Bipolar society starts support on West Shore

P

eople struggling with bipolar disorder on the West Shore now have a new place to go to meet others and find support.

The Bipolar Support Group is set to bring together people of all ages and persuasions who have bipolar disorder to meet, talk and help one another.

Healthy choices will be a focus, with members discussing lifestyles, drug and alcohol issues and other facets of living with mental illness.

Kyle Wells “Sometimes openReporting ing up to complete strangers is more therapeutic than opening up to people that you know really well,” said Andrea Paquette, executive director of the Bipolar Disorder Society of B.C. “You feel a sense of safety and eventually you form friendships and you feel comfortable. … The dynamic is so powerful.”

Paquette believes the group is the first to specifically focus on bipolar disorder on the West Shore. People with other mental illnesses are welcome, but the focus will be bipolar. The group is not a place for advice, but rather a listening ear.

The first meeting was held yesterday (Jan. 14) but the group is informal and people can to join or leave at any time. Paquette does

ask people who wish to attend contact her ahead of time so she has an idea of numbers.

Paquette has been working towards helping people with bipolar disorder for about five years now, starting with a youth support group, called Teens 2 Twenties, run out of her home starting in 2009.

“I saw a need for youth to gather together to form friendships and talk about their challenges,” Paquette said. “And celebrate their successes.”

Since those humble beginnings, Paquette has formed the Bipolar Disorder Society of B.C., which is a non-profit, registered charity providing four mental health programs. Along with the Teens 2 Twenties, the group offers classroom presentations, a women’s support group and community presentations.

In a one-year period Paquette said the society presented to 1,800 youth all told.

“It’s been astounding,” Paquette said of the feedback she’s received.

“They’re changing their attitudes around mental health, they see people in a positive light now, they’re changing their perspective.

It’s just mind blowing.”

With startup funding secured, Paquette said money will be needed to keep the group going.

She will go to municipalities and individuals with an interest in mental health to drum up support.

A Metchosin couple faces charges after the SPCA seized three dogs and one cat from their property.

A Greater Victoria teenager was found guilty of possessing and distributing child pornography after she texted naked pictures of another minor.

“We knew (the conviction) was a necessary step, so I don’t think we were under any illusions that this would be the end of the road,” Mackie said. “My client’s argument has been that this isn’t about child pornography, which was meant to address pedophilia and exploitation.

It’s about teenaged harassment or bullying and needs to be dealt with in a different manner.”

The federal government plans to table an anti-cyberbullying bill this spring in the wake of several highprofile cases, including that of Halifax teenager Rehtaeh Parsons.

Mackie said the new legislation, if passed, could be relevant to his client’s case. “By all indications, this is a bullying case,” he said.

Care aides aim to lighten the nurse workload

In April, Island Health plans to transfer a number of acute-care nursing tasks to care aides at Victoria General and Royal Jubilee hospitals.

The B.C. Nurses’ Union staunchly opposes the move and argues the changes will result in weaker patient care.

This is the final story in a threepart series that explores why Island Health believes the new care model is necessary, and why the nurses’ union is adamantly opposed.

he B.C. Nurses’ Union and Island Health are locked in a bitter dispute about changing the model of nursing, but one health-care professional has seen the new system work successfully at Victoria General Hospital.

Mary Ann Desjardins, a care aide for 21 years, is stationed at the VGH neuroscience department and works with a team of two registered nurses and one licensed practical nurse. The team normally cares for about 14 patients, and Desjardins helps them eat, get in and out of bed, bathe and use the toilet.

“We’re able to do the extra little pieces that a registered nurse doesn’t have time to do, such as comforting the patient,” she said. “There are times when I look at a patient and decide, ‘I’m going to sit with this person because I know he or she is frightened.’”

Her team was part of a small pilot project for the care delivery model redesign (CDMR) implemented at Nanaimo Regional General Hospital in September and planned for Victoria General and Royal Jubilee hospitals in April.

Changes would have care aides take on nursing duties such as feeding, bathing and toileting of acute-care patients in an effort to reduce costs and give patients more one-on-one time with a health-care professional. Desjardins said having

care aides in acute care is a positive change.

“It can lighten the load for nurses. I know it’s a good thing, I’ve seen it work,” she said.

The BCNU wants CDMR scrapped. The union argues that the model decreases, and in some cases eliminates, direct patient time with nurses. It also said care aides don’t have the same education to notice subtle changes in a patient’s health, which could be life threatening.

Motorists should expect delays on Highway 1 as the Ministry of Transportation starts to install fencing between the Leigh Road interchange and the Millstream interchange this week.

Motorists may expect intermittent delays of up to 10 minutes. The northbound fast lane between Leigh and Millstream Road interchanges will be closed between 7 a.m. and 2 p.m. The southbound fast lane between Leigh and Millstream will be closed between 2 p.m. and 5 p.m.

Lily Cave is an aspiring performer, waiting for her big break. And at age nine, she is not wasting any time.

Apart from school and friends, she spends as much time as she can going from one audition to another and improves herself by attending acting, dancing and singing classes.

Recently the Grade 4 student competed in Vancouver’s annual Christmas Market X-mas Factor singing contest. She didn’t win the $5,000 grand prize, which went to a 21-yearold, but she was happy.

“It felt really great when I was asked to go to the finals,” says Lily, who sang Billy Squire’s Christmas is the Day to Say I Love You and Chuck Berry’s Run, Run Rudolph. “I am the youngest performer they’ve ever had at X-mas Factor.”

lessons at age three and got into musical theatre at four, that’s when Lily caught the acting bug, she says.

“One time I just said, ‘Mom, can I try acting?’ So now I’m in classes.”

Her mother, Leanne Teron, enrolled her in the Victoria Academy of the Dramatic Arts where after seven lessons, an instructor said Lily was a natural and told Teron to get her an agent.

“With singing, it’s easier to tell if you’ve got the voice or not,” Teron says. “But with acting, you don’t know.”

Since getting an agent, Lily has attended various auditions for theatre, television and film.

In September, she started acting school in Vancouver, where she takes classes for six hours every Sunday.

However, her supportive family is considering moving so the budding star can have a better chance of making a career.

over for a theatre part recently because the producers wanted someone who lives in Toronto.

“Some of these kids acting in Vancouver, their resume is huge,” Teron says. “I feel Lily missed out a little even though she started at nine. She could have started at six.”

Teron and her husband, John Cave, discussed moving to support their eldest daughter’s ambition, but they have let their child take the lead.

“She makes the decision,” Teron says. “If you try to push them, it doesn’t work.”

The family moved to Oak Bay from Metchosin a few months ago, and Lily says she would love to move to Vancouver, but is torn, as the Island is home.

“What I always say is, even if I don’t make it and get famous, I don’t really mind because all I want to do is sing,” she says.

Child porn case ignores bullying L

ast Thursday, a 17-year-old Victoria-area girl was convicted of possessing and distributing child pornography after she texted naked photos of another underage girl.

The images were sent to the victim, another teen and the 17-year-old’s boyfriend.

It appears the conviction met the strict definition of distributing and possessing child pornography, in this case sending around images of her boyfriend’s ex-girlfriend. She also threatened the victim and used the photos to try to humiliate her on Facebook.

But are the actions of this 17-year-old equivalent to a pedophile trading child porn over the Internet, and thereby contributing to the harm and degradation of exploited youth?

It seems in this case, the intent of the 17-yearold was to bully and harass a potential rival.

Clearly Canadian law is unable to cope with the fast moving world of social media and the vicious world of teen bullying, mixed with a culture that encourages young girls to allow racy photos of themselves via a technology that links with ease to the Internet.

Many might agree that defaulting to a child porn charge sends a message that teens distributing photos of naked teens should be dealt with harshly under the law. Certainly bullying left unchecked has led to cases of girls committing suicide.

That said, we should call this recent case what it is – bullying and harassment due to rivalry and jealousy, plain and simple. That doesn’t diminish the seriousness of the offenses or the suffering and humiliation of the victim.

But calling this teen a child pornographer is disingenuous and distracts from the deep and ongoing problem of bullying in the age of social media (not addressed was the fact the boyfriend would have technically been in possession of child pornography, as it was his phone that stored the photos).

If nothing else, parents and educators need to make this a teaching moment. Teens and tweens need to understand legal ramifications of images and text transmitted onto the Internet, and the fact that digital images always have the potential to be distributed into the wider world.

Harper’s got plenty to answer for, no question. I’m as relieved as anyone that Harper is not killing this modest federal project that started in 1992, but this is not news.

It was a fake public event to justify the cost of a trip so Harper could address a new Conservative riding association.

And how is the federal deficit after eight years of tight-fisted Conservative rule? We’re only borrowing about $1 billion a month now, down from the Harper government all-time record deficit of $55 billion in 2009.

Some cost cutting is in order all right.

Girls curl toward national light The joys of the win and the pains of the loss are becoming more enjoyable as we watch our province battle on T.V. From that first taste at competition to the pride of wearing the flags on our backs, B.C. women have shown their skills in the sport of curling.

It all starts at the juvenile level (known as bantam in other provinces). In B.C., athletes between the ages of 12 and 16 who qualify from their region will either go to provincials or B.C. Winter Games, depending on the year. The winner of that competition will go on to represent our province at the U-18 Junior Optimist curling championships. This competition is equal to a national championship, but also includes some international teams in its roster. Our province has been well represented at the Optimist these last few years. As

of 2010, we have been in the top five, and have been the defending champions since 2012.

After the juvenile level, you transition into the junior level, ages 17-21. This category has a lot of tough competition in our province and is currently on a streak of producing great teams. At the provincial level, eight teams play off in a round robin, where all teams will play each other at least once. This is followed by the playoff round

In the past five years, B.C. has ranked in the top five, and this year got the privilege of testing out the Sochi Olympic arena ice by winning gold at the Canadian Junior National championships Finally, after juniors, girls wanting to continue in this sport will moves into women’s play, ages 21 and up.

The most well-known female curling competition in Canada is the Scotties Tournament of Hearts. Since 2006, B.C. has definitely been a team to watch. Winning gold that year and then again, as team Canada the two following years, B.C. was at its peak. Silver came in 2009, but it didn’t dampen our commitment to the sport. Since that silver medal, B.C. has stayed in the top five, winning another silver and bronze medal for our province. There are no

doubts that gold is in the near future.

As an athlete in this sport, I have seen the competition that British Colombia has to offer. From a B.C. Winter games to a junior provincials, I have witnessed the talent that will continue to shock Canadians around the country.

I’ve watched on T.V. the battles that our province has fought through to achieve our status and felt the knot in my stomach when that final rock is thrown. We are known as one of the provinces to watch and will continue to be as the generations pass.

From that first taste at competition to shining in front of a nation-wide crowd, B.C. women have let the country know that they are here to stay.

Canada Post retains its value What is Canada Post? Is it a Crown corporation in business that is purely driven to make money?

Or is it a service in place to provide a universal public service to all Canadians no matter what your postal code and currently at the rock-bottom price of 63 cents for a single letter?

Universal, so that a small business in Cobble Hill, for example, can compete on the same playing field as a business in Burnaby.

Canada Post is mandated to be self-sufficient and made a profit of $98 million last year, which surely they would want to invest in improving service (at least maintaining the level of service).

The notion that the sky is falling is fear-mongering. I agree that first-class letter mail is slowly declining, but revenue has increased from parcels generated from online shopping. How about looking at postal banking as a source of revenue, which is currently being done successfully in Europe?

How not to read When reading, you should be seated at a desk or in a comfortable chair, not lying on your stomach or on your side. Your back should have a normal curve and not be scrunched or propped up with one arm. If used for a long time the horizontal reading position can seem normal, even though it causes eyestrain. The visual system gets used to a distorted perspective, but the muscles which coordinate the eyes have to work hard to prevent double vision.

Once you decide to be in a comfortable chair, you need to consider what kind it will be. It should permit the feet to be flat on the floor. If the feet do not reach, try a phone book under them. The lower back should be supported, and the desk or table should be at waist level when the person is seated.

Working at a surface that is too high gives a similar distortion to viewing a movie from the front row, far side. You know how uncomfortable that can be, not only on your neck but on your eyes as well. A rule of thumb is that the reading distance should be no shorter than the length of your forearm. Be good to your eyes, they are the only two you will ever have.

Re-introducing risk into childhood play Pendulum starts to swing away from ‘bubble wrapping’ children Kyle Wells News staff

A trend towards the socalled bubble-wrapping of children, or helicopter parenting, is giving way to the notion of the importance and benefits of introducing risk in childhood play.

Ulrich Mueller, a psychology professor at the University of Victoria, estimates the overprotection of children started in the 1980s and ’90s, when parents began to invest more in their children, but also became more afraid of harm.

Over the past 10 years, Mueller believes those attitudes have started to shift.

Experts are starting to view playgrounds, which encourage imaginative play and appropriate risk taking, as a helpful aid to developing motor skills and confidence.

“This is how children learn what they cannot do and can do, therefore they

learn about their own competence,” Mueller said.

Mueller and Enid Elliot, an early learning and care instructor at Camosun College, are currently studying a nature kindergarten program based out of Sangster elementary in Colwood to see the effects of natural play.

As the study is ongoing there are no results yet, but the researchers are looking at motor development, fitness levels, attention spans and emotional development in the cohorts of tots.

Elliot said the early results are positive towards incorporating risk into play.

“I’m convinced that children need to have some ways of practicing how to take risks and how to be safe,” Elliot said.

“People have much more catastrophic injuries if they don’t learn from an early age to start to learn to manage their own risk.”

Tannock agrees more talk is circulating about the role of risk in childhood devel-

opment and she would like to see this idea influence educational programs and play areas and structures.

Victoria playground equipment dealer Merv Walker said the call for

alternative playgrounds is growing, but he heeds caution. He believes the push for risk creates a grey area for complying with safety regulations for playgrounds established by the Canadian Standards Association (CSA).

He worries the rules are being ignored. He even noticed a potential infraction in the photo of a nature-based playground at Pearce Crescent in the Saanich News, with uneven logs next to a pathway.

“If a child falls off an icy log for instance, the end of a log, and hits the pathway, it’s not covered by CSA,” Walker said. “CSA is what we have. I may or may not agree with it. In some cases I think it goes too far, but that’s my personal feeling.

Everything we do has to conform to CSA. It’s that simple.”

Saanich’s parks planning

and design manager, Gary Durrah, said the decision for the Pearce Crescent playground was based more on space and cost than anything else. Safety can be a concern, Durrah said, but it is certainly addressed.

“We do our best to minimize the chance of injury.

So we still have to put in proper safety surfacing,” Durrah said. “It’s a very difficult thing to regulate.”

What needs to kept in mind moving forward is the difference between risk and hazard.

Playgrounds actually have low fatality and injury rates, Mueller said, especially compared to other common occurrences such as riding in cars. The distinction is key.

“It doesn’t mean playgrounds should have some nails sticking out,” he said. kwells@goldstreamgazette.com

raig Northey and Bruce McCulloch may not be young or drunk, but the two veteran Canadian performers are by all means

punk.

“Both of us don’t like to be told what to do,” says Northey, founding member of Vancouver-based rock band Odds, who is once again collaborating with McCulloch, Kids in the Hall member, writer/director and actor.

“That’s my theory about musicians and comedians and why they got into this – because they wanted a job where no one told them what to do.”

Northey was, and still is, attracted to the DIY ethic that came from the ‘80s punk era and how it marked the end of a time in music where, in order to record an album, artists had to overcome a series of roadblocks: a $20,000-price tag and a sound engineer who wouldn’t let you touch any of the controls, he says. Toronto-based musician Brian Connelly worked with McCulloch on an earlier iteration of the show. Building on Connelly’s contributions, Northey worked on Young Drunk Punk with McCulloch in los angeles to arrive at its current form, something that will only have been performed a handful of times before it hits UVic’s Farquhar auditorium.

Much of Young Drunk Punk centres around family and fatherhood, a theme with which Northey, a father of three teens, can identify. and despite any trappings of adult life, Northey, like l.a.based McCulloch, remains very much a punk at heart. It all comes back to the disdain for being told what to do, while going after an artistic vision.

“You become possessed by music, or in Bruce’s case, a vision for what will make people laugh, about the truth, and about combining the two in your own way. It’s a disease that you can’t shake and I see that in anyone else who’s younger and who’s trying to do a similar thing and make music. ... That grassroots thing (about) punk rock – that’s back. Because there’s no giant infrastructure of major labels that you have to jump through all these hoops to be a part of – and it’s all about social media and building grassroots support for what you do – it’s no different than it was in 1979.”

Metchosin walls cry out for artists

Jazz vespers season opens Cuban-style The Anglican Church of the Advent, opens its 2014 season Sunday with the Cuban sounds of the Pablo Cardenas Jazz Trio.

Cardenas leads the group on piano along with Sean Drabitt on bass and Kelby MacNayr on drums. Cardenas graduated from the National Academy of Music in Havana, Cuba where he trained in

jazz and classical music.

Drabitt is a well-known classic jazz bassists and spent time playing in both New Orleans and New York City. MacNayr is a drummer who has long been involved in the Victoria music scene.

“We do this as a service to the arts community,” she said. “We offer this so artists have a place to show and sell their art.”

Humphreys is looking for artists to display their work for both February and March in the minimal cost program.

If selected for the 12-year-old program, a featured artist pays a $10 hanging fee to cover the costs of wire.

The program asks that artists offer community house 15 per cent if a work is sold.

Past media showcased include painting, photography and mosaic works.

Priority is given to Metchosin residents, but artists from across the region are encouraged to apply.

“It’s great exposure for artists we have so many community programs here in the house,” Humphreys said.

The program includes two hours free rental at the community house to host an artists’ reception.

A Classic tennis finish Oak Bay tourney offers something for players at all levels Don Descoteau News staff

Johane Mui isn’t one to back down from a challenge on the tennis court.

That much was clear on Sunday, as she faced hard-hitting teenager Emily Hooton in the women’s open final of the New Year’s Classic at the Oak Bay Recreation Centre tennis bubble.

At 48, she threw her racquet into the open mix and was promptly ranked No. 1, having won the women’s 45-and-over division in the Classic the previous three years.

After taking the opening set 6-4 then dropping the next 7-5, Mui’s experience and savvy helped her post a hard-fought 6-4 win over Hooton in the deciding set to take her first open division singles crown in this tournament.

“It’s was nice to hit against someone who hits harder than my peers,” Mui said afterward.

“This gives me fire to pursue provincial and national (play) and extend my career.”

Mui, who also won mixed doubles with partner Jared Mar-

tin, said the Classic has helped improve her game and allowed her to remain competitively active.

Having played the Classic the past nine or 10 years and advanced to various finals in the past five, she sees the tournament as a good local event that helps hone one’s skills.

“It gives you that competitive edge and sometimes it comes down to the mental game,” she said, referring to the final, in which she battled Hooton to gain momentum.

Over the years, this tournament has also given numerous young players their first competitive experiences, not to mention the opportunity to test their mettle against older players.

A case in point was the men’s open division, which saw 14-year-old Aaron Diemer face 17-year-old Austin Hoole in the final. Hoole, ranked No. 2 in the 17-player draw, cruised to a 6-4, 6-1 victory Sunday.

Both teens are provincialcalibre players who are serious enough about the sport to adjust their schooling to allow for more tournament play.

“(The Classic) is a good preparation for other tournaments and a good development event.

Plus it’s fun,” said Hoole, who will play under-18 singles at a B.C. selection series event this weekend in Vancouver. Diemer is in the U-16 division.

The finalists, who are also practice partners, have both played the Classic since they were pre-teens.

“I always love playing in this tournament. They do such a great job,” Diemer said. “This is a tournament that always has lots of great competition.”

The Classic attracted 210 players of all levels this time around, said organizer Ed Bakker, tennis co-ordinator with Recreation Oak Bay. While the total number of entries was the same as last year, the tournament has seen growth in the junior age categories, he added.

“We’re now a fully sanctioned Tennis B.C. tournament, which allows (juniors) to gain provincial points,” he said.

3. Section 40(2)(c) of Part 6 of Land Use Bylaw, 1990, No. 35 is hereby amended to read: “Despite Section 16(1) and except as otherwise permitted in this Bylaw, secondary suites are not permitted on parcels having areas of less than 650m2.

4. Section 45(3)(a)(ii) of Part 7 of Land Use Bylaw, 1990, No. 35 is hereby amended to read: “An R-1, R-1A, R-1B, CD-9CS, A-1, or A-3 zone, in which up to three parking spaces may be located in a front yard in association with a secondary suite use so long as the portion of the front yard occupied by parking spaces does not exceed fifty metres square (50m2) exclusive of driveway to the parking spaces. The 50 m2 limit shall not apply to parking space width in excess of 2.75m, provided this excess width does not itself equal or exceed 2.75m.”

5. Section 48(2)(b) of Part 7 of Land Use Bylaw, 1990, No. 35 is hereby amended to read: Sign Zone “2” which shall comprise the Attached Residential (R-2, RM-1), Apartment Residential (RM- 2), Multiple Housing Use Comprehensive Development (CD-4), Mixed Use Comprehensive Development (CD-5), Thetis Cove Water front Comprehensive Development (CD-8B & C), Comprehensive Development (Lakeside Village Mixed Commercial and Residential) (CD-9B & C & CS), Burnside Corner Comprehensive Development (CD-10A), Erskine Lane Comprehensive Development (CD-12), Thetis Cove Waterfront Comprehensive Development (CD-8A, D & E), Camden/Conard Comprehensive Development (CD-15) zones designated by Schedule 1 of this Bylaw and Mill Hill Residential Comprehensive Development (CD-16); Comprehensive Development – 18 (Townhouse): CD-18; Comprehensive Development – 20 (Eagle Creek Village): CD-20; Attached Residential: RT-1; Mixed Residential: RM-3.

Description of Application This rezoning will add the permitted use of one secondary suite per lot on a lot larger than 558m2. Secondary suite applications will still be required on any property described here before a legal suite can be built, and all additional suite requirements relating to parking, building code and general regulations within the Land Use Bylaw are still in place. This does not guarantee that a suite will be possible on any of these sites.

Bogus U.S. bills make rounds Money accepted five times in Saanich-area stores Kyle Wells News staff

Poorly made U.S.A. funny money is popping up in Saanich after a number of people successfully passed counterfeit cash at local businesses.

Saanich police spokesperson Steve Eassie described the $20 and $50 U.S. bills as “poor quality,” consisting of two pieces of far-too-thick paper being glued together to attempt to emulate transparent security features of the real currency.

“They are obviously counterfeit,” Eassie said.

Eassie warns that under poor lighting or without paying proper attention, store employees could be duped.

Between Dec. 28 and Jan. 3, several different people successfully passed off fake bills five times, and were denied twice.

Despite the bills’ poor quality, the counterfeiters got away with: a $100 pre-paid Mastercard; pizza; a vacuum, electric blanket and sheet set; a $220 gift card; and $150 worth of miscellaneous goods, according to police.

Police are going over surveillance videos in an attempt to make an arrest.

Construction association cash helps area families The Vancouver Island Construction Association’s annual Christmas luncheon raised more than $8,500 in grocery cards, which were donated to children and families in need through Island schools.

“Of course we enjoy getting together but we also raise funds through our luncheon to support families who may need a little extra support,” said Angus MacPherson, construction association chair.

Each school received over $1,700 in grocery cards, while another $1,000 in grocery cards went to a Victoria family who lost everything in a preChristmas house fire.

Recipient elementary schools included George Jay and Oaklands in Victoria, Tillicum in Saanich, Ruth King in Langford and Georgia Avenue community school in Nanaimo. editor@vicnews.com

Gingerbread showcase raises $21,000 for housing

The fifth annual Canada’s National Gingerbread Showcase had a banner year raising more than $21,000 for Habitat for Humanity Victoria.

Nearly 3,500 votes were cast for dozens of gingerbread creations at the Inn at Laurel Point. The overall winner was a piece by Jennifer Dumont titled Calling All Muggles, while Laurel Point Chef April Iverson won in the professional category for her work called Steampunk Cinderella.
