The term “levee,” derived from the French se lever (to rise), represents the practice of rising early on the first day of the new year to pay respect to the monarch or the local governor.

For many years, the levee was attended only by gentlemen and members of the military and other uniformed services.

Today, the levee is less formal and more fun.

For over a decade Malahat has hosted their levee on behalf of local ships and naval shore establishments.

City faced with tough financial decisions Daniel Palmer News staff

Victoria council is set to make some tough financial choices in the coming year, while a development boom continues to dominate the downtown core.

The city’s capital budget for 2014 is estimated at $74.9 million, a distorted number from previous years due to $47 million being spent on the Johnson Street Bridge project.

The budget will also need to be adjusted in early 2014 to reflect carryover amounts from the past year.

In September, an infrastructure assessment revealed three cityowned assets – Crystal Pool, Fire

Hall No. 1 and the Bay Street Bridge – are in desperate need of upgrading.

Mayor Dean Fortin said the city will spend $2 million to $3 million to make necessary upgrades to keep Crystal Pool running for at least the next five years, and he’ll look to regional and provincial partners to help fund larger infrastructure projects.

“There’s a great opportunity to recognize the Bay Street bridge is a regional bridge, much like the Craigflower bridge that was paid partially by a gas tax fund,” Fortin said.

Councillors Ben Isitt, Shellie Gudgeon and Lisa Helps plan to put

forward a motion in the new year to redirect some conventional infrastructure spending to “active” infrastructure projects, Isitt said.

“That would allow us to move forward more quickly to make improvements for pedestrian and cyclists,” he said.

The city has undergone some key changes of the guard in 2013 with the hiring of new Victoria police Chief Const. Frank Elsner, several rookie members of the Victoria-Esquimalt police board and new city manager Jason Johnson.

Fortin said the city has made progress in dealing with homelessness and affordable housing, and he’s optimistic for a long-awaited

policing framework agreement between Victoria and Esquimalt.

He also pointed to the success of the kitchen scraps program and a revival in economic development as high points moving into the new year.

“We’ve got more cranes up now than the building boom of 2006.

That bodes well for our future,” he said.

The pending development of more than 200,000 square feet of residential and commercial space around the B.C. legislature is also big news, Fortin said. The province plans to sell several parcels of land in James Bay, and lease back office space for government ministries.

The political landscape will shift once again in the Capital Region in late 2014, as both municipal elections and the B.C. NDP leadership convention loom.

At the City of Victoria, Mayor Dean Fortin intends to keep the seat he’s held since 2008, but said it’s too early to start discussing the election campaign.

“I love this job,” Fortin said. “We’ve accomplished a lot in the past five years and there is still a lot left to do.

We’ll focus on getting the job done right and do the job of managing the city. That’s our important focus over the next eight to 10 months.”

Rumours have yet to be confirmed on whether any current councillors will challenge Fortin, but two-time mayoral candidate Ben Isitt said he’s not planning a mayoral run this time around.

“My plan right now is to run for council,” said Isitt, adding he’s keen to encourage new candidates to run for office in November 2014.

“I think it’s really important we have a strong council coming out of the election committed to social justice and environmental protection, both in the city and regionally,” he said.

“We start dividing ourselves and it leads to political grandstanding,” Coleman said. “We need to pull back and focus on issues at hand.”

In the NDP-dominated Capital Region, there are several MLAs thought to be mulling a run at the NDP leadership

in September. Chief among them is Saanich-Swan Lake MLA Rob Fleming, who brings to the table ample political savvy and youth. Fleming hasn’t confirmed nor denied the speculation.

The B.C. NDP leadership convention takes place in September 2014, while municipal elections occur across the province on Nov. 15.

The Victoria Regional Transit Commission has big plans for 2014. There’s just one problem: it needs more money to turn those plans into reality.

“We’ve only got three sources of funding – property tax, the fare box and the gas tax,” said VRTC chair Susan Brice.

The first tangible rapid transit development breaks ground along the Douglas Street corridor in 2014 with the installation of rush hour bus lanes.

And while the $1.5-million cost of that project is included in this year’s budget, the commission is waiting for B.C. Transport Minister Todd Stone to respond to a request for a two-cent increase in Capital Region gas tax to fund future expansion.

“We feel we have used property tax and the fare box as significantly as we can right now,” Brice said. “That’s why we’re asking the province to give us some more gas tax.”

The VRTC currently receives 3.5 cents for every litre of gas sold in Greater Victoria. But with the budget increasing by three per cent this year, new project funding has to come from somewhere, Brice said.

“We’d definitely like to do some expansion, but there’s such a lead time to order new buses,” she said.

“So out of our contingency fund (in 2014), we took sufficient funds to order two new buses, but we did not yet fund the operating dollars. That will come if we’re successful in our request to the province (for a gas tax increase).”

In the coming year, the VRTC is liaising with Colwood and View Royal as they develop their master transportation plans, installing 33 new bus shelters (including at the Saanichton exchange), and moving forward with expansion of the University of Victoria bus exchange.

Discussions between Saanich, West Shore communities and the province have also begun to create bus priority lanes along the Island Highway and McKenzie Avenue.

Further expansion of bus lanes along Douglas Street through Saanich is still in its infancy, according to a Dec. 2013 VRTC planning report. dpalmer@vicnews.com

2014, year of the key civic election W

ith actual bridges slated to open or get work underway (Craigflower and Johnston Street respectively) we expect philosophical ones to be built, or burned over the next 12 months.

It is, after all, a municipal election year.

With polarizing issues such as regional sewage treatment and amalgamation garnering support on all sides, this could be the year we see civic “parties” appear.

The Capital Region doesn’t generally see slates vying for roles on city councils, as is the norm in larger urban areas such as Vancouver and Surrey.

But by the time November elections roll around we’ll have had plenty of time to absorb our 2014 municipal tax bill, which will likely be larger in order to pay for sewage infrastructure we won’t use for at least four years.

On the sewage treatment front, factions across the Capital Region are calling for everything from forging on with the plan, to marine environmental reviews, to seeking a deadline extension from the province and offering time for a sober second thought.

This could open the door for a “sewage slate” to dig in its heels and make a bid for council seats across the region under the mandate to fight sewage treatment.

Though there’s currently a lull in the conversation, a resurgence of the A-word will likely appear prior to election time, judging by our online poll last April.

We asked vicnews.com readers: Do you support amalgamation in the Capital Region to reduce the number of municipalities from 13? A resounding 74 per cent of those who responded said yes, there are too many municipalities in the Capital Region.

In August, the Capital Region Municipal Amalgamation Society officially launched a petition seeking support from Greater Victoria residents in hopes of seeing a non-binding amalgamation question on the municipal ballot in 2014.

Will Mr. Floatie resurface in 2014? Will Amalgamation Yes band together to seek seats on area councils?

Yea or nay, this should be a year residents abolish voter apathy in order to get some building done.

Facts to go with opinions.

Whether it’s the government’s fantasy figures on job creation or the opposition’s arithmetic-challenged child poverty claims, serious problems can’t be understood, much less solved, without defining them accurately.

Submitting government advertising to scrutiny by the Auditor General to make sure it is accurate and non-partisan would be a good place to start.

Now an ongoing research project at VGH is seeing parents of premature babies become more involved with their child’s care during his or her stay.

“The goal was to empower the parents,” said Dr. Richard Taylor, neonatologist and principal investigator.

“The whole goal of the study is to improve confidence in caring for their child.”

Parents are taught how to care for their newborn, about what special needs the child may have as a premature baby, and about the medical attention the child is receiving, to help the parent feel involved and assured.

For the infant, the extra level of care is meant to lead to faster healing, quicker growth and, therefore, a shorter hospital stay.

It also gives a child an earlier chance to bond with his or her parents.

“The outcomes do appear to be better for

the babies,” Taylor said.

Justine Sparks had her baby Emma at just under 32 weeks, about nine shy of the average newborn and with bradycardia, a condition which slows a baby’s heart rate.

Sparks read about the program in a pamphlet and decided she wanted to be involved.

“It appealed to me because I really wanted her home and if it made things easier for her, it was something I wanted to do,” Sparks said.

Emma spent three weeks in the unit and by the time mother and daughter headed home, both were doing much better and were on their way to a normal, healthy future, Sparks said.

The study started in Toronto and has since moved to random hospitals across the country.

Kyle Wells new approach to involving parents in the care of their prematurely born babies could lead to new standardized practices across the country.

When Rachel and Lewis Freeman’s baby boy Jack was born more than two months early in October, they ended up in the place no new parent wants to be: Victoria General Hospital’s neonatal intensive care unit.

When the new parents were offered the chance to have a more hands-on role with Jack during his time in hospital, they jumped at it.

“I was here everyday anyways,” Rachel said.

“I was on (maternity) leave, so I can’t imagine not being here.”

“Something that was always on my mind was him thinking the nurses are his parents, because, you know, he’s fresh into the world and that’s all he sees,” Lewis said. “With Rachel being here eight hours a day, I think it really helped with him getting to know us.”

As recently as 40 years ago, parents would not have had any opportunity to interact or be involved with their premature baby, but the attitudes towards parent involvement are evolving.

Graham’s frequent criticism of the Capital Region’s patchwork policing model is likely to continue in incoming Chief Elsner, the Twitter-savvy, community-minded chief from Sudbury, Ont. In the meantime, Graham plans to focus on his passion for antique cars, travel with his wife and possibly find a second career in the civilian world.

Region’s sewage project expects busy year in 2014 Don Descoteau News staff

Residents of Esquimalt have yet to give their final say on the latest tentative agreement to base the Capital Region’s sewage treatment plant at McLoughlin Point.

But that isn’t stopping Seaterra – the branded name of the overall program – from moving forward with planning this $782-million infrastructure project. And 2014 looks to be the busiest year yet.

“I think people are more upbeat than they have been in a long time,” says Seaterra program director Albert Sweetnam.

After a “huge” initial pushback from Esquimalt following the first public hearing on the rezoning for the treatment plant, four hard months of negotiation and a lengthy discussion around the CRD board table in early December brought agreement on an amenity and mitigation package for the Township.

“We feel that this is an excellent deal for Esquimalt, in terms of both mitigation and compensation,” Sweetnam says.

Esquimalt Mayor Barb Desjardins agrees and says she hopes citizens across the region will

be given more certainty about the project soon.

Whether her citizens feel the same way is at issue – a public hearing on the new deal is expected to be held no earlier than February.

Sweetnam refrains from framing the Esquimalt situation as frustrating, unlike CRD board members who have hinted that the process has been somewhat hijacked by one demanding municipality, albeit the one hosting the largest component in the planned system.

“This is democracy in motion and we have to respect the wishes of Esquimalt and the wishes of the public,” he says.

With groups in the region calling for everything from complete shutdown to more marine environmental reviews to asking the province for a deadline extension to allow a total rethink of its plans, Seaterra took the initiative to produce a “Myths and Facts” handout and make it available at public meetings.

“We love the public to be party to these processes as much as possible. However, it’s important that the public actually inform themselves before taking very strong positions,” Sweetnam says.

Work continues behind the scenes at Seaterra on the project, as well as in various municipalities, where infrastructure will be upgraded in preparation for the new system.

As Esquimalt’s mayor, Barb Desjardins is paid to be the biggest cheerleader for her municipality.

So, even with some tough decisions coming down in 2014 that will go a long way toward shaping the township in future, for better or worse, the mayor is ebullient talking about the year ahead.

“We have nothing but positives coming forward,” she says.

Desjardins lists such major initiatives as the resolution of the sewage treatment plant proposal for McLoughlin Point near Workpoint, a review of the official community plan, and moving on the results of Esquimalt’s economic round table discussions as key items in this year of action for the Capital Region’s fifth-largest municipality.

While they are two separate undertakings, the review of the Esquimalt OCP and the economic round table discussions are intertwined.

The review, Desjardins says, “is huge, because it’s a way the community is engaged and has a say in what their community will look like in future.”

In terms of economic development, she has had a fair bit of feedback from the talks, set to wrap up early this year.

“We’ve heard some very clear messages as to how to move forward,” the mayor says, adding such projects as the on-hold Esquimalt Village Project have been among the priorities identified.

Other important developments include the finalization of a updated policing framework between Esquimalt and Victoria, and working to create improved traffic flow through the municipality from CFB Esquimalt and the increasingly busy Victoria Shipyards facility.

The former Victoria Mariners catcher is entering his junior (third) year with the Illinois Fighting Illini after missing the majority of the 2013 NCAA season with a concussion.

for the HarbourCats in the 2014 West Coast League, woodbat summer league.

“I wanted to come here, it will be my last year of college summer ball and I’ve never played in front of this (Royal Athletic Park) crowd before,” said Norris-Jones, who’s acquired a Bull Durhham-type midwestern baseball accent.

“I followed the HarbourCats while I was playing with Green Bay in the Northwoods League last summer and they were ranked 11th (at one point) among the national summer baseball teams. That’s what I want, to play on a ranked team and have a chance at winning a championship.”
