onto.

Reception at Kootenay Gallery punctuates unveiling of www.castlegarculture.com A sizable, enthusiastic turnout attended the Kootenay Gallery on Wednesday, January 15 as the curtain was raised on the all-new Culture at the Confluence website.

The site is up and running and truly fits the one-stopshopping model for getting and staying up-to-speed on local arts/culture/entertainment.

News Broad background given to council JIM SINCLAIR Castlegar News Editor

The City of Castlegar council meeting this past Monday night was kicked off by an overview of an exciting technical upgrade for the Columbia Basin’s communications capabilities.

Ev Surgenor, Chair of the Columbia Basin Broadband Committee brought council up to speed on it’s developments and history.

Mr. Surgenor and his group have recently compiled a comprehensive four-part submission which is appearing in this publication - part one appeared last week.

Under the heading of Finance and Corporate Affairs, council voted in support of a recommendation contained in a report from Director of Corporate Services Carolyn Rempel.

The report concerns a detailed program involving the RDCK and Columbia Basin Trust, dealing with “… Community Initiatives Funding in a manner that is consistent with the CBT Management

Plan, and to foster activities that each community deems important and may not otherwise be taken.”

Rempel’s three-pronged recommendation suggested: • public input in the process be facilitated via an April 16 (6 p.m.) meeting in the Community Forum; • scheduling a special council meeting for April 28 at 7 p.m. in order to recommend disbursement of the CBT Community Initiative Funding for the City of Castlegar for 2014/2015, and that a copy of council’s resolution be forwarded to the RDCK. Council agreed to authorize funding for its members to attend the Federation of Canadian Municipalities conference coming up May 29 to June 3 in Niagara Falls, ON. It was not stated at the meeting how many members would attend the conference, but the total cost per delegate taking in the event was estimated at $3,256. Councillor Sue Heaton-Sherstobitoff mentioned later that one to three councillors typically attend this type of function, and sometimes,

none at all.

In terms of Planning and Development, an agenda item divulged that business license revenue was down slightly for 2013 ($78,613.50) as opposed to the 2012 amount of $81,937.50.

A downward trend was noted in the way of building permit activity as well. Permits for work valued at slightly over $5 million were issued in 2013 compared with a total of just under $9 million in the year previous.

With councillor Florio Vassilakakis (Element Club proprietor) excusing himself in order to prevent a potential conflict of interest, Council voted (councillors HeatonSherstobitoff and McIntosh voting against) to support the club in it’s application for temporary extension of its hours of sale on two upcoming dates. The Liquor Control and Licensing Branch has received a request for the changes for a special event on Feb. 22 and an Official Sunfest Party on June. The club wishes to extend its closing time on those nights to 3:30 a.m.

It was a slow start for the Rebels on January 18 at the Castlegar Complex, but a really fast one for the Beaver Valley Nitehawks. The Rebels seemed stuck in their defensive zone while Beaver Valley piled on the goals with four in the first 10 minutes. With two Rebels in the penalty box the Nitehawks took full advantage and Dallas Calvin (Braeden Fuller, Ryan Edwards) started the onslaught at 16:57 and then, at even strength, scored with Taylor Stafford (Braeden Fuller, Dallas Calvin) at 13:21.

Less than a minute later Braeden Fuller (Dallas Calvin, Taylor Stafford) scored and then Keanan Patershuk (Hayden Chase, Ryan Edwards) at 10:01.

The Rebels got on the scoreboard at 3:56 with a power play marker by Chase Reddin (Derek Georgopoulos, Evan Kite). But Braeden Fuller (Dallas Calvin, Walker Sidoni) with his fourth point in the first period scored with two and half minutes left to play. The Rebels ended the first period behind 5-1, and so the start of the second period saw backup Rebels goalie Patrick Zubick replace Nate Rabbit, who was struggling against the Nitehawks’ attack. Rabbit, though, should not take full responsibility as the Beaver Valley line of Dallas Calvin and Braden Fuller

who had scored four goals in the first period, was skating circles around the Rebels’ defence controlling the puck in the Castlegar zone for most of the period.

Second period saw the Rebels get off the bench and into the game as they held the Nitehawks to only one goal by Dallas Calvin (Walter Sidoni).

Zubick was shining in the Rebels net, limiting the Nitehawks performance.

In the third, Rebels laid three goals down in the first six minutes by Aaron Petten (Kody Disher), Darren Medeiros (Chase Reddin, Connor Beauchemin) and Diego Bartlett (Matt Reed, Hunter Jenerou) before he Nitehawks’ Braeden Fuller put one more in the net. But it wasn’t enough to pin down the Nitehawks who eventually scored 7-4 .

lowed three shots out of 38 to count for the Nitehawks and entered the game after the first period with his team down by four, was quick to credit the Rebels’ skaters for making his workout count. The gymnastic Zubick, when asked if there was luck involved, said, “For sure, but its more about positioning and angles; you gotta stop the hard ones and the easy ones too.”

Hunter Jenerou commented, “Pattie was great tonight he really kept us in the game.”

As for the slow start and the Leafs game the week before, he replied, “Its getting to be a bad habit, but the team’s coming together especially in the second and third period. It’s kind of a mental thing.” The Rebels’ next home game is this Saturday against the Creston Valley Thunder Cats at the Castlegar Complex - 7:30 p.m.

It was another busy weekend at the Castlegar Curling Club as teams from across the Kootenay Boundary Region converged to battle it out at the annual Sunflower Mixed Bonspiel.

Games were played over the weekend with the 16 teams slowly being eliminated one by one bringing it down to an exciting final A event game between the Horning rink from Castlegar and the Bedard rink from Christina Lake

It might be winter - cold and icy - but that is not stopping Castlegar youth and their parents getting around to sports venues throughout the area.

Competitions are fierce but very sportsmanlike. With moms and dads growing-up playing sports, this new generation of young stars has built-in family coaches. With volunteerism and camaraderie being a high priority to Castlegarians, there seems to be no shortage of coaches and fans whether they be school teachers, parents or other youth.

This past weekend there was a 26 team invitational minor hockey tournament.

Shootout taints Saints’ road trip submitted

The Selkirk College Men’s Hockey program began the 2014 portion of their B.C. Intercollegiate Hockey League regular season schedule with a pair of road games against first place rivals this past weekend, beating Thompson Rivers University by a 3-1 score before falling to Simon Fraser University 4-3 in a shootout.

On Friday, the Saints fell behind TRU on a first period power-play marker but rebounded with goals in the second from Tanner Lenting, Logan Proulx and Beau Taylor. Selkirk controlled play much of the night, outshooting the WolfPack in all three periods including a 20-9 margin over the final 40 minutes.

Chris Hurry picked up the win in goal, turning aside 17 shots. Former Saints netminder Stephen Wolff took the loss in the TRU crease despite a strong 27-save performance.

“We asked the guys to compete hard for a full 60 minutes on Friday night and 3.25 x 4.7Selthey came through, ” says

kirk head coach Jeff Dubois.

“TRU is a tough team to play in their rink, but we limited their shots and scoring opportunities and created some good chances over the second half of the game. Our offence carried us on a lot of nights in the fall, but you can’t count on that every game. It was satisfying to get two points on the road due to a very solid defensive effort.”

A Town Hall meeting for Ootischenia Residents is scheduled for Monday January 27 at 7:00 p.m. to discuss the The City of Castlegar’s intention to extend the City Boundary to include the Ootischenia Ministry of Highways Gravel Pit Land extending to the Columbia River.

Michael Horcoff February 28, 1930 January 7, 2014 Passed away at age of 83 at Delta Hospice after a valiant battle with cancer. Michael was born in Castlegar where he graduated from high school. He then attended UBC graduating with an engineering degree. He enjoyed sports and was a member of the Castlegar Cubs softball team. He also played badminton and was an avid golfer. He also had a great love of music.

Mike’s engineering career began with Westinghouse Canada in Hamilton, Ontario. After five years in Ontario he returned with his young family to resume residence in greater Vancouver. Prior to retirement he taught at BCIT. He was predeceased by his parents, wife Marie, son Daniel and brother Paul.

He is survived by his son Jim (Lorna) and granddaughter Kelsey, daughter Deborah (Greg) and grandson Brett and brother Fred.

John Kolesnikoff 1937 - 2014 On the morning of January 4th, 2014, John passed peacefully in his sleep at Talarico Place, Castlegar, B.C.. John was born at home on July 10, 1937, amongst the pine tree’s of beautiful Pass Creek B.C, to parents Anton and Dora Kolesnikoff. He grew up with 1 sister and 3 brothers.

In March of 1956 he married his soul mate Tina Maloff.

They raised 2 children; son James and daughter Elizabeth.

John was blessed with 2 grandsons, 2 granddaughters and 1 Great granddaughter. In his early years John was employed in the sun kissed orchards of Kelowna. He also had a passion for carpentry and a few short years later he earned his certificate. Throughout his new career, he helped built Mica dam, Waneta dam and the South Slocan Kootenay Canal. John had a green thumb and enjoyed gardening. He also loved bee keeping, fishing, camping, bus trips to Reno and the Saturday night banya.

John was predeceased by his loving wife Tina, father Anton, mother Dora, father-in-law John and mother-inlaw Agnes Maloff, sister Mary, brother Peter, brother-inlaw Mike Tericho, sister-in-law Molly Kolesnikoff and his swat William Harshenin.

Left to cherish his memory; son James, grandson Stefan, grandson Christopher, his wife Jennifer and daughter Anika, daughter Elizabeth, husband Matt, and their daughter, Kristen and Leah Harshenin, brothers Max and Joe and their families, cousins Marion and Jim Kolesnikoff, and his favourite swah hah, Diane Harshenin.

The families would like to thank Dr. Merrit and all the staff at Talarico Place, Bill Strelaeff of Castlegar Funeral Chapel. Special thanks to Harry Zeabin of Krestova. Not only did Harry manufacture John’s final resting home made of pine, he looked after the complete ceremony with the utmost compassion. A huge thank you to the cooks who prepared and served the traditional Russian meal. To all the folks who participated in the traditional Russian singing and the gentlemen who dug by hand John’s final resting place. Without special people like you, it would have not been possible to carry out John’s wishes.

Percy Davis It is with great sadness that the family of Percy Davis announces his passing on January 15, 2014, in Castlegar BC. Percy was born in Cochrane, Ontario on February 27, 1927.

Percy was a dedicated Electrician at Teck Cominco for 30 years, he loved fishing, hunting and was a member of the Royal Canadian Legion and many other clubs.

Percy will be lovingly remembered by his wife Bernice of 30 years, and his children; Reg (Lynn), Ken(Janice), Geoff (Doreen), Percy Jr. as well as five stepchildren, several grandchildren and great grandchildren.

The family would like to offer a heartfelt thank you to Dr. Merritt, Dr. Larocque, and all the wonderful staff at Talarico Place for their exceptional care and attention.

Fiorenza (Florence) Maria Demeo With very sad hearts the family of Fiorenza (Florence) Maria Demeo of Castlegar wishes to announce her passing at Kootenay Boundary Regional Hospital on Sunday, January 5, 2014, blessed with 85 years of life.

Florence was born in San Vito al Tagliamento, Italy on September 9, 1928 to parents Luigia and Giuseppe Fogolin. She had her schooling in Italy and at the age of 22, she and her family emigrated to Canada, eventually settling in Castlegar. A year after, Florence met and married Eugene Demeo and the young couple began their life long residence in Castlegar.

Florence was very committed to her role of a loving wife, mother and Nonna. Her three grandchildren became her big source of pride and joy. In her later years she became an active member in the CWL and enjoyed her weekly sewing and coffee clubs.

She was predeceased by her loving husband Eugene, her parents and her brothers Fiorenzo and Tarcisio.

Left to mourn her loss are her daughters Lorraine (Stefan) Helgesson and Louise Demeo; her sons Michael and Tom (Heather); grandchildren Christina, Michaela and Thomas; her sisters Rosa and Maria Fogolin; her sister-in-law Jennie Demeo and many nieces and nephews.

Vigil Prayers were said on Sunday, January 12, 2014 at St. Rita’s Catholic Church and Mass of Christian Burial was celebrated by Father David John on Monday, January 13, 2014 at St. Rita’s Catholic Church followed by the interment, with her beloved husband, in Park Memorial Cemetery.

Tina Perepelkin With heavy hearts the family of Tina Perepelkin, of Brilliant, wish to announce her passing at Talarico Place Care Centre on Saturday, January 4, 2014, blessed with 84 years of life.

Tina was born in Nelson on October 4, 1929 to parents Tanis and Louis Verigin. She was raised in Blewett and as well, received her education at the Blewett school. On February 28, 1946, she married Bill Perepelkin where they lived in Glade and Krestova.

Early in their lives the young couple spent summers working in the Okanagan, in the orchards and packing houses. In the 1960’s the family moved to Vancouver, where Tina worked as a home support worker and as a housekeeper. In 1974, Tina and Bill moved to Brilliant where they built a home and have lived the remainder of their lives.

Tina enjoyed sewing, knitting, gardening, cooking and preserving the bounty of her gardens, greenhouses and fruit trees. She enjoyed travelling, visiting Cuba, Mexico and Hawaii. Closer to home, Tina enjoyed going to hot springs with friends, to the beach with her grandchildren and socializing with friends. She was a cheerful, kind and thoughtful woman who took life in stride and her belief in God gave her the strength to endure the hardships of life. Tina was a member of the USCC and enjoyed singing in choirs and participating in the peace movement, especially the Mother’s Day marches in Osoyoos.

She was predeceased by her beloved husband Bill, her son Dennis and her brother Mike.

Left to mourn her loss is her son Walter (Donna); her daughter-in-law Janice; her daughter Beverley (Peter) Bloodoff; her sisters Helen Markin and Elsie Makasoff; her 8 grandchildren; her 10 great-grandchildren; her great-great-grandson (and another one due in April) and her large extended family.

Thank you to Mike A. Kanigan for officiating the funeral service at the Brilliant Cultural Centre on Friday, January 10, 2014 which was followed by interment at the Brilliant Cemetery.

The family would like to thank Dr. Larocque, the entire staff of Talarico Place for their compassion and care during Tina’s convalescent stay. We would also like to express our gratitude to all our family, friends and relatives for their support, as well as all those that attended the service, sent flowers, cards and letters.

The stacks at Celgar are often misunderstood and thought to be ‘smoke stacks’. In reality, what you see emitting from the major stacks at the mill is actually 99.99% steam vapour. Steam results from the contact of hot clear flue-gases mixing with cooler air temperatures. There are also additional moist steam vent stacks located at lower elevations in the mill.

There are three major stacks at the mill – the big blue stack of the recovery boiler, the red and white stack of the power boiler and the silver stack of the lime kiln. These are considered major because of the volume of flue-gas that is emitted to the atmosphere.

All three stacks are equipped with a pollution control device called electrostatic precipitators. The recovery boiler has two of these devices. Particles contained within the flue-gas carry a charge. Precipitators create an electrical charge that causes the particle to become attracted to a series of plates contained within the units. The plates are periodically shaken to drop the particles to a conveyor belt below that transfer the solid material back into the process.

Celgar was thrilled to win the bid to sponsor the Castlegar & District’s new Zamboni!

Our sponsorship allowed us to deck out the Zamboni with a ‘night shot’ image of the mill, our logo and common purpose statement.

From the funds paid for our sponsorship $1,000 will be paid annually to each of the following groups for the term of our contract: Castlegar Minor Hockey, Castlegar Skating, Club, Castlegar Rebels and the Selkirk Saints.

Another $3,000 will be provided annually to financially challenged community members of the Castlegar & District service area to assist and encourage participation in organized sporting and recreation activities. The remaining funds will be put in to a reserve fund for future replacement of the ice surfacing machine.

No Layoffs Anticipated The goal of the workforce restructuring program announced (by parent company Mercer International) last summer is to achieve savings of approximately $11 million in total personnel costs and $1.3 million in other fixed costs by 2015 to ensure the sustainability of the mill that has been a major employer in Castlegar for more than 50 years.

Precipitators are extremely effective. A slight haze would be noticeable if even one of the four plates were not functioning normally. During every major annual maintenance shutdown the mill thoroughly inspects these units and makes repairs if needed so that they operate optimally. These major stacks are tested regularly for particulate emissions. The boiler stacks are also equipped with opacity meters that provide a continuous indication of the amount of particles in the existing flue gas.

The remaining process stacks are equipped with wet scrubbers. The main difference between the technologies is the scrubbers also remove odour gases that must also be pulled from the process off-gases. Also, these scrubbers are placed on stacks with significantly lower emission volumes.

Particulate emissions from Celgar are among the lowest for similar boiler in the country and well within our permitted limits. In fact, the permit allows for the total discharge of 1.5 t/day of particulate matter. In 2013, Celgar averaged a total particulate discharge of 0.28 t/day, which is only 18% of the allowable limit.

Celgar has offered generous voluntary early retirement and severance packages to employees since September and due to a good expression of interest suspended further offerings in November to ensure the program wasn’t oversubscribed and cause a loss of too many key personnel in a short time period.

“One of our primary objectives during the restructuring was to preserve employment for our more junior employees. We have achieved our short term staff reduction target through the success we’ve had with our voluntary early retirement and severance program along with normal attrition,” says human resources manager John Belland. “Our program volunteers have made room for our more junior employees and, as a result, we expect to have no layoffs as part of this restructuring.”

“A lot of effort and deliberation was required by the management team to restructure our workforce to a more streamlined operation. With a combination of attractive severance offerings and collaboration of resources between departments we were able to complete the design phase of the restructuring. ” says Kevin Anderson, Managing Director.

Celgar anticipates no significant impact on junior employees other than possible changes in the work they do or the areas of the mill they may be placed. “We expect our more junior workforce will continue to have excellent opportunities for career growth as evidenced by our ongoing commitment to our apprenticeship program,” says Belland.

Celgar’s final personnel reduction target number is lower than what was achieved at year end. However, it is expected that all future reductions will be achieved through natural attrition. “With the exception of what we are obliged to offer under the Collective Agreement, we have no plans to extend another round of voluntary severances,” Belland says.

Zellstoff Celgar was British Columbia’s first inland pulp mill when it opened in 1961 on the Columbia River outside Castlegar. The mill has an annual production capacity of 520,000 ADMT (Air Dried Metric Tonnes). The NBSK pulp produced is sold globally within key markets in China and the USA to be utilized in the production of printing and writing papers, board products for packaging and hygiene products including tissue and toweling.
