In another bizarre twist for the Boundary-Similkameen riding, the NDP’s candidate for MLA has suddenly declared that she will not be running in the May 2013 election. Marji Basso’s resignation falls close on the heels of the resignation from the Liberal caucus by John Slater, the sitting Liberal MLA for Boundary-Similkameen. Slater filed his application to run again back in September 2012 but was finally told that the Liberals won’t be endorsing him as a candidate. *** There was a feeling of betrayal last year when the Boundary Woodlot Association (BWA) found out that areas in the vicinity of the Phoenix Ski Hill had been set aside for the West Boundary Community Forest, says BWA President George Dore. *** Dr. Christine Simpson has joined the Rock Creek Medical Clinic as an internal medicine specialist, with almost 11 years of experience. Her services are only available by referral from another physician, but she offers minimal wait times. *** The expansion of services provided by the Midway Volunteer Fire Department (MVFD) to include rural fire response to Kettle Valley appears to be moving ahead as administrator Penny Feist reported there are 12 new recruits registered with the department and taking part in training. *** West Boundary Highway Rescue is looking for recruits, from the Midway area in particular.

When a call comes in, the unit rolls from Midway and picks up additional crewmembers on the way to the accident scene. “We have lost six members out of Midway over the past two years,” explained John Coburn, WBHR co-ordinator.

FEBRUARY The 4th annual Kettle Valley Racing Association snowmobile race at Midway airport was the biggest and best yet. There were 40 rider ID bibs given out, but with some of those riders competing in more than one class, there were a total of 61 sleds going down the track in 2013. *** Members of the Regional District of Kootenay Boundary Electoral Area E Advisory Planning Commission (APC) were appointed last Thursday by the board of directors. Named to sit for the next year are Diane Scott, Art Harfman, John Condon, George Dagg, Vic Lockhart and Michael FenwickWilson. *** The first ever B.C. Family Day was acknowledged in Greenwood with a day of snow sculpture building in Lion’s Park. The Greenwood Recreation Commission sponsored the event; they partnered with local professional carver Jim Harris, who was available to give tips on sculpting with snow. *** The 4th annual Midway Men’s and Women’s Hockey Tournament was a big success as 10 teams came to the West Boundary. The event was sponsored by the Midway Old-Timers men’s and the Midway Ice Maidens women’s teams. *** RDKB Environmental Services Director Alan Stanley faced an angry crowd in Bridesville Hall as he presented the reasons why the RDKB board has voted to close waste transfer stations. There are nine unattended transfer stations in the Boundary.

Five are slated for closure on May 1: two at Christina Lake and one each at Westbridge, Bridesville and Jewel Lake. *** The Greenwood Improvement Society has been looking at developing senior’s residential facilities in other communities and came before council to ask if they would support the idea of a facility in the city and if council would be open to providing land to the project. Council voted to draft a letter stating the municipality will provide land for a se-

nior’s facility in the City of Greenwood. *** The city has been told that grant applications for funding of projects at the sewer lift station and wastewater treatment plant were both unsuccessful. *** According to the 2011 census, the population in Area E has dropped almost 12 per cent from the 2006 count. Residents were cautioned to expect less grant-in-aid money this year as the assessed value of property has fallen, primarily at Big White. *** There will be no middle school in Grand Forks, at least not in the near future. That was the near unanimous decision by SD51 after a lengthy discussion. *** The BCSS Junior Girls basketball team used speed, determination and teamwork to win all four of their games en route to capturing the Stanley Humphries Secondary School Jr. Girls Invitational Basketball Tournament. *** Greenwood’s municipal water has once again made the grade at the Berkeley Springs International Water Tasting Festival as Canada’s Smallest City took bronze last weekend in the Best Tasting Municipal Water category. After winning Gold in 2012, the city bottled some of the water and labeled it as Greenwood Gold. This year their water also won a silver medal in the purified category. *** A year of animosity and infighting at the Rock Creek Fair Association has meant a rocky transition from the past to the current board but business is proceeding in both meetings of the directors and the membership. Top of mind for many in attendance at the February general meeting was the reinstatement of expelled members and the possible loss of the rodeo. The board has reinstated the memberships of Pierre Sinclaire, Bill Bosovich and Art Harfman. *** Buckin’ Hens Entertainment stating they are considering other options to promoting the rodeo in Rock Creek this year after negotiations for a new contract fell through. *** The Boundary Predators Atoms claimed silver in their playoffs. The Atom Preds had finished the regular season with an impressive 13 wins, 2 losses and 1 tie. *** Rock Creek resident Bill Harpur and Midway mayor Randy Kappes were presented the Queen’s Diamond Jubilee Medal in recognition of the service given to their communities and neighbours.

The director, John Hibberson, also played the part of Buttram the butler (who, by the way, didn’t do it). *** At their meeting on March 4, Councillor Marguerite Rotvold told Midway council that the West Kootenay Boundary Regional Hospital Board has voted to put $2 million aside in a reserve fund in 2012. Jim Harrison, detachment commander of the Boundary Regional Detachment, came to present Greenwood and Midway councils with the Annual Report to Mayors, Councils and Regional District of Kootenay Boundary. “We have been able, in the last few years, to reduce crime throughout the Boundary Region by 27.8 per cent,” Harrison told council. *** The regional district’s proposed new animal control bylaw has sparked a lot of concern among local dog owners. The Kootenay Boundary Pet Dog Association held a meeting that packed the Seniors’ Centre in Grand Forks to discuss the bylaw which would cover Greenwood, all of Grand Forks (city and Area D) and Christina Lake. The bylaw passed three readings last month.

The group has prepared an alternative to RDKB Animal Control Bylaw 1511, also stating that they welcome suggestions to their proposition.

APRIL The RDKB will conduct a feasibility study of providing a water service to properties in Anaconda.

“The original agreements regarding provision of this service were with associations or groups that no longer exist,” said a memo from RDKB CAO John MacLean. “This has led to difficulties in determining the responsibility for capital maintenance and repair of infrastructure that is outside the city.” *** The RDKB is moving ahead with plans to close unattended waste transfer stations in Westbridge, Bridesville and Jewel Lake. ***

A decision by the Board of Education at their March meeting in combination with another taken two years ago is getting parents at elementary schools in the West Boundary concerned. Two years ago, faced with a continuing decline in enrollment numbers, the board cut the secretary hours at rural elementary schools to 25 hours per week.

But WBES Principal Brian Foy had the support of his teachers and Parent Advisory Council (PAC) to use school discretionary funding to top up those hours to 30 per week. Recently that pool of money has dried up and consequently the position is now reduced to the 25 hours. That didn’t impress WBES PAC Chair Jodi Klein, who came before the board’s April 10 meeting specifically to let the board know of the concerns that she and many parents have about the recent cut to the secretary’s hours. *** The chief and members of Midway’s fire department turned in their pagers on Tuesday night in a dispute with council on how to remedy their long-standing complaint that both the fire department and West Boundary Highway Rescue share the same emergency radio frequency. They were invited back after council issued an apology and promised to adopt the solution preferred by the firefighters to their two-year old radio frequency concern. *** A semi-truck loaded with lumber tipped while swerving to miss a dog and pups crossing the highway, closing the highway for approximately three hours. *** Greenwood council voted at their April 8th meeting to demolish the boards at the skating rink, remove the gazebo and bandshell. *** The fall fair board has filed a complaint with the RCMP following a report filed by a Financial Review Committee consisting of two directors and three other members of the community that looked into the historical financial records from fiscal years 2010 and 2011. *** To kick off the 14th annual B.C. Arts and Culture Week, the Riverside Artists presented an art show at the Rock Creek Pavilion. “How else are we going to make people aware that there is an awful lot of

talent here in this valley?” asked Ann Rexin. And they definitely succeeded in showing off an incredible amount of local talent.

Popoff writes opinion pieces for newspapers in the Okanagan area and was said to have made some objectionable remarks in some of the columns. He was said to have remarked that the Missing Women Inquiry, which looked into the women that went missing in Vancouver’s downtown eastside in the case against Robert Pickton, was a waste of time. He was also said to have criticized single mothers for raising children without the help of a man. *** Midway RCMP responded to a break and enter in progress at Jewel Lake on April 22. Cpl. Kevin Christensen reported that two males were observed trying to break into a house. The males were scared off by the homeowner and entry was not gained into the residence. Police were unable to locate any suspects.

Where’s the reset button?

Energy decisions—pipelines, natural gas development and the Site C dam—will have a huge impact on what kind of planet we will pass on to future generations.

As far as oil and gas goes, they both come smack up against the reality of global warming and the clock is ticking on that. It is said that unless we cut greenhouse gas emissions we will come to a point of no return.

How many more Calgary floods and eastern Canada ice storms can we factor in to the cash-flow spreadsheet that our grandkids will have to work with?

Natural gas development is another huge story to watch. There’s the fracking debate but also the fact that the BC Liberals built a financial plan around an industry that didn’t exist when it was announced last year.

So we better keep our fingers on that one. It’d be best if we don’t hold our breath though.

There is hope though. Victoria recently floated the idea of stripping responsibility for agricultural land from the Agricultural Land Commission and handing it to the Oil and Gas Commission. That should go a long way toward making natural gas development a reality.

Then we come to the Site C Dam. Talk about impacting future generations—once that sucker goes in it’s forever!

In mid-December Victoria announced that the Site C Dam would be exempt from a review by the ALC, in spite of the fact that 4,000 hectares of prime farmland will be flooded.

Some reports say the power it will produce is going to be sold internationally for less than it cost to produce.

Midway council heard the proposal from Driedger to create the market retail facility at the bunkhouse and adjacent land at its regular meeting Monday night. *** The contractors for the animal control service in Electoral Areas C and D and the Cities of Grand Forks and Greenwood have terminated their contract with the regional district effective June 1. *** Greenwood voted to follow the lead of the regional district and several other municipalities by establishing a reserve fund rather than purchasing carbon offsets funds from the Darkwoods Project in the Kootenays. *** Two Pathfinders from the Boundary Guiding Unit and one from Grand Forks were awarded the Canada Cord—the highest honour that can be earned in the Pathfinder program through Girl Guides of Canada. *** Greenwood’s John Hallstrom recorded his first hole-in-one on hole #2 at the Kettle Valley Golf Course (KVGC) on May 3 when he was out for a round with his brother Bud and friend Ed Smith. *** With 34 graduates in the Class of 2013, the Midway Arena was packed with hun-

The department in Grand Forks (on behalf of the rural fire protection district) will sell a fire water tender (ground water tanker), four breathing apparatuses and fire hose to Midway at a reasonable price and in return, Midway Fire Chief Walt Osellame will come in to provide training to Grand Forks firefighters at no cost to the department. *** Interior Health has signed a five-year contract for use of the blood lab in the basement of the Midway medical clinic. *** Greenwood council has decided to take a more active role in economic development through the formation of an economic development committee. *** Jim Nathorst has again taken up the duties as president of the Greenwood Board of Trade, taking over for Wayne Deib who has resigned for personal reasons. *** The Boundary Economic Development Committee has requested the RDKB board approve the allocation of up to $10,000 from the Feasibility Budget to fund a study that will investigate and report on the development of a Tourism Welcome Centre with year-round washrooms at the corner of Highway 3 and 33 in Rock Creek. *** The final tea held at Catholic rectory was a time for remembering and paying homage to times past. The rectory beside Sacred Heart Roman Catholic Church in Greenwood has been sold and the Catholic Women’s Club held a final tea and bake sale in the house. Rev. Father J.A. Bedard built the house in 1905 for priests who served the area from Grand Forks to Beaverdell.

JULY A public information session to outline plans for the decommissioning of the Providence Dam at Marshall Lake hosted by the Ministry of Forests, Lands and Natural Resource Operations was attended by 21 people.

According to the government, the dam no longer meets safety standards and has outlived its original purpose to supply water to the Phoenix Mine and that a dam failure has the potential to impact the entire community of Greenwood. *** The Rock Creek Canada Day Celebration was a collaborative effort of many groups pitching in to make the day a success, with Angela Hatch of Discover Rock Creek taking the lead in organizing the fourth annual parade this year. This is the sixth year for the Canada Day Party hosted by the Rock Creek Community Medical Society at the medical centre grounds. *** Everyone in the Village of Midway stands to benefit from the completion of the food preservation area at the community garden that was put in thanks to a $20,000 Age Friendly BC grant. *** The “Groove” music festival wasn’t so groovy, say Midway RCMP. Kevin Christensen of the Boundary Regional RCMP. *** A chipping operation set up near the old woodlands office building in Midway is capable of eating three truckloads of stems an hour and throwing the chips over 20 metres into a huge pile in the logyard. The operation is owned by BC EcoChips, a company based out of Salmo, and had been operating out of the old Weyerhaeuser mill site in OK Falls for the past four years. But, according to Mike Lynn who is in charge of Fibre Management for Zellstoff Celgar, the chipper was supplying the majority of their product to the Castlegar pulp mill so it was decided to relocate to the Boundary. *** Larry Bowen has taken over as coordinator for West Boundary Highway Rescue after John Coburn stepped down last month after serving the West Boundary in the job for the past eight years. *** A Greenwood resident believes her livestock was attacked by a cougar and is concerned that children and other animals could be next. The cougar in question went onto the Mathison property on July 4 and attacked a foal. The young horse survived but owner Ingrid Mathison said all the horses on the property are scared to venture too far away from the house. *** Damage and theft was extensive at the Kettle Valley Golf Club as thieves broke in and stole everything from alcohol and food to the cash register. *** Using a grant from New Horizons for Seniors the Kettle River Seniors Branch #102 are helping locals develop the skills and confidence that will allow them to stay active and involved in community life. The $25,000 grant is funding a year-long program called Empowerment of Seniors. *** There were over 70 runners out on Saturday for the fourth annual JLB Memorial Kettle River Run, which raises money for the BC Cancer Foundation of the Southern Interior.

AUGUST A fire-damaged house on North Kimberley must be demolished, says Greenwood city council. Staff was directed to write a letter to the owners of the property giving them 14 days to dispute the notice or 30 days to demolish the building. If, after 30 days no action has been taken by the owner, the city will be in a position to remove the building and have expenses added to the property taxes for the lot. *** Three local boys got the thrill of a lifetime recently when Wayne Gretzky showed up to skate with all the participants at the Compete Hockey camp in Coeur d’Alene, Idaho run by world-renowned power skating coach Boris Dorozhenko. The BDSA is now gearing up for the inaugural sprint races at Jewel Lake on January 25-26, 2014. *** Elementary and high school students in the Boundary, and throughout B.C., will not have to miss any class time as the Canadian Union of Public Employees (CUPE) has reached a tentative Provincial Framework Agreement with the B.C. Between 60 and 70 people came to hear Midway Mayor Randy Kappes and village fire chief Walter Osellame update the public on the expansion of service proposal and answer their questions. *** Bylaw enforcement throughout the regional district may be about to get some teeth. At the moment, in many municipalities in the RDKB, the only recourse for enforcing fines imposed for bylaw infractions

Darrin has been racing at the track for 20 years. He finished second in points this year and is a five-time season champion at Eagle Track—most recently in 2012. He drives car # 11X, a Super Stock class 1971 Chevy Chevelle. *** In a recent report released by the Canadian Federation of Independent Business, the cities of Grand Forks and Greenwood were shown to be more free-spending than their neighbours in the Thompson Okanagan region—and did not fare much better when ranked with 153 municipalities across the province.

Midway, on the other hand, improved its’ ranking. In the BC Municipal Spending Watch 2013 report that was released this month. *** After years of study to become an Anglican priest, Cathy Straume was ordained at St. Michael and All Angels, the Anglican cathedral in Kelowna on Nov. 24. Archbishop John Privet officiated. *** The Grand Forks Border Bruins dropped two games last week to drop below .500 at approximately the midway mark of the season. On Sunday, the Bruins played a home game in Midway and lost to a strong Kelowna squad 7-3. The game in Midway at the Boundary Expo Rec Centre was the first of three the Bruins will play there. The other times will be Jan. 10 against Princeton and Jan. 22 versus Osoyoos. *** The Midway Community Hall was full on Saturday night as a fundraising dinner was held to benefit her family’s community.

There were a number of Filipino items on the menu including a noodle dish known as pancit and adobo chicken—a marinade dish that according to Wikipedia is sometimes considered as the unofficial national dish of the Philippines. *** For Kris Hargrave and Kia Zahrabi, organizing a music festival had been a dream of theirs for some years and right from the beginning they had envisioned Rock Creek as the hosting community.

Last September long weekend the Rock Creek Fairgrounds were the venue for the first Ponderosa Arts and Music Festival. But at the November 2013 fall fair association meeting there were complaints of noise expressed by some nearby neighbours. There was considerable discussion of the complaint at the meeting with the decision being made to send Ron Palmer, head of the fair board’s contract committee, back to Hargrave and Zahrabi to see if an accommodation could be reached regarding decibel levels and hours of playing the amplified music.

On Dec. 2, Ponderosa organizers issued a press release to respond to the complaints.

“We have spoken with the board and are aware of the concerns voiced by members of the community.” *** Grace McGregor, Area C (Christina Lake) director, has been chosen as board chair for the Regional District of the Kootenay Boundary at the board meeting on Dec. 5 in Trail. McGregor won out over Grand Forks Mayor Brian Taylor. She replaces Larry Gray, who was board chair for two consecutive years. *** On Tuesday, Dec. 3, Penticton resident and Real Estate Agent, Marshall Neufeld, officially announced that he is seeking the Conservative nomination in the new federal riding of South Okanagan West Kootenay.
