A minion is a popular character in the movies Despicable Me and Despicable Me 2. The couple began their work before Christmas, making the body from solid ice, the glasses from lego boxes and the hair from telephone wire.

Blue tarp is used for the overalls.

The minion’s teeth are flossed regularily to help them stay bright and stand out.

Family members helped out with the minion on the weekends.

Council to contract headhunter to recruit and hire new CAO

By Treena Mielke After a brief in-camera session, council, at its Jan. 13 meeting, passed a motion to cease the current search for a new CAO and contract an organization to be responsible for recruitment and hiring of the position.

Originally, council had come up with a short list of four candidates, one of which was the former mayor Dale Barr.

Following the council meeting, Mayor Rick Pankiw said rumors and innuendoes had made it impossible for council to use their own discretion to make a decision about hiring a suitable candidate. “”Unfortunately, due to rumors that

have spread in the community for the last 10 days it is impossible for us to continue our process of hiring a CAO. We are back to square one.”

Pankiw said he hopes such rumors cease in the future.

“I would hope that the citizens of our great town from this day forward can allow their elected officials the opportunity to do the job that we were elected to do. It was unfortunate that a select few can ruin due process as it is intended to be.”

CAO Tony Goode is scheduled to retire at the end of February following the finalization of the 2013 budget. A headhunter is to begin recruitment for the Goode’s position as of Jan. 27.

With forced cheerfulness, I gingerly took the cute little pedometer out of its packaging which took exactly four hours and 23 minutes as it was secured in this childproof packaging that no one could open without the aid of a cutting tool.

Once I got it out, I discovered I really had no idea how to set the thing, even after I quit trying to read the French side of the instruction book.

Luckily, my daughter-in-law knew how to set it. She’s good at stuff like that. She set it quickly, efficiently and correctly and handed it back to me almost immediately.

“Thanks, I think,” I murmured, somewhat aghast. Now what? I

have to actually get up and start stepping, I whined.

I’ve had the pedometer for about a week now. And I’ve stepped. I’ve stepped on ice and through snow banks and onto the treadmill at the gym. I’ve stepped up and down the stairs and from my car to the office.

I’ve stepped to the grocery store and to the mailbox and to Tim Horton’s for coffee. I’ve stepped, stepped and stepped some more.

And every night before I go to bed, I take off the pedometer to check and see if I have made the required 10,000 steps. And, every night, I discover I have not.

It is very discouraging.

But, really I am very close. So close.

Maybe tomorrow!

Throwing money at problem not best solution The amount paid to doctors in Canada increased by $7.5 billion in the last five years to reach a total of over $30 billion per year. Put another way, the growth rate of physician remuneration expenditures - what our health system pays to doctors for health services - was more than twice the rate at which the Canadian economy grew over the same period (around 6.4 per cent per year).

No one would argue that this is a lot of money in itself, and a growing proportion of our collective wealth. At the same time, every new report on our healthcare system, including from the Commonwealth Fund, the Health Council of Canada and the College of Family Physicians of Canada, continues to highlight what little progress has been made regarding the accessibility of healthcare.

So what's going on here? We invest evergrowing sums in physician remuneration without noticing much improvement in the availability of medical visits and procedures. How can this be the case?

In a new study in Healthcare Policy published recently, we used the latest available data from Quebec to analyze the evolution of medical services costs and volumes of care over five years (from 2007 to 2011) to gain a better understanding of the relationship between physician fees and availability of care. The results prompt some important policy considerations.

In 2007, after bitter negotiations between physician federations and the Quebec government, agreements were signed to significantly increase fee schedules. Over the following five years the average cost per service rose by 25 per cent for

family doctors and 32 per cent for specialists (the term service describes all medical care provided, such as visits, procedures and tests). At the same time, the number of physicians per capita grew by 8 per cent to reach an unprecedented number of physicians in the province.

These two trends combined increased medical compensation expenditures in Quebec by $1.5 billion over five years. After controlling for inflation, these investments translate into average net income increases of 15 per cent for family doctors and 25 per cent for specialists. As these are inflation-controlled figures, these are real increases in purchasing power.

What's interesting, however, is that during this same period, the average number of specialized service visits per inhabitant stagnated, and the average number of family medicine service visits per person actually dropped by 5 per cent. The average number of services provided by each physician also dropped by 5 per cent for specialists and 7 per cent for family doctors.

In other words, the net impact of investing an additional $1.5 billion dollars - no small sum - in physician remuneration was either a stagnation or reduction in the volume of services provided to the population. Moreover, the decrease in the average volume of services per physician offsets most or all of the increases in the overall number of physi-

cians.

Unfortunately, this result is not surprising. In fact, it is highly convergent with what is known in economics as the 'target income hypothesis.' This hypothesis posits that people aim for a given level of income and will adjust their work load to reach it. This implies, among other things, that when the rate paid for a given amount of work increases, workers might choose to work less rather than to increase their revenues.

What our study shows is that as the unit price of services rose, physicians - who are overwhelmingly self-employed entrepreneurs - adjusted their work practice to improve their quality of life instead of opting to earn more.

End result: Quebecers did not see an improvement in health service availability despite a sizeable new investment in healthcare, a failure of the policy goal. If the current investments in physician compensation were intended to improve the accessibility of medical care, then the data from Quebec show that this was a policy failure. Not only was there no improvement, but the problem actually worsened.

It is time that investments such as these are monitored, analysed and publicly debated. Throwing money at a problem, is not always a solution.

Council highlights for Jan. 13

By Treena Mielke At its regular meeting, Mon. Jan. 13, council approved funding of $500 to the Rimbey and Area Early Child Development Coalition (Powerful Moms and Super Dads), $500 to the Rimbey and District Victim Services (Big Band Valentine Gala), and $500 to the Rimbey Kinsmen (Christmas Supper and Entertainment. The funding came from the Community Events Grant Program.

Council listened to a proposal

by Dave Karroll entitled Destination Rimbey. The proposal outlined a 12week test program which Karroll said would lay the foundation for a longterm marketing initiative for the town to help expand the community. The program involves the creation of a website with a domain name of www. rimbey1.com. Karroll proposed advertisements for the website be placed in Alberta Weekly Newspaper Association newspapers in Saskatchewan, British Columbia and Alberta inviting participants to visit the website.

Coun. Mathew Jaycox suggested council could achieve similar results by providing a link to their own website.

Karroll’s proposal was accepted as information and was referred to the 2014 budget.

Council agreed to extend the Rimbey Art Club’s three-year lease agreement at the Peter Lougheed Community Centre until December, 2016. The art club pays $1,800 a year to lease the facility.

Council approved Parkland Regional Library’s requisition of $17,835 for 2014. The requisition is divided into four equal quarterly payments.

Council approved the requisition from West Central Planning Agencies for $7,021.08. The agency provides planning services for the town.

There were 13 new residential building permits issued in Rimbey for 2013 valuing approximately $2.34 million. There was one new commercial development permit issued valuing $2.47 million.

Council agreed to put in a team at The Big Brothers Big Sisters of Rimbey Bowl for Kids Sake to be held March 2.

Former councillor’s application to sit on library board turned down by council

By Treena Mielke Town council has turned down a request by the Rimbey librarian and gone against a recommendation by the town’s CAO to appoint Gayle Rondeel to the municipal library board.

At its regular meeting Monday, Jan. 13, council, in a secret ballot, voted against Rondeel being a member of the library board. Coun. Mathew Jaycox requested the secret ballot and the

vote count was not revealed. However, the mayor said the recommendation for Rondeel to sit on the library board was defeated.

Florence Stemo, a county resident, who was among several people in the council gallery, spoke out against council’s decision.

“What are the qualities of someone joining the library board?” she questioned. “Does council have faith

in letting the librarian chose a library board position?”

Coun. Paul Payson, who sits on the board said to his knowledge council had not denied anyone a position on the library board who had been recommended by the librarian.

He said an interest in literacy is one of the qualities needed for the position.

tively with other committees is another quality to be considered, said Coun.

Stemo accused council of making its decision based on personal prejudice.

Mayor Rick Pankiw, who appeared visibly annoyed with Stemo, retorted by saying council is not obligated to respond to such an accusation. On more than one occasion, he accused her of

smirking and threatened to ask her to leave the council chambers.

In background information in the council package it states Rimbey Municipal Library Board has had two library bnoard members resign.

Library manager, Jean Keetch said Rondeel met all the requirements set forth in the application and her recommendation was endorsed by CAO Tony Goode.

Wind and ice: On Jan. 15, a semi-truck with a long flat deck went into the ditch and hit the rear of a northbound pickup truck which had already gone in the ditch. The winds were around 100 to 120 km/h at the time of the accident and there was black ice on the roads.The accident occurred just before noon on Hwy 20 between Highway 53 and the Town of Rimbey. The impact of the semi ramming into her truck caused the woman to slam her head into the dash and she was taken to Rimbey Hospital. The truck driver was not injured. Winds were at around 100 to 120 km/h at the time of the accident.

Gale force winds Mother Nature continued her relentless pursuit of making this winter one to remember when she mustered up wind so strong it blew a pickup truck off Highway 20 into the ditch. A semi truck and trailer heading in the same direction also met the gust of wind and it, too, was sent into the ditch where it struck the pickup truck. EMS, police and fire department personnel attended the scene. The driver of the pickup was taken to Rimbey Hospital via EMS for non-life threatening injuries and was later released.

RCMP seize illegal drugs This week, the Rimbey RCMP responded to over 40 calls for service.

Highlights include theft from an oil field site, mischief, drugs and other serious matters.

Illegal drugs seized Mounties continue to crack down on illegal drugs in Rimbey....no pun intended! Police arrested a 22-year-old man in front of one of the local watering holes on Friday night. Upon search, police seized illegal drugs from the accused who was suspected of being involved in drug activity. He is going to appear in Rimbey court in the near future to answer to the charges.

Dangerous act angers driver Dear Editor, On Monday, Jan. 13 at about 12:30 a.m. I was southbound on Highway 20 just south of Rimbey.

I met a pickup truck and someone in this vehicle threw out a can or bottle. It broke out the windshield of my truck. If I had not been pulling a trailer I would know who threw it.

I’m writing this letter in the hope that some young adult knows who this punk is and will turn them into the RCMP before someone is hurt or killed from such a mindless act. I travel through Rimbey often and buy fuel and food there, but now I will not be supporting businesses there that may be operated by parents of these punks.

Reader questions council’s vote on library board application Dear Editor, Thank you for the opportunity to explain to your readers a matter that troubles me greatly and may be of concern to others.

As an interested, concerned citizen of the Rimbey area, having been a part of this community for 40 years, I attended the meeting of town

council on January 13, 2014.

One of the items of business was a motion regarding Gayle Rondeel’s application to be appointed to the library board. There were no questions asked by council members re the duties or qualifications of members of the library board and no questions or discussion regarding the ap-

My immediate response was to question “why” and during question period”, I asked three questions.

What are the qualifications required for sitting on the Library Board?

The reply from Council was interest in literacy and learning; ability to work with people and groups in the community.

I then asked if council has faith in the librarian’s ability and experience to recognize good potential board members?

The reply was a suggestion that I ask Mrs. Keetch that question.

I asked council on what grounds, other than personal prejudice would a council member vote against a motion that would put Gayle Rondeel on the library board?

The reply was a reference to the answer given to the first question.

I was puzzled, and I still am wondering why Gayle’s application was rejected.

Based on her track record of communitymindedness, her experience working with people, and her commitment to getting the job done, she would seem to be a shoo-in.

During the time she was president of the slopitch association, Rimbey got its ball-diamonds.

While she was vice-president of the soccer association, Rimbey got its soccer pitches. When president of the Kinettes, Gayle received the outstanding president and master club award. As town councillor she worked successfully on several committees and it was she who initiated the Friday afternoon sessions aimed at giving the public an opportunity to meet informally with elected officials. As a point of interest, at the opening of the library, when it was located at the Co-op, Gayle was asked to represent the general public at the ribbon-cutting ceremony.

Adding to the mystery as to why her application to join the library board, which is a volunteer position, is the fact that in the nine years of Jean Keetch’s work as librarian; and in memory that stretches back to the creation of the library board, no other applicant has been rejected.

I have pondered council’s decision for several days and I have no answer as to why. I have only more questions.

Does council not realize how important the board is to the operation of the library? (It is currently short three members.)

Does council not realize how valuable volunteers are, and how difficult it is to find them?

Did council take into consideration the effect its decision might have on other potential volunteers?

Is it perhaps that the individuals on council were not aware of Gayle’s contributions to numerous boards, and to the community she has been a part of for more than half a century?

Or is there something rotten in the Town of Rimbey?

One final question: Will council, in the wisdom that comes with hindsight, reconsider its decision?

Future of Rimbey’s homeless cats discussed

By Treena Mielke The number of stray cats within the Town of Rimbey could be reduced if council decides to follow up on any of the suggestions offered by Jim deBoon from Animal Control Services.

At its regular meeting Jan. 13, council listened to a detailed presentation by deBoon regarding stray cats.

“Stray cats are and will continue to be both a community nuisance and corporate responsibility of each community. Every year more councils are deciding it is time to address this issue. Some have more success than others.”

In his presentation, deBoon talked about a cat bylaw.

“With a proper cat bylaw you essentially make the rules the same for dogs and cats. This needs to be done in a delicate manner with proper trust and connection with the citizens of a municipality.”

Audiologist, Dr. Towers, Returns to Practice in Red Deer Dr. Towers, you’ve been an Audiologist in Red Deer since 2003. Where are you returning from?

I’m glad you asked. You are correct. I helped hundreds, if not thousands, of Central Albertans with hearing difficulty from 20032009. In 2009, I was asked to join one of the world’s largest hearing aid manufacturers and became the Chief of Audiology for their Canadian branch. It was an opportunity I couldn’t refuse and it turned out to be a tremendous learning experience.

You are seeing patients in Red Deer again. How might that experience you mentioned benefit the people from Central Alberta?

I think it presents me with a set of knowledge and experiences that is tough to find. I spent a lot of time at the manufacturer’s world headquarters in Copenhagen, Denmark. It was my job to bring back technical knowledge and research from Denmark to the Canadian hearing health care providers. So I learned a tremendous amount about how hearing aids are made, why they can be so expensive and what goes into research, development and production of hearing aids. On top of that, I got to travel to hundreds of other Audiology clinics across Canada to teach them about the technology. The best part is I got to learn from them as much as they learned from me. So overall, there is no doubt, that these are experiences that can’t be gained in Universities and Colleges and are really unique in Canada, let alone Alberta.

It seems like the world of hearing clinics and hearing aids

has changed a lot. Is it just me or are there a lot of new clinics?

It has changed a lot, for a couple of reasons. The first would be that some clinics are now owned by manufacturers. Obviously those clinics have an interest in what technology they might recommend.

Secondly, the baby boomers change everything as they have in every industry since WWII. They have influenced industries from diapers, to minvans. It just so happens now that that age group is getting to the point where a reduction in hearing is becoming a reality.

So how is someone supposed to decide where they should go for help?

I always tell my patients that who you see is more important than what you get. You should strongly consider choosing to see an Audiologist, specifically. More importantly though, you should think of your choice in hearing care as a relationship with your Audiologist, rather than a retail sale. Yes we pay for hearing aids in Alberta so it feels like retail, but it is health care and whomever you see should make you feel that way. You should not feel like you are being sold something, but rather, that you are being cared for as you would at the dentist or optometrist. ANDERSON, Yvonne Kathleen (Bobbi) Passed away December 25, 2013 in Red Deer Hospital at the age of 84. This position is responsible for performing general maintenance and troubleshooting duties for Instrumentation and/or Electrical equipment located at the Minnehik Gas Plant and Field, This equipment includes Plant and Field analyzers, transmitters, control/ESD valves, SCADA systems, DCS systems, chromatographs, meters, electrical systems etc.

QUALIFICATIONS: • Journeyman Instrument Tech (Electrician dual ticket preferred). • Minimum of 5 years’ experience in a sour natural gas processing environment. • Experience with PLC system will be considered a valuable asset. • Strong commitment to Health, Safety and the Environment. • Self-starter who is able to work independently with a minimum of supervision. • Strong team player with proven communication, problem solving and decision making skills. • Highly organized, reliable individual with attention to detail. • Valid Driver’s License, H2S Alive, WHMIS, TDG and First Aid Certi¿cates are an asset.

You must yield the right of way to the vehicle on your right if there are no yield or stop signs at an intersection. It does not matter which road looks to be more travelled. For example, Township Road 414 west of Highway 766, has several intersections that are not controlled. Township Road 414 (also known as the Leedale Colony Road) is the most travelled, however, it is the driver’s responsibility to yield to all traffic coming from the right, even if you are travelling on Township

Thieves hit oil lease Another oil lease site was hit by thieves at a site near Highway 22 and Highway 53. During the midnight hours of January 10, crooks helped themselves to mechanics tools, a fire extinguisher and to diesel they siphoned from a grader parked on site.
