Volunteers Wanted Snow Angels is a volunteer service where people commit to removing snow at the residence of a senior in need throughout the winter season. Drug and impaired charges laid

BY STEVE DILLS SYLVAN LAKE NEWS A Red Deer man still facing impaired driving charges in relation to a collision that resulted in the death of a 13 year old boy on Canada Day 2010, has been charged with several more offences following an incident in Sylvan Lake.

Sylvan Lake RCMP responded to a complaint of a possible impaired driver on Dec. 21st and located a parked and running vehicle with the driver slumped

over the steering wheel.

After waking the driver and speaking to him, he was arrested for impaired care or control of a motor vehicle, said Cpl. Kevin Halwa in a news release.

A search of the man and the vehicle located cash, crack cocaine and a small amount of marijuana.

Rodney Ross Arens, 36, of Red Deer is facing 14 charges including impaired care or control of a motor vehicle and drug related charges. He is also facing several charges of failing to comply with a recognizance.

Arens appeared in Red Deer provincial court Dec. 23 and remains in custody to return to court Jan. 7.

Alberta’s provincial health authority has recently come under fire by opposition party MLAs and activists alike for closing 77 Calgary long-term care beds damaged by the June floods. The angry reaction demonstrates the common misperception that a shortage of beds is the major cause of persistent waiting lists for long-term care.

Like other provincial governments, Alberta’s has faced very public calls to build more long-term care beds for several years. Instead of bending to these expensive demands, Alberta is overhauling the longterm care system to try and use its existing beds better -—a wise and financially prudent decision.

It’s doing this by changing the way it pays longterm care homes, shifting to a new payment model called patient/care-based funding, or PCBF. PCBF provides more money to homes that care for sicker, more complex residents.

This is a sharp break with the past, where longterm care homes were given a flat rate based on historical trends and inflation. The old model ignored differences in health needs between residents. Consequently, homes had little reason to take more complex residents, who also tend to be the most costly to care for. Many of these individuals languished in hospital beds, waiting for long-term care placement, even though they no longer required the level of care hospitals provide.

We are an elderly couple from Drumheller and were in Sylvan Lake when our truck stopped. We were able to roll out of the traffic and I got on the phone to AMA and was put on hold.

As we were waiting for AMA assistance, a young man stopped his truck and asked if he could help us.

A boost was to no avail and he said it was probably the alternator and that he could put it in for us.

2000s, Ontario began rolling out a similar patientbased funding model for long-term care homes several years ago. Now fully implemented, recent data suggests that the average complexity of residents being admitted to Ontario homes has indeed increased. Waiting lists have also decreased in the past two years.

PCBF also has risks that need to be carefully monitored. In order to get their costs below the amount paid by PCBF, long-term care homes might skimp on services, potentially jeopardizing residents’ safety or reducing their quality of life. Some might even try to alter residents’ clinical data in order to make them seem more complex (and hence better-funded) than they really are — a process commonly known as ‘gaming’. In the United States, this practice is considered fraud and offenders can go to prison.

Despite these pitfalls, Alberta’s ambitious effort to match payments with the needs of residents is a step in the right direction — helping to reduce wait times and ensure the sickest patients get appropriate care. In the meantime, Alberta should resist popular pressures to adopt simplistic solutions like building new beds, which evidence shows does little by itself to solve the problem.

Why? The reality is that wait lists for long-term care have less to do with the number of beds available and more to do with how these beds are filled.

Long-term care homes are intended to provide support to residents who require 24-hour nursing care, not to act as an alternative living facility for the elderly.

An example of this played out in Ontario in the early 2000s, when the provincial government funded the creation of more than 20,000 new long-term care beds. After a short-lived dip in wait times for longterm care, the waiting lists quickly returned. With residents funded at the same rate, many homes filled the new beds with those that were healthier and less complex — residents who could have been cared for just as effectively in less care-intensive settings, like assisted living.

Alberta’s PCBF model reduces long-term care homes’ financial incentive to cherry pick healthier residents by tying payments to the medical and physical needs of each resident. Payment rates for healthier residents are set at a lower level than those who are sicker. It also creates an incentive for homes to discharge healthier residents into less intense settings since the payments are lower. Healthier residents can be discharged into assisted living settings, for example, freeing up long-term care beds and reducing the need to build more beds.

Alberta isn’t the first province to move in this direction. Stung by its costly experience in the early

Benalto 4-H Beef Club judging day was held at the Terry Hambly home on Dec. 27 with about 40 members present and their parents attending.

Mr. Vic Gentzen of the Department of Agriculture instructed the members in judging after which a judging competition was held. This was followed by a hot lunch in the Evarts hall. ♦ ♦ ♦

Burnt Lake - Mr. and Mrs. Carl Engman and Mrs. E. Gronnestad were in charge of the card party held at the Community Centre to raise funds for the Christmas treats for the concert held on Dec. 30th. First prizes went to Mrs. J. A. Lindman and Cliff Halvorson, travelling prizes, Beth Ballantyne and John Lindman, consolations Mrs. E. Gronnestad and Alfred Gronnestad.

The Christmas concert for the community was held on Dec. 30 with a well filled house. The program was put on by the school and pre-school children and a great deal of credit is due to them and their mothers for an enjoyable program prepared in a very short time. Irwin Palmer made a jolly Santa Claus who distributed bags of candy to the children.

Public Hearing NOTICE OF A PUBLIC HEARING REGARDING PROPOSED BYLAW NO. 1631/2013 Being a Bylaw to amend the 50th Street Area Redevelopment Plan Bylaw No. 1516/2009.

NOW THEREFORE, the Council of the Town of Sylvan Lake, in the Province of Alberta, duly assembled and under the powers conferred upon it by the Municipal Government Act, RSA 2000, Chapter M-26, and amendments there to, enacts as follows: THAT Section 6.2.7 Sub-Areas G and J, Development Regulations be amended as follows: “For Parcels which abut Pelican Place” be removed and replaced with: “For Parcels within Pelican Place: . The maximum building height shall be 2 storeys above grade. . For lots which abut 50th Street, ‘grade’ shall be measured at the mid-point of the parcel boundary along 50th Street. . For all other lots, ‘grade’ shall be determined as per the existing Land Use Bylaw regulations.”

The tournament, which runs until Sunday (Jan. 12) will see the top 12 teams in the province battling against one another for the chance to represent Alberta at the national Scotties Tournament of Hearts.

Previous participants in the tournament have gone on to receive national and international accolades in the sport, and have even participated in the Olympics, making the tournament an important stop for some of the country’s most competitive curlers.

Lesley Hill, one of the host committee members, described its level of competition as “world class”.

She’s delighted to see such a high calibre of curling once again returning to Sylvan Lake, not long after after the town hosted it in 2009. “(It went) really well,” she said. “I think that’s the reason we got it back within five years.

“When you think of the number of communities in Alberta, to get it twice in five years is pretty amazing.”

The tournament is held in a different town or city each year.

Teams qualify based on their standings in previous competitions, and through regional playdowns.

Many hotels in town are already fully booked, she said.

The 48 participating curlers will be joined by 12 coaches, 200 volunteers — some of whom are local — and a television crew of between 30 and 40 that will broadcast the tournament’s final day.

Spectators from in and around the area and curlers’ families will also add to attendance.

As well as benefitting the town economically, Hill hopes the tournament will increase local interest in the sport.

“We’ve invited the schools to send classes down to some of the daytime draws, and the last time they came, I think they Celebrated were really impressed,” said Hill. “It’s a pretty impressive sport to watch, and even the kids can appreciate it.”

Hill added that the tournament would be of particular interest to children who are currently learning curling through physical education classes.

Teams will spend Tuesday afternoon practicing, and the first draw will take place 9:30 a.m.

Wednesday.

Wednesday includes a meet-and-greet during which spectators may spend time getting to know players.

“That’s open to the public to come and sit down with them and talk to them and find out that they’re real people,” said Hill. “We want people to come and make the curlers feel welcome — that’s really important.”

A variety of ticketing options are available for people attending the tournament.

Individual draw tickets range from $10 to $25, while event passes are priced between $100 and $200, depending on seating selection.

Hill hopes the tournament will attract a large number of spectators from both in town and around the province.

“We’ve got lots of room and it’s pretty cheap entertainment for what you get,” she said. “It is just outstand-

When God chose to reveal Himself to mankind, what medium did He use? A book? No, that was secondary. A Church?

No, that was consequential. A moral code? To limit God’s revelation to a cold list of do’s and don’ts is as tragic as looking at a Colorado roadmap and saying that you’d seen the Rockies.

When God chose to reveal Himself, he did so (surprise of surprises) through a human body. The tongue that called forth the dead was a human one. The hand that touched the leper had dirt under its nails. The feet upon which a woman wept were calloused and dusty. And His tears... oh, don’t miss the tears... they came from a heart as broken as yours or mine has ever been.

“For we do not have a high priest who is unable to sympathize with our weaknesses.” (Hebrews 4:15) So people came to Him. My, how they came to Him! They

Remember that. Remember that the next time you find yourself amazed at your own failures. Or the next time the acidic accusations burn holes in your soul. Or the next time you see a cold cathedral or hear a lifeless liturgy. Remember. It is man who creates the distance. It is Jesus who builds the bridge.

Following the priorities set out in Lacombe County’s 2014–2016 Strategic Plan and its longrange capital plans, councillors approved the 2014 interim operating budget, which is balanced at $49,214,011 in revenue and expenses. Council also approved the interim capital budget, which provides for revenues and expenditures of $17,052,850, a decrease of $3,639,810 from the 2013 capital budget.

As a cornerstone of its Strategic Plan, councillors have put a high priority on sustainable and financially viable levels of service for the current and future needs of our citizens. With this in mind, councillors approved a number of new and exciting initiatives in the 2014 budgets, while at the same time reducing costs in several areas.

The operating budget is based on municipal tax rate increases of 1.72 per cent for residential, nonresidential and farmland properties.

While councillors approve the interim operating and capital budgets in December of each year, the final budgets and tax rates are not set until the following spring, when the property tax levy for education purposes is determined by the province.

Municipal tax rates are set by aligning the total budget requirements for the year with the total assessed value of all properties in the county.

funded through property taxation, with the balance coming from federal and provincial grants, user and service fees, investment income and reserve transfers. As well, $437,470 in property taxes will again be collected on behalf of Lacombe Foundation to support the operation of their facilities.

Capital budget - Highlights of the $17.052 million capital budget include $12.24 million for the construction and reconstruction of 29.04 kilometers of gravel roads, paving/repaving of 14.62 kilometers of roads, and chip seal treatment of 60.1 kilometers of existing paved roads. As well, $352,590 has been allocated for county recreation capital projects.

A Question of Balance - Every year councillors work through the difficult task of managing resources for the growing needs of its stakeholders in order to maintain a balance between present needs and future growth.

County Commissioner Terry Hager said, “The 2014 tax rate increase reflects the current cost of doing business, and maintains our position of having one of the lowest property tax rates in Alberta.

Part of the increase in our tax rate is due to the costs associated with increased service levels in the areas of conservation management, weed and pest control and road maintenance. The balance is attributed to increased funding for recreation, tourism, historical and cultural facilities throughout the county, and additional contributions to a reserve set up for the rehabilitation and replacement of our bridges.”

Reeve Paula Law said, “The budget is one of the most difficult items before Council each year. We are tasked with balancing increasing costs, maintaining service levels and ensuring Lacombe County is well positioned for the future. All this is done while keeping you, the ratepayers, in the forefront. This year’s budget is no exception — staff and councillors have worked diligently to meet these goals and keep the tax rate as low as possible.”

Overcoming challenges at Ultraman World Championship

Hammer gels, bars, electrolytes, bananas, doughnuts, whatever I could keep down! We managed to get my energy back up and I finally started to ride really strongly again and felt good. Right after that, the tropical storm hit.

Powerful headwinds and rain that felt like needles in my face; awesome!

After that storm ended, and I managed to ride through all of the slippery wet pavement on the only real down hill section of the course, without crashing (like several others did), I got to start the big climb up to Volcano National Park. At about 110 kms in, we knew I was risking missing the cutoff of 12 hours, and it had started to rain HARD. Running up to me on the side of the road, ”You need to find another gear!” shouted my crew chief Darren.

So in the pouring rain I managed to dig harder than I have ever dug before, throwing any plans of saving anything for the next two days out the window, I absolutely suffered.

Darren and my other crew, Lyle, started sprinting along side of me for about 300 feet screaming encouragement at me and taking turns for interval after interval as they leapfrogged up the highway in our van.

I passed eight riders and both my crew and I tried to cheer on the other riders and help them to find another gear as well, for we were all in trouble. In the dark and pouring rain, with my lights on full intensity, we made the cutoff by 18 minutes. Five riders failed to make cut off on day one, it was heart breaking! Exhausted, soaking wet and ecstatic, we ate,

changed out the van, repacked the gear and settled in to prepare for the second day.

The 276 km bike starts with a huge downhill and while riding with the leaders (we are allowed to pack ride for the first 30 kms of downhill, as it is safer), we all heard a loud POW! Fzzzzz...

Everyone looked down at their bike and sure enough, it was me: a rear flat tire at 60 kms per hour. I pulled over quickly without incident, being grateful it wasn’t a front flat! I had it fixed quickly, frustrated at the loss of momentum and five minutes, but just tried to put it behind me. After I learned that one of the other riders (Lars from Germany) had stopped and pulled over at the bottom of the mountain to tell my crew I had a flat — I love the attitude of this race!

I was able to stay pretty steady for all sorts of climbs and amazing scenery, but after around 90 kms, I was almost falling asleep on the bike. The

Racing is, in some senses, a hilarious and ridiculous passion. Hopes, dreams, intentions, training, planning, all culminating in a race that rarely, (if ever) matches even the most basic of intentions.

After the most intense preparation in my nine year racing history, I stood in Kailua Bay in Kona, Hawaii, ready to start my journey.

With two of my best friends in the world as my crew for the bikes and run, and two wonderful paddlers from the island ready to guide my swim, I was anxious to get going.

The swim started as planned, and after 1:19 I was at 4 kms: perfect!

Soon I began to notice though, that I was not moving forward any more, as the buildings and coral no longer seemed to be moving. The current had picked up, and to boot, a one metre (three- to four-foot) swell was also moving us around as the tide came in and wind picked up.

My paddlers asked if I could feel the current, and decided to take me out to the right into deeper ocean to try and ease the current. Once the water got so deep I couldn’t see the bottom, just deep blue water, the little floaties were moving near and far and swirling around, and I began throwing up violently. I threw up about every 15 minutes for the next three hours by swimming over to the boat and hanging on to the outrigger.

I would try and drink some water and electrolytes and then slip into the water and continue swimming but I had no energy at all. I felt helpless and weak, but a voice in my head just insisted that the only way out of this, was to finish the swim, so I just kept going. At one point one of my paddlers asked if there was anything they could do: “Yah, let’s get me to my bike...”. I exited the water exhausted a full 90 minutes later than my normal 10 km time (turns out the swim course was nearly a kilometre long as well — oops!).

I was exhausted, but with my crew’s help, I got on my bike and started the 145 km ride.

day 1 fatigue was catching up with me! Once again, my crew started working hard to bring me back to life with anything I could stomach!

Thankfully, a tail wind helped us ride a big section after the town of Hilo, and before long we had made the big left turn at Honokaa — starting a massive 30 km, 2,000 foot climb.

The effort required to keep going was unreal. I was so tired, and my crew pulled me over to stop for a five minute rest, seeing how hard I was struggling. We put my feet in an ice bath and I ate as much as I could while sitting in the truck, then got on my bike and was able to start riding well again.

Finally we made the summit of that climb and got a flat section into the town of Waimea. The reward for that climb was another big climb up and over the Kohala mountains!

Continued from Page 13 This is the toughest climb of day two, a 14 km, 1,000 foot sustained climb of around 12 to 14 per cent in the direct sunlight. The great thing was, I had ridden this climb in training and knew it well!

I was mentally prepared, and now that the boys had me fueled up again, I could taste the finish line! I was able to power up the mountain, passing three other athletes and after seeing my family cheering me on, I flew down the 20 plus kms of the other side at 60 to 70km/hr to the town of Hawi. I managed to finish in 9:22, and we reset for

day three: the 84.4 km run!

The run started out as per plan for the first half marathon (1:55), but at around 25 kms, my left piriformis seized up; a leftover consequence of the hard ride in the rain of day one. This is a muscle in the glute (bum cheek) where the sciatic nerve runs through. This made my left leg muscles stop firing, so I started to run like Terry Fox, and had to walk a few large uphill sections. Soon the heat rose to mid 30˚C (92 F), and 43˚C (110 F) at the pavement, plus the high humidity.

I was limping for around 20 kms, stopping

often to roll on a foam roller on the highway, and try to stretch or massage it out. At about 46 kms Lyle managed to help me stretch it out and it started to fade, so I was once again able to run normally, and pick up my pace. My crew had kept my energy up and my body well fueled, as well as cool using bags of ice in my front and back plus ice water on my head and down my back. At one point, the blisters on my left foot were so bad, my foot no longer fit in my shoe — so we had to cut them open. Yah, that didn’t feel good at all. My family and friends were soon at the side of the road in a few spots cheering us on, and with the incredible help of my crew, I was able to finish the double marathon in 10:17:34 and complete the race! We even did 5 burpees at the finish line in honour of all my clients and friends back home!

My total time was 31:20:21, placing me in 21st overall, and top Canadian, finishing just ahead of 10 time athlete Marty Raymond. JENSEN Jerilyn Anne March 7, 1948 - Dec. 3, 2013 Jerilyn Jensen of Sylvan Lake passed away on December 3 at the Red Deer Regional Hospital with friends and family at her bedside. She is survived by step-daughters, Diane (Rik) Bassett, Treena (Ron) Underwood, Gail (Kerry) Gronvall and their families and by her brother Morris (Deanna) and their family.

She also leaves to mourn an aunt, uncle, numerous cousins and close friends.

During her career, Jerilyn held administrative positions with the federal government and within the provincial healthcare department. She took pride in her profession until she retired in 2012. Throughout her career she strove to improve her professional skills and enjoyed the teaching and mentoring of others. She had an infinite amount of love for animals and pets, most notably for horses and for her constant companion “Zoe”. Family was very important to Jeri, especially Morris and his family. She was also a cherished friend to many people - willingly sharing her wisdom, hope, strength and laughter and her presence in their daily lives will be missed.

She will be lovingly remembered by her friends and family.

A special thank you to Dr. Ieleen Taylor and staff at the Sylvan Lake Clinic, Sylvan Lake Home Care and to the doctors and nursing staff on Unit 32 who provided such loving care to Jerilyn over the recent months. A celebration of Jerilyn’s life will be held on Friday, January 10, 2014 at 2:00 p.m. at the Innisfail Peace Lutheran Church. If desired, memorial tributes in Jerilyn’s honor may be made directly to the Alberta Cancer Foundation. Condolences may be forwarded to the family by visiting www.reddeerfuneralhome.com.
