Kids coming to B.C. pubs Other reforms could see happy hour introduced

by Tom Fletcher THE B.C. government has uncorked another round of liquor law reform, with children to be allowed in pubs and restaurants allowed to serve drinks without food.

Premier Christy Clark announced the changes at a downtown Vancouver restaurant last month, as the provincial cabinet works its way through a list of 70 recommendations from a recent public consultation on updating B.C. liquor Christy Clark laws.

As with earlier rounds of liquor reform, the announcement was short on details and long on populist appeal. Some time next year B.C. will see the changes, and will also join all other Canadian provinces in allowing pubs to offer discounted drinks for happy hour. Permitted times and a minimum drink price are still to be determined.

to survive after being viciously beaten in what appears to be a robbery.

On Sunday, just after 9:30 p.m., the woman was picking up her 14-year-old son after a hockey game at the ice rink at Newton Arena,

located at 7120 136B St. In the parking lot, the woman was confronted by someone who demanded her purse. The attacker then proceeded to beat the woman.

As of The Leader’s press deadline Monday, she was in hospital, and wasn’t expected to survive.

The Integrated Homicide Investigation Team (IHIT) has taken over the case.

“IHIT is in the early stages of this investigation and this attack appears to be an unprovoked, random attack with a possible motive being robbery,” said Sgt. Adam MacIntosh of IHIT. “IHIT is currently working with the Surrey RCMP to identify who is responsible.”

The new machines were taken on three separate occasions in the first two-and-a-half weeks of December: Dec. 10, 12 and 15, all around 3 a.m.

TransLink media liaison Jiana Ling said that revenue loss due to the thefts “is not believed to be significant.”

TransLink is working with Impark – which manages operations for the lot – to address the problem, she said.

One step will be to relocate the pay stations – which were installed when pay parking went into effect early last month – to a more central location at the bus loop, where there are “more eyes.” Local RCMP have been advised of the rash, and transit security has bumped up its patrols, Ling added.

“We’re looking at various options to mitigate future occurrences of this.”

Impark spokesman Julian Jones said additional measures are also planned, “which we’d rather not make public.”

Jones described the meter thefts as “a very isolated incident,” and suspects the same people are responsible for all three of the thefts.

One of the meters was later recovered, he added.

“The sophistication of the meters and the way that we install them, and the way they’re built these days, that’s certainly a far less frequent occurrence than it would have been many years ago.

“Hopefully, we’ve taken the measures to prevent that happening again.”

Jones and Ling said similar issues have not been noted in other TransLink park-and-ride lots.

Both said they were not aware of reports of vandalism or vehicle theft at the South Surrey lot, though one driver who had her car stolen from the lot Dec. 2 told Black Press that she has heard of several such reports.

Doherty admits tolls might prompt more drivers to head east to the Fraser Valley to refuel without paying the TransLink tax.

only at Metro Vancouver crossings for TransLink, but also at AbbotsfordSumas, with revenue there funding transit projects chosen by the Fraser Valley Regional District.

He noted there’s

demand for light rail to the Fraser Valley, and the FVRD is also wrestling with how to pay for an intercity express bus between Chilliwack, Abbotsford and Langley.

“They’ve got very many of the same problems that Metro Vancouver has,” Doherty said.

“People want transit.

They’ve got an aging population. It’s all the same situation.”

Abbotsford Mayor Bruce Banman said the idea doesn’t make sense to him.

“I just don’t think it’s going to fly,” he said, adding he’d prefer to seek ways to reduce gas taxes charged in B.C. North Vancouver District Mayor Richard Walton, chair of the Metro mayors’ council, opposes the border tolling idea.

came last spring, when the Department of Homeland Security said it would study the potential to slap a new fee on all pedestrians and vehicles entering the U.S. at land crossings from Canada or Mexico.

It was intended to generate more revenue as the department faced arbitrary staff cuts amid pressure to contain the ballooning U.S. deficit.

“It’s been thwarted a couple of times,” said Bill Gorman, president and CEO of the Bellingham Chamber of Commerce. “Each time it’s been pretty adamantly opposed and stopped in Congress when it’s been raised.”

Gorman said he doubts a B.C.-imposed toll would do much to slow cross-border traffic.

“I think it would be more of a nuisance than anything else.”

He cautioned that such fees can hurt business and trade, which have both benefitted from an open border.

“Our economies are inextricably intertwined and important to each other. We don’t want anything to get in the way of that.”

Funding for TransLink: HOW DOES about $35

million in possible border tolls compare to other sources for TransLink?

• The two-cent per litre increase in the gas tax from 15 to 17 cents in 2012 generates an extra $40 million per year and covers TransLink’s $400-million share of the cost of building the Evergreen Line to Coquitlam.

• If $35 million was raised through a vehicle levy – one of the sources Metro mayors propose – it would equate to an annual fee of about $30 per car.

• TransLink’s main three revenue sources are fares, which cover 36 per cent of the $1.44 billion budget, followed by the gas tax at 23 per cent and property tax at 21 per cent. Most of the rest comes from senior government contributions, a pay parking tax, a B.C. Hydro levy and Golden Ears Bridge tolls.

Coun. Barbara Steele said Monday that Newton is not an easy fix.

“We’ve had issues there for sure,” Steele said.

“Obviously we have to do something, and I wish we had the answer.”

She said Sunday’s incident was horrific.

“There are no words to describe this, the kind of atrocity,” Steele said.

NDP critic Shane Simpson said the changes effectively erase the distinction between a licensed restaurant and a pub, and are being announced for popular effect without any research to support them.

The province also intends to make its Serving it Right liquor training mandatory for all servers in B.C.’s 5,600 licensed restaurants, as well as staff at B.C. Liquor Stores and rural agency and wine stores. Licensees, managers, sales and serving staff “should also be required to recertify,” according to a government news release.

of them, although there will be at least one new person elected, given that Marvin Hunt won’t be running again. He was elected MLA for Surrey-Panorama in May. In Delta, Mayor Lois Jackson has held onto power over the years, often while facing two or more strong contenders. It will be interesting to see what happens this year. There will be at least one vacant seat on council, as Scott Hamilton was also elected to the provincial legislature in Delta North.

White Rock Mayor Wayne Baldwin will likely be re-elected, given his high profile in the city and longtime experience as administrator.

New rail overpasses on 152 and 192 Streets should open this year, and the 192 Street project in particular will change traffic patterns in the eastern part of Surrey.

The Port Mann Bridge tolls went up in December and the overall project should be complete this year, making for a smoother trip to and from Surrey.

The year will be one of great potential. It will be interesting to see how it unfolds.

It is quite likely that Surrey, Delta, White Rock and the two Langleys could manage transit and transportation better than TransLink has done, and likely at a reduced cost. There could still be cost-sharing on joint projects such as SkyTrain, but overall it would give South Fraser municipalities a much better ability to expand transit service where it is needed.

If West Vancouver can manage its own buses, how much better would this region do?

News that the tolling policy is under review is also good. It is unfair that drivers from this area pay tolls while others in the region do not.

The year 2014 will bring with it a municipal election. In Surrey, Mayor Dianne Watts will likely face minimal opposition if she runs again, which I expect her to do. The opening of the new city hall will be a feather in her cap.

Thoughts Surrey needs transit for Port Mann about life LOCAL AND PROVINCIAL leaders should be

ashamed that one year after the new Port Mann Bridge opened, Surrey residents don’t have access to any type of public transportation to cross it.

If they want to cross it they have to drive to Langley from where they can take a bus.

This is pure discrimination against Surrey.

This is an outrage and the people in charge at TransLink, the City of Surrey and the B.C. Ministry of Transportation who mismanaged this should be fired for gross incompetence I am calling on all levels of government to cut the excuses, roll up their sleeves and get working on this.

hurting so much after reading the story about the young man (Karim Meskine) who lost his life after being beaten to death, allegedly by a 16-year-old.

I know myself, I have cried. My heart hurts so much for his family.

Why does this happen so much?

My friends, family, neighbours, co-workers, business merchants – we all talk about our time when we were 16 and all we could talk about is getting our driver’s licence.

We were all so excited and couldn’t wait to drive.

Nowadays I guess for the youngsters it is beating on people.

We don’t understand this generation. Why? How do you get pleasure doing this?

We all wish we had a magic wand to bring their son back – anything to bring him back would be a blessing.

Our thoughts and prayers are with the family.

I am so sorry you have to deal with this when it is supposed to be the most magical and joyous time of the year.

uba has a new plan for funding upgrades to its public transportation system that involves one of the most noteworthy reforms ever decreed by the one-party— Communist—and one-family dominated government. New car sales will be heavily taxed to support the plan.

After the 1959 communist revolution, only automobiles that were in Cuba before the revolution could be bought and sold without government authorization. Most of these were American cars. The government was the sole retailer of all post-revolution vehicles whether new or used, many of these being Soviet-made and dating from the time when the Soviet Union was Cuba’s main ally and benefactor.

Inability to obtain new vehicles inspired a level of auto mechanical ingenuity, perhaps unequalled anywhere else in the world. Sixtyyear-old Chevy’s still chug along in Cuba fixed and maintained for ongoing usage, not collectorproud babying. In 2008, Raul Castro became Cuba’s president when his brother Fidel—the revolution’s famous leader—was reportedly forced by failing health into retirement. Change was more than in the wind and by 2011 Raul Castro had made many reforms, including the liberalizing of car sales. These changes extended a citizen’s right to buy and sell cars privately without the need for government authorization

in the case of post-revolution vehicles.

At the present time, further lessening of government control over car sales is in the works. By late January 2014, while the state will remain the sole retailer of cars in Cuba, citizens will be allowed to purchase new or used vehicles from the state-owned car retailer without the need for government authorization.

Granma, the Cuban Communist Party newspaper has been quoted as saying, “the retail sale of new and used motorcycles, cars, vans, small trucks and mini buses for Cubans and foreign residents, companies, and diplomats is freed up.” While this change did not extend to extinguishing the need for government authorization to import a new or used car, it nevertheless emphasizes individual private initiative in a way not seen in Cuba since the revolution.

The ‘kicker’ is the tax imposed on such newly liberalized transactions. Granma has reported that the new regulations are “expected to include stiff taxes, currently 100 per cent for new cars, with the proceeds going to fund the country’s decrepit public transportation system.”

While the number of small private businesses has grown in Cuba in this new era of reform, and while unemployment levels are generally low, most Cuban’s cannot afford a new or even a fairly new but used vehicle and likely little dream of ever doing so.

According to Wikipedia sources, as of July 2013, the average monthly wage is 466 Cuban pesos worth about US$19. Even the besteducated and fully employed professionals earn very little. Some medical doctors reportedly earn $15 a month. George Heinz Kraus pleaded guilty to possession of child pornography in Surrey Provincial Court Dec. 19.

The plea was entered less than three weeks before the White Rock senior was scheduled to be tried on charges of possessing and accessing child pornography.

The charges arose after officers with the Integrated Child Exploitation Unit executed a search warrant on a White Rock home in June 2012, following a tip “suggesting (Kraus) was in possession of childpornography material,” Staff Sgt. Bev Csikos said in February.

The tip came from another agency, and a police investigation in another jurisdiction is ongoing, Csikos said.

Kraus taught at White Rock Elementary for 13 years and was in his second year at Laronde Elementary in Surrey when he resigned in March 2005, shortly after his arrest that month for possession of child pornography. That arrest followed the discovery of some 27,000 images on two home computers.

In that case, Kraus was handed a 14-month conditional sentence followed by 12 months’ probation, and his name was added to the national sex-offender registry – a move his lawyer at the time had argued was unfair, citing in part psychological testing that showed Kraus was a low risk to reoffend.

Kraus told the Peace Arch News at that time that he didn’t believe he was doing wrong by possessing the pictures, because the depicted children were all from Russia and Ukraine.

“It’s not hurting anyone… they’re all overseas,” Kraus had said.

Kraus declined to speak with reporters outside court.

“I got in trouble for talking to you guys last time,” he said.

Prosecutor Bev Lane asked Judge Ellen Gordon to order pre-sentence and psychological reports for Kraus.

He is due back in court on Feb. 19, 2014.

New tax trial for acquitted limo driver Jasvinder Sedhu was found not guilty in May, but B.C. Supreme Court overturned verdict

ted of 11 charges of failing to comply with notices to file tax returns for his Surrey limousine company will now face a new trial.

An earlier provincial court judgement that found Jasvinder Sedhu not guilty was overturned Dec. 17 in B.C. Supreme Court.

Sedhu, who was sole director of Baja Limousine Ltd. between 1998 and 2009, was served with 11 notices from the Canada Revenue Agency (CRA) to file his tax returns in October 2009, after it was discovered he hadn’t filed taxes for 10 years. He was told there would be no extensions and after 90 days had passed, the CRA concluded he had not filed.

He was criminally

charged in July 2011.

Three months later, most of the tax returns were filed, and as of May 2013 (when he was found not guilty), all of the tax returns had been filed.

The provincial court judge’s initial ruling acquitted Sedhu on the basis that the 90-day notice issued by the CRA wasn’t a “reasonable” amount of time to comply.

The Crown appealed the decision, arguing the trial judge erred in finding the Crown had to prove the given time frame was reasonable.

B.C. Supreme Court Justice James Williams granted the appeal, ordering a retrial.

He noted the Crown was not required to prove the time frame was reasonable, and was only required to prove the

The subject property was seized because there was a warrant authorized by the court pursuant to the Controlled Drugs and Substances Act of Canada to seize evidence in respect of an offence (or offences) under section 7(1) (Production of substance) of the Controlled Drugs and Substances Act of Canada.

Notice is hereby given that the subject property, CFO file Number: 2012-1334, is subject to forfeiture under Part 3.1 of the CFA and will be forfeited to the Government for disposal by the Director of Civil

Forfeiture unless a notice of dispute is filed with the Director within the time period set out in this notice.

A notice of dispute may be filed by a person who claims to have an interest in all or part of the subject property. The notice of dispute must be filed within 60 days of the date upon which this notice is first published.
